DURING the last 20 years, experimenters have sought to utilize pulverized coal in boiler plants, but refractory and slag troubles have usually overbalanced any, gains in efficiency that were obtained. These troubles were caused largely by lack of knowledge of the proper methods of coal preparation and lack of a furnace design that would be adaptable to pulverized-coal firing. When this information was obtained the results were so much more satisfactory that within the last 5 years approximately, 80,000 boiler hp. have been installed in plants ranging from 1000 to 20,000 boiler hp. rated capacity, which are operating at an average of 174 per cent. of rating. The first commercial installation for burning pulverized coal under boilers was made at the Parsons shops of the M. K. & T. railroad in 1916. Of eight 250-hp. water-tube boilers thus fitted, six were operated continuously for 3 yr., when oil was obtained at such a low price as to warrant its use. Since then, this plant has been operating alternately on pulverized coal and oil, depending on prevailing prices. Recently gas has been discovered within 20 mi. of this plant, so that this fuel may also be used. No change in furnace design was made when changing from pulverized coal to oil or gas firing. One of the principal advantages of this method of firing is its ability to utilize, with maximum efficiency, all kinds of coal, irrespective of quality or physical characteristics. In fact, quite a number of the present pulverized-coal installations were made for the purpose of utilizing coal that could not be marketed or used in any other way. The Pacific, Coast Coal Co., at Black Diamond, Wash., formerly hand fired the boilers, using approximately 125 tons of prepared steam-size coal daily. The Black Diamond steam coal is the best quality of coal for steaming purposes mined in that section of the country, and there is a market for all that can be produced. By installing a pulverizing plant, it was possible to substitute coal of a size and quality that had no commercial value, so that 125 tons daily of the best steam coal formerly used at the mines is now marketed.

Pollution problems from smelters may be unique in industry since the pollutants cover the wide range of SOx, particulates, carcinogens (arsenic), plus a number of heavy metals, the health implications of which are not clearly understood. In addition to this wide range of pollutants, many of the plants are extremely old; and fugitive emissions may, in fact, be the most significant air pollution problem. The Environmental Protection Agency, both in an in-house and contract effort, has assessed the quantity of pollutants emitted and evaluated the health impact. This paper will review the status of EPA's regulatory efforts in both new and existing smelters in light of these pollutant assessment studies.

Risk capital for mining ventures becomes harder to get each year as the costs for exploration, construction and money continue to skyrocket in today's inflationary economy. Because of this and because mining prospects must compete for the same dollar as many other needs of a diversified company, then the success or failure of any new proposal depends on how well its return on investment compares with all other capital requests. Mr. Kruger presents case histories showing what it costs to explore for new mines, how many of these prospects reward their promoters with success and how well some of the more famous mines have paid off.

THE 143d* meeting of the American Institute of Mining and Metallurgical Engineers was held in New York, Feb. 19-22, 1934. It consisted of the annual business meeting, 45 technical sessions at which 217 papers were presented (more than ever before), two sessions of the Board of Directors, two meetings of Section delegates, three formal lectures, luncheon Monday, Tuesday and Wednesday for members and guests, three group dinners and five group luncheons, eight committee meetings, the annual reception and dinner dance, an informal dance, a smoke-dinner and the annual meeting of the Woman's Auxiliary. Attendance showed an improvement over the previous year, as follows: Total, 1534 in 1934, and 1475 in 1933; dinner dance, 543 and 426; smoker-dinner, 425 and 394; informal dance, 295 and 250; women's registration, 160 and 133; luncheons, 1034 and 734. The Coal Division held a general session and three sessions on Coal classification. It also met jointly with the Committee on Ground Movement and Subsidence. At the general session, John B. Dilworth presented a report of the Committtee on Methods of Valuing Coal Proper- ties and R. H. Sweetser a report of the Committee on Evaluation of Coal for Blast-furnace Coke. C. B Huntress, Executive Secretary of the National Coal Association, was the principal speaker at a luncheon on Monday, at which Eli T. Conner, Chairman of the Division, presided H. N. Eavenson, newly elected President of the Institute, and Edward W Parker, Secretary-Treasurer, of the Anthracite Institute, also spoke. The Executive Committee of the Division met Tuesday afternoon. The Sectional Committee on Classification of Coal met on Thursday morning and the Technical Committees on Scientific and Use Classification of Coal on Thursday afternoon. The Committee on Mining Methods held two general sessions, one for presentation of a half-dozen interesting papers on strictly mining subjects, the other on Aerial Transportation. It also participated jointly in a session on ground movement and subsidence with the committee of that name and the Coal Division The Institute's Standing Committee on Aviation had its inception at the session on Aerial Transportation

