Over the past few years, there has been an emerging relationship between business and civil society, especially NGOs. This relationship has the potential to bring about significant change, identifying common ground between commercial and societal interests. The mining industry has been a leader in acknowledging the need for community consultation and engagement. This paper argues that partnerships can make a very significant contribution to the industry as it comes to terms with the dilemma of an open economic system pushing against a closed ecological system.The paper will pose a number of questions: where is the locus for debate about sustainability in the mining sector?; how well embedded within companies are the new competencies that Leon Davis first identified in 1995 for the mining sector?; how has education for mining engineers or exploration geologists changed to prepare people for what are very different expectations within the working environment?; how well is the industry doing in managing its own environmental impact and what is its responsibility to an agenda for sustainability which extends beyond its own operations?;and how can NGO partnerships contribute to more sustainable outcomes? The paper does not aim to answer these questions, but to explore them in the hope that the issues and possibilities raised will contribute to advancing progress towards sustainability within the industry.

Fourier transform infrared (FTIR) spectroscopy and other near infrared (NIR) tools have been used in the bauxite industry for many years. Infrared spectroscopy exploits the differences in chemical composition and lattice structure to produce a characteristic response. Spectral devices, such as those from ASD Inc and the HyLoggerTM, provide qualitative mineralogical data targeted towards hydrated minerals detected in the near and short wave infrared region. The FTIR spectrum extends into the mid and thermal infrared range and can therefore respond to the presence of silicates and oxides, in addition to hydrates and carbonates.The key to successful utilisation of infrared spectra, however, is the interpretation methodology. In this study, FTIR spectra were calibrated against quantitative X-ray diffraction data for the determination of the mineralogy of iron ore. A full pattern profiling machine learning technique was utilised for the calibration, and the assessment of the regressions determined from an independent validation set. The abundance of key minerals – hematite, goethite, kaolinite and quartz – were determined and the results correlated against X-ray fluorescence assays and loss on ignition data. The results of the study indicate that spectral techniques using a full-pattern profiling machine learning approach and artificial neural networks can be used successfully to obtain objective and quantitative mineralogical data to support field observations and analytical results for iron ore resource modelling. The installation of the George Fisher flowsheet in the lead/zinc concentrator at Mount Isa Mines Limited has recently been completed. The George Fisher flowsheet involved moving flotation capacity from the lead circuit to the zinc circuit and changes in zinc circuitry, changes in the reagent regime and increased regrinding capacity, using IsaMills, to regrind some streams to 80 per cent passing seven microns. The project was highly successful, delivering a five per cent increase in zinc recovery within a fortnight of commissioning. The George Fisher flowsheet was developed over six years. Laboratory work built upon the knowledge gained from investigating and processing the Mount Isa and Hilton orebodies. The engineering design and construction for the brownfield expansion of the existing lead/zinc concentrator had significant involvement from the operational, maintenance and technical personnel. Experienced personnel were seconded from the concentrator to the design and construction groups to ensure smooth integration of the new flowsheet into the existing concentrator with minimum downtime, and maximising the reuse of existing equipment. The combination of thorough design, good project integration with operations, and a good commissioning plan allowed almost immediate delivery of project gains. The project was highly successful, the full design improvements were achieved within two weeks, allowing the focus to move to developing future improvements.

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

The distribution ratio of Pb (LPb s/m) between three types of slags (FeOx–SiO2, CaO–FeOx and FeOx– CaO–SiO2) and molten copper after equilibrium was measured at 1300°C and oxygen partial pressure (pO2) of 10-10–10-6 atm. Results showed that for FeOx–SiO2 slag, the LPb s/m increased from 0.024 to 2.57 with pO2 increased from 10-10 to 10-6 atm. The LPb s/m with CaO–FeOx slag was lower than the FeOx–SiO2 slag at the same pO2, ranging between 0.015 and 0.53. Using the FeOx–CaO– SiO2 slag generated LPb s/m values (0.02–1.6) in between. The oxygen partial pressure in the investigated range had no obvious effect on the activity coefficient of PbO (γPbO) which was averagely 0.44, 1.70 and 0.71 for FeOx–SiO2, CaO–FeOx and FeOx–CaO–SiO2 slags, respectively. The increases in the (CaO+MgO)/SiO2 mass ratio of the FeOx–CaO–SiO2 slag induced the decrease in the LPb s/m and the increase in the γPbO value. However, the variation in the Fe/SiO2 mass ratio didn’t exert obvious effects.

