THE benefits derived from stabilization of industry that might possibly be attained through some scheme of centralized economic planning have been much discussed of recent months, and opinions on the subject range from those who believe that some agency like the War Industries Board would be practicable to create and wholly beneficial in effects, to those who are equally convinced that none of the suggestions so far advanced are at all practicable, or likely to be productive of more of good than of evil. The discussion has been on the general topic, but-many of those who have written or spoken on it have introduced economic problems of the pinera1 industry; for example, Newton D. Baker, who referred to the coal industry in his address on economic planning at the Williamstown Institute of Politics on July 31, and then went on to say, "Industrial progress is made by the development of new things, but new things upset the equilibrium of any plan. Who could have planned the industrial effects of the development of the railroads, or the economic changes which you have seen attend the development of the internal combustion engine. Obviously, unless we are prepared to put world economics in a strait-jacket and, like the encyclopedists, write its full history on the theory that further progress is impossible, no such plan could be made for nations which are forging ahead as is entirely rational for nations which are still catching up."

LONGHOLE drilling with a heavy type percussion Leyner drill, jointed steel rods, and a tungsten carbide insert bit was investigated while drilling and working a quartz barite brecciated rock. Procedure and practice were developed and its suitability for tackling pillar and sill recovery proven and extended to regular stoping at Torbrit. Torbrit, as the name implies, is a contraction of the Toric property and the Britannia Mining & Smelting Co. Ltd., the former owners. This silver property, with minor amounts of lead, zinc, and rarer sulphides of little or no economic value, was discovered in 1916 from an outcrop in the Kitsault River, 18 miles north of Alice Arm Post Office, in the Portland Canal Mining District, B. C.

Long-distance transportation of solids by hydraulic pipelines holds promise of great economic benefits. In most mineral processing plants today, moving of solids in slurry-form by pipeline is commonplace. Yet in spite of this, the method is slow in being adopted on a broad scale for moving solids over distances of many miles. This is especially surprising in view of the successful realization of two daring ventures in long-distance solids pipelines in this nation within the last five years. One is the 72-mile long, 6-in. diam. pipeline of the American Gilsonite Co. which has been satisfactorily transporting 700 tpd of gilsonite from the mine at Bonanza, Utah, to the processing plant at Grand Junction, Colo., since April 1957. The other is the 108-mile long, 10-in. pipeline of the Pittsburgh Consolidation Coal Co., which has been transporting about 4000 tpd of finely crushed coal from the mine at Cadiz, Ohio, to the Eastlake Power Plant of the Cleveland Electric Illuminating Co. since January 1958.

WITH the growing complexity of ore dressing processes and the diversity of equipment, efficiency control has become increasingly important in beneficiation. In the case of iron ore dressing, there have been sporadic attempts1-3 to establish the optimum separation for various ores so that grade and recovery would be readily predictable. But no rigorous statistical analysis and graphical presentation of such tests could be found in the literature of this country. Tests Made with Iron Ores Expanding upon existing methods of plant supervision and efficiency control, an investigation was started in the ore dressing laboratory at the University of Illinois on the applicability of distribution analysis to iron ores. A sample of crude ore was obtained from the Ohio mine of Cleveland-Cliffs Iron Co. at Ishpeming, Mich., consisting mostly of alternating bands of hematite and siliceous gangue, both about ¼ in. wide. The ore was heavily coated with limonite, which often filled the cracks.

Secondary treated sewage effluent was substituted for normal process water in laboratory tests simulating froth flotation recovery of copper and molybdenum sulfides. Sewage effluent caused significant detrimental response in the flotation process. First, a voluminous, uncontrollable froth was generated, even in the absence of a frothing agent, that has little mineral carrying ability. Second, sewage effluent caused a small loss in copper recovery and a large loss in molybdenum recovery. The detrimental effects of sewage effluent on flotation were partially overcome by tertiary treatment of the effluent by activated carbon adsorption and anion exchange. The frothing problem was significantly reduced after treating the sewage effluent by foam fractionation. Dilution of the effluent with normal process water resulted in a significant improvement in metal recovery. In addition, the large loss in molybdenum recovery was overcome by using a secondary collector in a combination reagent schedule. However, the secondary collector caused an appreciable loss in copper recovery.

