INTRODUCTION The decade from 1969 to 1979 saw the crest of a wave of investments by companies and investors, primarily from the major industrial nations, in the metals and minerals industries of the so-called lesser developed countries. This was brought about by two major considerations: 1). The higher ore grades and therefore the higher profit potential of the mineral deposits in the third world countries, and 2). The desire, particularly by the European countries and by Japan, to ensure a safe supply of raw materials not available in their own countries. The decade began with the start of the Toquepala mine in Peru and the major investments in the Bougainville mine in Papua New Guinea and the Ertsberg mine in Indonesia. It ended with the start-up of Southern Peru Copper Company (SPCC) Cuajone mine in Peru and Inco's Soroako mine in Indonesia and the investments in several major alumina or aluminum projects in Australia and Brazil. Concurrent with this huge flow of funds into the mineral resources industry of the developing world was the build-up of a psychological fear in the host countries of exploitation/domination by the foreign investors. This resulted in an increasing trend towards: 1). Nationalization of existing mineral ventures, and 2). Tougher legal/fiscal frameworks for new ones. NATIONALIZATION Nationalization appeared in its earliest form as "Mexicanization" of the petroleum industry in Mexico in the 1930's, followed later by Mexicanization of the mining industry in general. This was enacted with the Mexican Mining Law of 1961 which required that 51% of the equity be owned by Mexican nationals. Later in the decade the equity share for foreign investors was reduced to 33 1/3% for the developers of the Frasch sulphur operations in the Isthumus of Tehuantepec. However, the law was not fully implemented in the copper industry until late 1970 with the purchase of 51% of the ownership in the Cananea Mining Company. The trend toward nationalization of the copper industry progressed to Chile where in 1967 under the Government of Eduardo Frei the major North American copper companies were induced to sell a one-half interest in their Chilean mines to the State. Likewise, in 1970, "Zambianization" took place, when the two major operating companies Roan Selection Trust (Amax) and Zamanglo (Anglo American) were restructured into Roan Consolidated Mines (RCM) and Nchanga Consolidated Mines (NCCM) providing the government with 51% of the equity ownership. Whilst the earlier forms of nationalization in general constituted a fairly priced buy-out (El Teniente, Chile for US$80 million, RCM for US$117.8 million, NCCM for US$178.7 million), the total nationalization of the Chilean mining companies in 1970 under Salvador Allende did not. Later, "Western" countries joined this trend and on October 29, 1973, Mr. Gough Whitlam proclaimed that "overseas capital must continue... in partnership with Australian capital" and "in some special energy cases we have an objective of 100% Australian ownership". In 1974 Mr. Pierre Trudeau stated: "The Liberal Party of Canada sets as an objective that new resources projects in the natural resource field should have at least 50% and preferably 60% Canadian equity ownership". FOREIGN INVESTMENT The situation for the foreign investor in the worldwide resource industry rapidly deteriorated from then on. New features appeared in mineral exploitation and operating agreements, centering not only on local government/local companies ownership but also on increased taxation. The new tax rate (mineral tax, royalty, and income tax) for the semi-government companies NCCM and RCM in Zambia became an effective 73%. Likewise the much publicized and discussed renegotiated Bougainville agreement brought dramatic increases in the total "take" by the PNG Government. The author demonstrates an approach for analyzing overcasting requirements for a stripping project. This approach to the problem employs indicated trends in the relationship of the weight of the machine (only electropowered draglines are considered) to its ability to do stripping work. Strip mining in the domestic coal industry is contributing a greater proportion of overall production than at any time in the past. U.S. Bureau of Mines statistics show that the percentage of total production mined in 1958 by stripping methods increased to more than 30 pct, up from 22 pct in 1951. The tendency to favor strip and open pit mining exists in other mining activities, but such trends are not as clearly outlined as in the coal industry. Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically. Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating overburden and dumping it in the spoil position where it remains indefinitely). Accompanying these changes, there have been continuing studies searching for procedures to appraise deeper stripping problems. Although the only known practicable way to accurately evaluate a proposed stripping venture is to make studies (including cost estimates) step by step, it is nevertheless desirable to have a quick method for making preliminary evaluations of potential strip mining operations. A recently devised digital computer method of providing a preliminary simple overcasting analysis for a stripping prospect relates the indicated trends in the relationship of the weight of the machine to its ability to do stripping work. In addition, this approach employs situations where the geometry of each cut-and-spoil section is assumed to take certain defined relationships for varying overburden depths. Slopes are necessarily considered to be stable, which means such practical factors as the mechanics of soils are neglected for the sake of convenience. Definition of Terms: Photographs A and B show a shovel-type and a dragline-type of simple overcast