OWING to the nature of the die-casting process, freshly cast alloys are undoubtedly not at equilibrium from the standpoint of alloy phase relationships. After casting, therefore, they tend to undergo phase changes, with the ultimate effect of reaching a state of equilibrium at the aging temperature, beyond which no further change takes place. This phase alteration undoubtedly is one of the primary causes of the changes in dimensions and physical properties that zinc-alloy die castings undergo during aging. It is planned to report on this problem in a series of papers of which this is the first. The writers have made a study of commercial zinc die-casting alloys over a period of several years, utilizing the X-ray diffraction technic of determining the phase composition changes in the alloys. Up to the present, two principal phase changes have been observed which are capable of causing dimensional changes: (1) the segregation of secondary constituents from the zinc-base solid solution and (2) the beta aluminum-zinc decomposition. The latter is the subject of the present paper and studies on the former will be reported upon at a future time.

The Belmont mill at Tonopah, Nev., was designed and constructed by the Belmont staff. Ground was broken in August, 1911, and milling operation started July 25, 1912. The metallurgical flow sheet, and the machinery adapted 60 carrying out operations in accordance with this plan, were decided upon from experience gained in the treatment of Belmorlt mine ores at the old Belmont mill at Millers, Nev. The detail drawings were madc by the engineering staff of the Tonopah-Belmont Development Co., under the supervision of Otto Wartenweiler, who also had direct charge of the construction, consulting with the General Superintendent of the company, Frederick Bradshaw, and the writer.

The movement for Federal endowment of engineering and industrial research was revived early in the present Congress by the introduction of two bills into the Senate. The first bill, introduced by Senator Smith of Georgia, provides for the establishment of an engineering experiment station in each state under the direction of and in connection with some university, engineering school, or land-grant college. The state legislature of each state is authorized to designate the institution best equipped to conduct the work but wherever the land-grant college has facilities approximately equal to those of the other institutions of the state, it shall be designated. All designations of institutions are made subject to the approval of the Secretary of Commerce. The Secretary of Commerce is authorized to secure practical uniformity of methods, and efficiency and economical expenditure of funds by indicating such lines of work as shall seem to him important from a military; naval, industrial or national standpoint, but the responsibility for the initiation and conduct of research shall rest with the individual engineering experiment stations. Uniform standards of research are further provided for by making each experiment station a depository of the Department of Commerce and the Bureau of Standards, and the work of each station shall conform to the standards established by the U. S. Government through said bureau, which may whenever practicable utilize the facilities of the station for the prosecution of research.

The best method for the estimation of copper in ores and secondary products is that proposed by Dr. Steinbeck* for the award offered by the Mansfeld'schen Ober-Berg-und Hutten-Direction. It is based upon the decolorization of the blue ammonia solution of copper by potassic cyanide.7 It is necessary for the accurate estimation of copper in arsenides that the arsenic be separated from the copper before the ammonia solution is made. The presence of a notable amount of arsenic renders the titration by potassic cyanide inaccurate, the end reaction being obscured by the appearance of a yellowish-green tint towards the end of the titration. The change of the color of the ammonia solution from blue to the tint caused by the presence of arsenic cannot be used for an end reaction, for the intensity and quick appearance of the latter color depend upon the amount of arsenic present in the solution. In the analysis of speise, the method of separating the copper by an oxidizing and reducing treatment in the muffle, to volatilize the arsenic, gives poor results, and there may easily be some loss of the weighed sample. The separation of the precipitated sulphides of arsenic and copper by treating with sodic sulphide, gives good results, but the process is tedious. I have used the two following methods, which are simpler and more expeditious than those mentioned, with good results

The sum of $100 was appropriated to the War Minerals Committee for expenses of letter paper, postage, etc. The report of the Treasurer was accepted and ordered filed. Upon the recommendation of the Committee on Membership, sixty-eight Members, two Associate Members, and ten Junior Members were elected. The Secretary presented a letter from the office of the Chief of Ordnance, U. S. A., offering him a commission in the Ordnance Officers' Reserve Corps, and asking him to submit to the governing body of the Institute a request for release from his contract with the Institute, in order that he may accept the commission in question. The following minute was then passed. "The Executive Committee is of the opinion that the Secretary of the American Institute of Mining Engineers can be of more use to the Nation in his present situation, in view of the fact that there is no possible substitute for him in this position, than he could be if he left to accept a commission as an officer in the Ordnance Department, and this Executive Committee requests that an executive officer of the Institute go to Washington and confer with the Chief of Ordnance, requesting a withdrawal of the offer to the Secretary of the Institute and presenting the names of substitutes therefor." The payment of 'a special clerk for the Committee on Increase of Membership at the rate of $100 a month was ordered continued for a further period of six months.

No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

THE texture method (utilizing monochromatic copper radiation) was applied to determine the orientation of the columnar grains of two vacuum cast beryllium ingots of 3 in. diam. Samples were mounted in a fixture as illustrated in Fig. 1, which permitted rotation and translation in order to approximate the method used for wires. The specimens were aligned so that the major axes of the columnar grains were parallel. Rotation was around the growth direction. After each translation the specimen holder was rotated 2 deg (1 deg for the samples from the second ingot) until a range of 30 deg on either side of the vertical was covered. The speed of translation was 1 mm per sec. A representative Debye pattern is shown in Fig. 2. The pattern was compared with theoretical patterns for various orientations. Also shown in Fig. 2 is the disposition of reflections on the (10i0), (0002), and (1011) Debye rings for the two possibilities that growth is either in the <10i0> or <ll30> direction. It is apparent that no significant preference for the direction of columnar growth is indicated. It is considered that the lack of a preferred orientation is due to the occurrence of the phase transformation (reported by Martin and oore&apos; to occur above 1250 "C) which masked the original solidification orientation. This research was supported by the United States Air Force under Contract No. AF 33(616)-5911, monitored by the Materials Central, WADD, Wright-Patterson Air Force Base.

WROUGHT-IRON eye-bars for bridges and roofs, designed upon what is known as the pin connection system, have been successfully manufactured in this country for some years. The most approved methods employed have been the hydraulic upsetting process, and by die-forging under a hammer. In upset eyes the fibre of the iron is necessarily much distorted ; and in bars of considerable size, this disturbance seriously impairs the strength of the connection. Mr. Collingwood, in discussing my paper on "Proportions of the Heads of Eye-bars," read before the American Society of Civil Engineers, Jan. 21st, 1874, submitted sketches of certain bars intended for the anchorage of the East River bridge, which had been exposed to the action of sulphuric acid a sufficient length of time to thoroughly cleanse the surfaces, and expose the condition of the fibre. These sketches are here reproduced for the purpose of illustrating the effect of this methpd of manufacture. In Figs. 1, 2, and 3, it will be observed that the fibres at A, and E, have been folded back upon themselves and otherwise twisted and disturbed, in a manner not calculated to inspire confidence in the integrity of the connection. To compensate for this defect, a large excess of metal is thrown into the eye; but a method of manufacture which involves such a necessity, even although it be the one giving the best results thus far, all things being considered, is far from being perfect.

APPROACHES TO VALUATION Value and costs are two terms basic to financial analysis which cause, perhaps, the greatest amount of misunderstanding in mine valuation studies. When discussing the value of an asset or the costs of producing a product, it is absolutely essential that the speaker define the terms being used. There are many types of value and many categories of costs. Without specific accompanying definitions, value and cost data are not very meaningful. Value refers to a measure of the desirability of ownership of property. Some of the types of value which might be encountered in a mine valuation study are: 1) Market value 2) Full cash value 3) Salvage value 4) Replacement value 5) Capitalized value 6) Book value 7) Assessed value 8) Insured value Each of these has a specific meaning which can be applied to determine a monetary amount in a specific situation. The major item of interest here is the broader question of "what is the value of the mine?" or "what is the mine worth?" In this case, we are speaking of market value. Market value is the value (price) established in a public market by ex- changes between a willing buyer and a willing seller when neither is under duress to complete the transaction. Market value fluctuates with the degree of willingness of the buyer and seller and with the conditions of the sale. The use of the term market suggests the idea of barter. IN 1950 Kaiser Steel Corp. acquired control of the Utah Fuel Co., a pioneer Utah coal concern owning large reserves of high volatile coking coal near Sunnyside, Utah, and large reserves of coal elsewhere in Utah and Colorado. Kaiser Steel later disposed of the noncoking quality reserves included in the property and over the past six years has developed a group of three fully modernized mines and a central preparation plant at Sunnyside. This plant is geared to furnish 1.6 million tons per year of low ash coking coal to the byproduct coke ovens at its steel plant at Fontana, Calif., and to its beehive oven coking plant at Sunnyside. General Problems: Topographic and physical conditions under which Utah coals are found differ from those in most bituminous coal districts of the eastern and central states. Utah coal seams lie under deeper cover, generally at steeper pitches; consider- able distances are burned along the outcrop and back from the surface of the outcrop. Usually the coal seams lie high up on escarpments, accessible only through deep narrow canyons or long rock tunnels and tramways. The topography at Sunnyside is particularly rough, with great changes in cover over the coal in relatively short horizontal distances. This is due to the cliff-making sandstones of the cretaceous Mesa Verde group, the coal-bearing measures being in the Blackhawk formation. The thick massive Castle Gate sandstone of the Prince River formation overlies the coal-bearing rocks and is suspected to be the chief cause of roof control problems.
