British Columbia is enjoying a period of sustained high-level activity in all aspects and sectors of its mining industry. The total value of mineral production for 1962 was in excess of $229 million. This was the greatest total value attained for any year to date, exceeding the previous record year of 1956 by more than $40 million. It appears reasonable to expect that value of production for 1963, stimulated by increased production attained during the year, and by improved metal prices for some of the major products, will be substantially in excess of that recorded for 1962. Elsewhere in this issue appears a detailed report of prospecting and exploration activity in the Province. For the purposes of this review it is sufficient to state that the level of prospecting and exploration activity during the past several years has been greater than at any previous time and that there does not appear to be any slackening in activity or interest.

In response to the growing demand for low-sulfur coking coal for iron-making, the coal industry is continually striving to perfect methods for cleaning coal to acceptable ash and sulfur levels while maintaining maximum product yield. By present standards the industry has adequate processes for cleaning coarse coal, (i.e., +28 mesh) at almost any desired specific gravity. However, in the case of fine coal (i.e., -28 mesh) neither of the two existing processes-froth flotation and hydrocycloning-in its present state of development yields products that are comparable in ash and/or sulfur content to products normally obtained from coarse coal processes. The work outlined in this article is part of a larger study directed toward maximum exploitation of froth flotation for fine coal processing. The concepts and data presented are now serving as a basis for designing fine-coal circuits in which improved efficiency is obtained by optimum use of froth flotation with other fine-coal processing methods.

A combined numerical approach is proposed for the analysis of rock-liner interact ion in tunnels under the effects of severe dynamic loads. The method is based on employing finite element formulations which describe the linear behavior and incorporating it into a finite difference code which can describe the behavior of a jointed rock medium. This method can be applied for the analysis of tunnel systems in rock, and for studying the requirements for adequate support of the tunnel.

Raymond Weir Smyth, born Nov. 3, 1888, was the son of Herbert Weir Smyth, professor of Greek Literature at Harvard University. He graduated (A. B.) from Harvard in 1909 and later pursued advanced studies there in chemistry and in metallurgy. He held the position of metallurgist for the American Steel and Wire Co. at Worcester, Mass., and also for the Steel and Tube Co. at Youngstomn, Ohio. For a time he was inspector of munitions for the British Government and stationed at the Railway Steel and Spring Co. at Latrobe, Pa. For a short time, in 1917, he was Inspector of Ordnance for the U. S. Government, and the following year, having entered the U. S. Naval Reserve Force, he was ordered in a similar capacity to the Midvale Steel Co. In September, he removed to the Navy Yard, League Island, Philadelphia, to train for the obligatory minimum of six months' sea duty. There he contracted influenza, which was followed by pneumonia, from which he died, September 27, at the Navy Yard Hospital. DEPENDENCY on foreign sources for many mineral raw materials is a characteristic of our economy which is becoming painfully evident. Although investment in foreign mining projects has increased, it has not kept up with the growing demand for foreign minerals. The sphere of American investment capital in mining ventures abroad has been severely limited by the rise of nationalism in many underdeveloped countries. Consequently, we can look back over half a century in which mining investment, exclusive of petroleum, has increased by 50 pct whereas other American investments abroad have multiplied by better than 300 pct. Investment in foreign mining or petroleum encounters different problems than capital investment for other industries. It is rarely invested in industrialized nations. Most of it goes to countries with expanding frontiers, like Canada, or to underdeveloped nations like Liberia. It must be used for building communities, recruiting and training labor, and establishing lines of communication and transportation. These complications are an accepted part of the mining game. However, the most complex problem is in those countries which consider mineral exploitation a usurpation of the people's natural heritage. This is a characteristic of the young government existing by a tenuous balance of power in an underdeveloped nation. American mining capital understandably has shunned these nations as being poor investment risks. However, they possess minerals which are needed by industry. Our government has attempted to stimulate mineral supplies beyond those provided from abroad by private capital. ECA, now under DMPA, makes loans to foreign mining companies. Since the ECA program cannot be expected to continue indefinitely, Point IV seems to be the logical next step to encourage foreign countries to fill our shortages. However, only 1 pct of the $35 million budget provided in the first year for Point IV was alloted for mining programs. Considering the need for minerals and the difficulties of procuring them by private investment, a larger share is needed and justifiable. Those who have been engaged in foreign mining can vouch for the fact that it takes many decades to teach the complex technology and economics of mining to the natives of under-developed countries. For this reason Point IV must be considered a long range program. Mineral requirements for the present must be met by more direct measures. Encouragement of private investment in foreign mining by such incentives as tax relief on profits from foreign sources, international bank-borrowing facilities for private capital, and diplomatic assistance in encouraging foreign countries to cooperate are imperative for our future mineral security.

