During the year terminating at the date for the third annual meeting of Engineering Foundation, the Board completed, its undertaking to sustain the National Research Council for one year. Assistance given in the organization of the National Research Council has been amply justified by the results. The Council is now well established in a 4¬story building at 1023 16th Street, N. W., Washington, and has recently secured another similar building near by in order to house its increasing force. The breadth, importance and volume of work done have steadily grown. Foreign offices have recently been established in London and Paris, Dr. H. A. Bumstead being in charge of the former and Dr. William F. Durand of the latter. The total expenditure by Engineering Foundation for the National Research Council was $9,036, derived partly from income of the endowment fund and partly from special gifts from Ambrose Swasey and Edward D. Adams. In May, Walter M. Gilbert was appointed Assistant Secretary of Engineering. Foundation, with headquarters in Washington, his services being contributed by the Carnegie Institution. He also became and has remained to date Assistant Secretary of the National Research Council. In September, resolutions were exchanged between the Engineering Foundation Board and the National Research Council, setting forth a policy of continuing reciprocal relationship, and a conference committee, Chairman M. I. Pupin, Dr. Charles Warren Hunt, and Gano Dunn, was appointed to inform the National Research Council of the readiness of Engineering Foundation to work upon definite problems sug-gested by the Council. No problems have yet been suggested.

In the Fort Union formation of western North Dakota, eastern Montana and northeastern Wyoming there are immense tonnages of lignite and subbituminous coal that have not yet been evaluated in terms of present economic conditions. The general lack of detailed geologic and topographic maps of this region, coupled with a considerable interest in some of its deposits, has spurred the North American Coal Corp. to develop a rapid, economical method of producing its own maps on which to base a quantitative evaluation of the coal reserves involved. The techniques the company employs in this mapping and evaluation program are simple photogeologic and photogrammetric procedures that can also be applied to other exploration and mining work. The air photos, in addition to being used for photogeologic interpretation, have been successfully applied to locating drainage cuts, haul roads, and road metal deposits as well as for various property studies and general mine and reclamation planning. The present discussion will deal primarily with North American's photogeological reconnaissance method of mapping and evaluating relatively flat- lying to shallow-dipping coal beds with limited topographic control and a minimum of core drilling. The field tools employed under this method include aerial photographs and pocket stereoscopes, engineering levels, aneroid barometers, portable transceiver radios and core drills. Field information developed on the photos is transferred to maps for measurement of reserves and overburden. To date this method has been used to map and analyze nearly 6 billion tons of Fort Union lignite and subbituminous coal.

Bradley, Abbot A. Hanks, S. B. Christy, and H. C. Hoover. President Thayer announced the appointment of the following Committee on Organization for the Utah-Nevada Local Section: R. C. Gemmell, Chairman; C. D. Blood, Lafayette Hanchett, Ernest Gayford; Duncan MacVichie, and George W. Riter. The President of the Institute offered $100, to be known as the "President's Prize," to be used as prizes for the best papers submitted by members of the Affiliated Student Societies, to be divided as follows: First Prize, $50; Second Prize, $30; Third Prize, $20. A committee, consisting of J. F. Kemp, Chairman; W. L. Saunders, and T. T. Read, was appointed to report on the conditions to govern the award. The President announced the appointment of the Committee on Mining and Milling Methods, the personnel of which is shown on a subsequent page of this Bulletin. The following were appointed on the Advisory Committee to the U. S. Bureau of Standards, to represent the manufacture of the various non-ferrous metals as indicated: Copper, F. L. Antisell; Nickel, David H. Browne; Lead, H. O. Hofman; Aluminum, J. W. Richards; Zinc, G. C. Stone. It was voted to hold a meeting of the Institute under the auspices of, the Iron and Steel Committee, the Committee on Petroleum and Gas, and the Committee on Coal and Coke, in Pittsburg, Pa., Oct. 8, 9, and. 10, 1914.

