This paper supplements one appearing in Vol. 139 of the "Transactions," page 87 (1940). Because that paper will be issued soon, only a summary is given herein.

Anna, Ohio, at the junction of Cincinnati, Findlay and Kankakee arches, has been the site of repeated and sometimes damaging earthquakes. As part of a seismicity investigation near-surface (0.15-1 m depth) overcoring strain measurements were conducted in four limestone and dolomite quarries surrounding Anna, the results of which suggest a complicated regional stress pattern, with changes in the maximum horizontal stress direction from N45ºE to N15ºW. Since such abrupt stress fluctuations are rather atypical in the Midwest and since the reliability of near-surface tests in defining regional stress had not been established, we decided to remeasure the stresses at the same locations but at greater depths (0-200 m) using the hydrofracturing method. Owing to the weak horizontal bedding planes of the Silurian shaly limestones and shaly dolomites and the relatively shallow depths, many of the tests yielded horizontal fractures, providing information only on the vertical principal stress (-0.029 MPa/m depth). However, sufficient tests in each of three testholes resulted in vertical hydrofractures to enable the calculation of all three principal stresses. Within 50-170 m depth the horizontal stresses in all three quarries appear to belong to a uniform regional Stress field defined by the following relations: [']Hmin = 5.1 + 0.014 D; [0] Hmax = 10.1 + 0.014 D, where D is depth in meters. The direction of [O]Hmax within 50-170 m depth is uniform at N70°E (±15º). The hydro- fracturing results obtained at Anna, Ohio are in agreement with the prevailing stress regime in the midcontinent both with respect to magnitudes and directions. The results suggest a possible thrust mechanism for a proposed NW-SE fault along which most of the earthquake epicenters have been located, and a left lateral strike-slip at greater depths. Since many of the easily mined, continuous, thick coal seams in the Appalachian Region have been exhausted, new exploration and mining is being directed toward less continuous seams that are under more cover and are more difficult to mine. The direct results of this are that more money and time and more expertise and data are needed to plan and open new coal mines today. It is also becoming apparent that the old methods of assimilating and preparing information needed for mine planning are inadequate to meet the needs of today's modern mining engineer, especially in the areas of data gathering, storage, retrieval, preparation, and interpretation. The system described here allows assimilation of old and new core data in a relatively quick, accurate, and efficient manner. The system is a set of computer assisted procedures consisting of the following four basic steps: 1) raw data collection, computer input, storage, and graphic preparation, 2) geologic profile correlation and establishment of seam continuity, 3) computerized data posting of important seam parameters, 4) geologic and planimetric analysis for mine planning.

BAUXITE is produced in Arkansas from two mining districts in the central portion of the State. These are (1) the Fourche Mountain district, immediately south and southeast of Little Rock in Pulaski County, and (2) the Bauxite (town) district, about five miles east of Becton in the eastern part of Saline County. These two mining districts are about twelve miles apart, separated by territory which, so far, has produced a negligible amount of commercial ore. Mining was by open-pit methods exclusively until 1924, when underground methods came into use. From 1924 to 1930 about 40 per cent of all of the ore produced in Arkansas was mined by underground methods, mainly by retreating caving.

The first systematic attempt of the National Museum to gather material representing the economic geology and metallurgy of the country was made in connection with the Centennial Exhibition. The department may be considered as having originated then, althongh it was not formally inaugurated until December, 1882. Previous to the Centennial, all the illustrations of economic geology had been included in the mineral collection, and the illustrations of metallurgy were so very few that they had also been included with the minerals. When the museum began its collections for the Centennial, the subject of the mineral resources of tile United States was placed in the hands of Professor Wm. P. Blake, who was eminently fitted to undertake the work by his experience at various international exhibitions and his extensive acquaintance with the mining industry of the country. Professor Blake prepared a broad and exhaustive plan for this purpose, and the very large collection shown at Philadelphia was well calculated to set forth the vast mineral wealth of the country. The history of the department proper may conveniently be divided into three periods : first, the formative period, during which the Centennial material was mainly administered upon, ending Jnly 1, 1884, with the beginning of the preparation for the New Orleans Exposition; second, the New Orleans Exposition period, from July 1, 1884, to June 30, 1887, during which the collections for the New Orleans Exposition were made, exhibited at New Orleans, returned to Washington, and installed permanently in the museum; third, the southwest-court period, from July 1, 1887, to October 1, 1889, during which the collections were arranged in the southwest court of the museum.

