In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

The project’s objective was to digitalise the planning process to enable planners to make data-driven insights to improve the profitability of the value chain. The strategy involved developing a digital mining system that incorporates data storage, cloud computing, and the ability to meet the integration needs of both internal and external business systems. This was complemented by a sophisticated, optimisation-based, decision-support tool to enhance the planning teams’ ability to make timely and effective decisions.

Longwall mining is by far the most common method of underground coal extraction in Australia. Industry trends and expectations are placing increasing emphasis on the reliability and productivity of these operations. Longwalls are becoming wider and longer while retreat rates are continuously increasing due to significant improvements achieved in longwall equipment reliability and automation. This increased longwall productivity is placing significant emphasis on the reliability of longwall panel development.Although there have been significant improvements in the reliability of continuous miners and hydraulic drill rigs, the traditional resin-encapsulated bolt installation is still the principal method used in all major coal producing countries around the world. Anglo American realised that an opportunity existed to introduce an alternative roof bolt installation technique called ‘spin-to-stall’ (STS) into Australia. STS was first introduced by Anglo American Coal in South Africa, where it has been successfully used for over a decade, though implementation of South African STS resin in Australia has proven to be near impossible. Therefore, a new STS development project was initiated between Anglo American Coal and Jennmar Australia. The causes of ferrosilicon loss from Dense Media Separation (DMS) plants, and the related properties of ferrosilicon, are identified. Two characteristics, corrosion resistance and saturation magnetisation, are examined in detail. The chemistry of the corrosion mechanism is described and its relationship to plant parameters discussed. Methods of reducing corrosion losses are proposed. Lack of particle homogeneity, and its influence on corrosion and abrasion is noted. The relationship between low magnetic susceptibility-and increased magnetic separator losses is demonstrated experimentally.

Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. Two Hg-Au occurrences west of Bangko, Sumatra occur within the West Sumatra Permian Volcanic Plutonic Arc. The Melipun Hg-Au occurrence was exploited in the past and mineralisation occurs within a hydrothermally altered cupola of a buried intrusion. The Salak Hg-Au occurrence occurs within the outcrop of the Dusunbaru pluton, likely within the remnants of a caldera in which hydrothermal mineralisation was developed. Both occurrences formed late in the history of the volcanic arc, probably between the Triassic and early Jurassic. The external urfaces and interiors (as polished sections) of particles of coconut hell and extruded peat activated carbons taken from everal Australian carbon-in-pulp operations were examined with an optical micro cope, a scanning electron microscope, and an electron microprobe.Calcium carbonate (calcite) precipitated from the pulp was the major inorganic material on the external surfaces of the carbon particle, but several ore minerals, including quartz, hematite, pyrite, arsenopyrite, and clay minerals were also identified, along with trona, gypsum, a nickel cyanide, and a magnesium salt. Sections of carbon particles showed that calcite was virtually the only introduced inorganic material inside the carbons.It was distributed in the pores and cracks throughout the coconut shell carbon particles but tended to be concentrated in the outer layers of the extruded peat carbon particles. The mechanism of calcite formation and deposition is uncertain. Gold X-ray dot maps showed that gold was distributed through to the centre of coconut shell carbons and to a depth of at least 500 µm in extruded peat carbons. The distribution of gold within the carbon particles was similar to that of calcite.

The use of black and white and colour infrared film in remote sensing of natural resources is reviewed. In heavlly-forested areas such as New Zealand, the main value of the method is in surveying the vegetation cover to detect the existence of plant communities characteristic of specific geological formations. By contrast in arid areas of Australia where the vegetation cover is sparse and where rocks and soils are well exposed, the method can be used in detecting different rock types or other geological differences.

The Ross Goldfield is a unique gold resource. From its discovery in 1865 there was a growing understanding of the geology of the deposit as mining moved from the surface at Jones Flat in the south to underground extraction at Ross Flat further north. Multiple layers of gold-bearing gravels were penetrated in deep shafts and six rich gold-bearing bottoms were worked. The ultimate bottom on the Old Man Group gravel surface has never been reached either at Jones Flat or at Ross Flat. Mining at Ross Flat was ultimately halted by uncontrollable flooding, by escalating costs and by a shortage of labour during the First World War. Mining at Jones Flat recommenced in the late 1980s and attention has once again been drawn to the potential magnitude of the resource at Ross Flat. Research of historic literature shows that there is potential for a bulk gold grade of 400 mg/m3 in a volume of 82 million cubic metres of gravels which lie in a basin between Jones Flat and north Ross.

