As is known to representatives on Engineering Council, the Patents Committee of Council has collaborated with the similar committee of National Research Council in developing a scheme for the improvement of the method of dealing with patents in this country. The staff of the Patent Office is itself actively engaged in this effort. Out of the report prepared by the National Research Council, and approved and adopted by Engineering Council as the report also of its Patents Committee, remedial legislation has taken form. Three hills have been introduced, known as H.R. 5011, a bill to make the Patent Office independent of the Department of the Interior or any other department, and to simplify the procedure of the Courts with reference to assessment of damages or profits for infringement of patents; H.R. 5012, a bill to establish a single Court of Patent Appeals; and H.R. 7010, a bill to increase the force and salaries in the Patent Office. Chairman Charles A. Terry, of the Patents Committee, requests that representatives of Engineering Council write to their congressmen, urging the passage of these hills and so far as convenient, request their friends to do likewise.

It is often desirable to work an old mine that has not been in operation for some time arid that is filled with water. This is especially true in Nova Scotia, where no great depth has yet been reached in any of the mines. The following is a description of a self-dumping water-tank which was used by me at Tangier, for draining a mine, and which did the work of a large pump, while the original cost is merely nominal, in comparison with the price of a pump. The tank, A, Pig. 1, is 1 1/3 by 3 feet and 4 feet high, inside measurement, made of 2-inch stuff and securely bound with iron. There are two clacks in the bottom which open as the tank is lowered into the water, and which close and hold the water as the tank is raised. B is an iron rod running through the tank, below and back of the center, and projecting beyond the sides of the tank. C is one of two guides, and D, a movable iron rod in each guide. EARLY papers1-' reported that temper brittleness is influenced by microstructure. This conclusion was based on room temperature impact tests, the inadequacy of which has been pointed out. Pellini and Queneau7 measured impact energy absorption at —80O to +25oC for several microstructures. On the basis of the shift, associated with temper brittleness, in the energy vs testing temperature curve they concluded that tempered martensite is somewhat more susceptible to temper brittleness than is tempered pearlite. The range of temperatures was insufficient to give complete curves covering the transition from tough to brittle behavior, so it is difficult to evaluate quantitatively the shift for the different microstructures. Also, the smaller shift of pearlite might be attributed to its already being temper embrittled at its temperature of formation. Accordingly, blanks 2 3/16 in. long were cut from a heat of SAE 3140 hot rolled steel barstock, 5/8 in. diameter, on which other work has been reported? There were present eleven Directors, the Secretary and Assistant Secretary of the Institute, and eleven guests. The Secretary, Bradley Stoughton, was appointed the representative of the Institute on the Board of. Directors of the American Bureau of Welding. A communication from a member of the Institute regarding simplified spelling was laid on the table. The following appropriations were made for the year. 1919: $250 to the Institute of Metals Division, $250 to the St. Louis Section, $100 to the Columbia Section. An invitation was received from the Western Society of Engineers to the Institute to use the facilities of that society during the A. I. M. E. Meeting in Chicago. The Bulletin of the Institute was presented to the French Congress of Engineers. There were elected twenty-eight members, eighteen associates, and three junior associates. The status of one member was changed from junior associate to associate. Four members were reinstated. An extension of time was granted to one member for payment of dues. The dues of four members on active military duty were suspended. Dues were remitted of four members who have been paying over thirty years, and who are each over seventy years of age.

If there is one thing that makes a fellow feel like the years are catching up with him, it is to go through a second cycle in which the adequacy of mineral resources is being "viewed with alarm." The first time we experienced such a flap was in 1951. At that time, the United Nations convened a meeting at Lake Success to study ways and means of averting a crisis in minerals. Presently there is some sentiment being expressed about the mineral scarcities that will occur in the decades ahead, in view of world population trends and increasing per capita consumption of metals. To be greatly concerned about the adequacy of metal supplies is to be highly pessimistic about the capabilities of technology. As in the past, shortages will be of temporary duration for as far ahead as the most ambitious prognosticators are projecting. The study of mineral economics is a fascinating and surprising subject. The law of supply and demand is but a starting point. The iron ore market for the steel industry is an example which comes to mind because of our receipt this week of the United Nations report "Survey of World Iron Ore Resources."

