The paper outlines the adoption and evolution of ‘sustainable development’ as a concept in tailings management practices in the mining industry over the last 30 years. Over 500 lives have been lost in tailings facility accidents since World War 2. The paper outlines commonalities in many of these accidents, particularly the role of excess water. It considers the role effective tailings management can play in enhancing the social acceptability of mining in the future.Tailings management is a major operating cost at many mines while the cost of successfully closing tailings facilities is also very high. Current tailings management practices in the industry are outlined. The technical and engineering challenges of reducing potential risks associated with tailings by reducing water entrainment are described. The successful development of practical techniques to better manage tailings and reduce water consumption and wastage are described. For example, water removal in the alumina industry to produce a paste for dry stacking is now a reality.The future adoption of these new risk reducing techniques by the industry is discussed and the implications of the adoption or non-adoption of these techniques on the industry’s future ‘social licence’ is considered.

Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil. Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers. As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

The in-pipe treatment of slurries with polymer addition shortly prior to deposition is a noteworthy emerging technology of increasing popularity. Although polymer treatment has been shown to substantially modify and improve depositional and dewatering behaviour in a significant number of cases, the impacts of polymer treatment on geotechnical performance of tailings are less well understood. For example, certain combinations of polymer and slurry type have been shown to result in lower final densities at a given vertical effective stress. Despite these lower densities, polymer-treated tailings often exhibit peak undrained shear strengths consistent with untreated material. However, the sensitivity and/or brittleness of the material may be negatively influenced by the looser state created. Although these changes have been studied, most testing available in the literature was undertaken on relatively ‘fresh’ samples of polymer-treated material. However, significant shear may occur following treatment and prior to the commencement of settling and self-weight consolidation as the material moves down the beach.To study the effects of shearing on the subsequent performance of polymer-treated tailings, a test program consisting of consolidation, triaxial and direct simple shear tests was undertaken on presheared polymer-treated material. Materials used were identical to those used in previously published studies on the impacts of polymer treatment in a ‘fresh’ condition. Shearing of the polymer-treated material generally appeared to lessen the impacts of the polymer treatment process. However, the behaviour of the material when sheared indicated that the polymer was still impacting the behaviour of the material in some respects. The results indicate the importance of the consideration of shearing on material behaviour when planning and designing a tailings deposit where polymer treatment is to be implemented.CITATION:Reid, D and Fourie, A, 2015. A significant amount of metallic iron in the world is produced in blast furnaces from iron ore pellets. To control the quality of pellets and to optimise pellet production, characterisation of both green and fired pellets is required. Optical image analysis (OIA) allows identification of different minerals, binder, remaining fluxes and porosity within pellets.For proper identification of the mineralogy, porosity and texture in pellets a high magnification is required, therefore each individual image covers only a very small portion of the pellet. At the same time the characterisation of pellets requires that the whole pellet is represented as a single object, so the size of the resulting overall image at high magnification can make it difficult to handle. A solution to this problem has been implemented within the CSIRO OIA package Mineral4 by combining images at different levels. Namely, to average out local irregularities, individual frames can be stitched during imaging into larger MosaiX images. Mineral4 further combines these MosaiX images into a single panorama image of the whole pellet.The proposed procedures allow the calculation of mineral and porosity spatial distributions, local gradients and abundance graphs based on the distance from the centre of the pellet. The spatial and temporal evolution from the porphyry to high-sulphidation epithermal environment can be assessed by integrating new results on such deposits (Arribas et al, 1995; Hedenquist et al, 1998) with past studies of plutonic and porphyry systems (Dilles and Proffett, 1995; Cline, 1995; Shinohara and Hedenquist, 1997; Hedenquist and Richards, 1998). Some time ago, Sillitoe (1973) argued for the nature of the tops and bottoms of porphyry deposits. He concluded that epithermal deposits may form over the tops of some porphyry systems. We can now conclude more confidently what the tops and bottoms of many high-sulphidation ore deposits appeared like while active (Arribas, 1995; Hedenquist, 1995). In addition, we better understand the nature of the zonation of high-sulphidation epithermal systems from the intrusive to surficial environment (Sillitoe, 1999), and how these two styles of ore deposit are related. Geological and geochemical evidence clearly indicates a continuum between these two ore environments. This improved understanding of genesis allows more efficient exploration for these deposits. There are many examples of spatially associated porphyry and epithermal ore deposits. A genetic connection has been suggested by some, and argued against by others. Nowhere is this spatial association better seen than in northern Luzon, Philippines, where the Lepanto high-sulphidation epithermal Cu-Au deposit overlies the Far Southeast (FSE) porphyry Cu-Au resource (Figure 1). Together these mineralised bodies contain a resource of >3.8 M tonnes Cu and >550 tonnes Au. Lepanto was largely mined out in early-1997. Post-war production until 1995 was 0.73 Mt Cu, 115 t Au and 393 t Ag at an average grade of 2.2 per cent Cu, 3.5 g/t Au and 11 g/t Ag. The recent discovery of the adjacent Victoria low-sulphidation quartz-Au-base metal vein deposit, with a resource of >68 tonnes Au (Cuison et al, 1998), illustrates the variety and abundance of mineralisation in the Mankayan district. This district also hosts the Guinaoang porphyry Cu-Au deposit (Sillitoe and Angeles, 1985) and other epithermal vein occurrences (Figure 1). This brief summary reviews the results recently published on the Lepanto-FSE deposits (Arribas et al, 1995; Mancano and Campbell, 1995; Claveria, 1998; Hedenquist et al, 1998), and stresses the evidence for coupling of mineralisation between the porphyry and high-sulphidation epithermal environments.

