This paper covers some of the problems presented to the oil industry in the drilling of oil wells in the open waters of the Gulf of Mexico. The hazards, delays and relative costs of offshore drilling are reviewed and various forms of drilling platforms discussed. The requirements of the offshore drilling rig are summarized together with the principal items affecting the cost of construction. Sea waves and their size and characteristics as affecting offshore platforms are reviewed. Drilling platforms are classified as fixed, or fixed and floating. Fixed platforms of the conventional cofferdam and pile-supported type are discussed together with their good points and their limitations. The desirability is pointed out of eliminating as much offshore work as possible where operations are subjected to constant and expensive delay and substituting therefor the prefabrication of structures ashore or in sheltered waters. Marked economy will come with the standardization of offshore rigs aid special means of transporting them to the site. Several types of structure which are partly pile-supported and partly buoyancy-supported are discussed and their possibilities of future usefulness commented upon. General Considerations The predominant attribute of offshore drilling equipment is that it must be equal to the job in hand. We therefore give first thought to the matter of adequacy. In view of the probable depth of drilling, the investment involved and the per diem labor costs, it is assumed heavy modern drilling equipment will be employed. In order to usc such equipment efficiently, the working deck must be ample in size and strength and supported so as to be relatively free from motion and from green seas even in heavy storms. These requirements necessitate a high and rigid land-based support for the drilling rig and machinery with plenty of space for supplies, such as pipe, mud, water and fuel, with reserves for days when transportation from shore is impracticable. In offshore rigs the crew will be housed onboard in comfortable quarters, probably air conditioned and equipped with a galley and refrigerated food storage. An important consideration will be the ability to transfer stores and crew to and from the rig in all but the heaviest weather and the platforms must be protected from the impact of supply vessels when alongside. It will be essential to maintain continuous communication with shore by radio or cable, not forgetting the possibility of a helicopter landing space for the transfer of crew and light stores as well as a means of general communication. Whatever structure is constructed must be secure from storms of hurricane force and a safe place for the operating crew to work. If the well comes in, the drilling rig will presumably be removed and a small but rugged pile-supported platform will remain to carry the Christmas tree with safe working space around it. It will be protected from damage on all sides by buffer piles or dolphins. It is assumed that the flowing oil will be piped to storage tanks in the vicinity of the well. One of the three power plants that will be in the Curecanti Unit of the Bureau of Reclamation's Colorado River Storage Project is the power plant at Morrow Point Dam. Presently under construction, the Morrow Point Power Plant is between Gunnison and Montrose on the Gunnison River in west-central Colorado. (Fig. 1). Morrow Point Dam will be a thin, double-curvature, concrete-arch dam, 465 ft high and will impound 120,000 acre-ft of water. Two 60,000-kw hydroelectric generators will be housed in an underground power plant in the left abutment just down- stream from the dam. The power-plant chamber will be an unlined opening 205.5 ft long, 57 ft wide and 65 to 134 ft high. The arch-type roof with a rise-to-span ratio of 1 to 4 will be supported with rock bolts and chain link fence. A description and discussion of the design considerations for the power-plant opening and rock bolt design are given by William H. Wolf, Gilbert L. Brown, and Ernest D. Morgan in "Morrow Point Under- ground Powerplant," ASCE Power Division Specialty Conference, Denver Colorado, August 18-20, 1965. The Morrow Point site is in a moderately active region of mild earth- quakes, as evidenced by recent earthquakes in 1960 and 1962. Therefore, the Bureau of Reclamation undertook an investigation of the effects on the underground power-plant chamber when subjected to an earthquake. The art of earthquake engineering has been directed primarily at developing methods of analyzing the nature of ground surface motions and designing surface structures to resist damage from vibrations impressed on the structure by the ground motions. Steels available for mine-shaft applications are discussed, and the use of steel linings for round and rectangular shafts is reviewed. For rectangular shafts, frameworks constructed of square or rectangular steel tubes offer advantages. Also, corrugated steel sheeting provides a suitable alternative to timber lagging for spanning between the main shaft supports. For round shafts, self-supporting cylindrical steel liners, with circumferential stiffeners to prevent collapse, have been used to depths up to 6000 ft. Several large-diameter round shafts have been constructed with a concrete lining and an internal framework: of high-strength low-alloy steel tubes. It is concluded that in any new shaft construction steel designs should be investigated as economical alternatives to designs using other materials.

AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

THE copper industry operated at high capacity throughout 1947, with no serious tie-ups in operation as was the case in 1946, when almost the entire industry was shut down by a four-month strike. Refined copper production in the United States averaged 94,250 tons for the first eleven months and deliveries to domestic consumers, including foreign copper for domestic consumption, averaged 114,000 tons per month. On April 29 the import duty of 4d per lb was suspended until March 31, 1949. Copper prices fluctuated considerably for a short time thereafter. Over the year the price of domestic electrolytic copper at refineries on the Atlantic seaboard advanced from 19.225¢ on Jan. 2 to 21.200d on Dec. 24.

The complete equations of average linear momentum balance for a single-phase fluid in an incompreisible, homogeneous, porous medium are derived. The derivation begins with Euler's equation of motion for a continuum and uses an integral transform recently developed by Slattery. 7 For steady flow of a compressible, Newtonian fluid, the usual equations of motion result. For transient flow, the space-time description of the pressure is determined in the lowest approximation by the telegrapher's equation. From the analysis a new phenomenological coefficient results which connects the viscous traction to the deriv ative of the linear momentum density. The magnitude of this coefficient determines the velocity of sound through the pore structure in this approximation to the pressure field. INTRODUCTION The modification of Darcy's law of momentum balance for steady, single-phase flow through porous media has been discussed for many years. The first modification was suggested by Forcheimerl who added terms of higher order in the velocity. These can be expected to appear because the underlying microscopic equations of momentum balance are themselves nonlinear in the point velocity field. The Reynolds tensor pvv, which represents the convective flux of momentum density, appears in the momentum balance equation. Only in rectilinear flow (parallel stream lines) does the divergence of this tensor vanish. Since the steady flow stream lines in most porous media are not parallel, nonlinear dependence of the pressure gradient on the velocity should naturally appear. This nonlinearity has nothing to do with turbulence in the ordinary sense of random fluctuations in the pressure and velocity fields. It arises simply because the stream lines converge and diverge, even for steady flows. Klinkenberg2 demonstrated that the permeability coefficient in Darcy's law depends on the absolute pressure or, alternatively, on the density field. However, because he neglected inertial terms of the Forcheimer type, his correction coefficient could not be represented by a constant but tended toward a constant as the velocity decreased. Forcheimer's and Klinkenberg's modifications can be combined in a rigorous way to account for both inertia and slip during steady flow. This will be shown in a future paper. The transient change of pressure in porous media has been described by the diffusion equation.3 This form results from eliminating the velocity and density fields from a combination of the equations of motion in the form of Darcy's law, the continuity equation and an equation of state. Fatt4 suggested that the cause of deviations from the prediction of the diffusion equation for pressure transients lies not in the choice of Darcy's law as the equation of motion but on the existence of dead-end pores which might invalidate the averaged equation of continuity. On the other hand, Oroveanu and Pascal5 noted chat the time derivative of the momentum density must be included in the equations of motion since this measures the local rate of change of momentum density. Their differential equation for pressure is the telegrapher's equation (neglecting gravity). However, their form of this equation predicts that the speed of pressure propagation through the pore structure is the same as that through the bulk fluid. M. K. Hubbert6 attempted a derivation of Darcy's law by volume averaging the Navier-Stokes equations. Since these equations represent momentum balance at a point within an open set of points containing the fluid itself, Hubbert's volume averaging cannot lead to tenns involving transfer of momentum between the fluid and the walls of the pores. The beginning of Colorado's mining industry is linked on one side with that of the Appalachian districts and on the other side with that of California, because the first discoveries were made by pioneers when on their way from Georgia to California. In the summer of 1849 a party of seven Georgians were taking a herd of thoroughbred horses across the continent to the Pacific coast. They reached Camp Lyon, on the Arkansas river, in October, and, meeting James Dempsey, a Government guide, they were persuaded by him that it was too late to cross the mountains that season. His advice was accepted, and, moving northward, they established a winter camp at the junction of Cherry creek with the Platte, close to the site of the city of Denver. Upon a sand-bar, lining the south side of the river, they built two cabins. During the closing months of 1849 they prospected the alluvial banks of Cherry creek, but they made no attempt to penetrate into the mountain canyons, near them, westward, for fear of the Indians.* They found gold in several places along Cherry creek, and particularly at a spot 16 miles up the stream from their camp. From the feathers of the wild geese that they shot they obtained quills in which they placed their gold-dust. This party of Georgians consisted of Dr. L. J. Russell and his brother, Green Russell, also A. T. Lloyd, G. W. Kiker, and P. H. Clark. Early in 1850 they crossed the main range of the Rocky Mountains by the Bridger pass and went on to California. SUCCESSFUL mining today means proper mechanization. Before any mine can begin production on a paying scale, some machinery must be installed. There must be pumps to remove water, fans and blowers to provide proper ventilation, elevators and hoists to raise materials, and a source of power to turn the countless wheels on which the world's mineral supply rolls from its earthhound source to the market. Only the prospector with his burro and the anthracite "bootlegger" continue to mine without mechanical aid, and with the recent years even these can be discounted, for the burro has given way to the Model T, and the "independent" coal miner must have a truck to haul his coal away. A interest to geologists and to mining and petroleum engineers is a laboratory method for determining the dip and strike of sub- surface structures, as well as the direction of fault planes traversing them. The information is derived by making use of the magnetic properties of borehole cores which must show visible representations of bedding or fault planes. Complete knowledge of these factors aids greatly in the successful exploitation of both ore and petroleum deposits.