Plans for the Petroleum Division during the ensuing year are in process of development, in contemplation of the usual fall meetings in the Mid-Continent and California areas, as well as the annual meeting to be held in New York in February, 1936. Houston, Texas has been suggested as the place for the Mid-Continent fall meeting, the exact date to be announced shortly. During the past year, the Division's technical programs, as in former years, have emphasized the wide fields of engineering endeavor in the petroleum industry yet remaining for more thorough investigation and discussion. An effort has been made to bring an international interest into the proceedings of the Division by inviting the participation of prominent foreign technologists. This viewpoint should promote a continuation in 1935 of past high standards, afford a more thorough understanding of problems throughout the membership, and maintain the Institute's position among the various technical organizations functioning particularly in the oil-producing and refining areas. In the list of subjects proposed for the fall meetings is the problem of estimating petroleum reserves. Various factors requiring study will include productive sand volume, porosity, average permeability, saturation, and types of recovery. Research papers are proposed dealing with energy consumption per unit of oil recovered, reservoir pressure or energy loss relationship to the usual volumetric method of estimation, and the study of oil and gas segregation within the reservoir. Other subjects tentatively suggested include new casing practice in relationship to wells producing from several productive zones, progress in lifting methods, repressuring, advanced methods in drilling economies, and the economics of conservation. Although the threat of overproduction yet remains, to a lesser degree than during the past few years, intensive activity is now being directed towards the discovery of new petroleum reserves. This situation undoubtedly will influence, in some considerable degree, the channels through which technical activities will be directed. A continuation of the commendable work on production statistics for the various oil-producing states and foreign countries has been effected. The usual papers dealing with the general economics of the industry will be reserved for the annual New York Meeting. The Stabilization Committee maintains its membership of nationwide authorities, and interest is manifest in new developments to meet the changing requirements of the industry.

