The Subcommittee on Manganese, of the A.I.M.E. Committee on Industrial Preparedness, prepared under date of Jan. 24, 1924, for and at the request of the War Department, a confidential report on manganese as an element in the problem of national defense. This report was later released and published, in slightly modified form, as a separate pamphlet. After the lapse of eight years, in view of the vital position of manganese in the problem of industrial preparedness agenist a war emergency, the War Department made a request to have the onclusions of 1924 reviewed and brought up to date. To comply wi' this request the manganese subcommittee was reconvened and ex' tive studies were once more made of the entire subject of mang? . A new report, with specific recommendations, was submitted + War Department in February, 1932. This second report, with 4. L specific conclusions and recomrnendations expressed to the War Department omitted, has now been released and is hereby published. Following a rather brief discussion of uses of manganese and classification of manganese ores, requirements and sources are dealt with at some length. Domestic ferro-grade reserves are estimated on the basis of price and are shown by means of a curve where tons of metallic manganese are plotted cumulatively against prices ranging from 50¢ to $1.00 per unit; thereby indicating at a glance the tonnage which the Committee believes would become commercially available at any particular price per unit. Foreign sources of ore are described and foreign prices which the domestic producer must meet are considered. The question of a war-emergency reserve is then analyzed, requirements are balanced against apparent resources, and the principal conclusion that emerges is that a war reserve or stockpile is still vital to national defense.

The title of my talk, "What Happened to the Uranium Boom?" is old news. Certainly it is for this group. All of us that make our living in uranium know that the boom of the last half of the 1970's is over. U.S. production has been exceeding consumption by more than two to one. Mines and mills are closing and yellowcake prices have been dropping for over 20 months. The gloomy outlook for the industry in the near term has been well documented by soothsayers of various descriptions, your daily newspapers, and in the Nuexco Monthly Reports. I'd like to attempt to describe the next upturn in the market (speculate, really) based upon the clues we're seeing now. In order to do that, I'd first like to go over briefly, some of the market factors that contributed to the recent price drop and resultant production cutbacks, and then hypothesize on the way these factors are changing and will change. Market prices are greatly affected (maybe even entirely determined) by buyer perceptions. This is particularly true with uranium, because of the long lead times associated with nuclear plant construction and also with conventional mine/mill development. Before the price rise (say, 1975) utility uranium buyers believed that: 1) U.S. producers would have difficulty expanding to meet U.S. demand. 2) Australian and Canadian production was essential to avoid shortages in the early 1980's. 3) Uranlum prices would continue to rise as demand exceeded supply. 4) Enrichment capacity would become inadequate. It was thought necessary, therefore, to build enriched inventory in the early 1980's for use in the late 1980's. Artificially accelerated expansion of the uranium producer industry was necessary to accommodate anticipated enrichment demand. Current perceptions are largely the opposite. These are the beliefs that were held most of this year and late last year as prices dropped. 1) U.S. production is far in excess of domestic need. Contraction of the U.S. production lndustry is necessary. 2) Canadian and Australian supply is optional and not essential. Producers in those countries are expanding mainly by displacing higher cost production and not because they fill a void, 3) Prices may be essentially stable for some time. 4) Enriched uranium is in excess supply. That is 1981. 1982 is shaping up to look like this: 1) Prices will have bottomed out. (That is not Nuexco's opinion necessarily, by the way, but it is my opinion.) 2) There will still be substantial utility inventories, but fewer spot sales. 3) Canadian and perhaps Australian sellers will have made substantial sales in the U.S. and will be aggressively seeking more. 4) U.S. production will have been dramatically curtailed. U.S. utilities that wish to con- tract long term will have difficulty in finding domestic sellers. Concern will develop about the availability of U.S. production capability. Virtually all long term con- tracts signed will be with non-U.S. sellers. 5) An awareness will begin to develop among U.S. buyers that we are approaching a period of dependence upon foreign uranium (which will be true). The history of the uranium market has been one of dramatic changes and overreaction to those changes. The rapid price rise of a few years ago generated excess U.S. production capacity and the rapid price drop of the last two years will almost certainly result in too little capacity. It will soon be difficult for U.S. buyers to buy domestic material except on the spot market. The question is, "will they care?" The lack of demand, of course, is the underlying reason for the current poor health of the uranium industry. In 1972, 1973 and 1974 collectively, there were 105 nuclear reactors ordered in the U.S. That ordering rate was expected to continue and accelerate throughout this century. In 1975, 1976, 1977, 1978, 1979, and 1980 altogether, there were 56 more reactors cancelled than ordered. The net growth of our only customer since 1974 has been a negative 56. TO put this in perspective, if these 56 reactors were operating now it would more than double present U.S. uranium consumption. Underlying lack of demand is something that is simply not going to change in this decade. Time is going to be required. The NRC indicates that the maximum feasible number of new reactors that can be licensed each year is six. That would increase uranium consumption by only 10% per year. New reactors, if ordered tomorrow, would not generate new uranium demand until after 1990. None of the currently used methods of testing bentonites as binders for strengthening iron ore pellets is entirely adequate by itself. Since more knowledge was needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced, attention was paid to possible new techniques for rating bentonites. With the structural nature of bentonites — in particular, the montmorillonite component — the possibility of rating bentonites on the basis of zeta potential was investigated. These bentonites were also rated by conventional tests and measurements, including colloid content, barrel yield, pH, chemical analysis and physical tests on green and dry pellets. A mechanism for pellet bonding based on electro-kinetic forces between the bentonite and the iron ore concentrate appears to be feasible. In pelletizing, from 6 to 18 lbs of bentonite is added per ton of concentrate to give strength to the green and dry pellets. In some operations even more bentonite than is required for strengthening purposes must be added for moisture adsorption to pennit balling of the concentrate. Since bentonite is thus a major item in pelletizing, more knowledge about the way in which bentonites act as binders and better ways of rating this ability would help in the difficult job of selecting the right bentonite for a given concentrate. The fact of the matter is that although several methods are in current use for testing bentonites, none of these methods are consistently foolproof. For example, a given bentonite may rate high by several standard tests yet turn out to be a poor binder, and of course the reverse also occurs. Actually, more knowledge is needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced. In this study attention is therefore paid to possible new techniques for rating bentonites. With the structural nature of bentonites as a starting point, we investigated the possibility of rating bentonites on the basis of the zeta potential, i.e., the electrokinetic ootential on the montmorillonite colloids — the main component of bentonite binders. The zeta potential technique was applied to a range of commercial bentonites from several areas in the U.S. and abroad. MY conclusions apply to the engineer in California ore hunting; and, because the product has been overwhelmingly gold, that means gold-ore hunting. But, I wish to think of ore hunting, not as employment for engineers, but as engineering. I wish, moreover, to think of it as productive of ore in significant quantity. The small mine, even if good, means little. Only new districts, or large extensions of old districts can engage our attention here. The conclusions are summarized as follows: (1) The bright color of California mining history comes from the suddenness and intensity of its outburst of gold. Had the mining been averaged from the start, it would soon have become dimmed among greater industries. For fifty years, California has proceeded as an agricultural, timber and oil, but not a mining region. 1