Mr. Raden has described the practical problems associated with fines in phosphate rock beneficiation. In this discussion, a colloid chemical viewpoint is given to the problem of separating phosphate values from phosphatic clay slurries. The phosphatic clays are predominantly colloids of a complex mixture of many minerals (1). The constituents are typically 25% apatite, 40-50% clays, and various amounts of wavellite, quartz, dolomite, fluorite, and other minerals. The clays are montmorillonite, attapulgite, and illite, with some kaolinite. The various mineral colloids in the slurry are heterogeneously coagulated in the as-produced state. Dispersion of the coagulated state is evident from the fact that dispersing agents (certain polyelectrolytes) cause a large reduction in the viscosity of the slurry (2). The as-produced slurry settles from 4 to 8% solids within a week, but thereafter settles much more slowly in the form of a sediment of flocs. The supernatant liquid is often clear because of the cooperative action of the mutual interaction of particles during settling. Mineral segregation during settling has not been observed for the same reason. The initial slow settling rates indicate that the coagulated assemblies are very small. Efforts to separate apatite from the other minerals would be complicated by the heterogeneous coagulation state. Somehow the apatite must be "liberated" from its association with the other minerals before it can be physically separated. One approach for liberating apatite is to disperse the entire suspension. There are usually many known ways of making chemical deposits of any particular mineral and probably many more ways that are still unknown. With-physical-effects; .however, there-are, in-general, only one or two, or possibly three, ways that will pass muster before the physicist, when he realizes the geological conditions to be harmonized with the physical ones. Let us consider the second way that Mr. Taber describes: "It (the mineral matter transported in solution) may enter along a fracture, bedding plane, or similar passage, and, as it is deposited, force the wall rock apart, thus making room, for the growing vein," because it is the one Mr. Taber chooses for the great bulk of metalliferous veins. By "forcing the wall rock apart" Mr. Taber indicates that he means that the process of crystallization or-solidification of the mineral in the vein forces the walls apart. To prove this, he offers a great variety of geological evidence, which, from the physical standpoint, is entirely superficial. From the geological standpoint the evidence is the best to be had, but it is entirely negative and one single grain of really positive evidence will entirely offset it. RECENT investigations1,2 of the low-cycle fatigue behavior of pure copper under strain cycling conditions have shown that a unique saturation stress level is eventually attained for each value of applied plastic strain amplitude. The dislocation substructure of copper at the saturation stress level is in the form of cells whose diameter decreases with increasing saturation stress level, i.e., plastic strain amplitude. In addition, both the saturation stress level and the cellular substructure are completely reversible. That is, the saturation stress level and accompanying cell size are determined solely by the present conditions of testing and are, therefore, independent of any previous cyclic history. The mechanical and substructural reversibility observed in pure copper, which has a relatively high stacking fault energy, is not observedz for Cu-7.5A1 which has a much lower stacking fault energy. This implies that easy cross slip (wavy slip) is a prerequisite for reversible fatigue behavior. A dispersion of fine, nondeformable particles of a second phase in a metal matrix tends to stabilize substruc- tures introduced by forming operations during subsequent elevated-temperature heat treatments.3 This raises the question as to whether a finely dispersed second phase can induce an element of irre-versibility into the cyclic deformation behavior of a wavy slip material at room temperature, due to partial stabilization of the initially introduced substructure. INTRODUCTION Flotation is by far the most important unit operation of mineral processing. Most of the common base metals are produced from flotation concentrates of metal sulfides. Flotation is proving to be a valuable process for producing non-metallic minerals such as ceramic oxides, silicates, clays and phosphate fertilizers. All these fltation separations are carried out on materials which are predominantly in the 10 to 100 micronssize range. The present practice of flotation circuits for the production of large tonnages of metallic and non-metallic mineral concentrates is fairly well understood, developed, and standardized. Two kinds of problems are encountered (1, 2) with fine particles smaller than 10 microns. First is the interference of the fine particles with the flotation of the coarser particles and the second is the poor flotation behavior of fine particles. In general, these problems are handled either by eliminating, minimizing, or ignoring the fines in the flotation circuit feed. In recent years, however, a considerable number of experimental and theoretical studies have been carried out to understand the flotation behavior of fine particulates. This literature is summarized in four review papers (2-5). Application of the conventional flotation techniques for the separation of mineral fines is known to be uneconomical, and to present several scientific and technological problems (1-5). The objective of this presentation is to examine the flotation behavior of fine particles in terms of their physical-chemical properties and to review the potential techniques of fine particle flotation. Specific reference to the problem areas and research needs will also be included in the discussion.

