DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

The theoretical basis is presented for energy dissipation methods of measuring permeability in saturated heterogeneous media. Analysis starts with the equation for single-phase flow in heterogeneous porous media which is a first-order partial differential equation in the unknown permeability. This equation is reduced to a system of characteristic equations useful in deriving a differential expression for the permeability as a function of the known potential distribution. For steady flow systems the expression is integrable, giving the permeability integral for direct calculation of the distribution along successive streamlines. The boundary condition in permeability is presented and includes a discussion of the special requirement to assure uniqueness. Theoretical results and necessary computations are incorporated into two general computer programs capable of determining the permeability distribution in two- and three-dimensional steady flow systems. Results are then presented for an energy dissipation analysis using the methods and soltware to determine a field permeability thickness distribution. INTRODUCTION Theoretical work leading to the description of fluid flow in heterogeneous porous media has developed slowly and somewhat sporadically, although the areas of engineering applications predominantly involve flow in nonhomogeneous media. The lack of accurate and economical methods for measuring field permeability distributions has been a major limitation to realistic description of natural flow systems. The economical measurement of permeability using energy dissipation methods may overcome this limitation. Among other things, any permeability measurement method involves consideration of energy dissipation; as used here, "energy dissipation method" denotes the following general approach. The areal energy distribution is measured on an existing flow system in porous media. Then through appropriate analysis of the dissipation of energy in the flow system, the permeability distribution is determined throughout the region using the minimum boundary conditions required to assure a mathematically unique result. This paper presents the theoretical basis for such a method, as well as the techniques and computer software needed to carry out the analysis. The method and techniques are then used in a preliminary field application. EQUATIONS DESCRIBING FLOW IN HETEROGENEOUS MEDLA Heterogeneous as used here implies differing in kind, having unlike quantities or possessing different characteristics. Accordingly, a heterogeneous porous medium has unlike quantities or differing characteristics at different locations. More precisely, if a porous medium is heterogeneous with respect to some property, then that property is functionally dependent on the spatial location. (Media properties are considered here as macroscopic.) Specifically considering permeability k,** then k = G(x, y, z) ,............(1) or the permeability is a scalar function G of the location (x, y, z). Spatial variation of several other properties, of which porosity, dispersivity and medium compressibility are but a few, is implied by the broad title of heterogeneous porous media. The term will be used hereafter to imply only heterogeneity with respect to permeability. The porous medium is considered isotropic as implied by G being only a scalar function. Anisotropy

The plight of the Japanese mining business is pitiful. Coal mines were given the highest priority for all materials they needed, yet between the end of the war and June 1948, the government was obliged to subsidize them to the extent of 22 billion yen, this being the difference between the consumer's price and the producer's price. Most of the metal mining companies have been operating at only one fifth to one third of war-time production rates, and financial losses have been terrific. The chief difficulties have been a plethora of office workers and a dearth of equipment, supplies, and miners. The principal material needs at metal mines are steel rails. cars, plates, nails, rubber hoses, and belting, to say nothing of modern core drills which are totally lacking. Until recently the great shortage was in coal; for lack of fuel the smelters and factories failed to produce the very metals and equipment now needed to operate the mines. Nation-wide shortages have created a monstrous inflation of prices throughout all the economy, currently amounting to 200 times the prewar figures. Attempting to analyze a 25-year forecast after less than a third of the time has elapsed may seem premature. The President's Materials Policy Com- mission's report necessarily painted with a broad brush and made no claim for pinpoint accuracy in its predictions. More importantly for present purposes, it made no attempt to predict the detailed courses of production and consumption during the period forecasted. Several statistical highs and lows may very well lie between now and 1957, so comparing recent figures with points taken from the report on a straight-line basis would be illogical. Moreover, the report assumed that the general trend of consumption-domestic and foreign-would be upward. Contrarily, domestic figures were lower in 1957 than in 1950. Therefore, to project curves from 1950 through 1957 leads to conclusions that are probably false. Many in the industry would feel more uncertain about forecasting 1975 domestic conditions now than they would have been in 1950, even though nearly a third of the 25 years has elapsed. In making comparisons, several statistical problems are encountered. The Paley report figures for 1950 were estimated in several cases and corrected figures vary as much as 10 pct. For example, the report placed 1950 lead consumption at 800,000 tons, whereas actual consumption was 885,000 tons. Obviously, in comparing more recent figures with the report's projections, adjustments must be made for positions taken in error from the start. Over the long pull, such discrepancies will probably be insignificant, but they must be noted in comparing short-term changes.

THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

Reports of committees were presented and acted upon as follows: ENGINEER ON INTERSTATE COMMERCE COMMISSION The second meeting of the Committee was. called because it was represented to the Committee' on Pro¬cedure that the American Society of Civil Engineers, the American Association of Engineers, and the Ameri¬can Institute of Consulting Engineers were anxious to have President-elect Harding appoint an engineer to fill one of the vacancies on the Interstate Commerce Commission. The representative of The American Society of Civil Engineers agreed to endorse the recom¬mendations- of American Engineering Council, and the Committee on Procedure prepared and sent a letter to the President-elect, a - copy of this letter being sent to each member of the Board. No names were suggested. . The appointment of an engineer on the Interstate Commerce Commission was approved and the Board, after approving the action of the Committee 'on Procedure in writing the President-elect, voted that, if requested, the Committee on Procedure submit a list of not less than six names for the appointment of an engineer on the Interstate. SAFETY in mining depends on wire rope to as great, if not greater, extent than in any other industry. Sudden failure of a shaft-hoist rope might easily result in death or serious injury to the operators and workmen, extensive damage to expensive equipment, and a loss in production while repairs are being made. A wire rope is only as good as its component parts. It must be made from wire properly drawn and treated. It must be fabricated on machines large enough and capable of imparting the necessary qualities to meet the stringent service conditions. However, unless the fundamental requirement of good ropemaking is recognized, all other operations, no matter how carefully performed, will not impart reliability and quality to the product. This fundamental requirement is steel that is homogeneous, of high resistance to fatigue, and of a type suitable for rope wire. Most wire-rope manufacturers agree that rope wire should be made from acid-open-hearth steel. It is comparatively easy to meet the same physical properties with basic steel, but such properties are only part of the requirements for good wire. It is absolutely necessary, particularly for rope service such as mining, where reliability is essential, that the wire be uniform throughout its entire length. Most manufacturers feel that this highly important requirement is better met by acid-open-hearth steel.

THE existence of isothermal martensite without the presence of the athermal form thus far has been established only in a 6 pct Mn, 0.6 pct C steel' and a 23 pct Ni, 3.5 pct Mn-Fe alloy.' " Theoretical calculations, moreover, predict this phenomenon to be observable only within narrow composition limits.' In all other steels, it is generally considered that martensite inevitably forms upon cooling below the M, temperature. Even the possibility of isothermal martensite transformation has been questioned for the common steels, although Averbach and Cohen" showed that martensite formation does not stop when the cooling is arrested and that as much as 5 pct retained austenite may transform isothermally to martensite at room temperature. This note presents some observations made on a number of low alloy steels by dilatometric and inductive measurement of isothermal austenite transformation at various temperatures close to the Ms. In the dilatometer studies reported previously, austenitized specimens were immersed in a salt bath maintained at proper temperature and immediately inserted into the dilatometera8' already at thermal equilibrium with the bath. The dilation was read on a dial gage divided into 0.001 mm intervals. Induction measurements were made with a separate excitation source and a test coil, sealed together in a salt-tight case. The increase in the induced voltage caused by the transformation products was recorded at a paper speed of 4 mm per sec. The steels studied are listed in Table I. Specimens prepared from steels 1 and 2 were in the form of hollow cylinders 60 mm long, 10 mm ID, 14 to 16 mm OD, while specimens of steels 3 and 4 were in the form of notched-bar impact test specimens, DVM type. Specimens of steel 5 were in the form of strip, 7x0.3 mm. In the bainitic range, curves representing the amount of transformation vs log time have a single step appearance, as is shown by the curve of isothermal transformation at 320°C in Fig. 1.Y ransformation proceeds in accordance