Due to falling metal prices and depletion of ore reserves, lead- zinc mining in the Leadville, Colo., area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Co. and Asarco, with Asarco being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Co. of Salt Lake City in conjunction with the central engineering department of Asarco. The plant was constructed by Stearns-Roger Corp. Construction began in the spring of 1970 and the plant went onstream in April 1971.

Measurements have been mode of the effects of tempering and austenitizing heat treatments, the work-hardening characteristics, and the effects of test temperature and strain rate on the properties of a low-carbon Fe-18 pet Ni martensitic alloy. In many respects the alloy behaved quite similarly to cold-worked iron. One notable quality was the excellent ductility at temperatures as low as 20°K. Many of the qualities of the maraging steels could he related to the properties of the Fe-Ni matrix. THE 18 pet Ni maraging steels have demonstrated that unusual combinations of strength and toughness may be obtained by age hardening a low-carbon Fe-Ni martensite matrix.' These properties must, to some extent, reflect the properties of this Fe-Ni matrix, and therefore an understanding of the properties of this matrix is a prerequisite to a complete understanding of the steels. There have been several recent studies of Fe-Ni-C martensites, but not much attention has been paid to alloys with very low carbon contents. At low carbon levels the crystal structure of these alloys is essentially bee.2 Electron transmission microscopic examination of a 20 pet Ni binary alloy showed martensite platelets separated by low angle boundaries.3 Plastic deformation of the low-carbon alloys has been shown to proceed by wavy glide.4 The hardness of these martensites is typically RC 28, and their yield strengths are 70 to 80 kg per sq mm.2, 5 Their ductility is excellent. Room-temperature tensile elongations of 18 pet and reductions of area of 70 pet have been observed in an Fe-18 pet Ni binary alloy.5 These observations have provided a qualitative understanding of the flow characteristics of these alloys. To date, however, no thorough study of their properties has been made. In particular, it is not known to what extent the deformation characteristics of low-carbon martensites are similar or dissimilar to those of pure iron or other bee metals. The present work was undertaken to provide more detailed information on the flow characteristics of a low-carbon Fe-18 pet Ni martensite. PROCEDURES, RESULTS, AND DISCUSSION Materials. A 40-lb heat of the Fe-18 pet Ni alloy used in this study was made by vacuum-induction melting. The charge materials were electrolytic iron and electrolytic nickel. A carbon boil was used to achieve deoxidation. After the boil the heat was refined by additions of 0.1 wt pet Ti and Al. These additions are commonly used in the maraging steels to keep the carbon and nitrogen contents in solid solution at a minimum. After casting, the heat was

