WHEN one leaves the busy street and enters a library, the closing of the door behind him marks his passage into another world. Outside is the world of phenomena and appearances-of thronging pedestrians bustling about their business, of gregarious sights and sounds, of insistent auto-mobiles. Inside, on dusty shelves, is the stored learning of civilized man-the recorded ideas of countless generations. It is somewhat of a magic world. The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and out- standing attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. Thirteen Directors, the Secretary, and seven guests were present. The formation of a Philadelphia. Section was discussed. The proposed rules for admission of additional societies to membership in Engineering Council were approved. An invitation was extended to the American Institute of Metals to become affiliated with the Institute upon the general terms proposed in the report of the Joint Conference Committee of the American Institute of Metals and the American Institute of Mining Engineers. The request of the Iron and. Steel Committee to hold a meeting in Milwaukee during the week of Oct. 7, 1918, was granted. The reports of the Treasurer and Finance Committee were accepted. A change in the By-laws was proposed. Thirty Members, two Associates, and four Junior Members were elected. The status of two Junior Members was changed to Member. The resignations of seven members were accepted. The clues of two members who are on active duty at the front were remitted. One member was reinstated to membership.

Reynders said, in part: "Far the greatest progress in the art of steel-nuking has occurred in the production of lighter forms such as tool steels and steels entering into the moving parts of machinery generally, and particularly into the con-struction of automobiles and airplanes. In this highly specialized field in which the study of alloys and heat treatment has brought about such fundamental changes of design and practice, Dr. Mathews has achieved a ranking position. "As the technical head of the largest producer of special steels, his laboratory conclusions are frequently but a few steps removed from practical exploitation. The experimental determinations of yesterday must be sufficiently conclusive to form the basis for the specific plans of today, and to warrant commercial production tomorrow. His is not the complacent atmosphere of theoretical speculation, but one in which practice fol-lows close upon the heels of scientific research.

The Republic mine, situated forty miles from Marcus, a station on the Spokane Falls and Northern Railroad, in the northeastern part of the State of Washington, was located in 1896, but no development-work was dolie until the spring of 1897. While much of the ore mined since then has been rich enough for shipment to smelters, a method of locally treating the lower-grade ores soon became a matter of prime importance, because only about 40 per cent. of the values could be recovered by plain amalgamation, even with ores assaying 4 to 5 ounces of gold per ton. Experiments with cyanidation, in various ways, led to the adoption of the Pelatan-Clerici process and the erection on this system of a 10-ton experimental plant, which was later increased to a capacity of 35 tons per day. SINCE the 1930's' the production of iron ore in Canada has increased from zero to about 15 million tons per year. In the same short period of about 25 years, the steel industry has doubled in output, while the consumption of steel has also doubled. In the 1930's all Canadian steel was made from imported iron ore, whereas today, Canada is exporting considerably more iron ore than she imports. It appears certain that the production of iron ore in Canada will at least double in the near future, and should be over 45 million tons per year at the end of the next 25 years, in 1980. It also appears certain that most of this iron ore will be exported to the United States, with some proportion going to Europe. In this situation, it is logical and proper at the present time for Canadians to consider means of converting some of all of this Canadian iron ore into semi-finished or finished products in Canada.

We would like to thank Mr. Mandolesi for his informative paper on rails from strand cast steel. The chemical and structural properties of the strand cast steel were of particular interest to us. We would like to supplement his excellent report with some of Inland's findings from our Caster with submerged nozzles and strands reduced in line from 7" x 7" to 5-5/8" square cross section. Inland has conducted extensive segregation studies on AISI 1049 steel - Fine Grain 0.50% carbon and 0.75% manganese. Based on approximately 80 heats, our normal segregation pattern results in analyses of .49% carbon in the center, and 0.50% carbon at the midway and edge position. The sulfur analysis averages .025% in the center, .027% midway, and .026% at the edge. Note the slight negative segregation between the center and midway position. This steel, being lower carbon and probably cast nearer the liquidus, resulted in less segregation than the 0.80% carbon rail steel.

