The annual meeting of the Mining and Metallurgical Society of America was held on Tuesday, Jan. 8, 1918, at the Engineers' Club, New York, to elect officers and councillors for the ensuing year, to receive the reports of its retiring officers, and for the transaction of any business which might properly be considered. As usual, the meeting was divided into two sessions; the first, more properly the business session, was called to order at 2:30 p.m., with an attendance of 17 members; the second session took place at 8:30 p. m., immediately following an informal dinner, at which 40 guests and members participated. The latter was particularly interesting because it gave the meeting an opportunity to absorb first-hand information regarding the present crisis in Russia. Messrs. F. W. Draper and J. P. Hutchins, the latter a member and long resident in Russia, were the speakers of the evening.

THERE have been two important accomplishments of the Truman administration; the Hoover Commission report on inefficiency and waste in government and the report of the Paley Commission on the natural resources of the United States. Both reports are in the interest of the American people and should transcend the boundaries of political parties. Both reports are starting points for the formulation of policies which must be continuously revised to meet changing conditions. Regardless of the outcome of the election the principles embodied in these two great documents must be kept alive. The Paley report is right in our own bailiwick of mineral raw materials and it behooves us to study it carefully as our responsibility to posterity. To those in the mining industry who have limited their field of observation to moving rock or to metal prices it may come as a surprise that our production of such staples as copper, lead, and zinc has fallen behind increased requirements to the point that substantial tonnages must be imported. Iron ore is next on the list and everybody knows that such metals as tin, tungsten, chromium, manganese, nickel, and cobalt are imported almost exclusively. The crisis in raw materials pointed up by the Paley report has been reported annually by Elmer Pehrson and others to small gatherings at the Mineral Economics Division sessions at the Annual Meeting for as long as we can remember. In September 1949, the United Nations Economic and Social Council held an international resource conference at Lake Success which disclosed these same grave conclusions: - Consumption of raw materials is multiplying at an alarming rate, faster than discoveries or replacements are being made. - Production has been wasteful and utilization lavishly beyond enginee¬ing and practical requirements. - Industrialized nations are depleted and many raw materials consumed by industry are not found in the industrialized countries. - Nations formerly exporters of raw materials are increasingly building their own consuming industries. - Political forces in the world are limiting access to raw materials. The Paley Commission selecting the quarter century, 1950 to 1975, to project raw material requirements for the United States, pointed out obstacles to meeting these requirements, and made recommendations for procurement. It is not important that we disagree that cobalt consumption will reach 344 pct of present, or fluorspar 187 pct when iron and ferroalloys are only expected to increase 75 pct. What is important it that the fabulous appetite of the United States for mineral raw materials has consumed more since World War I than was consumed by the entire world in all recorded history prior to 1914. And, unless the people of the United States are satisfied to remain at their present standard of living (which is unthinkable) this consumption is correctly plotted by the Paley Commission as continuing to expand. If the U. S. is to continue on a course of progress, it must procure raw materials wherever it can at the lowest possible cost. Natural resources are clearly an area in which the broadest cooperation between industry and government must exist to achieve efficient exploitation, economic consumption, and expansion of sources of supply. The message of the Paley report requires action comparable to that of the North Atlantic Pact. Its implication is as significant as military preparedness. It is a world problem. It is a mining engineering problem. Don't let it die!

The American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers have established the . Engineering Societies Employment Bureau under the management of their Secretaries. One of the purposes of the Bureau is to keep in touch with all engineering firms with a view to supplying them with desirable men. Plans are under way to assist in placing men who are retiring from the government service. The Bureau is not intended to be exclusively for the benefit of unemployed members, of the Founder Societies; non-members who are introduced properly will be registered. Information, registration forms, etc., may be obtained from the office of the Bureau, Engineering Societies Building, 29 West 39 Street, New York, Room 903.

