THIS country was faced with the possible necessity of utilizing nonbauxitic ores for producing aluminum during World War 11. Construction of four experimental plants to treat such ores by four different processes was authorized1-4 including one at Salt Lake City, for the conversion of Marysvale alunite to metal-grade alumina and potassium sulphate by the Kalunite process.' An aluminum reduction plant in Tacoma, Wash., with a capacity of 50 tons of aluminum per day, was constructed to handle the Kalunite alumina produced at the Salt Lake City plant. The alumina and aluminum plants were Defense Plant Corp. projects operated by Kalunite, Inc. and Olin Industries, Inc., respectively. Kalunite alumina differs from Bayer alumina in several respects, particularly in that the former contains potash instead of soda. The presence of potassium in the alumina feed to the cryolite bath was stated by aluminum technologists to be undesirable under the usual operating conditions of aluminum furnaces. In 1940, about 20 tons of Kalunite alumina produced in the Kalunite pilot plant, were reduced electrolytically in a 10,000 amp furnace at Battelle Memorial Institute and at the aluminum reduction plant at Neuhausen, Switzerland. These relatively small scale tests indicated that satisfactory commercial aluminum could be produced in a practical manner. The Tacoma plant reduced about 2,500,000 lb of Kalunite alumina to produce more than 1,200,000 lb of aluminum, in accordance with the accepted gractice for reducing Bayer alumina. It was desired to determine whether commercial aluminum could be produced on a large scale and to establish the technological differences in commercial reduction practice between Kalunite and Bayer alumina. In the course of collecting data, the effects of the abnormal chemical composition and physical properties of Kalunite alumina were observed wherever possible. Tacoma Reduction Plant The reduction plant had two pot lines, each with 120 cells in series, operated at approximately 32,000 amp. Each cell was provided with a single rectangular Soederberg continuous anode, with side-pin electrical contacts. Each cell was hooded and ventilated through a stack connected to 14 other cells, with 25,000 cfm blower. When the plant started operation in 1942, all of the cathode linings were of block construction. Rebuilt cells were of rammed paste construction.

The use of steam-stamps in the crushing of ore for the purpose of amalgamation has been very limited, and little has been written on the subject. As the writer has been operating a mill of this kind during the past year, it is possible that he may be able to present a few points in regard to mill-practice in this line which will be of interest. The mill herein referred to contains two Tremain steamstamps, a more detailed description of which will be given below. A bond and lease had been taken on a property on Cross mountain, Gunnison county, Colo., and the parties operating wished to prospect it thoroughly and did not wish to ship out the ore, owing to high freight-rates. They looked around to find some mill that would answer the purpose and not be too expensive. The steam-stamp in question was finally decided on, and the writer was employed to erect and operate it. The economy of construction was demonstrated at the outset. The stamps were dropping within ten days from the time that the machinery was unloaded on the ground. A large portion of this period was consumed in waiting for supplies and fittings which should have been on the ground at the Hame time with the machinery. Ore.—The ore to be treated was a mixture of white, porous quartz, with the decomposed and undecomposed oxides of iron and manganese in varying proportions, from the pure white quartz to solid pieces of the oxides. It appeared to be the product of replacement in a soft dolomite at or near the line of contact with a dike of porphyry. On careful examination with the aid of a microscope it was found that the gold was in the form of an extremely thin film over the surfaces of the quartz, making only a bronzy-yellow coating, quite readily distinguished from the film of iron oxide, which was also present. WHEN thinking of industrial relations, we must not confine the term to what is ordinarily called "welfare work;" viz., organizing baseball teams, departmental parties, athletic contests, and such things. These are all of interest but not very helpful in solving the problems of industry. We must think of industrial relations as that understanding developed between workers and management that permits of harmonious progress because of a mutual understanding of each other's problems. Most of the industrial unrest, discontent, mistrust, or antagonism is due to misunderstanding; and that misunderstanding is the direct result of not having taken the workers into our confidence. If they are merely cogs in a machine, employed to do certain things, and have no interest in anything but the receipt of the pay envelope, we cannot expect intelligent harmonious progress. There are still some people who think that the interests of management, or capital invested in a business, and the interests of the worker are diametrically opposed. That is an unfortunate belief; the interests are identical. If the worker does not understand what his part of the work represents, what the management's part represents, and what the invested capital's part represents, he is bound to have a misconception, of the matter and will think only in terms of the pay envelope. The methods used for producing a better understanding between workers and management do not much matter so long as the end is attained. Some plants prefer shop committees; others attempt to work through the foremen in the various departments; others, by personal contact-between the management and the men, especially if a shop is small. It does not really matter how the end is attained as long as the object is accomplished. The best type of industrial relations can probably be attained when the mystery is taken out of industry-when the workers understand what they. are a part of, what their function is, what they are contributing. They should also understand something of fundamental economics-that it is not just a question of getting all they can and giving just as little as possible but that their contribution makes for expansion, progress, and permanence, and opens a field of activity for themselves that other-wise would probably be blocked.

