Twelve years ago, some coal-mine operators, mining engineers, oil and gas operators, Bureau of Mines engineers, geologists and state mine inspectors met in Pittsburgh, Pa. to discuss and solve if possible, the problems in connection with the drilling of oil and gas wells through or near coal mines and through the future coal reserves. Regulations were drafted and presented by O. P. Hood and A. G. Heggem of the Bureau of Mines.' . There was considerable discussion of the various articles, practically all of which appear in Bulletin 65, but the interest aroused at that meeting was short lived. Practically none of the important coal-producing states gave the matter the consideration it should have received. Notwithstanding the marked progress in safety work, coal mines still have an unenviable reputation for mine explosions. Our mining laws have become stricter and the enforcement, especially in Pennsylvania, more rigid, but what good will come from a rigid enforcement of the mining laws if some source of danger exists all around the mines, over which the operators have no control ? It is hardly necessary to recite all the cases of natural-gas explosions published in Bulletin 65, but with some of them I am especially familiar. In 1912, while visiting the Miners' Hospital, at Fairmont, W. Va., my attention was called to a patient swathed in in bandages so that no part of his face and hands were visible. He had not been told that his two sons, mere boys, had died of the burns they had received in the same accident—explosion due to natural gas leaking into a country mine at Peora, Harrison Co., W. Va.

PUBLICATION of data by Irmann' indicating outstanding thermal stability and elevated-temperature strength properties in a sintered aluminum powder product (SAP) stimulated interest in the strengthening of metals by means of a highly dispersed oxide phase. This material was produced by compacting, sintering and extruding a fine flake aluminum powder, resulting in a dense product containing 10 to 16 volume pct alumina, which arises from the thin oxide film on the starting powder, highly dispersed in a matrix of pure aluminum. The method of producing SAP, and the stable high-temperature properties obtained from it, introduced the possibility of developing superior materials for high-temperature service by powder metallurgy methods. The composition of the materials of this type which are presently under consideration is predominantly metallic, containing from less than 1 pct up to about 20 volume pct of the oxide. As a result, other properties of these materials, such as electrical and thermal conductivity, thermal shock resistance, and to a certain extent ductility, notch sensitivity, machinability and hot working properties, are also predominantly metallic. These alloys do not constitute, therefore, a completely new class of materials as do the cermets, but rather present a new means of modifying the properties of a metallic matrix. In this sense, SAP type alloys are more closely analogous to the alloy aging systems. While the strength properties realized in the oxide-pure metal systems at the lower temperatures are substantially less than the best attainable in the aging systems, the thermal instabilities in the latter make them of less value for use at temperature much above their optimum aging temperatures, as indicated in Fig. 1. While the means of obtaining an oxide dispersion are more difficult and costly than conventional aging processes, in the light of the as yet limited understanding of such systems there is considerable promise of improved high temperature properties arising from the thermal stability of these structures. The Rawley property is located in the Kerber Creek mining-district, Saguache county, Colorado, at an elevation of 10,600 ft. (See sketch-map, Fig. 1.) Ore was found in this vicinity as early as 1880, and claims covering a large area were located and in many instances patented. The ores, however, being of comparatively low grade, and the nearest railway station, Villa Grove, being some 20 miles away, it is extremely doubtful whether any considerable amount of ore was ever handled at a profit. It is safe to say that several hundred thousand dollars were spent (a large part in building mills) previous to 1902-03. About that time a very capable promoter gathered together a group of these claims and interested some New York people, who had had no previous mining experience, in the purchase of these claims. Following the organization of a company, this promoter became General Manager. As often happens under such conditions, the first step was to erect a mill to treat 100 tons per day. It may not be fair to this enterprise to say that the failure which followed might have been foretold, simply on general principles, but this much is certain—the water supply fluctuates in the course of a season through a wide range and for a considerable portion of the year was inadequate to run this mill at capacity. Further, it is currently reported that some of the mill foundations were placed on ice. However true this statement may be, it is a fact that, when first inspected by us, many of the belts in the mill were held on'their pulleys by means of idlers. A shut-down followed, with a material re-adjustment of interests, at which time we became consulting engineers for the company.

