THE eccentric theodolite I exhibit is one constructed by the Stack-poles of New York, from drawings, considerably modified, of Combes's theodolite. The telescope is on one side of the horizontal limb, and the vertical circle is opposite to the telescope; thus they nearly balance each other, making already the construction lighter than in the instrument of Combes, where the telescope and vertical circle are together on the same side, and are both balanced by a considerable weight. The instrument stands upon three levelling screws or feet, an improvement upon the old or general style of mounting a transit on four feet-for indeed the instrument is easier levelled, and, more-over, stands more stable on three than on four points of support. The general advantage of an eccentric theodolite is evident, namely, that it can measure any and all vertical angles, from 0 to 360, without being interfered with by the horizontal limb as is the transit; besides this advantage, it needs no preparatory adjustment or correction for eccentricity ; on the other hand, however, that correction

THE remarks of Dr. Rathbun in his address of welcome render it unnecessary that I dwell either upon the history or aims of the National Museum, and enable me to proceed at once with a brief descriptive outline of the Department for which I am responsible, and this with particular reference to that division devoted to applied geology. The amount of geological material brought together prior to 1876, under the various Congressional acts quoted, was, though valuable, comparatively small. It consisted mainly of the collections made by Professor J. D. Dana and his assistants during the Wilkes Exploring Expedition; by the various geologists accompanying the surveys of the Pacific railroads in 1854-55; the Surveys West of the 100th Meridian under the direction of the Engineering Corps of the Army; the United States geological surveys under direction of Dr. F. V. Hayden ; and the various Land Office surveys. Prior to 1873 there were no paid assistants to care for these collections. They were studied, if studied at all, by " collabrators," so-called, several of whom had offices and even sleeping apartments in the Smithsonian Institution. In the list of these collaborators are found such names as Conrad, Cope, Gabb, Leidy, Lesquereux, Meek, and Newberry. The building now occupied by the National Museum was designed primarily to make room for the great mass of material secured in 1876 at the close of the Centennial Exposition in Philadelphia. As completed in 1880, it afforded opportunity for expansion and incidental organization on much more practical basis than had previously existed. This found expression in the creation of numerous departments with salaried officials to take charge of the various collections. With the appointment of Dr. George W. IN PAST YEARS, engineering educators and others have been able to study the problems relating to en-gineering education in the United States with only inadequate and, frequently, inaccurate data at their command. For the first time there is now available fairly full and accurate information on this subject, gathered and compiled by the Board of Investigation and Coordination of the Society for the Promotion of Engineering Education. This board, of which W. E. Wickenden is the director, has for the past four years been carrying out fact-finding investigations into "the objects of engineering education and the fitness of the present day curriculum," under a grant of funds from the Carnegie Corporation of New York. Twelve bulle-tins have already been published by the board and others are in the process of preparation. The studies made, thus far, have been of the various phases of engineering education in general as well as of the major branches of engineering. Within the past year. the board has completed a study of mining engi-neering education by means of a questionnaire sent to members of the Institute. A special committee, con-sisting of Charles E. Locke, Allen H. Rogers and the writer, cooperated with the board in drafting certain parts of the questionnaire and in selecting the mailing list. Similar studies have been made through the mem-bers of the four other national societies. The results of these studies have been published only in mimeo-graphed form, therefore, in order to place the data before the members of the Institute an incomplete sum-mary of the replies to the A. I. M. E. questionnaire is here given. The full report will be available for distri-bution at the annual meeting in February. The questionnaire was sent to 306 members of the Institute, a proportion about equal to the proportion of the membership of the other national societies can-vassed; 152 members replied to the questionnaire, 55 per cent of whom had received college degrees in some branch of engineering connected with the mineral in-dustry. Forty-seven educational institutions were rep-resented in the replies. Seventeen different positions were held by the members who replied, with 24 con-sulting engineers at the head of the list, 20 managers, 16 superintendents, 11 presidents, 10 professors, 6 deans, and others.