The relative concentration of 1" at grain boundaries in controlled orientation bicrystals has been examined by autoradiographic techniques, and by activity measurements of grain boundary surfaces exposed by preferential ,melting. The autoradio-graphs indicate that thallium is concentrated at grain boundaries in as-grown bicrystals, but not in zcell-annealed bicrystals. They also indicate that the solute concentration and the distribution on as-grown bicrystal surfaces are markedly different than that of the bulk material. The boundary surface measurements are in agreement with the autovadiographic evidence. On the basis of these measurements, as-grown bicrystals containing approximately 100 ppm of Tl, solidified at rates between 5 and 30 cm per hr and with tilt boundaries greater than 10 deg, exhibited grain boundary segregation equivalent to roughly 10 atomic planes of pure solute. Higher solute concentrations (equivalent to 140 atomic planes of pure solute) were obtained in bicrystals solidified slowly (0.6 cm per hr); slightly higher values were obtained in specimens containing a large angle nantilt boundary. Annealing for various times over a range of temperatures eliminated grain boundary segregation within the experimental uncertainty of the results (equivalent to 1 atomic Plane of pure thallium at the boundary). The results for the as-grown bicrystals can be qualitatively accounted for by assuming the presence of a groove on the solid-1iq;id interface, at the grain boundary. SOLUTE segregation at grain boundaries may be considered in two parts, namely, nonequilibrium segregation associated with the solidification process, and equilibrium segregation in fully annealed materials.' There is much indirect evidence for nonequilibrium segregation, based on preferential etching at grain boundaries and the mechanical properties of as-cast alloys. In addition, some direct observations have been reported in which radioactive tracers were used as solute additions and segregation detected at the grain boundaries by autoradiographic techniques. However, there is little detailed quantitative data on solute concentrations related to grain boundaries, particularly for different freezing conditions and grain boundary configurations. Equilibrium segregation at grain boundaries has been considered both theoretically and experimentally. cean' has made an estimate of the maximum equilibrium solute concentration that might be expected at a grain boundary, based on the lattice distortions in the boundary region. He arrived at a concentration which was equivalent t a monatomic layer of pure solute. A similar value, based on thermodynamic arguments, was calculated by Cahn and Hilliard for the segregation of phosphorus in iron. Experimentally, much higher values of solute concentration at grain boundaries have been reported recently by both Inman and iler' for phosphorus in iron, and Ainslie et 1.' for sulfur in iron. They observed concentrations equivalent to as much as 20 to 100 atomic layers of pure solute at the grain boundaries. However, in both cases it was shown that the observed segregation was not due solely to equilibrium segregation at the grain boundary. In the former case, precipitation effectss due to trace impurities in the material were believed to account for the large amount of solute present at the grain boundary. In the latter case it was shown that a high density of dislocations in the boundary region could provide a large number of additional sites for solute atoms, other than at the grain boundary. Thomas and chalmera have reported on the equilibrium segregation of po210 in grain boundaries of Pb-5 pct Bi alloys. Using autoradiographic techniques, they observed a concentration of polonium along the boundary trace on the surface of annealed bicrystal specimens grown from the melt. The concentration only appeared after annealing, and varied with boundary angle, increasing as the boundary angle increased. Their conclusions have been questioned by Ward," who pointed out that the segregation they observed along the boundary trace was much too wide to be compatible with the usual concepts of the thickness of a grain boundary of several lattice spacings. Also, Maroun et al.,l1 with specimens similar to those of Thomas and Chalmers, found that segregation could only be detected on the specimen surface, suggesting that Thomas and Chalmers' results were associated with an oxidation effect of polonium, and not equilibrium segregation. Thomas and Chalmers replied12 that they did observed segregation at the grain boundary in the bulk material and suggested further experiments were necessary to resolve the difference. The purpose of the present investigation was to examine both nonequilibrium and equilibrium grain boundary segregation in melt grown bicrystal specimens as a function of boundary angle, growth rate, and solute concentration, and to de-

