ComMercial steel sheet is prepared by a combination of hot and cold rolling and annealing. This treatment usually results in more or less pronounced anisotropy. The anisotropy may manifest itself both as preferred orientation and in the manner in which impurities, segregations, and the like, are aligned in the sheet. The type of preferred orientation and the organization of impurities or segregations may affect the elastic moduli, the yield strength, the tensile strength, and almost always the amount of ductility in different directions. In any case, the most important directions concerned in the anisotropy are along the rolling direction, along the width direction, and along the thickness direction. Considerable data exist on the anisot-ropy of sheet steel as demonstrated by conventional tensile tests; however, few attempts have been made to measure the constants of plastic anisotropy and use them to describe the flow of anisotropic sheet under combined stresses. In this paper, evidence is presented indicating that plastic flow in anisotropic sheet can be described by the shear-strain energy flow theory provided that the anisotropy is properly taken into account. Materials Used in the Investigation Table I lists the sheet materials used in this investigation and describes the condition in which materials were tested. Direction, of Tests and Test Methods Two types of tests were run—tensile tests and hydraulic-bulge tests. Characteristic parameters of anisotropy were determined from the tension tests by methods which will be described later. The only essential difference among the three methods of collecting the precious metals from their low-grade ores by fusion is comprised in the nature of the vehicle in which those metals are concentrated. If lead- or coppper-ores are used, the processes are respectively lead- or copper-smelting; but when the sulphide of iron forms the matrix in which the gold and silver are collected, the process is known as pyritic smelting. The latter method presents rarely any advantages when lead- or copper-ores are available at rates which permit profitable treatment. Pyritic silver-smelting, defined by Percy as " the smelting of silver-ores, which are either free from lead or do not contain it in sufficient quantity to collect the silver, in conjunction with pyrites, in order to produce a regulus in which the silver may be concentrated," is not, as the name would imply, confined to ores of this metal alone, but embraces auriferous silver-ores, or even gold-ores simple. This method of collecting the precious metals from lowgrade dry ores, employed at Freiberg by Barthel Kohler in 1585, does not appear, up to the present, to have been introduced into this country on a working scale. And yet the possibility of getting rid in a single operation of all the earthy or siliceous gangue of a lowgrade ore and concentrating the precious metals in a matte without loss of lead (which includes gold and silver) by slagging, or volatilization, at the same time producing a highly siliceous slag, very nearly if not quite as clean as is usual in lead-smelting, certainly commends itself. The year 1938 was the most active and successful in the history of the oil industry in southern Louisiana. Drilling showed a 16 per cent increase over that of 1937, with a total of 538 wells drilled, which yielded 315 oil wells, 19 distillate wells, 4 gas wells and 200 dry holes. Nineteen new fields were discovered during the year, all but three of which were completed by plugging back to sands previously drilled through. Electrical logging played a large part in these new discoveries as well as in the discovery of new sands during routine development of fields. Fourteen of the new discoveries produced oil, and five produced only gas and distillate. Southern Louisiana continues to lead the world in depth of drilling, which is in part due to the great thickness of comparatively young deltaic sediments near the coast and the existence of numerous sands. The present development is rather evenly distributed over a coastal strip 100 miles wide. New Fields North Tepetate, Acadia Parish.