T IME studies and cost accounting were combined to increase the efficiency of the overall mining method and thereby reduce costs at the Titania mine of the National Lead Co. in southern Norway about 70 miles southeast of Stavanger. From these studies a more effective drilling system was developed, standards were adopted for setting base pay rates, shrinkage stoping was abandoned for open stoping, a new mechanical loading chute was adopted, and the loading and haulage system was changed. Ore minerals at the Titania mine are ilmenite and magnetite; gangue minerals are plagioclase and hyperstene with accessory minerals of biotite, pyrite, chalcopyrite, and spinel. The average content of the ore is 17 pct TiO2 and from 20 to 25 pct iron. The ilmenite crystals contain microscopic lamels of hematite, making it impossible to obtain a high TiO2 content in the concentrate. In the analysis of comminution processes, it is necessary to have a detailed knowledge of such subprocesses as: transportation of the particles to the zone where they are stressed; the stressing of particles to a level high enough for breakage; removal of the fragments that are smaller than the limit size from the grinding zone; and prevention of agglomeration of the fine fragments. Breakage phenomena of particles is the most difficult subprocess to understand. It can be understood only by applying the principles of fracture physics to obtain information about the stress-strain field in particles which are loaded either by compression or by impact, and by using this theoretical knowledge to interpret experimental results obtained from single particle crushing studies. Two important features of the "Science of Communition" are discussed: the fracture physics and crushing under controlled conditions with special reference to single particle crushing, packed bed crushing, measurement of energy needed for fracture, fragment size distribution, and new surface area produced. The important features of these aspects are detailed, namely, energy balance of a crack, influence of environment, specimen size problems, and energy utilization in single particle crushing.

About three years ago, the writer presented a paper1 on the rate of heating and cooling of a 24-in. round ingot. The present paper deals with work done on larger ingots at the plant of the Allis Chalmers Mfg. Co., Milwaukee, Wis., in August, 1919. Sufficient data on ingots of all sizes were desired to enable one to calculate in advance the rate at which any ingot could be raised to a forging temperature without injury to the steel, determining also the temperature gradient between different sections of the ingot and the length of time necessary to heat to the center. This has now been experimentally determined for 24-in. and 45-in. ignots by the writer and for a 18-in. cube by E. F. Law.2 J. F. Harper has also made tests on heat-treating temperatures on 30-in, ingots; which data are included in this paper. No attempt is made here to work out a formula for the heat penetration of steel, for too many factors are involved concerning which we have not sufficient information, as for instance, the specific heat of steel up to 2300' F. It is hoped that eventually a set of formulas will be developed so that one may calculate maximum allowable temperature differences within an ingot for any particular kind of steel and the rate of absorption of heat and temperature gradient within the ingot for a definite temperature head. (written discussion*).-In Mr. Burke Baker's description of the process of the American Briquet Co., he speaks only of the attractive features, but every process which uses a compound or emulsified binder has certain undesirable features which must be considered. In making an emulsion, the success of which depends upon the introduction of the various ingredients at certain fixed temperatures and the complete intermixing of a soluble solution with an oil which has absolutely no affinity for it, considerable difficulty is found in keeping the various factors in strict accordance with the formula. To serve its purpose properly or, in other words, to be right for easy mixing with the coal, it should be of a certain predetermined density. Among the controlling factors of this ate the proportion of moisture contained and the temperature of the oil when introduced. If the latter is higher than intended, a greater proportion of moisture will be evaporated than is proper, and if the oil is not sufficiently hot the process of emulsification is retarded. These various factors can be controlled with more or less certainty where working in a laboratory or in a small experimental way, but when it is attempted on a large commercial scale, certain obstacles not otherwise apparent are likely to be encountered.

