In a recent paper,' a very early suggestion by Ludwik2 concerning the nature of the mechanical behavior of metals has becn reexamined and extended. In essence it was suggested that there exists, at least under certain conditions, a mechanical equation of state; that the stress required for flow depends upon the instantaneous values of the strain, strain rate, and temperature, and not upon their past values. It is proposed that under these circumstances thc stress does not depend upon past history of these variables, but is like the temperature of a gas that depends only upon the instantaneous values of the pressure and volume. This notion has not been applied to present-day studies of metals, though it is especially applicable to the study of creep. It is the purpose of this paper to analyze the significance and possible range of applicability of this idea and to determine how it influences the accepted ideas concerning creep. Stress-strain Relations It is wcll known that the stress-strain curves of metals are influenced by both train rate and temperature. For a fixed strain rate and temperature there is associated with each metal a stress-strain curve. If either the strain rate or temperature is changed a new stress-strain curve will be characteristic (Fig. I). Although the first application of strip mining dates back to 1866, the true origin of today's problem of land reclamation is found in World War II, when the yawning war machines demanded more, and faster fuel production. To meet the new wartime demands, the strip coal mining companies that had been producing coal for the normal needs of industry and commerce during peacetime worked to the full extent of their capacities but were unable to satisfy the voracious demand. To supplement the production of the established mining firms, a host of temporary, make-shift coal strip operations came into being-road contractors, ditchers and foundation excavators, earth movers of every type became strip coal operators. Unfortunately, many were of the here-today-gone-tomorrow category, and showed little concern for the condition of the land after mining. Likewise, the land owners of the mined properties (most of the land was on royalty lease or tonnage contract) showed little concern. Land owners realized from their acreages more income during the war years of coal production than could have been obtained in two or three lifetimes of conventional farming or other land uses. Most of these mined lands were sub-marginal with little productive promise. As a result the wartime stripping produced most of what are known today as "orphan banks" or "abandoned strip pits." It is of these that so much of the present day complaints about strip mine reclamation are being made.

PUBLIC discussions of mine finance in the tech-nical press have been confined mainly to methods of providing funds for the development of pros-pects or other mining operations which have not reached the stage of productivity. The application of modern financing methods to mines which have behind them a successful record of net earnings has, for some reason, been given scant consideration by mine owners and managers. In a few conspicuous cases, such for example as the Anaconda Copper Mining Co., Chile Copper Co., and one or two others, industrial finance has been applied to mining operations on the scale and after the fashion of other operations. When extensions are needed re-course is usually had, however, to the sale of common stock, with the obvious disadvantage of diluting the holdings of every stockholder of record prior to such financing. In some cases, it has been sought to over-come this disadvantage by issuing stock purchase rights to shareholders of record. If the stockholder is in a position to acquire additional stock, he may then pre-serve his interest intact, otherwise he must suffer a dilution of his holding. If he purchases additional stock he is, from one point of view, paying more for his in-terest than he bargained for when he made his original purchase. In many cases development and equipment are paid for out of surplus or current earnings. It is sometimes most difficult to explain to a manager why he can afford to borrow money when funds are available from a sur-plus account. Nevertheless, industrial enterprises with adequate surplus accounts often finance new construc-tion by the issuance of bonds. Such a procedure enables the company to maintain its surplus intact, and to con-tinue the payment of dividends during a temporary period of unusual expenditures.

In these days of the almost exclusive use of byproduct coke as the blast-furnace fuel in this country, it may seem out of place, and smacking too much of reminiscing, to say anything about the use of anthracite coal for blast-furnace fuel. Viewed in the light of present day research and of developments in alloy steel, some observations seem appropriate regarding this raw material that played such an important part in the development of the iron and steel industry during 50 years of the past century. The research work of that period, in which the whole iron and steel industry was revolutionized, passing from wrought iron to steel and from charcoal to three new mineral fuels for blast furnaces, was done chiefly in the full-sized plants of that day; and it was done largely by the ironmasters themselves. The laboratory had not become a part of the ironworks, and scientific instruments were lacking around the blast furnaces; "rule o' thumb" and erroneous theories prevailed—and have not yet all been eliminated. The recent interest in meteoric iron in connection with nickel steels and other alloys proves that it is worth while to search for the reasons for excellence and the causes for failures in the metallurgy of bygone days. Turner1 gives the reasons why the blast furnace of Dr. F. W. Geissen-hainer on Silver Creek, Schuylkill County, Pennsylvania, about 10 miles northeast of Pottsville, was operated successfully with anthracite2 in August and September, 1836, and why several other attempts failed. It has taken a long time for us to find out that there are great differences in the behavior of anthracites from the several parts of the anthracite region, as well as differences in coking coals from the bituminous fields.