AS If see it, then, the engineering advances of which yob have studied here at Golden, the continued growth of. industry that you see about you here in Colorado, and the country-wide progress that I have not time to discuss-these illuminating facts should clear away any doubts as to your future. You have little license to ask, "Where is the call for engineering or what the need? Yankee fashion I might ask you by way of reply, "Have all the mines been opened? Have all the power-houses and transmission lines been built? Have the last improvements in. mill and smelter been in-stalled?" We know that the general answer is No, and the rest of the answer, which tells where are those mines and power plants and what are the new methods and processes in mining and metallurgy, must be sup-plied by you engineers of the future. And anyone who has even casually observed what recent years have brought forth in our profes- sion cannot but envy you your job. Our reconnaissance excur-sion into your future should not be much longer extended, but before turning back there are four landmarks that I would like to point out-not lofty peaks but useful tie points that are worthy of your attention as you traverse the territory of your future work. Two of these are in fact low spots or depressed areas which call for engineering activity; these are commonly called "waste" and "average." The other two are of larger significance and are rather extensive regions in the domain you are to enter and occupy. These larger tracts bear the suggestive place names "fact-finding" and "human engineering" and perhaps will prove to be the heights from which the broadest outlook is to be had in this "pilgrim's progress:" In the first place, waste deserves your attention, al-though I realize that it is possibly the most unpopular word anyone hailing from Washington can publicly utter. Its unpopularity naturally follows from its overuse in the somewhat strong charges made against the industrial and business world some years ago, when the doctrine of conservation was first preached in the land. But waste is a word to be used in an engineering sense as well as for political effect. Properly used, waste is not a word to shy at-rather it is a challenge to the engineer. For example, at present, the loss of 1 kilowatt-hour to every 5 sold is a clarion call to the electrical engineer. Waste is your target to shoot at, the obstacle for you to surmount, the giant for you to slay.

The Laredo oil district, South Texas, includes an area of approximately 200 miles long north and south and 75 miles wide, embracing the following counties: Starr, Zapata, Jim Hogg, Webb, Duval and McMullen. The area is relatively old in respect to the production of oil, as the first oil was discovered and produced in the Piedra Pintas field in Duval County on Sept. 10, 1905. Since that date, continuous new discoveries have contributed to the development of this district until, at the present time, it is one of the important oil-producing and gas-producing areas in the world. The year 1937 also had its share of new discoveries in the district, including not only new oil fields but also new sands in already producing pools and important extensions to existing sands and fields. Among the most important field discoveries, by counties, are: Duval County..... Benavides, Sweden, Thomas-Lockhart, Labbe and Lundell fields Jim Hogg County.. Las Animas field McMullen County. Ezzell field Starr County...... El Tanque field Webb County..... Killam and Oilton fields Of these, Benavides, Oilton, Killam and Ezzell have so far proved themselves most important; the Benavides field, Duval County, showing by far the most activity. For the year 1937, therc were 283 wildcat tests drilled in this district, of which 35 were oil producers, 20 completed as gas wells and 228 abandoned as dry holes. Duval County, as usual, received the greatest amount of wildcat drilling, having 21 oil wells, 5 gas wells and 63 dry holes completed during the year for a total of 89 tests. D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. ? G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the "Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. Discontinuous yielding in tensile tests was observed in V-O alloys in the temperature ranges of 150° to 175°C and also 350° to 400°C. The magnitude and intensity of the serrations were found to vary considerably with oxygen content. Maxima were observed in tensile and yield strengths and in the strain-hardening coefficient at the higher temperature only. The strain