THE first mention of the mining and use of coal in the Pittsburgh district refers to the mine under Duquesne Heights that furnished coal for the garrison at the fort at Pittsburgh in 1760. Coal had been dug and used as fuel just outside of Brownsville, Fayette county, in 1759, but this was not a regular mine as the opening was in an outcropping. Maps of Ohio in 1770 showed "Cole Mines" at various points. The Penns purchased all the coal south of Kittanning in southwestern Pennsylvania from the Chiefs of the Six Nations for a reported price of $10,000. During the Revolution, coal from Herron Hill, Minersville, and Coal Hill, all within the present city limits, was used in Pittsburgh. There is today one custom pit opened in Coal Hill (Duquesne Heights). The first steam engine was set up in Pittsburgh in 1794 and used coal as fuel. The first mine in the Youghiogheny gas district was opened in 1796. In 1803, the first shipment of coal by water was made from Pittsburgh down the Ohio river and landed at Philadelphia, where it sold for approximately $9.50 per ton. The mines along the Monongahela were naturally the first to be opened. With the completion of locks and dams in 1844, permitting slack-water navigation, the industry began to thrive. The No. 8 field of Ohio and the Fairmont region of northern West Virginia were opened in the period 1840 to 1855. From that time on there has been a continuous development of the coal resources of this district, until at present-productive capacity is enough to supply 30 per cent. of the country's needs of bituminous coal. The original method of working the Pittsburgh seam was to drive under cover at some .easily accessible point on the outcrop with a single entry, usually 1 1/2 yd. wide. The occurrence and distribution of phosphorus is one of the most important questions with which the steel-maker has to do. Large sums are invested in processes for the removal of this element from ores before they come to the blast-furnace, and much greater sums in freeing the pig-iron from it. Mechanical engineers are becoming more and more critical of the amount of total phosphorus left in structural steel, the tendency being to require that it be reduced to the lowest possible figure. The old maximum of 0.1 per cent. is now considered much too high for first-class structural steel, and demands for 0.03 to 0.01 per cent. are by no means unheard of. The first to speak, in a scientific way, of the harmful effect of phosphorus on iron and steel appears to have been Meyer, who, in 1781, made mention of what we now term "cold-shortness," ascribing it to the presence of this metalloid, but not suggesting any remedy. It is, however, doubtful if a clear idea of this subject was possessed by the scientific world until after the invention of the pneumatic or Bessemer process, in 1855-56. One of the chief obstacles in the way of this renowned metallurgist,—one, indeed, the removal of which was the sine qua non of success,—was the phosphorus in the iron blown. The effect of the phosphorus does not seem to have been apprehended until many and costly experiments had been made, and then the required minimum percentage of it in the iron was secured only by the use of low-phosphorus ores. It was not until '1879-80 that practical success was reached, by the Thomas process, in the actual removal of the phosphorus from the iron. We now know something of the effect of the total amount of phosphorus on iron and steel, but very little as to the effect of the condition of the phosphorus. The state of combination in which

The critical phenomena have been studied during the past century but our knowledge of the critical temperatures and pressures of complex hydrocarbon mixtures still is very limited. The critical temperatures and pressures of pure substances have been examined in large numbers120 and in great detail.11.17 No experimental determinations of the critical phenomena have been reported on such complex hydrocarbon systems as a reservoir fluid. The critical temperature is defined by Taylor18 as follows: "there is some temperature for each gas above which the gas cannot be liquefied. This temperature is called the critical temperature." The critical pressure of a pure substance is the vapor pressure at the critical temperature. It should be noted that these definitions refer to a given substance in the pure state and do not mean that the pure substance cannot be liquefied in the presence of a second constituent. The normal procedure for obtaining the critical temperature of a substance is to heat it in a glass tube 1,20 under pressure until the meniscus between the liquid and vapor phase disappears, although other methods, especially for mixtures, have been used.13,14 However, when considering oil and gas reservoirs, it is more enlightening to consider a critical phenomenon that occurs when a mixture of oil and gas are compressed at a reservoir temperature until the meniscus disappears because the two phases become equal in composition. This conception, along with erroneous applications of the definition of the critical phenomena of a pure substance to that pure substance when it is part of a complex mixture, has caused confusion even among persons familiar with the classical theories. In these days of intense competition for the domestic fuel market much is heard of the low efficiencies with which solid fuels, and most particularly bituminous coal, are burned in domestic heating equipment. In contrast to the every-day operating efficiencies of 85 and 90 per cent in