Robin 0. Williams (Oak Ridge National Laboratory)— The authors have questioned the degree to which the coherency strains between the iron-rich and chromium-rich phases are isotropic as proposed in Ref. 5 on the basis of the difference between the elastic properties of the two phases. The relative magnitude of the stresses is determined by the moduli as shown by Eqs. [2], [3], and [4] of Ref. 34. However, the moduli of the two phases have no direct bearing on the uniformity of either the stress or strain within either phase. The idea that the strains are isotropic within each phase (but normally of different magnitude and always of different sign) is based entirely upon the experimental observation that X-ray line broadening has not been detected even when the particles become rather large. It has not proven possible to grow the particles sufficiently large that they lose coherency. Based upon this lack of line broadening one can estimate an upper limit for the nonuniformity of the strains within each phase as follows. It is considered possible to detect line broadening if it is as great as 10 pct of the separation of the K, doublet for the (211) line using chromium radiation. The doublet separation would correspond to a total strain of 0.0017 such that the total variation of lattice parameter relative to the average lattice is now k0.05x0.0017 or something less than ± * For the present case the strain in each phase is roughly 0.002 such that the variation of strain within a phase will not exceed 5 pct. It is stated that the expression derived for strengthening for the hydrostatic straining as observed in this system would substantially overestimate the magnitude due to dislocation flexure. This is contrary to the conclusion reached in the original paper34 for the present range of particle sizes. What is the lowest temperature at which a has been observed to form in this alloy? M. J. Marcinkowski, R. M. Fisher, and A. Szirmae (nutlzors' reply)— -Williams' arguments based on X-ray findings for a chromium-rich precipitate and an iron-rich matrix strained to a common lattice parameter are certainly convincing. This being the case, there are no shear components of strain associated with the precipitate-matrix aggregate to interact with the shear components of the dislocation stress fields, contrary to the opinion expressed by the present authors. On the other hand, the present authors, in spite of this error, did not expect the shear interactions to be significant. The chief objection to Williams' model in the present case is that the various segments of the dislocation line are assumed to pass from one potential valley to the next independently of neighboring segments. This is only true for a highly flexible dislocation line, i.e., one whose radius of curvature is something less than the center to center distance between precipitate particles which amounts to about 90A in the present alloy. In order to maintain this curvature, an externally applied shear stress of at least 230,000 lb per sq in. would be required or about four times the observed stress. It is therefore concluded that the dislocation lines move rather rigidly through the lattice. This being the case, the forces on the dislocation resulting from the hydrostatic interaction between the stress fields of the edge-dislocation components and the precipitate particles should average out to zero; that is particles above the below the slip plane produce forces on the dislocation of opposite sign and therefore will cancel when averaged over the entire length of the dislocation. On the other hand, since the dislocation is not perfectly rigid, Williams' model may lead to some strengthening, but far less than that predicted. A second and equally serious objective to using Williams' strengthening model for the present alloys is that profuse wavy slip due to the motion of screw dislocations played a predominant role not only in the unaged alloys but in the fully aged ones as well. Since the screw dislocation has associated with it only shear components of stress the hydrostatic strengthening model no longer applies. In view of these arguments the present authors must reject Williams' model of strengthening as being pertinent to the present alloy system. The present authors have made no detailed study of the lowest temperature at which a forms in the quenched ferritic alloys. None was ever observed n the alloys aged at 500°C so that forma-tion must occur at temperatures higher than this and was therefore not a factor in the present study.