Drilling activity in Ohio increased slightly in 1939. There were 1020 completions as compared to 910 in 1938. During the past six years the number of completions has varied little (Table 1). Oil production in Ohio has been gradually declining since 1896, when the peak production of 23,941,000 bbl. was reached (Fig. 1). Since that date production has slowly declined to an estimated production in 1939 of 3,144,134 bbl., the lowest in 53 years. This total production is divided approximately into the following grades of crude oil: Pennsylvania, 1,185,456 bbl.; Corning, 1,261,615 Flg 1. bbl.; Lima, 578,500 bbl.; Lodi, Based on figures of U. S. .Bureau of 104,740 bbl.; Cleveland, 13,823 Mines and Oil andGas Journal bbl. Table 2 shows the prices paid for the various grades of crude oil.

The upswing in the price of gold in 1979 prompted renewed interest in the Mercur gold property by Getty Oil Company, owner and operator, and Gold Standard Inc. of Salt Lake City, Utah, currently retaining a 15% net profits interest. Extensive geological exploration work resumed to delineate the ore reserves, and metallurgical test work was initiated under the direction of A.H. Ross & Associates. This led to the development of an aqueous pressure oxidation process suitable for treatment of the refractory ores. Subsequent geostatistical studies revealed that the distribution of high refractory ore was less than previously estimated, and thus a higher return on investment could be realized if a direct carbon-in-leach process were used despite a sacrifice in overall recovery. This paper reviews the geological and metallurgical studies that led to this final process selection.

It is evident that, as the size and weight of cars have increased, the demands on the cast-iron car-wheel have become more and more severe. Fortunately, the factor of safety in the cast-iron wheel, as originally made, was so large that it was only when freight-cars approached the capacity of from 80,000 to 100,000 lb. that the question of wheels began to give some anxiety. A moment's thought will show that, as freight- and passenger-cars have increased in weight and size, a much greater duty is required of the same eight wheels than was formerly the case. In other words, although the cars have increased in capacity from 15 tons to 50 tons each, the number of wheels under a car has not been generally increased. It is true, some cars have been equipped with 12 wheels, but this construction is not the rule. Hence the duty which the wheel must perform has become much more severe, and although it was clearly able to stand some increase, there must evidently be a limit somewhere which cannot be exceeded. Meanwhile, it is the part of wisdom to make better wheels if possible, and accordingly, no little study is now being devoted to the requirements for cast-iron car-wheels; and modifications are being made, both by increasing the weight of the wheel and by improving the quality of the metal of which it is made. The desire to improve the quality of the wheel has led to the preparation of specifications for its manufacture; and within the last 15 years a more rigid scrutiny of the wheel is char-

INTRODUCTION The overall importance of the minerals industry during the next 20 years was highlighted In "The Global 200 Report to the President" (Barney, 1982) in the following terms: "The industrial and agricultural processes that are taken for granted today would be severely disrupted of any one of dozens of critical minerals ceased to be available in dependable, reasonably priced supply. Supply in turn has become highly energy intensive and international In scope ...... because resources are not uniformly distributed geographically, political considerations (also) become an Important determinant of price and trade patterns." In attempting to determine Australia’s contribution of bauxite raw materials to the world of the future, this paper necessarily also concerns itself with the alumina and aluminium industry to which it supplles the raw material. It is an industry which is energy intensive, International in scope and heavily influenced by political considerations. The aluminium industry has shown a remarkably rapid growth during the past 20 years (Fig. 1).