The old laboratory at the School of Mines was among the notoriously bad ones, being situated in apartments of the main collegebuildings not originally intended, and conspicuously unfit, for the use to which they were put; while, as in many of our schools and colleges, the assaying was done in the basement of the college. Prominent among the disadvantages of such an arrangement are insufficient light, poor ventilation, and little or no provision to carry off offensive gases. It is not my intention now to present a complete description of this building. I wish merely to call attention to a few points in its construction and equipment, which may prove of interest to those who contemplate erecting buildings for snch work, and who may be, as we were in this instance, limited as to funds. They may not remember the time when "practical oil men" opposed the invasion of engineers into the field of petroleum production. By their excellent contributions they established themselves. In the popular mind, engis veers are practical men whereas physicists and chemists are suspected of being theoretical. It will be best to annihilate this misconception right now at the beginning of a closer relationship between petroleum engineers. geophysicists, and geochemists.

A froth flotation plant to recover byproduct molybdenite must be designed specifically for the selected separation process and the type of ore being treated. However, some general rules concerning byproduct molybdenite plant design can be suggested that would be valid for most processes. The term byproduct molybdenite in this paper is limited to the recovery of molybdenite from copper porphyry ores, which essentially amounts to selectively separating molybdenite from copper and iron sulfide concentrates. In addition, most of the discussions would apply only to the almost universally used approach of floating the molybdenite and depressing the copper and iron sulfide minerals. Thickener It is considered essential that the feed to a byproduct molybdenite plant be thickened prior to being treated for molybdenite recovery for the following reasons: 1) Thickening allows the rougher and any preconditioning stages to be operated consistently at the optimum percent solids. 2) Generally, the size of equipment used for pretreatment and the rougher flotation is considerably smaller and less expensive than if the copper flotation concentrates were treated directly. 3) The removal of as much water as practical by thickening removes flotation reagents added in the copper flotation circuit, especially frother which can be quite troublesome in a byproduct molybdenite plant. Although thickening of the molybdenite plant feed has long been recognized as necessary to optimum metallurigcal results, very often this area has been designed poorly. The thickener should be sized so that it can produce a consistent thickened product containing 60 to 65% solids without the use of flocculants. Some plants are only able to thicken to 45 to 50% solids consistently while other plants let the percent solids vary from 45 to 60% over a 24-hr period. While the former is more desirable than the latter, in many cases better metallurgical results could be obtained if the percent solids could be held consistently close to 60%. Probably the simplest and most satisfactory system of handling the thickener underflow is to spigot it into a sump, using a sphincter type valve for the orifice, controlled by a density meter. Another satisfactory approach is to use an ODS type pump to meter the underflow. There are other methods of handling thickener underflow which work satisfactorily as long as the amount of copper concentrates entering the thickener is relatively uniform. However, they often fail to operate satisfactorily when there are large fluctuations in the thickener feed rate due to fluctuations in ore tonnage and/or copper grade. If the percent solids in the plant feed could be held close to 65%. There is the possibility the molybdenite plant tailing would not have to be thickened prior to the copper filter plant. This means that the molybdenite rougher float would have to be conducted at 45 to 50% solids with all the cleaner tailings returned to the rougher for dilution. Admittedly, in some situations this approach would be impossible, but if capital or plant area is limited, it should be considered.

THOUGH known as the platinum-group metal- the sextuplet, platinum, palladium, iridium. rhodium, osmium, ruthenium, might well be called the American metals or perhaps Pan-American metals, as the ore containing them eras first discovered in South America, and in recent years the largest production has come from North America. The South American alluvial deposits, which also, contain gold, are in active production, as are the alluvial platinum deposits of Alaska, but the main production is from the copper-nickel ores of Sudbury, Ontario. The Russian deposits in the Urals were the source of most of the worlds platinum for about 100 years, but since 1934 have assumed second place. For a time considerable amounts of platinum came from several rather rich deposits in South Africa but these were exhausted quickly. However, a tremendous reserve of lower-grade ore exists there, which could be worked profitably if the price of platinum were considerably higher.

