Previous articles in this column have defined the manpower situation as it. applies to the coal industry. There is at present a shortage of experienced managers, mining engineers, technicians and skilled workers. The extent of this shortage is controversial, but it is sufficiently important to have received the serious attention of coal industry people at all levels. It has also been discussed by union officials, educators, government agencies and trade publications as well as other communications media. Discussion is not enough, however. A plan of action is needed. Some suggestions for such a plan are presented here. First, the coal industry must interest itself in government training programs. The U.S. Government (primarily the Bureau of Mines and HEW) is planning to spend or is spending millions of dollars to educate and train technicians, inspectors, engineers and miners. The new Federal Health and Safety Academy at Beckley, W. Va., for example, will involve an expenditure of $20-30 million for the physical plant alone. There are encouraging signs that the present hierarchy in the Bureau of Mines intends to seek the advice of mining educators on some of these projects, but industry should also demand a voice in the policy to be followed in making these expenditures.

INTRODUCTION TO MINERAL INVENTORY The first explanations to be made must answer the questions: What is a mineral inventory, and how is a mineral inventory different from an ore reserve? The term mineral inventory is a relatively new designation-born of the computer age and grown to common usage with the development of computer techniques for extending drill-hole sample values to regularly gridded data blocks representing in situ mineral values. The term has been generally accepted by geologists and engineers because it has a precise meaning which avoids many of the ambiguities of ore reserve. A mineral inventory is an estimated inventory of mineral in place and is usually achieved by dividing the deposit into regularly spaced gridded blocks to which are assigned estimated values using various extension techniques. A mineral inventory makes no presumptions about the mineability of the blocks or their cutoff grade. Such parameters are implied with the use of the term ore reserve. Ore has a specific definition (see Chapter 1) and ore reserve must reflect that definition and thus has economic and mining constraints. An ore reserve will be different under different economic and mining conditions and is subject to reclassification by many factors. The term mineral inventory avoids all such ambiguities. A mineral inventory estimate may be good or poor according to how much is known about the deposit, how extensively it has been sampled, and what techniques have been employed to assign estimated grade to the blocks. Such an inventory, however, does not change with time, economic conditions, or mining technology, but only with new and better data and methods. Thus, the mineral inventory is an excellent designation for describing mineral value distribution within a deposit's geological setting. The techniques for assigning values and tonnage to mineral blocks or panels are the subjects of this chapter. Whether a summation of the blocks be called a mineral inventory or mineral reserve is not important. Many conventional methods for computing reserves of minerals refer to the methods in terms of ore reserve calculations. OBJECTIVES OF MINERAL INVENTORY OR RESERVES Mineral inventories are computed for the purpose of determining the quantity, the quality or value, and the spatial distribution of potentially economic minerals within the earth. Such computations are made at all stages in the life of a mineral extraction process, from the early exploration phase to the final year in the life of a mine. To quote Popoff (1966, p. 2), "They are the most responsible and irreplaceable tasks in the valuation of a mineral deposit. Efficiency in extraction and productiveness is impossible without accurate reserve computations." The accuracy of estimate required for each of the three parameters of quantity, value, and location is dependent upon the objective for which the reserve estimate is being made. Again quoting Popoff (1966, p. 2): Reserves are computed to determine the extent of exploration and development; distribution of values; annual output; probable and possible productive life of the mine; method of extraction and plan design; improvements in extraction, treatment, and processing; and requirements for capital, equipment, labor, power, and materials. • One effect of the British devaluation of the Pound Sterling, with its resultant lowering of the pay limit, was the addition of considerable tonnages of previously marginal ore in gold mining. Crown Mines, Ltd., reported that 1,245,000 tons of such ore had been added to available reserves. But for devaluation, a steady decline in ore reserves had been a feature of operations