No question in the metallurgical chemistry of the present day seems to be so difficult to agree upon as the determination of phosphorus in iron and steel. To my knowledge, there are at present at least three different methods in use in the iron laboratories of the United States, viz.: The citric acid method, the molybdate-magnesia method, and the direct molybdate method,—the last-named method having been lately adopted. Each of these methods has its advocates, who take every pains to prove its advantages, and the incorrectness of the others; and much has been written for the purpose of securing the use of a standard method—as yet, however, without any result. There is no doubt, or ought to be none, that each of these methods gives correct results, when it is carefully conducted and every precaution is taken. But it is not only correct results that we want nowa-days. The demand is great, also, for getting results in the shortest possible time. I think it has been sufficiently proved that the direct molybdate method, the weighing of the precipitate, answers well in both respects. Being a pupil of Prof. Eggertz, I have myself used his method for years until quite recently, as it is described by Mr. Troilius in our Transactions, vol. x., p. 166 (but with some slight modifications), and I can safely say that the results of this method agree well with those of the molybdate-magnesia method. The various methods of treating pulp in air-agitation tanks offer problems for experiment and study which are fascinating as well as practical. The usual method heretofore has been to fill each tank in turn, agitate the mixture the required period and then discharge the treated pulp into a storage-tank, from which it is drawn to the filter as required. A later method is to run the pulp from the tube-mill, classifier, thickener, or settler into the first of a set of tanks, and thence continuously or in series through the remaining tanks, finally drawing off the pulp to a continuous filter, or to a pulp-storage tank if the filter is of the intermittent type. It is this method which I propose to discuss here in a preliminary way, with the idea of going exhaustively into the examination of the results of a series of experiments in a later paper. It may be of interest to note that the design of a cyanide-plant has recently been completed in which the estimated cost of the agitation-tanks, storage-tanks, and pumps was 30 per cent. higher for the charge-agitation arrangement than for the series plan. The first question in studying the series method is, " What is the actual period of treatment undergone by the pulp ?" One first supposes that by chance some of the pulp may get through with little or no treatment, while other portions may stay in the tanks a needlessly long period. The rapid increase in the use of pulvcrulent adsorptive materials in the so-called "contact filtration" process for decolorizing lubricating oils makes it desirable to consider some of the basic principles involved. The commercial methods and types of equipment now used arc fairly well known, having been extensively described in the trade journals. In spite of this very little has been published concerning the factors which must be considered in the selection of a process or of a decolorizing ing material. It is commonly understood that contact filtration more or less closely follows the laws of adsorption. These principles have been thoroughly drscribed by Gurwitsch.' The contacting of neutral mineral oils seems to be adsorptive in character and apparently follows Freundlich's law of adsorption which may be expressed by the formula: X = Color material adsorbed hy the clay. M = Amount of clay used. C = Concentration of color material after equilibrium. A and P = Constants for a given oil and clay. Fig. 1 shows the decolorization curve for a natural, dark colored cylin-der stock when contacted with various quantities of clay, curve R being made with natural Riverside Texas fuller's earth and T being made with an acid-treated clay from Texas. As the Tag-Robinson color is inversely proportional to the depth of color, the reciprocal of these colors ran be assumed to be a funct ion of the concentratlion of coloring matter. A knowledge of rock characteristics forms the foundation for the application of rock mechanics to engineering works. Hence, there has been an increased interest in the determination and proper utilization of rock properties data. Most numerical values quoted for rock properties are obtained from arbitrary tests and are not necessarily indicative of any intrinsic rock characteristics. Recent attempts to correlate these properties by statistical methods have attracted considerable attention, in the hope that these might give some clue to the fundamental properties. To date, correlation and regression techniques have been employed for this purpose. The use of statistics has also been deemed appropriate because of inhomogeneity and anisotropy in rocks. The problems have been further compounded by the lack of standardized methods of measuring rock properties. The various ASTM committees are still deliberating on these matters, but recommendations should be forthcoming in the near future. As more reliable data become available, the ability of geoscientists to find more meaningful relationships between rock properties will be greatly enhanced. The objective of this paper is to outline another statistical technique which might be useful in providing an insight into the relationships that exist between rock properties. This method does not attempt to predict rock characteristics, but rather compares the similarity or dissimilarity between properties. This enables rock properties to be classified into groups with similar intrinsic characteristics. The technique described is one form of factor analysis. It allows the results obtained to be depicted geometrically, so as to make ready visual examination possible.