—Atlantic Refining Company's No. 1 Klumpp was completed for a new field through perforations from 7960 to 7970 ft. The initial production was 65 bbl. of 54" gravity distillate and 4 million cubic feet of gas daily through a 1/4-in. choke with tubing pressure of 2850 Ib. and casing pressure of 2930 lb. The well is in see. 12, 7 S., 2 W., just north of Tepetate field. It was drilled to a depth of 8705 ft. and plugged back for its final completion. Atlantic's NO. 2 was completed in a new sand at 8300 ft., also for distillate. Solid lead obeys a single parabolic weight increase vs. time law. In contrast, liquid lead undergoes three successive parabolic weight increases vs. time laws, the first of which has a low constant relative to the latter two. The conversion times for the change from one parabola to the next decrease with increasing temperature. IN recent reports on the subject,1,2 it was noted that zirconium and titanium scale in air by a complex mechanism. The scale first forming on the metal is protective to the extent that it gives a low constant, K, for Tammann's, and Pilling and Bedworth's parabolic equation: w² = Kt [1] relating weight increase, w, due to chemical reaction of the metal with the air, and time, t. After hundreds of hours of apparent stability in some cases the first scale yields to another that offers little protection to the metal. This transition from one scale to another, from a slow parabolic oxidation reaction to a fast one, was not due to impurities in the atmosphere or incidental effects (changing environment, etc.) but was a specific behavior of the metal itself, the transition occurring at definite times (dependent on temperature) and showing other reproducible traits. In view of this behavior how can long-time service behavior be predicted from short-time laboratory tests, not only in the case of these metals, but in any case? Certainly a systematic study of the type of scaling behavior described above—wherever it is found—would help to answer this question. The present paper is a report on the behavior as it is found in lead—the only metal to the authors' knowledge for which the behavior has been described at all, if inadequately, for our present purpose.* At least four oxides of lead are known, of which one occurs in two allotropic forms. They are ß (red) tetragonal PbO stable up to 486°C;8 a (yellow) orthorhombic PbO stable from 486°C up to its dissociation temperature in air at about 2300°C;9 minium or Pb3O4 which from the dissociation pressure data given in Fig. 1 decomposes to PbO at 540°C in air; lead sesquioxide or Pb2O3,; and lead dioxide or PbO2 which, according to Fig. 1, decomposes in air at 400°C to minium. In view of the high dissociation temperature of PbO, lead will scale up to at least its boiling point. Further, it is known that oxygen is almost insoluble in liquid lead.'V his implies a fair probability that an oxide scale would not dissolve in the molten metal and would afford the same protection to lead in the liquid state as in the solid. All of the oxides of lead for which specific gravity data are available are more voluminous than an equivalent weight of metal or a lower oxide from which they might form, hence the scales will be in compression. Lead oxides are known to be ductile, so it would be anticipated that they would form coherent nonporous scales. It is not surprising to learn, then, that both solid and liquid lead scale according to the Tammann, and Pilling and Bed-worth law.14,15 (Gruhl states that at 600°C and above lead oxidizes linearly with time because of "spitting" of the scale.) The parabolic constants K reported by various investigators3,14-16 are badly scattered, however, as shown in Fig. 2. The oxides formed on solid lead were described as being reddish-brown but were not chemically identified by Pilling and Bedworth.15 Gruhl's descripdin³ of the appearance of the scales On his liquid samples indicates that a (yellow orthorhombic) PbO is formed initially on the specimens but gives Way eventually—at least at temperatures below 486 °C— to .ß (red tetraunal) PbO, and that below 540°C minium—Pb3O4 :is firmed at an even later time as an overlay on either the red or yellow PbO. Fig. 3 is a graphical interpretation of Gruhl's description. Gruhl does not indicate any change in the parabolic scaling rate as yellow PbO converts to red. Parabolic rate constants were determined for the formation of wiistite by the solid state reaction between magnetite and iron. The reaction was diffusion controlled and inert marker studies indicated that the mass transport through the wiistite layer was accomplished by means of iron migration. Relationships between rate constants and self-diffusivities are discussed. The transport capacity for iron through dense wustite layers was found to be sufficient to carry on reduction, even in gaseous reduction processes. REDUCTION of iron oxides has been the subject of many investigations. Most of the work, however, has been done on rather crude material and