during the previous ten years, and would have continued. •Loree Colliery of the Hudson Coal Co. is using a Humphrey spiral cleaning plant to meet requirements of the state in the matter of stream pollution. However, the process is producing a salable product. •Noranda is considering plans for constructing a commercial sized unit designed to produce elemental sulphuric acid and sintered iron oxide from pyrite. Test plant results have indicated the No. 5 ore zone can be treated by the new process economically. •A magnetic fluid clutch, and magnetic amplifiers for motor and generator control, have been developed under Navy contract by Vickers' Electric Division, in St. Louis, Mo. This constitutes the first commercial production of the clutch recently developed by the Bureau of Standards. •Fuel experts estimate coal production will run up to 500 million tons this year based on the expectation that business conditions will continue to be good. They also expect that in the future the use of coal will increase by 50 pct over today's level. These expectations are based on the fact that it provides the bulk of the heat, light, and power for making steel, for manufacturing, and for generating electricity as well as the development of the coal burning gas turbine and processes for making gas, gasoline, and oil from coal. •Entombed miners may benefit from a two-way communication system which utilizes the earth's strata as a network for electric signals. The use of FM radio waves makes this possible. The invention includes a portable transmitter-receiver unit kept near the face, and a more powerful portable equipment of the same sort above ground. In use, two probes on wires from the apparatus are driven into the earth. • The Union of South Africa has launched a uranium production project which government leaders think will help the West maintain world atomic supremacy. Experiments under way in the pilot plants are expected to lead to the establishment of a chain of processing factories along the Witwatersrand in which uranium will be reclaimed from gold tailing. •Recent developments in mechanized mining at the Bureau of Mines oil-shale mine near Rifle, Colo., have lowered mining costs to 29 cents per ton of shale. The cost of producing crude shale oil from 30-gal-per-ton-shale, using the new mining and processing techniques, would be about $1.50 per barrel. This is 500 lower than any previously stated price. • COMINCO is planning to open the old Bluebell lead-zinc mine near Nelson, B. C., on a 500-ton-per-day basis. The old workings will be pumped and a 970-ft incline sunk. A mill will be constructed at the property.

A key step in feed water treatment for generating wet steam for thermal oil recovery is the removal of calcium and magnesiunt hardness by cation-exchange series softening. Knowing the solubility of any scale forming salts in brines at elevated temperatures is necessary for fixing the level to which the feed water must be softened. Such calcium sulfate solubility data, previously not available above 392F, were determined by the authors in a flow equilibrium apparatus mud will be reported elsewhere. These data were used to develop a method for predicting the solubility of anhydrite in hot water or steam droplets for saturated steam pressures as high as 2,000 psig (637F). (The calcium sulfate solubility product is represented by a combination of two factors, one reflecting the effects of ionic strength and the other accounting for the effects of complex ion formation in either calcium-magnesium-rich or sulfate-rich brines.) The method is applied to a calcium-magnesium-rich brine If moderately high salinity from a pilot hot-water flood, I nd to several sulfate-rich, low-salinity feed waters and l lowdown (cooled steam droplets) samples from steam s ak operations. The predicted calcium hardness levels corresponding to the calcium sulfate solubilities agreed reasonably well with the results of laboratory solubility determinations run on the field samples. Further testing of the method is needed for brines of other composition classes. Existing field cation exchange softeners in the cases tested are performing adequately since all the samples were found to be undersaturated with respect to calcium sulfate at their operating temperatures. Introduction Prevention of scaling caused by precipitation of calcium sulfate (anhydrite) is of considerable concern in connection with thermal recovery processes using wet steam or hot water. To avoid anhydrite precipitation in a heated system, an engineer must keep the product of the calcium and sulfate concentrations in the water or steam droplets below the value of the solubility product of anhydrite for the temperature and brine composition in question. Usually it is most practical to keep the concentration product lower than the solubility product by keeping calcium low in the presence of high sulfate, or by keeping sulfate low in the presence