rate sensitivity was observed to be negative between 150° and 400°C. THIS investigation was undertaken to study the effect of oxygen on the tensile properties of iodide vanadium in the temperature range of 25o to 450°C. Brown1 observed an increase in strength between room temperature and 400°C in vanadium metal, and found that oxygen and nitrogen had a rather pronounced effect on the strength and ductility. A maximum in the tensile strength was observed by Rostoker et al.2 near 300oC and by Pugh3 around 450°C for calcium-reduced vanadium. Pugh also found a maximum in the yield strength and in the strain-hardening exponent, and minima in the elongation and strain rate sensitivity at the same temperature. Eustice and Carlson4 reported the appearance of serrations in the stress-strain curves between 140° and 180°C in iodide vanadium containing 600 ppm O. These anomalies in the mechanical properties indicate that strain aging occurs in vanadium, but the impurity or impurities responsible for the above-mentioned effects have not been identified. The phenomenon of strain aging is usually characterized by the return of the yield point after interruption of a strength test. In the temperature range where strain aging occurs, the yield and tensile strengths attain maximum values, elongation and strain rate sensitivity exhibit minima, and discontinuous yielding is generally observed in the stress-strain curve. Cottrell5, 6 has postulated that strain aging is due to the migration of solute atoms to dislocation sites to produce locking after the dislocations have broken free from their impurity atmospheres during the initial yielding. At the strain-aging temperature the process is a dynamic one in which the solute impurity atoms diffuse to the vicinity of the moving disloca- tion producing "locking" which gives rise to maxima in the tensile strength and serrations in the elongation curves. Cottrel17 has noted that discontinuous yielding in iron occurs when the diffusion coefficient of nitrogen, D, and the strain rate, i, are related by D = 10-9 €. EXPERTMENTAL PROCEDURE The vanadium metal employed in this study was prepared by the iodide refining process as described by Carlson and owen.8 A representative analysis of the vanadium used in this investigation was: 150 ppm O, <5 ppm N, <1 ppm H, 150 ppm C, 150 ppm Fe, 70 ppm Cr, <50 ppm Si, 30ppm Cu, 20 ppm Ni, <20 ppm Ca, <20 ppm Mg and <20 ppm Ti. Alloys containing from 200 to 1800 ppm O, all of which lie in the solid solution range of the V-O system, were prepared by arc melting vanadium together with portions of a high-oxygen master alloy. The master alloy was prepared by tamping pure V2O5 into holes drilled in a vanadium ingot and arc melting this five or six times in an inert gas atmosphere, inverting the button between each melting step. The oxygen content of the master alloy was then determined by vacuum fusion analysis. Vanadium containing less than 150 ppm O was prepared in the following manner. A bar of iodide vanadium was deoxidized by sealing it in a tantalum crucible with a few grams of high-purity calcium. This was held at 1100°C for 4 days to allow time for the oxygen to diffuse to the surface and to react with the calcium vapors. The calcium oxide product was later dissolved from the surface of the bar with dilute acetic acid. In this way vanadium containing from 20 to 50 ppm O was prepared. Sample Preparation. The are-melted ingots were cold swaged into 3/16-in. diam rods and these were machined into cylindrical tensile specimens with a reduced section of 1.00-in. length and 0.120-in. diam. The test specimens were annealed for 4 hr at 900°C in a dynamic vacuum of mm of Hg to remove hydrogen from the metal. This recrystal-lization treatment produced a uniformly fine-grained structure with a mean grain size of approximately 0.06-mm diam. The oxygen contents reported in this paper were determined by a vacuum fusion analysis of the tensile specimens after testing. Analyses for other interstitial or metallic impurities showed no significant changes from that of the original material. Tension Tests. Tension tests were performed on a screw-driven tensile machine at a constant cross-head speed of 0.01 in. per min. Tests at elevated temperatures were carried out by heating the

FIRE tubes are commonly made in order to frighten horses or to harm enemy soldiers, but although fire issues from them, they do not cause much damage because they cannot be used at a distance. If you wish to use them, you are not able to approach close to the enemy, for if there is anyone who is afraid, he does not let you approach nor does he come near you until he sees that they have finished burning. Thus, in short, the assault with this is one that is seen beforehand, and for which there is always time to decide on some action in defense. It is indeed true that they are beautiful things to see and when the name tubes of fire is heard it terrifies those who do not have a defense ready. When four, six, or indeed ten or twelve of these are put in the hands of as many courageous and united men, they are surely good in