Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

"The efficiency of the truck-shovel haulage system is significantly influenced by the truck fleet size. A discrete event simulation model with 3D animation has been developed to estimate the productivity of a truck-shovel network system, shovel efficiency, truck cycle time, truck utilisation and the optimal fleet size. The simulation model considers the dynamic variability of traffic conditions and also the truck as an individual entity. Rope guides, consisting of ropes spanning between anchor points at the top and bottom of shafts, have frequently been considered as a viable alternative to fixed guides, comprising buntons and guides. However, their design has generally been based on empirically derived rules, arising from European hoisting practice of 50 to 100 years ago. This paper describes a recent technology development project aimed at defining and quantifying the important forces acting on rope guided conveyances, calculating the resulting displacement of the conveyances and assessing whether the displacements are acceptable or not. The paper describes the derivation of aerodynamic force coefficients based on CFD analyses and other significant forces acting on the conveyance and rope system. The conveyance displacements may be calculated using computer simulation of the mechanical system, or approximately using simplified equations given in the paper. Measurements taken to confirm the suitability of the proposed formulation are described. The combination of displacements and assessment of the rope guide system design are proposed, based on the ratio of design clearances and the predicted displacements.

This paper points to the timely importance of commencing a centrally recognised perpetual collection of mineral specimens in the Northern Territory which has as one of its objectives the collection and preservation of Northern Territory minerals of scientific, educational and heritage value. Currently in the Northern Territory there is no government department or institution that has a resourced coordinated state-wide objective to collect and document collectable mineral specimens. Specimens held in storage by the Department of Mines and Energy and the Museum and Art Galleries of the NT are not catalogued and owe their existence to fortuitous circumstances, not as a result of a planned systematic scientific approach to mineralogy. Northern Territory mineral species and unique specimens have and will continue to be driven to extinction while no central and active, recognised repository exists. This situation persists despite the fact mineral production is the Territory's largest income earner. The paper presents the arguments that hopefully will assist decision-makers to commence development of a state mineral collection lodged within an appropriate institution in the Northern Territory.

The Ravensworth-Liddell area is part of the Muswellbrook- Singleton Coal District of the Northern Coalfield. It lies in the Parishes of Liddell, Ravensworth, Vane and Howick, in the County of Durham, midway between Singleton and Muswellbrook, and is traversed by the Great Northern Railway, and the New England Highway.Ravensworth and Liddell railway stations are 57 miles arid 61 miles, respectively, north from Newcastle (Fig. 1).The area has been the centre of an intensive search for open cut coal during the past few years. More than 1,200 bores, of which about 10% were cored diamond drill holes, were drilled to depths of about 200ft. Portions with thicker cover have been explored by 10 diamond drill holes to depths of over 400ft. but core recovery from these deeper holes was poor, and the lack of detail in the recorded logs limits geological interpretation. The drilling has proved about 34,000,000 tons of open cut coal, and about 246,000,000 tons under deeper cover.GEOLOGYThe Ravensworth-Liddell area lies on the eastern flank and southern extremity of the Muswellbrook Dome, extending from Hebden in the north, to Jerry's Plains in the south, and the rocks under consideration belong to the Tomago Stage of the Upper Coal Measures. On the north they are truncated by the Hebden Thrust fault, which has a throw of about 4,500ft. (Raggatt, 1929). The Melbourne City Link Project is a privately funded road infrastructure project linking three significant existing freeways in the vicinity of the Central Business District. The State Government, through the Melbourne City Link Authority, has contracted Transurban to build, own and operate City Link for a concession period of 34 years before the road network is transferred to the State. Transurban has a contract with Transfield Obayashi Joint Venture (TOJV) to design and construct the works. The project is divided into the southern and western sections and the tunnel works comprised the significant component of the Southern Link. Outside of the cut and cover tunnels at the portals, the driven tunnels component was constructed by TOJV direct labour. TOJV subcontracted all design work to a joint venture of Hyder Consulting and CMPS&F (Hyder/CMP). The geology in the tunnel corridor and generally below the city of Melbourne is highly variable and constantly changing. The tunnels were driven, for the most part, in siltstone and sandstone of the Silurian age, but also intersected overlying basalts and clays. The Silurian bedrock is a fractured aquifer that is connected to overlying alluvial aquifers. Consequently, the construction of the tunnels was a complex engineering task. This paper details the operational relationships and procedures developed to deliver a design that was aligned to the construction constraints and delivered an end product that met all technical, quality, cost and program goals.

