(Resident Engineer, 1873-75.) SEVERAL statements have been made to the Institute, somewhat detached from each other, as to the cost of some parts of these works, but they have not included any extended description of the. buildings or machinery. The general plan of the work connected with the water supply differs, in some important details, from that which has been common either in the Pittsburgh district or elsewhere, and a somewhat extended description may be of interest to the Institute, in connection with a note of the cost of the work. The plan as a whole, and nearly all the important details, were developed by Mr. William P. Shinn, C.E., the general manager of the Company. The immediate and responsible charge of the work was in the hands of Mr. John C. Lewis, C.E., to whom had been committed all the work of this general description, including the laying-out of the whole of the foundations, the erection of the buildings, and the grading and laying down of the entire railroad system. The continuous operation of the machinery and other fixtures of these waterworks, for more than three years, has fully demonstrated the correctness and economy of the plan adopted. No casualties of any moment have befallen the apparatus, and no improvements have been suggested as important except that the gate at the river end of the conduit should have been made more completely water-tight, so that the whole length of the conduit could be pumped out dry without resort to any temporary dam in the conduit itself. In general terms the works of the Edgar Thomson Company are situated on a plateau, about 52 feet above the low-water level of the Monongahela River, and about 2000 feet from its bank. The site of the works is bordered on one side by Turtle Creek, a small stream which drains a considerable area of coal mining territory. This creek is about 100 feet from the group of buildings which have been erected, but it flows into the Monongahela River at a point, about 1200 feet further up than that selected for the entrance to the water-works conduit. It was ascertained by analysis that the water in the creek contains an important percentage of sulphate of lime, while the water of the river is of unusual purity, in respect of any salts

The Pinson Mining Co., which will start production in very early 1981, is the fourth Carbon-In-Pulp plant to be put into operation in the United States. The property is located in Humbolt County, Nevada, 38 km (24 miles) northeast of the town of Golconda. The famous Getchell Mine was also near Golconda and was the site of one of the early Carbon-In-Pulp plants in the 1940s. The deposit was discovered in 1971 by Reno based Cordilleran Explorations, which is founded by a consortium of Canadian mining companies. Cordilleran is a partnership consisting of John Livermore and Peter Galli. In 1972 a second but smaller deposit, called "Preble", was discovered at a location 15 miles south of Pinson. During 1980, a decision was made to place the Pinson deposit into production and Pinson Mining Company was formed. Ownership of Pinson is vested in Lacana Mining Inc. , Rayrock Mines, Inc. , Siscoe Metals, Inc., John S. Livermore, Peter E. Galli and Donald M. Duncan. Three distinct but connected ore zones occur at Pinson. Combined reserves of milling ore total 3, 200, 000 tons at an average (undiluted) grade of 4. 12 g per mt (0. 12 oz per st) Au. Initial mining will be from "A" zone which contains 1, 500, 000 tons with an average (undiluted) grade of 5. 8 g per mt (0. 17 oz per st) Au. An additional 5, 500, 000 tons of low grade ore will be mined from the Pinson deposit and processed by heap leaching. Mining reserves at Preble total at least 1, 500, 000 tons grading 2. 7 g per mt (0. 08 oz per st) Au. Production plans for the Preble deposit have not been formulated at the date of writing. Gold mineralization at both deposits is finely disseminated as sub micron sized particles. The ore at Pinson is structurally controlled and occurs in an Ordovician limestone-siltstone unit. Much of the ore has been silicified to a jasperoid. The ore zones have been entirely oxidized. Preble ore occurs in the Cambrian formation in a carbonaceous, limey shale. Only the upper part of the Preble is oxidized and amenable to conventional cyanide leaching. The Pinson ore body is adjacent to the mouth of Granite Creek in the Osgood Mountains at an elevation of 1, 615 m (5, 300 ft) with the mill being 1. 2 km (3/4 mile) from the mine at an elevation of 1, 495 m (4, 900 ft). Thermodynamic data for the stable carbides and oxides of chromium, molybdenum, and tungsten have been critically eualuuted and are used to determine the stable condensed phases at 1 atm total pressure in each metal-carbon-oxygen system. Pourbaix-Ellingham diagrams have been constructed and are used to estimate the minimum temperatures neces.see)*y to oblain these metals by corbolhermic redlrction under reduced pressures. USING recently reported data for the carbides and oxides of chromium, molybdenum, and tungsten, the stable phases in the Group VI metal-carbon-oxygen systems at specific temperatures and pressures can be determined. The thermodynamically stable regions in each metal-carbon-oxygen system can be completely pictured using a Pourbaix-Ellingham diagram in which the two coordinates are oxygen potential (-RT In Po2) and temperature. Worrell and chipman' have described and constructed such diagrams for the metal-carbon-oxygen systems of vanadium, columbium, and tantalum. Downing2 has used similar diagrams to provide a description of the reactions in submerged arc furnaces. One of the examples which he cited was the Cr-C-O system; however, an improved diagram is presented in this paper using recently obtained data for the carbides of chromium. Although some of the oxides and carbides of the Group VI metals exist over slight ranges of composition,3 all solid phases are represented as stoi-chiometric compounds in the subsequent diagrams. Any error introduced into the calculated equilibria by neglecting the compositional variation of these phases is less than the uncertainty in the thermodynamic data. In a Pourbaix-Ellingham diagram for a three-component system, the phase rule requires that at equilibrium four condensed phases specify a point, three condensed phases determine a line, and two condensed phases define an area. To obtain a well-defined area at high oxygen potentials and teniperatures, the initial carbon to oxygen mole ratio is specified to be more than sufficient to reduce the oxide but not enough to convert all the metal to carbide. Thus, the lowest regions in the subse- quent Pourbaix-Ellingham diagrams represent areas in which the metal and its carbide are the stable condensed phases. Cr-C-O SYSTEM A) Thermodynamic Data. To simplify the subsequent calculations, all thermodynamic data are presented in the form of linear Gibbs-energy-of-formation* equations which were derived for the temperature range 505° to 2000°K and are reasonably accurate over the entire temperature ranges of the diagrams. The thermodynamic data for the compounds occurring in the Cr-C-O system are summarized in Table I. Several volatile chromium oxides have been reported,4 but their influence is negligible in the Cr-C-O system. Thermodynamic data for CO and CO2 were taken from the compilation of Coughlin.5 The only solid chromium oxide sufficiently stable to exist below 1800°K in the Cr-C-O system is Cr2Os.11 The Gibbs-energy-of-formation equation for Cr2O3 was obtained by revising the data tabulated in Coughlin,5 using the heat of formation of ah' and the high-temperature thermal data for chromium.7 In 1953 Richardson8 re-evaluated the original work of Kelley and coworkers,9 who measured the thermodynamic properties of the chromium carbides. However, the high-temperature equilibrium results of Boericke9 yield values for ?G°f of Cr2O3 which are 2 kcal more positive than the accepted data. His results for the chromium carbides are based on the same questionable equilibria. Gleiser10 recently determined the Gibbs energy of formation of Cr3C2 and the equation in Table I was calculated from her data and the thermal data of Kelley and coworkers.9 Thermodynamic data for the Cr7C3 and Cr23C6 carbides were obtained by combining the Cr3C2 data

THE AUTHOR hopes that this paper will meet with criticism and debate by fellow members of the Institute rather than with that attitude of passiv-ity and indifference which one is inclined to adopt when considering a field completely foreign to one's own experi-ence. After several years of study of voluminous literature, maps, and statistics, and many personal journeys and field inspections of various parts of Siberia, the conclusion is reached .that the area adjacent to the Stanovoi, Zhugd-Zhur, and Yablonoi ranges as below defined is that which .is most accessible to the western world and will soonest give results from exploration. HISTORY The first incursion of the Russians into Siberia east of the Yenesei River appears to have been in 1632 when the fort of Yakutsk was founded on the middle Lena. The early expeditions were in quest of furs. As the Siberians say, "the sable beckoned" and the post of Anadyr was founded in 1639, two thousand miles further northeast. Thus nineteen years after the Pilgrims landed in Massachusetts, the Russians had established a trading post within 700 miles of what is now the town of Nome, Alaska. Parties of Cossaks penetrated to the shores of the Okotsk1 Sea early in the seventeenth century, but it was not until 1688 that the town of Okotsk was founded. In 1712 a grand project was elaborated at St. Petersburg for building a port at Okotsk, but it came to nothing. Vitus Bering, the Alaska explorer, built ships at Okotsk, and made this his point of depar-ture. It is stated that the iron work used in these ships was brought overland partly from Yakutsk, and partly even from St. Petersburg, 5500 miles away. Accord-ing to report a copper deposit was worked on the river Urak, not far from the coast, and copper was smelted for sheathing the bottoms. Grassgrown mounds con-taining slag and shots of copper were inspected by the writer last summer, at the site of the ancient shipyard.

One of the best known of the early mining districts of Nevada was that at Eureka, where gold was first produced in 1864. While the most productive period for the district was during the early 1900s, production was maintained until World War II. During this time it is said that the Eureka district produced as much as $200 million from over 3,200 km (2,000 miles) of tunnels and workings. The Windfall Mine was discovered in 1902; and a 100 ton cyanide plant was operated there during the periods 1907 to 1912 and 1932 to 1940. Since 1974, however, Windfall Venture has been operating a unique heap leaching facility on the site of the old Windfall Mine. Gold at the Windfall occurs primarily in the Cambrian Hamburg dolomite which has been "sanded" and in which the original cementing material has been destroyed. The gold is micron sized and is accompanied by anomalous amounts of arsenic and mercury; however, the ore is low in base metals which distinguishes it from the typical Eureka district ores. Mining the ore causes it to break down into very fine sizes, approximately 50% minus 150 microns (100 mesh). Conventional heap leaching by spraying proved to be impossible; and extensive test work on alternate methods, aided by the United States Bureau of Mines, was conducted using 9 m (30 ft) high columns and then large tonnage heaps. The leaching procedure adopted was to build 10.6 m (35 ft) high heaps on a 50 mm (2 in.) asphalt pad covered with a layer of gravel for drainage assisted by perforated pipe drains and gravel-packed sumps. A berm is constructed around the top of each pad and cyanide solution is allowed to “pond” on top of the heap. The resulting percolation is at the rate of 24 liters per sq m per hr (0.6 gal per sq ft per hr), a figure about 2.4 times the average used in other heap leaching operations. The dolomite furnishes its own protective alkalinity and no lime or caustic is used in the solution which contains 0.4 kg per mt (0.8 lb per st) of NaCN. Pregnant solution from the heaps averages about 0.7 g Au per mt (0.02 oz per st) with a cyanide content of about 0. 2 kg per mt (0.4 lb per st) and a pH of plus 9. Addition of NaCN brings the pH of the leach solution up to 11 to 12. Carbon adsorption of the gold was originally done in six enclosed columns mounted in a trailer but five conventional columns have been substituted as the size of the operations has increased. The object of crushing and grinding for leaching is obviously to permit contact of the solvent and mineral and subsequent removal of pregnant solution in a reasonable time. Heap leaching is the leaching of ores that have been mined and transported to prepared, relatively impervious pads for leaching by sprinkling or ponding, and percolation of the lixiviate through the ore. Dump leaching is the leaching of dumps or low-grade ore or overburden without the use of prepared pads under them. Run-of-mine material, e. g., low -grade ore from open pit stripping operations, may be leached without crushing, and a fairly high recovery made by heap leaching. An alternate method for better grade gold/silver ores is to crush to 9 to 13 mm (318 to112 in. ) size for pad heap leaching, as used by Smoky Valley Mining Company at Round Mountain, Nevada, on gold ore, and to 38 rnrn (1 -1 12 in.), which will be done by Candelaria Partners, at Candelaria, Nevada, on silver ore. Heap leaching of copper probably began at Rio Tinto, Spain, about the year 1752. This was done by the leaching of weathering piles of ore in the open air followed by iron cementation of the liquor that drained off the heaps. Its application to the low -grade southwestern United States copper ores was overlooked for many years, and low- grade ores from Sacramento Hill at Bisbee, Arizona, were the first to be heap leached in 1923. Site preparation used a half century ago is the same today. "The need for some form of waterproofing of the pad was evident. Before leaching ore was piled, the site was cleared of cactus and brush. After clearing a gentle sloping area, it was then covered with a blanket of rolled and tamped clay or slime tailing. When heaps are built, a layer of coarse fragments may be put down first to assist drainage. A second method of leaching without grinding, usually for higher grade ores, is by vat or tank leaching of material crushed to 9 to 13 mm (318 to 112 in.) size. Such a plant is considerably more expensive than a heap leaching installation but much less costly than grinding for agitation leaching, and a recovery higher than that obtained by heap leaching is to be expected. Vat leaching has been widely used by the copper industry on higher grade copper ores but has been used in only a few small operations on that size gold or silver ores. However, such a plant should be considered for a modest tonnage of a few million tons, 3 to 7 g per mt (0.10 to 0.20 oz per st), of Carlin-type leachable ores crushed to 9 mm (318 in.).

