Three years ago, when Sun Energy Development Co. (Sunedo) dedicated its Cordero mine in Wyoming, the company noted that its decision to venture into the coal industry was prompted by the need for domestic energy self-sufficiency. Now, as the energy situation assumes crisis proportions and the cry For coal intensifies, Sunedoo has begun a $21 million expansion program that will double the mine's productive capacity by the mid-1980s. When the Cordero come was originally conceived, Sunedoo obtained permission from permitting authorities to produce up to 11 million t/y (12 million stpy) of coal. But seeing opportunities in the coal market, Sunedoo returned to the agencies in 1976 and came away with permission to produce 22 million t/y (24 million stpy). Of that total permitted capacity, Cordero is expected to produce about 3.6 million tons (4 million st) this year.

Fred D. DeVaney (Magnetic Roasting of Iron Ores, P. 1219) has presented several other AIME papers, all of them concerned with grinding and concentrating problems. He is chief metallurgist, Pickands Mather & Co., at Hibbing Minn., after working for the U. S. Bureau of Mines at Tuscaloosa, Ala., and Rolla, Mo., as a junior metallurgist and a metallurgist. DeVaney started as a research metallurgist with Pickands Mather in 1942. He set up the first laboratory in the Lake Superior district devoted to taconite concentra¬ [ ] tion, his major interest. He has been an AIME member since 1923, holding various offices, including the first presidency of the Minnesota Section. DeVaney has a Bachelor's in Mining, and Master of Science earned at the University of Alabama in 1924. He is a member of the Engineers Club of Northern Minnesota and plays golf for relaxation and enjoyment.

In the study 208 heavy mineral concentrates (pan samples) from Jameson Land, East Greenland, are considered. Each concentrate has been analysed (by spectroscopy) for the content of (approx.) 25 elements. Furthermore the exact sampling position and the geological characteristics of the environment have been registered. In the study is shown how different multivariate methods combined with geological knowledge of the area can be used in the interpretation and classification of the data. Special emphasis is put on the problem of finding reliable expressions for the background level of the element concentrations in the area. This is done by means of severel discrimination procedures. The other main subject is a demonstration of the applicability of isoscore maps - originating from factor analyses - in the evaluation of the co-variability of the data, and thus give another way of classifying the individual samples according to the content of different elements.

Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science-the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures.

IN the Indiana limestone district, some 50 or 60 per, cent of the merchantable stone in a quarry opening is waste, and only about 40 or 50 per cent of the stone from the opening is finally sold. So long as the present system of quarrying is used, the wastes measured and reported in this paper will continue. Comprehensive development of an entirely different method of quarrying, using wire saws for cutting, promises great improvement. Some of the savings to be expected are pointed out in the following pages. No attempt has been made to measure losses due to variations and natural flaws in the stone, since these vary greatly in different quarries, and accurate measurement would be difficult. The wastes that have been measured account for about 30 per cent of the total ledge, which leaves 20 or 30 per cent chargeable to unmeasured sources of loss.

In one of the largest dredging projects of its kind, Lake Asbestos of Quebec Ltd. is stripping overlying mud and sand from the bed of a lake to reach asbestos orebodies 70 to 200 ft below surface. Black Lake, about two miles long by half a mile wide, was almost overlooked in the search for asbestos in Quebec's ore-rich eastern townships-a search that has been underway there ever since the first asbestos was mined in 1877. Not until 1948 was the Black Lake mineral discovered. Four years later careful exploration was carried out by American Smelting & Refining Co., parent firm of Lake Asbestos. The search involved more than 75,000 ft of diamond drilling and about 5000 ft of underground work. ASARCO, in its first asbestos mining project, decided to proceed with a dredging and draining program to prepare for open pit mining.

