Because the Australian resource industry differs from the resource industries of other countries, direct application of manpower planning processes derived from overseas experience may be singularly inappropriate for Australian projects. Too often in Australia, project manpower planning has been undertaken as an afterthought to technical and financial analysis. A wide variety of complex and interrelated manpower considerations should be evaluated from the beginning of project planning, even at feasibility study stage, and relevant deductions should be incorporated into all other planning. Many manpower factors can be considered sequentially but it is probably necessary to undertake critical path analysis for manpower planning. The paper highlights some key factors involved in project manpower planning and suggests a simple linear planning sequence which integrates the analysis of factors and can in turn be integrated into technical and financial planning.

The process of flash smelting of nickel sulphide ores, as practised at the Kalgoorlie Nickel Smelter, is described. The critical variables in the operation of this process are identified. The design of a pilot-scale, turbulent-jet flash reactor which models the essential features of the industrial smelter is described. A report of its operation and application to an investigation of the ignition of particles of sulphide species is given.

The application of single liquid cement for fracture grouting in base rock may have history more than 120 years. The disadvantage of it is difficult to increase the grouting efficiency, because the jelling time of it is very long and hard to control. The double liquid grout, such as chemical grouts and cement water glass grout was developed at the end of 1960.'s Although the jelling time of this kind of grout can be controlled, it mast adopt double liquid grouting technology, use complicated equipment and is not easy to control component's ratio of the grout. Another disadvantage for chemical grout is high price, and have pollution to environment. OCE series single liquid grout is the effective grout material developed recently by making large efforts in Ohina. Main feature of it is that the jelling time is easy to control, materials from cement and clay are very cheap and without pollution to environment, and the grout can be injected by single liquid technology. The effect of QCE series grout has been proven by its application in China. It can be believed that QCE grout has great economic efficiency and will give a push to develop grout material.

The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

The primary objective of any planning exercise is to maximise the return on funds utilised while maintaining a safe and socially responsible working environment. In order to achieve this, it is essential that the assumptions applied reflect as accurately as possible the future realisation of the project. In narrow vein mining, the risk that this will not occur can be significantly greater than that associated with other types of mining projects. This results partially because of dramatic effects upon project cash flows with seemingly minor changes in operating parameters such as orebody width and wall rock competency.The validity of a planning exercise can therefore be related to the extent of available data and to the experience and perceptions of the operating entity. The various factors which must be assessed include absolute values and variations in a range of factors, especially the dip and dimensions of the orebody, the geotechnical parameters and anticipated ground conditions, the productivity and production characteristics of the selected mining method as applied to the specific orebody, and the impact of mine access and development.

The optimisation of mine complexes and related value chains is a challenging problem due to the simultaneous presence of a highly-dimensional decision space, integer decision variables, non-linear constraints and recovery functions, as well as geological and market uncertainty. In addition, if the uncertainty is revealed progressively, then decisions need to continuously adapt to new information, which poses additional challenges. Stochastic dynamic programming is a well-known class of methods for addressing problems where a decision-maker reacts to new information. While simplistic applications of dynamic programming using exact representations would be intractable for any realistic mine planning problem, new dynamic programming methods using approximate value function representations have been successfully implemented in the past to address problems of similar complexity. The paper briefly describes the mining system employed on Western Deep Levels for the past 20 years. The negative aspects which gave rise to a new mechanized method of mining are discussed. The sequence of events leading from the Mine's first attempt at trackless mining in 1980 to the present day in-stope project is presented. The original justification for this project and the in-stope trackless mining method is described in detail. The results to date are evaluated and the original rationale for going in-stope trackless mining questioned. A totally new mining philosophy for Western Deep Levels, whereby major geological disturbances are left in situ and longwalls re-established and mined using trackless mining machinery is described. The economics of this mining method are discussed. Trackless mining machinery can also be put to good use within the conventional longwalls in a new method of mining using Load Haul Dumpers (LHD) in reef drives. When the instope trackless mining project commenced in 1983, it was stated that expansion to any significant degree with diesel powered vehicles could be ruled out and electrically driven alternatives would have to be developed. This issue is discussed and the Mine's decision to expand with diesel powered vehicles explained. Finally, the extent to which trackless mining is likely to be seen in the 1990 s at Western Deep Levels is discussed.

Sustainable development places a heavy burden upon everyone involved in the public policy debate, about how to balance economic growth and environmental protection. We must treat that responsibility very seriously indeed. The mining industry especially cannot dodge the responsibility, even if it wished to.