NATURAL GAS was secured in the Trenton limestone near Findlay, Hancock County, in 1884, and oil in the following year. Drilling was rapid so that the production increased by leaps and bounds; in 1896, it exceeded 25,250,000 bbl., the maximum for the field. Since that time, the yield has decreased steadily and in 1921 was only 1,447,243 bbl. The territory extends as an arc of a circle from near the western end of Lake Erie southwest into Indiana, which it enters in Adams and Jay Counties. Sixteen counties are listed in Ohio but five of them combined had a new production of only 264 bbl. and they might well be omitted. Progress in the Trenton limestone field of northwest Ohio in 1923 is shown in Table 1.

The Engineering Council met on October 11 in the rooms of the American Society of Mechanical Engineers, Engineering Societies Building, New York. The Rules Committee submitted a draft of rules for the admission of other societies to the Council and progress was made in their consideration. The Committee on Public Affairs reported on a number of requests that the Council support pending or proposed legislation. Remedial laws intended to promote hydro-electric development were favored and Council voted to offer its cooperation to the United States Chamber of Commerce which is interesting itself in this matter. A movement to coordinate, unify and strengthen the work of various engineering committees cooperating with the federal authorities at Washington was favorably considered. Messrs. H. W. In our investigation of the Behavior of Calcium Sulphate at Elevated Temperatures with Some Fluxes,' we incidentally studied the decomposition of ferric oxide when heated in a current of dry air. We found that at 1,500° C., with 15-min. periods of heating, Fe²,O³, hardly changed in weight, the greatest loss being 0.23 per cent., and we therefore concluded that the compound remained unchanged at 1,500° C. in a current of dry air. In a more recent experiment we heated Fe²,O³, in a current of dry air and found that there was a decided loss in weight. Two separate but closely related projects now under construction on the St. Lawrence River- the Seaway and the St. Lawrence Power Project- are providing the impetus for what may become one of the most significant economic expansions in the Northeast. By 1959, or even earlier, electric power will be flowing from the largest single hydroelectric installation east of the Rockies. Simultaneously there will come into existence a great new commercial waterway which will provide cheap transportation from the farm and industrial heartlands of the U. S. and Canada to the markets and resources of the world. When the Seaway is completed, vessels with five to ten times the capacity of those now using the Canadian canal system will be able to move from the Atlantic Ocean to Lake Superior.

(written discussion ?).-Studies of the probable future production of oil wells and fields-particularly those in the nature of the recent work by Lewis and Beal, having the object of increasing the percentage of recovery-rank, in both practical and theoretic value, very high, if indeed they do not outrank all other petroleum investigations except structural surveys. Even such surveys, although saving untold millions that might have been spent in prospecting unpromising territory, may have less ultimate value than generally supposed, for it may perhaps be argued that much if not most of the condemned territory will sooner or later be tested-some is already productive-and the most that can be rightly claimed is the recovery of cream first; also that the consumption of the richest portions first cannot be extenuated, as it might with some resources, on the ground that if the best is not taken now it will deteriorate.

WE produce Charles Van Ormer "Charlie" Millikan as living proof that man need not make a loud noise to be heard. His quietly affable, analytical, and soft-spoken manner in the face of all problems belies his ability to "get tough" when the situation demands it. As a chief engineer with many responsibilities for the success of a large producing company there must have been many occasions to tempt Charlie to excitement, but there are few, if any, who can say they saw him yield. He has an abiding faith in the benefits of hard and persistent work and will not admit the existence of a problem that cannot be reduced by it.

