Knight, Toronto, Ont., Canada (communication to the Secretary*).—Mr. Hore's paper presents an interesting summary of our knowledge of this important mineral field ; and is therefore acceptable as giving information which our Transactions did not already contain, although it presents little or nothing not made known by other writers before 1906, when Mr. Hore began work in the field as a student assistant. Contributions of this kind, however, should be made completely valuable by such references to previous work as will enable the reader to follow to their original sources the theories or conelusions stated by the author. It is quite natural, and even excusable, that a new observer should find novelty in his on observations—especially if he is not acquainted with the work of predecessors in the same field. Moreover, the independent repetition of an observation or conclusion has a distinct value as a confirmation, though it may have none as a discovery. But the publication of it, without reference to its predecessors, may place the author in an unfavorable light as either ignorant of the history of his subject, or willing to claim credit to which he is not entitled. Of the latter fault, I do not accuse Mr. Hore ; but I cannot wholly acquit him of the former. Without disparaging his intelligent work, I must point out that his paper, as it stands, might easily give the impression that he claims originality for many statements which are by no means new, and that he emphasizes unduly his own publications. Thus, his remark (p. 481) "I have described the silver-fields in a general way in my paper " (not yet published), should have been accompanied with reference to some of the numerous papers, already published, which describe these fields. A noticeable decrease in activity characterized the year 1938 in the West Texas area. The total number of wells completed dropped to 2045 for 19381 as compared with 2806 completions in 1937,l a decline of 27.12 per cent. This trend contrasts the sharp increase of 76.29 per cent in completions in 1937 over the 1936 total. Of 2045 well completions during 1938,' 1788 were oil wellsll 16 were gas producers1 and 241 were listed as failures.' During 1938 the ratio of dry holes drilled to oil-producing or gas-producing wells completed was one dry hole to each 7.48 oil wells, which compares with one dry hole drilled to each 7.477 oil wells in 1937. Nearly 200 wells drilled during 1938 in West Texas were either wildcat or partly wildcat wells, an increase of about 25 over the year 1937, when approximately 175 wells drilled were so classified. The 200 exploratory wells drilled represent about 10 per cent of the total number of wells completed. West Texas produced 71,257,541 bbl.1 of oil in 1938 as compared with 75,743,000 bb1.2 of oil in 1937, a decrease of 4,485,459 bbl., or a 5.92 per cent decline. By comparison, West Texas produced 22.36 per cent more oil in 1937 than during 1936. In December 1938, the 9247 producing oil wells in West Texas1 averaged 22.08 bbl. per day per well as compared with December 1937, when 7571 wells1 produced an average of 25.18 bbl. per day per well, or a decline in daily well average of 12.32 per cent. Discoveries No outstanding new fields were discovered in West Texas during 1938, in spite of continued, active wildcatting operations. Several new oil-producing areas were, found, however, the value of which is still unknown.

WHEN the new sulphide plant started to roll at Chuquicamata last July, we broached the matter of looking in on this historic event to Burr Wheeler, then executive vice president of Chile Exploration Co. (Chilex executive offices are housed with the parent company, Anaconda, at 25 Broadway which is 23 hours and 15 minutes closer to the AIME office than the mine, counting air and automobile travel). Mr. Wheeler was at Chuqui when they turned the first shovelful of earth, has an understandable pride and affection in the mine, and kindly offered to make all arrangements. As a guest of Chilex, physical exam, injections, police clearance, passport, and airline reservations on the crack Panagra airline are procured swiftly and almost painlessly. Winter clothes were advised by Mr. Wheeler and D. M. Dunbar, who is the former's assistant and a seasoned Chuqui-ite. Both of these gentlemen obviously prefer Chuqui climate, with 364 days of sunshine, 1 ½ -in. rainfall, rare atmosphere of 10,000 ft elevation, Christmas-time earthquakes, and howling winds through June and July to the vicissitudes of New York weather. Panagra's de luxe DC-6 noses in toward land at Antofagasta, Chile, the supply and embarkation port for Chuquicamata. The Coastal Range, completely barren of green, thrusts a spur far out into the Pacific creating a crescent-shaped and protected harbor at Antofagasta. Beach gives way to pampa, to hills, and the only variation in scenery is in topographic relief. Chilex's reception committee in the person of the alert and amiable Bob Condit, assistant port agent, takes care of everything: immigration, interviews by the local press, baggage, transportation, and introduction to Chilean cuisine. The drive up to Chuqui takes about three hours, on the only two lane highway in northern Chile; hard surfaced, with a few kilometers of repair work in progress. We were fortunate to make the trip with manager Charles Brinckerhoff, who arrived the same day at Antofagasta from the seat of government at Santiago where he goes frequently to keep in touch with the company's Santiago office.

