Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

Gas well tests were performed on 17 wells in the Roma area. The procedure used in the test programme incorporates an initial isochronal test followed by what is described as the "two flow drawdown" technique. The second flow of the two flow drawdown test was conducted for sufficient time to allow transient investigation of the surrounding reservoir. This combination of tests allows the evaluation of stabilized production capacity in addition to the determination ,of several important reservoir characteristics.It also provides a qualitative indication of reserves, by reflecting the presence or absence of reservoir boundaries within the drainage area affected during the test.

Although these subterranean cavities are common to the Broken Hill big lode, yet the Broken Hill Proprietary is the most prolific in their occurrence, loud they have been found of various dimensions almost from the surface down to the lowest levels yet attained in that mine. Many of these vugbs have contined valuable silver, copper and lead deposits, and some have been remarkable for the beautiful forms of crystallization pendant from the roofs and walls, and collected on the floors. The question arises, How are these caverns and fissures in the ore body formed? There are numerous theories more or less feasible, but that the causes are variant is demonstrated beyond doubt. That water in its passage leaving channels, is one ofthe chief factors for their production is assured, and their presence is likewise due to the shrinkage and dropping of the earth from varions causes, to the deposition of material forming ledges overhanging, and thus leaving spaces below, and also to chemical erosion and electrical action both of which latter are constantly at work in reconstructing, segregating and dissolving tlie mineral and metallic constituents of all ore bodies.One of the most remarkable vughs yet discovered in the big mine was that opened up about three months bitek in the' heart of the ironstone body on Block 11, and located about 40 feet below the 100 feet level of Weatherley's stopes, but now destroyed in the progress of work. Probably it was caused by chemical action, the eating out, so to speak, of a soft and soluble portion of the manganic iron, leaving a,hollow about 15 feet long, with a width and height, of say, 6 feet, carpeted with beautiful zinc with a modicum of limeincrustations, apparently produced by the percolation from around the carbonate waters holding these minerals in solution. This cavern was divided into, what might be termed, a double chamber, by big boulders of manganic iron, also coated with an aggregation of small crystals of zinc and lime although the actual proportion of the latter was not determined.

This paper provides a logical approach to developing a TSF design concept through: • Identifying key properties of tailings and containment structures; • Reviewing underlying principles for effective operation; • Showing how these apply to select an appropriate TMS; and • Demonstrating how to align the TMS to site-specific constraints and TSF design. This approach follows a path of rigorous data analysis independent of discharge parameters (whether low-density slurry, paste or cake disposal) to select the most cost-effective and sustainable approach for any given material or site.

Approximation of Surface Area of Fines in Blast Induced Fragmentation The surface area of fragmentation, especially in the finer size fractions, is a useful property to characterise the mechanisms of rock breakage. In the past, researchers have made assumptions with regard to the shape of fragments in order to estimate surface area, such as that all fragments are the same shape or all fragments are spheres. Often these assumptions were developed with inappropriate measures and returned considerable variability and error for the calculation of surface area. This paper reports a model to estimate fragmentation surface area from sieve sized raw data and a density measurement, with experimental validation down to a size fraction of -45 + 38 ?m in a range of rock types. After characterisation of particle shape, a range of fragment shapes was found to be in each size fraction. Nevertheless, in the ?2 sieve series the average fragment mass, volume and the size fraction standard deviations could be predicted reasonably accurately. Ellipsoid geometry was used to describe particle shape. Using these parameters and the number of fragments (also predicted) in each sieve size the individual surface area of each fragment was simulated.

