A risk assessment was undertaken of the aquatic ecosystem and bioaccumulation of metals and metalloids in fish at the Leichhardt River, Mount Isa, Queensland. Residual contamination of metals and metalloids in Leichhardt River sediment was assessed and arose from mine practices using river discharge in the 1940s. The ecological risk assessment of sediments involved comparison of the concentrations of heavy metals and arsenic with those of the ANZECC/ARMCANZ (2000) Interim Sediment Quality Guidelines (ISQG). Results indicated that all sites including the background site exceeded one or both the ISQG-high and ISQG-low trigger values based on total concentrations. A lesser number of sites exceeded the ISQG-low trigger values following the 1 M hydrochloric acid extract step, which was used as an indication of bioavailability. An additional risk from particulate matter in river sediment is that acute human toxicity from the consumption of fish contaminated with metals and metalloids is unlikely. The potential risk was assessed by comparing with the maximum levels set by FSANZ (2010) for fish consumption by children and adults. In general, the liver of the fish have higher heavy metal and metalloid concentrations compared to the muscle. Frequent or regular consumption of fish from the Leichhardt River that exceed maximum levels (ML) of heavy metals and metalloids is not recommended. Risk analysis showed that an adult can consume up to 5 kg of fish fillets every day from fish caught at the man-made Lake Moondarra downstream on Leichhardt River and still be within safe consumption levels whilst a child can eat up to 1 kg daily.CITATION:Noller, B N, Ng, J C, Matanitobua, V, Harris, H H, Zheng, J and Huynh, T, ?2014. QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

Water is an integral and essential part of mining business. Two issues crucial in the management of this resource, scarcity and excess, are increasing awareness of the importance of water and changing the value perceptions of the industry because they affect both the existence and continuation of the business. Therefore its value should be reflected in the water management that is practised on site. Historically water in mining has been perceived to be of low value so management practices have not been good or well implemented. Political and social transformation in South Africa has been accompanied by the promulgation of new legislation. South African water law is now underpinned by Integrated Water Resource Management (IWRM) principles. It impacts water pricing, provides for water pollution charges, prioritises water users, has specific mining and water related components and requires water licensing as part of the licence to mine. Mining no longer has a priority on water resources and has to compete with other water users to gain access to resources. New institutional arrangements are being put in place to implement the regulations. All this requires a paradigm shift in miningÆs view of water. Generally the sector is still catching up with the new requirements, principles and philosophies. However, the way in which South African mining values water is changing. This is demonstrated in partnerships between the industry and other water users. These partnerships are Integrated Water Resource Management (IWRM) in practice and they achieve sustainable development goals. These partnerships are essential for mining to stay in business, expand operational capacity, reduce impacts, prevent legal action and reduce reputational risks.

Following asmallnumberofpollutionincidents involving the death of cattle from ingestion of cyanide that had escaped from gold processing plants, the Queensland Government undertook to develop competent guidelines addressing this problem. These guidelines, "Queensland Government Guidelines on Prevention of Water Pollution from Cyanide Use in Gold Ore Processing", issued by the Department of Environment and Heritage, Department of Resource Industries and Water Resources Commission, cover hydrology and general house-keeping intended to reduce the likelihood of significant impact from a spill or unintentional dis- charge of contaminated material. There are three major advances for Queensland embodied in this Guideline: ò the use of a design approach that gives site specific standards rather than trying to give a multitude of standards broad enough to cover all situations, ò the use of hazard assessment and a "critical period" hydrologi- cal design technique, and ò new monitoring and reporting requirements. The guideline is presented here in a summary form:

The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014. Anglo Platinum is the worldÆs largest producer of platinum group metals, and also produces large quantities of nickel, copper and cobalt at its Refining complex in Rustenburg, South Africa. In 1995 Anglo Platinum embarked on a smelter modernisation project, primarily to reduce site emissions to below the guideline limit of 20 tonnes per day SO2, but also to increase the converting capacity in line with future projected production profiles. To achieve these requirements the existing Pierce Smith converters were replaced with a single large Ausmelt converter and a new acid plant. This was the first time that an Ausmelt furnace had been used for converting, but it had the advantages of being a very robust furnace and was fully enclosed, giving good gas capture. It was thus considered the most appropriate technology from both a process and an environmental perspective. It also enabled the smelting and converting furnaces to be decoupled. The plant was commissioned from late 2001 and the first tap was in June 2002. Despite being a new technology, ramp-up has been similar to other large scale pyrometallurgical operations. Numerous process improvements have been made since start-up, most notably a change from two-stage batch to fully continuous, resulting in the plant now operating above design in terms of throughput. Optimisation of freeboard accretion control was also a major component of the ramp-up activity. This paper discusses the commissioning and ramp-up issues of the new Ausmelt converting furnace, concentrating on the design and process changes, and summarises current operating performance against the original design objectives.

The New England Fold Belt forms the easternmost and youngest section of the Tasman Fold Belt System of eastern Australia. From middle Palaeozoic to Early Cretaceous time it was the site of extensive episodic calc-alkaline magmatism related to W-dipping subduction. The oldest rocks may have formed at least partly in a volcanic island arc, but from the Late Devonian, the fold belt developed as a convergent Pacific-type continental margin. For Late Devonian-Carboniferous time, parallel belts representing continental margin volcanic arc, forearc basin and subduction complex assemblages can be recognised. Major dextral transform faulting may have offset parts of the fold belt in the Late Carboniferous. In addition, some structural blocks which appear to be out of place in the overall palaeogeographic setting are possible exotic or suspect terranes. A great variety of lode deposits ranging in age from middle Palaeozoic to Early Cretaceous is present in the New England Fold Belt. The vast majority of these are related to emplacement of extensive granite plutons and eruption of continental silicic volcanics in Late Permian-Late Triassic time. However, volcanogenic massive sulphides and volcanic hosted epithermal gold-silver deposits in older rock sequences include one major orebody (Mount Morgan) and several important ones (Mount Chalmers, Cracow, Silver Spur, Cangai and Halls Peak). Some problematical deposits are best classified as metamorphic-hydrothermal. These include gold-bearing quartz reefs and stockworks in sedimentary host rocks, the most important of which are at Gympie, and antimony-gold- tungsten mineralisation in the New England area, mainly at Hillgrove.

A quarter of the North Island, New Zealand is covered by weathered volcanic tephras of mainly andesitic and rhyolitic compositions. Rapid weathering of basic volcanic glass and slower weathering of acidic glass have produced short-range order alumino-silicate clays such as allophane. Although amorphous to x-rays they have a high degree of local structure. Allophane comprises hollo spheres of approximately 40 diameter and 7 X wall thickness. This small particle size and morphology gives a very high surface area (up to 800 m2/g). Ferrihydrite is another short-range order clay of similar small size and high surface area; it has ò formed from the rapid oxidation of water containing ferrous iron derived from volcanic rocks. The quantity of allophane present in tephra depends upon the climate, the nature of the volcanic glass and the time it has weathered. In New Zealand highest amounts (-50%) occur in beds of andesitic ash deposited on old ignimbrite surfaces with mean annual rainfalls >1600 mm. Both allophane and ferrihydrite will react with oxyanions, such as phosphate, arsenate or borate, and remove them from solution. Other anions such as fluoride also react with aluminium sites on the mineral surface. At NZ Soil Bureau, Department of Scientific and Industrial Research (DSIR), New Zealand, techniques have been developed for granulating allophane to enable it to be used to remove pollutants from solution without dispersion into the liquid phase. This granulated allophane can be used to remove phosphate from sewage effluent or fluoride from tap water without having a sedimentation stage to remove the clay.