large, central, electric-generating stations, efficiencies of 50 per cent and lower are cited for the hand-fired home furnace. Just as the miles per gallon of gasoline is only one of the factors that determine the cost of operation of an automobile, so the thermal efficiency is only one factor in the cost of domestic or other heating. The purpose of this paper is to analyze the total costs of domestic heating by various fuels and types of equipment, to determine the relative importance of efficiency and other factors, and to discuss what this signifies relative to the future of the use of fuels in the home. Factors That Govern the Choice of Fuel and Burning Equipment A rational, intelligent selection of fuel and equipment for heating the home would consider two groups of factors: Cost Factors Convenience Factors 1. Cost of potential heat in fuel 1. Attention 2. Efficiency of combustion and heat transfer 2. Dirt 3. Fixed charges 3. Noise a. Interest b. Depreciation c. Repairs 4. Power costs 5. Cost of handling ash and refuse. As just stated, the purpose of this paper is to analyze the relative importance of the five cost factors and not to discuss particularly the relative total costs of different methods of heating. MOST commercial alloys undergo changes in phase composition after casting. This is a natural result of the fact that the alloys are not in a state of phase equilibrium as cast and phase changes will therefore take place, with more or less rapidity, in an attempt to attain equilibrium. The practical aspect of aging in zinc-alloy die castings concerns the changes in physical properties and in dimensions that may accompany aging phase changes. Harmful alterations have been reduced to a minimum and zinc-alloy die castings are being produced today that are so stable with respect to dimensions and physical properties that they are entirely suitable for most practical purposes1. In the first paper2 of this series, and in this paper, aging phase changes of zinc alloy die castings have been investigated and the possible influence of these changes on dimensional changes of the castings has been evaluated and compared with the dimensional changes actually experienced. The change of dimensions has been selected for practical comparison in these papers because the effect of phase changes on the dimensions of a casting is directly calculable from X-ray crystal-analysis data of the phase structure. The die-casting alloys considered contain, in addition to zinc, 4 per cent of aluminum, about 0.03 per cent magnesium, and from 0 to 3 per cent of copper. It was shown in the former paper that the eutectoidal decomposition of the beta aluminum-zinc phase, while intrinsically capable of causing a considerable shrinkage, can have very little effect on the observed shrinkage of die castings because it takes place within a few days of aging, whereas the observed shrinkage continues for five weeks. The constitution and mechanical properties of heat-treated alloys containing up to 10 pct* Ni in Ti have been investigated. The effects of quenching and of various isothermal treatments ale described, and C-curves are presented. The production of the precipitated and the martensitic hexagonal phases on quenching is discussed. MARGOLIN, Ence, and Nielsenl have determined the titanium-nickel phase diagram. A study of the transformations in gas-quenched and tempered powder specimens was made by Polonis and Parr.' Some isothermal transformation work was carried out by Margolin and ~unshah, who determined transformation curves for 4 and 6 wt pct alloys, while Robinson et al.investigated the formation of the w phase in a quenched and tempered alloy, Margolin and Bunshah showed that while a martensitic transformation could be obtained on quench- ing thin sections of a 4 wt pct alloy, a 6 wt pct alloy precipitated a nonmartensitic phase. The present investigation was undertaken to obtain more information on the transformations in quenched, quenched and tempered, and isothermally transformed lump specimens of alloys containing up to 10 pct Ni. Isothermal transformation curves have been determined for 7 and 10 pct alloys and cooling curves have been obtained for quenched alloys containing up to 7 pct Ni. The mechanical properties of 2, 5, and 10 pct alloys were studied, with the object of relating properties to microstructures. EXPERIMENTAL METHODS Alloys containing up to 10 pct Ni were prepared from sponge titanium and spectrographic standard nickel by levitation-melting and chill-casting in a split copper mold. Literally hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be dues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations: grinding capacity usually is the greater consideration. Grinding Capacity Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. This paper describes the method of mining a steeply pitching anthracite seam on a heavy pitch in the Orchard vein in No. 1 Tunnel of the Lehigh Coal and Navigation Co. The Orchard vein in the Neaquehoning district has a thickness of about 15 ft. on the level of the gangway, which is sufficient thickness for the gangway to be driven full width in coal. Above the gangway, the vein becomes thinner and near the surface is about 8 it. thick. The coal is of good hard quality and carries a fairly good roof. The pitch of the vein is between 65" and 70". Usually the breast-and-pillar method has been employed in the mining of the steeply pitching veins in this section. This method produced good results as far as the mining of the breast was concerned but the recovery of the