Contour banks and waterways are standard soil conservation measures to assist farmers reduce the impact of gully erosion on sloping cropping land by reducing the slope length to the interval between the banks. The Universal Soil Loss Equation (USLE) developed by the USA Department of Agriculture Soil Conservation Service in 1930s predicts the long-term average annual soil loss (A).The equation is the product of the rainfall erosivity factor (R), the soil erodibility factor (K), the topographic factors of slope length and angle (L and S) and the cropping management factors (C and P). Contour banks reduce the slope length (L) only.Contour banks are a constructed earth embankment, incorporating a channel on the upslope side, typically traversing a slope on or close to the contour to control and/or prevent the erosion of that slope. The banks are also referred to as graded banks, terraces, or bunds (DSITI 2015). Contour banks are either broad based or narrow based. Broad based banks allow the passage of the machinery over the banks whilst narrow based bank batters are too steep preventing the passage of machinery. Waterways are a stable, longitudinally sloping water disposal area of sufficient capacity used to discharge surplus runoff from the contour bank and to allow it to flow to a lower level without causing erosion (DSITI 2015).The mining industry must decide what the role for contour banks and waterways is in each operation’s rehabilitation and closure plan.CITATION:Merritt, J L, 2018. It is often said in business that if you donÆt have a customer you donÆt have a business. The same rule applies to project evaluation; if you donÆt have customers you really donÆt have a viable project. It is therefore essential that in the early stages of project evaluation the following fundamental questions are addressed: What products will this project produce? Who are the potential customers? What are the customersÆ requirements with respect to grade and impurities? Do they have adequate capacity to take the production from the proposed project? Will the products introduce adverse effects in the customerÆs process circuits? Will additional waste streams requiring disposal be produced? In the past the attitude has been along the lines of the customer will take whatever we produce at the mine site. Times have now changed with customers now operating under much tighter environmental regulation with waste disposal becoming increasingly difficult. It would therefore be prudent that the principles of product stewardship be used as a tool in project evaluation. This paper will provide a general discussion on customer requirements and provide detail on case studies of the impact of mine products on smelter process circuits. It will provide examples where there were synergies between the mine product and the smelter circuit and where the mine product had adverse impacts on smelter performance.

In the past few years an elevated gold price has resulted in the evaluation of many small scale surface gold deposits in Australia typically containing about 2-3 g/t Au. Operators have tended to assume that at the lower end of the grade spectrum only heap leaching is economically possible whereas above some assumed "cut-off" grade, carbon-in-pulp or similar techniques can be considered to have economic advantages.Studies made on a number of these prospects has indicated that this rather arbitary choice of treatment method can be mis-leading.A case study has been prepared assuming a "typical" situation and is presented. The deposit contains three million tonnes of ore assaying 3 g/t Au and is amenable to open pit mining methods. The mine site is remote but accessable and existing infrastructure is minimal. There are no unusual environmental constraints.

Metallurgical accounting can be defined as the monitoring of the valuable metals from the time the ore is broken at the primary crusher until the time that we have the saleable products and residues. The overall purpose of metallurgical accounting is to provide management with up-to-date inform- ation that can be used to control mining and metallurgical oper- ations. The decisions that are taken on the basis of the information that the metall- urgical accounting system provides should result in improved control and, ultimately, increased revenue. The current state of accounting is a result of an extended evolutionary process and will continue as process plants bec- ome more sophisticated. Differences in mine æcall factorsÆ and grade control reconciliation can lead to frustration between the siteÆs geoscie- ntists and its metallurgists leading to a level of distrust in the mill grade. Metallurgical accounting is not included in sufficient detail in undergraduate courses and the acceptable industry standards have developed based on what is considered acceptable to industry personnel and consultants. There is now the AMIRA P754 Metal Accounting, Code of Practice and Guidelines Handbook or reference manual. Computer based databases and spreadsheets have transformed tedious bookkeeping into an important management tool. Over time these standards have improved with developments in analytical procedures, weighing technology and sampling. This paper provides anecdotal examples of problems and improvements observed over a number of years within the gold industry in Australia and overseas.