RICHARDS, South Bethlehem, Pa.-I think my affections are still rather with the radiation pyrometer than the optical pyrometer, for practical use, and I wish that Prof. Burgess would use the two together, under the same conditions, using the optical as his standard, if he prefers. Then, assuming the optical emissivity which he feels is correct for the optical pyrometer, he could calculate the thermal emissivity for use with .the radiation pyrometer. If we could thus get reliable values for the thermal emissivity, we could then use the radiation pyrometer, and would avoid the use of the standard lamp, which has to be frequently calibrated for use in the optical pyrometer. It is very advisable to distinguish carefully between the terms optical emissivity and thermal emissivity. There -is considerable confusion caused by the bare statement that molten iron has an emissivity of so much, meaning by that its optical emissivity, for a light wave of a certain length; whereas what we want in the radiation pyrometer is its total ther-

Zinc is just now a very important metal. Its use in cartridges and shrapnel brass are in the public eye. But its uses after the war are no less important. Brass as an engineering material for electrical machin-ery, journal bearings, and plumbing fixtures takes fully 50 per cent. of the production, and its use in these lines would have been increased in the last few years but for the price. Its use for barbed wire is probably more in war time than in peace. In the composition of paints, it is becoming more and more necessary. One of the forms of pigment, litho- pone, is the base of nearly all interior wall paints; of all the sanitary enamels for bath-rooms and bath-tubs, and is now in great demand. Zinc oxide is also increasing in use for paint, and for manufacture of linoleum. When we realize that this district-Missouri, Oklahoma, Kansas and Arkansas-produces now over one-third of the zinc ore of the world, it is at once seen that a meeting where the geology, mining, concentration

A detailed description is given of an experimental method for determining relative permeability of porous media to gas. Results are presented for natural and synthetic cores. The experimental data for two and three phase systems are compared. The reproduci-bility of the equilibrium gas saturation ii demonstrated and the effects due to a variation in rate of gas flow are discussed. An attempt is made to correlate total permeability and rock textural factors with relative permeability to gas. Capillary pressure curves obtained simultaneously with the relative permeability curves are shown to be equivalent to those obtained in conventional displacement cells. INTRODUCTION The advances in petroleum reservoir technology during the past decade have made increasingly apparent the desirability of a simple, rapid, reliable metliod for obtaining relative permeability data on small cores. Such data are needed in order to study fluid mechanics in porous media and for the more refined reservoir behavior prediction calculations now under development. Since 1964. Newmont Mining Corp. has been engaged in a systematic research and development of computer techniques for a variety of mine planning applications. The general objective of this effort has been twofold: first, to arrive at a viable near-optimum plan for mining a particular orebody and, second, to decrease the financial investment by reducing the man-hours required for mine planning. Three major phases in the evolution of Newmont's computer techniques for mine planning are discernible. In phase one, the computer's ability to duplicate manual drafting and contour mapping was developed. Obviously, all recognized geologic characteristics had to be included, and consequently the development of computer techniques for the proper incorporation of structure, stratigraphic trends, and other geological features was a significant aspect of phase one.