The requirement for rapid vertical development for underground ventilation is often a factor when dealing with dynamic mine plans, with short vertical developments being used to optimise ventilation systems. In an effort to increase the safety and efficiency of the constructions, a simple and effective sinking methodology is required that is both adaptable and repeatable. A modified shaft construction methodology is proposed that attempts to minimise risk to the personnel as well as be cost-effective. Readily available equipment is used to ensure adaptability to the various environments and shaft parameters.One of the greatest risks of shaft sinking is having personnel working suspended over open cavities or underneath suspended loads. Removing this risk, by ensuring all construction is done from solid ground, allows for safer sinking operations. As the process is repeatable, familiarity and confidence in its construction sequence will increase with each successive sink.A trial sink is performed with a 3.6 m diameter, 20 m deep shaft. The shaft was excavated using a conventional strip-and-line philosophy, with the shaft then being lined from the collar via the use of large diameter corrugated steel culverts. The annulus between the steel culverts and shaft excavation is then filled with a concrete mixture to secure it in position.The new process was successful, with no personnel at any time during the process being suspended above an open excavation. The installation had relatively low capital and operational costs and was completed faster than an equivalent, conventional concrete-lined shaft construction. Therefore when compared to conventional shaft-sinking methods, this process can be considered safer, more efficient and relatively cost-effective.Further research is required to determine whether this method can be expanded to larger vertical developments.CITATION:Markoski, R and Grealish, P, 2014. Burra was the largest metalliferous mine in Aus- tralia between 1845 and 1860 and employed as many as 1000 men and boys. The workforce was predominantly Cornish, Burra being the first con- centration of Cornish folk in Australia. The sur- face and underground mining operations were typically Cornish and virtually all positions of responsibility were held by Cornishmen. Beam pumping and winding engines were imported from Cornwall and housed in traditional Cornish engi- nehouses. Burra had the first significant number of beam engines in Australia: six were installed between 1849 and 1861. These engines, ranging in size from 20 inches to 80 inches in diameter, were used for pumping, hauling, and driving Cornish roll crush- ers and dressing machinery. Derelict enginehouses of the great beam engines are a striking reminder of former mining activity in Cornwall and South Australia. In South Aus- tralia about 35 enginehouses were erected between 1848 and 1887, of which eight still remain, three of them at Burra (Figure 1). These remain as a tangible link with the Industrial Revolution.

According to site measurement and labora- tory experiment, the authors suggest a new mathematical model of grouted rock bolts. The rock bolt is taken as an elastic bar, and the grout is substituted by a set of springs the rigidity of which is given as K. Based on certain assumptions, a simplified formula is deduced. When the category of rock, depth of tunnel, the spacing of rock bolts and the rigidity of springs K values are given, so that we can calculate the radius of plastic zone, and subsequently the convergence of rock at the tunnel inner surface u, and the resis- tance exerted by the rock bolt p. Finally, the length of rock bolt can be determined.

The reasons for and the methods of inte- gration of the gold treatment plant with the existing nickel concentrator are discussed. The integration was accomplished in three stages commencing in May 1980 and attain- ing current throughput in December 1982. The problems encountered and their solution, including the design and construction of a new tailings dam are also discussed.

Sampling errors result from heterogeneities within the lot under study. Within a rock mass in situ heterogeneity results in the geological nugget effect, which accounts for most of the natural variability. In broken rock, constitution and distribution heterogeneities are important. A major result of the constitution heterogeneity is the Fundamental Sampling Error (FSE) which is the smallest residual error that can be achieved. It cannot be eliminated, but can be minimised and refl ects the fact that the broken rock sampling process is never completely free of error. Together with other sampling errors, FSE contributes to the total nugget effect. The FSE for a sampling protocol can be evaluated using the so-called Gy equation. Its practical applications to low-grade gold ores have often been unsuccessful due to problems linking the FSE and minimum sampling mass and the defi nition of key parameters such as the liberation diameter. Well-designed sample protocols minimise the total sampling error and hence the nugget effect. Reduction of the nugget effect is a key requirement for all sampling programs whether related to exploration and resource evaluation, metallurgical test sampling, grade control or metallurgical plant sampling. This contribution reviews the relationship between heterogeneity, FSE and nugget effect in gold deposits; and emphasises the need for FSE management throughout the mine value chain.