The George Fisher Underground Mine at Mount Isa applies the long hole open stoping methodology. During the reconciliation process of transverse stopes in the George Fisher North mine it was identified that excessive underbreak was regularly experienced, with the major contribution coming from the toe area inside the stope.While over break and the resultant dilution was well investigated and well understood, limited work was done on underbreak improvement. It was decided that a re-engineering process would be followed in an attempt to improve results. The prevailing stoping practices were scrutinised and the possible causes were listed.Some of the identified causes were design, drilling accuracy, equipment condition, mucking practices and direction of firing. It was identified that in most instances the underbreak was initiated in the slot area of the stope during the first firings. Once this happened, it was impossible to get good recoveries on the rest of the stope. The slot area was carefully scrutinised and the blasting practices were changed individually.During the following two years several different strategies were trialled to increase the toe recoveries. The results indicated an overall improvement of six per cent reduction in underbreak on average, by ensuring drilling accuracy and changing the direction of firing. The economic significance of these results outweighed the time and additional work load expended to establish the cause of the problem. This paper outlines the continuous improvement process undertaken to identify and rectify the major contributing factors to the problem. It also presents a set of recommendations to be followed in order to achieve positive results.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

Good morning and thank you for the opportunity to address this yearÆs New Zealand Minerals Conference.   As you have already heard from the Associate Minister of Energy, the Government believes that the minerals industry is an important part of our economy. In particular, our coal and lignite resources have the potential to play an important role in New ZealandÆs energy sector as both a primary fuel and as a means to produce electricity.   The Government has taken a keen interest in the primary fuel sector given the declining reserves of natural gas sector. The energy sector is a key driver of economic growth and it is therefore critical that we have a reliable supply of primary fuel as part of the energy mix.   In a global sense, New Zealand is like many other countries regarding the need to secure energy for the future. Natural gas will be a key bridging fuel in the transition from an energy market based on fossil fuels to one based on renewables over the next century.   However, natural gas as a solution to this energy transition has some pragmatic limitations for New Zealand. There is uncertainty as to when new domestic reserves of gas can be discovered and developed. And the alternative of imported LNG poses a number of costs and risks to the economy.   New ZealandÆs coal resources are vast-estimated to be enough to last hundreds of years at the current rate of extraction. The main question is can extraction be increased and sustained to meet the demand of domestic power producers and at the same time meet commitments to lucrative international markets?   At this point it is appropriate for me to place coal into context with Governments overarching policy objectives for energy. The Government has stated objectives for the energy sector emphasising energy efficiency and an increased focus of renewable energy, while still ensuring security of supply and certainty as to energy costs and risk. Coal certainly can make a contribution to these objectives going forward.

Zinifex Rosebery Mine is a lead-zinc underground mining operation located at the base of Mount Black, on the West Coast of Tasmania. Mining activities at the Rosebery Mine have been undertaken for over 100 years, and it has been operating in its current form for over 60 years. A large surface and underground exploration drilling program over the last 18 months has increased the mineÆs expected mine life from five to 12 years, with expectations that over the next 18 months as the program continues this will swell to 20 plus years. Zinifex Ltd secured Rosebery Mine in April 2004 and commissioned a detailed life-of-mine (LOM) study on all aspects of the operation. One of the most detailed sections of this report was on the state of the current ventilation system. It was identified in this report that for mining at the current depth of approximately 1100 m to continue a minimum 30 per cent increase in ventilation quantity was essential, as well as a likely requirement for a refrigerant cooling plant for each of the two deepest panels, the K and P lenses. It was identified that Zinifex did not have personnel with the expertise in underground refrigeration to manage and implement a project of this nature. A second report was commissioned with Bluhm Burton Engineering (BBE), a South African firm specialising in both surface and underground large-scale refrigeration plants. BBE concluded that two refrigeration plants were required to provide the necessary cooling power in the lower sections of the mine. In 2005, with BBE as technical consultants, Zinifex Rosebery Mine embarked on a project to commission two underground refrigeration units capable of lowering the wet bulb temperature at the decline face by four degrees centigrade. This paper is intended to give the reader an overview of: Rosebery Mine operations,Rosebery underground refrigeration project,technical difficulties associated with implementing an underground refrigeration system, andkey learnings to date.