THE province of Saskatchewan, situated in the center of the Great Plains region of Canada, has, like most prairie areas, an essentially agricultural economy. Most of its population of about 860,000 is located in the southern half of the province in the farming and ranching areas. To the north of the prairie is a broad forested belt supporting a considerable timbering industry, and the northern one third of the province is glaciated pre-Cambrian rock formation. This latter area is relatively barren of vegetation, but the presence within it of a considerable variety of radioactive, noble and base metals, and industrial minerals has been shown by prospecting in recent years.' Glacial Geology The Keewatin ice sheet, considered to have accumulated in the country to the west of Hudson Bay in Pleistocene time, covered at its maximum advancement almost all of Saskatchewan and extended south of the international boundary. Only in the Cypress Hills in the southwest and around Wood Mountain in the south central portion of the province did the preglacial formations escape the action for this glacial period. The bedrock of the plains and forest areas therefore is overlain by moraines and modified glacial drift, which vary in thickness from a few feet to 400 or 500 ft.' Glacial action in the pre-Cambrian area of the province was largely erosional, most of the more recent formations and some of the pre-Cambrian rock being transported out of the area to the south and west. It has been estimated that about 13 pct of this area is composed of lakes and rivers not too adaptable to rail or water transportation, so that until the use of aviation for exploration purposes became general, development of the area was slow. To the south, the heavy mantle of glacial drift has to some extent deterred the discovery of industrial minerals in the bedrock underlying the forest and prairie regions3 At the same time, this drift contains numerous deposits of those most elementary and necessary industrial minerals, sand and gravel. Sedimentary Basin The major feature of the sedimentary deposits underlying the plains regions is the basinal structure known as the Moose Jaw syncline, which runs from the southeast corner of the province in a northwesterly direction. To the west of this syncline the formations curve upward, then have been faulted and further upthrust to appear at the surface in the foothills of the Rockies in Alberta; to the east and north they curve upward into Manitoba and northern Saskatchewan, but the surface contacts are covered mostly with glacial drift.238 The axis of the syncline dips to the southeast, so that there is also an upward trend of the formations along the axis to the northwest. In illustration of the regional structure underlying the province, the pre-Cambrian basement has been logged in drillholes at the following depths in several locations: Ogema (south central), 9390 ft; Gronlid (northeast), 2599 ft; Vera (northwest), 4422 ft; Big River (north northwest), 2348 ft. Fig. 1 indicates the general surface geology of the province, ignoring such glacial overburden as may overlie many of the bedrock formations. Also indicated is the approximate location of the axis of the Moose Jaw syncline.' Industrial Minerals Clays: The province is fortunate in possessing a widespread distribution of clays of ceramic value, ranging from those used for heavy structural products to the high grade pottery and china clays. Shales suitable for brick and tile production are found in the Upper Cretaceous and Tertiary formations across the south of the province where the glacial drift is thin or nonexistent. Many deposits of glacial lake clays suitable for such wares are found scattered over the rest of the province south of the pre-Cambrian area. The Whitemud formation of the Upper Cretaceous is a narrow sedimentary band of secondary clays found intermittently at points across the south of the province where glacial action did not disturb or remove them.' In the southwest corner of the province, around Eastend in the Frenchman River valley, the refractory clays of this formation are contaminated somewhat with iron compounds or other alteration products of basaltic rocks. This eliminates the use of those clays in true whitewares, as they fire to creamy buff shades at the lower temperatures and to a blue-specked grey at cone 8 to 12, (2280°F to 2390°F), the range commonly used in firing whiteware. However, for use in the production of colored artware, caneware, stoneware or crockery, and sewerpipe, this type of clay makes an excellent body that requires little or no addition of flint, feldspar, or other fluxing materials such as are required in the higher class of ware.' It is not a grade of clay that can be shipped great distances to the manufacturing centers, but a market for considerable tonnages has developed at nearby Medicine Hat, where cheap natural gas is available for the firing of the ware. Farther east in the south central portion of the province, the clays of the Whitemud formation are generally more refractory and white burning. The formation is divided into three zones, consisting of white clays, brown shale, and white sandy clays.