(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. THE principle of fractional crystallization has been successfully used to prepare high-purity (99.999 pct) Ga. Hoffman and Scribnerl removed single crystals of gallium solidifying in a gallium melt, while Zimmerman2 grew single crystals from the melt by the Kyropolous technique. In contrast, attempts at purifying gallium by zone refining have been less successful. ichards, reported that despite the passage of 40 zones through a gallium ingot, there still remained 5 to 70 ppm each of Cu, Fe, Ca, Mg, Si, Al, and Ag. Previously, Detwiler and Fox4 detected only one impurity, Pb, segregating in zone-refined ingots. These surprising results prompted an investigation of the factors controlling impurity segregation in gallium. Possible reasons for this were insufficient diffusion of impurities in the melt; recontamination of the melt by its oxide film which is not affected by the passage of the zone; reaction of gallium with the boat; sudden freezing of gallium following supercooling, especially since gallium easily supercools to and trapping of impurities at grain boundaries. Impurity segregation tests were carried out by directionally freezing gallium using the Bridgman rnethd, modified in that the molten gallium is lowered out of a furnace into a slush of dry ice and trichloroethylene, thus minimizing supercooling. Since the gallium is contained vertically, the oxide film is in contact only with the tail end of the melt. It was found that Teflon makes an excellent crucible for gallium since it is quite pure, non-reactive, translucent, flexible, machinable, and is not wet by gallium. The gallium crystals could be grown at various speeds, and the melt could be vigorously stirred by a Teflon rod moving through the gallium in a vertical reciprocating fashion. Single crystals could be grown by placing a solid Teflon plug at the bottom of the melt drilled out in such a way to cause the solidifying gallium to follow a winding path. Thus, even if many crystals are originally nucleated, only one grain will predominate. The grain structure of the gallium crystals was revealed by an etchant composed of equal volumes of HC1, HNO3 and HF, diluted with water to half strength. Emission spectrographic analyses were carried out on samples removed from the front and tail ends of the resulting gallium ingots. Typical results of this study are summarized in Table I. The rate of freezing in all three cases was about 1 in. per hr. It can be seen that even though stirring of the melt does help, it is even more important to grow a single crystal of Ga in order to obtain good segregation of impurities. The effect of crys-tallinity on the segregation of impurities was previously observed6 in the directional freezing of germanium; however, in this case, the effect was much less pronounced. This dependence of impurity segregation on the crystalline perfection of Ga may be related to its thermal conductivity which is the most anisotropic of all metals.7 The anisotropic thermal conductivity can cause the solid-liquid interface to be nonuniform, thus leading to trapping of impurities during freeing, and therefore reduced segregation. In conclusion, it is indicated that zone refining of gallium would be more successful if seeding and similar precautions are taken to insure single crystal growth. The authors are indebted to Mr. H. In1950 studies concerning mining and milling of the approximately 17 million tons of ore remaining at Outokumpu revealed the surface facilities for economical treatment were inadequate. The two shafts would soon be too far from the mine workings. Moreover, in spite of several extensions, mill capacity was insufficient and recoveries were not satisfactory. Therefore it was decided in 1951 to sink a new shaft and to build a new mill and auxiliary surface buildings around the shaft. The new shaft was sunk near the center of the remaining orebody, about 650 ft from the ore to the footwall side. This location placed the main part of the shaft as well as the crusher rooms and the ore bins around the lower end of the shaft in the firm and strong mica-schist.

Points out differences between the new, more liberal, law passed by the Colombian Congress and the law passed in 1919, gives a few facts about the pipe-line concession granted to a Canadian company, and tells of new drilling developments. PROBABLY the most important development in the Colombian oil situation during the past year was the passage by Congress of a new petroleum law, which went into effect Jan. 31, 1923. The principal points of interest in which this new law changes or improves the previous one are as follows: Law 120 of 1919 provided that one person or corporation could not acquire more than three exploitation zones. of 5000 ha. each, and royalties were based on a sliding scale, to wit: 6 per cent. royalty on lands 400 km., or more, from the ocean; 8 per cent. on lands 200 but not over 400 km. from the ocean, and 10 per cent. royalty on lands located less than 200 km. from the ocean. Rentals were fixed at 10 centavos per hectare for the first year; 20 centavos for the second year; 50 centavos, third year, and $1 (one peso) yearly thereafter. Under this law the term of the lease was fixed at 20 years and, at the discretion of the government, could be extended for 10 years additional. After the expiration of the lease and its corresponding extension, the machinery and other material placed upon the property would vest in the government. A bond of 20,000 pesos was also required of the lessee to guarantee faithful performance of his contract.

The opening of a new large-scale beneficiation plant is always news, but the start-up of Cleveland-Cliffs Iron Co.'s Eagle Mills near Ishpeming in Michigan's Upper Peninsula early in October is of particular interest because of the completely different type of operation being carried on at this plant. The ore boat which left Marquette, Mich. on the 3rd of October bound for the plant of Wisconsin Steel Division of International Harvester, not only carried the first output of this new mill, but also carried the first agglomerate made from the Upper Peninsula's jasper ore, the first commercial output from an updraft traveling-grate furnace, and the first large-scale commercial application of the balling disk, also called the flying saucer, to the agglomeration of an iron flotation concentrate.

IF a metallurgist employed in an industry producing mechanical parts or assemblies wishes to make the most of his opportunities he will be concerned with every use of metals in that industry. He will not only take part in the testing and treating of the metals used but will assist in their selection and study their behavior in processing and in service. In addition, he will attempt to develop an understanding of the problems involved in the use of the metals in all plant tools and equipment. Metallurgists that follow this course will soon recognize that frequently too little thought is given to the effect of the design of parts on the way the metal in them is expected to behave in service. He will come to realize that changes in the design of a part will often be much more useful than changes in the hardness, strength, composition, or structure of the metals used in them. Does this mean that a metallurgist is out of place in these industries and that he should leave the field to others or be content to fill only a minor role?