pillar was difficult as to full extraction and expensive as regards costs. To recover these pillars after the breasts were driven, three methods were commonly employed; they were known as the pillar-breast method, pillar-skipping method, and pillar-chute method. The pillar-breast method consisted in putting a battery in one corner of the pillar (Fig. I), coupling the manways A and B of the two adjacent breasts for two or three lengths ahead of the working face of the pillar being cut, and working the pillar as a breast. This method was used by the more skilled miners of the earlier days but has practically been abandoned. A slight variation of this method is used to some extent. In this case, the pillars are left wider than ordinarily and of sufficient width for the full-width breast to be driven in and a small pillar left on each side of the pillar breast between it and the regular breasts. With the completion of the "pillar breast," the ribs are drilled full of holes, loaded, and fired. In the pillar-skipping method (Fig. 2), the middle breast of three is not driven through and is drawn empty while the outside and inside breasts are kept full. At the corners of the two pillars standing, batteries are put in and a skip of the two pillars started; the coal in the two pillars is blasted over into the empty breast. DURING the last decade many conditions have been encountered that have materially increased the cost of the production of coal. As in most cases it has not been practicable to increase the selling price of such coal sufficiently to insure the necessary margin of profit, the mine management has been forced to avail itself of what might be termed unusual means that costs might be held at as low a figure as possible. The so-called efficiency engineer has been called upon, costly power plants have been built and machinery has been installed to replace manual labor wherever possible. Another aid used recently to secure economies through the more intelligent production of coal, is the chemist. As the coal industry, barring the production of byproduct coke, does not at once give evidence of its need of the services of the chemist, the writer will endeavor to point out a few of the services that this branch of the staff has been able to render. The preparation of coal in the past has been carried on entirely upon an empirical basis, that is, the criterion adopted has been an ocular inspection. Unfortunately, the appearance of a coal and especially of an anthracite, has but little relation to its fuel value, and as long as coal is purchased for the heat that 'can be obtained from it by its combustion, the quantity of such heat that is purchased must be one of the principal desiderata in selecting or preparing a coal. Were coals purchased for use as bric-a-brac or for exhibition in museums it might be both wise and just to purchase them upon their appearance. After 4 or 5 years of investigation the fact has been established that coals of very inferior appearance, and I now have special reference to anthracite, might and often did possess heating and burning properties superior to those possessed by, bright coals which in the past had commanded considerable and uniform premiums in the market. This being the case the question arose as to whether the trade could be convinced of this fact. Because no rock outcrops exist in the Cuyuna district, it is necessary first to make a magnetic survey with a dip needle, or possibly with a sun-dial compass, and determine the area or belt of magnetic variations and the maximum lines of magnetic attraction. A dip-needle survey is quicker to make, is sufficiently accurate, and will suffice. Regardless of how poorly defined the magnetic attractions may be, it is important that they be determined. Even if drilling has developed ore on an adjoining property, the survey should not be omitted. Iron-bearing formation is indicated by the magnetic attractions, but whether or not ore exists must be determined by drilling. The maximum line of magnetic attraction offers the best place to begin drilling. If no magnetic attraction exists, nearby developments are the only guide; and if these also are lacking, drilling is governed by guess. Test-pitting is not employed in exploratory work because the surface is too deep. Tunneling cannot be used because the topography is not suitable. Exploration shafts are a waste of time and expense, because from every standpoint drilling with churn and diamond drills is the most applicable method for exploratory work. Light drilling equipment only is needed. Rarely have heavier drills been required, for seldom do holes exceed 400 ft. in depth, and about 100 ft. of this is in glacial drift which is easy to penetrate. The deepest hole is 1023 ft. Because of the steep inclination of the strata and the narrowness of the orebodies, many angle holes have been drilled, mostly at 60' to 70" from the horizontal and against the dip of the formation. Angle holes are most advisable. If after initial drilling the beds are of shallow dip, vertical holes or holes of any angle can be used. The total cost of drilling a property is much greater if only vertical holes are used because more holes must be drilled to obtain the requisite information than when angle holes are used. Many tests for variation in angularity of a finished hole have seldom shown more than 2'; therefore, such tests may with safety be abandoned. Because the orebodies are generally about 100 ft. wide and cross a 40-acre tract at a slight angle, and as the dips are usually about 70"