with the Austin-Rickett equationo P -----------= k t" 100-P where P is the percentage of transformed austenite, t is time, and k and n are constants. Near the M, temperature, however, complex curves having two steps are observed. As shown in a previous papera for steel 3 isothermally transformed at 245"C, such complex curves can be separated into two separate transformations or reactions each following the Austin-Rickett equation. GROUND movement from mining, whether it be for coal, metal, industrial minerals, or .oil, will always present many difficult problems. These are especially serious when valuable surface improvements may be badly damaged. The mine itself, if mining methods are not suitable to the formation, is subject to heavy falls of the main roof in the working places; and with certain structural conditions the movements may cause in coal mines disastrous bumps and outbursts of gas, and in deep metal mines rock bursts. The present day success of gravel packs to prevent or retard the migration of unconsolidated sands into the well bore is due to: (I) the use of a saline or non-aqueous, nonsolids drill fluid, (2) proper preparation of the well bore prior to gravel packing, and (3) pressure placement of the gravel. The experience gained from the "pressure pack" method of gravel packing indicates that sand-free fluid production can be maintained for a length of time sufficient to make the operation economically attractive. Data pertaining to the first 15 wells so completed by Gulf indicate that for each dollar spent to effect the completion, there will be a return of more than $2.92. The pressure pack technique of gravel packing is essentially the placing of gravel in and adjacent to the producing formations. This is done with fluid pressure and by the use of a drill fluid that will permit partial or complete loss of returns to the formation during placement. This technique was first intentionally used by Gulf in May, 1950, and since that time has been applied in more than 90 wells. Other advantages claimed for this type of completion are that the pressure placement of the gravel has a scouring effect on the casing perforations, that additional drainage channels to the well bore are created, and that the possibility of shifting of the formations adjacent to the casing is minimized and possibly prevented. During the past few years, the use of gravel to prevent or retard the migration of unconsolidated sands into the well bore has met with a favorable degree of success. Numerous methods and techniques of "gravel packing" have been used, each having its own relative merits, and with varying results. M. L. Cashion1 in 1939 ably reviewed the history of gravel packing to that time. As stated in his paper, ". .. the idea of gravel packing wells is not new." During the period 1939 to 1949, very little if any progress or change in technique in this type of completion was made. However, it was noted in some cases that during the placement of gravel, if there was a loss of drill fluid to the formation, there was a corresponding loss of gravel to the formation. Also, it was noted that in those gravel-packed completions (opposite casing perforations) that "sanded up," there was found to be an absence of gravel in the annular space between the liner and casing, although gravel had previously been placed in this space and no gravel had been removed from the well at the surface. These findings resulted in the placement of gravel with fluid pressure and by the use of a drill fluid that would permit partial or complete loss of returns to the formation during placement. Pressure placement of gravel became an accepted practice in late 1949 and early 1950. Another fact brought to light that has contributed to the current success of gravel pack completions is that drilling fluids containing solids will to some extent cause plugging of the screening medium or blocking of the producing section. On the basis of limited experimental work conducted at the Port Pirie smelter, it would appear that, by increasing the specific surface of sinter, and possibly that of coke as well, a marked increase in the rate and degree of sinter reduction in the furnace shaft can be achieved. Fusion-point tests have shown that this increased reduction means a much higher sinter fusion point and narrower plastic zone, while the more efficient utilization of coke in the furnace is inherent in the intensification of reduction by the provision of a more reactive sinter surface. Investigations aimed at increasing the ability to operate the blast furnace