AN extremely successful meeting, under the joint auspices of the Ohio Section and the Iron and Steel Committee, was held at Cleveland on April 19 and 20, about one-half of those in attendance being from the Cleveland district and the other half from a distance. The morning session on April 19, C. K. Leith presiding, was opened by the presentation of the ad-dress of which an excerpt is printed on the opposite page. In the subsequent discussion R. A. Allen pointed out that the meeting had not been called "to blow the lid off the tariff" since that is only one of the many problems connected with the wisest utilization of man-ganese, and it was the purpose of this meeting to con-sider all those interdependent problems. The purpose of the tariff was to develop an adequate domestic sup-ply, and that result had not been accomplished. An-other important problem, linked with the tariff, is the need for assuring, while we are at peace, an adequate war supply of manganese, and at present this country has no such policy. D. F. Hewett said that his 3-months' trip in Europe last summer had impressed him with the fact that England had once been in the position United States now is in, of being the principal world's producer of all the more important minerals and with a declining reserve had gone on a free-trade basis. No one pointed out that, with the exception of tin, the present relative position of England is due more to an increase in pro-duction in other countries, rather than to a decrease of domestic production. J. Sharshall Grasty referred to recent development work-in Virginia where of 30 per cent easily concen-trated manganese ore about 300,000 tons has been blocked out and possible and probable ore amounting to 700,000 tons more is indicated.

Consumption of fluorspar in the United States in the last ten years has doubled to 1.34 million tons. One main, reason for the increase has been the use of the basic oxygen furnace to produce steel which requires considerably more fluorspar than the open hearth. The increasing consumption of aluminum and fluorocarbon chemicals will require more fluorspar, Since 1964 domestic fluorspar prices have advanced over 70%. Maximum prices were attained in 1971 and remain stable. These higher prices have brought about the expansion of production capacity at many of the present mines and mills. Exploration has been intensified, resulting in new discoveries, which are being brought into production. Many deposits, heretofore considered uneconomical, are being reappraised for possible development. Companies who have not previously mined fluorspar are actively seeking and acquiring new properties. The outlook for the continued health of the domestic fluorspar industries is favorable at present prices; however, it is doubtful that production will be greatly increased. New production will have to come from presently inaccessible areas of much greater distance from consuming centers. Prices will have to be higher to support this production. Domestic fluorspar production meets only 20% of domestic consumption. Thus, reliance on imports on fluorspar in the future will become increasingly more critical.

THE observations here presented are those, not of an expert accountant, but of one who, while he has seen considerable service in the accounting departments of large companies, has spent more time in engineering and operating. This paper is intended to cover, in a measure, mine accounting for small mines, as distinguished from the elaborate systems, requiring many persons ;n the accounting department. I shall attempt to outline a system embracing the essentials of accounting, and simple enough in form to permit one or two persons to carry it on from month to month, in sufficient detail to be able to tell quickly the grade of ore, the prices received for metals, costs per ton for mining and milling, costs per foot for development, upward or downward tendencies in costs, ore settled or in transit, cash on hand, stocks of supplies on hand, efficiency of' labor, etc. As in all accounting, there are two main divisions: that of revenue received for what is sold, and that of disbursements made for what is bought, so in mine accounting we have to consider chiefly the income derived from sales of ore or concentrates, and the expenses incurred in producing the said ore or concentrates in a marketable condition.

Introduction In Europe, longwall mining accounts for over 95% of coal produced from deep mines, whereas in the U.S.A., longwall accounts for less than 5% of deep mine coal production. There are many reasons for the difference, but in general: a. U.S. mine operators have invested heavily in continuous mining or conventional equipment which continues to produce acceptable results; b. There 1s a reluctance to change from, a familiar (and proven) mining method to an unfamiliar one, despite promises of huge production increases,; c. Multi-seam mining in Europe has made longwall the only really viable mining method, whereas In the U.S.A. multi-seam mining (particularly in "below-drainage" mines), is relatively rare; d. Although some spectacular results have been achieved by longwall in the U.S.A.(I), the general performance of longwall in this country has not been good enough to generate much enthusiasm for its wide application; e. The much higher level of investment in face equipment required for longwall when compared to alternative methods (approximately $7.5 million for a medium seam longwall installation and $1 million to $1.5 million for a continuous miner section). However, declining productivity, national energy requirements and safety legislation are creating a situation in which longwall as a viable mining method is being examined more closely and in more places than hitherto. This paper, therefore, attempts to identify some of the principal criteria needing examination in any assessment of the feasibility of longwall application, the limitations of information for those criteria in the decision making process and the need for further research and development to assist the mine operators make the decisions.