operation, plus terms used to denote certain parts of a pit. Pits that follow a straight line when projected on a horizontal plane are referred to as straightaway. It has been assumed that all section drawings accompanying this article pertain to straightaway cuts which, in turn, means that areas can be compared by relative volume. The volume of overburden is measured in virgin cubic yards. Material displaced from its virgin state to a spoil area normally occupies a larger volume than when in situ; the difference is termed swell, and it is expressed as a percentage of the original volume. For example, if the original cut volume is denoted V cu yd, and the spoil volume is 1.2 V cu yd, the swell is a positive 20 pct. MAXIMUM USEFULNESS FACTOR (MUF) CONCEPT Men experienced in overburden removal give emphasis to the weight of the machine in relation to its value as an excavator. From the writer's understanding, value has been only loosely defined and discussed generally and vaguely. The concept is considered important, however, since it is based upon the observations of many men. It provides a clue for the approach taken to solve deep stripping problems. In the procedure described below, value has been arbitrarily established as the product of the nominal dipper size of the shovel (or dragline) times a functional dumping reach. MUFs—Shovel: A shovel's capability to handle thick overburden is usually limited by its ability to dispose of the spoil. Thus the dumping reach, as well as its dumping height, is significant. The angle of repose of spoil material must also be considered. Although such slope angles vary among different mines, jobs, and materials, a slope of 1.25 to 1, frequently found in both planning and practice, is used by this author in the illustration of this analytical method. The relationship of the shovel's geometry to a stripping operation is shown in Fig. 1. To gain maximum advantage in constructing spoil piles, the shovel is placed so that its tracks adjacent to the spoil are as close as possible to the rib of the coal deposit. During the past three years the Surface Preparation Committee of the American Mining Congress Coal Operators' Committees has been collecting data on dewatering and drying washed coal, and on screening coal in representative plants in the Eastern and Central bituminous fields. Because of wide variations in bed moisture, such data can be compared only after deducting the bed moisture. It was found that practically every company used a different routine for moisture sampling and determinations. Some reported the moistures as total moistures, others as surface moistures, air-dried moistures, or oven-dried moistures. For most of the reports it was necessary to estimate, from a consideration of the bed moisture and other data available in a given case, corrections to be made in order to obtain surface-moisture figures as a common basis for comparison. At any plant, and regardless of bed moisture, the percentage of surface moisture remaining in a product when the dewatering, or a given stage of the dewatering, has been completed, is the real measure of what has been accomplished. The descriptions and data given with Fig. 1 show that surface-moisture figures show relationships that would not be shown by total moistures. Therefore bed moisture should be deducted, or, if more practicable, the surface moisture of the products should be measured direct. A preparation engineer finds one per cent, or even a part of one per cent, of surface moisture a very important consideration in the results of his efforts to find the most effective and economical methods of reducing and controlling the surface moisture in his products within the required limits. Therefore it is important for him to have accurate measurements of surface moisture with minimum uncertainty as to whether they sometimes include less than the surface moisture and at others all of the surface moisture plus an unknown part of the bed moisture. Ever see a curvaceous conveyor belt? Reports from Europe indicate appreciable interest in a relatively new system that has revamped some of the concepts of what single-belt conveyors can and cannot do. Invented about ten years ago by two German engineers, the so-called "Serpentix" single-belt conveyor, patented by the firm of Albert Stuebbe, is now operating at more than 100 foreign installations. The system boasts of three unique capabilities-climbing, turning and side discharge of load-which give it, the advantages of a multiple-unit system. The new conveyor needs only one drive station (which may be combined with tensioning), and except for the immediate area of the drive, is capable of conveying loads over a non-linear route. Transfer points are eliminated, and discharge points, which may be located anywhere along the route, may be operated automatically or manually, by direct or remote control.

This paper describes the fluo-solids roaster and acid plants at the new 40,000-TPY Trepca electrolytic zinc plant. The electrolytic zinc plant units were constructed to the design of Singmaster and Breyer, New York and began operation in mid-1967. The fluo-solids roaster plant, constructed according to the design of Dorr-Oliver, Paris, includes concentrate handling and storage facilities; two independent concentrate roasting circuits, each with a 110 to 155 TPD fluo-solids roaster; waste heat boilers; cyclones; electrostatic precipitators; calcine coolers; and calcine conveyors. The acid plant uses the "Petersen system" contact process. The plant has one acid circuit with a capacity of 230 tons of monohydrate per day. Gases for the acid plant are obtained from roasting zinc concentrates. When the roaster plant is operating at maximum capacity, excess SO2 is used in two other Petersen System circuits in the near vicinity.