IT has been shown by numerous studies that the orientations of new metal crystals are determined by the orientations of the crystals in the original matrix, whether these new crystals are formed by recrystalliza-tion, by precipitation from solid solutions, or by transitions in the solid state. The orientations of crystals formed by recrystallization of cold-worked worked metals that bear preferred orientations are occasionally simply related to the initial preferred orientation; often, however, the relation-ship is not simple, but complicated and obscure in origin.1 The orientations of crystals formed by precipitation from solid solu-tions have been shown by many studies in this and other countries to be determined by the orientation of the crystals of the solid solution stable at the higher temperatures, though here again complicated cases have been found and no general theory is available .2 Related to this latter class

weight, and deflection, and recommends that the Pennsylvania Railroad Company denland that rails be made on specifications, based on these six variables, so narrow, that to fill them would cause the constant rejection of enormous quantities of steel, and a consequent enhancement of the price of rails, probably ten or twenty per cent., without any certainty that such rails would be any better than those the steel-mills are now making. I earnestly hope that the investigation which Dr. Dudley has so ably carried on will be continued. I hope the Pennsylvarlia Sailroad Company, or preferably a combination of several railroads, will institute the prolonged investigation which I think will be necessary to solve this deep problem; that they will take a hundred or more rails, watching and noting down carefully every detail of their manufacture as well as their analysis; that they will be carefully weighed before, during, and after service; that their crop-ends will be tested before service, and the rails themselves after removal; that all the sources of error which Dr. Dudley admits in the present investigation may be removed, and that enough facts may be gathered and tabulated so that the conclusions which may be drawn from them may be apparent to every one without labored discussion or heated argument. But I venture to prophesy that after this investigation shall have been completed, and a formula adopted which shall be satiefactory to both manufacturers and consumcrs, that formula will not be the one now under discussion. I hope Dr. Durlley will pardon me if I have been unduly severe in my criticism, and consider that I have written my remarks hastily and at a time which should have been given to needed rest. I differ with him only as regards the conclusions which he has drawn. I appreciate the value of his labors, and only make public my own conclusions in the hope of contributing to the advancement of the science of steelmaking, in which we are ail so deeply interested. Dr. August WENDEL, Troy, K. Y.: Dr. Dudley's last paper gives, certainly, very valuable and interesting information regarding the wear of rails under different conditions. His results concernillg the composition of rails, explotle, rather startlingly, some old theories regarding the wear of rails, and 1 think after his formula is silnplified it will be one good formula to work by. PRODUCTS made from the ores of the sillimanite group, and synthetic substitutes for them, have unique properties, and service tests prove that they are playing, and will continue to play, a major part in improvements in metallurgical processes. Also, they are examples of how comparatively useless, rare, or "museum" minerals have been made available in commercial quantities. Until research developed uses for them, the minerals had been observed only in small, scattered masses, or crystals. Improvements in ceramic processes and compositions have come about very gradually. In the last 10 or 15 years, several outstanding developments have been made. Of greatest interest to the mining and metallurgical engineers are those affecting the composition, necessitating the mining of new minerals, and improvements in ceramic products used in metallurgical processes.

The flotation technique as employed by Florida phosphate producing companies for the beneficiation of fine phosphate particles has been standardized over the years. Lower recoveries of coarse Phosphate rock by froth flotation technique, however, led to the development of new methods based on skin flotation of phosphate agglomerates. Recent developments of floating coarse rock in large flotation machines have not yet convinced the rock Producers of their higher separation efficiency. It is interesting to note that the selection of a particular machine is still bared on equipment preference by an individual company as well as proven performance of a particular machine for upgrading a specific material. Various techniques which have been developed to beneficiate the coarse phosphate rock have been discussed. Performance of the individual techniques is presented.