The slow, tedious and costly method of reducing copper matte to metallic copper in the reverberatory furnace, commonly known as the Welsh process, was displaced by the rapid and inexpensive converter process about fifty years ago. The art of refining copper was for many generations a carefully guarded secret among the Welsh furnacemen and was handed down among them from father to son. An attempt was made to apply it at Butte when the smelting of copper ore first started there but it proved too difficult and expensive under local conditions, and until the introduction of the converter process the entire output of copper was shipped to Swansea in the form of high-grade (60 per cent) matte. Before the construction of the Manhes converter, attempts had been made to reduce copper matte in the bessemer steel converter, but these failed, chiefly because the air was blown through the bottom of the vessel. The air holes became clogged with chilled copper as soon as the reduction started. Manhes partially overcame this difficulty by placing the tuyeres in the side of the vessel, some, distance above the bottom, thus allowing space beneath them for the copper to accumulate. Nevertheless the first attempts to operate such a converter at Butte were not successful, as no means had been provided for clearing away obstructions, which formed to some extent in front of the tuyeres. This difficulty was overcome by drilling holes in the outside wall of the air chamber directly opposite the holes in the shell and lining, so that these could be punched

This paper is a resume of a study undertaken by the West Virginia Department of Mines. The underlying and direct causes of accidents are determined in each occupational group. Then from this study, accident prevention courses, visual and written, are to be taken to the various working groups in the mines. THE causes of accidents in West Virginia mines follow the main pattern of coal industry accidents in the United States—falls of roof, ribs and face, 56 pct; from haulage, 25 to 30 pet; blasting, 3 pet; electrocutions, 3 pct; explosions, 2 pct; and other causes, about 10 pct. To arrive at some satisfactory conclusions regarding causes and prevention of mine accidents, the Department of Mines has made a study of all mine accidents, from 1945 to 1948, inclusive. During the last two years of this period, we did not have a major explosion, one that took the lives of as many as five men. The direct cause of these accidents is apparent in the reports but we who are making a close study into their frequency think that the virus lies much deeper, and we want to suggest an underlying cause. The rapid growth of the coal industry in West Virginia, the largest producer of bituminous coal, has resulted in a demand for manpower which probably has never been equaled in mining history. At the turn of the century, West Virginia had 24,635 men employed in and about her mines, and they produced 21,153,341 tons of coal a year. In 1948, there were 125,669 men employed, and coal production for the year was 168,589,033 tons, an average increase of 35 pct for each year since 1900. Over 100,000,000 tons of this increase were mined in the southern counties of the state. A safety analyst might read into the history of this development an underlying cause for accident occurrence. He might say that in such a vast, rapid development the available supply of trained miners became exhausted and that young, inexperienced men were employed in the mines by the thousands. Being unacquainted with the hazards of mining, it would be only natural for these young men to be injured or killed in too great a number. This assumption would not be borne out by the records. Men were not injured or killed in disproportionate numbers during their first years in a mine. The only reason we can give is that, during these years, they possessed an attribute of safety—CAUTION—to a much greater degree than in the years following. The coal companies in West Virginia that have been operating over a number of years have a nucleus of employees who have been with them ten, twenty, thirty, and forty years; many of them having gained all of their mining experience with one company. IN a chloridizing roasting and cyanidation plant treating a manganese-silver ore, certain experiments pointed out the way to an improvement in roasting conditions by a change in the degree of crushing. The following short article