This paper looks at two ways to estimate the bulk mineralogy of the rocks for assay intervals. The aim is to find an efficient indicator of the most common minerals in the rock. Phase (modal) analysis has traditionally been done using visual methods such as point counting and image analysis. A modern version of this process is the X-ray point counting routine using the SEM-EDS based software. These methods are too slow and expensive for routine analysis of bulk sample mineralogy at the normal assay spacing.Two sources of data were considered that provide information that can be used to determine the mineral abundance in assay samples. The most widely applied method is (semi-) quantitative X-ray diffraction (QXRD). The QXRD method is most applicable to major minerals and has limited application to minerals at low abundance. The nominal detection limit is 0.5 per cent. Values below five per cent have large errors. A second, less common, method is calculation of mineralogy from chemical assay data. Conversion of chemical analyses to mineralogical analyses depends on the unique chemical composition of each mineral. Elements only found in one mineral are easily accounted for, but many compositions are ambiguous. Deciding on the actual mineralogy is not simple. Recalculation of mineral mode from chemical analyses is more accurate than QXRD when the correct minerals, and mineral compositions, are known.Where only a few QXRD analyses are available they can be used to setup a protocol for calculation of mineralogy from assay data. Linear programming works well in this environment. The best results are obtained when both H2O and CO2 are directly measured. Loss-on-ignition (LOI) should be included if these are not available.Where both QXRD and chemical analysis are available for all samples, the best results are obtained using the least squared method to merge the data sets assuming QXRD has much higher analytical errors than chemical assays. The combined method provides more robust results because the high abundance minerals are controlled by the QXRD measurements while the chemical assays improve the precision for low abundance minerals

Reliable face support pressure is necessary for shield driven tunnels in cohesionless soils to prevent excessive ground movements. This paper presents experimental work on stability of a tunnel face using transparent soil models aiming to obtain magnitude of tunnel face minimum supporting pressure, failure pattern and extension of failed zone. A model tunnel was preinstalled in transparent soil which was supported at the face by means of water pressure. Tests were performed by reducing supporting pressure until collapse occurred. Model tests were sliced optically with laser sheet and images were captured for every decrement in tunnel supporting pressure. Later, these images were analysed by digital image correlation (DIC) and vector fi elds of incremental displacements were obtained. Values of minimum support pressures were given for different cover/diameter (C/D) ratios. Geometry of the failure zones depicted for different (C/D) values and appeared to be of chimney shape with a limited extension front of the face. A minimum support pressure was achieved with support pressures as low as 10 ± 1 per cent of the effective vertical stress at the tunnel axis. The stability of the tunnel face was related to the coefficient of active earth pressure with C/D ratio having a small effect on the magnitude of required pressure at collapse. In general, results of the study were in agreement with current knowledge of full-scale situations.

The Cannington deposit is one of the largest accumulations of silver-lead known. Located 135 km southeast of Cloncurry in North West Queensland (Figure 1), Australia, the deposit is currently in the feasibility stage of its development. The deposit is named after the nearby Cannington Pastoral Property which runs some 25 000 sheep on 'downs' country. The investigations of the Cannington deposit are carried out under the authority of Mineral Development Licences 139 and 144 and Exploration Permit for Minerals 6788, Answer Downs. Exploration for Broken Hill Type (BHT) silver-lead-zinc deposits in the Mt Isa region has been undertaken by The Broken Hill Proprietary Company Limited's Minerals Division (BHPM) since the early 1980s following in-house research which showed that the Eastern Succession of the Mt Isa Block exhibits characteristics which were favourable for hosting BHT

Recent studies carried out to support the development of a strategy for the New Zealand mineral industry by the NZ Minerals Industry Association have included investigations of mineral potential, and the development of scenarios for realising this countryÆs mineral potential by 2010. New economic research is applying a general equilibrium model to quantify the opportunity cost of this potential. The model analyses separately four categories of land (private land and three categories of Crown land) and identifies four distinct mineral classes û precious metals, industrial minerals, coal and aggregate. It investigates the economic effect of the increased availability of mineral resources on the mining industry itself, on other industry sectors and on the NZ economy generally, including its impact on unemployment, GDP and household welfare.The analyses suggest that increases in the level of GDP of between 1.9 per cent and 3.4 per cent may be obtained by utilising New ZealandÆs mineral wealth to varying degrees. The mineral industry sectors are significant beneficiaries under all scenarios; mineral output increases by between two and five times its current level. However, the flow-on effects to the rest of the economy, and to households, are also significant. The analyses show that household income, adjusted for changes in consumer prices, can be expected to increase by between 1.6 per cent and 2.7 per cent. This results largely from increased employment.