Gross at the First Ordinary Meeting of the Australasian Institute of Mining and Metallurgy, August 18th, 1952.Mr. President, Ladies and Gentlemen:Confronted with the task of reviewing the progress of Mount Isa Mines Limited, since the inception of the Company 28 years ago, I soon found that effective coverage was a task beyohd me, if I were to confine the address within the limits of time allowable. Faced with the alternative, a summary, that could only fail to -do justice to the subject, I turned elsewherl? for inspiration and found it in Chester Wilmot's book "The Struggle for Europe". Those of you who have read this masterly contribution to the literature of World War II will recall that he takes us, most dramatically, behind the scenes and we learn of the thoughts and ideas that were uppermost in the minds of both allied and enemy leaders at times when decision's that profoundly influenced the course of the war were taken. I felt I could safely follow this rather novel approach to my own problem. Strengthened by the realisation that the technical achievements of the Company have largely been covered over the years, and that the results of our labours are mainly here before you, I have attempted to liven up my modest canvas by going behind the scenes, and have sought to deal with ideas and the reasons for important decisions, rather. than to embark upon a purely descriptive essay.If then, you will bear with me, we shall skip back through the years to the days of struggle that our President's address has so aptly covered, and find that one man's ideas and faith stand out beyond all others. W. H. Corbould must always be credited with having founded the enterprise, for he correctly appraised the potential of the struggling prospect and foresaw what could be done, despite the handicaps of geography, climate and need for heavy expenditure.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

"Robustness can be defined as the ability of a system to resist change without adapting its initial stable configuration. Robust design methodology, which is widely accepted in the manufacturing industry, allows the establishment of robustness and reliability metrics in scenario analysis.In the mining industry, a mine can be considered as a system with design parameters such as processing plant and mining capacities. Traditionally, a limited number of scenario iterations are performed in an attempt to determine optimal capacity values. An important strategic decision such as process plant capacity in particular is made during the very early stages of a mining study, often based on a low level of information. Lack of time and tools to run and analyse a larger number of possible scenarios for different design parameter combinations are usually the main reasons for not performing a full analysis. In addition, the uncertainty of other mining study input parameters creates more risk in decision-making.With advances in technology, it is now possible to automate the process of generating several thousands of scenarios in an affordable and timely manner. This allows performing the results analysis and assessing robustness and reliability criteria within a reasonable time frame. It is possible to generate a surface of results based on the net present value (NPV) for each scenario. This surface will reflect the efficiency level of the capture of the economic rent for each production scale. In addition, each scenario can be tested under diverse conditions of volatility of other external variables such as prices, costs or recoveries for example.This paper aims to establish a methodology that applies robustness criteria to determine the best scenario on several surfaces of value, which is then assessed with real data from a mining project. Obtained results demonstrate the advantages of using the proposed methodology in dealing with the above-mentioned multidimensional problems. A new national-scale geochemical survey is under way inAustralia with the aim to provide energy and mineral explorers with state-of-the-art precompetitive data and information about the continentÆs potential resources. This low-density geochemical survey will provide a national geochemical data layer using consistent sampling medium and sampling, preparation and analytical methods. Large-scale geochemical patterns thus revealed are expected to point to new areas of exploration potential. The project is funded under the Onshore Energy Security Program. It is hoped that this new national geoscience dataset will help make Australia a more attractive destination for energy and mineral exploration investments. Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