Short cuts for determining the constants of oil decline curves, with the method of least squares as a starting point, are presented and applications made to practical examples. The nature of the raw data does not justify rigid adherence to the orthodox theory but does lend justification to convenient methods of approximation within reasonable limits. If the conventional form y = kxn were changed to y = k(x + c)', methods of determining the curves would be simplified and greater uniformity in calculated results would probably follow. As A result of the publication, several years ago, of some articles on determining the constants of empirical formulas, the determining the constant's of types of curves used for estimating the production decline of oil wells was brought to the writer for study. Methods requiring a minimum of time and labor and a maximum of rigor were sought, as it appeared that the nature of the data from which such curves are computed and the relative uncertainty of occurrence of the events predicted from them did not justify close adherence to the theory on which the solution of such problems is ordinarily based. The technical deficiencies of the solutions presented in this paper, from the standpoint of the method of least squares, are readily apparent to those familiar with that method, but their presentation in detail here is irrelevant to the subject matter. However, it is the author's conviction, after a rather exhaustive study of the problem, that the value of the solutions lose little by the approximate application of the conventional theory. It must be understood by those who use these formulas that the solutions herein given, and the formulas based on them, are merely facilities to aid the valuation engineer in forecasting future events. It is assumed, also, that before application is made of them, prescient judgment based on the circumstances in each case, shows that the forecast has some probability of realization. On this basis only will these formulas be found useful.

The term potash refers to potassium oxide (K2O), a compound not found in nature or produced by man but used as a basis for comparison of all potassium compounds and now is applied generally to various compounds of potassium used by agriculture and industry. Potassium, the last of the three major plant foods to be used in appreciable quantities by agriculture, was originally produced only from organic materials for chemical uses. The first recorded identification of a mineral source of potassium was in 1797; but, until the discovery in 1839 of the large deposits of soluble potassium salts in Germany and their development in 1860-61, nearly all potassium compounds continued to come from organic sources. With the importance of potash to plant life discovered in 1840 by von Liebig and the production of potash in Germany after 1861, agriculture soon became the major consumer of potash. In 1958 agriculture accounted for about 95 pct of the total potash consumption; the chemical industry used the remaining 5 pct. Mineralogy and Geology Potassium, an important constituent of the earth's crust, occurs in many forms in numerous rocks and minerals, including water solutions, but is not found in its native state. Twenty-five of the more important potash minerals are listed in Table 1. The properties of the five potash minerals most common in Permian salt formations follow: Sylvite is isometric; has a hardness of 2, a specific gravity of 1.98, vitreous luster, and cubic cleavage; and ranges in color from clear to brick red. In taste it is similar to halite but has a sharper taste and a cooling effect on the tongue. It is very plastic under pressure. Langbeinite is isometric; has a hardness of 4, a specific gravity of 2.82, vitreous luster, conchoidal fracture, and no cleavage; and ranges in color from clear to gray. A centralized online data acquisition system has been developed by the U.S. Bureau of Mines Pittsburgh Mining and Safety Research Center for rapidly digitizing, storing, and processing experimental signals originating up to 1100 feet away from a central computer. This system, which services seven laboratories, is currently based on a CDC System 17 1/- computer with 56K of semiconductor memory, four disk drives (one shared online with a CDC 1700), two magnetic tape drives, high-speed A/D hardware, and other input/output peripherals. The laboratories are linked to the central computer by 15-pair cables and signal conditioners and to the computer's communications controller by modems and current loops. The A/D throughput rate is approximately 30,000 samples per second (9 bit plus sign resolution) and permits scanning about 30 instruments once every millisecond for up to 100 seconds, being limited only by disk capacity. The laboratories serviced by this facility conduct explosions research and include such facilities as an Experimental Coal Mine Explosion Facility (45 channels), a Constant Volume Combustion Laboratory (4 channels), and a Simulated Coal Mine Laboratory (15 channels). Personnel support includes one systems analyst, two applications analysts, one operator, and a hardware technician. The system has performed adequately for burst-type data acquisition, but due to a lack of long-term reliability (24 hours) of the real-time multiprogramming operating system and unpredictable power failures, slow phenomena signals are generally digitized and stored offline. This latter data is input to the computer through peripherals such as a high-speed paper tape reader, or high-speed asynchronous communications ports. Processing of data is done either in real-time (as soon as data is collected) or in batch mode. Smaller batch jobs are run on this computer, and all others are transmitted by means of the system's high-speed UT 200 terminal simulator to a CDC-6000 series computer.

Narrative continuity is maintained throughout the text. Each historical geology period is made distinctive, provided with an identity, and shown to have particular characteristics. Pumps, compressors, gas turbines and refrigeration are also dealt with.