THE hot-working of iron and steel is an art dating back to antiquity, but until about 25 years ago, relatively few alloying elements were used, and these were present only in small percentages. With the exception of sulphur, the amounts of other elements in steels did not markedly affect their hot-workability. The references in the literature on the effect of other elements on the hot-workability of steel are usually reports of failure of these steels in forging or rolling.1/8 With the increased use of alloying elements, and their use in larger amounts, it was observed that many of the new steels were red short in certain critical ranges or at all hot-working temperatures. The stainless steels are particularly difficult to hot-work. The determining of the correct conditions for piercing, rolling and forging of these alloys by experimentation in the mill often results in large losses of these expensive metals. It also is found that the hot-workability limits of many types vary from heat to heat, and hence poor results are obtained on changing to a new heat after a previous one has rolled satisfactorily. To determine the effect on hot-workability of iron to which various elements have been added, it was, necessary to devise a method that could be used on small quantities of metal. In such a method, the minimum number of variables should be present, and the procedure should be simple, quick and correlatable with large-scale hot-working operations. Sauveur,9 in the first Henry Marion Howe lecture in 1924, described the effect of carbon on the ductility of steels in torsion near their critical points. He found that carbon increases the plasticity of gamma iron. In the 1930 Campbell Memorial lecture,10 he gives the effect of carbon, chromium, and chromium and nickel on the ductility of steels under 2000°F. in torsion. Ellis11 has studied the malleability of steels at various elevated temperatures by means of a single-blow drop-hammer test. In this test the percentage decrease in height of standard cylinders is taken as a measure of their malleability. He has shown that in the low-alloy steels studied, carbon has a greater effect than nickel, chromium and vanadium. In 1938 the first tests were run on a new quantitative hot-workability test in the laboratories of the Globe Steel Tubes Co. Thum12 mentioned it in 1940. An illustration of the apparatus was published in January 1942.11 The effect of a few alloying elements on the hot-workability of metals was shown in a description of the test in 1944.14 DESCRIPTION OF TEST METHOD The method adopted after a trial of several others is a rapid twisting of bars to failure in a furnace. Spots Goblenski fluffed up his pork chop sideburns, checked the angle of his wide brim Stetson and ambled off the airplane. The pert Braniff hostess stood smartly at the door. "Goodbye now, take care," she said in the special airline stewardess voice superimposed on a Texas drawl. Spots smirked, "You betcha, Peaches, you too." It was a crystal clear, sunny day which New York can have at any season of the year (but rarely gets credit for) and being in high spirits Spots did not mind being captured by a cab driver. That is the cab driver brushed aside all other conversation to give a continuous colorful commentary on New York politics, revealing in the process that only the very wealthy and cab drivers share the same political views in that city. After installing himself in the fading opulence of the Hotel Roosevelt, he finished the day with a steak dinner with baked potato under sour cream and hearts of lettuce salad with Roquefort dressing at the Black Angus restaurant. The next morning he had an appointment with Hemphill, Frye and Louderdock. The offices of this prestigious firm of management consultants are high in the Pan Am Building. He was courteously received by a lacquered receptionist and was soon escorted into the presence of Mr. John Smith. "Ah, Mr. Goblenski; Spots, isn't it? Hope you had a good flight. Lovely weather we are having. Just make yourself comfortable over there, Spots." Smith seemed cordial and Spots slipped comfortably into the interview. He had always thought that management consultants were evolved from the "efficiency experts" made famous by the radio team, Amos and Andy. He associated the modern version with computers, PERT and other systems approaches. He was surprised that one of these firms was apparently acting as an employment agency. "Of course" continued Smith, "in evaluation of basic criteria of performance moduli, the human element enters, Spots, and that brings us to you." Spots sat up and focused his attention.

