HISTORY Up until the late 1880's the mining industry acquired a considerable proportion of its capital needs from domestic sources. Exchanges were established wherever major new fields were opened and Ballarat, Bendigo, Charters Towers, Coolgardie, Kalgoorlie and Silverton all boasted active trading in mining shares. For much of the first half of this century there was only modest developments in the mining industry and its capital require- ments were correspondingly lower. RECENT EXPERIENCE The new mines of the sixties were, in many cases, characterised by their remote situation and their output of bulk commodities such as iron ore., coal and bauxite. Infra- structure costs were particularly high and the level of capital expenditure was of previously unheard of proportions.

The study of microbial sulfide oxidation and oxidation rates of tailings requires the use of sterile control samples in laboratory experiments for comparison purposes. The need for sterile tailings sand is also apparent in the study of microbial communities and processes. This study compares six different methods with regard to sterilisation efficiency and investigates chemical and mineralogical changes in the samples as the result of sample treatment. In addition, the effect of sterilisation on mineral weathering rates is also studied. The efficiency of the different methods with regard to sterility is estimated by most probable numbers (MPN) of both sulfur and iron oxidising bacteria. The sterilisation methods that were compared are: washing with sterile water, washing with ethanol, applying antibiotics, repeated heating to 70¦C, autoclaving, and γ-irradiation. There are several possible drawbacks with the different methods, including the risk of an applied chemical acting as a substrate for micro-organisms in the system, and the risk of altering the tailings. The results show a substantial difference in sterilisation efficiency between the treatments. For example, autoclaving, repeated heating, ethanol and irradiation efficiently kill micro-organisms, rendering an undetectable amount of bacteria after one month of incubation, whilst washing with water exhibits virtually no microbiological effect, with a bacterial content comparable to the control. The use of antibiotics for sterilisation ranks intermediate: the lag-phase was twice as long in the antibiotics treatment compared with the controls. X-ray diffraction, optical and electron microscopy, M÷ssbauer spectroscopy, and mineral magnetism indicate no significant change in the bulk mineralogical composition. However, X-ray photoelectron spectroscopy analyses show that with some of the treatments, sulfides are partially oxidised, as indicated by the formation of sulfate and partially û oxidised sulfur species at the tailings surfaces. Aerated batch weathering experiments performed on sterilised tailings samples and untreated controls indicated that while the initial rates of element (S, Fe, Cu, Zn, Mg, Na, K, Ca) release may differ between the samples, over the course of ~100 days of experiment at pH 2 and room temperature, the rates declined toward a similar value for all samples. To conclude, there does not appear to be one perfect method for tailings sterilisation. Autoclaving and heating damage the mineral grain structure and oxidise the sulfide surfaces. Ethanol, antibiotics and rinsing greatly alter the pore water chemistry through the washing procedure. In addition, ethanol and denatured antibiotics might serve as a substrate and also, in the case of antibiotics, adhere to mineral surfaces thus obstructing chemical reactions. Irradiation seems to be the preferable method on an overall basis, although the formation of surface Fe3+ was suggested by M÷ssbauer spectroscopy.

The Australian economy has been adversely affected by the hesitation in developing countries to commit to the construction of .new coal-fired power stations. World coal trade which was expected to grow at an appreciable rate has stagnated, world export coal prices have plummetted, and facilities in place in Australia for the production and export of coal are being underutilized. While in some countries this hesitation has been caused by a reduction in electricity load growth, another cause has been the unduly long lead-time imposed on developing countries by the conventional "Banker's Approach" to the planning and initiation of commitments to finance and construct coal-fired power plants. In some countries electricity growth has been met by increased usage of indigenous energy resources, even though this involves costs in excess of imported coal-fired power generation. The avoidance of foreign exchange commitments in these cases can however be desirable. In many other developing countries however, fuel oil continues to be used for power generation at a cost in foreign exchange of up to 50% above the total cost of coal fuel plus capital to construct a new coal-fired power station. The conventional "Bankers Approach" to new power station planning imposes the need for successive feasibility studies to satisfy the normal processes of international development lending agencies. No feasibility study can however, show how keen vendor countries may be to win major power plant contracts; and no feasibility study can determine whether the power station eventually procured will be one of the more reliable, at better than 80% availability, or one of the more unreliable at worse than 60% Availability.