there have been difficulties in correlating the data on a quantitative basis. The reverse process of the oxidation of iron has been studied more thoroughly and usually by starting from the pure metal. As a result, the mechanisms of oxidation are now fairly well known.It has generally been found that the oxidation of metals follows the so-called parabolic 1aw;Q hat is, when the oxides are formed as dense layers, their thicknesses are proportional to the square root of the reaction time. This parabolic law follows directly from Fick's first law of diffusion The flux, J, is defined as the quantity of diffusing substance passing per unit time through unit area of a plane at right angles to the direction of diffusion. This flux is proportional to the concentration gradient of the diffusing substance, and the factor D, known as the diffusion coefficient, is introduced as the proportionality factor with dimensions of (length)'/time. If the flux is measured as the increase of thickness of the oxide layer (Ax) per unit time (t) and the assumption is made that the concentrations of the reactants at the phase boundaries of the layer are independent of time, Eq. 1 reduces to Integration of this expression yields the parabolic function ax = k . t. [31 The product of the diffusion coefficient and the concentration difference across the oxide layer is included in the constant k. When iron is exposed to a highly oxidizing atmosphere, the oxide phases are formed normally in a topochemical fashion, i.e., the interfaces between the phases maintain parallel positions to the original surface of the specimen. Above 570°C, the phases are orientated usually in the order of iron, wiistite, magnetite, and hematite, a condition in conformance with the requirements of the Fe-0 system. Below 570°C, the wiistite phase is unstable and has not been found as a normal constituent in the oxidation products of iron. There is a strong probability that continuous layers of the solid oxides are formed as the specific volumes of the phases increase in direct order from iron to hematite.' , ' Regarding mass transport through dense solid oxide layers, Wagner' has postulated that diffusion in oxides generally may be interpreted as migration processes of ions and electrons. There must be normally a concentration gradient across the growing oxide layer for diffusion to occur. This condition requires that there be deviations from the ideal stoi-chiometric composition of the oxide and accordingly deviations from the strict order of an ideal lattice. Such "lattice defects" include interstitial ions, cation and anion vacancies, quasi-free electrons, and electron holes and are decisive for all migration processes.' Cations, anions, and electrons all may have some mobility in the oxides but the movement of one of the particles generally far exceeds that of the others. Previous work', 1,2,7 has shown that during the oxidation of iron the migration through the wiistite layer, and probably also the magnetite layer, is confined to the movement of iron ions. Migration through hematite, however, has been found to take place by oxide ion movement. These behaviors are in direct agreement with the type of vacancies present in the respective oxides. Reduction of Iron Oxides The gaseous reduction of iron oxides, like the oxidation of iron, takes place in a topochemical fashion at distinct interfaces between the appearing phases."-'" Porosities might be expected in these reaction products, since their specific volumes are less than that of the starting material. Frank and van Der Merwe" have shown, however, that it is theoretically possible for nonporous layers to form if the degree of misfit in specific volume is less than about 15 pct. BaCKOFEN, Avery, and Turner have shown"2 that the large tensile elongation in superplastic metals is correlated with a high strain-rate sensitivity of the flow stress. At present, the reported superplastic materials are complex eutectic or eutectoid systems with a large solubility range in at least one of the terminal phases. This note describes the behavior of a solid-solution alloy (at 22°C)5,= Sn-1 wt pct Bi, which has been processed in order to produce a fine grain size.2,3,6 The chill-cast, 1/2-in.