of high calcium. This can be done by a choice of combinations of natural waters and water treatment processes (such as series cation exchange softening to remove calcium). Until recently, few anhydrite solubility data, particularly for solutions containing other salts, were available for temperatures above 392F (211 psig steam); Marshall, Slusher and Jones' studied the CaS0,-NaCI-H,O system up to 392F and surveyed the work of previous investigators. To model natural brines, one needs to study the solubility of anhydrite in aqueous solutions of sodium chloride, sodium sulfate, calcium chloride, magnesium chloride and their mixtures. Since steam pressures as high as 2,000 psig (637F) may be involved in thermal oil recovery projects, a solubility study was conducted between 482 and 617F.' Discussed in this paper is the application of these data to the prediction of anhydrite precipitation in some practical steam soak and hot-water injection projects. Any simple method for predicting the solubility of an inorganic compound over a wide range of temperatures and solution compositions must be based on some assumptions, and therefore must yield approximate results. On the one hand, natural brines contain too many ionic species for all to be included in a simple scheme; on the other hand, there is no adequate theoretical basis for the exact prediction of solubility in even simple solutions of mixed electrolytes. However, it is possible at a given temperature to base a reasonable prediction scheme on two phenomena:'-' the increase in solubility with increasing total concentrations of all ions (as measured by the ionic strength; see the Appendix), and an increase due to formation of cornplexes between calcium ions and sulfate ions and between sulfate and magnesium ions. Stiff and Davis' developed such a scheme for predicting the solubility of gypsum (CaSO, ¦ 2H,O) in brines at temperatures u~ to 212F. However, for the higher temperaturei of present interest, the stable solid phase is anhydrite (CaSO,). This study involves a two-part method for predicting anhydrite solubility products. First, one predicts a value K, for a given ionic strength I and a given temperature T corresponding to mo./msr, = 1 from data of the CaS0,-NaCI-H,O system. Second, one determines a group of factors F .= F(Ca) • F(Mg) • F(SO,), where the individual factors account for increases in the solubility product due to complex formation by high concentrations, respectively, of calcium, magnesium and sulfate. In this paper, which I have the honor to submit to the Institute, it is my intention to treat especially of that part of the North Staffordshire field which converges to a long tongue in the neighborhood of Congleton, and which includes the villages of New Chapel, Ford Green, Norton, Biddulph, Bradley Green, Gillow Heath, and the immediate vicinity. My object-is not so much to give a minute description of the geology or systems of mining and smelting, as by a general review, some idea of the extraordinary facilities for the production of excellent iron, which have enabled this district to maintain its position more successfully than any of its rivals against the late depression in trade. The North Staffordshire coal field has the Cheshire and Laucashire fields some thirty-five miles to the north, those of Derbyshire and Nottinghamshire forty miles to the east, those of South Staffordshire and Shropshire, about thirty miles to the south, and the Denbighshire and Flintshire fields some forty miles to the west. It is highly probable that the coal continues under the new red sandstone to the Western and Southern fields as the dips on both sides, and absence of large faults, make it impossible to come to any other conclusion. In a section of this coal field, from Chatterly to Whitfield, thirtytwo workable seams of coal are shown, of an aggregate thickness of 130 feet, varying from 2 feet 6 inches to 7 feet, and thirteen seams of ironstone, 24 feet, averaging from 2 to 4 feet. All of these seams have been minutely described in a paper by Mr. Charles J. Homer, read in 1875 before the British Iron and Steel Institute. In the northern part, to which I especially wish to direct your attention, the beds lie in a V-shaped basin, the underlying millstone grit and Yoredale rocks rising and forming escarpments on either side of the valley containing the coal. Throughout this district, at the outcrop of the coal, there are indications of old workings. (Read at the Philadelphia Meeting, February, 1878.) THE fire-clays of New Jersey belong in two geological ages, the cretaceous and quaternary, or post-tertiary. Three very small deposits of plastic clays have been discovered within the limits of the Archoean rocks. These are not refractory and of little importance, excepting in a geological consideration. They have resulted from a decomposition of the feldspars of the rock in situ, and they have been classified as inferior kaolins.

