The oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky—all that is above and all that is below—consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, a.d. 1853, with J. D. Angier of Cherrytree township in the county of Venango Pennsylvania that he shall repair up and keep in order the old oil springs on land in said Cherrytree township, or dig and make new springs, and the expense to be deducted out of the proceeds of the oil, and the balance, if any, to be

ZINC, manganese, and aluminum received attention at the two nonferrous metallurgy sessions at the Annual Meeting. L.P. Davidson, general superintendent of the rebuilt Monsanto zinc plant, described its operation, which reflects Polish practice and is really a combination of electrolytic, Waelz, and retort procedure. Briefly, it embraces leaching of roasted concentrate with sulphuric acid, electrolysis of sulphate solution using Tainton lead-silver anodes with ?goulac? added to the electrolyte, treatment of tailing in Waelz kilns, and retorting of the recovered zinc oxide, casting furnace dross and residues. Recovery is good, equipment and maintenance costs low. Ferrate zinc that might be lost in the electrolytic process appears to be recovered as oxide in the Waelz treatment.

Introduction The principal thrust of the US Department of Energy (DOE) coal preparation R&D program is to develop technology to reduce ash and sulfur content of US coals to levels where the resultant product can be formulated into a high quality solid or slurry fuel that could replace oil or natural gas in both new and retrofit applications. The coal preparation program is implemented by the Pittsburgh Energy Technology Center (PETC) and is conducted both in house and by a cross section of industrial organizations, universities, and national laboratories. At the present time, the mine-owner has a number of patent crushers to choose from, when contemplating the erection of a mill; and a number of new ones are yearly brought to notice. We all know that the stamp-mill is the old standard; but several of the patent crushers, especially of the roller-type, are not without their merits. Copper concentrates produced by many operations in the United States and South America contain chalcocite (79.9% Cu) as a major component, yet the grades of these concentrates rarely exceed 25 to 28% Cu. Mineralogical studies made by E.P. Cadwell indicated that the low grades were caused by dilution by pyrite rimmed with secondary chalcocite. Laboratory and plant tests proved that concentrates could be significantly upgraded by using a simple, low cost cyanide leaching technique to dissolve the rims and reject the pyrite. The many advantages of this new procedure are cited and the process steps and a typical flowsheet are described.

While the importance of the superficial alteration of golddeposits is recognized in pure science, it seems often to be singularly disregarded among engineers in practice. Its great practical bearing lies in the exploitation of new regions; and nowhere are the disastrous results of ignoring it more vividly shown than in Western Australia, where the impoverishment of the ores, and their frequent transition from free-milling' to refractory character in depth (things, as a rule, neither anticipated nor ascertained by exploration beforehand), have brought many companies to ruin, or caused the loss of much money squandered on machinery adapted only to temporary conditions.

Simulation as a mathematical technique is not new. However, recent increases in digital computer speeds and the ease of programming with languages such as Fortran have centered a good deal of attention around simulation in the last few years. By ignoring all but the relevant characteristics of a process, a mathematical simulator may be constructed which, when fed operating data, should react as the process would. The output becomes numbers, instead of tons, however. Thus, a trial-and-error operation of such a simulator will permit management to study a major system change at little cost.