The apparent high radiation resistance of two varieties of maraging steel is described and an indication is given of some phenomena that require further study. Two aspects were included in this work: a) effects of neutron irradiation on the room-ternperature tensile properties of 18 Ni (250) maraging steel; b) effects of neutron irradiation on the room-temperature tensile properties and on the impact resistance of 12 pct Ni-5pct Cr-3 pct Mo maraging steel. Subsize tensile and impact test specimens were used. The 18 pct Ni steel was irradiated to a neutron fluence of 3.3 x 10 n per sq cm (>1 mev). The 12-5-3 variety was irradiated to two neutron fluence levels: 1) 1.5 x 10 per sq CTTL (>I mev) 2) 3.1 x 10'9nper sq cm (>1 mev) In all respects both varieties showed unusually high resistance to change in strength and ductility after neutron irradiation. There was no noteuorthy over-aging in fully aged specimens. The aged 18 pct Ni variety showed a 4 pct drop in yield strength upon irradiation with little or no decrease in ductility. The aged 12-5-3 variety showed a 5 pct increase in yield strength on irradiation with a very slight decrease in ductility. The impact transition of the 12-5-3 variety only increased 35 to 45 Co upon irradiation, and the shear energy fracture value for the subsized specimens decreased only half as much as expected frorn experience with conventional steels. THE development of new reactor concepts and nuclear technology now depends to a large extent on the availability of new alloys capable of operating in stringent reactor environments. One of the most important new types of metallurgical material that has been developed in recent years is the maraging steels. This type of alloy is notable for its remarkable retention of toughness at high strength levels. In the course of a research program which incorporated ambient temperature radiation effects studies to determine the mechanisms of strengthening of 18 pct nickel maraging steel,' it became evident that the resistance of the alloy to neutron-induced changes in mechanical properties should be studied. This paper is to present evidence for the apparent high radiation resistance of maraging steel. The experimental program was in two parts: a) Effect of neutron irradiation on the room-temperature tensile properties of 18 Ni (250) maraging steel. b) Effect of neutron irradiation on the room-temperature tensile properties and on the impact resistance of 12 pct Ni-5 pct Cr-3 pct Mo maraging steel, a cobalt-free alloy. EXPERIMENTAL PROCEDURE 18 Ni (250) Maraging Steel. Tensile test specimens were machined to the dimensions shown in Fig. 1 from $-in.-diam hot-rolled bar of the composition shown in Table I. All specimens were austenitized for 1 hr at 1500°F (815°C) in argon and water-quenched. Half of the specimens were then mar aged for 3 hr at 900° F (482°C) in argon. The specimens were irradiated in a fast neutron transformer rod at approximately 120°F (50°C) to a neutron fluence of 3.3 x 10 10 n per sq cm (>1 mev). The irradiation was performed in the NRX reactor of Atomic Energy of Canada, Ltd., at Chalk River, Ontario, Canada. In all cases, the thermal neutron flux was three times as high as the reported (> 1 mev) fluxes. The room-temperature tensile tests were performed with an Instron tensile testing machine operating at a crosshead speed of 0.05 in. per min. The purpose of this paper is to review the history of the Drumlummon, one of the famous old mines of the West. Mining engineers, when sent to examine new mines in old districts, or, to decide whether an old property, under new conditions, will pay to reopen, have had difficulty in learning anything authentic regarding workings which are under water, and historical facts about the working character of the ore, the total production, and the value of the ore with increasing depth. 'Not many years elapse after the pumps are pulled, before maps, books and records are destroyed, and the value of the publications of the Institute would be increased if they contained the history of many old mines now abandoned. The unsuccessful efforts of the writer quite recently in trying to obtain reliable information about a gold mine which was reported to have produced several million dollars between 1880 and 1888, the workings of which are now partially caved and under water, impressed upon his mind the desirability of having a permanent record of old properties. In this particular case, the owners insisted that under present conditions of improved methods of treatment —particularly by the use of cyanide, which was not an applied process when the mine was operated, the property could be made to pay a handsome profit on ore left in sight in the old workings, but no assay records could be found to confirm these assurances, and even the records of bullion shipments had been destroyed. If surveys and maps were made as the work progressed, no trace of them could be found, and therefore opening of the ground through a new shaft and drifts therefrom would be attended by some risk while exploring near the old workings. Fatal accidents by flooding under these conditions have occurred, and as an evidence that miners have fears of such dangers, it was urged upon the Mining Committee during a recent session of the Montana Legislature, by a delegation of