-diam ingot was homogenized for 1 week at 130°C, extruded at O°C to 0.083 in. diam, quenched within 15 sec, and stored at -196°C. Samples were warmed to room temperature 16 hr prior to mechanical testing or metallography. During tension testing at room temperature, it was found that the flow stress reached a steady-state value which depended on the imposed elongation rate and was independent of strain to an error of about ±5 pct. In Fig. 1 is plotted log a vs log e where a is the measured steady-state flow stress and i the imposed strain rate. These quantities were calculated using "instantaneous" area and length to an accuracy in the sample diameter of ±5 x 10-4 in. The log a-log 1 curve is sigmoidal. The strain-rate sensitivity, which may be given by d log old log 6,' has a maximum value of about 0.48 between i = 5 x 10-4 and 5 x 10-3 per min. The value is well above frequently measured values for metals at creep temperatures (0.1 to 0.3) and comparable to the rate sensitivity for Pb-Sn solder: which has been shown to be superplastic.2,3 Note, however, that below or above the strain rate of 10-3 per min the rate sensitivity of Sn-1 pct Bi decreases and at high rates is more nearly like that of conventional metals. The grain size of this material is relatively uniform, Fig. 2, and may be specified by an average linear intercept i.' Grain growth occurs at room temperature but after 16 hr, L = 5. Tensile elongation was measured on finer-grain-size specimens, which had been at room temperature 15 min prior to testing. After 15 min, the samples are fully recrystallized. Three strain rates, 5 x 10-3, 10-2, and 2.5 x 10-2 per min, were employed for which the measured elongations varied from 425 to 500 pct. These results would seem to justify the term superplastic, applied to this alloy, although the ductility is inferior to that of the Sn-Bi eutectic.3 The Sn-1 pct Bi alloy, which is a single-phase material with equiaxed, fine grains, is an excellent one on which to make an estimate of the Nabarro-Herring9 creep rate. According to the model of Avery and Backofen2 a substantial part of the deformation must be accomplished by N-H creep in the strain rate-temperature regime in which d log a/d log 1 = 0.5. The maximum N-H creep rate is given by9 L2kT where v is the atomic volume and D the self-diffusion coefficient. For this test v = 3.O x 10-23 cu cm, D = 1.4 e-23,300/RT = 2.5 x 10-l7 sq cm per sec,7 L = 5x 10+4 cm, T = 295°K, and a = 2000 lb per sq in. = 1.38 x 10' dyne per sq cm. The calculated creep rate is E= 4 x 10-11 per sec which may be compared with the measured creep rate at this stress, Fig. 1, of 6.7 x 10-5 per sec. The N-H creep rate is seen to be negligible. Earlier consideration2 of this question was in error because incorrect diffusion coefficients were used. The assistance of R. R. Russell in metallography is acknowledged gratefully.

IN view of the increasing importance of sintering in the beneficiation of iron ores preparatory to their reduction in the blast furnace, the writer believes the time is opportune for an up-to-date, though brief, discussion of the general principles of sintering, as well as a discussion of some of the recent improvements and mechanical developments that have been achieved in this industry, its present trend and future possibilities. Sintering may be defined as the agglomeration of fine mineral particles into a porous mass by incipient fusion caused by heat produced by com-bustion within the mass itself. Its first successful application, in connec-tion with the treatment of lead sulphide ores, was known as blast roasting. In this process the lead ore was given a preliminary roasting in a reverber-atory furnace, then the incandescent mass was placed in a pot with a grate and an updraft was applied. It was soon discovered that much better results were obtained by cooling the ore, moistening it, and placing it upon an incandescent layer of fuel previously placed upon a grate, and then applying the updraft blast of air until the charge was converted into a more or less agglomerated mass. The fuel was sulphur and the process one of desulphurization, which was the principal result desired. The application of downdraft to blast roasting brought about tremen-dous results; the principal one of which was that an air blast of high pressure could be passed through a layer of ore deposited on a grate, or on a grate covered by a layer of coarse porous material, without disturbing the particles of which the layer is composed. The air current is compelled to filter through the pores of the charge, whereas if the same pressure applied to the top surface of the charge with downdraft were applied to the bottom of the charge with updraft, the charge would be completely blown off the grate. Another result of reversing the draft was that a flame could readily be applied to the top surface of the charge for ignit-ing purposes.