Four coals were treated in the Humphreys spiral concentrator, and the products were examined by float-and-sink and screen-sizing tests to determine fundamental performance characteristics. The efficiency of the separation between coal and impurity was shown to be influenced greatly by particle size. FOUR coals exhibiting different washability characteristics were washed in the Humphreys spiral concentrator and the products examined by float-and-sink and screen-sizing tests to determine the mechanics of the separation between coal and impurity. With one coal, each 1/2-in. increment of the full width of the stream in the spiral was examined separately to determine where each size and specific-gravity fraction of the feed was stratified. The basic performance characteristics of the spiral were found to be the same for all of these coals. The coarsest fraction of heavy impurity stratified so far out in the stream that it could not be removed through the refuse ports and thus either entered a middling product or contaminated the washed coal in the case of a two-product separation. Impurity particles finer than about 100-mesh also were carried out in the main body of the stream and therefore were not removed in the refuse product. Little loss of clean coal in the refuse occurred in sizes coarser than 28-mesh or finer than 100-mesh, but considerable coal of intermediate size stratified in the stream that was drawn off through the refuse ports. Because of this modifying influence of particle size, the spiral is unable to make an efficient two-product separation between coal and impurity without some retreatment. Recirculation of a middling product through the same spiral as a means of obtaining more efficient operation was not attempted in this investigation. The size and specific-gravity composition of the middling product are, however, such as to render it amenable to simple hydraulic classification for recovery of coal. Retreatment of a middling product would improve the efficiency of the spiral, but even when making a substantial amount of middling, considerable clean coal enters the refuse product. Consequently, retreatment of a combined refuse-middling product would appear to offer greater promise for providing maximum efficiency. Because of the sizing characteristics of the spiral, a classified feed can be treated with higher efficiency than is possible on a natural raw coal. For this reason, semiclassified feeds, such as silt-bank or classifier-underflow materials, can doubtless be treated with higher efficiencies than those shown for raw coals in this report. Performance is, of course, only one of many factors that enter into the choice of cleaning equipment. The fact that the one company now using the spiral for cleaning coal has built a second spiral plant is ample evidence that the inherently low efficiency of this unit may be overshadowed by the low operating costs afforded by its extreme simplicity. Introduction A number of factors enter into the selection of coal-cleaning equipment, and most of them bear directly on the final cost of prepared coal. One of these factors is performance of the cleaning unit in terms of the efficiency of the separation it effects between clean coal and refuse. The importance of performance in the selection of a coal-cleaning unit varies with the difficulty of the cleaning problem. Obviously, if the character of the coal is such that only certain types of cleaning units are capable of yielding a clean product meeting market requirements, performance is of prime importance. If, on the other hand, the cleaning problem is so simple that any type of cleaner will provide coal of suitable quality, performance is important only insofar as it affects costs by determining the amount of salable coal lost in the washery refuse. Columbium single crystals were deformed in tension and compression. Reorientation by X-rays and stereographic projections of slip traces indicate that plane of slip may be considered as (110). The plastic behavior is shown to be quite similar to the deformation of molybdenum single crystals. STUDIES on the crystallography of the deformation process in body-centered cubic metals have been renewed recently with investigations of iron single crystals1-" and molybdenum single crystals.4 It is now apparent that too many exceptions to the rationalization based upon the ratio of absolute testing temperature to absolute melting point by Andrade5 exist to permit more serious discussion of this type of analysis. The considerations of resolved shear stress utilizing only planes of the type {ll0}, {112), and {123)³,6 permit analysis of the deformation only on the basis of those three types of planes. The suggestions made by Elam7 and by Greninger8 in which the slip process is envisioned as a composite slip on two nonparallel {110) planes can be illustrated schematically in Fig. 1. It may be seen that an unresolved trace on any plane containing a <111> direction may be accomplished by varying the number of atoms participating in the composite process. By further varying the number of atoms in each plane but keeping the ratio of participating atoms constant, jogs could be obtained in the traces and hence wavy slip lines could be produced. Vogel and Brick&apos; studied the behavior of a iron single crystals in which they suggest that the plane of glide is "non-crystallographic" and may be predicted from the intersection between the great circle joining the slip direction and specimen axis with the great circle whose zone axis is the slip direction. In a more recent investigation on iron single crystals, Steijn and Brick" suggest that the slip mechanism may be considered