Surveying what was done in 1929 in meeting problems of oil-field equipment corrosion, one is struck by the fact that fewer meetings were held for discussion of these problems and fewer papers written than in any year since the subject engaged the attention of petroleum engineers. This does not mean that progress has not been made, for a great deal actually has been accomplished. Recommendations that accompanied field reports have been put into actual trial and some results obtained are gratifying. The type of papers prepared also has undergone a change, for they now deal with things accomplished rather than recite damages and suggest possible remedies. Some of the most notable work pointing the way for future solution of many pipe line problems is that done for the U. S. Bureau of Standards by Dr. K. H. Logan and Dr. Gordon N. Scott, dealing with tests of pipe coatings and reports on soil conditions. Many facts of great importance have been isolated and defined by these two men, not only indicating what may be done in some instances to retard corrosion, but showing that things formerly considered of importance have little bearing apparently upon the practical results. All-aluminum Storage Tanks In April, 1928, an all-aluminum 500-bbl. field storage tank was put into actual field use in Crane County, Texas, together with another tank of the same capacity but made with steel bottom and lower section of side sheets and aluminum upper ring of side sheets and deck. In April, 1929, after a little over one year's use these tanks were opened and examined by a group of engineers and chemists. The results of the test were enlightening. Other tanks made entirely of steel and used in the same battery with the two test tanks had some of their side and bottom sheets destroyed by corrosion in six to nine months, but the all-aluminum tank was in actual use for 18 months before holes were found corroded through the bottom, when the tank was examined for a second time in September, 1929. Hunt Medal for 1930, is the following prosaic item from the financial columns of a recent issue of a New York newspaper. "According to private advices from Pittsburgh, production costs of the A. M. Byers Co. for 1929 were reduced about $5 a ton by the use of the Aston process for making wrought iron pipe. A greater saving is anticipated for 1930, when more of the company?s requirements will be produced by the new method."

With the increasing emphasis on using American fossil fuel resources, more facilities are evaluating coal conversion. In addition, those facilities now using coal are considering better coal storage procedures to minimize negative environmental impacts. For example, rainfall and snowmelt on a coal pile produce a drainage stream high in acidity, suspended and dissolved solids, iron, sulfate, and trace metals. Usually, the characteristics of the runoff stream do not allow for direct discharge to streams and lakes. Detention in a holding pond and pH adjustment are traditional methods of treating coal pile runoff before discharge. Historically, this treatment methodology has been performed inefficiently without a good data base to assess how much runoff treatment is needed to meet effluent guidelines. A model was developed to simulate runoff volume and pollutant loadings under different rainfall conditions. This model will be used to size and design treatment works for coal pile drainage. The Ohio State University (OSU) version of the Stanford watershed model was selected as the base model. The OSU model simulates overland runoff in a rural area. It includes factors such as soil moisture, depression storage, infiltration, and flow to a ground water reservoir. TRC also used the OSU co-model for acid production in coal refuse piles as the basis for qualitative modeling work. A number of modifications were made to the OSU models to make them applicable to coal storage piles. The physical/chemical reactions included in the models are described in more detail in the project report. In addition, the models were altered so that a standard NOAA magnetic tape of historical meteorological data can be used as data input instead of requiring the user to create a data file. The resulting TRC coal pile drainage model is actually two models - a quantitative model, termed H2OTRC, and a qualitative model, TRCCOAL.

Strip mining in the domestic coal industry is contributing a greater proportion bf overall production than at any time in the past. U.S. Bureau of Mines statistics show that the percentage of total production mined in 1958 by stripping methods increased to more than 30 pct, up from 22 pct in 1951. The tendency to favor strip and open pit mining exists in other mining activities, but such trends are not as clearly outlined as in the coal industry. Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically. Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating overburden and dumping it in the spoil position where it remains indefinitely).