THE accounting system or bookkeeping methods of any company are principally the concern of that company and of those who are in control of its affairs. Its published financial report is, however, primarily intended for those who are not already fully informed regarding its operations and finances. Whatever may be the advantages of standardization of accounting and bookkeeping methods, it must be admitted that a company has a certain right to handle its accounts and keep its books and records in whatever manner may seem to it best adapted to its affairs, even though such methods may differ materially from those generally adopted by others. In its financial reports it should not, however, either ask or expect that the statements it makes or the terms which it uses will be given in its case a meaning and interpretation different from that which they are ordinarily considered to have in similar reports and statements of other companies. The particular form and arrangement of such reports is a matter concerning which there may be much difference of opinion. It is of little importance whether current assets come first or last in the Balance Sheet, but it is important that there should not be included under this designation any items which are not properly current assets within the generally accepted meaning of that term. The extent to which stockholders or others interested are to be made acquainted with the full details of a company's business is a question which the proper authorities must in each case decide. It should, however, be recognized that there are certain facts regarding a mining com-pany which must be set forth in a financial statement if it is fully to cover the conditions and affairs of the company. For example, a financial, statement which does not include or is not accompanied by a statement, of the ore reserves of the company does not fully set forth its financial condition. This is true whether the absence of such a statement of ore reserves is because it is not desired to make public the figures or whether it is because the ore reserves themselves are not definitely known, or accurately measured.

Detailed production statistics listing the operations according to producing sands, districts, etc., are not available for New York State and are scarcely obtainable without extraordinary effort and expense, hardly warranted by the current rate of developments. The oil industry is practically stabilized, so far as exploration for new sources of supply are concerned; no new pools have been tapped in the last 25 or 30 years. There is little prospect of extending the boundary of the oil fields beyond their present limits, though possibly some additional reserves may be found below the present productive sands. Natural gas, on the other hand, is not restricted to such confined areas. Drilling for gas has been fairly active, under the stimulation of some important finds in formations that previously were overlooked. The year's field operations will be covered somewhat fully. Oil production, which has been steadily advancing for a number of years, showed a further moderate gain in 1936. The output for 11 months (figures for December are not yet available) was 4,217,000 bbl., indicating a total for the year of around 4,600,000 bbl. The increase was about 10 per cent, a rate maintained for some time. Prices were more satisfactory than in the preceding five years, with an advance to $2.57 a barrel before the year's close. New York State yield is all paraffin-base, in the same class with high-grade Pennsylvania oil. Most of the output is now obtained by the water drive, which has given a new lease of life to the fields and promises to bring the total to about 200,000,000 bbl. before the known acreage has been exhausted by this method. Before its introduction the annual production was under 1,000,000 bbl. a year. The fields cover an aggrcgate area of 55,000 acres, with some 17,000 wells in operation. Development Exploring for natural gas in New York in 1936 outside of the old established pools continued actively, as in the previous year. There was an increase in total initial production. LOG washers have been used for many years in the washing of clay iron ores, phosphate rock and manganese ores, but not until the past 15 years have they been employed to any extent in the preparation of aggregate materials and fluxing stone. For a machine of such importance where tenacious clay or soft rock must be eliminated, there are few data generally available. The purpose of this paper is to set forth the results obtained from several operations, together with a few suggestions for planning a specific installation. Where the material to be washed out consists of loose surface soil, silt, or small amounts of quickly soluble clay, there is little competition with other forms of washers, because greater power and maintenance are required for the operation of log washers, but where the foreign matter is a stiff clay, such as occurs with high-calcium limestones and in marginal gravel deposits, the ability of other kinds of washers to eliminate com-pletely the hard clay balls is at least uncertain. Then the log washer comes into its own field, for with the breaking and churning action of the logs it will clean out the toughest clay. Even with material from the hydraulic dredge, if it contains tough clay, the log washer is desirable unless the gravel is subjected to a costly soaking and rehandling process. Recently there has been a considerable development in other types of machines to accomplish these results but it is not within the scope of this paper to make comparisons between competitive types, but to present the best obtainable data on log washers only. From the primitive design that gave it its name, a long log hewn from a tree, with paddles forged to shape from strap iron and attached by lag screws, the log washer has gradually been developed to the present all-steel type. As now manufactured, the log washer consists essentially of two built-up logs on which are mounted a series of paddles, carried by shafts fitted at the ends of the logs on bearings fastened outside the enclosing steel box, or trough, which is set at an angle of about 5° to 10° and into which the material is fed. THE