Solutions of acetonitrile in water dissolve water soluble copper(I) chloride. Removal of volatile acetonitrile from the resulting solutions, by distillation with low grade steam, precipitates pure copper(I) chloride. This is used to purify a crude copper chloride sublimate from the chlorination of nickel matte but is applicable to other sources of copper(I) chloride. The pure product can be converted to pure copper(I) oxide, copper(II) oxychloride or pure copper metal directly.

Four manganese dioxide leaching microorganisms, an Achromobacter spp, Aspergillus niger, Elllerobacter cloacae and Elllerobacter agglomerails were purified from sucrose enriched crude mixed cultures which contained at least sixteen, non-leaching, morphologically different, colony types. Fastest leaching rates were obtained from the original enrichment's mixed cultures (1.26 g Mn++ I/d) while best yields of Mn++ m terms of sugar use came from Achromobacter and A. niger being 0.84 and 0.89 g Mn++/g sucrose respectively. The peak efficiency in manganese reduced, per carbohydrate used, coincided with the exponential growth phase for Achromobacter. The two Elllerobacter species performed better in stationary or senescent growth phases.

The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.

The stability of parallel underground coal mine galleries and pillars have been investigated using two- and three-dimensional (3D) numerical stress analysis. Anisotropic horizontal in situ stresses and the direction of the excavations have been considered in the numerical analysis. The stability of the tunnels driven in a coal seam at various working depths has been investigated taking into account different strata conditions and then results from two- and three-dimensional numerical modelling studies were compared. Maximum principal stress components have been chosen in three various directions: vertical, parallel and perpendicular to the tunnel axis. Analysis have shown that in the anisotropic in situ stress field, the favourable direction of underground mine openings which have different strata conditions depend not only on the horizontal in situ stresses but also on the vertical in situ stresses. Furthermore, 3D numerical modelling studies have been carried out to investigate stability of multiple entry longwall panel gate roads and pillars with various width-to-length ratios (W/L). Results of the modelling studies have shown that the critical dimension of coal pillars depends on their width and the direction of maximum horizontal stresses.

The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recept studies have emphasized the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are believed to have formed from fluids of magmatic or metamorphic origin and exhibit characteristic d18O values. Preliminary oxygen and carbon isotopic data for some important gold deposits of eastern Australia have emphasized the diverse origins of their ore fluids.The Mount Morgan gold-copper orebody is shown to be of the volcanogenic massive sulphide type with ore fluids predominantly of sea water origin. The Charters Towers fissure veins formed during hydrothermal activity associated with intrusion of Lolworth Igneous Complex equivalents. Oxygen isotopic studies of the quartz reefs at Stawell and Gympie have been inconclusive. The ore fluids have a d18O value of about 7 per mil and may be of magmatic or metamorphic derivation.

There has been a gradual increase in the volume of internationally traded thermal and coking coal, with emphasis on blending of coals rather than single coal usage. New Zealand can take advantage of this situation, especially with its low ash and sulphur content coals. However, there is a need to clarify the thermal and coking behaviour of these coals as they relate to other market players, to benefit both the consumer and supplier. The high volatile matter contents of New Zealand coking coals are due to their high vitrinite content, which causes them to demonstrate stronger coking properties over a wider rank range than Gondwana coals. These same high vitrinite levels appear to correspond with lower initial softening temperatures than for Gondwana coals of similar rank. Preliminary results using thermogravimetric analysis also suggest that New Zealand high volatile bituminous coals can be used to substitute for higher rank Gondwana coals in combustion processes.

Stripping of Fe (III) from D2EHPA Using Different Reagents The common way to extract Fe(III) from an organic solvent is by using concentrated acidic solutions. The stripping of Fe(III) from organic solvent Di-2-ethylhexyl phosphoric acid (D2EHPA) by hydrochloric acid (HCl) solutions has been found to increase with increasing the acid concentration. However, the use of a concentrated acidic solution such as 6 M HCl can degrade the organic molecules. In this research, to increase the efficiency of Fe(III) stripping from D2EHPA, effect of some acids, salts and buffer solutions was studied. Influence of Tri-butyl phosphate (TBP) as modifier on the Fe(III) stripping operation was also investigated. According to the results, the best Fe stripping recovery was achieved in the presence of low acid concentration and the salts which was 72.4 per cent oxalic acid, 70 per cent ammonium oxalate and 75 per cent buffer of oxalic acid and ammonium oxalate. The results also showed a better recovery in the presence of the buffer rather than the salt. Finally, increasing the concentration of TBP, HCl and H2SO4 resulted in a higher stripping efficiency of Fe(III). However, in the presence of oxalic acid and its salts increasing the reagent concentration did not increase the stripping efficiency and at this condition, the recovery of iron remained constant.