Organo-sulphur-based collectors (eg xanthates, dithiocarbamates and dithiophosphates) are widely used in the flotation of sulphide minerals. Xanthates (ROC(=S)Sû), for example, adsorb strongly at sulphide mineral surfaces, in a reaction that is electrochemically coupled with the reduction of dissolved oxygen. One of the oxygen reduction products, hydrogen peroxide, reacts directly with dissolved xanthate, leading to its oxidative decomposition. Experimental work has been conducted, using ethyl xanthate, to understand the molecular mechanism by which hydrogen peroxide reacts with xanthates. A number of degradation products have been identified, some of which have not been reported previously. This oxidative decomposition reaction pathway is discussed in the broader context of xanthate decomposition in flotation systems. One of the identified ethyl xanthate decomposition products, ethyl perxanthate (ROC(=S)SOû), has been observed in the process water of a number of mineral processing operations. The interaction of this molecule with goethite (α-FeOOH) particles, typical of that found in tailings dams, has been studied in more detail using attenuated total reflectance (ATR)-FTIR. The ethyl perxanthate molecule has been found to coordinate to iron (FeIII) at the goethite surface, and undergo a surface-catalysed decomposition process. In the presence of both PbII and goethite, a ternary surface complex is formed, where ethyl perxanthate is coordinated directly to surface adsorbed PbII atoms. The results obtained give some insight into the environmental fate of ethyl xanthate in tailings streams, and a basis on which to consider the environmental importance of such species in tailings dams. Strategies for the destruction of residual xanthate levels in waste water streams are discussed in terms of the likely reaction products.

Most aspects of process design are best addressed via bench scale or pilot plant scale test work. However, as experience is gained, fundamental or indicative data can provide more than adequate information to manage the risk associated with some process aspects of concentrator design.Historical precedence exists where minimal design test work has resulted in successful projects. On many occasions benchmarking, sometimes supported by fundamental data such as mineralogy, has been used to successfully develop effective process plant outcomes. Of course, this style of approach is most common with æfast trackÆ projects and often comes with the usual surprises that result from inadequate geometallurgy to define the project cash flow.This paper explores the risks and opportunities associated with the various facets of process development and design for a base metals concentrator. Dioctahedral clay minerals in the volcanic-hosted Golden Cross epithermal Au deposit, New Zealand, have been investigated by petrography, X-ray diffraction (XRD), scanning electron microscopy (SEM) and transmission electron microscopy/analytical electron microscopy (TEM/AEM) to determine the nature of these minerals in a hydrothermal ore deposit. Heterogeneity in the distribution of dioctahedral clays is observed from the hand-specimen scale to the TEM scale, indicating that primary rock textures and fluid pathways (related to rock type, porosity/permeability and fluid/rock ratios), in addition to temperature, are important factors controlling the distribution. As the proportion of illite in mixed-layer illite/smectite (I/S) decreases, TEM observations show decreasing layer stacking order, parallelism of packets, and packet size, and increasing apparent porosity. AEM structural data show a corresponding decrease in AlIV, AlVI, and K+, and an increase in Si, Ca2+, and Fetotal. The observations of this study indicate that local dioctahedral clay mineral reaction progress is controlled mainly by permeability and structure, but that this is superimposed on a predictable, system-wide clay mineral distribution that is controlled by temperature and fluid/rock ratio.

Disequilibrium ratios (U3O8/eU3O8), which assess the degree to which gamma activity represents the uranium content of a sample, have been measured on a representative set of samples from the ore zone of a carnotite ranium deposit located at Yeelirrie, Western Australia. A statistical analysis has been performed to investigate the dependence of the ratios on lithology and on the location of the sample in the orebody. The analysis indicates that dependence on lithology and on position across the orebody is negligible. Samples from the western end of the orebody and those from below the water table level tend to have slightly lower ratios than samples from other positions, although these trends are small compared with a large random variation in the data. The large random variation could result from some redistribution of the daughter isotopes of uranium within the orebody. On the basis of the results from all the samples, the estimated deficiency of uranium relative to radium in the ore zone of the deposit is 11 per cent.

The passage of chloroform vapour in a carrier of oxygen through two nickel sulphide ores heated to 380°C converted the nickel to the water soluble chloride form. In one ore the nickel (2·75 per cent) was presentas violarite ((Ni, Fe)3S4) whereas in the second it was present as pentlandite, ((Fe, Ni)9S8) (4·9 per cent Ni).A similar technique was utilized to convert nickel in nickeliferous laterites (1·6 per cent Ni) into a soluble chloride using town gas instead of oxygen as a carrier.With both techniques greater than 90 per cent extraction was achieved.

Application of Cleaner Production methods is seen as the key to achieving these joint objectives. In Australia Alcoa has launched a co-ordinated effort to accelerate our application of Cleaner Production principles to delivering cost-effective in-process solutions to environmental issues. Our Western Australian Operations are a signatory to the WA Cleaner Production Statement, through which we provide a Cleaner Production Plan to the State Government on a voluntary basis. This paper describes in general terms AlcoaÆs goals, achievements and directions in applying Cleaner Production to enhance business performance in the economic, environmental and social dimensions. Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

The present study attempts to critically review the pillar-design as required by Coal Mines Regulations of India vis-a-vis latest rockmechanics formulae. Equivalent material modelling was the approach adopted for testing the safety and stability of the pillar sizes predicted by various formulae. Two parameters, considered here for calculating pillar sizes was the stresses acting over the pillars and the strength of the pillars. Stresses acting on the pillars were calculated by the tributary area method. Based on the studies of Coates and Hustrulid, the stress obtained was reduced by 40 percent. For calculating the strength of the pillars, three formulae, namely Holland and Gaddy, Salamon and Munro and Central Mining Research Station, India, were used. The pillar widths were then determined by equating the product of recommended factor of safety and pillar stress with the pillar Strength.