THe conversion of the beehive coke plants, in this country, to byproduct plants has been slow, because the coal supplies were near the centers of the steel industry. With the growth of this industry, especially with its development around Chicago, it became necessary to transport large tonnages of coal from the eastern districts and then convert it into coke. The losses due to transportation costs were partly offset by the value of the byproducts recovered. To save the transportation costs, it was desirable that the coal deposits of Indiana and Illinois be utilized. This coal had always been classified as non-coking; it was also considered unsuitable for the metallurgical field because of the high ash and sulfur contents. The conditions, however, were promising enough to start experimental and development work, which crystallized in the design of the Roberts coke oven. The fundamental features of most coke ovens, with respect to the application of heating gas and the recovery of byproducts, are the same and, in the last few years, the tendency has been toward the better application of heating to the walls, higher thermal efficiency, and, by the control of heating conditions, the increase of byproduct yields. Structural features also have been improved and the use of high-grade refractory material has allowed the use of higher temperatures with the resulting higher rated capacity per oven per day. Great improvements have been made in both recuperators and regenerators, particularly with reference to the individualizing of each oven with respect to its adjacent oven, so that each can be operated as a unit if desired. The highest development of the flue type of oven has been applying individual regenerators for the recovery of waste heat. After some research work, it was found that the high-volatile Illinois coals could be utilized for coke by obtaining the better application and control of the heating conditions in the oven. Most of this high-volatile coal that had been used gave a good coke structure under certain conditions. Strong's equation for calculating bottom-hole pressure reduction due to gas cutting of drilling mud is corrected, resulting in a simpler equation which is easier to use. Use of the equation is illustrated by examples. It is shown that reduction of weight of a 10 lb/gal mud by 50 per cent at the surface due to gas cutting produces only n 3 per cent decrease in hydrostatic head at the bottom of a 5,000-ft well. It is also shown that at the surface 5 volumes of air per volume of mud are required to reduce the apparent mud weight from 8.5 to 6.5 lh/gal in a 3,000-ft well. Illustrative graphs are included to show the effect of various degrees of gas cutting on apparent mud weight at depths of 2,000, .5,000 and 10,000 ft and to show variation of apparent mud weight, with depth for a 100 lb/cu ft (13.37 lb/gal) mud gas cut to 90 lb/cu ft (12.03 lb/gal) at the surface. INTRODUCTION In 1938, Strong' published the following equation for calculating reduction in bottom-hole pressure due to gas cutting of drilling mud h = 1/D [p + pn/100 In p + p(1-n/100)/p(1- n-100)] where: h = depth in feet P = pressure in atmospheres at depth h due to mud column only D = hydrostatic pressure in atmospheres of a col-umn of uncut mud 1 ft high p = back pressure at well-head (in atmospheres) n/100 = fraction by volume of gas in mud at well-head at back pres-sure p This equation was recently found to contain an error due to an incor-rect expression for variation of vol-ume fraction of gas with pressure. Values calculated by the original equation are close to the correct values for small percentages of gas for which it was derived but become increasingly erroneous as the gas content increases and are completely unusable at the very high gas con-tents employed in aerated mud. DERIVATION The nomenclature used is the same as in Strong's paper. The pres-sure dP exerted by a lamina of thickness dh at a depth h ft is ex-pressed by Eq. 1 where x = volume fraction of gas at depth h dP = D (l - x)dh . . . (1) When we express x in terms of the wellhead per cent gas n, the well-head pressure p and the pressure P at depth h, the result is Eq. 2. x = (np/p+p)/(100-n) + (np/P + p) When this is substituted in Eq. 1 and rearranged to separate the var-iables the result is dh = 1/D [dp + np/100-n dp/(P + p]. Integration between appropriate lim-its results in or if the wellhead is open so that p = 1 atm and we rearrange Eq. 4, the result is loss in head = hD — P = n/100-n In (P + 1) ...(5) Eq. 5 can be solved easily by successive approximation using hD as a first approximation for P on the right-hand side and calculating a first value for loss in head. This can then be used to get a new value of P using the left-hand side of the equation. Values converge very rap-idly even for quite large values of per cent by volume gas n. EXAMPLES The effect on bottom-hole pressure of 50 per cent gas cutting of the mud in a 5,000-ft well using 10 Ib/ gal mud will be calculated, we have: h = 5,000 ft 10 X 7.48 144 X 14.7 = 0.0353 atm/ft hD = 176.5 atm n = 50 Substituting these values in Eq. 5 and using hD as a first approxima-tion of P on the right, we have, approximate loss in head = 50/50 In (176.5 + 1) = 2.30 log 177.5 = 5.17 atm. During the past five years, the mining industry has been subjected to new operating constraints that are unprecedented in number, scope, and urgency. The industry must operate in a safer, cleaner manner, yet produce more without large price increases. Compliance with any new sweeping legislation is always difficult-and particularly so in today's adverse economic climate, which is being aggravated by the steady stream of environmental control and tax-reform programs. In effect, while government is unwittingly but surely undercutting the country's productive capabilities, it blames industry for the resulting failure to meet consumer demand. Any such real or alleged failure then brings heightened bitterness from Congress. During the recent energy shortage, for instance, threats of nationalization were ventilated in public along with proposals to abolish the mineral depletion allowance.