The initially cautious approach taken towards ground support and reinforcement at the Porgera Underground Gold Mine in the Highlands of Papua New Guinea has evolved rapidly in the two years since stoping commenced. The confidence to continue the evolution process has grown from an increasing knowledge of mining conditions as stoping has progressed, to the extent that reinforcement requirements have decreased by 50 to 75 per cent depending on local circumstances. Changes to mining practices have significantly assisted and influenced this process.Empirical observations of ground behaviour, assisted by a deliberately selective extensometer monitoring program, provided the stimulus for early changes to ground support and reinforcement practices. Further optimisation of the ground support and reinforcement effort is being pursued through an active monitoring, measuring and analysis program. Ultimately, situation rather than site specific design will ensure continuing high quality ground support and reinforcement installations. However, local structural and lithological factors will continue to become more critical as the optimum position is reached.

The elements of competitiveness are discussed forthe industry and the effects of Government charges and policies relating to existing operations are outlined. There is a demonstrated need for improvements in competitiveness in direct and indirect costs and for improved access to resources for the mining industry to continue to grow and add to Australia's economic growth.

The Australian minerals sector has a shortage of skilled professionals to satisfy an industry that is experiencing renewed vitality. Graduate numbers are low throughout Australia and the world, while economic rationalisation is seeing many educational institutions downsize, or even close, their minerals-related programs. In addition to requiring more entry-level graduates, minerals producers are looking to update the skills of their current workforce to keep up with the industryÆs continuing technological revolution. To address the issue the Minerals Council of Australia (MCA) endorsed collaboration between several Australian minerals producers and a team of universities to generate the Mineral Tertiary Education Council, or MTEC. MTEC recently initiated a venture to increase the availability of professionals with relevant skills to the minerals industry. Primarily aimed at delivering postgraduate programs, the initiative will allow graduates from other disciplines to æconvertÆ to the minerals sector as well as provide professional development training to an existing work force. This venture represents a novel approach in that courses will be delivered by more than one institution and will employ innovative teaching materials with flexible and remote delivery formats. The programs will cater specially for professional development in the minerals sector, which generally requires high flexibility due to the nature of work conditions and locations.

The commercial production of copper metal involves a sequence of purification stages. One step of this process eliminates bulk quantities of iron and sulphur from matte Cu2S(FeS to produce blister containing 95.5 per cent copper. This task is traditionally performed in the Pierce-Smith converter, a cylindrical vessel in widespread use throughout the copper industry. Typically, multiple Pierce-Smith converters are arranged along an aisle, simplifying material transfer from vessel to vessel. Materials are moved through the aisle in pots and boats, using overhead cranes. In terms of the overall process, the converter aisle represents a critical processing unitùit contributes significantly to the value added nature of the metal. The aisle is subject to significant process disturbances. Thus, improvements in the operationÆs modes and conditions have a direct impact on process profitability. As with any commercial operation, improvements are always sought to increase process performance. The general approach involves process modelling, followed by an application of control and optimisation theory to this model. The results of such a study are then applied to the real process, leading to improved performance.

The ironmaking industry consumes a large amount of fossil fuel derived carbon as heat source, reducing agent of iron ores and carburising agent of reduced iron. Although the demand for drastic decrease of carbon dioxide emission, carbon is an essential element for smelting process of molten iron. The carbon recycling ironmaking process by circulating CO has been already proposed to achieve carbon neutrality. However, the production of molten hot metal is not considered in this process because sufficient amount of carbon does not dissolve in reduced iron by CO. Therefore, our group has suggested a new carbon recycling ironmaking process which can produce hot metal. In this process, free carbon and iron carbides produced by carbon deposition reaction using metallic iron as a catalyst are used. It is known that only Fe3C is obtained as iron carbide by using CO gas, however, Fe5C2 is also produced by adding H2 gas. The composite agglomerated with these carbonaceous materials and fine iron ore (Deposited Carbon-Iron oxide Composite: DCIC) is reduced and melted in a furnace. It is reported that Fe3C in DCIC accelerates the reduction reaction and melting of the composite. In this study, the effects of iron carbides and free carbon on the melting behaviour of DCIC are investigated. Fe3C, Fe5C2 and free carbon were produced by vapour deposition using porous iron whiskers and CO-CO2-H2 gas. These were agglomerated with hematite reagent at a certain ratio to prepare DCIC samples with and without Fe5C2. The samples were heated up to 1300°C in inert atmosphere. The DCIC containing Fe5C2 completely melted and iron nuggets were obtained after the experiment. This behaviour was not observed in the composite without Fe5C2. This indicates that using Fe5C2 is more preferable than Fe3C for molten iron production using DCIC.