as made up of a type of composite slip occurring on {110} and {112} planes. Evidence for a possible composite nature of the slip process has been presented for the case of molybdenum in the form of analysis of asterism and specimen axis rotation." Definite proof of a composite slip process must, however, await good electron microscopic resolution of the individual traces making up the unresolved optical trace used in determining the acting slip plane. The present investigation was undertaken to study the behavior of columbium single crystals not only in tension but also in compression since the specimen axis migration should indicate the plane or planes of glide in the same manner that the specimen axis migration in tension indicates the direction of glide. The orientations of eleven crystals investigated are shown in Fig. 2. Specific orientations are missing (those in the vicinity of [Ill] and [001] and consequently the effect of orientation on the crystallography of deformation could not be considered. Experimental Procedure The 1/8 in. rods (7 in. long) were subjected to an axial tension in vacuo while at temperatures in the vicinity of 2000°C for 2 to 4 hr. This treatment resulted in large cylindrical grains (about ½ in. long) occupying the entire cross section. A number of these rods were used for the tension studies by observing the behavior of the individual grains. For the compression studies, single crystals approximately % in. long by 1/8 in. in diameter were cut from the rods; the ends were ground parallel. All specimens were polished electrolytically in a solution of 15 cc HF(48 pct) and 85 cc H2SO4 (concentrated) using a platinum cathode, a current density of 0.04 amp per sq cm and a temperature between 25" and 60°C.10 Orientations were obtained using a Laue back-reflection method (3 cm film to specimen distance) with a ½ mm collimator 9 cm long. Kinetics of reversion and reformation of GP I were studied resistometrically in Al-1.7 at. pct Cu. The reversion process is over in roughly 1/2 minute at 205 "C irrespective of the amount of primary aging. After reversion the occurrence of an incubation time before reaging begins has been substantiated. The reaging kinetics is drastically accelerated by plastic deformation to the specimen. An incubation time is observed only if the specimen is aged before reversion. The incubation time and the effect of plastic deformation indicate that nucleation of GP I is heterogeneous. Simple clusters of copper atoms apparently do not act as nuclei for GP I. AFTER quenching aluminum-rich copper from the solid solution range, Guinier-Preston zones of the first kind, GP I, form very rapidly at room temperature. The rate, largely controlled by the concentration of vacancies, is initially most rapid1 (that is, at the time of the first measurement: 1/2 min) and decreases with time. The nucleation is thought to be athermal. If after aging for several days the GP I is dissolved by reversion at 205°C, according to measurement of Young&apos;s modulus an incubation period is observed before GP I begins to form on subsequent aging.2 Yet if the reversion is carried out immediately after quenching, both resistivity3 and modulus changes2 show no incubation effect. The zones which form after reversion have the same structure as those which form after the quench.4 Because of entropy considerations and also the short diffusion time, the solid solution after reversion, 2 min at 205°C, is probably more highly clustered than at the original solution treating temperature, 520" to 550°C. It appears most reasonable to associate with nucleation the incubation time observed on reaging after reversion. A simple cluster of copper atoms, many of which are presumed to be present after reversion, is then not a sufficient nucleus for GP I; a GP I nucleus must contain something in addition to a cluster of copper atoms. The purpose of the present note is to give some additional experimental information concerning the incubation time and rates of reaging after reversion. The existence of the incubation time has been verified by measurement of another property, the electrical resistivity. Acceleration of reaging after reversion by plastic deformation has also been investigated. In acl.dition, the kinetics of the reversion process itself was studied. EXPERIMENTAL Electrical resistance was measured by the poten-tiometric four probe method. The 1.7 at. pct Cu alloy was furnished by the Aluminum Co. of America in the form of 1/2 in. rod. The major impurities reported by Alcoa were Fe (0.002 wt pct), Si (0.003 wt pct), and Mg (0.001 wt pct). Specimens for measuremenl of resistance were prepared by rolling to 0.010 in., cutting 2 by 0.2 in. pieces, rolling the middle pclrtions of these to 0.005 in., and splitting the 0.010 in. sections up to the reduced central section to form current and potential leads. Aluminum extension wires insulated with ceramic tubes were spot welded to the leads. The specimen was supported by the lead wires. The whole specimen assembly was annealed at 500" C in an air furnace for more than 12 hr and then aged at room temperature. This was done to assure quick and complete resolution during subsequent solution treatments. These were carried out in Houghton&apos;s "430 Temper Salt" at 520&apos;C for 1 hr. Unless otherwise specified, quenching was accomplished by quickly transferring the specimen from a salt pot to 25°C water. Aging was carried out in a 3 liter dewar of distilled water, rotated and stirred. The temperature was controlled to +0.01°C with a thermomercurial regulator in conjunction with a transistorized relay