For some years past, those interested in the development of the increasingly important mining industry of Canada, havc urged the adoptioi~ by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by Orders in Council and Ministerial Iiegulations. In the earlier stages of development, it is perhaps a matter of neces~ity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, and that any changes required from timc to time should be made only after full and open discu~sioii in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada mas constituted by the Inlperial Statute known as the British North America Act of 1867 (which into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nora Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. THE origin of recrystallization textures continues to be a matter of controversy. One explanation is that a recrystallization texture occurs because only grains having a limited range of orientations ever appear in the deformed matrix—the oriented nuclea-tion* hypothesis. Another explanation is that grains essentially having all orientations are nucleated but that those having certain orientations grow much more rapidly than any others in the deformation texture, and thus only the rapidly growing grains survive when recrystallization is complete. There has recently appeared a great deal of evidence'- indicate that recrystallized grains of face-centered cubic metals are frequently related to their parent grains by rotations of 20" to 40" about a common [lll] direction. Furthermore, it has been observed that the growth rate of the new grains depends upon their orientations with respect to the matrix, and that the most rapidly growing grains lie within the stated range of orientations. In a recent note, Beck7 has concluded from observations of this type that oriented growth alone is responsible for the appearance of preferred orientations in re-crystallized metals. It should be pointed out. however, that many of the available data indicate that oriented nucleation operates in addition to oriented growth. Thus, while oriented growth may permit a selection to be made among nuclei of several orientations, only a limited number of orientations are available in the first place for such selection.

(New York Meeting, February, 1913.) THE Elk City mining district of Idaho occupies a position near the geographical center of Idaho county, a region of mod¬erate elevation in the western foot-hills of the Bitter Root mountains. The district comprises an area of approximately 350 sq. miles, bounded oil the west by the Newsome district and on the south by the Dixie and Oro Grande districts. There are no mining districts to the north or east. Elk City, the principal town and the seat of the mining office for the district, is situated in a hydrographical basin surrounded by low hills. The elevation is 4,200 ft. above sear level. Through this basin flow Elk Creek, Red river, and American river, which unite west of town to form the south fork of the Clearwater. The one township is set out from the Bitter Root Forest Reserve. Though a railroad starting from the Stites terminus of the Clearwater Short Line of the Northern Pacific railroad has been under consideration for some years, the camp is yet with¬out railroad facilities. The projected road would follow the south fork of the Clearwater on easy grades, but would be very expensive to build and maintain. While such a road would greatly benefit those who are now operating in the camp, and in a slight degree stimulate interest in its possibilities, there is hardly business enough to warrant its construction.

The plant, animal, and mineral arts and sciences are interrelated, interdependent, equally distinctive subject-matter fields. The artificial, erroneous, and popular idea that minerals occur in great storehouses in nature's treasure room to be removed at will at fabulous profits is about as correct as the assumption that the farmer's life is one of ease in which the crops spring miraculously from the ground. However, both of these fundament-a1 industries, mining and agriculture, have much in common. The extraction of minerals from the ground and the extraction of plants from the soil for immediate use, or conversion to meat, are fundamental activities and subject to many common economic laws. In other words, in many important basic concepts there is little difference between surface and subsurface crops. The farmer owner working the surface of the earth and the owner of a fraction of the oil or coal rights in the subsurface, from which a small yearly income is derived, are interested in the best management of the land for the mutual benefit of all concerned. Therefore, it is essential that in any planning or political action intended to create a new scheme of things, it should be remembered that one plan must fit all sources of primary wealth, whether coal or wheat, petroleum or milk, iron ore or beef.1 And what basic economic difference is there in the processing of a gallon of petroleum and a bushel of corn?

