The Office of Price Stabilization broke the copper price loggerhead between the U. S. and Chile when it permitted copper wire and brass mills to add to their ceiling prices 80 pct of the increase in cost of foreign copper above the 27 1/2 cents per pound specified in the agreement with Chile. Another step forward in the processing of taconite seems to have been made with the patenting of a process for the strengthening of taconite pellets. The patent was issued to Fred D. De Vaney and assigne to the Erie Mining Co., of Hibbing, Minn. Strength of the pellets is improved by adding from one to five pounds of starch or sodium silicate. A new iron ore deposit discovered on Vancouver Island will start producing soon, and is expected to yield 2 million tons of magnetite over its span of operation. A new mill will be built by the Argonaut Construction Co., of San Francisco, at the deposits of the Utah Construction Co., its parent organization. The Organization for European Economic Cooperation banned the use of nickel and nickel alloy in the manufacture of about 500 products in an attempt to conserve nonferrous metals in short supply. Some 18 members of the organization have already volunteered to restrict nickel consumption.

The New York Meeting this year will-be held from Monday, February 19 to Thursday, February 22. The Committee on Arrangements, the personnel of which is given elsewhere in this Bulletin, is making plans to duplicate the conspicuous success of last year's meeting in New York. The papers to be read at this meeting, it is believed, furnish material for interesting and profitable technical sessions and symposiums. The social features are being carefully planned since it is believed that these form an important part of such meetings; several functions are to be, given with the object of fostering the get-together, know-each-other-better spirit. Ladies are invited to attend this meeting and participate in the various affairs planned by the Ladies' Committee and by the Committee on Arrangements. In recent years geophysical prospecting methods have become well established as important steps in economically initiating new mining ventures in the field of base-metal exploration, placer mining and water-supply problems. The value of these methods as applied to these problems has been greatly increased by new and improved instruments, and a greater degree of skill in laboratory and interpretative technique. Considerable success has been attained, with subsequent drilling checking the predicted depths within 1 to 5 per cent, on problems requiring information on thickness of fill material, depth to and contour of bedrock, extent and yardage of gravels to be mined, and location of hydrostatic water table. In these applications the geophysical work gives data comparable to drilling, and at a cost of about one-fiftieth that of drilling. Discussion of several surveys with accompanying illustrations showing geophysical methods applicable to both simple and complicated placer problems are contained in the paper. The electrical instruments for measuring electromagnetic field strength and surface potentials are described, and their use, coupled with that of other geophysical instruments in modern field procedure, is noted.:

BRAZED joints and their strength have for some time been of great practical as well as theoretical interest. A good summary of the previous work in this field may be found in the reports of the Armour Research Foundation. In spite of excessive scatter in test data, the fact that the strength of a brazed joint may exceed the ultimate strength of the brazing material itself by many times continues to be of interest and of value in engineering. That this is qualitatively due to plastic constraint of the brazing material by the faying surfaces of the base metal is not in dispute, yet no complete interpretation of the data exists. The purpose of the present work is not to provide such a new interpretation, but to report new experimental data which we hope may lead to a better understanding of the important variables concerned. Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor-including metal, mineral, and fuel technicians-to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support.

THIS issue is about Chuquicamata and the new sulphide plant. Chuquicamata is moving into a new cycle of productivity; she has begun to give up the sulphide copper which lies deep-seated beneath the oxide ore zones in large but yet unknown quantity. After forty years of production, Chuqui may be likened to a strapping youngster, with adolescence and maturity still ahead. Mining operations are being projected-not for decades -but for generations. Although there are still many years of open-pit mining ahead, planning of future underground mining has been started. The bottom of the orebody is still unknown, but enough work has been done to show that Chuqui is one of the largest known copper orebodies in the world. Until recently, only the oxide ores have been mined and these have been treated at the rate of 50,000 to 60,000 tons per day by leaching. Construction of the sulphide plant was timed to coincide with reduction in production of oxide ores. The new sulphide concentrator and smelter, designed in keeping with the magnitude of the orebody, will be brought on the production line at the rate of 30,000 tons per day. The capacity of the plant now planned can be expanded to treat 60,000 tons of sulphide ore. Little wonder that Chuqui is a name legendary in the remotest mining circles. But to those who have known her more intimately, and there is hardly a mining camp without a Chuqui graduate, she means much more. She is an orebody that has made engineers. Reposing at 10,000 ft on the western flank of the Andes in the arid northern reaches of Chile, water is scarce, common fuels absent, and volcanoes and earthquakes add drama and hazard. It is these natural difficulties which have created the fascination and challenge which have caused many engineers to devote their lives to unlocking this treasure house of nature.