The rate of formation of the intermetallic compound, indium antimonide, at the interface between iudium and antimony at 100°C is greatly increased when a composite electrode of indium electrode -posited on antimony is made the cathode in an electrolytic cell. The amount of indium antimonide formed during electrolytic treatment at constant potential appeared to he proportional to the square root of time, but the scatter of the data, particularly at long times, makes it impossible to state this conclzlsi1:ely. The rate constant for the electrochemical synthesis was estimated to he 1.5 x 10-12 sq cm per sec. A similar- set of experiments was conducted in the absence of an applied potential but under otherwise similar conditions. The rate constant lor the thermal synthesis was less than 2 x 10-14 sq cm per, sec, at least two orders of magnitude less than obtained during electrolytic treatment. In a series of electrochemical studies it was observed that intermetallic compounds formed on the surface of polarized electrodes.1&apos;2 The possibility of using this technique for the electrochemical preparation of intermetallic compounds was investigated and subsequently applied to the synthesis of the semiconducting III-V compounds. Gallium antimonide, indium arsenide. indium antimonide, and indium bismuthide were successfully formed by electrodepositing the Group III element from a boiling acid solution onto an electrode made of the Group V element. The following kinetic studies were undertaken on indium antimonide to obtain quantitative information on the rate of formation of this representative III-V compound under a potential gradient. EXPERIMENTAL The electrolytic cell for these experiments was a modified, three-neck, round-bottom, 500-ml distillation flask. Sealed into the side of the flask was a Luggin probe which monitored the surface of the working electrode and extended out of the flask to a small reservoir containing a saturated calomel electrode. The counter electrode was platinum. The three electrodes were connected to a Wenking po-tentiostat which maintained a preselected constant potential near the surface of the working electrode with reference to a saturated calomel electrode. All potentials noted in this paper are with reference to a saturated calomel electrode at 45° ± 5°C. The potential and the current were both monitored using Sargent Model MR recorders. The antimony electrodes were cast in graphite molds to form spheres about 15 mm in diameter with a shank 6 mm in diameter and 10 mm long. A heavy copper wire (12B & S gage) was soldered to this shank. Collodion was applied for protection to the shank and the connecting part of the copper lead. A snug-fitting O-ring was slipped over the shank and the electrode was then fitted into a teflon holder such that only the spherical portion was exposed. The electrode surfaces were cleaned and chemically polished prior to assembly and introduction into the electrolyte by etching in a modified CP-4 solution (50 parts glacial acetic acid, 10 parts concentrated nitric acid, 2 parts 48 pct hydrofluoric acid). The electrolyte was 10-2 M In+3 in 1 MH2So4 and its temperature was held constant by refluxing. The reflux condenser was open to the atmosphere and no temperature correction was made for changes in barometric pressure. The indium concentration in the electrolyte was checked from time to time by the analytical method outlined below for the determination of the amount of indium antimonide formed electrochemically. A schematic of the recorded potential is shown in Fig. 1. At point A the antimony electrode was introduced into the cell and the open-circuit potential recorded. At point B the potentiostat, preset at the desired potential, was switched on. It was switched off at point C and the potential fell to the open-circuit value of the electrodeposited indium. The

INTRODUCTION As the title of this paper suggests, the author does not believe that risk can be managed. Rather, the objective is to identify the risk which will be present in a given venture and assess the level of that risk which is acceptable. More often than not, the risk which is present is subject to little or no modification. After identifying and measuring the risk a corporation will decide to accept it and proceed in such a way that it will be less exposed, or it will decide not to proceed at all. The exercise for a corporation is different only in degree from everyday judgements made by average people in average situations. However, that word "degree" means that it is considerably more complex on the corporate level. There is good reason for the additional complexity of corporate risk evaluation. The variables influencing a company&apos;s decision can be more numerous and the penalties for miscalculation much greater than those normally encountered by an individual. It should be understood that no analysis of risk, certainly not one as brief as the following, can do more than touch on some of the high points. Before examining the sorts of risk which affect the development and operation of specific mines, let us consider the broader aspect of the term with which mining companies, and all other business corporations, must deal. Companies must determine their long-term objectives and strategies within the context of a constantly changing world. To plot their direction they must attempt to read the future by seeking answers to questions such as: How will society evolve? Which businesses will thrive? In which of these should we place our emphasis? If a company hopes to be around five or ten years from now it must make the attempt to answer such questions in order to judge the impact of changing patterns in the evolving business