GEORGE F. BECKER Dr. George Ferdinand Becker, notice of- whose death appeared in the May Bulletin, was born in New York City Jan. 5, 1847, the son of Alexander Christian Becker, member of a Danish family, and Sarah Cary Tuckernian Becker of Boston. Dr. Becker was the last member of the group of distinguished geologists who, in 1879, were associated with Clarence King at the time of the organization of the United States Geological Survey. He was a leader in mining geology and geophysics, and for many years had been the chief of the Division of Chemical and Physical Research in the Geological Survey, and the investigations under his direction led to the establishment of the Geophysical Laboratory of the Carnegie Institution of Washington. Dr. Becker was a graduate of Harvard University and received the degree of Doctor of Philosophy at Heidelberg, and in 1871 passed the final examinations at the Royal School of Mines in Berlin. He was for four years an instructor of mining and metallurgy in the University of California, from which he went to the United States Geological Survey. In 1896 he examined the gold and diamond mines f South Africa and at the time of the Spanish-American War was detailed to serve as geologist on the staff of General Bell with the army in the Philippine Islands. He died at his hone in Washington, D. C., on Apr. 20'.1

SINCE the discovery, of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost' absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystal-line metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. The following data were collected some years since in the course of a series of experiments with oil as a substitute for coal in puddling, the earlier form of the Archer apparatus being employed. While I am not at liberty to give the name of the works at which the tests were made, I can personally warrant the accuracy of the record, and feel justified, therefore, in making this contribution to a discussion in which all trustworthy figures are likely to be helpful. Oil in Puddling. Starting with everything cold, we used 3518 pounds of oil to get the furnace in condition to charge a heat. After charging, we ran until we took out 13,340 pounds of puddled-blooms, using 8437 pounds, or 1333 gal1ons of oil. At 49 cents per gallon, the cost for oil per gross ton of blooms was $10.91; with coal at $4.871/2, and a consumption of 1.5 tons per ton of blooms (the usual quantity is ton for ton), the cost for coal is $7.31. The quantity of oil consumed in heating the furnace to the proper temperature and to make the bottom, is not included in the oil consumption stated. The quantity used was 3518 pounds of oil. Usually, the furnace need only be lighted, but in this case it had been repaired, and it was necessary to make a new .bottom. This required the quantity of oil necessary to make three heats of blooms, or 2109 pounds. Deducting this from the 3518 pounds leaves 1409 pounds of oil as the quantity consumed every week in lighting up.

IN spite of considerable study,1-5 the nature of slime coatings in flotation is still not completely understood. However, phenomena that control flocculation and dispersion of colloidal systems are now interpreted in terms of electrical double layers."' Colloids will flocculate even though the particles carry the same charge, but when two dispersed colloids of opposite charge are mixed, flocculation ensues even more rapidly. Analogous phenomena seem responsible for slime coating on minerals in flotation systems. To shed new light on the issue it was considered desirable to devise a tool that would measure slime coatings. The usual method has been to examine photographs of presumably representative surfaces, after an intervening washing in running water. But such an examination is non-quantitative, and the changes in chemical environment represented by the washing may have removed the slime coatings that existed during flotation. To provide the possibility for a correlation with electrical double layer phenomena, the experiments were made with quartz, corundum, and iron oxide, for which electrokinetic data are available.8-12 Since the properties of the electrical double layers of these oxides depend on the pH of the solution, pH will be the most important variable. Furthermore, because the zero point of charge for silica, iron oxide, and alumina occurs at pH 3.7, 8, and 9.5, respectively, the relative charge on the slime and mineral can be changed over wide ranges. Because of its practical importance in quartz flotation, iron oxide powder was chosen as the slime. Also, its uniform composition, contrasting color, and ease of analysis make experimentation simple.

I DES~RE to call the attention of the Institute to two deep vertical shafts, which are now being sunk in Schuylkill County, Pennsylvania, about miles north of Pottsville. These shafts are of interest to the mining engineer, not only on account of the novelty of the method of sinking adopted, which promises to produce a revolution in that branch of mining engineering, but also as examples of the manner in which such work should be undertaken. GEOLOGICAL SKETCH OF THE TERRITORY TO BE WORKED BY THE SHAFTS AND REASON FOR SINKING THEM. The Mammoth or E Vein of the anthracite coal-measures in that part of the Schuylkill region near and north of the town of Pottsville lies at a great depth below the surface, and has, in consequence, never been worked in that locality.

The Ardlethan Tin Ltd. concentrator typically recovers 55% of the tin in a gravity concentrate at 51% grade from fresh ore assaying 0.5% Sn. Coarse gravity concentration is performed in a complex circuit involving Reichert cones, spirals, shaking tables and two regrind mills. The paper describes how flow and size-by-size sample data from a steady-state survey were used to construct a computer model of the plant involving 46 process streams. The data reduction involved a computer- aided mass balancing technique, recovery-size modelling of gravity concentrators and the use of a mineral dressing flowsheet simulator. The model was used to simulate possible rearrangements of the available equipment. Early simulations indicated that improved performance could be obtained by using spirals to-treat cone middlings or tailings rather than cone concentrates. A test spiral rig was used at Ardlethan to determine typical performances for all cone product streams and the results were incorporated in new simulations. A revised circuit was recommended and implemented by Ardlethan Tin as far as physical restraints within the plant would allow. Production figures show that a substantial increase in tin recovery and 10-15% increase in milling rate were achieved following the circuit changes, and these improvements were sustained over a six month period.