The surface-to-inseam (SIS) directional drilling technique has been utilised at Oaky Creek Coal for more than a decade to predrain both the Oaky No 1 and Oaky North mining areas. The cumulative drilling program constitutes a total of 140 lateral and 200 vertical holes, and 405 km of lateral drilling.The use of SIS gas drainage has been successful with the following site-specific benefits being recognised:ability to drain German Creek seam gas contents to residual gas levels of new mining areas within an 18-month period from commencement of well productionstructural geological verification of the mine design well in advance of development mining occurring in an areaability to conduct successful predrainage of the overlying Aquila seam to reduce subsequent goaf emissions.Appropriate and up-to-date geological knowledge during the design and drilling process is a significant influence to achieving success. Vertical production wells need to be located in a position that is most effective to remove water from hole. The lateral hole should not include intersections with significant geological structure.SIS drilling provides continuous seam roof/floor data to help define seam geometry and locate geological hazards with high accuracy. In faulted ground and with variable seam gradients, SIS data can resolve geological ambiguities from seismic sections and enhance seam correlation that would otherwise be available only from discrete and closely-spaced infill vertical exploration drilling.Here, we review some examples of SIS configurations and practice to highlight key learnings in drilling long inseam holes (up to 1900 m per arm) ahead of development and mining. A brick veneer house located on a open-pit coal mine lease has been subject to ground vibration levels of up to 222 mm/s, and air vibration levels of up to 145 dBL. The dynamic response of the structure was measured with accelerometers, geophones, and strain gauges as part of a project investigating the response of brick veneer houses to blasting. This paper outlines the project, and provides information on brickwork strength, foundation investigations, and observations on damage due to blasting. Correlations have been made between crack behaviour and factors such as blast vibration levels and rainfall.

Maximising margins in today's competitive international commodity markets demands superior productivity. This requires more than simply selecting the best equipment. It requires efficient production and commercial processes together with management systems recognised as international best practice. This paper introduces an integrated way of working that includes management systems for successfully changing work practices and attitudes, developing managers and increasing accountability. It provides an improvement methodology that includes systematic involvement of people in true continuous improvement of processes for maximising productivity and safety while minimising costs. Even though the principles are proven in all industry sectors worldwide, they are not always used correctly. This paper provides examples of traditional performance measurement systems to show how managers miss opportunities to control and improve both production and supporting service processes. It also describes the basic methodology for correct use of the principles and provides examples of correct implementation of modem systems in mining. The charts from actual mining case studies will be elaborated upon in the conference presentation. This paper's main aim is to provide background material for the presentation by introducing integrated principles for building best practice management systems for superior productivity and safety - for higher margins.

Australia contains some of the most productive mining areas and is characterised by ancient landscapes and highly variable hydrology. Historical mining of iron ore, coal and other minerals has targeted ore deposits located above water tables, and elevated above creek lines where possible to reduce cost. The downturn in mining caused by falling ore prices over recent years has triggered a drive to reduce cost, maximise yield and delay capital expenditure associated with opening new mines. So as the ore deposits with more favorable mining conditions become depleted there is an increased focus on mining ore associated with valley floors and creek lines. This is demonstrated by a regional assessment of the extent of Channel Iron Deposits (CID) and Iron Ore (Fe) Mines and Deposits in the Pilbara Region of Western Australia (Figure 1). A large proportion of these mines are, or plan to, target high grade CID ore associated with existing creek systems. Figure 2 shows outcropping and inferred sub-cropping CID extents, which suggests there are vast quantities of CID ore deposits throughout the Pilbara Region, intersected by major creeks which could be mined at some point in the future using creek diversions (Atkinson et al., 2017). A similar picture could also be produced for coal mining in Queensland, particularly in areas such as the Bowen Basin.While creek diversions provide an opportunity to maximise the utilisation of these orebodies and extend the life of mine, creek diversions can involve substantial financial, social, environmental and regulatory risks that need to be carefully managed (Markham et al., 2017, Atkinson et al., 2017). This paper discusses the key issues and opportunities associated with diversion decision making. It highlights the importance of using a well-structured assessment methodology that allows key stakeholders to be part of the assessment process and is complementary to material presented in Atkinson et al., (2017). Design considerations for operational and closure designs are presented, as well as mine planning considerations, risks, cost saving opportunities and the benefits of an integrated approach to design. Factual data about the sedimentation in the Newcastle Coal. Measures are presented. Data concerning the total coal measure sequence (isopachs, sand /shale ratio and total coal thickness variation), data about three coal seams (Borehole, Dudley and Victoria Tunnel) and data about interseam con- glomerate units are discussed. From this data conclusions are drawn about the coal measure environment. The western edge of the coal basin, the Lochinvar Dome, although a high feature was apparently stable during coal measure time. Despite its height it apparently supplied little sediment to the basin. The northern and north-eastern edge, which was unstable, suppl- ied most of the coarse detritus including the conglomerates to the basin. The conglomerates show patterns of fluvial origin but after a period of "normal" variations in pattern they become restricted to two parallel zones evidently tectonically controlled. Deposition of conglomerates is episodic and separated by periods of coal formation when deformation was apparently slight. Formation of each of the three seams considered followed a rather similar pattern - each shows development of thick coal around the basin edge and poor thin coal in the "axial" region of the present synclinal structure. Evidence of in-situ formation of some areas of the seams is discussed and periodic deformation of the basin during coal measure time is postulated.