INTRODUCTION IN previous publications of the writers4-7 it has been shown that vacuum extraction of steel can be carried as close to quantitative completion as desired provided the steel is in the austenitic state and sufficient time is allowed. For precise work, the method claims preference because the equipment for holding and heating the sample can be made simple, and because crucibles, boats, and other unnecessary materials can be eliminated and the blanks thus made very small. It is well known that the evolution rate of hydrogen is smaller just above the transformation than immediately below, as would be expected from the increase in solubility when passing into the gamma state. Many attempts have been made to obtain analyses by extraction just below the transition, using times of approximately 2 hr. While it is true that the rate of evolution drops nearly to zero under these conditions, it has repeatedly been shown that the process is incomplete since on raising the temperature into the austenitic range, evolution will be resumed, usually after a considerable induction period. The low-temperature evolution process appears to be useful in some cases for comparative tests where the residual error may be more or less constant between samples. For general use, however, there is no guarantee that the error caused by incomplete extraction is constant; hence, the more laborious but more reliable high-temperature process must be used. At high temperature, an original flash evolution, similar to that at lower temperature, is first observed. After not more than an hour, the flash subsides and evolution settles down to a regular first-order reaction rate for which the half-life* is usually of the order of a few hours for the 5/8-in. diam cylinder at 1050°C. The regular evolution may be followed for whatever period appears justified, after which the residual gas may be estimated as equal to that which was evolved in the last observed half-life period. Tests have shown that the composition of the evolved gas does not vary greatly during the progress of evolution; therefore the residual gas may safely be taken to have the same composition as the portion col-

For the year 1943, exploratory drilling in South Central Texas continued on the sharp decline that started during 1942. Of the 3 counties comprising this district, as now revised to include the same area as is covered by District No. I, Oil and Gas Division, Railroad Commission of Texas, I5 counties are producing oil or gas. Only 29 exploratory wells were drilled during 1943, as compared with 51 exploratory wells in 1942, or a decrease of over 40 per cent. One new oil field and one new gas field were discovered during the year and a new horizon was discovered in an existing oil field. This cornpares with two new oil fields and an extension to an existing gas field in 1942. The one new oil field, South Washburn, in southeastern La Salle County, was discovered by Quintana Petroleum Corporation's No. I-D South Texas indicate in April 1943, flowing 4 bbl. per day, 48" A.P.I. gravity oil with an estimated 4 million cubic feet of gas from Wilcox sand at 6030 ft. This well i's the result of an extensive seismograph survey of the area. It is about 434 miles southwest of the same company's Green Branch field and by the end of the year one dry hole had been drilled to the southwest of this discovery. The one new gas field, which was not named, was located in eastern McMullen County by Edwin M. Jones' No. 102 Ezzell, in November 1943, for an estimated 8 million cubic feet of gas from shallow Jackson sand at 1222 ft. NO addi- tional wells have been drilled in this area, which may also be considered as an extension to the South Calliham field. The one new producing horizon was discovered in the South Campana field in southeastern McMullen County, by Argo Oil Corporation's No. 2-G Edrington, in January 1943, flowing 55 bbl. per day, 21' A.P.I. gravity oil with 40 per cent water from Government wells sand at 2609 feet. None of these discoveries were of major importance and subsequent development in these new areas has proved to be disappointing. Produc'tion for the district during 1943 totaled approximately 6,985,000 bbl. from about 3430 producing wells. This is an increase in production of about 5 per cent over 1942, but a decrease in producing wells of about 10 per cent under the number of wells producing in 1942 for the same district. Average production per well was 5.4 bbl. during 1943 as against 4.8 bbl. during 1942. Approximately 5,320,000 hhl. of this total production, or 76 per cent, was produced by the four Edwards lime fields, Luling, Branyon, Salt Flat, and Darst Creek, which are from 22 to 14 years old. The remaining production came from the 43 other active oil fields in the district. Drilling in the proven fields maintained approximately the same level as for 1942, with a total of 36 wells drilled. Of these operations, 21 were oil wells, one was a gas well and 14 were dry holes. This is a slightly better proportion of producers than for 1942. Washburn field had the greatest number of new producing wells drilled during the year, with a total of 10.

ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.