RECENT work by the authors1 has demonstrated that the crystals constituting the equiaxed zone in small ingots originate, on quenching, in the chilled liquid. Whether any partial remelting2 takes place of the den-drites nucleated in the chilled region was not examined. However, the claim3 that this normally occurs, leading to crystal multiplication, has been disputed.4 Thus, for an equiaxed zone to form in the central region of an otherwise columnar ingot, it is necessary to transport crystallites from the chill zone to this region. In view of the work of Uhlmann et al.,5 it was considered desirable to examine the transport process further. Experimental Technique and Results. In the earlier experiments by the authors.1 a stainless-steel crucible 17/8 in. diam, 41/2 in. high, ad containing an alloy of A1-4 wt pct Cu, was quenched from 660°C into a bath of Wood's metal maintained at 100°C. Under these conditions a central zone of equiaxed crystals was obtained. However, if a 2250-G unidirectional magnetic field was applied for 2 sec immediately following the instant of quenching, or subsequently, the equiaxed zone did not appear. Careful thermal analysis showed that the short application of the field had virtually no effect on the thermal conditions of the melt. It thus appeared that the crystallites which were ultimately to grow large enough to form the equiaxed zone existed in the liquid immediately ahead of the interface, occlusion being prevented by the convective fluid flow induced by freezing from the walls of the cylinder. When this relative movement was prevented by the Lorenz forces induced by the application of the magnetic field, the crystallites were caught up in the rapidly advancing dendrite solid-liquid interface. To test this assumption, a small ingot of super-purity aluminum was partially melted and poured into a heated stainless-steel mold which was then immediately quenched into molten Wood's alloy. The resulting structure is shown in Fig. 1, and consists of columnar grains with a central fine-grained zone. Thus the unmelted solid present at the beginning of solidification had been transported ahead of the columnar interface. Discussion. There appears to be little or no information available on the interaction of suspended particles with a metallic solid/liquid interface. (written-discussion-? ).--The advantages of the incline-slicing system have' been ably pointed out by Mr. Scott in his paper in the November, 1917, Bulletin, and also by Mr. P. B. Scotland in the Engineering & Mining Journal, Apr. 7, 1917. From the standpoint of efficiency and economy this method is far superior to the top-slice system as generally practised. However, as regards ventilation, and the danger of mine fires, it is just as necessary to use a mechanical ventilating system in mines worked by this method as it is in those worked by the horizontal top-slice system. Mechanical ventilation not only improves working conditions in top-slice stopes but, if properly designed for the particular mine in question, permits an immediate attack to he made in the event of a mine fire with a greater degree of safety to the men. In the course of time, incline top-slicing will probably take the place of the horizontal top-slicing system just as the incline cut-and-fill has superseded the horizontal cut-and-fill stoping method. While incline top-slicing has been tried in several districts on a very limited scale with inconclusive results, the Coronado is the-only large mine at which it has yet been thoroughly tested, and there it proved to be a complete success. As Mr. Scott's figures show, the tonnage has been more than doubled, with a simultaneous reduction in costs. As has been the history with all other innovations in mining, considerable hesitation will probably be shown in introducing this method in other mines. For example, when the incline cut-and-fill system was put forward as a substitute for the horizontal cut-and-fill stoping method many mining men of good repute were doubtful of its success and post-poned its introduction as long as possible, giving as their reason certain geologic conditions which would make the incline cut-and-fill impracticable. At the present time, most of the mining companies in the South-west, who in the past had used the horizontal cut-and-fill system, have already changed over, or are in the process of changing, and have proved that in the majority of cases horizontal cut-and-fill stopes can be successfully operated under the incline cut-and-fill system. BrinSmade, Ixmiquilpan, Hgo., Mexico (written discussion*).—While agreeing with Mr. Gibson that his net-profit tax is the fairest and best for mines, I believe that the tax he describes can be more accurately defined by another name. In accounting, net profits are usually considered to be the residual of the gross income after operating expenses and the annual charge for upkeep of plant have been deducted. Even the necessary interest on bonds or mortgages should not be subtracted in this calculation, for this interest represents merely that fixed portion of the net profits going as a return to that fraction of the total property value owned by the bondholders. Applying this method of calculation to the gross income of a mining property, we should onIy deduct operation expenses and upkeep of plant to get the net profits on its whole property value. So Mr. Gibson in deducting a further sum, to cover the interest and amortization of the capital expended in mine development and equipment, really arrives at something quite