Attention is drawn to the largest eruptions with dense rock equivalent (D.R.E.) volumes approx-imating 50 km3. These have been strongly clustered during the last 40 000 years, with 11 recognised in the period 35 000 to 22 000 years ago, and 10 in about the last 9000 years, but none in the period 22 000 to 9000 years ago. With the latest such eruption, at Tambora, only 175 years ago, it is likely that we remain in a period of increased activity. During the last 100 000 years, roughly the period during which modern Homo sapiens has existed as a species, there has only been one eruption an order of magnitude larger (>_ 500 km3 D.R.E.). This took place at Lake Toba, Sumatra, about 75 000 years ago, and is estimated to have deposited ash to a thickness of a centimetre or so in parts of Ethiopia, Somaliland, Saudi Arabia and Iran, and to a thickness of a few millimetres in the eastern Mediterranean. The average interval between global eruptions of this magnitude is probably about 40 000 to 50 000 years. Insufficient work on the Quaternary history of volcanoes has been carried out to suggest where the next such eruption might occur. At Yellowstone, which has been well studied, the average interval between very large explosive eruptions is about 700 000 ¦ 120 000 years.As a prerequisite for magnitude-frequency analysis of eruptions, and hazard and risk impact assessments, it is important to classify past eruptions in a consistent manner. In an attempt to find a universally applicable method to estimate order of magnitude D.R.E. volumes from the distribution of airfall tephra, an empirical correction has been derived for the elongation of tephra dispersal fans due to wind. Dispersion distances for various thicknesses of tephra, recalculated for windless conditions, have been obtained from a study of about 40 tephra isopach maps for which D.R.E. volumes have been calculated, and a range of distances derived, equivalent to D.R.E. volumes from 106 m3