Morenci ores contain as an average about 0.015 pct molybdenite, MoS2. Incidental to the concentrating operations applied for the recovery of copper minerals, approximately two-thirds of the molybdenite is floated and appears in the final copper concentrate. The economic importance of molybdenum and the success achieved in its recovery in milling operations elsewhere encouraged research directed toward its recovery in marketable form. Several procedures are utilized to effect separation of molybdenite from copper and iron sulphides, but only two have wide application. In the better known of these two methods the molybdenite in the copper concentrate is depressed in a flotation operation using soluble starch as the depressant. The tailing from this treatment thus becomes a low-grade molybdenite concentrate which after thickening, filtering, and low temperature roasting is repulped with water and subjected to additional flotation steps for recovery of the molybdenite. A thio-phosphate collecting agent is employed in flotation of the copper minerals. Presumably the stability and lasting effects of that collector type necessitated the practice of depressing molybdenite followed by subsequent roasting to insure elimination of copper and iron sulphides from final molybdenite concentrate.

The ideas set forth in this paper are proposed for consideration and discussion as the result of recent study of various plans for control and proration of gas and oil production from Kettleman North Dome oil field. They would be applicable to any oil field during its flush production stage. The problems of development and proration are so Fig. 1.—Ideal Cross-section, Kettleman North Dome Oil Field. intimately connected in Kettleman Hills and in many other flush fields that they have both been covered in this paper. Many are of the opinion that Kettleman North Dome oil field should be considered as containing only one zone to its present total penetrated thickness of nearly 1500 ft., and that the hydrocarbon content of this zone gradually changes from dark and relatively low-gravity oil with relatively low gas-oil ratios on the flanks and plunges to mostly light-colored and high-gravity oil with high gas-oil ratios in the higher structural positions, somewhat according to the idealized section shown in Fig. 1. At least the lower 400 ft. contains dark oil in the higher structural positions.

FIG. 1 shows a volute aging break which developed spontaneously in a hardened and tempered steel helmet between 19 and 38 days after it had been tested ballistically. A similar break, shown in Fig. 2, developed spontaneously in a similar helmet about 40 days after the ballistic testing. In this case the rupture occurred abruptly and with a loud report. FIG. 2. two, in that it is an approximation to two parallel volutes centered at the point of impact of the projectile, just below D. Several weeks later, after the photograph for Fig. 1 was taken, a similar doubling of the volute crack occurred in this helmet, starting from the end of the eyelash crack near A and spreading thence to the left contra-clockwise for about ½ in. The negatives from which these pictures are made have not been touched up in any way, save writing the letters on them. THat the problem of utilizing anthracite waste is worthy of the thought bestowed upon it, may be shown in few words. In the year 1889, for instance, 35,408,000 tons of coal were sent to market from the anthracite regions of Pennsylvania. According to the report of the State Geological Survey, the amount of coal thrown on the dumps as waste, varies, with circumstancett, from 44 to 60 per cent. of that shipped to market. The lower of these figures represents 16,579,000 tons of waste for that year, and it is obvious that if this, or any considerable portion of it, could have been saved, it would have constituted an important addition to the fuel-supply of the country. It is not surprising, therefore, that so much attention has been given to the utilization of this waste. Among the many lines of experiment pursued with this object in view, the conversion of the carbon of the culm into producer-gas seemg at first to promise the most satisfactory solution of the problem. Thus far virtually the sole theme of the conservationist has been the preservation of natural resources. Little thought has been devoted to the conservation of America's most significant asset-her people. True, considerable effort has been devoted to conserving man's physical strength by the invention and application of labor-saving machinery. Notable progress has been made also in the conservation of man's health through important discoveries in medicine. However, little if any positive success has been achieved in the conservation of the most valuable attributes of man-intellect, skills, manpower. Human resources are interrelated and interdependent. There is no monopoly on knowledge or skills' or human energy. No one must sell them short. All the knowledge and all the skills and all the energy possessed by all men are required to render all the services needed by all men. One of the major sources of wasted manpower is found in the nation's schools, with an educational system based on the outmoded theory of uniform education for all. Actually, if democracy means free initiative for the individual, and unlimited progress at the maximum rate of speed of which the individual is capable, then our public schools are not democratic in-