IN the following pages are described the history and present operations of one of the country's great mining and metallurgical organizations-the United States Smelting Refining and Mining Company. Though the articles are largely of interest to the technical man, the success of the Company as a business enterprise should not be overlooked. Almost immediately following incorporation 42 years ago payment of dividends began and the total to date has been about $140,000,000, roughly half to preferred and half to common shareholders. Founders of the Company were Boston businessmen and financiers interested in such diverse enterprises as shoe machinery manufacture, banking, newspaper publications, and stock brokerage. The legal profession also was represented. The Company is one of the few, among the leaders in the mining industry, that has resisted the urge to move its home office to New York and has always remained in Boston. Perhaps for that reason it has been regarded as a "conservative" company. Conservative or not, it has certainly spread out geographically and it has certainly put its eggs in many baskets. In addition to the precious metals and the major nonferrous metals it has ventured into coal and recently in a small way into the field of oil and gas. It seems to have a predilection for the North American Continent; for in addition to Alaska, Canada, and Mexico it has had important operations in California, Arizona, Nevada, Colorado, New Mexico, and particularly in various districts in Utah.

Discussion of the paper of WALTHER MATHESIUS, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 539 to 555. JOSEPH W. RICHARDS, So. Bethlehem, Pa.-This paper answers. partly the difficult questions which have come up as to why it is not economical to use higher blast temperatures in the smelting of Mesaba ores, such as the high temperatures used in European practices, and the answer is very plain that the ores will not stand the higher temperature. But the paper does not go into detail as to what special difficulties were found with the higher temperature of blast, and I would ask the author to kindly specify them. W. A. FORBES, New York, N. Y.-A large part of the troubles that furnace men experienced in using high-blast heats in smelting Mesaba ores in the early days of using Mesaba ores, was clue to the attempt to use these soft ores on furnaces having the same lines as the furnaces used in smelting the hard Old Range ores. As the result of observation and study, the dimensions of the lower part of the blast furnaces have been changed and the difficulties of the blast-furnace men in operating with a large percentage of Mesaba ore and high-blast temperatures have been largely overcome. The changes I refer to in particular are: (1) steepening the angle of the bosh; (2), decreasing the height of the bosh; (3) increasing the diameter of the hearth. JOSEPH W. RICHARDS.-Mr. Forbes's answer is quite satisfactory, and the moral which it points is that when the furnace is run with a higher temperature in the smelting zone, the furnace lines which were adapted for the lower temperatures are not necessarily those best suited for the higher hearth temperatures. If. enriched blast were used in a furnace, and higher temperatures run, it would be found necessary to further modify the lines of the furnace to meet the new conditions and to get the maximum output with economy. J. E. JOHNSON, JR., New York, N. Y.-It seems to me this is one of the few papers which could well have been a little longer. The data which Mr. Mathesius has given us, I think should be considered in connection with the paper which Mr. Brassert read before the American Iron and Steel Institute last spring, in which he described how they had obtained remarkable results with furnaces with steep but very short boshes; the angles have been raised to 80°, and the boshes made so short that they no longer appear as a conspicuous part of the shape of the furnace.

The Parachute Creek member of the Green River formation in the Piceance Basin, Colorado, contains vast reserves of oil shale, nahcolite, dawsonite, and other accessory minerals. The dry alkali process of sulfur dioxide removal using nahcolite (naturally occurring sodium bicarbonate) has great potential A room and pillar mining scheme has been designed to extract a nahcolite zone occurring at a depth of 472 m, from the lease application area of the Yankee Gulch joint venture. Geotechnical parameters affecting mine design will be discussed. A preliminary development plan for mining at the rate of 1000 t/d will be described in detail.

At Kidd Creek, the annual production of 4.5 million tonnes of ore has been achieved primarily with sublevel blasthole stoping. This mining method has allowed underground operations to meet the designed production capacity while maintaining an outstanding safety record. To achieve this goal, rock mechanics principles have been integrated into each facet of mining in the planning stage, in the production stage, and in various stages of ground support. This paper evaluates the two adopted mining sequences based on ground stress patterns, blasting control, ground reinforcement, backfill support, and numerical modelling for stope stability at the mines.