NOT long ago an engineering study was made to determine if the time had arrived to lower the head of standing water in abandoned Rock Springs mines Nos. I and 3 of The Union Pacific Coal Co. so that this water would not become a menace to the future operations of adjacent mines or mines developed on seams lower in the coal measures. This survey resulted - in a decision to unwater the No. 1 mine workings and, incidentally, the old No. 3 mine workings by drilling a large-diameter hole from the surface to an opening in No. 1 mine at the sump below 21 entry, provided it was found practical to operate a large-capacity, vertical, deep-well pump under the existing conditions. Coal reserves of the Rocky Mountain area are vast and are more than adequate to meet significantly increasing demands in the immediate future. Practically all of the increase in coal demand for the next decade or so will be in the electric power utility sector. All ranks of coal are available in the area, and from a technological viewpoint, all are suitable for electric power generation. Location of economically recoverable coal deposits, location of generating plants with respect to power demand areas and sources of cooling water, and availability and price of other fuels are the major factors which, individually or in combination, will determine the ultimate selection of Western coal deposits to be developed for electric power generation. The low sulfur content of most western coals and the non-urban location of many power plants should tend to minimize problems of air pollution. If projections for nuclear power prove correct, increases in demand for Rocky Mountain area coals beyond about 1980 will depend primarily on the extent of commercial development of synthetic fuel processes. Current research activities on the conversion of coal to liquid and gaseous fuels are promising. Most western coals range in rank from lignite through high-volatile bituminous coals and are particularly amenable to conversion. Vast reserves of Rocky Mountain coals have long lain dormant primarily because of their remoteness from major market areas. Recently, however, innovations in coal transportation and electric power transmission methods, combined with unprecedented demands for electric power in the West, have resulted in large-scale development of some of these coals. In the past few years, announcements of coal mine openings and transportation plans in the Southwest have been filled with superlatives: The Navajo mine in northwest New Mexico is expected to be the largest mine in the country in the near future. The largest single coal agreement ever made provides for coal shipment from northeast Arizona to Nevada via the largest and longest coal-slurry pipeline ever used. An 1100-mile haul of coking coal from northern New Mexico to California by unit train began last year. It is the purpose of this report to evaluate the coal resources of the Rocky Mountain area, and to project their potential utilization. In projecting energy demand levels on a national basis, the Bureau of Mines has developed some rather complex techniques to cope with uncertainties. Using these same techniques, an estimate has been made of consumption of Mountain area coal in 1980. No attempt was made to estimate coal consumption beyond 1980, but new market potentials are discussed briefly. The present and potential coal-producing fields of the Rocky Mountain area are in six states comprising the Mountain Region - Arizona, Colorado, Montana, New Mexico, Utah, and Wyoming. Two new alloys of the "strong alloy" class having improved fabricating qualities are described; also methods of producing alloys of the duralumin type with greater strength and hardness than previously obtained, are given. IT is about fifteen years since the development in Germany, largely by Alfred Wilm, of the aluminum alloy called duralumin. In this alloy, combining as it does the tensile strength of mild steel with the lightness and corrosion resistance of aluminum, a distinctly new material was presented to the engineering world. Despite the evident usefulness of this material, however, its commercial development has been slow, due in part to the difficulties involved in its fabrication. In view of the potentially great utility of strong aluminum alloys, it seemed desirable to find means of producing such alloys with better fabricating properties, and work was undertaken with this object in the laboratories of the Aluminum Company of America several years ago. This work has resulted in the production of two new types of aluminum alloy of the "strong alloy" class, having distinctly improved fabricating qualities. The knowledge gained has also made it possible to produce alloys of the duralumin type with greater strength and hardness than previously obtained. There have thus been made available some new engineering materials which it is the object of this paper to describe. These alloys, including duralumin, are fundamentally wrought alloys. Castings of the same compositions, heat-treated in the same manner give inferior physical properties, particularly as to ductility. The statements made subsequently concerning properties and heat treatment apply to material that has received sufficient working to thoroughly break down the cast structure. The material referred to has; in general, undergone a reduction in section of at least 80 per cent. by mechanical working. It may be mentioned in passing that other compositions have been found that are suitable for the production of the maximum physical properties in heat-treated castings.