environment. Information is available to allow the lessons of the past to be projected on the future. We have data on birth rates, economic booms and busts, patterns of conflict within and between nations, drought and other forces of nature as well as individual events which cannot be predicted, but which over time, do seem to occur in regular cycles. Ultimately the question "where will we be and what will we be doing a decade from now?" must be answered by one or more senior people with responsibility for the company&apos;s future. The compilation and interpretation of hard data by competent support staff, can only be used up to a certain point in determining future corporate strategy since there will be alternative possible futures and a high degree of risk will always remain. At this point those elusive qualities of experience, instinct, and - "gut feeling" - become important factors in choosing a long-term corporate direction. The goals of a company have a significant bearing on its attitude towards risk. This in turn dictates the "hurdle rate of return on investment" which a project decision-maker will require. The hurdle rate is the minimum-discount-percentage-rate applied to forecast cash flows to give a present value of zero to the All-Equity-Funded Investor. The feasibility study for a project is a fundamental tool in the management of risk. An experienced team has an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of conservation is built in at all levels of study data and, if the project is technically feasible, the hurdle rate becomes a catch-all measure of risk in a base-case project cash flow.

The abnormal after-effect in twisted wires that occurs when untwisting is interrupted by etching con be brought under control and used to study the mechanical properties of thin surface films and how they are effected by reagents and heat treatment. Results are given of studies of oxide films on high purity aluminum. IF a wire is subjected to plastic deformation by torsion and then released, it untwists in the normal after-effect, but under certain circumstances the untwisting is abruptly lessened or reversed by the application of an etchant to the wire.1,2 This abnormal after-effect may occur, for example, if there is a coherent oxide film on the surface of the wire which is removed by the etchant. Following a suggestion of A. H. Cottrell that predicted this effect, it is attributed to dislocations that had piled up beneath the oxide layer and represents the rapid release of residual stresses caused by these dislocations. When the layer is removed, the stress relief may be by escape of piled-up dislocations from the metal, or by an activation of latent sources of dislocations located at the surface, together with rebalancing of elastic stresses to compensate for the loss of stressed material, as in a residual stress analysis determination, these mechanisms acting singly or in combination.&apos; The slower the attack of the reagent, the more gradual is the stress relief and the smaller the change in strain rate when the reagent is applied. A study has been made of the factors that influence the magnitude of the normal and abnormal after-effects with the object of developing techniques suitable for a quantitative investigation of the influence of various surface films on dislocations in wires, and of the rate and extent of the attack on the films by different reagents. It was found that reasonable sensitivity and reproducibility could be achieved if a suitable choice of variables was made and if these variables were held constant through a series of experiments. The method was then applied to a study of oxide films produced and treated in different ways on the surface of high purity aluminum wires, and to a study of the damage to these films caused by various reagents. Experimental Procedure The material used throughout this work was prepared from 99.9968 pct Al. This high purity aluminum was melted, cast into 1/2 in. diameter ingots, and then swaged and drawn without intermediate annealing to 0.040 in. diameter wire. A sketch of the apparatus employed for twisting is shown in Fig. 1. The test wires were mounted into the apparatus by cementing one end of the wire to the beaker and the other to the tube with laboratory wax of high melting point. The length of the wire between the waxed joints was 4.2 & 0.2 cm. Extreme care was taken during mounting to avoid cold-working the wire. The wire was twisted through 335" in 2 to 4 sec by rotating the pinion on the gear box until the vertical post on the rotating table, which was initially touching the horizontal stop, was arrested by the stop. All the tests were conducted with apparatus and reagents at the same temperature (about 25°C). In all tests, except those where the duration of the initial torque was investigated, the torque was applied for a period of 2 min. ONE of the simplest and most easily effected steps toward mechanization and concentrated mining in coal mines is the substitution of transport or room conveyors for the customary tracks in rooms, thus bringing the coal to the cars instead of taking the cars to the coal. As this involves little or no change in the established room and pillar layout, it appeals to the conservative operator who is more or less fearful of changes in system involving the element of roof con-trol. An increasing number of these room conveyors would seem to attest the favorable commercial results secured. Rooms are naturally driven as wide as roof conditions permit, providing maximum tonnage from each room cut. If the rooms are more than 12 to 14 ft. in width the room conveyor is usually set along one rib, a porta-ble face