A brief review of the role of laboratory testing for characterization of host rocks for nuclear waste repositories is presented. Micro-and macro-scopic deformation mechanisms are discussed and constitutive laws being considered are reviewed. More information is available for rocksalt under expected repository conditions and, consequently, it receives more attention in our review. A brief comparison is made between the creep and constant strain-rate tests leading to a hypothesis that there may be systematic differences between steady-state conditions developed by the two test types. This difference is explained by considering specific power dissipated and work done on the sample. The hypothesis is tested against data for wet Westerly granite. In conclusion, progress has been made during the past five years but research and development should continue.

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen -The following report covers briefly some of the more important activities of the Institute during the year 1923 In my report for the year 1922, I drew attention to the falling off in membership of the Institute due to the depressed condition of the mining industry in several lines and the inability of many of our members to find profitable employment in mining or its associated branches. A number who were unemployed during 1922 established connections during 1923, but a still greater number have been forced to resign or drop their membership during 1923. Fortunately, the number dropped is not so great as in the previous year. The Employment Service conducted by the four Founder Societies bears witness to the trend in business For the young men just out of college, there are plenty of opportunities at small salaries, there are plenty of opportunities for them as laborers, but for the mature members, those of experience, there are few calls. During the last eighteen months, our Employment Service has been able to place only six of our members out of every hundred engineers for whom it has found work. Another loss which this Society has suffered, but which is not felt so keenly by our sister societies, is in its foreign members The A. I M E has always had a large foreign membership, but of recent years exchange has been so heavily against many European and South American coun¬tries that a large number of members residing abroad have been compelled to relinquish their membership. Almost invariably these members express keen regret because of the necessity that confronts them, and almost invariably the writers express hope that present conditions will not last long and that they will soon be able to ask for reinstatement. Having stated the darkest side of the picture first, it may now be drawn to your attention that in spite of these losses the number of persons applying for membership was decidedly encouraging. THE Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. DEPTH OF MINE The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons.

FOR the past several years it has been growing practice to install circular shafts at deep mining operations. Several factors have brought this about. Throughout eastern and midwestern coal fields circular shafts have been conventional for many years. Where large bodies of coal are mined, a production shaft may have a life of 20 to 30 years. Quantity production is essential; therefore the shaft must have a large cross-sectional area for larger skips and cages. Mechanical mining has become a necessity if a company is to stay in business today. Continuous mining machines and cutting, loading, and hauling equipment must be taken in and out of the mines. If the access shaft is not large enough there will be expensive dismantling and assembling. This has become a problem at many operations, particularly in the western sections where ore was originally mucked by hand into small cars and hoisted by a skip through a narrow rectangular shaft having small compartments. Mechanical loaders must be dismantled to wheelbarrow size to go into these mines.