The Magma Mine at Superior, Arizona had an unimpressive beginning as a. worked out silver mine that was purchased in 1910 for $130,000 and then incorporated into the Magma Copper Company which has been continuously mining the deposit since 1915. Copper is the principal metal produced. However, zinc, gold, silver and iron have also contributed to the total metal product. Prior to 1973, the production rate of 1500 tons per day was maintained by hoisting 4 and 5 ton pay-loads at speeds up to 1100 FPM through four small hoisting shafts. The hoists used included 8' and 7' diameter double drum, double clutched doc. and a.c. motor driven geared units built as early as 1917. One old timer that did yoeman's service for many years was an 8' Bollen Pulley with a.c. geared drive that utilized an endless rope system with mechanical grip and release mechanism built into the pulley's throat. Primary power for all of these old production hoists was 25 Hertz. Exploration that was completed in 1967 developed a reserve of 10 Million tons of 5 per cent copper which was sufficient to justify new capital expenditures for enlargement of productive facilities to 3300 tons per day. To reach the new reserves a 22' I.D. concrete lined vertical shaft was sunk to an initial depth of 48431. A 12 ½ diameter adit was bored from the mill side of the mountain to intercept the shaft at a point about 1100' below the collar. This 9200' long adit provides the right-of-way for the mine to mill railway and egress for heavy supplies from rail head as well as a conduit for potable water, electric power, compressed air and mine drainage. Mine operating levels begin 3582' below collar and thereafter have been cut at 100' vertical intervals. Skip loading stations have been installed 4282' and 46821 below collar with an in-shaft skip dump station located 800' below collar. This provides for 4500 tons of storage above the mine to mill train loading station located 1100' below collar. Ore and waste are moved horizontally from stope chutes and drift headings by rail haulage to transfer raises which channel all material to the two mentioned skip loading stations. The 22' diameter shaft crossection is arranged with the two skip compartments on the south side separated from the manway and utility compartments by the cage compartment. The cage counterweight operates in a portion of the southwest quadrant of the shaft. The hoisting plant consists of two conventional Nordberg double drum, single clutch, geared, d.c. motor driven units that are identical except for the drives and automatic controls. The drums are 15' diameter x 105" face with LeBus grooving for 2-1/8" diameter wire rope wound in three layers. Mechanical design emp1o::ed is the same as has been used for the past twenty- five years. One drum is attached to the main shaft by 2 large bolted integral shaft flenge. The loose drum is engaged by a 4-arm positive tooth clutch meshing with radially cut teeth of the clutch ring which is bolted to the drum. The drums are one-piece steel plate weldments having a finished weight of 60 tons each and are mounted upon a 36" diameter shaft that also weighs 60 tons. With the addition of brake rings, clutch, bull gear and rope, the total dead weight adds up to nearly 250 tons that is supported by just three double row spherical roller pillow block bearings. There is no bearing between the drums. All pinion shafts as veil as all head sheave journals are supported in the same type of antifriction bearings.

Drilling for oil and gas in Missouri in 1935 was mostly confined to proven areas, but was marked by the completion of one of the largest oil wells, 53 bbl., and one of the largest gas wells, 2,000,000 cu. ft., drilled in recent years. A new oil pool, discovered in southern Cass County late in 1934, was further developed; a new pool in southern Platte County is possibly indicated by the completion of a single small well, which flowed naturally; and a deeper sand was developed in the Marota gas pool in Jackson County. Completions dropped to a lower level than in any recent year. A total of 73 wells, which included the deepening of 8 old wells, was drilled. In Bates County, there was one gas well with an open flow of 100,000 cu. ft., and one dry hole. Cass County had six oil wells with about 100 bbl. initial production; one gas well with an open flow of 500,000 cu. ft., and three dry holes. In Jackson County there were seven oil wells with 25 bbl. initial production; 24 gas wells with 7,358,968 cu. ft. open flow, and 27 dry holes. Platte County had one oil well, one small gas well and one dry hole. The oil well flowed naturally about 4 or 5 bbl. per day. It is rather difficult to obtain production figures on either oil or gas leases, but in cases where the figures have been given to the writer in confidence, they disclose conditions comparable with many other regions. One oil lease of 32 acres has produced 125,000 bbl. in four years, or nearly 4000 bbl. per acre. Another lease has made 50,000 bbl., or about 3000 bbl. per acre. It is probable that the total daily production at the end of 1935 was close to 200 hill. per day. A gas pool covering less than one square mile has made 110,111,000 cu. ft. in about 18 months. In this period, the open-flow capacity has been reduced from about 10,500,000 cu. ft. per day to about 3,500,000.