It has previously been reported that metal loadings of up to 6.8 m. eq/g. of dry coal can be obtained by contacting brown coal or lignite with ammoniacal solutions of ammine forming metals. Application of equilibrium expressions to further experimental results indicates that the extraction is by ion exchange, that the exchange is divalent-univalent for Zn, Cd and Ni, but is mainly univalent-univalent for Cu, and that to obtain reasonably uniform values for the equilibrium constants correction formulae must be applied to compensate for multiple functionality of the coal and its pH dependence in ion exchange. The results are shown to be consistent with the hypothesis that metal ammine complex cations are exchanged for protons derived from carboxyl and/or phenolic hydroxyl groups in the coal.

IN 1936 the foreman at one of the oldest limestone quarries in northern Virginia discovered the remains of three old well-drill holes that contained dynamite. As consulting engineer for the property, I was then called upon to devise a method for removing the explosive. As no exact formula for the handling of unexploded dynamite exists, the proper steps for removing it must always be dictated by local conditions. A description of the procedure in this case may, therefore, be of interest to others faced with a similar problem.

Diffusivity of bismuth in liquid Pb-Bi alloys has been measured by the capillary reservoir method as a function of temperature and composition. Fair agreement between theory and experiment is found for the measured diffusion coefficients and activation energies of diffusivity and viscosity in dilute lead alloys. The measured diffusion coefficients in the high bismuth alloys describe mass transport in special concentration gradients. THE study of diffusion in liquid metals has been restricted largely to the amalgams over small ranges of temperature and composition. In contrast to this, diffusion and transport of ions and molecules in aqueous and organic solvents have been studied extensively for the past 50 years. The general difficulty of measuring diffusion coefficients in both gases and liquids at high temperatures has been that of eliminating convection currents. Measuring techniques based on freezing and sectioning after the diffusion period1 are not particularly satisfactory because of the volume changes and segregation which occur during freezing. The most promising technique which is currently being developed for liquid metals is the capillary reservoir method. This eliminates convection currents from the diffusion zone and requires measurements only of the length and initial and final compositions of the alloy within the capillary. Anderson and Saddington' have measured the diffusion coefficient of tungstate anions in aqueous Na,W04; Wane4' and Hoffman- ave studied structure and self-diffusion in water and self-diffusion in mercury, respectively, by similar techniques. Selection of the Pb-Bi system for initial study was made for several reasons: I—It afforded a low temperature system for development of techniques which would be suitable for high temperature measurements in liquid iron. This research on diffusion in liquid iron is now in progress as a part of a general program on the rates and mechanisms of slag-metal reactions. 2—Activity data on liquid Pb-Bi alloys of all compositions are available from the emf meas- urements of Strickler and Seltz.9 3—Some data are available on the diffusion of bismuth into solid lead. The measurements on solid alloys were made by von Hevesy and Seith7 for the concentration range of 0 to 2 pct Bi. An appropriate solution to Fick's law (unsteady state) for the capillary reservoir has been found by considering the mass flow which passes through a unit area of surface on a slab of infinite thickness as a function of time. This is the first application of this solution to diffusion measurements, although a similar solution is available for identical boundary conditions.' By analogy with heat conduction, the problem reduces to a perfectly insulated infinite slab at temperature C,, one surface of which is quenched to C, for all times, t. By comparison with solutions to Fick's law used in the solid state, this solution for liquids is similar to the Grube solution for solids, where the change in D with chemical composition is not taken into consideration. Difficulty is to be expected if large concentration gradients are employed and if the concentration gradients extend over an appreciable length of the capillary.

The petition for the formation of a Tulsa Section was granted. The final budget for the year 1917, and the tentative budget for the year 1918, were adopted. The Secretary was instructed to continue to send the Bulletin to all members whose dues have been remitted on account of their being in the war service, but to hold the Transactions and send them on request to the address furnished for the purpose. The issues of the Bulletin were presented to the Federal Fuel Administration, at its request, with the compliments of the Institute. Fifty-nine Members, five Associates, and fifteen Junior Members were elected. The resignation of one member was accepted. The clues of four members who are on active duty at the front were remitted. An extension of time for the payment of clues was granted to four members, upon request.