THE SECRETARY The year 1917 has been a notable one in Institute affairs. The usual activities, including meetings, publications, local section interests, library service, and so-forth, have been continued on at least the same scale as previously, and in addition the resources of the Institute have been placed without stint at the service of the Nation, not only for the active prosecution of the military side of the war, but even more especially in the industrial operations which form the very basis of modern warfare. The officers and directors of the Institute have labored both officially and individually, while the Institute as a body, through committees of, prominent members, and through many individual members, has given freely. Finally, Institute funds have been appropriated to an amount exceeding $5000 to accomplish the cooperation with Government bureaus, and provide committee expenses necessary for performing the services that have been given. The President of the Institute had a very large personal share in many of these activities, which will be described in the following pages, as well as in the President's own report. Many of the Institute's members are giving their whole time for. $1 a year, or less, and especial mention should be made of Herbert C. Hoover, Food Administrator, W. L. Honnold, Head of the Commission for Relief in Belgium, Mark L. Requa, Petroleum Administrator, Edgar Rickard and Charles W. Merrill of the Food Administration, S. A. Taylor of the Fuel Administration, W. L. Saunders, B. B. Thayer and Joseph W. Richards who .are giving a. large share of their time to the Naval Consulting Board, W. Y. Westervelt, W.0. Hotchkiss and Harvey S. Mud of the War Minerals Committee, David W. Brunton of the War Committee of Technical Societies, and hundreds of others whose names are mentioned in the Honor Roll of Members. It has also been a notable year in cooperation with sister-societies. The most important event under this head was the accession of the American Society of Civil Engineers into the fraternity of Founder Societies.

EDUCATION for the mineral industry was at first a single comprehensive curriculum, but it was early recognized that the main basis of mining is physics, while that of metallurgy is chemistry. The first school to offer curricula leading to degrees in mineral industry education in the United States (1853) had separate ones in mining and metallurgy. The Columbia School of Mines (the fist really successful one) had only a single curriculum when it opened in 1864, but within a few years had so reorganized its work that it offered curricula in mining, metallurgy, geology, chemistry, and civil engineering. Interest in the metallurgy or geology curricula was slight at fist, and for the next 30 years the great majority of Columbia students took the mining curriculum, probably partly because it contained nearly as much geology as the geology curriculum, practically all the metallurgy, and most of the chemistry, and partly because of the degree awarded for it. Other schools kept their mining curricula equally broad, and as late as 1900-1910 men were graduating as mining engineers who were practically as well prepared to make geology or metallurgy their life work as they were for mining. Gradually, however, the subject matter of mining geology and metallurgy became so enriched through research and development that separate curricula in them became worth while; their progressive development is the subject of another chapter. Mining curricula also began to be somewhat diversified, and schools in areas where coal mining was of outstanding importance began to offer options in coal mining, the earlier curricula having been chiefly aimed at metal mining. The petroleum industry began its meteoric rise about the same time as mineral instruction in this country, but little more of applied science attended its birth than had attended such ancient practical arts as copper and iron

Hundreds of shafts have been sunk in the United States in the past. Most of these have been successful however, in some instances thousands of dollars have been lost due to work stoppage while emergency measures were taken to control unexpected water flows. In cases where it was not possible to control the water, the shafts were completely lost. Many thousands of dollars have also been wasted in overconservative support design for the successful shafts. These "hell for stout" designs were necessary because of the importance of the shaft in the operation of the mine. If there was trouble in the shaft, all underground operations would come to a halt. Over-design was also necessary because no reliable preconstruction investigation methods or rational support design methods were available.

WITH increased coal production and mechanization of coal mines many transportation problems arise. The main objective is to bring the coal to the tipple or dump it as quickly as possible. Larger and faster haulage locomotives or two locomotives connected in tandem have been adopted to solve the problem. Motor equipment, gears and control systems of locomotives to be placed on these hauls are carefully studied to meet these requirements, by an analysis of motor characteristic curves with the corresponding tractive effort curves, in order to determine the correct load for maximum efficiency and to determine the approximate schedule. Control equipment is usually considered to be the controller and resistance. Sometimes accelerating curves are calculated in order to obtain smooth starting in the least possible time without slipping the wheels. Train control is very important, but why limit this to acceleration? Deceleration or retardation of the locomotive is a part of the train control and should be given as much consideration as the control for acceleration. TYPES OF BRAKING Common braking systems for mine locomotives utilize screw-type mechanical brakes, dynamic braking and the air brake. For gathering and haulage locomotives, the screw-type mechanical brake is regarded as standard. A brake of this kind cannot be applied without much effort and lapse of time. Motormen, like other people, follow the path of least resistance, and therefore have their brakes ready for instant application-which means that the shoes are virtually dragging. Even then, a motorman bucks and plugs the motors to gain time and avoid as much physical effort as possible. "Bucking of motors" consists in turning the reverse cylinder of the controller to parallel position corresponding to the opposite direction of travel while the locomotive is in motion, without applying power from an external source. When this occurs, both motors tend to act as series generators, because the armatures are revolving and there is residual magnetism in the field circuit. Owing to slight differences in motor manufacture, one of these will generate a slightly higher potential and will overcome the generated voltage of the second and tend to drive it as a motor in the reverse direction. This action retards the locomotive but is very severe on the segments of the reverse cylinder and on the motor commutators. "Plugging motors" is the application of power to the motors corresponding to the opposite direction of travel. SOME years ago, the writer described heat checks or thermal cracks that occur in die-casting dies.1 The life of dies was considered in relation to the casting temperature, the material used for the die, and the heat to be absorbed by the die per unit volume of casting made. The mech-anism of the action that results in thermal failure of dies was described. In the present paper the writer proposes to describe some additional observations in regard to heat checking, make one or two suggestions as to the method or methods for further attack of the problem, and give the results obtained on some work carried out along these lines.