is simply a description of the various changes that were necessary throughout the plant and of the results obtained. There is nothing unusual in these changes but they are of some interest in that they constitute a good many of the alterations usually resorted to in increasing production. In the beginning, the changes were brought about by an experiment that was not successful, but which clearly pointed to means of improving the operation, and is an example of the fact that often experimental work may result in failure and still be of value in arriving at correct fundamentals. This experiment also shows how far a metallurgist can get out of line in his deductions, particularly in a field with which he is not thoroughly familiar. The ore at the plant of Compania Minera Kildun y Anexas is crushed through a 13-in. gyratory, a 3-ft. standard Symons cone crusher and a set of 16 by 42in. rolls, the latter in closed circuit with two Tyler 400-mesh screens. The crushed ore is then conveyed to two fine-ore bins. These provide storage and feed for two 6 by 90-ft. kiln roasters, which discharge directly to coolers. The coolers in turn discharge to a 6 by 12-ft. ball mill, where the ore is ground for cyanidation. Laboratory and pilot-plant tests previous to the mill construction had indicated that minus ¼ -in. crushing was satisfactory for roasting, although results did not vary greatly with some coarser or considerably finer crushing. The plant was designed for a capacity of 300 tons per day on this basis. After a few months operation, the initial operating problems were overcome and the anticipated milling rate was reached but the results being obtained were not really good. The plant seemingly did not have much excess capacity in any department but the roasting operation was the most critically limiting factor both as to tonnage and the results obtained. If this could be improved there seemed some possibility of improving the total tonnage rate to some extent. Segregation of the calcine into various screen sizes showed that the coarser sizes ,were not giving the expected recoveries. In all of the laboratory and pilot-plant testing, any limiting conditions as to the percentage of salt used, temperatures, feed rates, etc., had affected the fine material more than it had the coarse, and even in making laboratory tests at this time the mill conditions could not be exactly duplicated. Further laboratory testing indicated that a segregation of the crushed ore into a coarse and fine product for roasting might result in some improvement in roast-

KINETICS and mechanism of sulfation reactions have been studied extensively. Qualitative and quantitative data are reported for the kinetics and mechanism of sulfation reaction of copper oxide pellets;''2 yet it remains a controversial Subject. The mechanism and kinetics of the sulfation of zinc oxide powder (B.D.H. analar quality) were studied by gravimetric technique. A spring of high-carbon steel wire with accuracy well within 0.2 mg was used for measuring weight change. The sample was taken in a Pyrex glass bucket, hanging freely inside a Pyrex glass tube reactor, with a gold wire attached to the spring, the reactor being surrounded by a movable furnace (double wound type) with a temperature control within *5"C. Flow of oxygen, 60 cu cm per min, and sulfur dioxide, 45 cu cm per min, were measured through calibrated flowmeters and the mixture dried over PZ05 before entering the reactor. The experimental results are presented in Figs. 1 and 2. The plot of weight change of zinc oxide, giving the amount of zinc sulfate formed, was found to be linear over the temperature range of 500" to 700° C and up to a conversion of approximately 60 pct, as beyond it they divert from linearity.' The rate of sulfation was found to be affected by total flow rate of gases at a fixed ratio of SO2/O2, up to 60 cu cm per min, and was found to be linearly dependent on quantity of total powdered sample taken. The plot of rate of sulfation of zinc oxide, 70 mg, with varying amounts of vanadium pentoxide, at a constant ratio of gases as mentioned above, and at a constant temperature of 625"C, was also found to be linear as seen in Fig. 2. Extrapolation to zero V2O5 addition gives the same rate of sulfation, as in case of pure zinc oxide, 70 mg. Vz05 was prepared by heating ammonium vanadate at 600°C for 15 min in a muffle furnace. The available literature points