The TerraSpec is a compact field portable mineral analyser that uses non-destructive reflectance spectroscopy for mineral identification. The instrument uses and measures infrared and visible light that is absorbed by certain covalent and molecular bonds (AlOH, FeOH, MgOH, CO32-, OH, H2O and NH4) within the lattice of a mineral at specific wavelengths producing an absorption spectral profile. A variety of minerals can be detected including clays, micas, carbonates, and hydroxides as well as some sulfates and silicates. However, not all minerals are detectable, such as quartz and feldspar. Alteration minerals replacing volcanic rocks have been studied for several epithermal prospects in the lower Waitekauri Valley (Sovereign, Jubilee, Scotia and Jasper Creek) and a geothermal field in the Taupo Volcanic Zone. At the Sovereign, Jubilee, Scotia and Jasper Creek prospects previous XRD investigations determined well developed clay mineral zonation with illite in the west (Sovereign and Jubilee) grading into interstratified illite-smectite (Scotia) and smectite (Jasper Creek) to the east. Although the percent of illite within interstratified illite-smectite could not be determined and some illite-rich illite-smectite (>90 per cent illite) and some smectite-rich illite-smectite (>90 per cent smectite) could be misidentified as illite or smectite respectively, the TerraSpec survey determined the same zonation of illite to illite-smectite and smectite. Common chlorite, rare calcite and local kaolinite were also detected. At the geothermal field, the TerraSpec was primarily used to determine the occurrence of kaolinite, dickite and alunite, which form in acid conditions. Widely spaced (every 50 to 100 m) XRD results are in excellent agreement with closely spaced (every 5 to 10 m) TerraSpec results that further determined the occurrence of these minerals in previously unrecognised intervals. It also determined the occurrence of zoned smectite, illite-smectite, illite, and chlorite alteration. Overall, the TerraSpec is a rapid mineral identification technique that is very useful in delineating the occurrence and distribution of certain minerals in both epithermal deposits and geothermal fields. Although the TerraSpec cannot detect as many minerals as XRD, the TerraSpec allows data collection at a sampling scale and speed (real time) that is not practical by XRD.

Test Work on High Throughput Diamond Tracer Recovery from Alluvial Recovery Tailings with a Containerised Optical Sorter Under Real Production Conditions Worldwide alluvial diamond deposits are traditionally processed with dense media separation and XRF sorters, hand picking or grease tables. The test work conducted verifies the performance of an optical sorter detecting the transparency of particles for diamond recovery from the DMS concentrate, eg XRF-sorter and handpicking tailings. The containerised setup enables economically feasible, high throughput, semi-mobile setups to retreat recovery tailings from alluvial and also primary deposits. The test work has been conducted with quartz and glass particles, which are less transparent or comparably transparent, under realistic production conditions on a 600 mm belt machine with an installed electrical power of only 21 kW. The results show that 99 per cent recovery can be reached at a throughput of 10 t/h in the -8 + 2 mm fraction and at 22 t/h in the -25 + 8 mm fraction. At a throughput of 18 t/h a recovery of 88 per cent has been assessed. At a further escalation of the throughput, dust in the sorter container made sorting impossible in the coarse fraction and the recovery decreased significantly in the fine fraction. Analysis of the belt coverage indicates that higher throughputs of the coarse fraction can be fed onto the optical sorter if the dust extraction system is improved. The results are basis for the decision to conservatively feed 20 t/h of the coarse fraction and 17 t/h of the fine fraction in day to day production. The settings have been applied to sort alluvial recovery tailings in South Africa and will be applied to sort the recovery tailings of a primary deposit in Lesotho. The test work has shown that an optical sorter can be used to retreat recovery tailings with high throughputs. The compact setup of a screen and a 9 m standard container enables semi-mobile, temporary setups for small recovery tailings dumps and remote areas. In addition, sorting on transparency ensures the recovery of high value low-fluorescent diamonds.

Subduction zone magmatism is a direct response to tectonic and chemical processes operating at convergent margins. Changes in the tectonic configuration of plate boundaries in SE Asia during the Cenozoic had consequences for the nature and volume of magma produced. Retreat or advance of the trench hinge has probably been an important process in controlling the presence or absence of magmatism in SE Asian subduction zones. This process also provides a means of replenishing the mantle wedge and counteracting the effects of melt extraction in depleting the wedge. Changes in the nature of recycled material and lithologies of the over-riding plate also have the potential to influence the lavas that are erupted in arcs. Several locations in SE Asia have experienced magmatism bearing the geochemical signature of subduction but are remote from coeval subduction zones. Such magmatism requires an earlier period of mantle enrichment by subduction but may result from localised extension. The distribution of such magmatism may provide information of tectonic value. Some adakitic magmatism occurred in tectonic settings where there is no evidence for subduction of young oceanic crust at the time of magma genesis. Slab melting in such settings is not possible and alternative mechanisms are required to explain the occurrence of, at least some, adakitic lavas.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