conveyor being set along the face itself and within easy shoveling distance of it, so arranged as to discharge to the transport conveyor. As the room ad-vances the latter is lengthened and the face conveyor moved up laterally. The advantages of this layout are, briefly, low lifts, no shoveling, no waiting for cars. It gives easy shovel-ing conditions and continuous production so long as there is loose coal at the face. Several loaders are usually employed at the face and the room is loaded out several times each shift. In fact, where the rooms are fairly wide, by judicious management, cutting and load-ing may go on simultaneously. Under these conditions, naturally, the face conveyor plays an important part as it is the appliance on which the coal is actually loaded. Someone has aptly stated that the loading is a question of "foot pounds," which is an appealing way to put it, for it is the number of pounds to be moved by the number of feet which measures the work to be done. It can easily be seen that the design of the face con-veyor is a matter of importance. It might be an im-perfect target for the shovel or of an awkward shape and height, and so involve extra effort on the part of the loader, tiring him when kept up continuously and at the same time slowing up his shoveling speed.

FoR a number of years an intensive study has been made to improve the blast-furnace practice at Copperhill not only as to cost% but to provide a good grade of gas for the acid plants. This study took us back to the fundamentals of successful pyrite smelting; namely, a blast furnace working on a clean sulfide ore, free from fines, and the use of quartz high in silica as a flux. In 1919, the quality of the flux was improved and its effect on the metallurgy was very marked. To improve the practice further, it was necessary to work out some method of treatment for the sulfide fines and the siliceous and refractory ores, other than in the blast furnace. A series of milling tests indicated that these products could be successfully treated by differential flotation, and in 1922 plans were made and a flotation plant built. It was estimated that the flotation plant would deliver to the smelter 40 to 50 tons of concentrates per day; the problem was what to do with these concentrates. It was out of the question to attempt to smelt them in a blast furnace because of the dust losses and because our practice demands a charge free from fines for satisfactory operation. There is no custom smelter in the vicinity to which concentrates may be sold, pending the time when the tonnage will be sufficient to warrant roasters and a reverbatory furnace. Sintering and nodulizing were investigated but neither method fitted into our scheme of metallurgy. A close study of the converter practice was then made to see if some method could not be evolved to smelt this tonnage of concentrates in a converter without preliminary treatment. At that time, the converter installation consisted of two 12-ft. Great Falls converters, which were handling 12 to 14 per cent. matte. The heat balance of the converters working with 12 to 14 per cent. matte was more than sufficient to smelt the contemplated tonnage of concentrates but the mechanical difficulties of feeding fines into the Great Falls converter made the use of this type of converter impractical. John Stewart MacARthUr, born in 1856, was the son of Robert MacArthur of Glasgow, and came of Scots stock distinguished for character and religious conviction. His election as elder of the Free Kirk gave him greater pride than the receipt of the gold medal of the Institution of Mining and Metallurgy. The former honor was for character— it marked him as a son worthy to follow in his father&apos;s footsteps; the latter was awarded for his life work of eminent service to the gold industry. Cheery optimism, resolution, tenacity of purpose, and industry ever characterized his actions. Apprenticed to the Tharsis Sulphur & Copper Co., his work on the chemical staff brought him to the notice of the Cassel Gold Extracting CO.,. at that time struggling with an unworkable electrolytic process..He was engaged by that company, in 1886, as technical manager and before long brought out the perchloride process, which was speedily followed (in 1887) by the epoch-making cyanide process. This process revolutionized gold mining and directly led the way to the elevation of the mining engineer to the most broadly trained product of the engineering profession. A noteworthy feature of the cyanide process was its completeness when introduced. Over thirty years have elapsed and the use of the process has been worldwide, but no suggested improvement has stood the test of time. The extension of the process to the beneficiation of silver ores—containing far more metal per ton and thus requiring the employment of stronger solutions—has brought us the Merrill and Crowe improvements in precipitation and the Nipissing desulfurization process for certain silver-hearing minerals. Roasting apparatus, fine crushing, filtration, and settling equipment have all aided the extension of the process in and from its original field. As Hennen Jennings put it,, the cyanide process today is essentially that of 1890. This self-containedness of the cyanide process arose from no mere chance; it was directly due to MacArthur. It was he who personally investigated every known method of precipitation and then every form of zinc from sheet, punchings, filings, millings, rods and shaving down to fume; it was he who investigated the effect of protective alkalies, of so-called accelerators, and of the addition of lead salts; he was determined to leave nothing to chance.

