Recent developments in the application of solvent extraction in hydrometallurgical processing make it desirable to reassess the present state of availability of suitable equipment for these applications. The range of solvent extraction applications now includes very large scale applications with a modest demand on separation performance (the treatment of some base metals) and applications in which the decisive factor is a very high requirement on separation performance. The extraction column to be described in the present paper is of the type in which mechanical energy is provided for the two- liquid system inside the column. The active elements for this are reciprocating sieve plates designed and mounted so as to uniformly load the driving mechanism, to eliminate vibration of the plant, to have sufficient control over the degree of dispersion of the dispersed phase, and to reduce axial mixing effects, which are highly detrimental to the separation performance of production-scale plant. The operating features of the reciprocating-plate column will be illustrated mainly by experimental results obtained on a 4" diameter column in the extraction of uranyl nitrate with TBP. Some mechanical features of the operation of reciprocating-plate columns will also be discussed.

MEASURES appropriate for the control of the silicosis hazard in mining cannot be formulated precisely, but sufficient knowledge1-19 has accumu-lated during the past quarter century to permit the suggestion of useful, though partly empirical, rules for its alleviation. The industrial hygienist today recognizes that the peril incurred by the inhalation of harmful dust is a function of two variable factors-the degree of harmful exposure and the specific susceptibility of the exposed individual to pulmonary injury. Con-trol of the danger arising out of prolonged contact with pernicious air-borne particulate matter is consequently best exercised by influencing both of these recognized variables. Obviously the problem has two broad aspects-one, medical; the other within the province of the engineer.

A commercially available microprocessor-based system capable of monitoring 512 channels has been interfaced with monitors for radon, working level, air velocity, and fan power. The basic system utilizes both 280 and 8080 microprocessors in a desktop central processing unit (CPU). CPU hardware includes keyboard, video display (CRT), and disk drive; a printer is used to keep permanent data records. Signals from all channels are transmitted to the computer in digital form where they are processed for alarm status. Software developed for the system allows for audiovisual alarms in the event of low and high readings, rate change, change of state, or communica- tion failure. Up to six channels can be continuously displayed on the CRT for current readings. Shift reports and trend logs may be generated to help the ventilation engineer determine average working levels and ventilation effectiveness. Additional software permits the operator to program command sequences which may be used to automatically restart fans after a power outage.

THE purpose of this paper is to state briefly the inspection requirements of the Bureau of Ordnance, the specifications governing the inspection, and the physical and chemical properties of the steel used in the construction of ordnance for our Navy. It would be of interest to evoke discussion on points in these specifications which do not tend to insure the production of the very best material for the purpose intended. In other words, what requirements of our specifications are useless and also in what manner are our specifications deficient? It might be well at the, start to answer the first criticism of this paper which will probably be made, and that is that the title does not agree with the subject matter. Considering metallographic work as covering only the macroscopic and microscopic examination of metals, this paper will have gone beyond the subject; but it is believed that a broader definition of metallography is that it is the study of the relation of the internal structure of metals and alloys to their composition and to their physical and- other properties. The internal structure of steel is dependent on its physical and its chemical properties. These physical properties are dependent on the chemical composition and the mechanical and thermal treatment of the steel. So it seems that this subtitle would not be entirely necessary and that the title "Metallography of Steel for Ordnance Purposes" would cover a study, not only of what we can learn of macroscopic and microscopic examination, but broadly of the whole subject of the specifications, the fulfillment of the requirements of which produce the structural conditions revealed by macroscopic and microscopic examination. .

With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

IT has been shown that the isothermal transformation of austenite in a special steel can be modified by isothermal holding in the high subcritical transformation range.' Since this treatment potentially leads to increased hardenability, limited testing has been completed to determine if the stabilization effects observed with this treatment can be used to advantage in the heat-treating of 4340 steel. As an index of the effects of the several austenitizing treatments on the hardenability of the steel, Jominy-type hardenability tests were completed for specimens 2.5 in. in diameter and 8 in. long. Since the steel studied is to be used at strength levels where notch sensitivity is of major concern, notch sensitivity after selected austenitizing treatments has been evaluated by notch tensile tests for several specimen sizes. The steel composition and the austenitizing treatments are given in Table I. The test specimens are presented in Fig. 1. The hardenability data are given in Fig. 2 and the notch tensile properties are presented in Fig. 3. The hardenability of the steel investigated when determined by use of the standard Jominy test specimen2 as high and remained essentially unchanged for the different austenitizing treatments. For the larger test specimen, as has been shown by other investigations," the characteristic hardenability indexes are changed and it becomes possible to isolate austenitizing treatments which promote maximum hardenability. The stepped austenitizing treatment promotes higher hardenability as is indicated in Fig. 2. The evaluation of notch sensitivity for very high strength steels is best accomplished by means of the notch tensile test. The experimental conditions of the test, however, modify the notch strengths measured, and in the present experimentation an effort was made to achieve a limiting notch condition by fixing the notch root radius at 0.001 in. while the specimen diameter was allowed to increase from 0.3 to 1.1 in.* For this root radius the notch strength, 0.3-in.-diam specimen, and this trend differs from that for the larger specimens. At the highest tempering temperatures the 1.1-ip.-diam specimens yield comparable results for the austenitizing treatments compared. At a time when mill availability is at a premium, production costs are rising, and lead time for mill liner casting is a year or more, mill liner design is an important factor in ore grinding. Testing and selection of the optimum liner profile for a given set of mill operating conditions can improve mill capacity, reduce liner wear rate, and lengthen liner life. The mill liner that grinds best, lasts the longest, and costs the least is a necessity for economic mill operation. After testing four mill liner profiles for 3.96 X 3.65-m (13 x 12-ft) overflow ball mills, Climax Molybdenum Co. found that an improved design increased mill tonnage by 2.72 t/h (3 stph) while reducing finish grind by 1.7% minus 100-mesh, reduced liner wear rate, and almost doubled liner life.

