Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

This paper proposes a set of new approaches for the optimisation of planning and designs in mines by means of evolutionary algorithms, which include the determination of ore grade, layout of development system, selection of mining methods and production scheduling in underground mines. The applications indicate that evolutionary algorithms are particularly suitable to the complex and complicated problems in mines.

Understanding the mineralogy and liberation of gold particles in an ore is key to the development and optimisation of gold processing operations, being cyanidation or gravity separation. This can be achieved through basic historic geological information, gold deportment studies, chemical speciation and metallurgical test works. The present study assessed the nature of the occurrence of gold particles (mineralogical composition, liberation, associations and surface chemistry) and its effect on the process route (cyanidation and gravity separation) of a typical paleo placer gold ore deposit within the Tarkwaian Rock system. The investigative approach used involved chemical assay, quantitative X-ray diffraction (QXRD) and quantitative evaluation of minerals using scanning electron microscopy (QEMSCAN). The ore samples (A, B, C, D, E, F) used were obtained from six active pits of a gold mine working on this orebody. The results of the mineralogical analysis revealed that the ore is highly oxidised and comprised quartz (>80 per cent) and Muscovite mica (>6 per cent) as the major mineral phases in all the samples. Trace amounts of hematite, kaolinite and todorokite were also identified in all the samples. The chemical analysis showed presence of gold (Au) in all the samples with samples B (3.62 g/t) and C (3.96 g/t) containing the highest concentrations. Trace amounts of copper (Cu), iron (Fe), sulfur (S), aluminium (Al), arsenic (As) were also detected in all the ores. The QEMSCAN mineralogical liberation and gold association results revealed that the gold grains were relatively coarser in all samples (P80 > 80 µm Au in size) except F (P80 < 32 µm Au in size). Gold grains were highly liberated especially in sample B with the majority of the locked gold grains forming complex associations. All the samples responded well to cyanidation and gravity separation except samples C and F, respectively.

Managing productivity and improving efficiency for a healthy return on capital employed have become key mining industry strategies under prevailing tough global market conditions. However, achieving this in a multisystem environment such as a mining operation can be daunting. The field of discrete event simulation offers some relief, giving engineering teams insight into multivariable systems and stochastic processes. It allows for integrated system thinking and domain expertise to be woven into project thinking fibre. Directed system optimisation and therefore improved efficiency becomes possible. Furthermore, capital discipline accrues from optimal upgrade investments. This paper illustrates the practical application of this approach by reviewing a typical case study for a direct shipping iron ore operation. Dynamic simulation was used to establish maximum processing plant capacity under varying material characteristics and identify capital-efficient upgrades for increasing production.The study started with descriptive statistical analysis of existing data. Discrete equipment and system capacities were defined, followed by static plant mass balance calculations to establish bottlenecks and overall static capacity. Equipment ‘uptime’ and ‘downtime’ analyses established system and overall plant availability and utilisation. From this information, a dynamic simulation model could then be developed and initially calibrated against actual plant performance to verify its robustness. Once confirmed to accurately represent existing plant dynamics, system capacity response to variable changes could be tested to ultimately determine maximum plant capacity. Additionally, plant optimisation was incorporated to arrive at optimal upgrade points. Maximum capacity and necessary upgrades were established as a function primarily of feed size distribution. Additionally, the interfacing effects of rehandling feed material to the final product grade and potentially to life-of-mine were established as important outcomes. The PT Freeport Indonesiaæs Deep Ore Zone (DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start the fourth-quarter of year 2000 and to ramp up to 25 000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarises the technical aspects related to the installation and commissioning of two of these fans. The fans were installed on the surface in parallel arrangement with two others. Each has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Water resources legislation in Brazil is evolving in a number ways. The nature of water resource ownership has changed in the last constitution (1988) so that now all water remains the property of the state and not the individual. There is also an increasing amount of legislation to control water access from the environment and regulation over water quality for water discharged. Finally, in some regions charging for water has been introduced and this is expected to become more wide-spread over the next few years. Increasing government attention to water legislation creates an increased need for mine sites to improve water management. As a fundamental basis for this, it is necessary to make robust estimates of mine site water balances, which also requires knowledge of the regional water balance to provide context for the mine water use. A conceptual model for mine site and environmental water balance is presented. Issues associated with conventional water monitoring are discussed. It is proposed that introduction of automated monitoring to provide comprehensive and consistent data is attractive. However, there remain a number of cultural and practical impediments to purchase, implementation and maintenance of effective monitoring, which are summarised.