A PRESENT, a comprehensive account of the geology and ore deposits of the Robinson mining district, in eastern Nevada, is not warranted. Though several years' work has been done, the district is so large that it will be some time before the investigation nears completion. In this paper I purpose merely to discuss methods of study and the application of geologic data to the search for ore. In the first place, the purpose of a geological depart¬ment in a mining organization is to collect and correlate all geologic and engineering data likely to be useful. In an extensive and well developed mining camp this involves a detailed study of the structure and stratigraphy of the district as a whole, as well as careful analysis of the orebodies exposed. The problem then is to find continuations or similar ore environments in other parts of the district in which like phenomena have been active, and to explore these for new orebodies. Experience gained in other similar mining districts is useful but one must always remember that a great many mining districts are unique and that exploration rules and procedure applying to one cannot always be transferred to another of apparently similar character and be made to work. One also has to be careful in moving from one to another part of the same district. The geologist must first examine the region critically to determine its individual characteristics. .

It docs not seem to be generally known that some American pig-irons contain notable amounts of vanadium, and while the present investigation is far from covering the whole range of irons, it is hoped that, at least, it may serve to call attention to the importance of looking for this element. The majority of the pig-irons investigated were made in the Lehigh Valley and neighboring furnaces, using more or less New Jersey magnetite in their mixtures. Many of these ores, and probably all of them, contain a little vanadium as well as titanium; the ore from one of the largest of these mines contains 0.05 per cent, of vanadium and 0.60 per cent. of titanium. Dr. Thomas M. Drown was the first to detect the presence of vanadium in the incrustations1 occurring on certain pig-irons, and he also found this element in a number of magnetites, but the methods for its accurate determination had not, at that time, been well worked out. In a general way, it may be said that the Lehigh Valley pig-irons contain from 0.02 to 0.05 per cent. of vanadium and from 0.10 to 0.20 per cent. of titanium. These elements follow the silicon; that is, the furnace-conditions which produce a high-silicon, low-sulphur iron will cause the maximum reduction of vanadium and titanium, and

(New York Meeting, October, 1913.) THE Fremont test for measuring the energy consumed in breaking a notched bar of steel is not so well known in this country as it deserves to be. The test specimen used in this test is about 3/8 by 1/4 by about 11/4 in., notched with a hack saw on the lower side to cause the piece to break at a fixed point. A weight of 10 kg. falling 4 m., and provided with a knife or. chisel which strikes the specimen, breaks the test piece by impact. The residual force in the falling weight after it has broken the specimen is recorded by a suitable device, and the difference between the total energy and the residual energy of the weight (in kilogrammeters) is the force consumed in breaking the specimen. An experience of several years with the Fremont testing machine has shown its great value in readily detecting brittleness not revealed by tensile testing or slow bending testing. In this paper it is proposed to discuss (1) the supersensitiveness of the test as applied to cast steel and (2) its value in revealing the effect of heat treatment under certain conditions.

Samples taken at different heights in the lead blast furnace of Brunswick Mining and Smelting corporation were studied to determine the phases present in order to interpret the reactions In the furnace. The main phases in the blast furnace feed are Pb3Ca2S13011, Zn ferrite (ZnFe204), and hardystonite (Ca2ZnSi207); rninor ones include lead and a Pb silicate. The temperature in the furnace varies from about 300°C at 4.2 m above the tuyeres to 1150°C at 1.1 m. There is no evidence of reactions in samples from points cooler than 800°C. Some reaction occurs between 950° and llOO°C and the lead sinter is nearly decomposed at about 1150°C. The first evidence of reaction was the decomposition of Pb silicate to lead and S102. At higher temperatures the Pb Ca2Si3011 decomposed to form lead and hardystonite (Ca2ZnS120rf. The Zn required for hardystonite was derived from the Zn ferrite which apparently re-equilibrated to a new Zn ferrite with less Zn. The decomposed sinter consists essentially of lead, hardystonite, wustite and a Zn ferrite with a low Zn content.