GRAPHITE is one of the so-called minor nonmetals that have become of major importance during the present conflict. Requirements of the domestic industry for graphite are relatively small and uses have changed so greatly in the past 25 years that different types, with few exceptions, are more nearly interchangeable in use. However, the quality of the graphite required for crucibles is exacting and under present manufacturing practices only a small part of the world production can be utilized economically by this industry. Graphite, for the domestic crucible industry, was supplied almost entirely by imports from Madagascar and Ceylon before the present war. The quantity required has been increased by the war and the greatest demand is for Madagascar flake. The fall of France to Germany in 1941 and the Japanese expansion southward threatened our supply of crucible-grade graphite, therefore the domestic industry was revived to supplement imports and to act as insurance in the event of complete stoppage of imports. Two plants were constructed for the Government, one at Ashland, Alabama, called the Crucible Flake Graphite Co., operated by Haile Mines, Inc., and one near West Chester, Pennsylvania, operated by the Benjamin Franklin Flake Graphite Co. Loans were made by the Reconstruction Finance Corporation to the Alabama Flake Graphite Co. at Ashland, the Ceylon Graphite Co., at Goodwater, Ala., and the Southwestern Graphite Co., at Burnet, Texas. However, by the end of 1943 the import situation had improved and it was no longer necessary to continue Government assistance to mine and stock-pile the high-cost domestic material. Graphite is found in virtually every country of the world. Most occurrences are of no economic importance because of their poor quality, prohibitive mining and milling costs, inaccessibility, and poor location with reference to the industrial centers where graphite is used. The principal commercial deposits are found in Ceylon, Madagascar, Chosen (Korea), United States, U. S. S. R., Canada, Germany, and Mexico. Graphite is a typical international mineral in that it is utilized mainly in countries noted for industrial activities, whereas the two islands, Ceylon and Madagascar, which produce the major part of the world's high-grade graphite, are virtually devoid of any manufacturing establishments requiring its use. The industry thus is violently disturbed by wars. TYPES of GRAPHITE USED IN CRUCIBLES Graphite of various kinds and from many countries has been used for making crucibles. Passau (Bohemian) flake was first used in Europe, but by the middle of the seventeenth century crucible formulas were established largely on Ceylon graphite and German Klingenberg clay. Continuous mining has revolutionized the coal industry but intensified the problems of earlier mechanization. From the installation of the first miner, it was recognized that face ventilation would be one of these problems. To establish an efficient work cycle for the equipment being used, conventional mechanized mining provides four or more development faces. Continuous mining, relying on a single machine, requires only one face, although more than one can be driven alternately by the same machine. In gaseous areas mined by the older methods, the intermittent rate of exposure allows time for the face to bleed off or be cleared, and the width obtained with conventional units makes it possible to hang a brattice line almost to the face. Continuous mining increases the ventilation hazards; there is no margin of time, and very limited space.