"There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016. In 2019 the Chinese Ministry of Ecology and Environment issued guidelines promoting the implementation of ultra-low emissions in the iron and steelmaking industry. These guidelines aim to drive improvements in air quality through the reduction of particulate matter (PM), sulfur dioxide (SO2) and nitrogen oxide (NOx). Secondly, it also represents an initial means to commence decarbonisation of the industry. The ultra-low emissions guidelines propose that well over 80 per cent of China’s production capacity will achieve these targets by 2025. In response, many sintering operations have implemented numerous improvements to the process that result in significant efficiency gains. Of note is the adoption of deep bed sintering where, with some modifications to equipment, the sintering bed depth is increased resulting in sizable reductions of SO2 and NOx emissions. This paper will also provide an overview of the requirements to introduce deep-bed sintering into an operation and highlight test work completed which quantifies the resultant reduction in emissions.

In the current tough mining environment with lower commodity prices, operators need to improve operational profitability. Optimised equipment asset management is a sustainable way to achieve this objective. The increased efficiency of installed process equipment positively contributes to the circuit performance, affecting metallurgical performance, plant availability and operating costs. Nui Phao Mining Company Limited (NPMC) operates a polymetallic mine located in Vietnam. The circuit produces four main products, tungsten, fluorspar, bismuth and copper. Tungsten is the major revenue producer. The operation experienced the following equipment inefficiencies in its copper and bulk sulfide flotation (BSF) circuits:• lower than expected metallurgical performance - the BSF rougher flotation tails contained coarse (+106 µm) sulfur minerals which affected the downstream tungsten gravity circuit. The unrecovered sulfur competed with tungsten minerals affecting both tungsten recovery and product grade. • structural integrity and safety - the flotation circuit structures experienced excessive vibration beyond the acceptable tolerance levels. The vibration was attributed to the flotation mechanism design and impeller tip speeds. • equipment reliability and wear life issues - the flotation mechanisms were being replaced every six months, with reported failures at three months. This resulted in high operational costs. A mineralogical evaluation of the ore indicated that the coarse sulfur minerals were well liberated and relatively rich in pyrrhotite and pyrite. It was predicted that these particles should be recoverable by flotation under optimum conditions. NPMC worked collaboratively with Outotec to investigate options to improve the metallurgical performance of both sulfur and tungsten. A review of the copper and BSF rougher circuit infrastructure was also undertaken and focused on reducing the structural vibration and improving mechanism wear life. Prior to the circuit upgrade, laboratory and pilot testing was conducted to validate the circuit improvements. The final solution included the installation of Outotec FloatForce® mechanisms in the existing copper and BSF rougher circuits, and a new flash circuit (SkimAir®) treating the rougher tails stream ahead of the tungsten gravity circuit. The flash circuit is unique, as typically these types of cells are installed in grinding circuits. By March 2016, all circuit upgrades were complete, however the initial metallurgical performance was below expectations. NPMC and Outotec worked together to investigate and improve performance through further equipment modifications. Since October 2016, the metallurgical performance has improved significantly. Coarse sulfur mineral recovery has improved, resulting in an overall increase in recovery of sulfur and tungsten of 4.7% and 2.7% respectively. The Outotec FloatForce mechanism has also delivered operational benefits, with a reduction in structural vibration to within acceptable levels (<4.0 mm/s) and an improvement in mechanism wear life by 150%. This paper discusses the BSF circuit upgrades and compares operational data before and after the upgrade to quantify the improvements in metallurgical performance, structural vibration and mechanism wear life. "The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. The Southern Alps of New Zealand and the mountains of Taiwan are both young transpressive orogens characterised by rapid uplift and exhumation, high heat flow and vigorous surface processes. Comparing and contrasting the two provides an ideal framework through which to explore the structural and lithological controls on fluid and gold mobility