with a higher lead tenor of sinter reducing fuel cost proportionately, and at eliminating the loss in reduction potential in coke entering the furnace, as shown by the presence of appreciable proportions of CO in the top gases, are reported. Several lines for future investigations that could result in improved smelting methods are proposed. A SOMEWHAT informal presentation of ideas on lead blast-furnace smelting will be given in this paper. These ideas have been developed during observations of furnace behavior at Port Pirie and earlier at Mt. Isa, and have been guided by the results of laboratory experiments at Port Pirie. The authors do not intend to propound any particularly new theories, but present their ideas as a basis for discussion which may help toward a better understanding and improved control of blast-furnace operation. Performance variations of considerable magnitude occur from time to time at most lead blast-furnace plants. While Port Pirie is fortunate in having a very regular supply of high grade concentrates, it is no exception in this respect. Such irregularities are of considerable economic importance and they constitute a challenge to present-day metallurgists in their efforts to obtain an ever greater degree of control over furnace operation. In operating as Port Pirie does with a relatively high lead charge, it has been recognized for a long time that shaft conditions are ,of the greatest importance. A practical, or engineering, attack on the problem of accretions consisted of changes in furnace design, e.g., by widening the shaft to 10 ft above the bottom row of tuyeres, and by the provision of curved ends and vertical walls.' That this attack has had a great measure of success is shown by the fact that barring down of these wide furnaces is rarely necessary, shaft conditions have greatly improved, and sensitivity to charge variations has been markedly reduced. These modifications, followed by some metallurgical changes (chiefly the incorporation of pig iron into the furnace charge in 1948), have brought furnace operation to a point where some variables which were previously masked can now be studied. Accordingly, over different periods of time during the last five years, such variables as could be given numerical values have been recorded and subjected to statistical examination. The objectives of this work were: 1—to reveal the true importance of the different variables and 2—to show the proportion of total furnace variation which is unexplained and therefore referable to causes not measured at present? e.g., shaft accretions, sinter structure, coke structure, and others. MINERAL industry activities have not been seriously hampered by a lack of men with higher training. The balance between opportunities for employment and advancement and available personnel has been a happy one, with enough competition to stimulate effort but not the unfortunate conditions arising from an overabundance. of employment seekers. Nearly all mineral industry educational institutions have been concerned about the falling enrollment in mining and metallurgical courses of study during the past decade. But industry has drawn upon a supply of many types of technically trained men apart from those who prepared their careers specifically in the mineral industry. Some schools have made this possible by uniting geologists, mineralogists, and others with students in mining and engineering. On the other hand, some schools have combined their department of mining engineering with an over-all engineering department and continue to send their graduates into the mineral industry by another route. On the whole, this seems to be a good trend and is likely to result in men better trained for current problems than would have been possible under the older rigid curricula.

The total estimated production of coal in the United States during the first century and a quarter of mining is shown in Table 20. This is the total of the production of the various states already shown in the various tables, and is believed to be the first statement of this sort made. No such table prepared from limited data can be accurate, but it is the writer's opinion that the totals shown are less than those actually produced. It was thought that this study would enable a reasonably accurate account of the movement of coal down the Ohio and Mississippi Rivers to be written. The searches made have shown that at this time the data do not exist from which such a study can be made, but some of the facts collected may be useful to future students.