Pasminco is actively addressing the optimal utilisation of the known orebody at the Broken Hill mine, in addition to actively exploring for economic mineralisation in the region. As part of the policy of better utilising the known mineralisation a major upgrade of geological systems at the mine was initiated. The software chosen for this change was Maptek's Vulcan, mainly because of the ease of use of this package. Rather than having numerous data sources in varying software packages the mine aimed to limit interfaces and packages. The decision to upgrade the mine's software was not taken lightly, especially in view of the inature stage of Broken Hill mining operations. However, the current mine life of Pasminco Broken Hill mine is I I years, which is longer than many new mines setting up in Australia today. Also, a more sophisticated system brings with it a better understanding of the economic mineralisation, possibly extending the mine life further. The process of moving the Broken Hill databases into Vulcan was a huge task which included, database transfer, digitising, wire framing, modelling and eventually ore resource calculation. To ensure the validity of the new ore resource accounting system, the existing system was run as a duplicate for the introductory year, providing a comparison and if necessary a safety net. The benefits of such a change, however, became apparent almost immediately. Area geologists realised the opportunity to revise geological interpretations in their areas of responsibility, enabling them to obtain a better understanding of orebody morphology. Three- diniensional analysis provides an excellent method by which review of ore targets both in the underground and mine lease exploration areas can he made. As each new find of mineralisation enters the system and hopefully extends the mine life, the opportunities for further mineral exploration in Broken Hill area by Pasminco are enhanced.

Despite the limited literature regarding the pressure filtration of mine tailings (compared to the large number of papers published each year on paste thickening of tailings) the number of mines dry stacking filtered tailings is approximately equal to the number of mines storing tailings in paste form. Main drivers for filtering tailings are: water recovery, future rehabilitation costs for tailings storage area and permitting requirements. In arid climates, the cost and scarcity of water justify the capital and operating costs associated with pressure filters. Further justification for filtered tailings is the potential for progressive reclamation of the dry stack, which can proceed earlier and faster than the reclamation of a tailings dam.Filtered tailings must be transported to the storage area by trucks or conveyors. For dry stacking, 70 - 80 per cent solids content (by mass) is typically acceptable, however the primary goal is to provide a filter cake that is consolidated and dry enough to prevent bridging and build-up on the materials handling equipment. It has been observed that high average solids contents (~70 per cent) can be achieved while the centre of the filter cakes is still wet and sticky, presenting challenges for the transportation of the solids. Appropriate controls must be in place to ensure consistently easy to handle solids are discharged from the filter.FLSmidth has installed two fine coal tailings dewatering systems in the United States. One of these systems incorporates a Deep Cone Thickener« upstream of the filter press to minimise the amount of water that must be filtered, while the other tailings filter press is fed by a high rate thickener. The operation and performance of these filters is discussed and compared to the lab testing used to size the full-scale equipment.CITATION:Pepper, D, 2012. The coal industry in Australia has been actively working in recent years towards the (re)integration of geostatistical techniques to the process of coal resource estimation. The benefits of using geostatistical techniques, over the current interpolation algorithms in use in coal modelling packages used to generate the grid estimates, need to be illustrated for the methodology to gain a broader acceptance in the coal industry. This paper focuses on the benefits gained at BHP Billiton Mitsubishi AllianceÆs Saraji mine for the estimation of the total product yield value at a 9.7 per cent product ash cut-off of a particular seam of the Saraji deposit. In order to perform this comparison, the results of the alternative estimation methodologies need to be benchmarked, which in most situations is achieved through the reconciliation of the estimates against production and/or process plant reconciliation data. Unfortunately, this benchmarking was not possible as no reconciliation data for the area of interest in the chosen seam was available, as it has not been mined at the time of the study. Where no reconciliation data is available, an alternative method is to use conditional simulations as the benchmark for comparison. The simulated values can be regarded as ærealityÆ, and the alternative estimation methodologies, based on a sampling of the underlying ærealityÆ, can then be compared using the simulated ærealityÆ as the benchmark for comparison.