THE performance of coal-washing equipment, that is, the effectiveness with which coal and impurity are separated, is a subject of undisputed interest to all concerned with the preparation of coal. Through the years much has been written in both American and European literature on the performance of coal-washing equipment and its interpretation, but until recently no effort has been made to consolidate this wealth of information into a single, comprehensive treatment of the subject. A splendid effort in this direction was made at the First International Conference on Coal Preparation held in Paris in June 1950 in which representatives from virtually every coal-producing country participated. Although the scope of the conference covered the entire field of coal preparation, many of the sixty-odd papers and a great deal of the discussion dealt with the subject of evaluating washery performance. Prominence was given this subject by the Centre d'Etudes et Re-cherches, des Charbonnages de France, which sponsored the conference. This research organization, generally referred to as Cerchar, was formed in 1948 following the nationalization of the French coal industry. Since that date it has conducted an intensive study of coal preparation. Perhaps because of a fresh viewpoint, Cerchar realized immediately that complete information on the performance of French washeries and a thorough understanding of the mechanism of gravity separation were the fundamental prerequisites in a program to improve preparation practice. For this reason Cerchar concentrated on obtaining performance data and on a comprehensive study of methods of evaluating such information. Some idea of the magnitude of this work will be appreciated from the fact that 175 performance tests were made in 44 plants. The work performed by Cerchar emphasized a condition that is recognized by many of those concerned with coal preparation, namely that the lack of uniformity in presenting data on washery performance, the diversity of methods used in evaluating such information, and the frequent confusion of the terms related to performance have been prime factors militating against the progress from art to science. Thus, Cerchar feels that standardization of the methods employed for evaluating washery performance, not only in France but in the entire world, is essential to progress, and the prime objective of the Paris conference was to seek international standardization of the evaluation methods advocated by Cerchar. At the conclusion of the conference the question of standardization was referred to the International Standards Organization. A careful study of the dozen papers on the subject of evaluating washery performance presented at the conference reveals that none of the methods is new; most of them date back over a decade. Nevertheless, the intensive scrutiny of these methods brought about by the conference unquestionably has resulted in a valuable exchange of ideas and a clarification of thought that could scarcely be achieved in any other way. The object of the present report is to make available to the American coal industry the ideas developed at the conference which seem most important from an American viewpoint and to provide a critical analysis of some of the evaluation methods advocated by Cerchar. The various methods of evaluating washery performance are illustrated partly with data that have been published in American literature, and some new data have been obtained as the result of experimental work undertaken since the conference to provide information on certain controversial points. An English translation of the proceedings of the conference, including the discussion as well as the papers, will be available,' and previous to the conference Coal Age2 published a very brief description of some of the principal evaluation methods used by Cerchar. EveRy engineer and user of wire rope is desirous of information that will enable him to determine whether the performance of any particular piece of rope is satisfactory, and what conditions can be changed so as to increase the life of a rope. In most cases, it is far from easy to analyze the conditions of service and tell which is the greatest factor in determining the life of wire rope. If we start on a layout for an entirely new rope system, the task of making conditions satisfactory is simplified so far as the engineering details are concerned; but if the plant requiring wire rope is in operation, any change is likely to involve the expenditure of considerable money to replace and change over machinery that must be kept in constant operation, because a large monetary loss will result from a shutdown for even a few days. Often wire rope is kept operating under bad conditions, as the user thinks that it is cheaper and quicker to replace the rope than to make alterations in the hoisting machinery. A typical case is a metal mine operating in what is now almost the center of a large mining city, where it owns a few acres of mineral rights. It was expected that the shaft would go to a depth of 1000 ft. (305 m.), so a moderate-sized rope, about 1 1/4in. (31.7 mm.), was used on a 6-ft. drum with a 7-ft. head-frame sheave and rather short lead from drum to head sheave. This mine has gone deeper each year until it is now 2500 ft. deep and the rope speed has been increased from 1500 ft. per min. to over 3000 ft. The original rope just filled the drum in one layer, now it overwinds three layers. The original ropes were probably 6 X 19 crucible steel and lasted from 12 to 18 mo.; now, the highest grade plow steel is used, yet the average service is only about 6 mo. The cause is not hard to find. If the engineers had known at the outset what would be done with this hoist, the design would have been very different. Conditions at this mine, from a wire-rope standpoint, have gradually become worse and it is difficult to see how rope service on this hoist can be compared with the service of previous years with any fairness to the wire-