The election of Donald Trump and the Brexit referendum herald a shift towards a tighter definition of economic value, at the expense of the broader value concept of sustainable development; as well as a rise of protectionism, reversing a long-term trend of globalisation. However, the situation is complex, especially over the longer term in which mine project development and exploration operates. The minerals sector should proceed with caution. A greater focus on the local impacts of mining may be strategically beneficial, not only to mitigate against a potential protectionist future, but also because sustainable development has become more ‘localist’ via the concept of ‘social licence to operate’, whilst globalisation also seems to provoke increased ‘localist’ sentiments (known as ‘glocalism’). Localist strategies, therefore, seem a good hedge against multiple political futures. By contrast, moving away from sustainable development appears strategically riskier. Not only are ‘unsustainable’ activities, such as pollution and civil rights infringements harder to reverse, but a movement towards a more sustainable global economy may already be predetermined, even if the journey there may seem oblique. This modern plant consists of a battery of 72 Otto Wilputte Compound Under-jet Ovens with extensive plant for the recovery by-products. The ovens produce 9000 tons of furnace coke per week together with some 17,000,000 cub. ft. of coke oven gas, which is used for heating purposes throughout the works and for heating the ovens.Coal is supplied from the, company's colliel'ies and is stored under a Coal Handling Bridge of 264 ft. span and 365 ft. overall, capable of handling 250 tons per hour. The coal storage space of 1600 ft. can. be extended to a maximum of 2800 ft.Preparation of the coal for coking involves fine grinding which is carried out as follows:-Coal is dumped from rail waggons on to a conveyer belt which delivers it to a 12 ft. x 22 ft. Bradford Breaker, with a capacity of 400 tons per hour. The coal, then approximately 4 in. in size, passes, to the mixing bins; and after careful blending is reduced in the,hammer mills to a fineness suitable for the ovens.The fire coal is elevated to the main storage bin over the battery for subsequent charging by electric larry car. The average cokingtime is 15 hrs. 36 mins. At the end of ,this period the doors, are removed and the coke pushed from the oven by a mm. The coke, is, then quenched with fresh, water and sent to the Blast Furnace in 50-ton Copper Waggons.The gas is exhausted from the ovens by Brown Boveri turbine, exhausters of 23,000. cub, ft, per min. capacity. Exhaust steam from these is used for various. purposes in the By-Product plant. After removing the last traces of tar by Electrostatic Precipitators', the gas is bubbled through sulphuric acid, the ammonia forming ammonium sulphate, which is subsequently washed, dried and bagged for sa,le as a fertilizer. The gas then goes to the Benzol Scrubber Towers, where benzol and other derivatives are recovered and later redistilled and purified. The cleaned gas is then piped to the main works for heating purposes, being used with tar to fire the steel furnaces, and also the soaking pits and reheating furnaces.BLAST FURNACES.The company is at present operating two Blast Furnaces of 800, and 1000 tons nominal daily capacity respectively. As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. During the response to the Moura No 4 disaster, use was made of the New South Wales Mines Rescue Service’s ‘Mineshield’ inertisation equipment. The equipment had to be transported from Newcastle, approximately 1400 kms, and the liquid nitrogen a similar distance. The time taken, and therefore availability of the liquid nitrogen, became a significant problem. Operational issues were also experienced during use. Typically the liquid nitrogen is converted to a gas (vaporised) before being injected into the mine. However, as the propane gas tanker used for the vapourising unit was delayed, an attempt was made to inject the liquid nitrogen directly down uncased boreholes. This proved unsuccessful.Following the Moura No 4 disaster and the Moura No 2 disaster, recommendations were made relating to having inertisation capacity for the Queensland coal mining industry. Today the Queensland industry has multiple options available for inertisation, including the high-volume GAG and smaller volume units such as boilers and membrane separation units. Although it ultimately aided re-entry into Moura No 4, most likely due to the issues associated with supply to Central Queensland, liquid nitrogen has not found favour within the Queensland industry as an inertisation tool.Coregas has commissioned an air separation plant in Mackay, improving the availability of liquid nitrogen to Central Queensland. Based on the availability of this nitrogen, recent sealing operations at Kestrel have trialled using liquid nitrogen and associated vapourising units. The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The compilation of the indices is discussed with consideration given to the possible sources of error inherent in their application to specific mining cost problems.

The Khanong supergene-enriched copper resource, (~23 Mt at 3.0 per cent Cu), is one of several resources recently discovered in the intrusive-centred, sediment-hosted Au-Cu Sepon mineral field located in southern Lao PDR. The unusual style of hypogene mineralisation and unique set of conditions have resulted in the development and preservation of a supergene-enriched profile in this subtropical climate. Hypogene sulphide-rich mineralisation replaced calcareous cataclastite (fault rock) developed in the flat-lying, extensional, Khanong Fault. Spatially, the hypogene mineralisation was immediately out board of the skarn û hornfels Cu-Bi front and in board of sediment hosted Au-(As-Sb) mineralisation in a zoned intrusive-centred hydrothermal system. In situ supergene enrichment of the sulphide protore has resulted in a high-grade chalcocite-clay zone (~10.3 Mt at 4.6 per cent Cu) overlain by leached limonite-clay. A very high-grade in situ to exotic limonite-clay Cu-oxide-mineral zone is locally developed above impermeable dolomite at the base of chalcocite-clay zone. Exotic Cu-Mn-wad mineralisation developed for up to 1 km down the hydraulic gradient from the chalcocite-clay zone. Unique supergene enrichment conditions have resulted in the high-grade Khanong Cu resource in a subtropical weathering environment. The base of the currently active supergene profile coincides with the base of a flat-lying, pyrite-rich fault rock, dipping parallel to the hill slope, maximising Cu enrichment. Meteoric water has been channelled along subvertical faults and narrow horizontal subsurface zones. Low permeability of the fault host rock and footwall rocks has controlled the low volume and slow movement of groundwater required for supergene enrichment. Erosion has been slowed by the resistive ironstone and limonite-clay layer at surface, which assists in preserving the gentle slope over the chalcocite-clay zone.

The single track North Strathfield Rail Underpass (NSRU) consists of a dive structure either end of a 148 m long driven tunnel skewed under three live railway tracks. The tunnel is 8 m high, 9 m wide, with a horseshoe profile, excavated by full face using a road header. Ground cover varied between 2.5 m to 3.5 m. Settlements were 5 mm to 15 mm (the latter due to a dyke). A one pass synthetic fibre reinforced shotcrete lining was installed (no lattice girders or steel sets were used). A system of automated robotic total stations was used to provide real time monitoring of the rail track and associated ground formation. An optical computing system was used to determine spacings and frequencies in geological fabrics and engineering joint fabrics.Three-dimensional arrays of joints were plotted on an equal-area net. Directions in which true spacings are seen were determined from these plots. Photographs taken along these directions were used for optical computing.