Power is furnished to the Climax Molybdenum Co. by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are so designed that with the addition of forced cooling their capacity may be increased 33? per cent at 12,000-ft. altitude. Under present conditions, these transformers are operated at 140 Per cent of their rating with forced air cooling. On the secondary side of this bank there is a 15-kv., 1200-amp. Westinghouse oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station (Fig. I) where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. Mine Power at 13.8 kv. enters the mine through a ventilation raise over a three-conductor, size 1-0 varnished cambric insulated, leaded, steel-wire armored cable, insulated from 17 kv. This power is received and distributed through one switching station and four underground substations, shown in Fig. 2. No. 370 substation (Fig. 3) contains three a 13,800/440-volt, single- phase Pyranol transformers protected on the high-voltage side by a 600-amp. manually operated oil circuit breaker. This station serves 20 slusher-hoist motors, a 45-kw., three-phase, 220-volt electric furnace, a Massco hot miller for tempering and milling Timken detachable bits and a hoist with 175-hp motor on the No, 3 development shaft. Also at this shaft are three pumps. One two-stage pump, 1200 gal, per min., 500-ft. head, 3600 r.p.m., driven by a 150-hp. motor, is at the bottom of the shaft, Two deep-well pumps, 500 gal. per min., 500-ft. head, are at the collar of the shaft. under normal operation the one pumping 1200 gal. per min, is controlled by a float switch to take care of the water. If this pump fails, or if its capacity is insufficient, the first 500-gal. pump is automatically started1 and if still more capacity is needed the second 500-gal. pump automatically starts. Time delay relays are provided on the deep-well pumps, so that if power fails the column will have time to drain before the Pumps restart. On failure of any Of these, an alarm is sounded in the train dispatcher's office, so that mechanics can be sent to ascertain the cause of failure and make repairs. The cable from No. 37' substation is run to the switching station, in which are four 15-kv., 600-amp. direct-current sole-noid-operated oil circuit breakers. The current for Operating and tripping is furnished by a 125-volt storage battery. All breakers are operated from the switchboard in the compressor room. An extensive investigation has been made of the deformation behavior associated with the Fe3Si super-lattice using transmission electron microscopy techniques. Above 243°K the stress-strain curve exhibits three stages. Stage I occurs at a very low stress level and is related to the generation of perfect superlat-tice dislocations. Stage II is characterized by an extremely rapid rate of work hardening and is associated with the Taylor type locking of these superlattice dislocations. Finally Stage III is related to dynamic recovery processes since the work hardening rate is very small. Below 243ºK, only Stage I is observed, but it occurs at a much higher stress level. This latter observation is related to the generation of imperfect dislocations in Stage I with the consequent production of second nearest neighbor antiphase boundaries. The reason for this is that insufficient thermal energy is available at these low temperatures to generate the complete and perfect superlattice dislocations. It has been shown that the fully ordered FeCo alloys, i.e., those possessing the B2 type structure, exhibit three distinct stages of work hardening whereas the corresponding disordered alloys show only one.&apos;" This difference in behavior between the disordered and ordered alloys has been attributed to the fact that dislocations in the former case travel only as ordinary 1/2ao(111) types whereas in the latter case the move through the lattice as coupled 1/2a0(111) dislocations separated by an antiphase boundary (APB), i.e., the so-called superlattice dislocation. Although some preliminary work has been carried out concerning plastic deformation in ordered alloys possessing the DO3 type superlattice,3 no detailed analysis similar to that described in Refs. 1 and 2 has been attempted. Specifically, it has been suggested that the superlattice dislocation in this particular type structure should consist of four ordinary 1/2ao<111> types bound together by first and second nearest-neighbor APB&apos;s. Fe3A1 and Fe3Si are the two classic alloys possessing the DO3 type lattice; however, because of the somewhat higher ordering energies associated with the FesSi alloy, which in turn assures that dislocations will travel through the lattice as perfect superlattice dislocations under at least some conditions, it was chosen for the present investigation. Because of the extreme brittleness of Fe3Si, all deformation was done in compression. Stress-strain curves were obtained using both polycrystalline samples as well as single crystals. In the latter case the crystals were oriented so that deformation could be controlled either by single or double slip. They were then wafered parallel to and at various angles to the operative slip planes. These wafers were in turn examined by transmission electron microscopy (TEM) techniques in order to determine the extent of the interaction from the dislocation configuration contained therein. EXPERIMENTAL PROCEDURE The alloys used in this investigation were arc melted under helium from electrolytic iron of greater than 99.90 wt pct purity and transistor grade silicon of 99.99 wt pct purity. A