Sulphuric acid leaching has been up to the present, the most popular of the leaching routes. Oxide ores are usually leached with sulphuric acid directly by dump leaching, as practiced at the Bagdad or Bluebird Mines in Arizona, or by vat leaching as done at Inspiration Mining in Arizona. Upgrading of the low-grade oxide ores by dump leaching followed by cementation of the copper from solution by scrap iron has been replaced by the leaching-solvent extraction-electrowinning route which results in a high purity product at the mill site at reduced production costs compared to previous practice. High-grade oxide ores, vat leached with H2SO4, can contain, for example, 25 g Cu/l and 25 g H2S04/,l, or higher concentrations of both, and are presently fed directly to electrorefining plants. Advantages of coupling solvent extraction-electrowinning with the low cost dump leaching instead of using cementation, are as follows (1): a) the production of high purity electrolytic copper rather than cement copper;

Instability of rock slopes may occur by failure along pre- existing structural discontinuities, by failure through intact material or by failure along a surface formed partly along discontinuities and partly through intact material. Although certain fundamental failure modes are recognized, the mechanisms of slope failure are varied and complex. Such mechanisms are governed by the engineering geology conditions of the rock mass, which are almost always unique to a particular site. An understanding of failure mechanisms requires a knowledge of the physical, mechanical and strength properties of the intact material and discontinuities which make up the rock mass, as well as the structural geology and hydrogeology. These engineering geology parameters also must be evaluated with respect to the slope geometry to determine failures which are kinematically possible. Only after obtaining a reasonable appreciation of the possible failure modes can a rational mechanical stability analysis be carried out. Both two-dimensional and three-dimensional failure mechanisms should be considered in assessing the design of rock slopes. Simple analyses methods are used initially to identify those possible failures which could control slope stability. More complex and detailed analyses usually are required for a few critical failure modes which could control stability, or where a more complex type of failure mechanism is envisaged. Complex failure mechanisms are usually identified when assessing previous slope failures. More detailed information concerning slope geometry and engineering geology parameters must be acquired where analyses must be more rigorous.