The Albion phosphate-district embraces a territory about 4 miles wide and 6 miles long, in a northerly and southerly direction, situated in Levy county, Florida. The Florida Central and Peninsular railroad, running from Fernandina, a shipping port on the Atlantic, to Cedar Keys, on the Gulf of Mexico, passes through the center of the district. The post-office and railroad station is in the town of Albion. The physical features of the district present a series of white aqd whitish-gray sand-hills and ridges, rising about 130 feet above tide-water. The sand lies in a loose body, like that seen on the ocean beaches. In places the hills have the appearance of sand-dunes, such as are seen along the Platte river, in Nebraska. Beneath the sand are found the phosphate-deposits, which are partially exposed in places, but, for the most part, lie buried to a depth of 15 feet and more. In this district the phosphate is designated as " hard rock,"

Dewatering is a major operational cost at some mines. Under certain conditions, costs associated with water disposal may continue beyond the productive bye of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from examination of a number of closed underground metal mines that exhibited drainage problems. It was observed, in certain cases, that had appropriate steps been taken prior to closure, the resulting drainage problems could have been largely avoided. Reclosure steps would have involved alteration to the 'plumbing system" of the mines; i.e., the drifts and crosscuts interconnecting the mine workings. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.

J. DANA SPERR, Jerome, Ariz. (communication to the Secretary*).¬Very little accurate information has been published about this district. Most of the geological data appearing in the technical press are based on "careful observations" made from an auto stage and a casual glance through the U. S. Geological Survey Bulletins, No. 340 of 1908 or No. 397 of 1909, both by F. C. Schrader. Mr. Schrader's report is still the best publication on the district. A really careful study of this report will uncover only a very few statements which have since proven questionable. This is a remarkable record when it is considered that only a short time was spent by Mr. Schrader in the field and that there was very little development work done at that time. The mining world and especially Mohave County, Ariz., will feel a sense of gratitude to Mr. Schrader for revising his early report. on this

In the mineral industry measurement of density or specific gravity of slurries is often necessary or highly desirable. To date the most successful method of measuring the specific gravity of various media is to hand weigh a constant volume sample of the slurry. This method is time-consuming, however, and is intermittent rather than continuous. Most density measuring instruments in use today are variations of three basic systems: air bubble tube systems, radioactive methods, and displacer systems. The high cost of the radioactive cell, combined with the precision electronic measuring that is required, limits the practical utility of this procedure to a small percentage of critical processes. In the air bubble systems clogging of the bubble tubes with solids has rendered this type of measurement completely ineffectual for many applications. Continuous or intermittent purging of the bubble tubes with air or water to prevent tube clogging has been tried but has not been very successful, especially in the heavy media process.

B. S. Crocker (Screened Ore Used for Fine Grinding at Lake Shore Mines, P. 499) was born in Toronto, Ont. and attended Saint Andrews College and University of Toronto. He received a B.A. and M.A. degree. He was graduated with honors and received a fellowship in metallurgy. Mr. Crocker did post-graduate research at University of Toronto from 1933 to 1934. He was employed by Beattie Gold Mines in 1933. He did research in milling at Lake Shore Mines from 1934 to 1936 and from 1936 to 1940 was head of experiment laboratory. At the present time he is mill superintendent with Lake Shore Mines at Kirkland Lake, Ont., Canada. Grinding, cyanidation, flotation and roasting are of special interest to him. He is a member of AIME. Mr. Crocker has presented several papers before C.I.M.M. and also holds membership in this society as well as Professional Engineers of Ontario. Skiing, yacht racing and photography are his favorite hobbies.

IN, diamond-drill work, a true sample consists of all the material cut by the bit-both core and cuttings. As the recovery of this sample is the object of diamond drilling, the utmost care should be taken to secure it. Speed of drilling and low costs are of little value if an inaccurate sample is obtained. The engineer in charge must study his material and lay out the plan of sampling, and then see that the drill runner follows his instructions; for the runner may be more interested in obtaining a large footage than in developing accurate methods of sampling. This paper discusses the effect of the computer revolution on Penn State's facilities and personnel and provides a short history of computer applications in mining in the Department of Mineral Engineering. The computer era began in 1955 at Penn State when the engineering faculty built a sizeable vacuum-tube computer. Since that time, a succession of machines has introduced many changes and presented a variety of opportunities and problems to the university's computer personnel and to the community of users. This paper discusses both the changes in computers and the accompanying problems that occur in a university computing environment. A historical summary of computer simulation programs developed within the Department of Mineral Engineering is presented along with information on computer applications in ventilation, statistics, mathematical programming, coal preparation, and other areas. Finally, computer plans for the future are discussed in terms of the develop- ments in the Charles B. Manula Computer Library and in terms of ongoing and future computer-related research projects.