typical analysis of interstitial impurities showed 120 ppm 0, 15 ppm N, and 65 ppm C Because of the extremely low ductility of the Fe3Si alloys, it was necessary to spark cut 0.230-in. diam polycrystalline cylinders 0.400 in. long from arc-melted fingers using a thin-walled brass tube as a cutting tool. The polycrystalline alloys could not be recrystallized since very little strain was induced in preparation. However they were annealed at 1273°C for 15 min in evacuated vycor capsules to relieve any cooling stresses that may have developed during solidification and then air cooled. The resulting grain size of the alloy was 0.50 mm. According to warlimont4 1273ºC is just within the single phase field where FesSi possesses the DO3 type lattice. In addition because of this high critical ordering tem-ature, air cooling from this temperature was believed sufficient to fully order all of the Fe3Si samples used in the present investigation. For the same reason, no attempt was made to achieve any degree of disorder by quenching. In fact, rapid quenching from 1123°K caused cracking. Such cracking was first suggested by sato5 with respect to the experimental observations of Glaser and Ivanick.6 Single crystal compression specimens were spark cut from single crystal ingots grown in a Bridgman type furnace. The iron and silicon for the crystals was prealloyed by arc-melting two 130-g buttons which were cut into small pieces before remelting in the furnace. This procedure resulted in a long-range inhomogeneity of 0.5 at. pct Si between the top and bottom of the 2-in.-long single crystal ingot, which was assumed to be negligible in the present investigation. The single crystals, after orienting and spark-cutting, were about 0.37 in. by 0.37 in. in cross section and about 0.5 in. long. True stress-strain curves were obtained using an Instron Tensile Testing machine in conjunction with techniques described previously. 1,7 The strain rate was 0.05 in. per in. per min. Prior to testing, the ends of all the compression cylinders were hand polished using a special jig to insure parallelism after which the sides of the samples were electrochemically polished to eliminate stress risers and to facilitate slip line observations. The magnetic method of prospecting is well suited to determination of faulting in the basement rock. In addition to establishing the horizontal position of the fault, it often furnishes valuable information concerning the depth and amount of faulting. Consider a simple case of a vertical fault, represented in cross-section in Fig. 1. Let AA&apos; represent the plane of observation (ordinarily the surface of the earth), and BB&apos;B"B"&apos; the upper surface of the basement. Assume that the sedimentary rocks are nonmagnetic, so that the magnetic susceptibility of the material above the basement is zero. Let k indicate the susceptibility of the basement rock, a- the density contrast between it and the neighboring sedimentary rocks, and t the amount of vertical displacement.

Electrowinning U.S. 4,066,520 - Recovery of copper from copper sulfide ore. Finely divided ore concentrate is leached with moderately strong sulfurous acid to solubilize copper ions, the leach solution treated with calcium sulfite to reduce the copper ion concentration by forming copper-precipitate solids therein, the solids filtered off, and and the filter cake dewatered to obtain a slurry of copper-precipitate solids amenable to direct electrowinning of copper therefrom using a described electrolysis apparatus which utilizes high current flow with a minimum of mechanical agitation. FOR MANY YEARS lead and zinc have had the so-called protection of a tariff and it is the purpose of the following brief discussion to show what&apos; such protection actually accomplishes with a view to forecasting the possible results of the present copper tariff. In analyzing the subject, tabulations of the United States production, consumption, imports and exports, including ore and concentrates and all of the metallic products, of both lead and zinc have been made for each year since 1900. Of these data, the relationship of the imports and exports and the relative foreign and domestic prices are shown in Table 1. The conclusions drawn from these figures are listed below. 1. The United States is an exporter of zinc. 2. The United States is an importer of lead. 3. The average price of zinc at St. Louis for the last 32 years has been no higher than on the London market even though zinc and zinc ore have "enjoyed" a protective (?) tariff of varying amounts per pound for 22 years of this period. 4. The average price of lead on the New York market for 32 years has been 1.2c. per pound higher than on the London market, the tariff varying from 0.75 to 1.5c. per pound of lead in ore, and 1 to 2c. or more on manufactured lead.

Between cross currents of economic factors and international expediencies the iron and steel industry in 1948 made an outstanding contribution to the general economic picture. Were it not for an unfortunate episode during the month of April involving a temporary shortage of coal, 1948 would have been an all-time record year in output. Exceeded in no previous peacetime year, the production of iron and steel in 1948 totaled some 88,500,000 tons. That it was a worthwhile effort of no small magnitude is evidenced by the fact that in three and one half years following the war, this nation has produced as much steel as in the five years preceding the war. This figure of 88,500,000 tons is 68 per cent greater than that for 1939.