Over the past ten years a series of investigations have been conducted to determine some of the pnysical processes involved in breaking rock with confined concentrated charges. Detailed discussions of many of these investigations have been published elsewhere.1-6 Laboratory experiments made by other investigators using Hopkinson pressure-bar techniques have shown that solid materials are fractured in tension by the reflection of an incident compressive stress pulse at a free surface.7-12 In these tests a small charge of explosive is placed in contact with one end of a bar. Detonation produces some plastic flow and crushing of the bar near the charge and generates a compressive stress pulse that travels along the length of the bar. At the free end of the bar the compressive stress pulse is reflected back into the bar as a tensile stress pulse. If the tensile strength of the bar is exceeded during this reflection process, a tensile fracture normal to the length of the bar is produced, and the broken end of the bar moves forward with a constant velocity equal to the average particle velocity trapped in the broken fragment. The new surface formed by the fracture becomes the new free end of the bar that reflects the remaining portion of the incident compressive stress pulse. This process is repeated any number of times until all of the incident stress pulse is reflected. Hino has demonstrated this kind of breakage for three rock types—marble, granite, and sandstone." He has defined a blastibility coefficient, B, as the ratio of compressive strength, C, to tensile strength, T, thus: C The quantity B is the maximum number of slabs that can be produced by reflection breakage. Normally fewer slabs are produced because of loss of energy as the stress pulse travels through the rock. Fig. 1 illustrates reflection-type fracture for a triangular compressive stress pulse. The number of slabs produced by the reflection breakage process is the first whole number less than the ratio of the peak stress of the incident pulse to the tensile breaking stress of the solid. Thus the number of slabs is given by the thickness of each slab is given by and the total length of rock broken is given by N = number of slabs S - peak stress in incident pulse T = tensile strength of the rock F = fall length of incident stress pulse h = thickness of each slab D = total length of rock broken During the reflection process the particle velocity at the free surface is twice the particle velocity in the incident stress pulse. Thus the velocity with which the broken fragments move forward is given by where v, = velocity of broken fragment, and v = average particle velocity contained in that portion of the incident pulse trapped in the broken fragment. Results of these laboratory experiments cannot be applied directly to rock blasting where the explosive charge is placed in a drillhole. In laboratory tests the charge is unconfined and in contact with the rock in only one direction. In a drillhole additional confinement is offered by the rock surrounding the charge and by the stemming placed above it. This additional confinement may be enough to allow the explosive gases to do additional work on the rock during their expansion. Other writers have discussed possible effects of gas expansion'on rock breakage.13-10 However, very few experimental data are available to determine to what extent expansion of the gases is responsible for rock fragmentation. The USBM has studied the physical processes involved in breaking rock with confined concentrated charges by using simple crater tests breaking to one free surface. Crater tests have been performed in four rock types: granite, sandstone, marlstone, and chalk. Table I gives some physical properties of these rocks. Fig. 2 shows plan and section drawings of two typical crater tests and illustrates some of the test variables measured. For these tests the charge was placed at the bottom of the drillhole and primed with an electric cap. The hole was stemmed to the collar with sand and the charge detonated. Results of large-scale mining experimentation carried on in Stage II of the Anvil Points Oil Shale Research Program, Rifle, Colo., are reported. After a new adit was excavated, over 500,000 tons of oil shale was extracted during a 13-month period by a modified room and pillar method. Experiments in drilling and blasting headings, benches, and crosscuts are reported. Roof-bolting procedures, loading and hauling, and ventilation design are discussed. Results of the extensive investigations carried out by the cooperative industry group and earlier work by the U.S. Bureau of Mines indicate that mining oil shale is technologically feasible.

The Buick Mine is a joint venture of American Metals Climax, Inc. and Homestake Mining Company located 120 miles by road southwest of St. Louis, near the village of Boss, in the `New Missouri Lead Belt'. Since start-up in 1969, over four million tons of lead-zinc ore have been mined and milled at Buick. Situated 1100 ft below the surface at an elevation 270 ft above sea level, the flat lying sinuous orebodies are up to 250 ft wide, 85 ft high and several thousand feet long. Mineralization is galena, sphalerite and chalcopyrite in dolomite.

THE present milling operations of the Chief Consolidated Mining Co. consist- of flotation of oxidized minerals from siliceous ores of the Tintic Mining district, Utah. As the lead, silver, and gold minerals that give the ores economic value are almost entirely oxidized; their successful flotation has necessitated the solution of many new problems. Laboratory effort resulted in the selection of a, natural float for the oxidized minerals. 'By "natural float," I mean that no reagent was added to produce a sulfide film on the osidized minerals before or while subjecting them to flotation operations. As compared to methods involving sulfide filming, the natural float was selected because it promised successful treatment of a larger variety, of ores without change in quantity or kind of reagents, as well as a better economic balance between metal recovery and concentration ratio. In explanation, I can, state that with sulfide filming, the efficiency of the method decreases rapidly with increase of hydrated, iron osides in the ore, whereas with the natural float the same effect has not been noted. Evidence shows that although sulfidizing can produce greater metal recoveries, it yields a concentrate so much lower in grade that no advantage results.

Maysville, Kentucky, is the location of Dravo Lime company's new 9 070 mt(10,000 tons) per day limestone mine and 2 727 mt (3000 tons) per day calcination plant. This complex has been designed as a unit, and capitalizes on recent technological advances. Geologically the Dravo facility is.located on the eastern flank of the Cincinnati Arch, with the high calcium limestone being found at a depth of approximately 274 m (900 ft). A systems approach has been employed in designing and equipping the mine. This allows for maximum production while maintaining flexibility and versatility. All hydraulic drilling, large LHD equipment, and an extendable mine conveyor system are utilized in a five-part mining cycle. A modular concept modifies the room and pillar system to optimize ventilation. The limestone is calcined in three 5.18 x 61.87 m (17 x 203 ft) KVS rotary kilns with a design capacity of 909 mt (1000 tons) per day of lime per kiln. The kilns are coal fired and equipped with preheaters. Lime storage is provided by three 57 m (186 ft) high concrete silos with a combined capacity of 40 909 mt.