There has been disappointingly little development in the understanding of the behaviour of rock slopes in open pit mines over the past 30 years. The lack of development in general, and of robust, standardised approaches in particular, are surprising in view of the æultraÆ deep open pit mines that are being developed to depths in excess of 1000 m. Research has recently been carried out into the occurrence of zones of extension strain in open pit slopes. This showed that very large zones of extension strain can occur, and this finding represents a significant new aspect in slope stability that has not been considered before. The greatest magnitudes of extension strain occur near the toe of the slope, either in the slope itself, or in the floor of the pit. Results of the research will be presented for different slope heights, slope angles and horizontal to vertical in situ stress ratios. The magnitudes of the strains are considered to be large enough to result in fracturing of intact rock, and the fracture orientations predicted are adverse for slope stability. Fracturing that is extension in nature is common in competent, brittle rocks and often develops with some violence and little or no warning, producing easily measurable seismicity. In the slope situation, the expected physical manifestation of this behaviour would be popping off of rock slabs and plates of rock from slope surfaces and popping up of the pit floor, as well as the formation of new fractures within the rock mass. Such behaviour may cause overall slope failure, or may initiate failure, which may then be driven to overall slope failure by other influencing factors or combinations of factors. In addition to instability resulting from the fracture surfaces themselves, all induced fracture surfaces could interact with natural geological structures to facilitate formation of a significant failure surface. Case studies of slope failure in two open pits will be described. In both cases failure occurred æsuddenlyÆ after very limited amounts of deformation. In the first, the slope crest moved suddenly upwards and backwards over a length of more than 200 m, with associated instability. In the second, the horizontal displacement of the slope face was almost an order of magnitude greater than the vertical displacement and occurred æsuddenlyÆ. A recently installed seismic system is detecting events in a significant zone behind the slope face. Both pits were in the 200 m to 300 m depth range at the time of the occurrences.

Multistage slag treatment was carried out to investigate boron removal from metallurgical grade silicon. Boron is known to be one of the most difficult elements to remove from silicon. Depending on boron initial concentration, boron can be removed from silicon into certain level; most previous studies have attained final 50–100 ppmw (parts per million weight) boron in the silicon using slag treatment. The term ‘multistage’ refers to a process where the resulting silicon from the initial slag treatment is further refined multiple times using a new slag. In this study, an initial slag composition of 45CaO-45SiO2-10Al2O3 (wt per cent) was utilised. Using this technique, boron level in the silicon was expected to be gradually lowered because the new slag will always have more capacity to reach the equilibrium distribution coefficient (LB = (ppmwB)slag/(ppmwB)Si). The current study was carried out through combined thermodynamic calculations (using FactSage™ ver 8.2, by Thermfact Ltd, thermochemical package) and high-temperature experimentation. The thermodynamic calculations were carried out for reactions at 1500, 1550, and 1600°C for three different scenarios: 1. Single stage refining with varied slag to Si ratio. 2. Multistage refining with slag to Si ratio of 1:1. 3. Multistage refining with slag to Si ratio of 2:1. The multistage experimental work was carried out at 1550°C under inert gas atmosphere each time for 2 hrs, with slag to Si ratio of 2:1. The simulation results indicate that the boron distribution coefficient stay essentially constant with varying slag to Si ratio and temperature, around 1.8 to 2, and the experimental results measured LB in the same range, between 1.5 and 2.5. By harnessing this feature, the simulation showed that boron can be removed by approximately 78 per cent in each stage. The experimental result confirmed that the boron concentration in the silicon was reduced by a total of 97.8 per cent from its initial value using four stages of slag treatment, from initial 270 ppmw down to 6 ppmw.