differen't from net profits; which can properly only be defined as the annual value of the mineral in the ground, or the royalty value in miners' parlance. From one viewpoint, Mr. Gibson's first principle, which assesses taxes, "proportionate to the benefits received by the person or property taxed," is identical with his third principle wbich assesses "with reference to the extent and value of the natural resources enjoyed." With one exception, everything of use around a mine represents a cash expenditure, or its equivalent in human labor, and state action has not added an iota to its value. The one exception is what makes the enterprise possible and it includes the mineral deposits and their associated surface; water and other landed rights. These natural resources are origin2!1y the gift of tile people acting through their agent, the state, and it is evident that a tax laid on whatever profits may arise from their enjoyment will be exactly "proportionate to the benefits received by the person or property taxed." Mr. Gibson is mistaken in his belief that the general property tax of the United States has the same incidence as his system of taxing profits, because the general property tax falls not only on land1 value—as does

THE industrial relations between the Tennessee Copper Co. and its employees have developed a number of interesting things and have been most, profitable to the employees and to the company. It is noteworthy that considerable has been done without a formal organization of any kind built up through the efforts of the company. From time to time there have been discussions regarding the advisability of a formal organization and the decision has always been in favor of the present method. In the year 1919, the company was dealing with its employees through union committees and, after an understanding was reached, satisfactory results began to be obtained, but as time went on the committees did not function and it came to a question of how to reach the men. For the past two years, about once a month, but at no stated time, there has been a meeting with a committee of employees consisting of 40 or 50 men out of 700. This committee is secured by notify-ing the locals. In addition, the Service Department notifies a number of men not represented in the union, so as to have a large representative committee. The meetings are on company time and the men are rotated, so that in time every employee attends , at least one meeting. All department heads and a number of foremen also are present. The operating plans and policy of the company are set out at the meetings and the market outlook for products is discussed. Explana-tions are also given of anything that has come up since the last meeting which affects the employees, and an effort is made to inform them of what will probably happen in the next month or two. Once a week there is a meeting of department heads with the manager, for discussion of all operations as a whole and such depart-mental details as seem advisable. When the depression started, it was necessary to curtail operations and the reasons were carefully explained; before the men were laid off, the employees as a whole were advised of the coming layoffs through these meetings. They were also advised generally who would be retained and given an opportunity to express their agreement or their. disapproval. In fact, an effort was and is being made to keep the employees advised in advance of matters affecting them and to give them full opportunity to express themselves.

THE opening session was held on Tuesday evening, October 23d. Mr. J. F. Lewis, on behalf of the local committee of arrangements, made a short address of greeting to the members assembled, and then introduced Gov. A. H. Holley, of Lakeville, Conn. Gov. Holley addressed the Institute as follows : Gentlemen, we give you cordial welcome to a mining, manufacturing, and agricultural country, of which we are not a little proud. We welcome you as an association, and as individuals. We invite you to an inspection of our resources, and to our methods of improving them. We appreciate the results of your efforts in past years, and we anticipate good from your advice and counsel in the future. You are in the vicinity of some of the oldest mining and manufacturing operations in iron in our country. It will be our pleasure to conduct you to a mine which was worked for more than a half century before our country achieved national independence, and to point out to you the spot where the products of this mine were wrought into cannon and shot during the progress of our Revolution. We can show you also a far larger area of mining country than was supposed to exist in this vicinity at that early day. There are, within a radius of thirty miles from this spot, ten mines at least that have been extensively worked, and there are as many more that have been occasionally worked, with a fair degree of success. All the mines that are wrought to any extent produce excellent qualities of iron, while many of them in various combinations produce as good material for the manufacture of steel, car wheels, axles, and many other purposes, as can be found in any country. The old Salisbury iron retains its reputation for tensile strength unsurpassed, when made entirely from the ore of the old mine. The progress that has been made in the development of these mines since the days of the pickaxe, when the product was transported in pounds upon horseback, to those of the steam-engine, which now moves hundreds of tons per day, presents, indeed, a