THAT the copper industry is in serious straits is admitted. So are the lead and zinc industries, and both lead and zinc are tariff protected. Conditions in the Western lead, zinc and silver mining districts are desperate. These are illustrated by the present disastrously low prices of these metals compared with the levels of two and three years ago and by the comparative rates of metal production and the present activity of the western mining camps. The January production of copper was 32.2 per cent of the 1929 average rate, of steel was 32.3 per cent of the 1929 average, while January production of pig iron was only 27.6 per cent of the monthly average of 1929. The copper industry is only one of many industries that are suffering in this tragic depression. It has been exceedingly prosperous and will be prosperous again when business recovers. Its difficulties are not unique and it does not deserve the tariff equivalent of a dole. The burden of subsidizing through an effective tax or tariff the minority group of high-cost mines would be a heavy one on the consuming public of the United States. On the basis of 1929 consumption figures, an effective 5c. tariff would result in an increased copper bill to the country of over $109,000,000, of which the electric manufacturers would contribute $26,000,000, the telephone and telegraph companies $16,000,000, and the automobile manufacturers $14,000,000. And of this total bill, only $33,000,000 would go to those who are urging a tariff and the balance of $76,000,000 would be paid to those who do not admit either its necessity or usefulness under present conditions.

It has seemed to the writer that one important, and indeed sufficient reason, for our slow progress in learning the relation between the chemical composition and the physical properties of cast-iron, has been that the problem has not been attacked properly. It would be well to select the most probable working hypothesis which we can find, and proceed to test that hypothesis by comparison with observed facts, and by making new observations specially designed for such a test. Our first step, then, is to select the most probable working hypothesis ; and to attempt this selection, to state the hypothesis and its immediate corollaries, and to take some first steps toward testing it, is the object of the present paper. Its chief purpose is to bring the hypothesis to the attention of those who are more familiar with the evidence than the writer can pretend to be, and in a better position both to present new evidence and to discuss it. The hypothesis here selected is, that composition governs properties in the case of cast-iron, in the same general way and for the same reasons as in the case of steel, mutatis mutandis. This hypothesis, which of course makes no claim to originality, certainly seems reasonable and probable; its exposition and discussion are made easy by our existing knowledge of the constitution of normal or " carbon " steel; it therefore seems worthy of consideration.

I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,

Development and exploration in Oklahoma showed a definite increase in 1941 over 1940 in production, wildcat activity and total well completions. Geological and geophysical work continued and possibly increased slightly in amount. Oklahoma retained third place in the ranking of oil-producing states of the nation, topped only by Texas and California, and followed by Illinois in fourth position. Production averaged 416,800 bbl. daily, a 1.7 per cent increase, as compared with 409,900 bbl. daily for the year 1940. Maintenance of the state's relatively stable producing rate resulted from the discovery of numerous small pools, the recombing of old areas, the establishment of new producing horizons, and the drilling of an increased number of marginal wells. The market for the Mid-Continent crude was strengthened materially to meet the increased demand. Coincident with a deeline in production in Illinois, shipment of Oklahoma-Kansas crude to the eastern points averaged 453,000 bbl. per day, an increase of 49.4 per cent as compared with 1940. The movement south amounted to an average of 42,000 bbl. per day, a loss of 41.7 per cent. Secondary-recovery programs in Oklahoma were given more consideration, operators realizing that in the future many pools would necessarily have to resort to this type of operation. Five permits for water-flooding were issued by the Corporation Commission during the year. These projects were in Rogers, Wagoner and Nowata Counties, in the shallow northeastern area, which has relatively extensive development of this type in the Bartles-ville sand at from 600 to 1000 ft. in depth. Gas repressuring of an individual lease in the 35-year old Glenn pool, Creek County, proved relatively successful, and after a year's operation was extended to cover a much larger area, with several operators participating. More of this type of work is expected in the future; however, it was given an initial setback when the legislative proposal authorizing secondary recovery in the Wilcox zone of Oklahoma's largest pool, the Oklahoma City pool, was pigeonholed by the committee. A continuation of the low discovery rates within the state would possibly lead to a revival of interest in the project. Many pools formerly classified as prorated areas were removed from this classification and transferred into the group of settled production. At the close of the year the issuance of the Federal Conservation Order M-68 and the interrelated Preference Rating Order P-98 caused a sharp decline in drilling operations, which is expected to continue until such operations are stabilized at a lower rate. The ultimate effect of these two orders on discoveries, production and reserves is a matter of speculation and conjecture. During the year, 2110 new wells were drilled, an increase of approximately 18 per cent as compared with the previous year. Of the total, 1235 were oil wells with a combined initial potential of 342,754 bbl. daily, 178 were gas wells with a total