The legislatures of New York and New Jersey, determined in 1919 that a vehicular tunnel should be built under the Hudson River. On July 1, 1919, an engineering staff was organized with the late Clifford M. Holland as chief engineer. After preliminary investigation it was decided to build the tunnel from Canal St., New York, to 12th St., Jersey City, which is the center of the heaviest traffic across the Hudson River. It was also decided to build two tunnels—one for west-bound traffic and one for east-bound—the tunnels to be of cast iron, built up of segments and bolted together, each tunnel to have a roadway 20 ft. wide and a clear head room of 13 ft. 6 in. The tunnels have an exterior diameter of 29 ft. 6 in. The interior lining is of concrete, the sidewalls, tiled with a vitreous white tile, and the roadways are paved with granite block. The entrances and exits at both ends are separated by two blocks so as to reduce traffic congestion. Basis of Ventilation It was recognized very early that one of the most important problems confronting the engineers was a proper ventilation system. It was estimated that each tunnel as planned would have a traffic capacity of 1900 vehicles per hr. The tunnels are 8500 ft. long between portals, and it was considered that the ventilation should be based on all of these vehicles being operated by gasoline engines. That presented a problem in ventilation unlike any other either in magnitude or character. There have been vehicular tunnels built in Europe, principally in London, but they are shorter and have a smaller traffic capacity. Up to the present time, at least, they have handled a very large percentage of horsedrawn vehicles so that the necessary ventilation has been provided for by the natural draft through the portals and open shafts. Within the last few years, however, a small mechanical ventilating plant has been installed in the Blackwall Tunnel, which has been in operation about 27 years. . E. P. MATHEWSON, New York, N. Y.-I would like to call attention to the excellent plan for protecting the lining of the tanks from rough handling by the excavator. Many engineers, when considering mechanical excavators for lead-lined tanks, have been afraid that the machinery might get out' of order and rip out the lining. This difficulty seems to have been entirely overcome in this installation, and those who have been responsible for its success deserve a great deal of credit. A. F. CASE,* Cleveland, Ohio. (written discussion t).-The application of the automatic unloader to the copper leaching process at Ajo was a very radical departure from the common use of this machine, inasmuch as the only previous use of this device has been in connection with the unloading of coal and ore from vessels on the Great Lakes. There are many phases in connection with the unloading of ore from lake vessels that are not presented in the extraction of ore tailings from leaching vats. For instance, in unloading from boats, it is necessary to provide means to reach under the hatches to parts of the cargo hold which do not lie directly under the hatches, and to work in inaccessible places that do not exist in a leaching vat. These necessities require complications that could be very easily dispensed with in this new application. On this account the unloader, is applied to the New Cornelia, plant, represents what is probably the simplest development of the machine that has ever been produced, and, manifestly, in its simplest form it could he expected to show results corresponding to its performances when installed with all of its complications. One of the requirements of vessel unloading is extreme vertical travel, when the bucket is required to reach the bottom of the, cargo hold, often 12 or 13 ft. below water-level, and discharge into a receptacle 30 ft. above-the water. This was materially simplified at Ajo for the reason that the vertical travel was never more than 20 ft. This condition immediately resulted in the possibility of shortening the walking beam which carries the bucket leg, and, in fact, in entirely reducing the size of all the working, parts of the trolley, walking beam, and bucket leg, as far as reaches were concerned.