A week-long educational program and two-day symposium on applying the fluidizing reactor to the minerals industry drew more than 100 engineers to the University of Arizona at Tucson several weeks ago. The educational program, intended for engineers who will work closely with the reactor, attracted registrants from all sections of the U. S. and Canada. Meeting at the College of Mines on February 23 for a full week of intensive classwork, the engineers ploughed in with enthusiasm. Eight hours daily of lectures and laboratory work were followed by a generous helping of homework supplied by Professor Sigmund L. Smith, who directed the course. The study program was completed on Friday and the following Monday marked the start of a symposium of technical papers covering a wide variety of operations and new ideas.

Y.).-It may be n matter of some interest that sodium cyanide is now being made commercially by melting together in an electric furnace calcium cyanide with a common salt, which produces calcium chloride and sodium cyanide. It seems to me entirely possible that you have here about the same results that would be obtained by melting calcium chloride and ordinary cyanide together, only you obtain it a good deal cheaper. There is no doubt about that reaction once it is being carried on on a large industrial scale for the manufacture of cyanide for other uses. I think probably the same, thing takes place here, with the possible exception of lowering the melting point due to the presence of the calcium chloride.

Safety records in the mineral industry for 1954 will do well to hold their own as compared with 1953, because of the poorer rate in the coalmining branches, even without the recent mine explosion at the No. 9 mine of the Jamison Coal & Coke Co., Farmington, W. Va., that killed 16 persons. .The cause of that disaster has not yet been ascertained. The metal-mining branch appears to have improved its record over the last year, however. Health Diesel equipment continues to be favored in non-coal mines. Equipment includes locomotives, trucks, tractors, and muckers. Of major concern and interest is the establishment of a new threshold limit for oxides of nitrogen-5 ppm as compared with 25 ppm. This gas is the most harmful component of diesel-engine exhaust gas

-4s a result of world economic conditions brought about by the European war and the consequent loss of European markets for Venezuelan crude, production in Venezuela decreased from 205,433,000 bbl. in 1939 to 186,134,000 bbl. in 1940, or 9.4 per cent. This decline interrupted a steady annual increase in production from the country, which had been continuous since 1932. The Maracaibo Lake Basin in western Venezuela accounted for 135,738,000 bbl. during 1940, or 73 per cent of the total, as against eastern Venezuela's production of 50,396,000 bbl., or 27 per cent of the total for the country. Corresponding figures for 1939 were 167,688,000 bbl., or 82 per cent of the total from the Lake Basin, and 37,744,000 bbl., or 18 per cent from the east. These comparisons indicate the increasing importance of the newer developments in eastern Venezuela, but it is unlikely that production from the east will ever exceed that from the west. In all, 429 new wells were completed in Venezuela during 1940 as compared to 438 in 1939. Of the 1940 completions, 411 were in proved areas and 18 were wildcats; 389 (95 per cent) of the exploitation wells drilled were producers, I was a gas well and 21 were dry holes, while 6 (33 per cent) of the wildcats drilled were producers and 12 (67 per cent) were dry; 263 of the exploitation wells and 4 of the wildcats were in the Maracaibo Lake Basin and 148 exploitation wells and 14 wildcats were in the east, mostly in the State of Anzoategui. Exploration of the light-oil areas in the Tia Juana and Lagunillas fields was con- tinued during the year with favorable results. Along the lake shore, drilling was confined principally to fill-in wells in the La Kosa, Tia Juana, Laguni!las and Bachaquero fields, although some important semi-exploratory drilling was done in the Pueblo Viejo area between Lagunillas and Bachaquero fields. The only other developments of particular interest in the west were the successful completion of a step-out well lying to the south of the former southern limit of Mene Grande field, which adds considerable proved acreage to that field; and the failure of two wildcats that were drilled near the Colombian border to determine whether the productive sands of the Petrolea field in the Barco Concession, Colombia, extend into Venezuelan territory. In the east no new fields were discovered during the year, although five wildcats were completed as producers. Three of these, Guario No. I, Jusepin-56 and LM-I (Leona), discovered important extensions to previously proved areas and the remaining two, Cantos-I and SPN-I (Socororo), were subsequently proved to have tapped productive sands of small extent and operations in these areas have been suspended. The greatest activity in the east was concentrated in the Oficina field, where 105 new wells were completed during the year and production was increased from 22,540 bbl. per day during January 1940 to 57,627 bbl. per day during December 1940. Important development work was also done in the Jusepin. San Joaquin and El Koble fields.