IN the summer of 1881 we were forced to break up and remove the large mass of iron which had accumulated under No. 2 furnace at Glendon, in order to prepare the foundations of the new furnace which has taken its place. We used "Atlas" powder, drilling the holes with a pair of Rand drills. These worked very well when the iron was at all uniform in hardness; but this was not often the case; and it frequently happened that the holes were hopelessly blocked when but little over a foot deep. Good tamping became, therefore very important. The common method of tamping is certainly very dangerous when there is a percussion cap in the hole, and has, no doubt, caused many of the accidents attributed directly to high explosives. We found an excellent and safe method by using plaster of Paris, mixed to the proper consistency and ponred into the holes as soon as they were loaded. Clean dry sand was mixed with the plaster to reduce the quantity needed. With proper attention the tamping would set in a few minutes, and little or no more time was required than for tamping in the ordinary way. We used a "magneto" machine (Laflin and Rand) to fire the holes; and an additiollal advantage in the plan was that any risk of cutting the exploder-wires in tamping was avoided. We found it worth while to load holes not over 13 inches deep in a block 3 or 4 feet thick since the bottom of the hole was enlarged by each shot so that the next time it could be loaded more heavily, and three or four shots in this way often did as much good as a new hole twice the depth, to drill which might have taken ten or twelve hours. The rise in temperature when boiled plaster solidifies is not sufficient to ignite the exploders, as we found by repeated trials before using it in a loaded hole.

In the early fall of 1925, the writer was conducting, in the Ledoux and Co. laboratory, New York, experiments directed toward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various different gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500º to 1600ºF. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode particles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500ºF." Smoot's reaction, after a few moments considera- tion, was, "It looks perfectly all right to me.'' The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after conferring as to ways and means, decided to go ahead with preliminary laboratory experiments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: 1. Since brittle cathodes were often unintentionally produced, it seemed probable that the laws controlling this type of deposition could be ascertained. 2. We had already proved the gas-cleaning feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia University for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrouilded and heated by a resistance coil 01 Nichrome wire. Broken tough cathodes were used. Experimental Procedure The first run took place March 18, 1926. The resistance wire gave out when temperature of 1000ºF. was obtained. JOHN BIRKINBINE :-Just 20 years ago I had the pleasure, when I retired from the Presidency of the Institute, of introducing my successor, and this afternoon it is my pleasure to ask my good friend Dr. Howe to open this discussion. PROFESSOR HENRY M. HOWE, New York, N. Y. :-This paper of Mr. Sauveur's is extremely interesting. It is one of those papers that one wishes to read in the quiet of one's study, where it can be read with great profit. There are many points which he makes which I think are of very great value, in particular as to the importance of getting fine ;grained graphite by a relatively rapid cooling, combined with a high percentage of silicon. That theory would seem to be very promising; how far it has actually been carried out very likely Dr. Moldenke can. tell us.