forcing passage on a guarded bridge, or in entering or holding a gate, road, or other narrow place. PROGRESS on the earth depends to a large extent upon the rapid inter-change of ideas and commodities between the various nations of the world. The smooth flow of commerce, by which these ideas and com-modities move, is accelerated by accurate and complete maps of the various land and water areas of the earth, The production of accurate maps depends upon a complete knowledge of the figure and dimensions of the object to be charted, therefore a knowledge of the shape of the earth is a prime necessity for accurate charting purposes. Gravity observa-tions were first undertaken to aid in determining the shape of the earth so that the geodetic surveys of its land and water areas might be more accurately connected to form an undistorted map. A large part of the earth&apos;s surface is water and it is therefore necessary to get gravity values at sea as well as on land before a complete and accurate figure of the earth can be determined. Dr. F. A. Vening Meinesz, of Holland, was the first scientist to perfect a pendulum instrument that would accurately measure gravity at sea. He had previously developed a multiple pendulum apparatus for measur-ing gravity upon swampy and unstable land areas in Holland and it was therefore quite natural that he should adapt the instrument to give accurate results upon a still more unstable support, the surface of the sea. His instrument as perfected gives satisfactory results when mounted in gimbals on any vessel where the roll and pitch are not more than about 5° and where the vibrations from rotating machinery and wave action are not large enough to cause the pendulums to shift on the knife-edges. This degree of stability can be obtained on surface craft only in protected waters or on very calm days. Therefore, Dr. Meinesz mounted his instrument in a. submarine so that he could submerge below the disturbed surface waters and get the desired stability in nearly any kind of weather by simply diving to greater depths. Most of the gravity-at-sea work has been done with a Meinesz instrument and a very large number of the observations have been made by Dr. Meinesz himself. Having had charge during the past year of the operations of the New River Coke Company, the second largest, if not the largest, coke-producer in this district, my attention was called particularly to the yield of coke from the coal as coked in a bank of beehive ovens, as the record showed that this yield, while believed to be well up with the practice of the district, was much lower than the analysis of the coal indicated it should be. The coal is well known to many members of the Institute, and the scope of this paper does not include a discussion of its occurrence and development. It suffices to say that the New River district comprises the mines working on the coals of No. XII. or the Conglomerate Series of the Rogers brothers, which are located on New river and its tributaries, and which find an outlet for their product east and west over the Chesapeake and Ohio Railway. The New river through this section carries the drainage from an extensive peneplain in which it has formed a very striking and stupendous canon, probably the most striking east of the Mississippi river. The only practical access to this territory is by means of this canon and the Chesapeake and Ohio road, and the opportunities for development by other lines may be considered as nil. If it were not for the fact that this road, farther west, reaches and develops entirely different coals, which are found in other measures, the New River district might properly be spoken of (as is now done at times) as the " C and 0. field." IN CHAPTER I it was shown that the approximate market value of the copper produced at the twelve big Porphyry mines from 1905 to 1931, inclusive, was $2,821,300,000. This represented the refined metal ready for shipment to the consumer. In addition, at least $50,000,000 worth of gold and silver had been produced, more than $30,000,000 coming from the Utah mine alone. Consequently, the revenues totaled about $2,871,300,000, as shown in Table 58. Society paid this sum for a given quantity of metal that it wanted for industrial use. Where did the money go? Who were the direct beneficiaries of the creation of this new wealth? These questions this chapter will answer in a general way. Because some necessary data are not available, an exact tabulation in detail can not be made, but Table 58 is believed to reflect with reasonable accuracy the disposition made of the aggregate income from the twelve operations. The word "operations" is used advisedly because the complexity of corporate relations precludes the possibility of picking out companies, as could be done if each enterprise were an independent entity such as Miami, for example. Some explanation of the table and some elaboration of the items under "Outgo" is desirable. In the first place, it is assumed that the sum of surplus current assets existing in various treasuries at the end of 1931 was substantially equivalent