In order to demonstrate the role of defect chemistry in the solid state to a process-metallurgy reaction, laboratory experiments were carried aut to remove copper from liquid lead using lead sulfide which had been doped to provide definite concentrations of cation vacancies. The removal of copper decreases in the order: bismuth- or antimony-doped PbS, undoped PbS or tin-doped PbS, and silver-doped PbS. The data are explained using the simple mass -action law and in terms of the exceedingly rapid interstitial diffusion of coppw in PbS to vacant cation sites. Results are in agree-ment with thermodynamic predictions and certain industrial practices that copper may be removed from lead below the limit of its coexistence with pure Cu,S and pure PbS. The role of defects in solids has been exploited in semiconductors and many device applications, in explaining tarnish formation, dissolution rates, and mechanical properties. The application of these principles to many process-metallurgical problems has not received as much attention. It was the purpose of this study to illustrate the role of defect structures of solids in a process-metallurgical application. When lead is refined, the ore, galena (PbS), is reduced by a series of operations to liquid lead (lead bullion) containing impurities such as copper, bismuth, antimony, arsenic, and silver depending on the original composition, the fluxes added, and the particular type of operation, see Fig. 1. In order to produce a pure lead, a series of refining operations are carried out. A typical lead-bullion analysis before drossing is shown in Table I. Copper is removed first as its presence increases the zinc consumption during the desilverizing process. For preliminary copper removal the lead bullion is brought to a temperature of 440°C in a kettle of 60 metric tons capacity. Some tar (or sawdust or resins) is usually added and the kettle is cooled slowly to 400°C while the liquid is stirred. A solid phase, called a dross, floats on top of the liquid and the particles of the solid phase adhere to the tar. This "hot dross" is collected. It contains mostly lead and copper which are partly oxidized and/or sulfurized if the lead bullion contains some sulfur.*

GENERALLY speaking, the production of other metals in Mexico fluctuates with that of silver. The first commercial discovery of mineral was in Taxco, Guerrero, in 1552. Five years later, the patio process was introduced at Pachuca, by Bartolome de Medina. In 1884, the main line of the Mexican Central R. R. was completed and a few years later, the National railway. In 1907, the patio process, after 350 years of successful operation, was replaced by cyanidation. Soon after the completion of the railroads, smelters were built at various points and provided means of treating ores that could not be treated by any of the processes existing at that time, such as patio, lixiviation, or pan amalgamation. As a result, a number of mines were developed along the railroads and even far \ out in the mountains. In order to facilitate the shipment of this ore to the smelters, purchasing agencies were established, which for a time were very profitable; most of these agencies are now permanently closed.

Ordinarily age-hardening is thought of as being associated with a limited solubility of one metal in another. Much less has been written about the type of age-hardening that attends the formation of superstructures. Solid solutions generally have a disordered or random arrangement of atoms; that is to say, in a unit cell, such as that of the face-centered cubic lattice, there is no distinction between atomic sites. Atoms of a given metal may occupy cube corners or face centers. Under certain conditions, however, some alloys develop what is known as an ordered structure. In this case, cube corners would be occupied by only one type of atom and face centers by another type. Associated with this ordering process are many interesting changes in physical and electrical properties. Moreover, in many instances the alloys become susceptible to age-hardening. From the evidence now to be described, it appears that age-hardening in 14-carat gold alloys is due to the formation of both a superstructure and a precipitate. Alloys of the metals gold, silver and copper were known in antiquity. The available knowledge regarding their constitution has been ably summarized and extended by Sterner-Rainer,' Jänecke,2 Carter,3 Wise,4 and Coleman.5 Despite the long familiarity with these alloys and the numerous investigations of their properties that have been made, there is still much that remains unexplained. It has been known for a long time that the hardness of these alloys is closely related to the rate of cooling. Similar changes have been observed in the binary gold-copper systemI6 one alloy of which corresponding to the formula CU³AU, has been the subject of a careful and competent report by the English investigators, Sykes and Evans.7 They have established the fact that the shift of atoms from the ordered to the disordered condition takes place in some critical temperature range. At temperatures above the critical range the structure is random, and at temperatures below it the structure is ordered. No difference between these two structures is revealed by the microscope. Both have a face-centered cubic lattice and complete solubility, so that there is no evidence to suggest that the changes in properties are associated with a phase change. The more slowly the alloy is cooled, the higher is the degree to which the ordering process proceeds and the more marked is the increase in hardness. As experimental data were accumulated on I4-carat gold alloys, several contradictions arose. Certain observations tended to confirm the existence of a superstructure, while other observations seemed to be inconsistent with such a transformation. EXPERIMENTS, in what has come to be known as flash roasting began some ten years ago. The principle underlying the operation was not a new one, but the experimental work started at that time was the first that was carried through to a logical conclusion, followed by construction and operation of a pilot plant, and then full-scale production. For a short working definition, flash roasting may he considered the instantaneous and complete oxidation of finely ground sulphide particles, partially suspended in air or gas, the oxidation reaction evolving enough heat to make the reaction self-sustaining, or nearly so.