Measuring The Economic Viability Of Resource Projects (A Western Surface Coal Project) The bankers approach to the analysis of a new "green fields" mining project is similar but different from the approach that the pining company might take. The purpose of this paper shall be to discuss the techniques that are used by mining companies and bankers as they try to measure the economic viability of mining projects. The analysis of these new projects (by both the mining companies and the banker) is based on a projected revenue stream and not on historical earnings or past perfomance because these projects are start up situations with no history to look to. The starting point in the analysis of these projections is the choice of the assumptions to be used in preparing these projections. After the assumptions have been determined and the projections are prepared then the projections are submitted to various tests in order to determine whether the project measures up to previously agreed upon minimum standards. In order to illustrate the analytical procedures used in evaluating a mineral project the writer has constructed a hypothetical case involving the development of a western surface coal mine (Property). The basic data in connection with this hypothetical new project is described in the next section of this paper. After the Description of the Project is a section which shows the type of analysis that a mining company might prepare in order to approach a bank for a loan and the final section illustrates the type of analysis that a bank might prepare in evaluating this loan request. Description Of The Project or Basic Data In Connection With Undeveloped Western Surface Coal Property An independent mining/geological Consultant's report has been completed on the Property which confirms that the Property contains 175 million tons of economically recoverable coal subdivided into the following reserve categories in accordance with U.S. Bureau of Mines and U.S. Geological Survey definitions: Measured or Proven 90,000,000 Indicated or Probable 50,000,000 Inferred or Possible 35,000,000 The owners of the reserves have chosen to drill up those reserves that are nearest to the subcrop and have not spent as much time on those portions of the Property which are on the fringes of the deposit where the overburden is thicker because the stripping ratio and hence the operating costs and capital requirements are higher down dip. The proven reserves are based on an average thickness of 80 feet, of which a mining recovery of 90% is projected. The overburden thickness varies from 0' to 280' with an average thickness of 127'. The overburden consists mainly of scoria, sandstone, gravel, shale and silty clay. 134 holes were cored (and analysis done on five foot increments) in the measured reserve on the following spacing: 100 foot centers to define the burn line; 1,320 foot centers to define the early mining areas; 2,640 foot centers to identify the later mining areas.

KEYNOTE of the technical sessions of the Iron and Steel Division at the Annual Meeting was struck by Leo F. Reinartz in his Howe Memorial Lecture on "The Development of Research and Quality Control in a Modern Steel Mill." In describing recent developments in steel-producing practices at the American Rolling Mill Co. the co-ordination of practical observation and directed research with operations was stressed and was shown to have resulted in economical production of steels of uniformly high quality. Empirical methods based on inaccurate and incomplete experience resulted in the production of commercial products of variable quality and were recognized as inadequate; a research program was therefore initiated that has been justified by its fruits. To name a few outstanding achievements such as Armco iron, steel for electrical sheets, wide continuous strip of superior surface and quality, and non-aging steel is not sufficient to summarize the results of this increasing effort toward better steel products. In addition to the development of new products the faithful observation of operating procedures, the co-ordination of the resulting information, and the standardization of processes have made the steel of today much more uniform and thus more economical and useful to the nation.

Discussion of the paper of C. F. TOLMAN, JR., presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 401 to 433. Louis C. GRATON, Cambridge, Mass.-Of particular interest at this time is any paper that deals with chalcocite, the characteristic product of secondary enrichment and the copper mineral of greatest commercial importance, and that seeks to aid in the distinction between primary and secondary chalcocite-a distinction of much scientific and practical importance but one which thus far it has proved difficult to draw. The present paper on this subject by Professor Tolman, like the ,many preceding it which he and his colleagues at Stanford have published in the last couple of years, contains much of interest and suggestiveness. Without endeavoring at this time to review or comment upon Professor Tolman's conclusions in detail, I may say that many of them are in accord with the findings that my associates and I have been accumulating in the course of studying secondary enrichment in many of the copper deposits of the country. The development of the modern blast furnace began more than one hundred years ago, with the abandonment of the small hillside furnaces. Its development, especially during the past 50 years, has been accomplished through a rapid succession of enlargements and improvements. The remarkable growth in furnace output during this period is a tribute to the engineers and operators who have constantly endeavored to build larger and more efficient blast furnaces. The blast-furnace operators and their mechanical and