SUFFICIENT testing has been performed with the Dutch State Mines Cyclone for thickening and desliming flotation feed at the concentrator of the National Lead Co., Tahawus, N. Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.l The present flowsheet for the recovery of ilmenite consists in grinding the crushing plant product in four open-end rod mills in closed circuit with mechanically vibrating screens to approximately -20 mesh. The screen undersize is treated in Crockett magnetic separators which produce three products: magnetic concentrate, nonmagnetic tailing containing ilmenite and gangue, and a Crockett slime overflow. The non- magnetic tailing is classified into eight sizer spigots products and a classifier overflow. The spigot sand products are tabled separately to produce a rough ilmenite concentrate, a middling product and a tailing. The table middlings are returned to Crockett feed. The table concentrate is dewatered and dried and further concentrated on Wetherill magnetic separators to produce the finished ilmenite concentrate.

The treatment of quicksilver ores to extract the metal, for centuries one of the fundamentally simpler metallurgical operations, has undergone few if any material changes during the past iew decades other than improvement and change of type of equipment used. Of almost universal application and as the seldom deviated from process, the roasting method is still considered superior to chemical metallurgy. Likewise, roasting of the crude ore without previous beneficiation continues to be standard practice, although some successful operations have employed concentration prior to roasting. The roasting process has been carried out in a variety of equipment, devised for different tonnage capacities, to treat "special" ores, and to satisfy an inventive notion of the particular builder, but during the past 25 years there has been one outstanding change in roasting equipment. This change, though neither originating in nor confined to the United States, has probably been developed and applied to a far greater extent in this country than in any other mercury-producing country of the world. The change from manually or gravity operated furnaces, mostly huge brickwork affairs justified largely by simplicity, lack of power and mechanical requirements, and occasionally by excellent metallurgical results, to mechanical furnaces, began actively during World War I under the stress of requirements for in- creased production, a shortage of labor, 2nd other factors to be brought out later. During the twenties the change to mechanical furnaces became nearly complete at American mines with the development of several types, the rotary furnace predominating. During the thirties, and the period of low prices in the early part of this period, few changes were made other than mechanical improvements and an almost complete acceptance of two types: the rotary furnace and the hearth or Wedge furnace. These two types have been developed to a high degree of metallurgical efficiency, have proved to be mechanically simple and have far greater flexibility and lower operating costs than pre-World War I furnaces. Of the two types the rotary is the more popular, about 30 rotaries having been in operation in the United States in 1943 as compared with about six hearth-type furnaces. The units of smaller capacity for roasting mercury ores have almost without exception been indirectly fired, such distinction being commonly accepted as the difference between retorts and furnaces, which are fired directly. The difference between indirect and direct firing obviously permits of quite different conditions surrounding the ore being roasted in relation to the chemical reaction to take place. In the indirect-fired unit the ore is contained within the body of the retort in a stagnant if not completely oxygen-impoverished atmosphere. A surprising development during the year was the continued high demand for petroleum products and the high level of crude oil charges to the stills. Generally speaking, the petroleum industry during 1946 succeeded in producing a greater quantity of crude oil and petroleum products than in any of the war years, and considerably exceeded the production of any prewar year. Daily crude still charges averaged between 4,700,000 and 4,800,000 bbl per day for 1946 and about equaled the 1945 record, although most pessimistic 1945 guesses, predictions, or fears ranged, for 1946, from only 3,900,000 to 4,400,000 bbl per day. In spite of the high crude charge to the stills, total stock of crude oil was higher at the end of the year by some 7,000,000 to 8,000,000 bbl. A similar story holds regarding stocks of the principal refined products. Gasoline on hand at year's end was two to three million barrels lower, and was considered low for the expected demand during the coming high consuming season, while stocks of light and heavy fuel oils, although some higher than a year previous, hardly reached a comfortable level. The trend in gasoline of high octane number, which has resulted in a marked rise in. the antiknock quality by the end of 1945 (five or six numbers higher than during the war and one number higher than the prewar quality of civilian motor gasoline of 1941) was abruptly arrested by an acute shortage of metallic lead for manufacturing tetraethyl lead. Government action in the form of lead price control, rationing, and the setting of octane ceiling