This case study describes various aspects of establishing a laboratory facility for testing chemically-cemented fill materials. The applicability of data obtained from such a facility related to mine conditions depends on many factors: kind of data, type of testing facility, sample parameters (composition, geometry, size, etc.). The equipment employed must be adaptable, to accommodate variations in sample size and properties. The design, construction and operation of the testing facility is described, and its application to fill samples prepared from sulphides and oxides both chemically and naturally cemented. The present system was selected following an extensive study of equipment available for testing materials in the fields of rock mechanics and construction materials. The strength testing' facility incorporates Linear Variable Differential Transformers for monitoring both lateral and axial displacements during sample compression. The output from these and from other related instrumentation can be recorded or fed direct to a computer, enabling stress-strain data to be printed out while the test is in progress. Also described are controlled environment curing facilities which allow samples to be cured or weathered under different temperature or humidity conditions to simulate long-term ageing and in place conditions.

Detailed observations were made for two existing continuous miner and shuttlecar systems. A simple model for the shift average cycle consisted of three time components - delays, mining and transport. Cycle improvement and productivity improvement factors are derived and used to predict the theoretical improvement which the observed cycles could achieve. Various strategies of action ranging from short-term optimisation through to long-term planning for continuous haulage systems are evaluated. High potential for improvement is shown for a wide range of operating conditions. An overview is presented for systems, currently available or under active development, which can accept coal directly from continuous miners and offer continuous haulage to the surface. Systems are broadly classified as mechanical-roof mounted, mechanical-floor mounted and hydraulic transportation.

Preliminary experiments have shown that, when used in a fusedchloride electrolyte, titanium carbide anodes dissolve yielding lower titanium chlorides which nlay be electrolysed in situ to produce a cathode deposit of pure titanium metal. The anode residues are easily withdrawn from the cell. Further experiments have established the operating conditions for maximum efficiency in the process.The process is essentially two-stage, viz.: (1) titanium carbide production, (2) electrolysis producing metal. Power requirements appear to be moderate and this fact, combine·d with the simplicity of the process make it attractive as a possible method for the production of titanium.INTRODUCTIONDue to the high reactivity of titanium and its, affinity for oxygen and nitrogen, the extraction of this metal generally involves the use of halide. compounds as intermediates. This session comprises six papers: One paper is specifically on advances in drilling techniques, a paper presents a classification for water inrush rich with corresponding guidelines for protection, two papers are concerned with mining impacts in integrated catchment management - one from the quality viewpoint and the other from the quality viewpoint, and the final two papers are case studies of mine dewatering - one for an underground mine threatened by a karst limestone aquifer and the other of an open-cut mine threatened by interbedded sand aquifers. The paper entitled, Practical mine dewatering by means of surface drilled wells by Sides is innovative in presenting the case for wells as cost effective and appropriate for a number of purposes including exploration, re-opening old mines, dewatering, grout emplacement and monitoring.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

Block models generated with all linear interpolation algorithms contain inherent smoothing that typically results in an underestimation of grades and overestimation of tonnes in resource estimates. For mineral deposits that are anticipated to be exploited by underground mining methods excessive smoothing may result in materially misleading estimates of Ore Reserves. To account for smoothing in the open pit mining environment recoverable reserve techniques such as indicator kriging and uniform conditioning are employed to provide non-spatially located proportions of the large blocks above the cut-off grade. These models are not suitable for underground mine planning where the actual location of material above cut-off is required to design its extraction. To correct for excessive smoothing it is proposed to modify the ordinary kriged block estimates a posteriori using an affine correction with a local variance adjustment factor. The proposed methodology is demonstrated for a base metal deposit during a feasibility study.

Chlorine as a lixiviant for gold possesses a number of significant chemical and Idnetic advantages over cyanide but because of its corrosive and vaporous nature the method of implementation needs to be significantly modified. At comparable reagent concentrations the dissolution rate for gold in the C12/Cl- systems is some 10 - 100 times that achieved in the 02/CN system. The dissolution rate in the chlorine system is largely a function of the concentration of C12, Cl- and pH. Under conditions of low Cl', (less than 50 g/1), the dissolution rate begins to drop off dramatically over the pH range from 3 - 4. Increasing the level of dissolved chloride ions shifts the pH of this rate reduction to around pH 5 at 100 g/l NaCl, and to around pH 6 at 300 g/l NaCl.