Modern, research-based approaches to mineral exploration are essential to the future maintenance of the mineral industry. These need to fully utilise the rapidly expanding growth of understanding of the evolution of the earth's crust, and be properly integrated with advances in understanding of chemical and physical processes involved in ore formation. BMR has a major role to play in supporting the growth and utilisation of this research base, as well as maintaining the national geological and geophysical bases which are essential both to tactical and strategic interests of Australia and of its mineral industry. The objective development of data-process modelling is one target of such strategic research based on a more integrated approach to research by BMR, mineral companies, CSIRO and the universities with emphasis given to promoting positive feedback during research activities. Examples of the success of strategic research in Australia and overseas are noted in the Text.

The Broken Hill orebodies have 'traditionally been mined by cut and fill trethods. In the mid-1950's New Broken Hill Consolidated Limited experimented with sublevel longhole open stoping but did not pursue the method due to inefficient loading and poor fragmentation. The introduction of longhole open stoping in 1968 was a radical change and was necessary to enable the profitable extraction of lower grade orebodies and this method is now used for 55% of the production from The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines.

The need for a carefully prepared set of special conditions, to be used with general conditions of contract or, alternatively, a purpose written contract for adoption in tunnelling work in Australia is discussed. Recent decisions on the proprietor's liability for tender information and arbitrator's power to award interest are examined. A new clause for inclusion in contracts specifically giving arbitrators power to award interest is suggested. Similarly, a new clause covering delays due to environmental disputes is suggested, particularly for marine outfall tunnels. An alternative method for the settlement of disputes by negotiation is suggested for consideration and contracts and contract administration are discussed as the possible weak point in the construction process. At the conference it is intended to present a method or process to be used in contract administration which should reduce disputes, result in a better quality and efficiency of administration and ultimately in better contracts'.

BHP Billiton’s Area C iron ore operation has been in production since 2003. During 2010, below water table mining in the Marra Mamba formation commenced and dewatered ore has been successfully processed through the plant.The ability to mine below water table material increases reserves. Pits can be dewatered using a combination of ex-pit and in-pit bores. Critically it is important to allow suffi cient lead time to dewater. For Area C, in-pit bores yield the most water which presents challenges in every day operations when mining around bores. Operationally there are steep learning curves in obtaining equipment, training personnel and setting up infrastructure. Core risks include lifting, refuelling and maintaining gensets. The pipework, extraction and re-establishment work can be very manual.The challenges include blasting, mining, stockpiling, processing, water balance and disposal. Maximising up time on bores whilst minimising impacts to blast practices have evolved. Blast practices now align bores to the edge of patterns. Protecting bores have evolved from stemming bores with rock and re-drilling to using gas bags which require no drills. Based on moisture and material properties, mining of dewatered material can be categorised into three groups:1. normal,2. sheeting, and3. sheeting and top loading.Ore can go straight to the plant ore to drying pads where it takes between one and three months to drain.Stock management of these piles is important to ensure efficiency of the plant. Rules have been established for blending wet material to maintain feed capacity and some modifications to plants have been made. Dewatering of pits poses a challenge for water use. Initially turkey’s nests were established to capture water and use for dust suppression. As water abstraction has increased methods of management include using exhausted pits for storage and evaporators. Managed Aquifer recharge and use in potable water are being considered. An over arching coordination of the capacity and use are required.Important elements in dewatering include:• capacity models,• capital,• long to short planning,• day to day coordination, and • water level monitoring and balances. The adsorption mechanism of three different O,OÆ-di-alkyl-dithiophosphate (dtp) collectors, K[S2P(OR)2] with R = Et, i-Bu and i-Amyl, on the surface of synthetic chalcocite (Cu2S) was studied by means of solid-state 31P CP/MAS NMR spectroscopy. The morphology changes on the conditioned Cu2S surfaces, in the collector concentration range 0.1 - 10 mM, were also monitored with scanning electron microscope (SEM). In order to assign Cu(I)-dtp species on the surface of Cu2S, the corresponding bulk Cu(I)-dtp compounds, which are clusters of the monovalent copper containing either Cu6(antiprismatic) or Cu8(cubic) cores, were synthesised, and characterised by means of solid-state 31P CP/MAS and static 65Cu NMR. Further investigations on the crystal habits of the bulk systems were carried out by powder x-ray diffraction and SEM. A comparative analysis of the 31P chemical shift and chemical shift anisotropy (CSA) data estimated from the experimental NMR spectra of the polycrystalline bulk Cu(I) dialkyldithiophosphate complexes was used for assigning the 31P resonance lines in the NMR spectra of the collector treated Cu2S powder samples. The species formed on the synthetic Cu2S surfaces were assigned to polycrystalline phases of: Cu6L6 with L = Et2dtpû, Cu6L6 and Cu8L6(S) with L = i-Bu2dtpû, and Cu8L6(S) with L = i-Amyl2dtpû. A heterophase autocatalytic step process of both formation and growth of solid CuxLy (L = R2dtp, x = 6 or 8 and y = 6) complexes on the collector treated Cu2S surface is proposed. A possible role of the oxidised form of dithiophosphate collectors, bis[di-alkyl-thiophosphoryl]-disulfane (disulfide), is discussed in terms of a specific self-redox reaction. The second order quadrupolar lineshapes in 65Cu NMR spectra were simulated and the interaction parameters, CQ and hQ, for the bulk dialkyldithiophosphato-copper(I) complexes were obtained.