The kinetics of precipitation of transient a phase during the transformation in U-16 wt pct Mo between 400° and 550°C were studied using quantitative metallography and electrica1 resistiuity measurements. The volume percent of a phase goes through a maximum in time, corresponding to a critical degree of progress of y' formation. prior to its re-solution after prolonged annealing. The fastest rate of a precipitation oc-cuvs at 500°C with a concomittant lowest peak of 9.5 vol pct a. At 450°C, 14 vol pct a, greatest fov any temperature, was observed after 24 hr witlz an associated slowest rate of formation. a precipitation at 400°C ceases after approximately 160 hr and the amount of a present remains unchanged after long times at temperature; no y' was observed metallographically at this temperature. IN the U-Mo system at 16 wt pct Mo, an ordering reaction takes place below 600°C, see Fig. 1, whereupon the random bcc solid solution, y, transforms to the ordered bct phase, y'."2 The new unit cell is constructed of three old unit cells somewhat distorted. While attempting to study the kinetics of this transformation it was observed that an unexpected phase was precipitating out early during the transformation anneal reaching appreciable amounts before disappearing after long times. The y' appeared in the presence of this new phase and after long times constituted the whole sample. Owing to the high optical activity of this unexpected phase under polarized light, it was suspected to be the a phase. Subsequent X-ray powder pictures confirmed this belief. The kinetics of a phase formation and disappearance is the subject of this paper. EXPERIMENTAL PROCEDURE A) Alloy Preparation. Alloys for this study were prepared by vacuum induction melting normal reactor grade uranium and 99.5 wt pct Mo pellets in thoria crucibles. Two ingots were prepared, and sections of the top and bottom of each ingot were chemically analyzed for uranium and molybdenum content. The results of the analyses appear in Table I. B) Metallography. Samples of 16M were wrapped in tantalum foil, sealed in evacuated (5 X 10"6 mm of Hg) quartz capisules, and annealed at 1110"C prior to being transferred directly to the transformation temperature. They were examined metallographically after increasing times to determine the progress of the transformation at 400°, 450°, 500°, and 550°C. The samples were prepared for metallographic examination by mechanical polishing with diamond paste and electrolytic polishing with a solution of glacial acetic acid and chromic acid. Since the y' phase is tetragonal, its presence can be detected by viewing the sample in polarized light. To increase the contrast between y' plates, the samples were electro-etched in a 10 pct oxalic acid solution. To reveal a phase in bright field (it can be seen in polarized light in the "as-polished" state), the samples were electro-etched in a solution of citric acid and nitric acid. To determine the vol pct a phase, a variation of the one dimensional systematic point count method as described by Hilliard and cahn3 was used. The

NEVER before have the annual company reports in the mineral industry field exhibited the typo-graphical art so abundantly as does the current crop. Time was when most company reports made a drab appearance and dry reading, mostly confined to financial data and text that gave little information to the public or technical men. Now, the dollar statistics assume less importance. Considerable information is given on what is going on at the company's plants, new equipment being installed, new methods, properties under development, ore reserves and grades, and similar information of interest to professional men working in the field. We have one suggestion for further improvement: The names of the officers and directors of the company are always given, but only a few companies give the names of the principal operating officials. We think, in the case of a mine for example, that the name of the general manager, his assistant, the mine and mill superintendents, and any other top operating officials who have been largely responsible for the success of operations, are worthy of mention. The reports are now widely read and this recognition is due them. Conspicuous among the annual reports that we happen to have seen, in point of typographical attractiveness, are that of the Texas Co., celebrating its fiftieth anniversary with a gold-plated cover and gold printing inside; and that of Noranda Mines Ltd., with a red and black cover that would attract attention anywhere. Comment on economics, taxes, and labor give an excellent picture of what our industry is facing. Consider the following, from the report of the Union Oil Co. of California:

FOR distinguished service in the art of hydrometallurgy, the Mining and Metallurgical Society of America presented its gold medal to E. A. Cappelen Smith, at a dinner held in the Hotel Commodore, New York, on Nov.' 10, 1920. Prof. Waldemar Lindgren, president of the society, in giving the medal, said: "By the advancement of the science of hydrometallurgy, by the construction of plants on a scale audacious in their conception, by the successful overcoming of all sorts of difficulties, you have placed your name among those who occupy the very front rank among the hydrometallurgists. In recognition of this distinguished contribution to the science of metallurgy, the Mining and Metallurgical Society of America now awards you its gold medal."