SAFETY in open-pit mining receives a minimum of notoriety, but its significance in profitable and efficient operation is as great as in other methods of mining. Open-pit operators from Arizona, New Mexico, and Mexico, exchanging ideas on safety at a symposium during the recent annual meeting of the Arizona Section, AIME, discovered unanimity of opinion that the successful safety program depended on managerial and supervisory support with the vigorous cooperation of the employes. Safety Organization The operation of a safety program is dependent on the ability of management to project enthusiasm through the company organization. This requires a suitable method of communication to the supervisory and employee levels so as to approach them in a manner that will inspire cooperation. Safety committees comprised of various combinations of managerial, supervisory, and employe personnel are frequently used for this purpose. The open-cut mine of the Chino Division of the Kennecott Copper Corp., Santa Rita, N. Mex., operates its program through management, a full-time safety engineer, and two safety committees, the Departmental and Shops Safety Committee and the Central Safety Committee. The Departmental and Shops Committee consists of one employe from each department and shop and the safety engineer. The selected members serve for a period of one month. This committee meets once a month, the only representative of management being the safety engineer because it is believed that employes will speak more freely when their supervisors are not present. The duties of the committee are to report hazardous conditions and make recommendations, but the committee has no authority to approve or disapprove. The Central Safety Committee is comprised of supervisory personnel from all departments and shops, and one member of each of the five bargaining organizations. Members of this committee are permanent and hold meetings soon after the departmental group to take action on recommendations of the latter. The committee system insures participation of all levels of personnel in the accident-prevention program, thereby stimulating safety consciousness. The New Cornelia branch of the Phelps-Dodge Corp., uses three groups to conduct the safety program; the General Safety Committee, Division Safety Committee, and the operating-unit safety meetings. The unit safety meetings provide for active participation of employes in discussion of various phases of the program. Within these groups vigorous opinions regarding safety are often expressed and the workmen are critical if they recognize a digression from the adopted safe-practice procedures. These monthly discussions give the program vitality. The Division Safety Committee is composed of the division superintendent and the division department heads, and follows an established pattern in discussion of all phases of the safety program. The General Safety Committee, made up of the manager, division, and department heads, makes decisions on policies and procedures; it renders decisions on recommendations and suggestions. Management at the New Cornelia branch feels this system of safety committees and meetings has been active in advancing the program. Corresponding figures for 1939 were 167,688,000 bbl., or 82 per cent of the total from the Lake Basin, and 37,744,000 bbl., or 18 per cent from the east. These comparisons indicate the increasing importance of the newer developments in eastern Venezuela, but it is unlikely that production from the east will ever exceed that from the west. In all, 429 new wells were completed in Venezuela during 1940 as compared to 438 in 1939. Of the 1940 completions, 411 were in proved areas and 18 were wildcats; 389 (95 per cent) of the exploitation wells drilled were producers, I was a gas well and 21 were dry holes, while 6 (33 per cent) of the wildcats drilled were producers and 12 (67 per cent) were dry; 263 of the exploitation wells and 4 of the wildcats were in the Maracaibo Lake Basin and 148 exploitation wells and 14 wildcats were in the east, mostly in the State of Anzoategui. Exploration of the light-oil areas in the Tia Juana and Lagunillas fields was con- tinued during the year with favorable results. Along the lake shore, drilling was confined principally to fill-in wells in the La Kosa, Tia Juana, Laguni!las and Bachaquero fields, although some important semi-exploratory drilling was done in the Pueblo Viejo area between Lagunillas and Bachaquero fields. The only other developments of particular interest in the west were the successful completion of a step-out well lying to the south of the former southern limit of Mene Grande field, which adds considerable proved acreage to that field; and the failure of two wildcats that were drilled near the Colombian border to determine whether the productive sands of the Petrolea field in the Barco Concession, Colombia, extend into Venezuelan territory. In the east no new fields were discovered during the year, although five wildcats were completed as producers. Three of these, Guario No. I, Jusepin-56 and LM-I (Leona), discovered important extensions to previously proved areas and the remaining two, Cantos-I and SPN-I (Socororo), were subsequently proved to have tapped productive sands of small extent and operations in these areas have been suspended. The greatest activity in the east was concentrated in the Oficina field, where 105 new wells were completed during the year and production was increased from 22,540 bbl. per day during January 1940 to 57,627 bbl. per day during December 1940. Important development work was also done in the Jusepin. San Joaquin and El Koble fields.

The flotation technique as employed by Florida phosphate producing companies for the beneficiation of fine phosphate particles has been standardized over the years. Lower recoveries of coarse phosphate rock by froth flotation technique, however, led to the development of new methods based on skin flotation of phosphate agglomerates. Recent developments of floating coarse rock in large flotation machines have not yet convinced the rock producers of their higher separation efficiency. It is interesting to note that the selection of a particular machine is still based on equipment preference by an individual company as well as proven performance of a particular machine for upgrading a specific material. Various techniques which have been developed to beneficiate the coarse phosphate rock have been discussed. Performance of the individual techniques is presented.