Although there was a very great increase in drilling activity along the fault line of south Texas during 1937 as compared with the previous three or four years, and although seven new fields were discovered, it cannot be said that any major development of importance took place. There were slightly over 550 completions during 1937, of which nearly 350 were oil wells as compared with some 275 the preceding year, of which 169 were oil wells. This increase in drilling activity was occasioned almost entirely by the greater interest in and development of Austin chalk production, principally in Caldwell, Guadalupe and Bastrop Counties. Seven fields were found, of which a brief description is given in Table 3. None has as yet assumed anything of major importance, and it is doubtful whether any will be classified as major discoveries through further development. Two were producing from the Edwards limestone, one from serpentine and the other four from the Austin chalk; the latter may be classified as extremely erratic in nature. The major discouraging feature of the year was the rise and subsequent fall of interest and importance of Austin chalk production. Many new operators came into this district to drill and produce Austin chalk oil toward the first of the year, but in the latter months the production decline from this formation was so rapid and the production so erratic that drilling operations fell off materially and interest largely abated. This was particularly true of the Branyon field in Caldwell County, and the same statement is applicable to the Pearsall field, Frio County. The latter field, covering some 5000 acres and owned and controlled entirely by the Amerada and Rycade, had early completions from the Austin chalk as high as 22,000 bbl. per day. The decline was extremely rapid and the maintained production from 17 wells is only around 700 bbl. per day after a total recovery of less than one-half million barrels. Present estimates of recoverable oil from Chalk vary from 2000 to 5000 bbl. per acre. A new process for the completion of producing wells from the Edwards limestone, particularly applicable to old producing areas, was developed, in that the penetration of the Edwards lime in drilled wells is now only 1 or 2 ft. as compared to between 15 and 75 ft. in wells drilled several years ago. DURing the summer and winter of 1918 eleven standard rigs were erected in the United Kingdom to test the petroleum prospects of- ten structures, eight of which were in England and two in Scotland. By the fall of 1921 ten of the wells were completed; the remaining one, the D'Arcy in Scotland, was stopped some months later. The tests were deep ones, five of the wells being 4000 ft. or more, the rest varying in depth between 1810 and 3918 ft. The total footage drilled was 40,047 ft. The holes were put down with standard or cable tools purchased in the United States (except the boilers). The larger sizes of casing, 10-in. and above, were also from America, while the smaller sizes were secured in Scotland. The Hardstoft well in England found a small production of high-grade oil and the D'Arcy well also encountered what is reported as a favorable showing at a depth of 1810 ft. The Werrington and West Calder wells had to be abandoned on account of drilling difficulties. The Apedale well encountered great thicknesses of ash in the Carboniferous and had to be abandoned on account of depth. The results might be summarized by saying that of the ten structures drilled upon, two yielded encouraging showings; three cannot be considered as having been adequately tested; and five produced dry holes, although in some of these small oil showings and gas were met. The total cost of the work amounted to about half a million pounds sterling, which sum includes the cost of all equipment, subsequently sold by the government. The work, under the superintendence of V. L. Conaghan, took place for the most part in the period immediately following the war—a period of high prices, labor and transportation difficulties, and unsettled conditions generally; factors tending to retard the work and affect the costs. THE first bituminous coal cleaning-plant to use the sand-flotation process1 was placed in operation on Oct. 1, 1925, at the tipple of the East Broad Top Railroad & Coal Co., at Mt. Union, Pa. The general principles governing the design of plants of this type and typical operating results of anthracite sand-flotation units have been previously outlined.2 I will, therefore, confine myself to a description of this particular plant and to some of the elements of design it incorporates. THE ORIGINAL MT. UNION TIPPLE The plant was installed to transfer coal from steel narrow-gage cars of 60,000 and 70,000 lbs. capacity to standard-gage equipment. The coal was hauled some 30 miles from the East Broad Top field. This coal, mined by the Rockhill Coal & Iron Co. and other operators, is a low-volatile slow-coking coal with- ash of high-fusion point. It is normally a high-grade coal that does not contain an excessive amount of free impurities, but it requires careful handling to secure a fair domestic yield, and, naturally, the need for narrow-gage transshipment increases the difficulty of the problem. The narrow-gage cars were discharged into an 8-car track hopper equipped with two feeders passing the coal to two 42-in. apron intake conveyors. Twin units were installed throughout in this original plant, two lump-and-egg shaking screens, two lump picking-tables, two egg picking-tables and two stoker conveyors. The stoker coal was loaded without cleaning. The loading tracks and booms were in duplicate and with the layout as originally installed either unit could be run independently, each unit shipping a different class of coal or both units making the same product.