THE iron ores of the Marquette region are mostly extracted in open excavations ; hence the process is more properly quarrying. Several attempts at underground work have been made, which have not, on the whole, been successful. The Edwards mine has been almost entirely wrought by candle-light. The slate ore pit, No. 1, of the New England mine, is now worked in the same way, as is also the Pioneer furnace pit of the Jackson mine. The Champion mine was opened systematically for underground work, with two levels, 60 feet apart, and three shafts at distances apart along the bed. of 200 feet; but this idea has been practically abandoned, the greater part of the ore in that mine being now taken out in open pits. Several other mines have occasionally worked underground stopes, but only temporarily; if such stopes could not be opened out to day-light, they have usually been abandoned. In brief, it may be said that no considerable amount of ore has as yet (1870).been extracted underground in the region, and of that so mined very little has been taken out at a profit; and I may add that it seems to be the belief of the most experienced mining men that this state of things will hold for some time to come for reasons which will appear. Nearly the same remarks may be applied to the mines of the Iron Mountain region, Missouri, the ores of which are very similar in character to those of Marquette. Some of the New York and New Jersey magnetic deposits are wrought open, but this is the exception, underground mining there being the rule. The following brief sketch of the geological structure of the Marquette deposits will indicate some advantages of the method of mining employed. The iron-bearing (Huronian) series of rocks, are stratified beds, the principal ore formation being overlaid by a quartzite, and underlaid by a diorite, or greenstone. This ore formation is made up, first, of pure ore ; second, of a mixed ore" (i. e., banded * A second part of this paper was read before the American Society of Civil Engineers. (written discussion?).- We are indebted to Captain Lucas for an interesting contribution to the literature of the salt-dome oil fields, and especially for his suggestion that a more aggressive method -of prospecting be adopted. The occasional discovery of new fields on, the Gulf Coast is in itself sufficient to show that the oil possibilities of the region are by no means exhausted, and those who have studied the area most thoroughly are the most optimistic regarding its future. Nevertheless, the search for new fields, according to present methods, involves the expenditure of great sums of money annually, for the proportion of dry holes to producing wells drilled yearly in the Gulf Coast region is much' greater than in most areas, even if all the wells drilled in what is commonly regarded as proved territory are included. Not only are the present methods of locating new domes very uncertain, but when a dome is discovered there is no assurance that it will be oil-bearing; or, if so, whether the oil occurs in the cap-rock, in the sands above it, or in some small isolated lens of sand far down on the flanks of the salt mass. As Captain Lucas points out, about all we positively know is that the domes are there and that some of them are oil-bearing; their origin is a matter of controversy and the original source of the oil is conjectural. Under these conditions, it is not surprising that the search for oil is conducted more or less blindly and that dry holes are common. Many wells are drilled each year in an endeavor to find oil at depths of 2000 or 3000 ft. (609 to 914 m.) or less, in locations which most geologists would condemn without hesitation. As Captain Lucas suggests, the money spent in this way might be used to far better advantage in, drilling one deep well in a carefully selected locality. Opinions may differ as to whether such a, well would find oil, and many geologists will probably believe that the chances are against it, yet all will agree that the boring, whether it finds oil or not, will probably throw light on the origin of the domes and on the source and mode of accumulation of the oil, and will therefore be of great interest, not only to the scientist, but to the oil operator.

An intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies which tend to. confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. Origin of the Law Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb.11, 1897(29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims.' . The immediate cause for the passage of this Act was stated in a brief report in the, House of Representatives (there was no debate in the Senate) to be a decision of the Department rendered Aug. 27, 1896 (Union Oil Co., 23 L. D., 223), directing the cancellation of an oil placer entry on the ground that land containing petroleum cannot be located and entered as a placer mine. At the close of 1927 Venezuela was producing at the rate of 205,000 bbl, per day, making it the third country in the world in point of present daily production. For the year, the total was close to 64,000,000 bbl., representing an increase of about 70 per cent. over the 37,000,000 bbl. in round numbers produced in 1926. All of the 1927 production canie from fields opened up before the beginning of the year. While no new fields were added to the list of shippers, the past 12 months' wildcatting yielded a fair quota of new discoveries which, in the light of prcsent results, may be considered likely sources of production in due time. Altogether three such promising finds were made Of first importance, at least for the immediate future, is the completion by the Lago Petroleum Corpn. of the San Matins well, 4 miles north of the present edge of the Lagunillas field. Although rated as only a 125. bbl. well, at 3217 ft., it indicates a probable extension of the field over the intervening 4 miles between the two. The two other wildcat discoveries of importance were the Los Manueles well in the District of Colon, which has in all probability opened up a new field about 7 miles north of the present Tarra oprations; and the Honibre Pintado well of the Standard Oil Co. of Venezuela,. in the State of Falcon, which is considered to be a promising clc~vc~lop~ncnt. Neither of these last mentioned two discoveries will apprcciably affect production during 1928, as the Manueles area must await the carrying out of a general plan for the exploitation of the District of Colon, a problem requiring time. The Hombre Pintado area is being tested further, but doubtless several wells will be put down before. anything definite will be done towards making the pipe line. arrangements that rnust necessarily precede the commercial exploitation of the field. For three years The Hudson Coal Co. has used egg anthracite instead of coke in its foundry cupola. It has long passed the stage of being told it cannot be done—the metal would be cold, of poor quality, or the speed of operation would be low. From observation, from use and from test. we know that our metal is about average; the cast iron invokes no adverse comment from the machine shop and the speed suits our foundry requirements. We have there-iore resolved into practice anthracite combustion processes in an industrial furnace formerly using coke, under conditions suitable to our needs. When it comes to translating what we know into use in another cupola, however, where operating conditions may be different, or to explaining why, with seemingly the same conditions in our own cupola, we have attained sometimes a temperature of 2800° in the metal and at another time 2600°, or a speed of 5 tons per hour against 2 35 tons per hour, we cannot do it. We cannot do this because there seems to be an unbridged gap between laboratory ideas on combustion and practical ideas on com-bustiqn, which we have been unable to cross in terms understandable to us as practical consumers. This gap or bridge centers around the problem of how combustion actually takes place; and we believe it is controlled by two factors: (I) the character of the surface of the fuel and (2) the space provided and needed within which the oxygen of the air is allowed to or can act on that surface. It has long been contended on behalf of coke that porosity is an important factor in combustion, although, admittedly, there are two schools of opposing thought on this question, as revealed in technical literature. It has been understood generally that a light, porous coke is the best metallurgical fuel because there are more square inches of carbon exposed to the blast of air, therefore more useful carbon-dioxide reactions can take place in the given space between the entrance of the air and the point where useful work is done. It is now our general idea that the heavier and the harder the coal, the better the metallurgical fuel, provided the surface of that fuel is suitable for fast reaction with the oxygen. Time and Space A cupola is loaded in layers of fuel and iron. The horizontal line where the first charge of iron rests on the coal is the top of the bed coal. With us that is 22 in., usually, above the tuyeres where the air enters. This means 600 lb. of coal. Every subsequent coal layer is 100 to 125 lb. of coal, and that 100 to 125 lb. of coal melts 1000 lb. of iron at around 2700° in the ladle. This quantity of coal represents a 3-in. layer spread across the cupola. The question arises: If this 3 in. of coal will melt 1000 lb. of metal, why was it necessary to use 600 lb., or 22 in., of coal beneath and between the first charge of iron and the air entrance?

It has been understood generally that a light, porous coke is the best metallurgical fuel because there are more square inches of carbon exposed to the blast of air, therefore more useful carbon-dioxide reactions can take place in the given space between the entrance of the air and the point where useful work is done. It is now our general idea that the heavier and the harder the coal, the better the metallurgical fuel, provided the surface of that fuel is suitable for fast reaction with the oxygen. Time and Space A cupola is loaded in layers of fuel and iron. The horizontal line where the first charge of iron rests on the coal is the top of the bed coal. With us that is 22 in., usually, above the tuyeres where the air enters. This means 600 lb. of coal. Every subsequent coal layer is 100 to 125 lb. of coal, and that 100 to 125 lb. of coal melts 1000 lb. of iron at around 2700° in the ladle. This quantity of coal represents a 3-in. layer spread across the cupola. The question arises: If this 3 in. of coal will melt 1000 lb. of metal, why was it necessary to use 600 lb., or 22 in., of coal beneath and between the first charge of iron and the air entrance?