The world-class iron ore mines at Mt Whaleback, Torn Price and Paraburdoo located in the Hamersley Province of Western Australia must mine the Mt McRae Shale to obtain high grade ore from the Dales Gorge Member of the Brockman Iron Formation. The Mt McRae Shale contains a black pyritic shale lithology that reacts with ammonium nitrate-based explosives. This paper provides an overview of the problems associated with mining this reactive rock type as well as the development of a comprehensive procedure to safely and efficiently blast, excavate and dispose of this material. The strategy used to develop the procedure involved raising the awareness of relevant site personnel to the risks associated in mining the Black Pyritic Mt McRae Shale, obtaining the commitment of these personnel that a detailed procedure was required and that any procedure developed must be followed, otherwise the potential risks such as premature detonation were high. It was also necessary that an on-going training program be implemented so that all relevant new employees would be educated as to the reasons for adhering to the Black Pyritic Shale Procedure.

The satisfactory ventilation of an extensive coal mine is a subject which requires continual attention from all concerned.It must be remembered that a colliery contains many miles of workings, extending in all directions and throughout which noxious gases may be given off either naturally or by oxidation of the coal; fumes from explosives will be produced, dust will be gathered and carried in suspension, and water will be evaporated, producing a high humidity. Hence a considerable quantity of air in movement must be available to provide sufficient oxygen for men and horses, as well as to dilute and sweep away impurities, and maintain a tolerable degree of coolness.To maintain these conditions a modern colliery is divided up from the main ventilation shafts or adits (as the case may be) into a system of main airways, and in the working districts is further subdivided into district splits. To initiate the air movement, large centrifugal fans with a displacement capacity of up to 400,000 cu. ft. of air per minute are installed, generally in drifts off the upcast shaft, or adit, and at the return end of the ventilating circuit. These fans are thus exhausting fans and by producing a region of low density bring the heavier air at the other extremity of the circuit into movement to correct the difference in density, so far as it is not prevented by the frictional resistance of the airways. A flow of air is thus established, and it is obvious that to enable this volume of air to be as great as possible, the frictional resistance of the mine airways should be maintained at the lowest practicable figure. To this end, main airways should be as large as possible, have sides as smooth as practicable, and be straight, any necessary bends being of large radius.REQUIREMENTS OF THE VENTILATION SYSTEMThe New South Wales Coal Mines Regulation Act contains stringent provisions on requirements of the ventilation system. Over 90 per cent of the explosives in Hong Kong are used in civil engineering works. The Hong Kong Government controls all explosives and delivers on a daily basis to each site which it has licensed. Such deliveries need to be arranged the day before actual delivery. With the vagaries of the traffic in Hong Kong, contractors do not necessarily know the time of arrival of explosives. Contractors in general would like to reduce their exposure to these potential delays and the high cost of explosives deliveries. The high population density and urbanisation means that rock blasting has to be carried out in close proximity to other property. In order to protect life, property and utilities, it is not only necessary to employ proper blasting techniques but also to adopt effective safety measures. The Route 3 Advance Earthworks project is located on the north-west corner of Tsing Yi Island, Hong Kong. It is one of the Airport Core Programme projects for the new Chek Lap Kok Airport. Secured by Leighton Contractors (Asia) Ltd in early-1992, the work commenced in May of the same year, with completion and handover to the Hong Kong Government in May 1995.

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it&apos; is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper discusses cone penetration test correlations for loose gold tailings that were developed within a critical state soil mechanics framework. The development of a new calibration chamber for cone penetration testing that consists of a modified triaxial cell is described. Some of the early development and commissioning issues that were encountered, as well as the solutions adopted are outlined, including the system to prepare the samples and to acquire high-quality data from the testing. Also, the triaxial laboratory testing required to achieve the critical state line is described, including some of the basic precautions considered necessary as good practice. Additionally, the system adopted for volume tracking of the calibration chamber sample is described, which is essential for ensuring a reliable state parameter comparison against the acquired cone penetration test data. Finally, some laboratory test data from the calibration chamber is plotted against the soil behaviour type charts currently available from various authors.