specifications to conform to the reduced ethyl lead compound available were enforced until abrogated at the end of the year. It will be interesting to see how rapidly the octane levels will resume the rising trend, as more metallic lead slowly becomes available for making greater quantities of ethyl lead compound. As octane quality rises over present levels the disadvantage of the refiner without catalytic cracking equipment will increase. Gasoline made by catalytic cracking, without addition of ethyl lead, approximates 77 octane by the official ASTM Motor Method test, compared with 66 for gasoline generally similar in volatility made by the older thermal cracking operation. Catalytic gasoline shows an even greater improvement in the Research octane number, the comparison being roughly 86 Research versus 71 Research octane for the thermal cracked product. This higher differential in Research octane is credited by many, although not universally so, as contributing to better road performance, and consequently resulting in a more desirable product marketwise. In some parts of the country a premium of roughly one fourth cent per gallon is now being paid for gasoline with higher Research octane made possible by including catalytic cracked product in the final blends. SINCE the days of Newcomen and Watt, when men first sought to turn the energy of fuels to useful purposes, coal-generated steam has supplied most of the power needed for both stationary and mobile applications. The low efficiency and large water requirements of the nineteenth century steam-power plant caused many engineers to turn their thoughts toward more direct means of converting heat into power. As far back as 1791, John Barber secured an English patent on a combination' which he might well have called a "gas turbine." He proposed to generate procducer gas from coal or charcoal, to burn it under pressure in air obtained from a reciprocating compressor, and to drive a turbine wheel with the resultant hot combustion products. With the optimism characteristic of the inventor, he hoped that the turbine would not only operate his compressor but also perform useful work. There is no record that Barber ever built his machine, but if he had done so he would have learned that useful power can result from such a combination only when both turbine and compressor are highly efficient and when the temperature of the gas entering the turbine is not far below 1000°F. Hot-air prime movers continued to attract attention, and both Stirling in England and Ericsson in America2 built reciprocating engines that operated with some success upon coal-heated air. The internal-combustion engine, burning liquid fuels, supplanted the hot-air type, and, for the first time, challenged the supremacy of both the steam cycle and its familiar fuel, coal. LIQUID FUELS COMPETE WITH COAL As the increasing use of the automobile multiplied the demand for gasoline, the supply of residual fuel increased rapidly, and heavy oil declined in price to the point where it became competitive with coal. First in the marine field and later in stationary plants in areas adjacent to refineries, oil began to be widely used. Oil's greater convenience and higher heating value per pound of weight or per cubic foot of bunker space have caused it to take over much of the marine field. The introduction of the highly efficient diesel engine, capable of burning a fuel that is cheaper than gasoline, again threatened the position of coal, for the operating costs of the diesel became directly competitive with those of coal- burning equipment. (Canal Zone Meeting, November, 1910,) THE Altar district, State of Sonora, Mexico, is for the most part a desert with but little rain-fall and few running streams. On account of this scarcity of water it is necessary for the natives to " dry-wash" the placer-gravel, and the object of the present paper is to describe some of the more common Mexican dry-washing devices. My observations were confined to a property known as Las Palomas placers, 15 miles from the Gulf of California and about 150 miles south of the United States border; a brief description of which property may be of interest as illustrating what is, perhaps, a typical Sonora dry placer. It is said that as long as a century ago the Yaqui Indians discovered rich cement-gravel, known as argo masa, at Las Palomas, and that there has been a more or less steady production of gold from the property ever since. The argo masa is a fairly-coarse gravel, the pebbles being quite firmly held together with a lime cement. Gold is scattered through this cement in particles ranging from fine specks to pieces several grams in weight, and occasional large nuggets are encountered. The contents vary so widely that it is difficult to estimate the average value, but returns of from $10 to $50 per cubic yard are common, and it is doubtful if the Indians considered anything less than from $4 to $5 a yard as "pay dirt." This argo masa occurs in channels varying in thickness from a few inches to several feet, and in width up to 300 ft.. These channels are continuous and are probably ancient stream-beds. They are for the most part covered with an over-burden of a more recent gravel, varying from 30 to 50 ft. thick, and the fact that this over-burden contains values as high as $1.50 per cubic yard, and yet was not worked by the Indians, shows that their idea of what constituted pay-ground was high.