Your esteemed favors transmitting my discharge as your representative on the War Minerals Committee have come duly to hand and the kind words of commendation contained are greatly appreciated. Like other war committees, The War Minerals Committee&apos;s business in Washington was to meet an emergency as best it could, and as soon as the emergency had passed pressure of personal responsibilities immediately scattered the individual members. A detailed report of the Committee&apos;s work is therefore impossible. But before the matter is closed I feel it incumbent on me to ask you to report to the Directors and the Council, and through them to the members of the Institute and of the Society, the inestimable value to our Committee of the unstinted support given by both your officers and members. The instant response to all requests for funds was of the greatest assistance in getting started with office force, stationery, etc., and led later to a regular organization in the Bureau of Mines, working under a special appropriation, which is still doing good work as the War Minerals Investigation under Dr. Spurr. The voluntary work of the special sulphur and manganese committees formed by the War Minerals Committee was of great value to the Government. Copies of private reports supplied were of much assistance. But the great service of engineers and geologists as a whole was rendered in connection with the passage of the War Minerals Bill by Congress. Though every assistance possible was rendered by the Bureau of Mines and the Geological Survey, by the close of 1917 our Committee had about reached the limit of its usefulness in the way of stimulating the various Government executive committees, bureaus and departments to a realization of the country&apos;s need of preparation for domestic production of "war minerals" and had found that special Congressional action was imperative if the war was to continue for anything like the time then generally feared. This was necessary not only &apos;to insure a. supply of war minerals but to make possible the appointment of some able mining administrator of large experience in the mineral industry who, with ample authority, could sit in the councils of the Government and see to it that the ever increasing autocratic powers the war was developing were used toward the mining industry so as to foster rather than crush the latter in its effort to produce sufficient raw material for war and essential civil requirements.

The methods of mining talc are simple, and in western North Carolina are almost entirely by open cut and quarry. The larger part of the talc of this section lies in various-sized "veins&apos;&apos;. inclosed in quartzitic walls, the majority of which have by folding been thrown into a perpendicular position, or nearly so, and the exposed edges of which have been covered by debris from erosion of the mountain above. This covering of loose rocks and earth is from 5 to 25 ft. thick, and in most cases has to be removed because it is difficult to support. Sometimes the covering is heavy enough to "catch" and timber successfully, and in this case the talc can be worked out by the usual method of following the "vein," using stulls for holding up the walk until the vein is worked out, and then allowing the cut or drift to fall in. In some cases it proves more convenient to sink shafts and run drifts, following the talc "veins" until exhausted. The talc deposits of this section are badly broken and faulted both laterally and perpendicularly, and in some cases are found many feet below the level of drainage, necessitating pumping at considerable expense. My own experience in mining talc has been that the chief point is to get a reliable "vein," and that then the mining is not as difficult, or any more so at least, than that of any common ore. If the "veins" are pure talc it is simple; if the talc is admixed with foreign matter, such as tre-molite in excess, or stains of iron or manganese, as is often the case, one had better abandon the deposit. Methods of Manufacture Talc, being a soft mineral, is not difficult to reduce to the condition desired by the trade. Powdered talc is admitted under low duty from France, Italy and Austria, and some is being imported from Asiatic points. Talc is usually ground and bolted in any simple reduction mill. That mined in this section is hand-sorted and the quality that will make good powdered talc is ground for use in the manufacture of talcum powder, cosmetics, etc., while all that is hard enough and has sufficient strength is used for crayons and blanks for gas burners and electrical work, being sawed into the shapes desired.