This paper presents an overview of the strategy adopted to bring the Ballymoney opencut lignite deposit to an advanced stage of mine design and confidence. Certain aspects of the project differentiate it from the normal Australian experience. These include the thick overlying glacial drift, the proximity to established infrastructure and the wide fluctua- tions in annual lignite demand. The incorporation of these factors in the mine plan are discussed. The deposit area is located near the town of Ballymoney, in Northern Ireland. In July 1986, after winning an internationally competitive tender, Meekatharra Minerals Ltd commenced an exploration programme designed to delineate reserves to supply a 450 MW power station. In less than eighteen months, a complete evaluation was undertaken and a price submitted in December 1987 to the relevant authorities for the supply of lignite. Subsequently, UK government consultants and significant inter- national banks have endorsed the findings. The mining study commenced with the evaluation of various develop- ment strategies, followed by selection of the most viable mining method and equipment. The equipment selected will mine four million tonnes of lignite and eleven million cubic metres of waste each year. In year 15, the waste removal requirement increases to almost seventeen million cubic metres. This results in an average strip ratio over the mine life of three cubic metres of waste per tonne of lignite. The quality of the product delivered to the run of mine conveyor transfer point, based on maximum resource recovery, will include heat content of 8813 kJ/kg (3789 Btu/Ib), ash content of 28% and moisture content of 40%.

Until early-1997, Mount Isa Mines Limited (MIM) generated electrical power for most of north-west Queensland. The discoveries of many new orebodies in the region meant the inevitable increase in power generation requirements for the new mines. In addition, the expansion at Mount Isa itself meant that MIM had to invest in new generating capacity or utilise the existing generating plant more effectively. Using its generating plant more effectively required MIM to undertake rigorous energy management within its own operations. A personal computer based system with a wide area network was installed as the basis for energy management. The result was that energy consumption was reduced, the need for additional generating plant was curtailed, and capital outlay for the generating plant that was required was delayed. As a direct result of energy management, carbon dioxide emissions were reduced substantially.

In 1992 environmental audits were carried out at seven coal mines operated by Oakbridge Limited in the Hunter Valley and Lithgow areas of NSW. The audit reports recommended a course of action designed to improve the environmental management system already in operation at the mines. This program started with training in environmental awareness for the Board of Directors, and the development and authorisation of an environmental policy. On-going programs at each mine were expanded to include environmental awareness training for all 2000 employees at the mines, and the development of a 20-module environmental training program which included air, water, soil and noise management, oil and chemical handling, sampling and monitoring, rehabilitation techniques and many more. Environmental incident reporting was introduced, and a system of reporting from the coal face through individual mine site environmental committees, to a Corporate Environmental Committee and up to the Board Environmental Committee became an effective part of a due diligence program. The Board resolved to undertake external independent environmental audits every two years, with internal reviews in the alternate years. An Environmental Management Group was formed, consisting of four internal environmental personnel and Oakbridge's appointed environmental consultant, to effectively resolve many of the environmental issues facing the Group. This program is continuing to evolve as an industry leader in environmental management Practice.

Metallurgists frequently use a small number of large samples to characterise expected mill performance, with the a priori assumption that these few samples are representative of the entire deposit. Geometallurgical sampling is becoming more prevalent as a way to use many smaller samples to indicate the expected recovery as part of the Mineral Resource or Ore Reserve estimation.The evaluation of magnetite deposits involves specialised approaches to sample preparation, sample analysis and resource estimation. The sampling protocol for magnetite deposits will typically include the use of Davis Tube analysis. The Davis Tube is a mini-pilot plant that is used for determining the mass magnetic recovery from a small amount of sample ground to a specific size. The magnetic concentrate may then be analysed and together with the mass magnetic recovery, may be used to simulate the expected mill recovery. The magnetite sampling protocol is specific to each deposit, and is typically designed around a specific metallurgical flow sheet.During resource modelling, the mass magnetic recoveries and concentrate grades may be estimated directly or assigned to a block model using regressions with other chemical constituents. For estimation, the concentrate grades are weighted to account for the different mass magnetic recoveries of each sample and the impact of these differences on the concentrate estimates.

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life.