W. N. Triplett (Geology of the Silver-Lead-Zinc Deposits of the Avalos-Providencia District of Mexico, P. 583) was born in Tecumseh, Mich., and attended the University of Michigan and Massachusetts Institute of Technology. From 1912 to 1917 he worked for Moctezuma Copper Co., a Phelps Dodge subsidiary at Nacozari, Sonora, Mex. He served in Army as Second Lieutenant Field Artillery from 1917 to 1918 and from 1919 to 1922 returned to Moctezuma Copper Co. From 1922 to 1952 he has been with Compania Minera de Penoles, S. A., a subsidiary of American Metal Co., Monterrey, N. L., Mexico in Unit Dept. as chief geologist and at present is consulting geologist. Mining geology and operation is of particular interest to Mr. Triplett. He presented a previous paper before with M. W. Hayward entitled, "Occurrence of Lead-Zinc Ores in Dolomitic Limestones in Northern Mexico." Besides being an AIME member, he holds membership in Society of Economic Geologists. Fishing, hunting and photography are his favorite hobbies.

IT is difficult to give a refining outline that may be followed for any and all combinations of the platinum metals; different combinations require different methods of attack. This paper does not pretend to go into all of the reactions of the metals of the platinum group, but will outline the commercial refining of platinum scrap. TYPICAL PLATINUM SCRAP As a concrete case, let us take 100 oz. of miscellaneous scrap, made up of jewelry scrap, dental scrap and laboratory ware. This lot will contain some platinum, palladium, iridium, ruthenium, rhodium, gold, silver and copper. The first problem is to get all of the metals in solution. If the scrap is principally platinum, palladium and gold, a treatment with aqua regia is the course to pursue; but if the scrap contains alloys high in iridium or ruthenium, aqua regia will act too slowly. In the case in hand, we are going to presume that we have scrap high in iridium and ruthenium, and proceed accordingly.

Two very intense sources of electromagnetic radiation are contributing significantly to experimental studies of minerals at high pressures and temperatures: 1) A Q-switched YAG laser is able to produce a pulse of infrared radiation capable of heating a sample under pressures up to 400 kbar in a diamond cell up to temperatures in excess of 4000°C. 2) X-rays from the Cornell High Energy Synchrotron Source (CHESS) are used to obtain diffraction patterns of samples In a diamond cell in less than two minutes, patterns that would require hundreds of hours on a conventional source. The laser heating technique is being used to study the pressure-temperature conditions over which the melting of diamond takes place. In the initial stages of this investigation, diamond has been melted and techniques for detecting the melting have been developed. The intense X-rays from the synchrotron source have been used to examine the mechanism and rate of the pressure-induced phase transformation in Fe2Si04.

With stepped-up work in rock mechanics, more and more data on strength and elastic properties of rocks has become available. Results of measurements of tensile strength, in addition to determinations of compressive strength, allow us to deter- mine, even if only in an approximate way, the third property influencing failure of a brittle material: shear strength. It is fairly generally agreed upon in rock mechanics, in drilling and blasting research, that Mohr's theory provides an acceptable method for explaining the failure of a brittle material. Mohr states that a material may fail either 1) through plastic slip when shearing stress Y in the planes of slips has reached a limiting value (which in general depends on the normal stress, X, acting normal to the surface), or 2) when the largest normal tensile stress has reached a limiting value. The mode of failure depends upon which of the two stresses is the smaller.

In 1947 a large low grade deposit of uranium was located in the northwest corner of Saskatchewan, in the Beaverlodge property of Eldorado Mining & Refining Ltd. Most of the values occur as thin seams and as coatings on other minerals, and the ore, which is light and friable, is not amenable to the usual gravity methods of concentration. The acid leaching process developed to retreat the company's Port Radium tailings was also impractical, as the percentage of carbonates is high and the percentage of sulphides relatively low. Construction of the mill building and installation of equipment, both scheduled for 1952, awaited selection of a satisfactory ore dressing process on or before Oct. 1, 1951. An extensive research program on dressing of ores from the Ace mine therefore was undertaken by the Mines Branch in Ottawa, a research team at the University of British Columbia and an ore dressing group at the company's Port Hope refinery.