object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. THIS paper outlines a time-saving graphical method of calculation for application to the interpretation of observations with the Eötvös torsion balance. Preliminary to the treatment of this short cut method which has been found practicable, the principal formu-las by which the student of interpretation can calculate the gradient and differential curvature produced by different types of bodies in different types of situa-tions are presented and discussed. It is necessary to split most geologic bodies into a series of simpler ones for which not too complicated formulas are avail-able. The gradient and differential curvature effects are calculated for each of the simple bodies and then summed to the total effect for the whole body. The calculations are considerable in number and, though more tedious than difficult, should be' entrusted to an experienced calculator. Considerable facility in qualitative interpretation can be acquired by the geophysicist from experience and from a thorough study of the types of gradient and differential curvature anomalies produced by the dif-ferent types of possible structural situations. How-ever, semi-quantitative calculations' of the probable structure bring out many relations that are not evident in a simple inspection of torsion balance results ; it throws out as impossible or improbable certain of the alternative structural possibilities that may seem equally probable under simple inspection of the results; it will determine more accurately the position of the crest of the structure; and reduce considerably the un-certainty in the interpretation and it is necessary to intelligent interpretations. The calculation of such cross-sections consists of a trial-and-error calculation of a body that will give gradient and differential curvature effects as closely as possible the same as those observed. From his knowledge of the gradient and differential curvature produced by different types of bodies, the geophysicist sketches a tentative cross-section of the structure as indicated-to him-by the observed results of the torsion balance survey, and the calculator then splits the struc-ture into blocks, and calculates the gradient and differ-ential curvature block by block. If, as rather usual, the calculated .gradient and differential curvature pro-files diverge considerably from, the respective observed ones, it is necessary to add and subtract blocks from the cross-section until a close agreement is obtained .between the calculated and observed profiles. The com-plete calculations have to be gone through for each block that is added or subtracted.

LOG washers have been used for many years in the washing of clay iron ores, phosphate rock and manganese ores, but not until the past 15 years have they been employed to any extent in the preparation of aggregate materials and fluxing stone. For a machine of such importance where tenacious clay or soft rock must be eliminated, there are few data generally available. The purpose of this paper is to set forth the results obtained from several operations, together with a few suggestions for planning a specific installation. Where the material to be washed out consists of loose surface soil, silt, or small amounts of quickly soluble clay, there is little competition with other forms of washers, because greater power and maintenance are required for the operation of log washers, but where the foreign matter is a stiff clay, such as occurs with high-calcium limestones and in marginal gravel deposits, the ability of other kinds of washers to eliminate com-pletely the hard clay balls is at least uncertain. Then the log washer comes into its own field, for with the breaking and churning action of the logs it will clean out the toughest clay. Even with material from the hydraulic dredge, if it contains tough clay, the log washer is desirable unless the gravel is subjected to a costly soaking and rehandling process. Recently there has been a considerable development in other types of machines to accomplish these results but it is not within the scope of this paper to make comparisons between competitive types, but to present the best obtainable data on log washers only. From the primitive design that gave it its name, a long log hewn from a tree, with paddles forged to shape from strap iron and attached by lag screws, the log washer has gradually been developed to the present all-steel type. As now manufactured, the log washer consists essentially of two built-up logs on which are mounted a series of paddles, carried by shafts fitted at the ends of the logs on bearings fastened outside the enclosing steel box, or trough, which is set at an angle of about 5° to 10° and into which the material is fed. "Coulter's Rainbow and Crooked Falls are situated about five miles below the City of Great Falls. Coulter's, the first of the series in the course of the river, is unimportant and has been submerged by the Rainbow dam. Next below Coulter's is the Rainbow Falls, 47 feet in height. Following Rainbow Falls is the Crooked Falls, 21 feet in height. The power developed at this point is such that the one clam, power house and tail-race utilize the power from all three of the above falls.The development at Rainbow was started October, 1908, and completed July, 1910. It has a total capacity of 21,000 k-w. in generators, and 36,000 h-p. in waterwheels, and operates at 105 foot head. The general scheme of development is typical of what may be called standard practice in the west for plants of medium head, and consists of a low diverting clam, a double pipe line feeding into a balancing reservoir near the plant, and individual pen-stocks supplying the turbines from this reservoir.The dam is a rock-filled crib structure 1,146 feet long and 29 feet high, the up-stream side of which slopes at such an angle that the stability of the clam is assured even under the greatest floods, the weight of the water acting to hold it down, so that the higher the flood the greater the stability. The down-stream side is also sloping and tapers off into a long apron so designed as to take care of any overflow which may occur without shock or commotion. The clam is founded on solid rock throughout its entire length."