DEPLETION of anthracite resources in Lackawanna County, Pennsylvania, has forced the recovery of coal tracts formerly considered unminable. Chief among these are the large areas of outcrop coal lying on a heavy pitch on the mountain sides, abandoned thirty or forty years ago as too costly and too hazardous to mine. The old companies, in many instances, stopped their chambers 80 or 100 ft. hack from the actual outcrop, and then dropped back another 100 ft. before starting to rob the pillars, thus leaving large areas of coal. Recovery of this coal naturally leads to mining hazards not encountered years ago. The first step is to sink a slope from the surface with the pitch of the vein, and then drive counters across the pitch as close to the robbed area as proper protection for the lower side of the -counter will permit. Next, the old chambers are advanced or new ones driven in the solid, as the conditions require. As these chambers approach the outcrop the real safety work begins-that of preventing the miner from being buried or locked in by an avalanche of mud.

Experiments on single particles show that the amount of material created during impact that is finer than any chosen size is proportional to the energy of the impact. As the underlying principle of comminution, it might be stated that each unit of energy input to a given comminution system tends to add to the system an identical assembly of new particles and subtract an equivalent volume of larger particles. Thus, two of the consequences of the fact that each unit of energy tends to add identical assemblies of new particles to the system are: 1) on continued application of energy the total charge in any batch comminution system tends to assume the characteristics of this assembly, and 2) the process of comminution may be described by a relationship such as E = Ak-a. Recently Schuhmannl presented a theory of comminution which puts rational perspective on the extensive controversy surrounding most of the existent theories of comminution. With hindsight the origin of controversy can be ascribed to a relatively simple circumstance. In general, a progressive shift of a size distribution curve towards finer sizes is observed as energy is added to a comminution system. It is also observed that, with continued grinding, the size distribution curves usually change and appear to approach some constant shape. Inves-tigators generally felt that an appropriate method of relating and generalizing such data would be to consider the hypothetical case where particles in the system were uniformly subjected to comminution such that each of these particles, receiving its proportion of input energy, was transformed into a number of smaller particles of uniform size. Since the changes in shape of the size distribution curves during size reduction were clearly associated with the coarse particles in the system, it was also assumed that these changes accounted for little of the input energy and one could deal solely with the equilibrium shape towards which the size distribution curves tended. Although the unrealistic nature of the foregoing points of view was realized some justification was felt for such treatments since, in most cases, the resulting mathematical formulae could, by the adjustment of at most two parameters, satisfactorily describe experimental observation. Difficulties arose, however, in that the formulae required a specific influence of the feed size on the comminution process. In actual fact, the application of a feed size term in fitting experimental data was often found to be unnecessary or contrary to the above formulae. Secondarily, much discussion arose concerning the appropriate energy number that would relate the size change of one particle to the amount of comminution energy it received. As has been previously shown3 all the above theories that treat comminution as a continuous process of size reduction may be related to a proposition of the following form: dE = -Cfn [1] where dE is the increment of energy, dx is the size change, x is the particle size, and C and n are constants. It is now clear, as pointed out by Schuhmann, that Eq. 1 is inapplicable to comminution processes, since comminution cannot be considered other than as a discontinuous mixing process in which the overall size distribution of the product results from mixing, in various proportions, finished material with unfinished, and sometimes untouched, material. A striking illustration of this mixing phenomena may be obtained by comparing the size distributions of grinds in a typical batch ball mill with size distributions calculated on the basis of mixing various proportions of feed material with a ground material which obeys a power law size distribution relationship. Figs. la and lb illustrate such a comparison and the similarity of these figures indicates that mixing plays an important role in determining the overall shape of the product size distributions. Figs. la and lb illustrate, additionally, the underlying basis of the comminution theory presented by Schuhmann.' In the preliminary grinding of relatively close sized feed particles in a batch ball mill, one may visualize that, when a successful encounter of a ball with a feed particle occurs, then the particle undergoes severe size reduction and the size range in which the resultant particles reside is far removed from the size of the feed particles.