during collisional deformation. Both have two fluid flow systems centred about their drainage divide with shallow topographically-driven meteoric water above a deeper flow system dominated by mineralising rock-exchanged fluids. Despite similar tectonic settings, the distribution of heat flow, hot springs and veins in the two orogens are different. Taiwan has higher heat flow, distributed hot springs and localised veining whereas the Southern Alps have a narrow heat flow anomaly, localised warm springs and widespread veining. We use three-dimensional numerical models to evaluate key parameters that affect fluid flow and gold mineralisation. Models show that differences in crustal strength and thickness affect the locus, scale and rate of crustal fluid flow and hence influence gold deposition at a variety of scales. We explore how surface topography can lead to localised changes in the stress state, facilitating the switching of principal stresses and hence vein orientations.CITATION:Upton, P and Craw, D, 2015. China’s mineral deposits are the result of metallogenic processes associated with the geodynamic evolution of tectonic plates and eventual amalgamation into their modern configuration. The principal tectonic provinces of China comprise the North China Craton, Yangtze Craton, Cathaysia Craton, Tarim block, Altay-Tianshan-Hinggan orogens (part of the Central Asian Orogenic Bel), Central China orogens, Songpan-Ganze orogen and Alpine-Himalayan fold belts, which are part of the huge Tethysides. These tectonic elements are testimony to a complex geological history spanning more than 3000 million years. This contribution will focus on selected areas of the Altay-Tianshan, the fold belts surrounding the North China Craton and Yangtze Craton and the mineral systems along the Ailaoshan-Red River fault zone. A world-class example of sustainable development in practice, the Local Resource Development Initiative (LRDI) grew from agreements between the Ambatovy nickel mine developers and the Government of Madagascar. A program of training and community development, the LRDI aims to maximise local benefits by optimising the integration of local resources during the construction period of the mine. By local resources, we mean the local labour force as well as local goods and services. Begun in 2007, the foundation of the LRDI is to integrate local resources into the mining project and where gaps are identified, design and implement training, mentoring and other programs to fill those gaps. The principal accomplishments are: the establishment of training centres that trained over 4000 people in little over one year, 96 per cent of whom hired to work at the mine; a support program for local micro, small and medium enterprises that has led to the award of 65 contracts for goods and services with training and mentoring of over 100 local businesses; and a number of special projects that have, among other results, strengthened local agricultural development and created employment for young people. The LRDI provides unique insights into key indicators and lessons learned to strengthen the social and economic sustainability of mining projects in developing countries. The paper will discuss these in terms, among others, of: the importance to project success of upstream planning to address socio-economic issues; the role of civil society and other local partners to strengthen and expand sustainability outcomes, and to spur governments to demand that major projects promote economic and social sustainability; and the integration of mine sustainability with sustained regional social and economic development.

The distribution of mineral deposits within northwestern North America (Alaska, Yukon, and northern British Columbia) allows for an in-depth examination of the metallogenic patterns of a growing continental margin. A more complete understanding of the tectonic evolution of this part of the Pacific Rim, achieved over the last 15 to 20 years, now allows for the placement of ore systems into a well-defined plate tectonic framework. Ore deposits older than about 185 Ma represent hydrothermal systems that were active in the platform/shelf environment of ancestral North AmericaÆs miogeocline or hydrothermal systems developed in oceanic arcs and continental fragments more distal to the craton. These include important SEDEX, VMS, and pre-accretionary porphyry deposits. In contrast, most mineral deposits younger than about 185 Ma were formed within the growing Cordilleran orogen, as terranes were accreted to the continental margin during interactions between the North America and Pacific/Farallon/Kula plates. Such syn- to post-accretionary mineralised systems include many large lode gold and porphyry/skarn systems.

The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.