My first paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896— 30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening," hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, dis-cusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allo-tropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it ha been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. With the close of 1932 and the third year of the depression, the activity of oil production presents, amidst the general wreckage and chaos of industrial society, a somewhat unique picture of rationalized economic effort. How long it will continue to present such a picture, however, is a subject for conflicting surmises. East Texas still dominates the contemporary horizon, but it has become, at least for the time being, a definitely known factor. With its 9500 wells it is approximately 90 per cent drilled up. So long as production control obtains, it is merely one important factor of the national oil reserve. Domestic Production The notable new discoveries in the United States were less numerous than for several years. Elsewhere in the world the record is much the same. The Conroe field in Montgomery County, Texas, lying in an intermediate zone that might be classified either as Gulf Coast or East Texas, represents perhaps the single example of a truly major discovery during the year. Elsewhere in Texas the new pool discoveries, about a dozen or so in number, were nearly all in the region known as Southwest Texas. Oklahoma contributed seven or eight new pools of the routine "run-of-mine" caliber, and the opening up of a few deeper oil pays also were of some significance. Continued expansion of the proved and semiproved reserves in Kansas added an important increment to the oil resources of that state. In California not a single new field was added to the roster, though deeper pay zones equivalent to or of greater importance than many new fields in other parts of the country were discovered or indicated. The new deep zone in the Belridge field is considered by some to underlie the prolific Temblor and may thus forecast the widespread distribution of a potentinl oil horizon underlying many San Joaquin Valley fields below the depths thus far exploited. (communication to the Secretary*).-Mr. Wysor has certainly covered his subject in the most thorough and able manner and his paper will no doubt result in enlarged effort toward the conservation of this important byproduct. Not all furnace burdens are as rich in alkalies as those noted by Mr. Wysor. In our own experience we have never gone into any extended examination of the materials entering the furnace burdens, but have made a number of determinations of the water-soluble alkalies of our flue and boiler dust and found maximum of about 4 1/2 per cent. K20-too small for profitable reclamation. We have, however, frequently encountered the smoky gas described by Mr. Wysor. Such gas carries heavy fume, and buds with a fitful flame difficult to maintain. So pronounced was the inhibitory effect of the fume that, in extreme cases, the flame of a lighted match was extinguished by the current of gas and it was found impossible to conduct calorimeter tests without preliminary washing of the gas. When the gas was led through a washer filled with distilled water and pieces of coke, the fume was absorbed and the gas burned without difficulty. Careful analyses conducted on the water solution from the washer showed cyanides in increasing amounts in proportion to the difficulty experienced in burning the gas. We, note Mr. Wysor's statement that he has never found evidence of cyanides in their gas, ascribing the difficulty of burning such gas to the presence of chlorides. Our determinations were conducted in such manner as to preclude possibility of interference by chlorine.