n the early days of the Hauraki goldfield (1866 to 1889) almost the only system of ore treatment was wet crushing followed by copper plate amalgamation. A further saving of bullion was in most cases obtained from the tailings by means of pans or berdans. Though this system was not always as efficient as might have been desired it answered fairly well for the bulk of the gold-bearing quartz of the Thames and Coromandel districts, where the gold occurs chiefly in the form of visible particles, and there is not a great deal of silver. It failed, however, with most of the ore found in the Upper Thames or Ohinemuri district, especially in the Karangahake and Waihi portions of the field. In those days the cyanide process was not, and the usual prescription of the mining " expert" was smelting. At Karangahake, many attempts were made to discover a payable method of treatment for the so-called" refractory" ore, but on thewhole with very 'little success, and the district struggled along for a number of years without adding very materially to the production of gold in New Zealand. At Waihi, the Martha Co.'s stamp battery treated by wet crushing and copper plate amalgamation some 18,000 tons from the Martha Reef, worth probablyat least £4 per ton, but the average return was considerably less than £1 per ton, a sum which barely paid working, expenses, and consequently the shareholders were glad...

IN 1904-5 diamond drilling operations in the Mount Morgan mine proved the presence of some inillioils of tons of rich, copper-gold ore, averaging about 45% to 50% silica and 22%Fe as sulphide. To smelt this ore in blast furnaces, without previous concentration, large quantities of basic flux.were required. Unlimited quantities of cheap, limestone, were available at Marmor, on the GladstoneRockhampton railway, 50 miles from Mount Morgan, but the supply of iron flux was a more difficult problem. Smelting operations started, with one' furnace in January, 1906, using as flux low-grade sulphide ore fro:m. the mine, containing very little silica. When the second, furnace was blown in this was supplemented by ironstone from, small aeposits in the immediate district. It was recognized that these sources of supply would be insufficient to keep the full plant going after the third furnace had been blown in. Accordingly, the deposits at Eabra and Mount Etna were opened, neither of which proved capable of supplying the quantity required viz, 1000 tons per week. Negotiations were meanwhile being conducted with the Marble Island Iron and Limestone Co. to obtain the right to mine at Iron Island, where a sufficiently large deposit was known to exist. In pursuance of the investigation into the influence of various elements on the properties of lead during the past year, the effect of several elements on the creep rate of commercially pure lead has been investigated; a standard initial stress of 500 lb. per sq. in. having been adopted for comparison purposes. Other work which has been carried out indicates that the relative results of creep tests may be altered by varying the applied stress, but this aspect of the problem will need to await further investigations for itscomplete elucidation. The results obtained with dilute tellurium alloys are considered sufficiently interesting, and in some respects are so extraordinary, as to warrant publicatiorr at this stage.n must be realised however that, since the results obtained appear to be at variance with those said to have been obtained in practice and those previously published, the present investigation can only be considered as a contribution to our knowledge of the general problem.Consequently it is not considered advisable or necessary to offer detailed explanation of the results given. In fact, some features of the tests about to be described will need further investigation before an adequate explanation is possible.

When asked to lecture at Bendigo on the geological factors that determine the depths of ore deposits, I hesitated for a little before agreeing to lecture on the theory of deep ores in the city world famous as the pioneer of deep gold mining. If there be one place, wherein the conditions of deep-seated ore deposits should be sufficiently well understood, it is the city where the 180 mine made its bold plunge to previously neglected depths; and where the record of that famous mine has been broken by the skill of the managers, and the pluck of the proprietors, of the New Chum Railway and Lazarus mines.In the face of such practical triumphs, theoretical discussion may seem a waste of time, especially since it is often dedared that the existence of such deep-seated ores was denied by geological theory. This assertion is, however, startling since the oldest and best supported geoiogical theory of ore deposits, has taught for more than a century tliat ores must descend far below the regions of practical mining. This charge against Victorian geologists is generally based on opinions attributed to the late Sir Fredrick McCoy. It has been repeatedly affirmed that he declared that gold cannot occur pelow a depth of 300 feet. But so far I have not been able to discover that McCoy ever made any such assertion or ever held such a view.