One of the most striking features of the coal series passing from peat through brown coal, lignite, etc., up to anthracite is the gradual reduction of moisture content with the increased coalification of the original plant material. Thus drained peat from a bog may contain 90 per cent water, brown coal contain 50 per cent, lignite 30 per cent, while a bituminous coal may contain only 1 per cent moisture. Moisture, therefore, is one of the important factors to be considered in coal classification, especially with the lower rank coals. With bituminous and higher rank coals the moisture content is less satisfactory for classification; it may even pass a minimum value and then increase with increasing rank to anthracite and superanthracite. Coal in an undisturbed seam contains moisture which is an integral part of the coal, but it may also be wet with free, underground water percolating through the seam. Only the former must be considered in evaluating the moisture content of the coal for classification purposes; this will be called the "true moisture" of the coal. When the seam is mined and sampled the sample taken may show the true moisture; on the contrary, it may contain in addition free mine water or, especially in dry, well ventilated mines, it may contain less than the true moisture. Coal contains unstable organic compounds which may decompose, with the production of moisture, when the coal is exposed to air at ordinary temperatures, or is heated with or without exposure to air. The potential moisture of a coal therefore is higher than its actual moisture. The lower the rank of the coal, the greater its instability, as a rule, and the greater the care necessary to avoid oxidation or decomposition in any investigation of moisture content. The majority of coal workers have preferred, on account of the difficulty in evaluating the true moisture of a coal, and for other reasons, to classify coals by analyses calculated to the dry-coal basis. A number of workers familiar with lower rank coals have recently insisted that the classification of such coals can be satisfactory only if analyses on the moist-coal basis are employed. The moisture-holding capacity of coal is therefore intimately connected with coal classification, and in this paper a procedure is outlined for determining the true moisture of a coal,

Blasting practices have shown a recent trend toward larger blastholes and larger burdens and spacings, although some operators, after reconsidering the situation have gone back to smaller blasthole sizes. The greater pull-down capabilities of larger drill rigs and the greater bearing strength of large diameter drill bits give penetration rates for large diameter blastholes approaching, and sometimes exceeding, penetration rates for smaller holes. In practically all cases, large diameter holes can be drilled more quickly and cheaply, based on volume of hole, than small diameter holes. The industry's shift to dry blasting agents and slurries, products which perform more dependably and efficiently in larger diameters, gives an additional advantage to larger boreholes.

Exploratory work was conducted in the fabrication of integrated circuitry, specifically linear amplifier circuits, by three general methods: 1) monolithic diffused silicon; 2) a combination of metal thin-film and monolithic diffused silicon; and 3) a hybrid of metal films and diffused silicon on an alunina substrate. In these linear amplifier integrated circuits the followzng conditions were desired: very high-frequency response, high voltage gain, and good thermal tracking stability of electrical characteristics. The resulting circuit designs imposed problems of isolation between elements, layout and smallness of size of active elements, and close tolerances on electrzcal characteristics of the passive elements. Interconnection problems for specific designs resulted from the small dimensions involved and the topography of the hybrid fabrication techniques. The desired integrated-circuit characteristics were achieved with the technologies of categories 2 and 3 above. Solutions to the problems imposed by these characteristics lay in the ability to isolate czrcuit elements of small size while providing a layout designed to minimize element-to-element variations. Sufficient freedom in the formation of passive elements was achieved by uniting the metal film and the monolithic silicon technologies. The most satisfactory designs were based on the beam-lead interconnection and isolation technique. SINCE the advent of integrated circuits, major emphasis has been on fabricating digital integrated circuits. Linear circuits require high performance, high voltage, and tighter tolerance components which are not always compatible with the capability of process technology available for fabrication of these circuits into integrated form. Fortunately the growth of newer and improved processes and materials for fabricating integrated circuits has been an accelerated one. This has now made possible the translation of stringent performance requirements of the linear circuits into microminiature integrated circuits of the same performance. In the exploratory work of fabricating high-performance Linear Integrated Circuits—LIC, the following objectives were formulated: i) fabrication of high-frequency transistors such as the type 2N918 isolated on a single silicon substrate; ii) fabrication of medium-frequency transistors having a very high gain at low collector currents such as the types 2N930/2N2484 isolated on a single substrate ; iii) fabrication of tight-tolerance, high-valued resistors having low temperature coefficients of resistance and stable thermal tracking characteristics, these resistors to be fabricated on an active or passive substrate; iv) simultaneous fabrication of complementary transistors—pn and pnp-on the same silicon substrate; v) fabrication of newer active elements such as MOS, FET transistors along with the conventional active and passive elements on the same silicon substrate. State-of-the-art assessment f all the available processes, materials, and technology to meet above objectives indicated that economic fabrication of LIC cannot be achieved by a single technology for all types of linear circuits.