THIS paper is intended, in the light of recent investigations, to call attention to some of the essential features of good practice in sampling and mine-valuation. Mine-sampling may be divided broadly into two classes : (1) development-sampling and computation of ore-reserves; and, (2) stope-sampling and estimation of stope-values. DEVELOPMENT-SAMPLING. It is with development-sampling only that this paper deals-the term development being taken to mean the opening-up of a mine by cross-cuts, drives, connections, etc., preparatory to actual extraction of the ore for milling. In development-sampling the work of the sampler and the consequent estimation of the probable value of the mine or portions of the mine, as the case may be, cannot be verified until a later period, when the ground thus sampled has been exploited; hence, extreme care and accuracy are essential. Moreover, the development-sampler has to foresee and allow for contingencies which may arise when stoping is started. It follows that the sampling, in development-work, demands familiarity with the conditions likely to be encountered later in actual mining. In stopes, on the other hand, sampling is clone under actual working-conditions, and the sampler's valuations are immediately checked by the gold-output, or in some cases by a second sampling of the broken ore. A stope-sampler therefore need not be an experienced miner, though he should possess sound technical training and work accurately. ANTHRACOAL is a mixture of small particles of anthracite coal and a matrix of practically pure carbon, formed from the distillation of coal-tar pitch or other suitable bitumen. It is a hard, dense, homogeneous mass, with a silvery luster and in color varies from silvery to grayish black. When pushed from the oven, it develops only partly the fingerlike structure of coke; but, unlike coke, it has a tendency to remain in blocky masses. When struck with a hammer or passed through crushing rolls, it breaks with an irregular fracture, similar to anthracite, but with very little fines. Due to its density, anthracoal is harder, tougher, and stronger than coke. The results of a test made by the blast-furnace department, of the Bethlehem Steel Co., on two barrels of anthracoal are given in Table 1. IN our never ending search for new and better ways of underground mining, we find that transportation has had its share of new ideas in the past few years. The old and still effective method of track haulage has had some competition from rubber tired cars and belt conveyors, each of which has its own safety hazards which demand close scrutiny in any safety study. The use of shuttle cars, in particular, has introduced clearance hazards caused by the absence of the more or less positive guides formed by the rails of a track sys¬tem; likewise the requirement of greater clearance tends to increase roof hazards which we all know to be great enough with the best of methods. However, the subject of transportation hazards is too broad to be covered entirely in one paper, so I will confine myself to track methods which carry the preponderance of underground tonnage. I am quite sure that to this group it is an evident fact that haulage accidents are of major importance. However, to stress the point, it may be well to look at a few figures. NO one who has visited our Western mining districts, and studied the economical part of the beneficiation of the ores occurring all over that vast extent of country, can underrate the high importance of the above subject. By far the larger number of the districts which contain smelting ores, i. e., argentiferous and auriferous lead, or copper ores, are situated in the Great Basin, that great plateau between the Rocky Mountains on the east, and the Sierra Nevada on the west, almost the whole of which is comprised at present in the boundaries of Nevada, Utah, and part of Arizona. This region is essentially a barren country. The extreme dryness of the atmosphere permits but a scanty vegetation in the plains; and even in the detached mountain-chains running through it-generally from N. to S., or from N. W. to S. E.-there are no trees found except dwarfed pines and mahogany, at the head of sheltered ravines, and a few cottonwoods and willows, which fringe the insignificant streams, before the water sinks in the arid plains. Nearly all the mountain-chains in this region are rich in silver ores. That class of these ores which is adapted to amalgamation, and rich in silver, has been worked with profit for more than ten years. But before the advent of the transcontinental railways, mining was restricted to these ores alone, and the consumption f fuel could be met with the scanty supply of forest trees in the immediate vicinity of the mining districts. Since, however, the Union and Central Pacific Railroads have brought the Great Basin nearer to the commercial centres of the East and the Pacific coast, thus reducing the expenses of freight and labor materially, other silver deposits, containing poorer ores in greater abundance, have been rapidly taken

WHEN a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite¬ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms.
