Hong Kong is one of the most rapidly developing cities in the world. With constant population growth and limited opportunities for space, the development of a fast and effective underground public transportation network is essential. Hong Kong’s Mass Transit Railway (MTR) Corporation is currently undertaking several large underground expansions to its existing network. Much of the excavation will be carried out using the drill and blast excavation method.Drill and blast excavation is common in Hong Kong and with the continued development of underground infrastructure the use of the drill and blast excavation method will increase. Although an effective method of excavation, the blasting vibrations caused during construction can have an adverse impact on surrounding structures and impose disruption on the local community.In order to minimise the risks associated with blasting vibrations, and to demonstrate that the impact on local stakeholders will remain within acceptable limits, it is generally necessary for a contractor to submit a blasting assessment report for approval by government authorities before blasting may commence.Continued increases in population density will force more infrastructure to be constructed underground. Tunnels and caverns are increasingly excavated in closer proximity to critical sensitive receivers. This leads to greater potential impacts on the community, tightening constraints on contractors and a higher level of confidence required for approval authorities. Finding a balance between the needs of the community and rising construction costs becomes more challenging.This paper presents a case study on how the blasting assessment report process has been successfully implemented for a major MTR project situated in a densely developed area of Hong Kong. The Johnny Mercer lyrics 'You've got to accentuate the positive, Eliminate the negative, Latch on to the affirmative à' would best sum up the traditional approach to community relations in the mining industry. This '90s 'Public Relations spin' approach, usually backed up by scientific data, technical reports and graphs outlining risk probability and the impact potential on people and communities, is being challenged. Challenged by communities who have greater access to information, demand greater levels of transparency and corporate responsibility of large corporate operations and possess greater awareness of the communities they live in.   The growth of the environmental movement, of anti-globalisation, anti corporatism, apprehension of a large corporate's ability to deal with community issues, and a lack of faith in the abilities of regulators to regulate corporate activities, means our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities.   One of the keys to this is linking the internal activities and responsibilities to the externals concerns and demands for higher levels of operation and care.   This presentation draws on Corporate Public Affairs trends, functions and approaches and the application to External Affairs activities within Newmont Waihi Gold's operations in Waihi and regional exploration activities throughout the Hauraki Goldfields.   The approach presented works on the philosophy that communities don't necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

EARLY in 1911 the Public Service Board of New South Wales suggested the advisability of inaugurating a School of Mines at Broken Hill, arid made inquiries to determine how such an institution should be conducted. He, the author, believed the Board, as a result of the inquiries, was in favour of the project being worked in conjunction with the Technical College, and hoped to be ready to receive students at the commencement of 1912. That the inauguration has not yet taken place is probably due to the vast amount of consideration and preparation that a new departure of the sort would require. At the present time New South Wales or, to speak more broadly under the same denunciation, Australia is not at all suitably catering for the technical training of young men to provide the increasing demand for officers to work the valuable mines within its territory...

Late Cenozoic ore deposits æPrecious and base metal-richÆ and æSn-Ag-polymetallicÆ ofNorthern Puna are associated either with Middle Miocene dacitic volcanic-dome complexes or with Upper Miocene dacitic-andesitic volcanic centres.   Ore mineralogies and their related volcanism are discussed. A strong link is observed between the Cenozoic Metallogenetic Province of Northern Puna and the Southern Bolivia Tin and polymetallic provinces.

The proper selection of a coal for a particular use depends on knowledge of fundamental data concerning the coals that offer, particularly their type and rank. Type of coal depends on the nature of the original plants and the environment in which they accumulated.Rank reflects the subsequent metamorphism of the coal, and is of two kinds-physical rank and chemical rank.INTRODUCTIONIn the different coalfields of the Commonwealth of Australia there occur many different kinds of coal which provide the coal-research worker with a wide range of material, but to the fuel technologist they represent complex problems in utilization.In the past it has been common practice to instal coal-using equipment of a design based on plant used in large industrial centres of other countries and then search for supplies of suitable coal. This has led to the transportation of coal mainly from New South Wales to other States, which have inadequate supplies of coal suitable for use in the equipment they have installed. However, modern economy and industrial practice demand local resources of coal for the development of industry, transport and domestic services, and a change in the old order is rapidly taking place. Technologists and engineers are now faced with the problem of designing and installing equipment to use whatever kind of coal is available in local coalfields.Much has been accomplished in this direction and important investigations are at present being carried out, but there still remains a wide field of problems for research.In planning and carrying out investigations into coal utilization it is essential that fundamental data and knowledge should be available and that its significance should be appreciated.