THE technique of concentrating valuable minerals from lean ores by flotation depends upon the creation of a finite contact angle at the three-phase contact, mineral-water-air. If the mineral is completely wetted by the water phase, contact angle zero, there is no tendency for air bubbles to attach themselves to the mineral. However, when the contact angle is finite, the surface free energy of the system, water-air bubble-mineral particle, can be diminished by contact between the bubble and the particle, and if not too heavy the mineral will be levitated in the froth. With a few exceptions, all clean minerals are completely wetted by pure water. Thus the art of flotation consists in adding substances to the water to make a finite contact angle with the mineral to be floated, but to leave the other minerals with a zero contact angle. The contact angle concept and experimental measurements of contact angles have played important roles in flotation research for several decades.1-3 Nevertheless, there remain unanswered some basic questions as to the scientific significance of the contact angle and the nature of the processes by which flotation reagents affect contact angles.

CAN the auriferous slate deposits of the Southern mining region ever be successfully worked? is a question that has been often asked me by persons seeking investments in Southern mines. As the subject is one that has given me much thought during the past few years, I have decided to present my conclusions to the members of the Institute for their consideration. Those who have had the opportunity of exploring the region mentioned above, will readily recall to mind numerous localities, to which their attention was directed by would-be miners, as "rich and desirable properties," in which there were but few quartz seams running in every direction through fine-grained talcose slate. Most of the gold in sued formations was always found disseminated through the slate, and but a small percentage contained in the quartz. Such are the deposits I propose to discuss in this paper. Of course there are many excellent quartz mines in the South that are paying the owners good profits, and many more to my knowledge, that are not being worked for obvious reasons. But it is out of the question to suppose that these slate deposits can be practically

THE modulus of elasticity is defined as the ratio of stress within the proportional limit to corresponding strain. This property, as thus defined, is a constant for each kind of material; and in tension or compression is usually designated by the symbol E. The modulus of elasticity serves as an index of the stiffness of a material or a measure of its ability to resist change of shape under stresses not higher than the proportional limit. In view of the frequency with which the modulus of elasticity is used in engineering calculations, it is surprising to note the uncertainty that exists as to authentic values, and the marked lack of published information relating to the variation of the constant E within individual alloy systems. A value of 10,000,000 lb. per sq. in. has been quoted as representative of aluminum and its alloys. This value has been found to be approximately correct for pure aluminum and aluminum alloys in which the total percentage of the alloying elements is low, but seriously in error in the case of alloys that contain relatively large amounts of the alloying elements.

THE world production of copper for the first eight months of 1927 shows an increase of 3 per cent over the same period in 1926. Since February of this year, however, production has been considerably curtailed. The United States reduction in the last four months has been offset by the increased South Ameri-can and Belgian Congo production. The United States is now producing 58 per cent of the world production, Chile and Peru 17.3 per cent, Belgian Congo 5 per cent. In 1926 the United States produced 54 per cent, Chile and Peru 16.3 per cent, Belgian Congo 6.3 per cent. As one of its functions, the U.S. Bureau of Mines gathers and analyzes mine accident data, and then publishes annual reports on work injury experience in the various segments of the minerals industry- coal, nonmetals, rock. These reports contain a wealth of detailed data, with a multitude of analyses and cross-tabulations, all intended to shed as much light as possible on accidents and to suggest possible ways of reducing them. In this article, the terms, "injury" and "accident" will at times be used interchangeably to denote accidents which cause disabling injury. The Bureau bases many of its analyses on American National Standard Z16.1 for recording and measuring work injury data. This document establishes two models for measuring disabling injury experience: (1) the frequency rate, obtained by dividing the number of man hours into the number of injuries multiplied by 1 million, and (2) the severity rate, similarly constructed, with the variable of interest being the number of days lost due to these injuries. Similar computations are performed by the U.S. Bureau of Labor Statistics and the National Safety Council. Additionally, these models are used in many other countries, sometimes with minor changes.