Characterising ores in-pit and in real-time presents a significant value opportunity for the mining industry. Hyperspectral imaging systems are proposed as an enabling technology to achieve this real-time characterisation. This paper considers the application of a hyperspectral imaging spectrometer mounted on a shovel. We define the performance requirements for such a spectrometer and associated subsystems during a typical dig-load cycle. The relatively high swing rotation speed of the shovel requires approximately video-rate exposure times to achieve good spatial resolution. We analyse a selection of components against these requirements and find that suitable commercial spectrometers, detectors and optics appear fit-for-purpose. Automated, real-time spectral classification systems are also available, with only relatively modest requirements for processing power. In this paper, the Australian thick coal seam underground mining potential is highlighted and the characteristics are investigated by analysing a thick seam database. It is clear that thick coal seam resources should be mined with a high recovery, productive, efficient as well as a safe and reliable mining method. Longwall Top-Coal Caving (LTCC) is the most recent thick coal seam mining method which has been developed and extensively used in China for the last ten years. The successful applications indicate that this method has a very high recovery and productivity rate and less development cost in comparison with any other thick coal seam mining method. One of the aims of the current study is to seek potential for the application of LTCC as a thick seam mining method in Australia. In this paper, preliminary results of investigation on Australian thickseam potential are given and results of data analysis for potential LTCC seams in Australia are described. The outcome of this study shows a great promise for the application of LTCC in Australian coal industry.

Arc-type volcanic activity has been a major feature of the late Cenozoic geological evolution of the Pacific-Australian plate boundary in the northernNew Zealand region. The time/space distribution patterns of arc-type rocks reflect changes in the nature of the plate boundary as it has evolved. Inception of volcanism began in the north during earliest Miocene times (26 Ma) following ophiolite emplacement and during the next 10 Ma developed into a volcanic arc segment extending south to the present position of the central North Island. The northern part of the arc became extinct about 15Ma ago, but activity continued in the central (Coromandel) part of the arc until about 5 Ma ago. In late Pliocene and Quaternary times volcanic activity has become concentrated in a northeast trending zone which is collinear with the Tonga-Kermadec Arc.   These time/space patterns can be interpreted in two ways. Firstly, if relative plate motion was essentially transform in the region prior to 26 Ma then a small change in the relative plate vectors may have initiated subduction and the associated volcanism. Southward evolution of the arc can then be seen as the straightening and extension of a single arc. Alternatively, the distribution of volcanic rocks can be interpreted as the capture of a relatively short lived arc by southward migration of the dominant Tonga-Kermadec subduction system.

Straits completed its Feasibility study on the Whim Creek Copper Project in 1996. At this stage WCCP provided Straits with an open pit mine - heap leach - SX-EW copper project to follow on from its successful Girilambone Copper Operation (GCC). Since this time Straits has continued to review WCCP investigating a number of development and production scenarios. The development of Whim Creek, early 2004 and is on schedule to commence copper production in the final quarter of 2004. On current reserves Whim Creek will produce approximately 17 000 tonnes of copper cathode per annum for three to four years, at cash costs of The paper will cover a general description of the project, the project development and key design issues. Additional construction related issues associated with the complete relocation of the GCC plant to Whim Creek will be covered in the conference presentation.

Prior to rehabilitation, plant cover on quartz gravel overburden at Wangaloa coal mine was highly patchy. Stabilisation techniques have since considerably altered the condition of the main overburden yet deposits in the east and west remain largely intact. On the eastern overburden, three distinct zones of revegetation have naturally developed: Zone 1 represents a dense plant cover, Zone 2 a patchy cover and Zone 3 a sparse cover of isolated plants. Aerial photographs show much of the eastern overburden was deposited between 1940 and 1960s. Yet we found that the temporal scale of deposition did not wholly account for the differences observed in vegetation development. To investigate other influential factors, we set up 12 study plots using four replicates in each vegetation zone. The diversity and density of plants in each plot were measured to quantify the degree of vegetation development. Samples from the substrate in each plot were collected using soil cores to a depth of 10 cm. Cores were analysed for indicators of nutrient availability, metal content and physical composition. We found that substrate chemistry varied between individual study plots, but showed little difference overall along the vegetation gradient. Substrate physical differences were much greater. The ratio of coarse quartz pebbles: fines was considerably higher in Zone 3 than other zones, and within zones where plants were not growing. Bulk density also increased successively from Zone 1 - 3. We found clear evidence for the reversed stratigraphy of excavation superimposed over the time scale of deposition, and the corresponding nature of fine particles. The rate of revegetation was therefore highly dependent upon the substrate composition of the last surface deposit from the dumping truck. Our data suggests an optimum ratio exists between inert coarse material and a fine matrix for progressive natural vegetation development on mine substrates.