To obtain the combustion process of a coal fire, a high-temperature programmed system is used to simulate the spontaneous combustion process of fresh and weathered coals. Both fresh coal and weathered coals from Liulingou, Inner Mongolia, China, were used to examine the gas releases from constant temperature to 650°C. Moreover, gas release rate was used to calculate the characteristic temperatures. The results showed the coal samples lasted to oxidise under high temperatures, and released plenty of heat to assist self-heating. The humic acid contained inside the weathered coal went through thermal decomposition as temperature rising and generated gases. This resulted in increasing concentrations of CO, CO2, CH4, C2H4, and C2H6. Changes of CH4, C2H4, and C2H6 gases were also similar. For weathered coal, concentrations of three gases were kept in balance under low temperatures, increased rapidly with the temperature rising. After the ignition temperature, the concentration of hydrocarbon was reduced. In addition, particle size affected coal spontaneous combustion. Coal samples with less than 0.9 mm in size produced much more CO than others. Wattle Gully Gold Mines N.L. of Chewton, Victoria, has decided to replace its present battery plant by a new mill to treat a free milling gold ore, after fine grinding, by concentrating coarse gold in a jig concentrate for amalgamation, and fine free gold and auriferous sulphides in a flotation concentrate for cyanidation. This paper outlines the economic justification and advantages of this step. In a review of the present position at the mine, a history of the company is followed by a description of the ore and its occurrence.Present treatment practice in two separate battery plants is described. Treatment tailings assay 1 dwt/ton gold and a substantial part of this gold is finer than 200 mesh.Experimental work showing how recovery may be improved is discussed and alternative methods of concentrating coarse gold mentioned. It is decided that the most suitable method for recovering gold from the ore is by jig concentration plus flotation.The merits of various flowsheets incorporating these techniques in the existing plant and in a new plant are assessed. It is concluded that there is no advantage in extending or converting the existing two battery plants, and it would be more economical and satisfactory to build a new plant.An economic study shows that for a capital expenditure of £120,000 a new plant could be erected to treat 70,000 tons p.a., working a 5-day week, and return an additional 14.2/- per ton, or £50,000 p.a., in revenue over the existing plant. It is estimated the plant cost can therefore be recouped out of savings inside three years. Probable ore reserves are sufficient to cover this period and additional ore will certainly be developed.INTRODUCTIQNSince 1934, Wattle Gully Gold Mines N.L. has been mining a lode gold ore at Chewton, near Castleniaine, and treating it by stamp milling and plate amalgamation, plus table concentration of auriferous sulphides. This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.

This paper is in two parts. The first covers the evolution of dredging leading to the development of the æNZ typeÆ large dredge and the second, current alluvial gold recovery practice in NZ. NZ was the first country in the world to adapt the bucket-ladder dredge to alluvial gold recovery. Between 1857 and 1907, gold worth (at today's NZ price of about NZ$600/ounce*) over $11 billion was exported û from a country with well under one million people at that time. Over 200 small dredges operated, mostly on the Clutha River, around the turn of the century, however by 1940, only 20 or so large machines remained, and the last of these, the 4000 ton 'Kanieri' ceased operations three years ago. Recently recognition of the superior digging power of the hydraulic backhoe and reintroduction of the simple 'trommel and riffleÆ plant with about 80 m3 /hour capacity has led to a proliferation of static and floating plants, there being at least 50 currently in operation on the West Coast and in Otago. There are signs however, that the process of evolution of such small unsophisticated plants into larger, more efficient units has begun again. * At the time of writing (October 1984) NZ$l. 00 = US 50ó. China is the largest coal-producing country in the world, while the geological conditions of deep coal mining are extremely complicated with high ground stress, high gas pressure and low permeability, which results in the difficulty of gas drainage and aggravation of gas explosion and coal and gas outburst disasters. Co-extraction of coal and gas is an effective method to eliminate coalmine gas disasters and realise the safe exploitation of coal and efficient gas drainage at the same time. This concept is widely accepted by the main coal-producing countries around the world, while the concrete definition of co-extraction is vague and not unified, and there is little accurate theoretical support for co-extraction of coal and gas, which makes it hard to determine efficient gas drainage methods correspondingly according to the features of coal seams in a comprehensive and systematic way. Based on theoretical analysis, laboratory test and field observations, basic thoughts and specific definition of co-extraction of coal and gas were put forward after analysing the occurrence characteristics of coal seams in China. We obtained the mechanism of mining-enhanced permeability and established the corresponding theoretical model, which is the process of fracture network formation through opening recovery of the original fractures and new fractures produced by unloading damage. Based on the core idea of ‘mining-enhanced permeability’, engineering approaches of ‘unloading by boreholes drilling’ for the single coal seam and ‘unloading by protective seam mining’ for the coal seam group were proposed to realise safe and efficient co-extraction of coal and gas. Meanwhile, combined with engineering practice, we put forward the construction principle of coal exploitation and gas drainage system in different coal seam occurrence conditions. Sulphuric acid leaching at atmospheric pressure of a number of Australian nickeliferous laterites was examined in detail. The results obtained indicate that nickel can be extracted from these ores, although the conditions required to achieve about 90 per cent extraction vary widely. These differences in reactivity can be related to the types of nickel-bearing minerals present.Nickel is more readily extracted from nickel-bearing clays such as chlorite, than it is from nickel-containing goethite.The results clearly show the problems associated with the processing of complex ores such as the nickeliferous laterites, and they indicate the need for complete characterization of each deposit.

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

As an extension to investigations into methods of upgrading the Iitania content of ilmenite concentrate from beach sands using 100 g/day, a small pilot plant treating 23 kg/ day of ilmenite was used.In the pilot plant the iron oxide in the ilmenite was reduced to iron at 1200°C using carbon (coal/char) without melting the material, using a tunnel kiln heating cycle, the charges contained in saggars, The iron was then separated from the titania fraction by ball milling, wet magnetic separation, and screening. The resulting magnetic product was high in iron (about 80 per cent Fe) and the non-magnetic product high intitania (about 70 per cent TiO2).From this trial sufficient data were obtained to enable the preparation of a flow sheet for a plant producing 62,300 tonnes/year total products, and an estimate of costs to be made. This has shown that for an estimatedcapital expenditure of nearly $6,000,000 and annual production costs of about $4,000,000, the cost per tonne of high titania product (76 per cent TiO2) would be nearly $70.