Steel fibre reinforced shotcrete (SFRS) is increasingly being used as ground support in both civil and mining applications. In recent years, methods of assessing the performance of SFRS have been developed. These include the beam test such as that prescribed by ASTM C-1018 and the panel test prescribed in the EFNARC European Shotcreting Standard. The panel test has gained popularity in recent times due to the two-way action modelled in the test. However, some difficulties have been noticed. Shear failures sometimes occur and there appears to be a rather high degree of variability in the panel test results. A new method of testing panels has been proposed. A circular panel supported on three symmetrically arranged points has been assessed at the University of Western Sydney. This paper describes the new test which may be the basis of a new specification for the testing of toughness of SFRS and summarises research work which has been carried out to-date.

The Palaeoproterozoic Transvaal Supergroup in the northern Cape Province of South Africa hosts high grade (>60 per cent Fe) hematitic and specularitic iron and manganese mineralisation. The mineralisation is primarily exposed along the western margin or in the central part of a major interference fold structure known as the Maremane dome. The bulk of South AfricaÆs iron ore production is currently provided by two active mines, Kumba Resources megaton Sishen iron ore mine on the northern end of the dome, and the smaller Assmang Beeshoek mine on the southern closure. The undeveloped Sishen South deposit, which contains ~400 Mt of high-grade hematite ore, is located approximately 9 km towards the southwest of Postmasburg. It forms a linear extension of the Beeshoek mine and as such contains comparable laminated, breccia and conglomeratic iron mineralisation. The Transvaal Supergroup sediments were deposited in two distinct fault-controlled basins on the Archean Kaapvaal craton. Basement rocks in the western Griqualand West basin are formed by a carbonate platform sequence (Campbellrand Subgroup), which is overlain by a thick sequence of banded iron formation of the Asbesheuwels Subgroup. A major unconformity separates these rocks from the red-bed Gamagara Formation, which is correlated with the base of the Olifantshoek Supergroup. Diamictites and lavas of the Postmasburg Group have been thrust over these units from the west. The mineralisation process is related to regional scale supergene iron enrichment of Kuruman banded iron formations along the unconformity. During regional tectonism associated with the Kheis orogeny (2400 - 1700 Ma) the Maremane dome was uplifted, and the basal dolomite units thus exposed to erosion and karstification. The overlying banded iron formations collapsed into karst sinkhole structures where leaching of silica and enrichment of hematite occurred. Although the exact mechanism of the mineralising process remains unclear, karstification preserved components of the original concordant laminated and massive ores. These ores were subsequently eroded and deposited as conglomeratic and gritty ores down-dip of the Maremane dome in alluvial fan systems. A thin veneer of recent calcrete or Tertiary Kalahari clay beds masks the subsurface geology and most of the orebodies, thus ground geophysical gravity surveys proved excellent exploration tools to penetrate the surficial cover. These surveys were used extensively for delineation drilling and to deduce the subsurface geology and structural development of the area. Finally Sishen South orebodies were modelled with ModelVision software in an attempt to obtain an exploration template for the surrounding area.

The conversion relationship between the Bond Work Index W1, specific output of mill and the energy efficiency of grinding were developed using dimensional analysis. These relationships were validated and the value of the conversion coefficient ~ was also obtained using a new installed device for measuring grindability of ores. With the new simulating algorithm the mill specifications, output and size distribution of grinding products of industrial mills can be calculated based on laboratory measured results. In November 1969, New Zealand Steel Ltd pioneered the commercial use of the SL/RN solid fuel direct reduction process to make sponge iron as a feed material for electric arc furnaces. Serious process problems with the use of green balls and coal injection were progressively overcome. The process was developed by New Zealand Steel along a radical route, of feeding the fine grained raw ironsand concentrate and coal directly to the kiln. Contemporaneously with this development of direct reduction, steelmaking process innovations were made that enabled the arc furnaces to operate successfully with the high volumes of acid slag.
