IT SHOULD be clearly understood that my remarks on economic conditions in Russia are entirely personal, and not official as an officer of the Ameri-can Relief Administration. The American Relief Administration is concerned exclusively in relief operations. The American Relief Administration has played a large part in the conditions as they exist in Russia today and it does not seem to be out of order to give you the high lights of the work accomplished. SIXTY MILLION DOLLARS FOR RUSSIAN RELIEF The Riga Agreement, by which we were enabled to carry on our operations, was signed in Riga on Aug. 20 of last year. On Sept. 8, we opened our first relief station in Petrograd. On Sept. 18, our first food was handed out in Samara on the Volga River, in the center of the so-called famine district. Altogether over 775,000 tons of food have been sent from the Atlantic Coast into Russia and we have moved this entire quantity of food over a dilapidated and wornout system of railways; and we estimate that our loss will be less than one-half of one per cent. in shortages and thefts. We have had available for this Russian work approximately $60,000,000. The bulk of this money was derived from a Congressional grant of $20,000,000 for food stuffs, a further Congressional grant of Army medical surplus supplies of $4,000,000, a grant by the Soviet Government of $11,400,000. This Soviet grant is a rather interesting phase of our operations. In all of Mr. Hoover's relief work abroad he has demanded of the country receiving relief that the people them-selves do something concrete for their own good before he would undertake to collect large sums of money in America. Secondly, before he was willing to go before Congress and ask for funds from our government he desired that the Soviet Government show their good will.

Difficulties encountered in justifying replacements for overage mobile mine equipment at the Gay mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians or computer men. The Gay mine is located 17 mi east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Co. and the FMC Corp. with 1.5-2.0 million tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24-cu yd scrapers; twenty-one 30-50-ton end-dump trucks; four 3%-4%- cu yd shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units.

Experiments at the Somerset mine, Colo., under an agreement between US. Steel Corp. and the US. Bureau of Mines are described. A test was made of the tube bundle method of mine air sampling which was developed for European longwall mines; some 300,000 running feet of tubing provided continuous monitoring at 38 locations. Carbon monoxide concentrations were obtained with standard deviations of less than 1 ppm and oxygen concentrations with standard deviations of less than 0.2%. A base level of CO index (ppm CO evolved per percent 0, removed) was determined to be zero to 20 through most of the passageways of the mine. However, in one working section where the coal was initially hot (about 180°F within a pillar) the CO index was demonstrably higher, 120 trending upward to about 60 when smoke appeared and the section was sealed. The data are discussed in terms of laboratory experiments on CO evolution from coals.

Ever since the introduction of the Siemens regenerative furnace, it has been recognized that a certain amount of gas is lost each time the furnace-action is reversed. This loss comes, first, from the gas which passes through the free connection between the stack and the gas-main, which exists during the time the reversing-valve is turning over; and, secondly, from the gas which is in the chamber and flues, from the hearth to the reversing-valve, and which flows back into the stack when the valve is reversed. The amount lost each time is, of course, small; but, since a furnace is reversed from four to six times every hour for, say, 300 days in the year, the aggregate is large enough to be well worth attention. The estimate has been published1 that, in Germany aloue, the loss from the first of the above causes amounts to 500,000 barks per year. The loss from the second cause is, of course, much greater.

Conventional methods of calculating the duty cycle of a mine hoist are awkward in that a number of items must be remembered or that they must be collected together in order to have all the calculated data in one place. A more convenient way is to tabulate all factors involved, permitting a ready evaluation of the problem. An example illustrates the convenience of such a table for either of two types of drums, cylindrical and conical. Assume the following conditions: The hoisting depth is 600 ft. Balanced hoisting is used. The weights of empty skip and ore are 6000 lbs and 12,000 lbs, respectively. Production is 3600 tons per shift. Net hoisting time per shift is six hours with a rest period of eight sec, top and bottom, per trip. Acceleration and retardation are each six sec. The diameter of the drum is seven ft; its face is four ft. The sheave has the same diameter. The equivalent effective weight of the drum reduced to rope center is 15,400 lbs. The weight of each sheave is 2100 lbs. 1 The rope is 1 1/4-in. improved plow steel weighing 2.50 lb per ft.