PRODUCERS of building stone have had to seek new and attractive uses for their output to supplement the diminished orders for standard products. Lunar is the direct result of the need of new outlets for marble and is. probably the most ingenious and attractive type to reach the market in a quarter of a century. It is a highly translucent stone which retains the same glistening sparkle in transmitted light that marble exhibits by incident rays. This sparkle sets it apart entirely from translucencies made of glass or even onyx, alabaster, and the distinctive exceedingly fine textured calcite marbles produced in Alabama and quarried formerly in northern Vermont and Quebec.

Industrialization is raising the standard of living of people everywhere. The common man is demanding and getting more of everything. Perhaps more markedly than most other things, he is consuming more water. A hundred years ago water for domestic use, in all but a few large centers, was lugged from wells in buckets. This still is true in many rural areas, even in the enlightened United States of America. but pumps and pressure systems are rapidly replacing the "old oaken bucket," even on farms and in isolated country homes. Nevertheless, many still fail to see water as a ?commodity? in the same sense that coal, lumber, fertilizer, and bread are considered as commosities. Water is too frequently taken for granted.

Since 1970 a new series of pneumo-mechanical flotation machines has been developed by Outokumpu Oy. The cells have a completely new type of mechanism based on a recently-developed theory of conditions necessary for dispersion of large amounts of air. The mechanism was developed in 3 cu m cells and scaled to 16 cu m cells. Rotor and stator description, scale-up theory, and practical experience with the 16 cu m cell are presented.

IT is only in recent years that substantial progress has been made in developing a physico-chemical picture of the solid state. The molecular concept, so useful in dealing with gases, was naturally carried over to the field of crystalline solids; it has resulted in the firm implanting of erroneous concepts that only now are being eradicated successfully. Two simply written and effective books on the subject are Crystal Chemistry by Stillwell1 and An Introduction to Crystal Chemistry by Evans.' A more complete treatment of the subject is available in a book by Wells.' The monograph by Hückel4 also touches on a subject most easily perceived by reference to the brief introduction by Bragg,5 that master of the field. These texts make it clear that while some solids are built of molecules, many are built of ions, others of atoms connected in the form of giant molecules, and still others of cations and electrons. The various lattices in which these entities are systematically arranged, the joint use of several of these entities, and the transitional character of some of the bonds make for the great variety of crystalline solids. The purpose of this paper is to point out a most important corollary of present views on the structure of solids. In this connection the classification of solids in Table I is helpful. Atomic crystals are those formed by the noble gases, e.g., helium and argon. They are soft, sublime at very low temperature, of very low specific gravities, and not encountered in ores. Molecular crystals are uncommon among inorganic materials, common among organic materials. Typical examples from both inorganic and organic fields are sulphur, iodine, naphthalene, benzene, and carbon tetrachloride. These crystals are soft and have low specific gravities; where the molecules are small, the sublimation temperature is low. Filament and sheet crystals are rare. They are typified by elemental selenium and elemental arsenic, respectively. Graphite and molybdenite come near being sheet crystals. These crystals are soft in some directions, tough in others, sublime at various temperatures. Diamantine crystals, typified by diamond, are very few in number, stable at high temperatures, and extremely hard. Ionic crystals are common. Most salts, acids, and alkalies belong in the two classes of ionic crystals; examples are rock salt, fluorite, calcite, and angle-site. The salts, acids, and alkalies that do not belong in these classes are more properly regarded as transitional between ionic crystals, framework crystals, and diamantine crystals, e.g., ice and quartz. Fiber crystals are relatively uncommon mineral-ogically speaking, but common in the fields of living processes. Examples are asbestos, silk, cellulose, and wool. Many fiber crystals are so little known even now that their crystallinity may be doubted. Layer crystals, among the more interesting and useful of solids, include a wide variety of substances