electrical maintenance staffs have originated most of the furnace improvements as a result of their practical operating experience. Furnace Lines About 50 years ago furnaces consisted of hearths about 11 ft. in diameter, which merged into rather high flat boshes, with no cylindrical section between the bosh and inwall and no cylindrical section at the stock line. Since then the lines of the furnace invariably have included a cylindrical section above the bosh and a cylindrical section at the stock line. Notable increases have been made in both hearth diameters and furnace heights. During the past 10 years hearth diameters in new and replaced furnace stacks have rather consistently fallen within the range of 25 to 28 ft. while their heights have varied be- tween 100 and 106 ft. The lines of most large furnaces using Mesabi ores have followed a fairly uniform pattern (Fig. I) in which the principal dimensions for 25-ft. hearth furnaces are as follows: Hearth diameter............... 25 it. o in. In determining the size of a new furnace for the replacement of an existing stack or for an addition to productive capacity, it is not possible to formulate a procedure that can always be followed. Local conditions, requirements as to capacity, available raw materials and prospects for future expansion dictate the size of such proposed improvements or additions. The development of the modern blast furnace began more than one hundred years ago, with the abandonment of the small hillside furnaces. Its development, especially during the past 50 years, has been accomplished through a rapid succession of enlargements and improvements. The remarkable growth in furnace output during this period is a tribute to the engineers and operators who have constantly endeavored to build larger and more efficient blast furnaces. The blast-furnace operators and their mechanical and electrical maintenance staffs have originated most of the furnace improvements as a result of their practical operating experience. Furnace Lines About 50 years ago furnaces consisted of hearths about 11 ft. in diameter, which merged into rather high flat boshes, with no cylindrical section between the bosh and inwall and no cylindrical section at the stock line. Since then the lines of the furnace invariably have included a cylindrical section above the bosh and a cylindrical section at the stock line. Notable increases have been made in both hearth diameters and furnace heights. During the past 10 years hearth diameters in new and replaced furnace stacks have rather consistently fallen within the range of 25 to 28 ft. while their heights have varied be- tween 100 and 106 ft. The lines of most large furnaces using Mesabi ores have followed a fairly uniform pattern (Fig. I) in which the principal dimensions for 25-ft. hearth furnaces are as follows: Hearth diameter............... 25 it. o in. LIGHTWEIGHT aggregates have been in use for many years in the United States but are now receiving more and more attention by manufacturers and users of concrete shapes. These shapes comprise building blocks, special forms, such as door sills, lintels, floor slabs, and beams. Lightweight aggregate also is adapted for monolithic construction. The increased building activity since termination of the war, together with the widespread shortage of cinders resulting from a general trend toward the use of oil and pulverized-coal fuels, has aggravated the situation. In some localities? new producers of lightweight aggregates have been stimulated to increased efforts to supply the demand. In addition, various estab- lishments of the United States Government have recently given attention to this problem. The National Bureau of Standards, in the Commerce Department, and the Bureau of Reclamation, in the Interior Department, have completed a series of tests on concretes made from some of the available commercial aggregates in order to evaluate their qualities. The tests have been made to focus attention on the desirable properties of good aggregates. This work was done at the request of the Technical Office of the National Housing Agency and Housing and Home Finance Agency. Some time previously, the former office had conducted a survey of the locations where lightweight aggregates are produced.' A study of this information discloses that the producing centers are widespread and that certain areas, notably the region east of the Mississippi River and especially the southeastern states in the sections along the Atlantic Coast, have only a limited number of such plants. The situation has been alleviated to some extent with new plants having been erected near Richmond, Va., and Lansford, Pa. Experiment Stations of the Federal Bureau of Mines at Tuscaloosa, Ala., Norris, Tenn., and College Park, Md., have investigated types and sources of potential raw materials such as clays, shales, and slates, as well as methods and procedures for utilizing these materials for their conversion into aggregates, and have published the data as a Bureau of Mines report.' Structural Uses of Lightweight Aggregates: Production of masonry blocks in the United States has averaged close to a billion units a year for the past three years, and of these it is estimated that more than 40 pct consisted of the lightweight type. It is anticipated that the future will witness an increase in this percentage in view of the superior insulating properties, decrease in dead weight, and ease of handling, transporting, and laying units of this type. Lightweight aggregates are used extensively in multistoried buildings in which the weight of the walls and floors is carried by a structural steel framework. The substitution of a lightweight concrete for normal concrete in a building of this type has brought about in many instances some or all of the following advantages:
