Maurer's review summarizes quite thoroughly the various theoretical developments and experimental findings that contribute to the knowledge of rock mechanics in drilling. This discussion supplements Maurer's paper by including generalities that either have been incompletely treated in his review, or formulated from new considerations by the discussant and from hitherto unpublished experimental data. These generalities are associated with the observation that all mechanical methods of rock drilling essentially comprise a sequence of indexed, concentrated loadings on the bottom of the hole being drilled.

FEW men reach middle life without having had the experience of failure in one or more undertakings; and most of us can look back with gratitude to help or advice given us by friends at critical periods of our lives. If, as men, we ask and take the benefit of such aid, why should we expect our sons to be stronger? A parent can make no greater mistake than to send a boy, however steady and intelligent he may be, off' to school or college, and expect the boy always to cope successfully with all the new conditions and new difficulties that may confront him. This is undoubtedly more the case with a freshman, in his first year at college, than in later years, or than it is with a boy at day- or boarding-school, where the boy receives a greater degree of care and oversight than can be given to the young man entering college; of all periods in life, the youth in his freshman year-fresh from the overshadowing care of home and school-may need judicious advice and timely aid. The change from the restraint of home and school to the freedom of college life is sudden and marked, and it is in this the first year of the boy or young man of 17, 18, or 19 years of age, that some tactful, judicious aid should be near him in his work and course. Some boys go to college so well prepared that they become careless and finally fall behind in their work from over-confidence. Others meet trouble from ambitiously trying to do more than their previous preparation, or physical or mental strength, can sustain. Others fall behind from illness-from injuries-from natural inability to grasp at first, without more aid than comes to them in the regular course of instruction, the higher mathematics-or mayhap the modern languages, or other subjects presented by the advanced curriculum of the present day. 10.4-1. Load Design and Construction. Surface mine haulage roads are used for transporting raw products to the mine site, preparation plant, or loading facilities, and to provide personnel and equipment an access to the pits and mine area. All of the aspects of highway engineering, including minimum slope inclines, properly banked curves, and adequate drainage, must be followed to facilitate construction of safe and efficient haulage roads for fast and economical transportation of the mined product to its destination. By maintaining good haulage roads, both truck and equipment maintenance will be kept to a minimum, resulting in reduced mining costs and subsequently higher profits. [ ] There are several basic considerations in haulage road planning. Most important, one must follow all safety procedures in both design and construction of the roadway. A maximum effort should be made to follow current mining plans when laying out and planning haulage roads (aerial photographs can be extremely useful in planning and routing of roadways). Grades, road widths, and curves must be maintained within limits of present and/or planned haulage equipment specifications, since all these factors can limit speed, and hence production (Table 10.4-1). THE better control of production was made the topic for a special program of the annual meeting of the Institute last February. In the discussion at that meeting it was brought out that in many branches of the mineral industry (as in other industries), there was faulty industrial coordination. Those who were best informed by reason of their intimate connection with coal, copper, oil, iron, lead and zinc, and almost all other of the essential minerals pointed to a condition of chronic over-capacity, to the dissipating use of irreplaceable minerals, to an unstabilized price structure, and to over-stimulatecl production and the destruction of some mineral resources over and above what is thought to be the needs of prudent cur- rent consumption. The discussion went far enough to point out the existence of various problems, and the question then raised was "what can be done by way of self-coordination of industry?" by "production control from within?" or in other words, "how can the mineral industry protect its resources against waste and at the same time protect both the producer and consumer against loss from prices that are too low or too high?"

THE application of geophysical techniques in the A engineering surveys of the Philadelphia and Western Extensions of the Pennsylvania Turnpike System is unique inasmuch as this is the first time, (to the authors' knowledge), that such studies have been employed on a large scale on a major highway system. These investigations were confined to specific areas along the center line of the proposed Philadelphia Extension between Carlisle and King of Prussia, and the Western Extension between Irwin and the State line near Youngstown, Ohio, as shown in Fig. 1. Along the 100 miles of the philadelphia Extension, the geophysical surveys were confined to 137 individual cuts and comprised a total length of 37.4 miles of line. The Western Extension, 66 miles in length, has 108 individual cuts. The accumulated length covered by electrical resistivity studies was 17.3 miles. The depth of the cuts varied from a minimum of 10 ft to a maximum of 62 ft. The geophysical investigations were made for the purpose of determining depths to bedrock in the 245 proposed cuts and at the sites of various structures. The 'data also served as a basis for geological interpretations of the condition of bedrock, contact zones, rock types, water table, and other factors significant in highway construction. The geophysical method of investigation employed the use of the electrical resistivity principle using the Gish-Rooney type electrical resistivity meter and the Wenner electrode configuration.* Apparent resistiv- ities were determined for constant intervals to various depths and were correlated with surface geological observations and subsurface geological conditions revealed by key diamond drill holes situated within a given cut interval. From these correlations, depths to bedrock were postulated with notations on other geological features that might be pertinent to modern highway construction. Geology The bedrock underlying the areas of the extensions of the Turnpike afford an excellent academic study of the electrical resistivity depth method as well as a practical application to modern highway engineering. The rocks encountered on the Philadelphia Extension vary in age from pre-Cambrian to Triassic and Quaternary, whereas in the Western Extension, bedrock is confined to relatively flat-lying strata in the Allegheny, Conemaugh, and Monongahela formations of the Upper Paleozoic, Pennsylvanian. Glacial and Recent stream, valley, and terrace deposits are common. Philadelphia Extension The oldest bedrock encountered in this extension are igneous and metamorphic. The U. S. Geological Survey has been actively engaged in work on coal for more than 50 years. During this long period we have released more than 300 publications containing information about coal and coal reserves, including details on the thickness, distribution, and quality of coal, and the structure and stratigraphy of the coal-bearing rocks. We have also cooperated with state surveys on many similar publications. For many areas these reports are the only reliable published data on our resources of coal. During the last several years we have substantially increased our activities above the wartime low. We now have field work in progress, or reports in preparation, on 13 detailed mapping projects distributed as follows: 1. Pennsylvania anthracite field 2. Casselrnan Basin, Md. 3. N OW THAT the war is over it is possible to release data and correct some erroneous statements and impressions relative to the use of manganese-steel armor and helmets, which heretofore have been carefully guarded. The material of the helmets furnished to the English, American, and Belgian armies was invented by Sir Robert Hadfield, Bart., F.R.S., and was described in a paper read by him at the International Engineering Congress in August, 1893. The French helmet was 2 oz. lighter than the English but had a greatly inferior resistance. Tests showed that it was perforable at as low a velocity as 350 ft.- sec. impact of the standard shrapnel bullets. Helmets made of the Hadfield "Era" manganese steel kept out standard shrapnel bullets of the same quality at no less than from 750 to 950 ft.-sec. impact velocity. The respective energies were, in the case of the French helmet, only 0.021 ft.-tons, 46 ft.-lb., and in the British 0.095 ft.-tons, 213 ft.-lb. The German helmet was made of nickel-chromium steel and, although 12 oz. heavier and 12 per cent. thicker than the Hadfield, was not only perforate

Cast-iron, or pig-iron, is iron which contains all the carbon that it could absorb during its reduction in the blast-furnace. As is well-known to chemists, carbon exists in cast-iron in two distinct forms. In chemical union, as "combined" carbon, it cannot be discerned, except as it may increase the whiteness of the fracture, in so-called white iron, or carburetted iron (sp. gr. about 7.72). Carbon mechanically mixed with the iron as graphite is visible, varying in color from gray to black, while the fracture of the iron, according to the color and amount of graphite it contains, ranges from a light to a very dark gray. The specific gravity of graphitic iron is about 7.40. Silicon in cast-iron is evidently to some extent combined with the iron and the carbon ; but whether it exists also in a form corresponding with graphitic carbon, mechanically mixed with the remaining mass, is a question still in dispute, which we have not in this paper endeavored to answer. It has been the opinion of many writers on metallurgy, and many foundry men, that silicon is in every way injurious to cast-iron. Yet

Alpha solutes increase the strengths of Ti-Mn alloys through solid-solution strengthening. The substitutional a addition, aluminum, decreases, and the interstitial solutes, carbon and nitrogen, increase the rate of nucleation and growth of a from ß. The best combinations of properties of a-ß alloys are obtained when there is a sufficient quantity of a phase in the structure to dissolve the a solutes. OF the many different titanium-base alloy systems, the predominant alloy type is the a-ß alloy. The properties of the a-ß alloys are dependent on solid-solution strengthening and heat-treatment effects involving the a-ß ratio and transformation reactions. Another variable which influences the mechanical properties of a-ß alloys is the a-stabilizer content of the alloy. An a solute may be present as an intentional addition, such as aluminum, or as an impurity element, such as carbon, oxygen, or nitrogen. It is known that these a stabilizers, when added to titanium, form single-phase alloys which are not heat treatable but which obtain their strength from solid-solution strengthening. Thus, it would be expected that a additions to a-ß alloys would increase the strength of the alloys by solid-solution strengthening of the a phase. In addition, they would affect the transformation kinetics of the ß-to-a reactions and other processes based on the instability of the ß phase. The effects of heat treatment and structure on the mechanical properties of Ti-Mn alloys have been shown in a previous paper.6 This system offers a good base to demonstrate the effects of typical a solutes on the properties of a-ß alloys. The three a solutes described in this work are aluminum, representative of a substitutional a solute, nitrogen, representative of an interstitial a solute, and carbon, representative of an interstitial compound-forming element. The effects of heat treatment and microstructure on the properties of a alloys containing these three elements are described in concurrent publications. Some of these data are used for base-line points in several of the curves used for illustration herein. Experimental Procedures Iodide titanium was used as the base for all of the alloys studied in this work. The alloys were prepared as ½ lb ingots by double arc melting in an argon atmosphere. The ingots were forged to ¾ in. rounds, vacuum annealed for 6 hr at 900°C at a pressure of 10 ' to 10-5 mm of Hg to remove hydrogen, and hot swaged to 1/4 in. diam rod. After me- chanical descaling, test specimens were prepared for heat treatment. The alloys used in this study together with the fabrication temperatures are given in Table I. Heat treatments were done in argon. For the most part, the specimens were sealed in Vyeor capsules under a partial pressure of argon. Quenching was accomplished by breaking the capsule under water. Other cooling methods used included oil quench, argon cool (simulated air cool in an argon atmosphere), and furnace cool. The times for the various heat-treating temperatures are given in Table 11. The tests performed on the alloys consisted of tensile tests on ? in. diam specimens, hardness tests, and microimpact tests. Specimen sizes have been adequately described in a previous publication.' The micrographs presented in this paper were taken from specimens cut from the shoulders of broken tensile specimens. Final polishing was done with Linde B on a slow-speed wheel, and the specimens were etched with a 1½ HF — 3½ HNO, solution. Ti-N-Mn Alloys The transformation diagram and microstructures of the Ti-0.1 pct N-Mn alloys used in this investigation are given in Fig. 1. The effect of small nitrogen additions on the binary Ti-Mn diagram is to raise the ß-transus temperature with little effect on the a solubility of manganese. Also, as has been noted previously,' high manganese-content alloys containing nitrogen, when quenched from temperatures high in the ß field, contain a subgrain boundary phase which appears to be nitrogen-rich a. THE need for improved mine communication to increase efficiency and to insure greater safety has long been recognized. General and unrestricted communication between all points underground, and between the surface and all points underground, is probably the least advanced phase of the mining industry. An ideal system of mine communication must require no fixed wire installations. The equipment must be small, lightweight, and readily portable, and the power requirements low. A system that can be used not only under normal circumstances but also in an emergency, when the continuity of wires, tracks, and pipelines may be disrupted, must function independently of any aid furnished by standard installations. Radio communication offers possibilities of meeting all the requirements necessary for an ideal communication system in underground mines. Transmission of signals must be achieved through one or both of two mediums, through the air in mine openings or through the strata. The results or lack of results obtained by early investigators showed conclusively that radio communication by space transmission cannot be accomplished effectively beyond line-of-sight distances in underground passageways. A radio system underground therefore must depend solely upon transmission through soil and strata. The application of radio to underground mine communication was investigated by many individuals and agencies at different times in the last several decades, but little success was achieved before World war 11.2-0, The results of experiments during the war, and further knowledge gained in experiments with vastly improved communication methods and equipment after the war provided the background for additional research in radio communication in underground mines. During 1950 to 1.952 the University of Minnesota sponsored an investigation to determine the possibility of developing: a system of radio communication universally applicable in underground metal mines in the Lake Superior district. The possibility of using radio equipment to determine the imminence of rock bursts in deep copper mines in that district also was investigated. The investigation supplemented previous and concurrent emergency mine communication studies of the U. S. Bureau of Mines. Testing equipment and laboratory facilities maintained by the Bureau of Mines at Duluth, Minnesota, were used in the research program, which was conducted as a mining engineering graduate research problem by the present writer under the direction of T. L. Joseph and E. P. Pfleider. The radio units used in the research program were designed and built to specification solely to conduct tests of radio communication in mines. Two identical units were used in all tests. Each unit contained a transmitter section, a receiver section, and a power-supply section, mounted on a single chassis. The entire unit was enclosed in a single 10x12x18-in. metal case provided with a leather-strap handle for carrying purposes. The front of the case was hinged to open upward and provide easy access to the single control panel on which all controls were mounted. Storage batteries supplied the operating power for all tests. Standard 6-v automobile batteries were utilized to provide adequate capacity to conduct tests for a full day without exhausting the battery. A frequency range from 30 to 200 kc was covered in eight pre-fixed steps on each unit. The carrier frequencies were crystal-controlled and amplitude-modulated. The receiver employed an essentially standard superheterodyne circuit and was sufficiently sensitive to detect signal strengths of 5 micro v. A heterodyne circuit was employed in the transmitter to obtain the low-carrier frequencies used in the units. Power output of the transmitter, usually less than 2 w, rarely exceeded 3 w in any test. Tests were conducted in mines on the Vermillion iron range in Minnesota, the Gogebic iron range in Wisconsin, the Menominee and Marquette iron ranges in Michigan, and a copper mine in the upper Michigan peninsula. All tests were conducted when the mines were operating normally, and usual mining, maintenance, and transportation activities were in progress, so that any interference caused by normal production activities could be evaluated during the tests. Tests were made between different points underground in each mine, and between underground and surface points at some mines. Test readings obtained at any one mine were calibrated in the laboratory before another series of tests were begun at the next mine. The transmitter and receiver were separated by one or more levels in each test, and generally there was no other means of communication between test points. Two 100-ft lengths of rubber-covered wire were used for antenna wires on each unit in both transmission and reception. The ends of the wires were connected to ground points in one of several methods, depending upon physical conditions at each test site. The wires were clipped to metal rods about 200 ft apart in the back, side, or bottom of the mine opening where the character of the rock permitted driving rods. A STUDY of the various ores that have been discussed impresses one with the need of beneficiation, in many cases. This applies to the ores that have lain dormant, due to necessity for further preparation, or to ores that now find a market due to a changed condition. Processes of beneficiation will come into their own as our richer ores become exhausted. Many efforts at improvement have been commercial failures, due to prematurity. Thomas A. Edison, with characteristic foresight, attempted concentration of the low- grade New Jersey magnetites some thirty years ago. Due to high costs and the discovery of the Mesabi range, his efforts were futile. However, a successful crusher, designed by Mr. Edison, resulted from this attempt. Agglomeration of concentrates had not, at that time, been brought to its present efficiency, when sinters and briquettes of excellent physical condition are obtainable. Recent efforts in the beneficiation of the lean magnetites of the East Mesabi resulted in an excellent sinter, but that operation is also ahead of its time.

INTRODUCTION AND SUMMARY With respect to the geomechanics aspects, the primary technical objectives in mining by an undercut-cave method are to achieve a controlled, sustained caving of the mineral body and to remove the fragmented ore with a minimum of dilution from surrounding unmineralized rock, while maintaining stability or control of the rock structure around the access openings. The structurally ideal ore body probably does not exist. If the rock mass is so weak as to cave on a short span, it may tend to be too sticky for easy drawing and handling, or create special problems in regard to support of the access openings. If the ore is strong, caving may be difficult and the caved fragments may be of such a large size as to require special equipment for transferring the ore from the caved zone. Given enough time and money to generate data and conduct trials, engineering and ingenuity can devise an appropriate combination of mine layout, sequence of extraction, and mechanical equipment to achieve a technically successful caving extraction operation to meet the foregoing requirements in many types of deposits. The large capital investment involved, however, reduces the freedom to make major changes once the mine development is well under- way, and the penalties for failure to accurately anticipate operating conditions militate against selecting any but the most obvious candidates for mining by an undercut-cave method. The demonstrated capability to extract large, deep, economically marginal deposits by this low-cost, high-volume method of mining provides an incentive to develop a rationale for predicting the cavability and stability characteristics of a deposit prior to mining, so that the undercut-cave method may be extended to a much wider range of mineral deposit characteristics. The ultimate goal is to establish as explicitly as possible the quantitative interrelationships between the measured rock-mass characteristics, the caving span, the size distribution of caved ore fragments, and the sizes and locations of stable access openings. Lacking an understanding of these relation- ships, a designer may readily change some factor in the wrong direction (e.g., excessively reduce the distance between the extraction level and the undercut to increase the convenience of operations for the undercutting crew, increasing the frequency of repairs to the extraction-level support system) or create unnecessary problems elsewhere in the system by introducing a design change that can achieve only minimal improvement in the factor of direct interest (e.g., unnecessarily complicate the ore-transfer system by changing the orientations of the openings, with- out succeeding in the objective of improving the ground support conditions). Although successful predesign is the prime objective, subsequent modifications in mine lay- out and sequence of extraction operations are inevitable. In developing the modified solution, systematic experimentation based on an understanding of the underlying structural relationships, coupled with monitoring measurements of selected diagnostic structural-behavior parameters, can achieve an acceptable solution in a minimum number of steps, which is far superior to the typical operational trial-and-error approach, in view of the cost of implementing each successive change. Since a drill-core sample of ore rock from a successful undercut-cave operation may exhibit a uniaxial crushing strength in excess of 100 MPa, the caving of such a rock mass is now commonly believed to be ascribable to the presence of discontinuities such as joints or fractures throughout the ore body. An essential part of the present investigation was therefore to characterize the natural discontinuities at each of the test sites by measuring their attitudes and spacings. The term "fracture" is used herein in a general sense to include any planar discontinuity without implication as to its suggested mode of origin. Most, but not all, of the fractures are properly termed joints. As a point of departure we may consider the possibility that the rock mass is transected by three families of joints, each family possessing a distinct orientation, such that parallelepipeds of intact rock are delineated by the jointing. Even if cementation is absent between adjoining parallelepipeds, the undercutting of the rock mass will not necessarily initiate sustained caving--owing to the all-around confinement, an arch may tend to stabilize over the undercut unless prevented from doing so by the failures of key blocks of intact rock. Quantification in recording geologic phenomena and application of well-known geologic principles to engineering works continued at an increasing rate during the year. Highway departments, water resources agencies, private firms and governmental agencies involved in tunnel excavations, dam site locations and construction, consultants and government experts in subsurface liquid-waste disposal, designers of underground storage facilities and city and regional planners all confirmed greater use of applied geology in their planning and implementation of plans. Applications of quantified geologic data to highway locations, slope control of cuts, raw material sources, water sources and water run- off showed a striking increase in number. Environmental geology and geologic hazards became part of the jargon of the geologic profession, and the American public began to realize more fully the significance of where they live, and on what and near what geologic phenomena which might effect their well-being. Tunnel work for water projects of almost dream-like magnitude kept geologic engineers busily engaged in predicting and testing local geologic conditions for construction projects. Disposal of industrial and radioactive liquid wastes continued as problems, but use of stratigraphic data, fluid flow rates and direction of flow helped solve some critical waste disposal problems. Unusual applications of seismic networks, remote sensing methods and X-ray techniques in geological engineering applications added other tools to this increasingly important profession.

Commercially pure molybdenum specimens were irradiated in the Materials Testing Reactor for an estimated exposure of 1.9 to 5.9x10 20 thermal nvt. Prior to irradiation, the material was ductile in the tension test; whereas after irradiation, it was brittle. The results of tension tests conducted at various temperatures revealed that the transition temperature for this material had been increased from —30' to +70°C as a result of the radiation exposure. From metallographic studies, it is concluded that the embrittlement is due to submicroscopic changes which raise the flow stress-temperature curve of the material. PRIOR to ten years ago, the bombardment of metals with high speed heavy particles such as protons, deuterons, a particles, and neutrons was primarily of academic interest. These particles existed in extremely small numbers in a few laboratories and only under very special conditions. With the introduction of the nuclear power reactors, these particles are now available in enormous quantities and it has become important from a practical standpoint to learn how well metals withstand severe reactor radiations. The principal radiations of concern in reactors are neutrons and y rays, since the heavier charged particles exist only in limited regions of reactors. Seitz,' in a theoretical approach, has shown that all of these high energy particles, except y rays, have enough energy to knock atoms from lattice sites and that these knocked-on atoms have enough energy to cause additional displacements of neighboring atoms. The result of this process would be a lattice containing many imperfections in the form of interstitial atoms and vacancies. Hence, it would be expected that the properties of metals can be changed by reactor radiations, and such has been found to be the case. Only a limited amount of data have been published in the open literature,2,3 and these data have been for relatively low integrated-neutron-flux exposures. In general, one effect of reactor radiations on the mechanical properties of metals has been to increase strength and decrease ductility. It is now possible to irradiate specimens in the Materials Testing reactor at much higher fluxes and to higher integrated exposures than previously possible.' The data which are being presented here describe the effects of a relatively high exposure on some mechanical properties of molybdenum. Experimental Procedures Material: The molybdenum used in this investigation was obtained from the Climax Molybdenum Co. The two heats from which the material originated were melted under a vacuum of 5 to 30 microns and cast in 7 in. diam water-cooled copper molds. One ingot contained 0.061 pct C and the other 0.066 pct. Both ingots were hot worked by extrusion and rolling into % in. diam rods, after which they were annealed and straightened. The rods were subsequently heated to 1100°C in a hydrogen atmosphere and swaged to ½ in. diam rods at the Research Laboratory of the General Electric Co. The resulting material had an average hardness of 264 VPN, or 99.2 Rb, and had an average of 5000 grains per sq ml in the transverse section, Test Specimens: Substandard-size tensile specimens were prepared according to the specifications shown in Fig. 1. In the spring of 1967, after a careful study of existing geology along the Pacific Coast including Alaska, the USBM, in conjunction with the USGS, decided that the offshore area around Nome, Alaska, presented an unparalleled land-to-sea comparison site for the evaluation of marine core drilling techniques and sampling equipment. Considering the geological evidence available and the production history of the Nome Beaches (5-6 million oz. of gold recovered), it appeared likely that gold in commercial quantities could occur in the offshore area. A 180 sq mi area of Norton Sound, extending roughly 14 miles to the east and west of Nome and averaging 6 miles to the south, was tested by approximately 530 line-miles of sub-bottom profiling. A total of 4043 ft (56 holes) were drilled in unconsolidated sediments, yielding mixtures of gravel, sand, silt and clay. Of the total holes drilled, 16 went to bedrock and six were terminated short of their intended depths due to boulders which halted penetration, or rough seas which caused the ship to move as the anchors slipped over hard sea-floor surface. The rest of the holes were terminated when the penetrative capabilities of the drills were reached, or when the required amount of geological data were attained.

The demands for increased productivity on the 1967 coal industry have generated new operating trends and fresh approaches to old methods, which have enabled the industry to keep pace with the expanding economy. Changes, while not radical in concept or design, have been plentiful and are marked by the refinement of the already tried, tested and proven. Perhaps not since World War II have there been demands on equipment manufacturers to design and deliver such diversified types of machines as those required by the industry in the past year. Equipment developments-following a plan which calls for higher productivity, lower maintenance costs and greater machine availability- have tended more toward increased horsepower and heavier, more rugged equipment. Electrical and mechanical components, designed in many instances with maximum reliability rather than initial costs as the main criterion, have contributed to the improvements in over-all performance. High-strength, specialty steels are finding use in a wide range of equipment applications. The horsepower capacity of electric motors being installed is more frequently being rated on a continuous basis rather than the former one hr or less and, as a result, fewer failures now occur because of overloading. These developments reflect the pyramiding cost of equipment down-time and represent definitive progress in reducing the magnitude of the problem.