to the “new” money that actually was put into the enterprises as a group. Less than $20,000,000 in new capital was realized from securities sold by the Utah Copper Co., the remaining funds coming from earnings. In respect to some of the others, such as Chuquicamata, Inspiration, and Andes, the amount of new money was much greater. In situ mining is a process for recovering uranium from relatively small or low grade ore bodies. The process involves passing a lixiviant and oxidant, typically NH4HC03 and H202, through a uraniumcontaining ore body. As the solution progresses through the ore body, the uranium is oxidized from the plus four to the soluble plus six state. The bicarbonate complexed uranium laden solution is removed from the ore body and the uranium recovered in an above-ground processing plant. During the leach process lixiviant cations may be sorbed on the ore host, if the host contains exchangeable clay minerals. This report examines the implications of this clay interaction on ground-water quality, the various available in situ mining restoration methods, laboratory procedures for simulation and development of those methods, and the results of using the restoration methods in the field. Various restoration methods, including ground-water sweeping, clean water recycle, and chemical restoration are presented and discussed. The use of ore characterization, agitation leach tests, and column tests to study cation sorption and desorption, and thus, to identify and evaluate restoration methods is discussed. Ore characteristics identify the clay type and clay content, which allows the estimation of the magnitude of the cation sorption by that ore. The chemical effects of clay exchange and of chemical restoration can be examined using agitation leach experiments and packed ore column tests which also provide information on the physical effects. The agitation leach test is a relatively rapid means of determining the sorption and desorption characteristics of an ore. Unlike agitation leach tests, column tests can be used to assess the influence of solutions on permeability, on precipitation problems, and on other chemical changes. The effectiveness of using restoration methods, which were developed and tested in the laboratory, are examined by presenting field restoration data from several mining sites.

This paper presents two main developments: (1) a short, constantly accelerated centrifuge method of measuring drainage capillary pressure properties of cores, and (2) a new analytic method of treatment of centrifuge measurements to obtain saturation-capillary pressure relations. Toward the first objective, a clever experimental method is presented which is certainly more rapid than previous centrifuge methods. Toward the second objective, a new analytic method is derived to eliminate the approximate method of Hassler and runner. The derivation of this new analytic method, however, appears to be in error. The new analytic solution is developed as Eq. 5 in Appendix A. Most of the petroleum produced in New York State is obtained by flooding; that is, water drive. No important oil fields have been developed during the past 30 years, nor does there seem much hope that the productive oil areas will be substantially enlarged in the future. There is some prospect that additional supplies may be obtained by deeper drilling, but deep tests for gas to the Oriskany sandstone in some of the oil-producing areas have been without results so far as any discoveries of oil are concerned. Although the flooding method had been made legal in 1919, and some floods had been in operation previous to 1921, that year marks the beginning of a rapid increase in oil production by the new method. The flush production of oil in New York was in 1882, shortly after the discovery of the Richburg pool in Allegany County. The oil production in that year amounted to 6,685,000 bbl. The 1937 production of 5,478,000 bbl. was the largest since the flush production of 55 years ago. The effectiveness of water-flooding for increasing oil production from the old New York fields is shown in Table 1. There are in this country some 20 or 30 societies for engineers and engineering scientists. Most of these organizations are autonomous, and there is little or no cooperation among them. Many do not touch the lives of our Institute members. However, during the course of the years several societies closely associated with the AIME have banded together to handle specific situations where cooperation was necessary. It is believed by many engineers that the functions of these cooperative societies should be analyzed and a plan set up to unify the engineering profession into an organization similar to the American Medical Association and the American Bar Association. The preliminary study of the AIME Committee for Inter-Engineering Society Cooperation has indicated that the following organizations bear upon the professional lives of our members. Some of these are federated groups, such as EJC and ECPD; others are individual-member participation groups, such as the Founder Societies and NSPE.