out that the theory of sulfation that has received the maximum support postulates the following mechanism for sulfation of ZnS: 2ZnS + 30, = 2Zn0 + 2SOZ; the ZnO formed acts as a catalyst for the reaction, 2 S02 + O2 = 2S03. This SO3 reacts with ZnO to give zinc sulfate. It is suggested here that the above widely supported mechanism is operative in the sulfation reaction and that the rate-controlling step in the sulfation reaction of ZnO is the formation of SO3 from SO, and 0,. The curriculum presented here is an outgrowth of discussions by the Committee on Geophysics Courses of the A.I.M.E. in previous years. It had to be a compromise between the desires voiced by employers of geophysicists, professional geophysicists and the possibilities at an average college. There one has to face the questions of the available teaching staff, the inertia of administrators and teachers set in their ways, and the red tape involved in modernizing antiquated curricula. It is, of course, not ideal to have colleges and universities lag Io years behind the times. Rather, instead of being prodded by industry, they should be ahead of industrial needs. There should also be a certain amount of leeway for the student in any college curriculum. This, together with the personal contact with the advising faculty member, will help in forming a student's personality. The curriculum presented here is an outgrowth of discussions by the Committee on Geophysics Courses of the A.I.M.E. in previous years. ark' observed some years ago that collector-coating reactions with xanthates and with fatty acids clearly follow paths parallel to those prescribed by the familiar mass-action law for reactions in dilute solutions. He proposed, therefore, the logical hypothesis that they are governed by the solubility-product principle. However, he went astray in the application of his proposal to collector coating by overlooking the fact that coating involves a heterogeneous reaction. A mistaken concept of the meaning of the word adsorption also entered. Wark thought that the concentration of metallic ion that must be used in setting up the solubility-product equation for the coating reaction was that which could be obtained by solution of the mineral. Since this is very low for sulphide ores, and since the amount of the collector ion necessary for coating produces an extremely low concentration, the resulting ion-concentration product, under conditions when coating occurs, is much lower than that which would indicate a saturated solution of the collector-coating compound. Hence he was forced to the position that the solubility product governing the coating is much smaller than the standard solubility product. To justify this position it was necessary to postulate a coating mechanism that did not obey the ordinary laws of chemical reaction. This Wark did by adopting the concept that adsorption is a property of matter, rather than merely a more or less ephemeral local concentration thereof. Thus he says (p. 142 of ref. I): "Adsorption is not a purely physical property of the solid surface, for the specific nature of the adsorbed molecule or ion is important." The result was that he destroyed the great potential utility of his postulate by tying it to this erroneous concept in the words (pp. 142, 143): "It will be obvious that the adsorption solubility product is less than the normal solubility product." The writers have found quantitatively in the case of galena and potassium ethyl xanthate, and semiquantitatively in the case of covellite and the same collector, that the coating reaction does follow the mass-action law to the extent that coating occurs when the ordinary solubility product of the coating compound is exceeded, and that coating does not take place under the reverse conditions. In the course of the investigation leading to the establishment of this fact it was necessary to work with xanthate concentrations so low (down to 0.0004 mg. per liter), that very long conditioning times, and bubble-contact times of as much as 16 hr. were necessary sometimes to follow the reactions. The results have led to some illuminating conclusions as to necessary collector concentrations in normal flotation operations, and the action of the frothing agent in connection therewith' The experimental work comprised accurate determination of the standard solubility product of lead ethyl xanthate, development of a much less laborious