Some of the physical, chemical, and electrical processes for conversion of saline water to potable or industrial water are economically surveyed from an engineering viewpoint. Since all these processes require energy for drive and equipment for containment, the correlative economic factors are developed which indicate directive influences in the choice of particular regional processes. The supply of natural waters and its distance also affect decision. Any one process will probably not prove dominant in the field because auxiliary considerations such as the saline water source; types and continuing availability of fuel; electric power use or recovery; area economic status and advancement; and the political pressures of population, group demands, and land use tend equivocally to obscure capital and operation cost decisions. Basic engineering considerations, data, and economic factors are presented to assist in the direction of these decisions. An exploding world population, increasing industrialization, advancing standards of living, and the desire of less-privileged nations for betterment focus attention sharply on a major problem: water. *19 Up to now, in retrospect, people have had it relatively easy in the handling of this problem. All the better dams in the most advantageous sites, the better aquifers, the shortest aqueducts have been built. In another phase of the problem, concern is evident that wastes cannot indefinitely be disposed of merely by keeping them dilute and discharging them promiscuously. 7-9 And, perhaps, as past civilizations have done,l5 water, watersheds, streams, and irrigation may have been mismanaged or, at the least, not adequately studied.3,5,36,37 In this last is perhaps the core of the problem. As Gross states, "Ignorance and too often, indifference are contributing factors. Archaeology and theology both furnish ample testimony to the existence of rich lands where deserts now stand; it was man who ravaged his land. Unless education is a companion to water development, development might as well be forgotten. But without water, there is no beginning."13 The U.S. is showing increasing concern about its water for predictions are that by 1980 the daily withdrawals will be 494 billion gal, a figure nearly equal to the dependable supply.Is This is based on a conservative projected population of 230 million. The major categories of withdrawals are: To make available this per capita average of 2150 gal per day will require an expenditure of $219 billion over the next 20 years. The U.S. is not alone in this concern. The United Nations shows as arid zones of the world: all of Africa north of the equator and south of the 20's parallel; all of the Arabian peninsula; all of the middle east and Iran, Iraq, Pakistan, Afghanistan, northern and central India; a great band about 1000 miles wide along the 40'~ parallel from the Caspian Sea east across Russia through China to the Pacific Ocean; all of Australia except the coastal plain; the Caribbean Islands; the western nations of South America; and the western third of the United States and of Mexico. With one quarter of the earth's 57,500,000 sq miles of land thus suffering from lack of good water, increasing attention goes to the treatment of brackish and sea waters. The U.S. has been a leader in this field4,12, 16123,24 through its Office of Saline Water in the Dept. of Interior because even now some of its cities and regions are short of potable water. 11j'7,M Industrial water is also of vital concern as a result of ever higher industrialization1,14122 Other nations, among them JaPan, Israel,13188 Germany, Union of South Africa, Australia, Netherlands, France, Yugoslavia, Russia, and groups such as the Organization for European Economic Cooperation (OEEC)' are also diligent. The objective is low cost water, which means that both technology and economics have prominent roles in saline water conversion processes. THE practice of fine-grinding is now being so successfully - carried on in some fields, notably in West Australia, and its advisability has been so frequently pointed out' that the matter in this paper is not put forward as being new ; its chief object being to call attention to the importance of fine-grinding in the treatment of comparatively low-grade ores. I have been engaged during the last five years in the cyanide-treatment of ores in the Ohinemuri district (North Island), New Zealand, and I consider that, in the near future, extremely fine-grinding (almost sliming) will become a very important feature of the milling-methods in this field, since it seems absolutely necessary to reduce the most of ores to a very fine state of division if a high extraction is to be obtained; and, in most cases, the extra percentage of saving will leave a good margin above the increased cost of treatment due both to the fine-grinding and to the interest on the capital spent for the grinding-machinery. The average ore of the Ohinemuri field is composed of a quartz-gangue with some calcite, carrying the gold-value in the form of an alloy of gold and silver in about equal proportions, and the silver-value in the form of mixed sulphides of silver, usually associated with a considerable amount of iron pyrites. In the upper levels, the ores are decomposed and carry large quantities of black manganese oxide and some iron oxide, but, as. depth is reached, the decomposed ore gives place to sulphides and, in some mines, rhodonite, manganese silicate, is present in fairly large quantities.