Increasing the upper particle size limit of flotation would allow operators to increase mill throughput, save operating costs, simplify flow sheets, and increase rate of return. However, coarse particle flotation is difficult for various reasons, of which bubble-particle detachment has been identified as the major limiting factor. In the present work, the process of bubble-particle detachment has been studied by directly measuring the forces required to detach air bubbles from hydrophobic solids. The measurements were conducted using a hanging balance apparatus. The measured forces were converted to detachment energies that can be compared with the work of adhesion, which in turn is a function of hydrophobicity, surface tension and contact area. The results were converted to detachment energies using the Young-Laplace equation for capillarity. In the present work, the solid surfaces were hydrophobised by coating them with octadecyltrichlorosilane and cetyltrimethylammonium bromide. The results show that bubble-particle detachment occurs in two steps. In the first step, air bubbles are deformed, while the three-phase contact (TPC) line is pinned, until contact angle reaches advancing angle. In the second step, the TPC line moves along the surface until solid/air interface is replaced by solid-liquid interface. In general, the energies of detachment measured in the second step are in good agreement with calculated work of adhesion. Thus, the energy required during the first step effectively represents an energy barrier for bubble-particle detachment. It has been found that the energy barrier varies with surface roughness and surface tension. The results of the present investigation suggest, therefore, that coarse particle flotation can be improved by control of particle hydrophobicity, surface roughness, and surface tension.

Selection of the mining method and most appropriate mine layout for deep open cut coal mines is discussed, giving particular attention to the types of mines expected to be developed in the future in Australia. Because of the more complex nature of these operations a large number of alternatives for mine design are available, and the constraints associated with these designs are discussed. Potential problems to be overcome are identified to allow setting of realistic targets for maximum output and build-up production rates.

Data from ball mills of a wide range of sizes are analysed using detailed mathematical models and non-linear least squares fitting techniques. In this way model parameters are obtained describing the behaviour of ball mills over a wide range of mill sizes and operating conditions. These parameters define the flow and breakage of each size fraction of ore in the mill. Flow of coarse particles through the mill is found to depend on the proportion of coarse particles present. The breakage rates of coarse particles are found to decrease markedly with mill diameter for mills over 3 m in diameter.Simulation of grinding circuit throughput at constant productsizing for different mill diameters shows that throughput is proportional to theoretical mill power consumption for mills up to about 3 m in diameter. Thereafter the throughput gradually falls below that indicated by power consumption, the decrease becoming quite significant for large diameter mills. Simple qualitative physical arguments are presented to explain this behaviour. The models developed have applications to ball mill scale up. Work on their further development is continuing.

Chrome chemicals are commercially produced by the alkali roasting of the chrome-bearing ore chromite with sodium carbonate. In order to ascertain the influence on the extent of reaction of the replacement of Mg(II) for Fe(II) in the chromite spinel structure and the presence of acidic oxides in the gangue material, a series of roasting experiments was conducted using chromite materials from a number of different locations. The roast feeds and products were chemically analysed and the major compounds identified using X-ray diffraction and scanning electron microscope techniques.Mg(II) replacement for Fe(II) in the chromite structure does not appear to restrict the amount of "available" chromium for reaction.Under the test conditions, namely an atmosphere of pure oxygen, finely ground chrome-bearing material, a roast temperature of 950°C and the stoichiometric amount of sodium carbonate to react with the chromite, the yield of water-soluble sodium chromate was able to be expressed as %yield = 104.5 -1.58 × %AI2O3 - 2.23 × %SiO2 for chromite samples containing alumina in the range 7.8 to 27.8 per cent and silica in the range 2.9 to 7.4 per cent.

The paper is introduced by some general comments on the Electrolytic Zinc Company West Coast Mines operations. An outline of the geology of the Rosebery Mine orebodies preced- es a resume of the mining methods used prior to the current mechanization programme. The reasons for the introduction of longhole stoping techniques are given together with a brief explanation of both sublevel longhole and longhole stoping methods. The application of remotely controlled loaders within these stoping methods is discussed. A description of the remote control mechanisms, used on Atlas Copco 310 and 511 Cavo loaders, is followed by comments on these mechanisms from both a maintenance and production viewpoint. A summary of perform- ance statistics and operator safety records vindicate the selection of remotely controlled loaders for the longhole stoping areas at Rosebery Mine.