Steel has occupied such a prominent position in most minds during the last thirty years, particularly since the introduction of the basic open-hearth process (by which the field from which the raw material could be obtained has been so widened), that little attention has been made to improvements in puddling iron. In fact, the general tendency seems to have been to accept the prediction that puddled iron is doomed. Events have in a measure justified such a forecast, due in large part to the introduction of mechanical appliances and operations with large units in the manufacture of steel, from which much lower costs have resulted. But this general tendency has met checks in certain directions. This is notably the case where the finished product is a welded one, or is subject to oxidation, to shock or to vibration; and, as far as the writer's observation goes, the bond (which is largely a mechanical one) is not as close and lasting between steel and tin or zinc as between iron and the same materials. The field still open for puddled iron is, therefore, a large one, provided the low costs of steel-manufacture can be approached. The process of puddling is one of the most interesting in the metallurgy of iron, as the reactions and the changes effected are apparent. The subject has had the strongest fascination to the writer from boyhood, and has led, not unnaturally, to a close study, which long ago resulted in the conviction that it could be successfully carried out with large units and by mechanical means. That others have also drawn these conclusions is shown by many undertakings, though there have been few such attempts during the last twenty-five or thirty years. After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. The striking feature of these trips, related to this paper, was the dry river and creek beds at a time of year not the dry season. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. Another idea which might be investigated is to line canals and ditches with some water-repelling mineral like pyro-phyllite. Perhaps a comparatively thin sprayed-on

(later the Shell) in 1920, at Hanger, Texas, became district geologist at Shreveport, and after two years was transferred to the production department, where he has been for the past fifteen years. His jobs have ranged from a modest field engineer up to assistant production manager. During this time hc has successively resided in Texas, Louisiana, Missouri, Louisiana, Oklahoma, Missouri, Texas, The Hague (Holland), and Texas. The orientation relationships resulting from allotropic transformations and the formation of segregate structures in metals and alloys have been the subject of the eight earlier papers in this series'. A brief summary of orientation studies has also been given by Sachs2. A survey of these papers discloses that the factors that determine the orientation relationship of a precipitated phase to its parent solid solution, as well as the outward form and appearance of the new phase, are not completely understood. It is now evident that crystallographically analogous systems, as a rule, exhibit the same type of Widmanstatten figure and orientation relations, so that useful information is not to be expected from examination of a new alloy involving lattice combinations of which the orientation relationships are already known. Therefore, the determination of the relations existing between lattice types that have not already been studied seems to be the most promising mode of attack upon the problem; both of the systems reported in this paper represent new combinations of lattice types. A. The Mg-Mg2Sn System The magnesium-tin equilibrium diagram given by Hansen3 shows the phase Mg2Sn to be the only intermediate phase. The solid solubility of Sn in Mg decreases from 14.8 weight per cent at the eutectic temperature, 561' C., to 2.3 per cent at 450°, while no solid solubility of Mg in Mg2Sn has been observed. The crystal structur: of Mg is close-packed hexagonal with a0 = 3.202 A. and co = 5.199 A.4, while Mg2Sn is of the CaF2 type with a. = 6.78 A., with four molecules in a unit ce115,6. Alloys from two different sources have been used: (1) those supplied by the Dow Chemical Co., which contain 6 and 8 weight per cent Sn, and (2) those prepared in this laboratory, containing 8 and 13.5 per cent Sn. The Library Board of the United Engineering Society is desirous of bringing closer to you the facilities and usefulness of your splendid Library. To that end, they have inaugurated a Service Bureau whose duty it shall be to maintain such a staff of expert searchers and translators as to insure prompt and thoroughly efficient service to those of our members whose absence from New York makes it inconvenient for them to pesronally consult the books and periodicals on our shelves. The Service Bureau is also arranging to keep such members as may desire it, posted on the current publications of any engineering subject in which they may be specially interested. The Charter of the United Engineering Society does not permit the Library to carry on any work of a commercial character and, therefore, the prices charged members for this service have to be kept down to a merely self-supporting basis. All the work done by the Library Service Bureau is strictly confidential.