The Mather mine of The Negaunee Mine Co. embraces nearly all of Sections 1 and 2, T47N, R27W, within the limits of the cities of Negaunee and Ishpeming on the Marquette iron range of Michigan's Upper Peninsula. Operations of the Negaunee Mine Co., the stock of which is jointly owned by Bethlehem Steel Co. and The Cleve-land-Cliffs Iron Co., are under the direction of the latter company. The opening of the Mather mine was described by C. W. Al1en.† Mather " A " shaft was completed to an initial depth of 2352 ft in early 1943. The shaft capacity of over one million tons yearly is in prospect of being realized by orderly development and mining, and sinking of the second or "B" shaft then started in accordance with previous planning. Mather "B," also a vertical shaft, was designed as a twin to Mather "A" shaft and the sinking technique developed at Mather "A" was utilized in "B" shaft operation. Shaft Sinking General Plan An average depth of 16 ft of sand overburden at the shaft site was cleared away by bulldozer, and the shaft approximately 15 by 20 ft in rock opening put down to an initial depth of 87 ft. Mucking of the broken rock to this depth was accomplished by an Insley excavator equipped with a 1/2 yard ca-pacity Owens clamshell bucket. Addition of 200 lb weight to each lip of the clam bucket provided adequate "bite" to dig the broken diorite and jasper rock. Temporary heavy wood bearers were placed across the shaft mouth to support the steel shaft sets which were hung in this initial 87 ft depth, aligned accurately and concreted in place from the lowest set upwards. The permanent steel headframe foundations and three service tunnel openings to the shaft were also concreted in the upper section to the shaft collar. A temporary wood headframe was then erected over the shaft mouth, and initial hoisting machinery assembled consisting of a Lake Shore 12 ft diam single drum grooved for a 1 3/8 in. rope and powered by two 400 hp motors to attain hoisting speed of 1100 fpm. Compressed air was obtained from a Nordberg 2 stage tandem horizontal type with a capacity of 1500 cfm. An enclosed landing platform at the shaft collar was equipped with a rotary dump and pocket for discharge of the rock into a Euclid 15 ton truck. On completing assembly of this equipment and installation of a special cage in the shaft, sinking was resumed on a three shift, six days per week

THE first copper stool used under an ingot mold to receive molten steel has recently been taken out of service after it had received ingots amounting to 6012 gross tons. This stool, weighing 8330 lb. had been in continuous service for 1822 heats since its installation. From this modest beginning the use of copper for ingot-mold stools grew to 425,000 lb. in 1934, with an additional 50,000 lb. of copper used in the form of inserts in cast-iron stools. During 1935 the quantity of copper used for stools increased by about 350,000 lb., making a total of 775,000 lb. now in use for that purpose. Copper used for inserts has increased during this time 180,000 lb., or over 350 per cent, to a total of 230,000 lb. The total of copper, therefore, in use at present under ingot molds is slightly over 1.000,000 lb.

A. R. POWELL*—Mr. Doherty has outlined in a most thorough manner valid arguments for the development of an industry in this country making syn. thetic liquid fuels from coal. No thoughtful person will dispute the statement that it is essential to carry on fundamental and applied research and acquire engineering "know-how" by the erection and operation of two or three large plants in the near future. Considerations of national security indicate that this should be done, irrespective of any temporary present surplus of natural petroleum. It is the belief of the discusser and of many others interested in coal technology that our energy picture of the future will include an increasing utilization of coal directly, without any conversion to liquid fuel, as a source of energy. A fact that is sometimes forgotten is that petroleum fuels have often been cheaper than coal in many locations and over long periods of time, and this price factor has been of great importance in expanding the use of petroleum fuels at the expense of coal. Synthetic liquid fuel made from coal must necessarily be several times as costly as the coal from which it is made, and this fact alone will have a profound effect on the future energy pattern of our country. This complete change in the economic relationship between solid and liquid fuels will lead to the substitution of coal itself for many uses now supplied by the relatively cheap petroleum fuels. From the standpoint of conservation of our natural resources, the substitution of coal itself for liquid fuels wherever possible when the age of synthetic liquid fuel arrives is also logical. At least 50 pct of the energy of coal is lost during conversion to liquid fuel. Nor is this com-pensated for by a higher utilization effi-ciency of the liquid fuel in most cases. THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great aggregates-preparation plant of the Six Companies, Inc. to supply. construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con¬tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0.