THE hardening of alloys by the precipitation of a second phase has long been an important technological process. One approach towards improving our understanding of this phenomenon has been a correlation of mechanical properties with such parameters as particle size and inter par ticle spacing.' Several reviews of such data have appeared.2-4 A major limitation to this approach has been that for most alloys the particles are submicroscopic in size in the range of optimum hardness. Precipitation-hardening copper-cobalt alloys, therefore, are of interest, because the ferromagnetic properties of the precipitate make it possible to measure particle size, number of particles, and so forth, from magnetic measurements alone.5, 6 Livingston and Becker7 have applied these techniques to a study of precipitation hardening in an alloy of 2 pct Co in copper. It was found from magnetic measurements that nearly all the cobalt to be precipitated was out of solution within a few minutes at 600°C, whereas the peak in tensile yield stress was not attained until a much longer aging time. Thus during the first 1000 min of aging time at 600°C the Yield stress was increasing while a constant volume of precipitate was coarsening, i.e., while particle size and interparticle spacing were increasing. Peak yield stress was reached at an average particle radius of about 70A. The earlier study was confined to one alloy at one aging temperature, so that the volume fraction of precipitate was fixed and, therefore, particle size and interparticle spacing could not be independently varied. The work has now been extended to several alloys of varying percentage cobalt in copper, and to aging at various temperatures. It was hoped that such a study might clarify the relative importance to precipitation hardening of particle size, interparticle spacing, and volume fraction of precipitate. EXPERIMENT The alloys studied contained 0.7, 1.3, 2.0, and 3.2 wt pct Co in copper. They were prepared from electrolytic copper and electrolytic cobalt in a vacuum -induction furnace, worked to 3/8-in.-diam rod, and machined into tensile specimens with a gage section 1 1/2 in. long and 3/16 in. in diam. All specimens were given a solution treatment consisting of a 30-min anneal in nitrogen at 1000° C followed by a quench into iced brine. Subsequent aging was done in nitrogen and followed by a water quench. Average grain diameter was approximately 0.01 in.

The storage and retrieval of geological information is represented by a "Babel" of systems. If the energy and expense that is being expended is to be fully exploited by the earth science community, a common language and common practise is required. Interfacing, applicable in the crossover of scientific disciplines and of polyglot data collections, is neither practical nor economic in the handling of English language information. Whether a single input/output center or a locus of interlocking subcenters is established, is irrelevant. The capture of fugitive information and recapture of lost data is paramount. Existing national committees and international commissions are cognizant of the problem and are engaged with it. The time required to reach agreement may merely complicate the problem. It may prove necessary for a group of individuals to face up to the situation and take the indicated action -- facing the criticism that will probably fall on their heads. The cost of rectifying immediate mistakes may be far less than the delayed execution of a long studied plan. System designs are considered in terms of input elements and output products, various mechanical operating modes are presented, and the economics of organization and maintenance are discussed.