Scientific knowledge of Mars’ surface morphology and internal geological structure has been accumulated through satellite imagery and numerical topographic data using remote sensing technology, as well as seismic surveys by the on-site lander. Recent studies show that Marsquakes could be caused by the release of strain energy generated by the contraction of Mars. In particular, Marsquakes occur around the graben where many faults are existed and formed regularly spaced patterns. This implies that Marsquakes occur when the stress field of the Martian crust is an extension condition, and normal faults appear on the surface. We focus on the linear relationship between the fault spacing and the thickness of the mechanical layer as an approach to studying the internal structure from satellite images. Mechanical layer is a layer that composes of the same mechanical properties and is mainly bounded by lithology (Narr, 1991; Gross, 1993). The linear relationship between the thickness of the mechanical layer and the joint spacing has been studied and its slope is called the Fracture-Spacing Index (FSI) (Narr and Suppe, 1991). Soliva, Benedicto and Maerten (2006) showed that the stress drop zone (stress shadow) due to the fault activities affects the fault spacing. Figure 1 shows the approach used to estimate the thickness of the mechanical layer from the fault spacing on Mars. This paper aims to better understand the internal mechanical structure of Mars estimated by the geometrical pattern of faults on the Martian surface. We report the initial studies of this work. MIM Holdings Limited (MIM) committed to a long-term future in copper in the Carpentaria Mineral Province in 1996 with the development of the Enterprise and Ernest Henry mines, and an upgrade of MIMsÆ copper smelter in Mount Isa, and copper refinery in Townsville. The upgrade of the copper smelter will enable the smelter to produce 250 000 tpa of copper with a single primary smelting unit, the copper Isasmelt furnace installed in 1992. The copper Isasmelt furnace currently smelts concentrate containing 145 000 tpa copper. To reduce the risk associated with the copper smelter upgrade, and shorten the ramp up time of the upgraded smelter, two high-rate trials were undertaken in 1997 to demonstrate that the copper Isasmelt furnace could, with an additional 525 tpd of tonnage oxygen, treat concentrates containing 250 000 tpa copper. During the trials the concentrate feed rate to the Isasmelt furnace was increased from its average rate of 100 tph of concentrate to 150 tph of concentrate. The increase in the capacity of the furnace was achieved by: supplementing the installed tonnage oxygen capacity of 595 tpd with an additional 300 tpd supply; reducing variability in the furnace feed rate from ¦25 per cent to less than ¦5 per cent; and reducing tramp air. The Isasmelt furnace smelted concentrate at a rate of 140 to 150 tph for four hours 25 minutes during Trial 1, and at a rate of 150 tph of concentrate for five hours and 30 minutes during Trial 2. The oxygen utilisation was 100 per cent during the trials with the process remaining under control. As a result of the development work for the trials the average treatment rate of the furnace under normal conditions increased by ten per cent.

Whole rock geodhemical analyses from samples of Potosi gneiss within the Willyama Supergroup have been utilised to identify geochemical trends towards Pb/Zn ore positions. Although the analyses come from disparate sources they have been incorporated in the data base only if locational, sampling, analytical, lithological and stratigraphic descriptors were reliable. These data have been statistically analysed using programmes of the GASP software package. A discriminant function has been derived which permits Potosi gneiss associated with the Pb/Zn lode horizons in the Broken Hill domain to be distinguished from Potosi gneiss in a similar stratigraphic position in the Maybell Domain. In the "near ore" position the Potosi gneiss has significantly lower mean Na2O and significantly higher mean MnO. Also mean Rb, CaO and K20 are higher and mean Sr lower. This discriminant function serves to identify areas prospective for Pb/Zn mineralisation. A second discriminant function based on MnO, Si02 and K20/Na20 gives a semi- quantitative indication of proximity to ore.

Direct ship iron ore (DSO) operations at Extension Hill in Western Australia’s Midwest region have commenced, with fi rst product railed to the port of Geraldton in July 2011. Reserves are 14.8 million tonnes (Mt) of haematite-goethite ore overlying an Archaean BIF-hosted larger magnetite deposit which Mount Gibson Iron Limited (MGI) sold to other parties in 2006.Some unique geological aspects of the deposit shape DSO mining and processing operations. Owner-operator selective mining, blending, crushing and screening on site will produce three million tonnes per year (Mt/a) of Lump and Fines product to be trucked 86 km to Perenjori, railed 232 km to Geraldton, and loaded aboard Panamax-sized ships through the dedicated iron ore shiploader at the Geraldton Port Authority’s Berth 5 facility.The statutory approvals process for this project formally began in 2004, dominating delays in a predevelopment phase which extended over a longer period than the likely life of DSO operations. The lack of transparency, uncertainties and costs inherent in state government processes have influenced decisions made by MGI while assessing other development opportunities in Western Australia. Potential for additional Reserves exists at Extension Hill, however MGI’s ability to extend the mine life will hinge on statutory approval to explore for and evaluate other DSO resources on surrounding granted mining leases.The nature of the resource and use of existing infrastructure for product transport have enabled MGI to keep operating costs and capital intensity of this project relatively low. A tenacious development approach by MGI and robust project economics have fi nally enabled this site to take its place as a revenue earner beside the company’s other DSO operations at Tallering Peak and Koolan Island.