Requirements concerning determination of geometric characteristics and estimate of reserves and grade may in various mineral deposits significantly differ and by no means can be completely envisaged. Therefore, program writing which would in advance meet all requirements is from a practical point of view impossible. Programming for each particular project is also unacceptable solution, due to many facts, among which is ever growing scope of work and the terms to be met. Therefore, conventional method of programming proved to be ineffective. The team of the Mining Institute experts came to the conclusion that the solution of facing problems lies in the idea of introducing specialized programs, instead of complex ones. Each of them represents a functional entirety. Procedure of complete mineral deposits computer processing is described by a problem-oriented programming language which was designed for that particular application. One or more than one specialized programs are called by one instruction so that the program in that language can have a few hundred time less instructions than an equivalent FORTRAN program. Besides description of the program system and programming language the paper also covers some aspects of its application in solving complex problems.

A conventional heavy-media separation process utilizes a mixture of finely ground solids like magnetite, ferrosilicon, or shale and water. The always-present clay in the medium acts as a stabilizing agent since the coarse heavy-media solids would quickly sink if they were mixed only in water. As the pseudoplastic nature of polymer solutions has excellent suspending properties, laboratory investigations were conducted at the Institute of Mineral Research on whether polymers could be used as suspending agents for finely ground heavy media. The preliminary results (published previously) of the laboratory research studies have shown that sufficient stabilities of heavy media can be obtained at a relatively low polymer concentration. This paper is a continuation of the previous work and it presents some of the results of recent studies where the rheological properties of the heavy-media suspensions were studied in a newly developed settling tube and the already familiar concentric-cylinder-type consistometer. In the investigations bentonites as a stabilizing agent also were included so that comparative results would be available to the plant engineer to assist him in the choice of the most suitable material for stabilizing various heavy media.

Prior publications have shown that the structure and characteristics of direct reduced iron produced by direct reduction from iron ores or iron ore pellets depend on many parameters which include process variables, such as, reduction temperature, reduction gas composition, and type or origin of the raw material. Most of the published literature deals with direct reduced iron produced in the laboratory at theoretically interesting but commercially uneconomical or technically impossible conditions. Much of the work was carried out in pure carbon monoxide in pure hydrogen, or in such mixtures of carbon monoxide and hydrogen which are of no commercial interest. Other results were obtained at temperatures which are too high and would cause sticking in large scale plants. For this reason, work was initiated by Midrex Corporation to investigate the influence of raw materials and reduction temperature on structure and characteristics of direct reduced iron. The composition of the reducing gas used to prepare the samples for this study produces results corresponding to those obtained with a typical commercial gas. The temperatures at which reduction was carried out are in a technically feasible range. This paper reports on the results.

THE outstanding engineering accomplishment of the last three decades has been the development and application of more and cheaper power and its use instead of the labor of men and animals. Substitution of power for manual labor has taken effect on every hand in the United States. With the aid of energy mechanically available to his hand, one man does the work that only a few years ago required two, three or even a greater number of laborers. The results in respect to the favorable economic effects are well known; namely, increased production, higher wages and lower costs. On the other hand, the vast social effects, both good and bad, have been none the less important, even if less understood and only casually regarded. The chief sources of energy today are the mineral fuels, coal and petroleum. In the United States they yield more than 90 per cent of the total energy demand. Thirty years ago the proportion of energy supplied by the mineral fuels was likewise above 90 per cent, but the division according to origin was very different. These relations. are shown for the years 1900, 1930 and 1950 in Table 1.

From the time of its beginning in the mid-19th century, the American barite industry has had its major development in the eastern and central states. Geologic and economic factors serve to maintain Arkansas, Missouri, and the Southern Appalachian states in the lead position. In earlier days, the major markets for barite were in paint, chemical, and glass manufacturing, and the favored deposits were those which were close to eastern industrial areas; furthermore, the eastern deposits were cheaply mined and required little or no beneficiation. In the last few decades, the use of barite as a weighting medium for muds in rotary oil well drilling has caused a great expansion in the industry, but the marketing picture is still centered outside of the western states-now on the Gulf Coast area where high pressures are common in oil wells. Low cost imported barite, readily available on the East Coast and Gulf Coast, has always been a major marketing factor in the industry. The major barite producing state is Arkansas, with the industry centering about the Magnet Cove area. Missouri ranks second, with production mainly from residual deposits. Several Southestern states are actively producing from residual deposits.