Mining companies have recognised that characterisation of particle breakage plays an essential role in the design and optimisation of comminution circuits. Recently the JKMRC comminution research team has developed a new breakage model incorporating the effect of particle size, and a new breakage characterisation testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions. The latter is believed to be the dominant breakage mechanism in AG/SAG mills. Existing devices, such as the JKMRC Drop Weight Tester, are not suitable for performing repetitive impacts since they are too time consuming. Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalised experimental test program on professionally designed and manufactured JKRBT machines. The first JKRBT was installed at the Anglo Research laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the project in 2008, with commercial release expected in early 2009. The JKRBT has the potential to revolutionise ore testing, with applications in laboratory impact breakage characterisation of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control of comminution circuits since it is readily adaptable to on-line ore hardness measurement. Froth transportation characteristics have a significant impact on the flotation recovery especially in large flotation cells. The probability of an attached particle being recovered into the concentrate depends strongly on the location where it enters the froth phase. A mathematical model for froth transportation in industrial flotation cells was proposed (Zheng et al, 2004). The model has been tested on the experimental data obtained from testwork conducted at the Western Metals Hellyer lead/zinc concentrator. The results show that the model fits the experimental data well, especially when the froth is well developed (ie for a deep froth). The model fitting can be significantly improved by incorporating an air dispersion factor. However, the models encounter some limitation, ie inconsistent prediction at different froth heights, due to change in froth viscosity which cannot be modelled at the present time.

The Pueblo Viejo project in the Dominican Republic installed an innovative sample system on its reverse circulation (RC) drilling rig during commissioning and subsequent commencement of operations. As knowledge of the orebody increased with mining and plant production, cost pressures became apparent that raised questions concerning the continued use of RC drilling versus blasthole sampling for ore control.To justify the continued use of RC drilling for grade control, an in-depth study was undertaken to determine the quality of the sample and prove its value-add to the operation.To investigate the differences in sample quality, a complete bench trial was initiated across both ore pits to compare RC drill results with blasthole assays on a side-by-side basis. The results indicated that based on ore block comparison between RC and blasthole sampling, RC identified an additional 20 per cent of high-grade (+ 4.5 g/t Au) ounces.Previous work indicated that Au, Ag and Cu were all elevated in the drill fines at Pueblo Viejo (Goers and Almond, 2012). This previous test work did not consider the quantity of fines in an RC sample therefore new test work was undertaken to include particle size distribution analyses. This study would determine if the inclusion of fines in the sample was occurring and compare the quantity of fines in the sample against other sample systems and blasthole samples.Comparisons between RC samples and blasthole samples indicate that for the RC samples a range of 30–35 per cent of the sample passed 300 mesh as compared to blastholes where the range of the sample passing 300 mesh was 15–30 per cent.This paper includes a case study on the importance of accurate samples and how they have impacted throughput through the pressure oxidation process plant at Pueblo Viejo. The accurate samples provided by RC allow for improved stockpile and blending strategies, showing the importance of accurate samples to manage risk and create value, against the perception that savings can be made at the risk of poor sampling performance.CITATION:Almond, M and Ventura, L, 2017. The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.