Refractory ores need to be pretreated prior to cyanide leaching for acceptable gold recovery. Pressure oxidation is one method of rendering the ores more suitable for cyanidation. The focus of this work is optimisation of autoclave configuration for pressure oxidation. An autoclave for the pressure oxidation of a feed containing pyrite and arsenopyrite was modelled, using the population balance framework. The autoclave model takes into account feed particle size, reaction kinetics and retention time. Mass balance calculations were incorporated into Cycad Process« software. This allowed for the investigation of different circuit configurations. The base case model consists of a single autoclave. The feed was then doubled and additional autoclaves were added to provide the same residence time as the base case. Four different configurations for the additional equipment were simulated. These were parallel, series, series with inter-stage thickening and parallel-series circuits. The options are compared in terms of extraction and productivity. The parallel circuit behaves similarly to the base case. The series and series-parallel circuits have higher recoveries and productivities than the base case. The series circuit with inter-stage thickening provides the highest extraction and productivity. This is because the thickening reduces the slurry volume and increases the residence time of the solids in the downstream autoclave.CITATION:Saloojee, F and Crundwell, F K, 2013. Mount Isa Copper Mines is a world-class mining operation producing approximately six million tonnes of ore per annum. With over 50 years of mining history and over 76 million tonnes of underground resource remaining there are many challenges facing the mine technical team today and into the future. The mine consists of nine distinct areas: the Hangingwall Lens, Footwall Lens, 1100, 1900, N1100, N1900, 3000, 3500 and N3500 orebodies. Each of these areas have different characteristics, requiring varying methods of mine design and ground control for safe and efficient orebody extraction. Each of the areas operate with an independent sequence whilst interacting with the entire underground operation. Within the first five years after graduating mining engineers tend to orient their careers in either a technical or operations direction. Engineers working towards a specialised technical career will often be working as mine planning engineers, whilst others more focused in the operations stream occupy roles such as operations or project engineers. At this stage of a mining engineerÆs career they are not yet categorised into one stream or another, but career decisions made now can generally focus their ultimate career path in one direction or the other. Due to the size of the Mount Isa operations there are many opportunities for engineers pursuing both career path and plenty of room for growth forthose as yet unsure.

Most metallic iron in the world is produced in blast furnaces from different feed stocks – sinter, lump ore and pellets. Sinter is the main iron-containing feed to the blast furnace and can constitute up to 70–85 per cent of the total ferrous burden. As sinter quality is a key element for stable blast furnace operation, the textural, chemical and physical characteristics of the sinter are very important. Two major factors that affect sinter strength are mineralogy and porosity. This study utilised optical image analysis (OIA) to characterise sinter mineralogy, and the results were compared to those obtained by manual point counting under the optical microscope.Two major mineral characteristics of iron ore sinter are the presence of primary (unreacted) and secondary (derived from melt) hematite. Standard OIA, which is based on RGB thresholding, is not able to distinguish them as they have the same reflectivity; however, primary and secondary hematite in iron ore sinter have a different morphology. The CSIRO-developed OIA software Mineral4/Recognition4 has a unique feature to identify various textures/morphologies of the same mineral. Together with other capabilities of the Mineral4/Recognition4 software, this feature was used to identify different types of hematite and silico-ferrite of calcium and aluminium and other common sinter phases, such as magnetite, larnite, glass and remnant aluminosilicates.A visual comparison of the sinter mineralogy present in optical photomicrographs and that present in the mineral maps created automatically by the Mineral4 module of the CSIRO software confirmed the accuracy of the automated mineral identification.CITATION:Donskoi, E, Hapugoda, S, Lu, L, Poliakov, A, Peterson, M and Haileslassie, A, 2015.