THE thesis of this article is that the age of Newton is now coming to a close, and that recent scientific discoveries have in store an even greater revolution in our entire outlook than the revolution effected by the discovery of universal gravitation by Newton. The revolution that now confronts us, arises from the recent discovery of new facts, the only interpretation of which is that our conviction that nature is understandable and subject to law arose from the narrowness of our horizons, and that if we sufficiently extend our range we shall find that nature is intrinsically and in its elements neither understandable nor subject to law. The new experimental facts are in the realm of quantum phenomena. Comparatively little has been written for popular consumption about this new realm which has opened in the last fifteen years. The man in the street has been much more interested in relativity, which to him has seemed extremely interesting and revolutionary. Occasionally, however, there has filtered down to him the news that nearly all the theoretical physicists are occupied with a new order of phenomena which they find very much more exciting and revolutionary than any in the realm of relativity. For after all is said and done, the practical effects of relativity, measured in ,dollars and' cents or in centimeters and grams, are exceedingly small, and require specially de- signed experiments executed by men of the highest skill to show their existence at all. The phenomena with which quantum theory deals, on the other hand, are of the greatest practical importance and involve the simplest aspects of everyday life. For example, before the advent of the quantum theory no one could explain why a tea kettle of water boiling on the stove should not give out enough light in virtue of its temperature to be visible in the dark; the accepted theories of optics demanded that it should be visible, but every burned child knew that it was not.

FOLLOWING the presentation of the papers by Messrs. Mahan and Butler, the discussion printed below ensued. A. C. LANE* With particular reference to the New England con-sumer, I entirely agree with Mr. Mahan that intelli-gent marketing methods will do a good deal, but there is more than one way of improving them. For instance, coal can be shipped best to New England about this time of year-after the storms of the winter and before the movement of crops in the summer. For that reason there ought to be seasonal freight rates. This will be agreed to by most coal men if you will ask them, especially those who are connected with large concerns like the Metropolitan Coal Co., and yet they do not get seasonal freight rates partly because the railroads are afraid if they once reduce them they will never have a chance to get them back again. But it would be an improvement to have seasonal freight rates. Another thing: When we are buying in New England we want really a certain amount of heat value in our coal. There is no great advantage in our buying ash, nor is there any particular advantage in the railroad shipping ash and clogging the circulatory system of the body politic any more than clogging the circulatory system of the physical body. It would be desirable if the wholesaler, and to some extent the retailer, could guarantee the amount of ash or sell their coal on heating value. If you are interested in that you will find some interesting charts, in "Anthracite Coal Costs Analyzed," a pamphlet issued by the Anthracite Coal Consumers Association, Inc., New York City, as to rates from various and sundry points for bituminous and anthra-cite coal from the field to New York, Buffalo and Chi-cago. Here in New England they are both up against the competition of oil. About 3 or 3 1/2 bbl. oil will do the work of a ton of coal. One of my millionaire friends who is well posted on the situation is putting oil in his Commonwealth Avenue house because it is the most economical. Moreover, we can get Welsh coal from across the water (and help equalize this matter of exchange with Europe) in close competition with Penn-sylvania coal.

I have the honor to submit herewith the report of the Secretary for the year 1915 showing the principal activities of the Institute: Meetings.-The 110th Meeting, including the Annual Business Meeting, was held in New York City, Feb. 15 to 17, 1915. The full report of this meeting is given in Volume LI of the Transactions. The number of papers presented was 53, and the attendance was 357 members and guests. The 111th Meeting was held in San Francisco, Cal., Sept. 16 to 19, 1915. Sixty-eight technical papers were presented, and the attendance was over 400 members and guests. The full report of this meeting is given in the Bulletin for December, 1915. Local Section.-A new, strong Local Section of the Institute, with head-quarters in Arizona and known as the Arizona Section, was formed during 1915.