This discussion of the paper of Chester W. Washburne should have been printed following the remarks of H. A. Wheeler, in Bulletin No. 100, April, 1915, pp. 835 and 836, but was inadvertently omitted. ROSWELL H. JOHNSON:-There is one reason why the hydrostatic interpretation of gas pressure is not wholly acceptable. As we go clown in the sands we seem to get excesses of gas. Particularly in this field it becomes excessive in quantity relative to the amount of water in the sand. If this holds in other fields as well it must mean that there has been an ascension of water, because these sedimentaries when laid down, were filled with connate water. If we do get an ascension of connate water, produced by some such phenomena as its expansion by heat or by the formation of new gas by pressure upon organic materials at great depth, we can hardly expect the pressure to be controlled merely hydrostatically. * In reply to Mr. Wheeler's inquiry as to gas wells with pressure higher than hydrostatic pressure, I would cite the original wells given by Orton on which he based the hydrostatic theory. He used in his calculation a head of 600 ft. above tide, assuming the outcrop of the Manitoulin Islands to be in Lake Superior, whereas the Trenton does not outcrop at Lake Superior. The Manitoulin Islands are in Lake Huron, the level of which is 580 ft. above tide. No allowance is made for the lower density of the fresher water near the outcrop, the weight taken for the whole column being the water of high density found at the wells.

ALLOY steels have become essential to industry in meeting the rigid requirements on materials imposed by our, advanced technology. In comparison with the total ingot capacity of the steel industry, the volume of alloy steels is relatively small although for many years annual alloy-ingot tonnage has, been in seven figures. However, the monetary value of the alloy-steel production is exceedingly high and the benefits derived from the products are relatively great. The trend in total ingot production since 1932 has been generally upward with only two major interruptions. That of the year 1938 was due to a decrease in general business activity whereas that of 1946 resulted largely from work stoppages. HAVING previously shown you how ores are found and mined, and also how they are prepared and disposed for smelting, and then how the blast furnaces and other furnaces are made for purging their earthiness, all this would be as nothing if I did not proceed to show you the method of smelting them. Therefore, in the present chapter I wish to show you how you must proceed in this very important operation, telling you all I have seen and also how much work with this kind of blast furnace I have done or directed. For this reason I tell you first to take by weight or measure the quantity of ore that you wish to smelt and, particularly if it is a kind that contains silver, break it into small pieces about the size of [52v] beans. If the ore had previously needed evaporation by fire or cleaning by washing, you will have had this done well and have had it properly prepared by a master sorter or others. A layer of this is arranged on a bed of planks, bricks, or flat stones in front of the blast furnace and its companion is placed on top, then a quarter part of galena or a third if you can obtain it. Then an equal part of crushed iron slag or slag from the same or different ore is added. These materials are spread in layers one above the other. When the blast furnace has been constructed as taught above, correct in all its parts, and is full of well-kindled burning charcoal, then fill it up with charcoal and admit water to the bellows machine. When you see that it is well kindled again from this wind and that the flames begin to come out forcefully on top, work it down with a little rake and fill it up again. Then the pannier is filled with new charcoal, the blast furnace heaped full, and another basketful of the said composition of ore is also put on top. Proceed in this way, continually adding charcoal and ore as long as you have any, or as long as you wish to keep up the work, maintaining the blast furnace always full, or continuing in this way until the bottom of the blast furnace is filled with melted materials. Decide this by judgment, or by seeing through the mouth of the tuyère where the wind of the bellows enters that they are level with this. Then with an iron tool open the hole that was left as an outlet in front of the blast furnace and allow all the metal with its slag to run out. These two things, flowing through the chan-