The title of this chapter is "Indexing Rock for Machine Tunneling" or, a simplified approach to a very difficult problem. I do not think that we can divorce the considerations for conventional tunneling from that of the requirements in terms of geologic information that is necessary for machine tunneling. Experience has shown that in conventional tunneling, the rate of progress achieved in driving a tunnel and the cost involved can be almost directly related to the general rock quality and to the water conditions actually encountered. The very method selected for driving the tunnel or perhaps adapted during the construction period, that is, full-face, top-heading and bench, or multiple-drift, is largely determined by the degree of severity of the adverse geological features. The amount and type of support required to stabilize the rock behind the advancing face are also directly related to the ground conditions. The support may range from bald-headed to rock bolts placed as needed- perhaps pattern rock bolting, light steel sets, all the way to closely spaced heavy steel sets with full lagging and invert struts. At times crown bars, spiling, and breast boarding must be used to advance the face. Shotcrcte applied immediately to the arch and upper walls is a fairly recent advance in providing both temporary and permanent support. Ground-water inflows can further reduce the rate of advance, causing stability problems and reducing the overall efficiency of the mining crew. Required pumping may also be very expensive depending on the grade of the tunnel and the amount of water. And in shafts, of course, there is the pumping problem. To offset the adverse effect of the ground-water inflows, one must often resort to grouting ahead of the face. But this very operation which helps cut down the water inflow also increases greatly the time required for mining, and of course, there is additional cost involved in the actual operation. IN discussing present-day business and industrial troubles we easily drop into the habit of clinical diagnosis. Talk of this kind, with its emphasis on suspicious symptoms and abnormal tendencies, makes us all morbid. As an English essayist has put it, we may thus induce a melancholy, temper that simply in-vites the ministrations of social and political quacks. It is far better-because nearer the truth-for us to recognize that our condition is in no sense diseased, that our body politic, social and economic, is suffering merely from growing pains; that America is not de-cadent-indeed, that any lapses from staid normality are traceable to the, excesses of youth. Our chief .trouble, then, is only that our industrial state is still young; it may be that we have been growing too fast. The growth in the industrial development of our country from pioneer days to the present time has been marvelous. Too many of us, however, take all this as a matter of course-we credit this record of American progress to our American genius alone. Too often we overlook the fundamental relationship between resources and progress-that man is aided and even guided by Nature. The fact is, social advance, indus-trial progress, national prosperity all have their ma-terial basis in natural resources. In furnishing the needed mineral raw materials to the great manufac-turing industries of the United States there has been no halt, but rather a general acceleration. No other phase of American activity can show-equal advance. As the decades have passed, the winning of mineral wealth has progressed from the role of a stimulus for western exploration to that of the foundation for nation-wide business. In 1890 the Sherman law was passed; since then the population of the United States has about doubled. Since then, too, thevalue of the annual product of the mines of this country has increased better than eight-fold-from 650 millions to 51/ billions of dollars. Since then the four largest branches of the mineral industry, which supply the iron and copper, the bituminous coal and petroleum-the bone and sinew and the energy of all other American industries-have increased their annual output nearly ten-fold as to value and six-fold as to quantity. Such a growth in the volume of mineral output must be taken as a true measure of the ex-ceptional service rendered by the mines of the United States. Not only is this a much larger country than it was 38 years ago, but its growing mineral industry has met demands that have been out of all proportion to the growth of the population.

THIS paper presents the essentials of a mathematical method of studying the pressure behavior of an oil reservoir as the fluids are withdrawn. Methods are shown whereby the behavior of a reservoir can be used to predict the future relationship between withdrawals and pressure. The oil reservoir is considered as a small part of a large porous continuum, which contains for the most part water. The expansion of this water resulting from a decrease of pressure in the oil zone causes a movement of water that is an important factor in the relationship between fluid withdrawals and reservoir pressure. Examples are given to illustrate the methods of pressure prediction for a circular reservoir containing undersaturated crude, the pressure distribution over a field that has a uniform production rate, the effect of a fault line near a field, the mutual interference of near-by fields, and the perturbing influence of a gas cap. Applications of the analysis to sell-spacing problems are shown.