Continuation of the discussion of the paper of WaltER o. SnelLIng, presented at the New York and San Francisco meetings, February and September, 1915, respectively, and printed in Bulletin No. 100, April, 1915, pp. 695 to 704 and Trans., li, pp. 657 to 671. A. C. McLaUghlin, San Francisco, Ca1.—It seems to me that Mr. Snelling's work, if it is what it appears to be, is one of the most important contributions to petroleum technology that has been brought out in the last 25 years. If his end products are what they seem to be, he has made. a discovery, which, in my judgment, will revolutionize the petroleum industry. As to industrially carrying out these processes I do not think there is the slightest difficulty, for I have had some work recently where crude oils were handled successfully at a temperature of 750" F, and pressure of 750 lb. per square inch. Williams.—Tests were made in Dr. Rittman's experimental plant at Pittsburgh, upon samples of residuum furnished by Mr. Bell, the residuum being the remainder of the crude oil after the lighter fractions had been removed. After the material had been run through Dr. Bittman's plant, yields of from 43 to 58 per cent. of material, boiling under 150" C. were obtained. The distillate had a peculiar odor, due to the presence of benzene, toluene, and other unsaturated hydrocarbons. W. N. Best, New York, N. Y.—What is the difference between the Rittman and the Snelling process or system? William A. Williams.—he fundamental difference is that reactions take place under relatively higher temperatures and pressures and with none of the oil present in its original or liquid state, while the reactions secured by Mr. Snelling and other investigators have been from the liquids in the presence of some vapors. Under such conditions as Mr. Snelling operates, the temperatures and pressures used are limited and the flexibility in the control of these variables is extremely limited when compared with the Rittman process.

Production of crude petroleum in Mexico during 1935 totaled approximately 40,082,000 bbl., an increase of 1,925,000 bbl. over the previous year. Successful development continued in the Poza Rica field during the year, increasing production in that area from 3,708,000 bbl. in 1934 to 9,542,000 in 1935. The output of the South fields (Golden Lane) area decreased by 3,000,000 bbl. during the year, and the heavy-oil district of the Northern fields by 1,500,000 bbl. Production in the Tehuantepec fields showed a slight gain. Production of natural gasoline increased from 430,000 to 600,000 bbl. in 1935. Crude run to stills in local refineries is estimated at 30,000,000 bbl., some 4,000,000 bbl. more than in the previous year. Exports of crude and refined products were approximately 22,000,000 bbl., or 2,000,000 bbl. less than in 1934. Exclusive of ships bunkers, domestic consumption increased about 900,000 bbl. during the year, reaching an estimated total of 14,500,000 barrels. Only 74 wells were completed, as compared to 148 in 1934 and 91 in 1933. In proven areas 58 completions resulted in 33 producers and 25 failures. In northeastern Mexico, near the United States border, six wildcat wells were completed, all of which gave little or no encouraging results, except Rancheria No. 3, near Camargo, which is a fair-sized gas well. Four wildcats were drilled just northeast of the Northern fields (heavy-oil district), all of which were failures. A deep test was completed a short distance southeast of the Golden Lane (South fields) in Palo Blanco, which encountered small production not sufficient to exploit. On the Isthmus of Tehuantepec a wildcat well was completed for an estimated initial production of 2000 bbl. daily, a short distance south of the old Jalapa field, which was perhaps the most important new development of the year. Four other wildcats drilled in the Isthmus district resulted in failures.