All shall be equally entitled to the privileges of membership, excepting that no member of any class whom residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall be entitled to vote. Members: A person to be eligible for election or transfer into the claw of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. THE importance of ladle and teeming practice and its relationship to the yield and quality of the product has focused considerable attention on this phase of open-hearth operation. Inherently bad steel cannot be perfected by manipulation during teeming, but through the proper handling of "off heats" serious losses, which in many cases arise, can be greatly minimized. Conversely, good steel can be ruined as a result of poor workmanship in the pit, and rendered unsuitable for application to orders where exacting surface and physical requirements are essential. Sufficient evidence has been secured to warrant careful investigation of pit operations when an abnormal number of basic defects develop in the semifinished product or are found on the inspection table. This paper is written from the standpoint of the problems involved in making satisfactory ingots for sheet rolling. Furthermore, since rimming steel is almost universally used for manufacture of sheet, the data presented herein refer particularly to that type of steel. Going back some 30 years in open-hearth history, the word "pit" properly described the hole into which the ladle was lowered to receive the metal tapped from the furnace. The working space was necessarily limited, and the disposal of slag and metal overflowing the ladle or lost because of breakouts presented a serious problem. The equipment, of course, was rather crude in the light of present-day development. Often no ladle stands were provided, the ladle being hung on the crane beneath the runner. When delayed taps occurred, the ladle was often held in position for many hours, thus tying tip pit operations and causing delays to adjacent furnaces. Because of crowded conditions, slag thimbles were not used and a network of cast-steel triangles and old tapping bars, placed before the heat was tapped, was the means for removing slag from the hole. AT its meeting in the fall of 1937, the Executive Committee of the Coal Division considered the growing scarcity of young engineers entering coal mining with serious intentions. This scarcity was the cause of con-siderable alarm and a committee consisting of C. T. Hayden, E. A. Holbrook, C. E. Lawall and L. E. Young, with the writer as chairman, was appointed to gather factual data on the current trend. A questionnaire1 was designed and mailed to the heads of the 60 mineral technology schools listed by Prof. W. B. Plank in his article in September 1937.2 Replies were received from 46 institutions, not all from heads of coal-mining courses but all from men that at one time or another have had experience with some kind of coal-mining curricula and know current student impressions. Our committee is indebted to all of these gentlemen for their cooperation. Our committee hoped by this means to quickly reach the root of the trouble and make a set of comprehensive recommendations to the Coal Division for relieving the industry immediately from the growing dearth of youth who yearn for coal-mining careers, but the condition is more serious than at first diagnosed. We must now refer the question back to the Coal Division, with the recommendation that the Division get the industry's permission for still another major operation on its frame of mind. In addition to 10-year statistics on the first pay received by graduates in coal mining and other technical work, we requested enrollment data for 20 years from all schools with either mining engineering or mineral technology curricula. Nine leading questions were also plied, as shown in the Appendix. Every one of the answers was significant and inter-esting. Fortunately, we encountered positive frankness that was extremely helpful.

Knowledge of the state of stress at the bottom of a drillhole is of practical importance in rock drilling, since the induced stresses must exceed the strength of the rock in order to cause fracture. This note reports on a numerical method to determine the stress distribution at the bottom of a borehole induced by a static bit load and overburden and fluid pressures. The procedure adopted is similar to that for the plane-strain, discrete model employed by Harper and Ang.1,2 The rock medium is considered to be homogeneous, isotropic, and elastic-perfectly-plastic. Those interested in training engineers for the mineral industry should consider how their men may fit into the general industrial recovery that now seems well started. One hears occasionally that too many engineers have been produced, especially mining engineers, and that the opportunities for their employment are decreasing. Just what is the situation? Enrollment in American engineering schools has fallen off sharply during the past few years. In 1930-31, the year of peak enrollment in all engineering schools, there were 78,685 engineering students in the United States, but in 1932-33 only 67,584, a decrease of 14 per cent. President Walters, of the University of Cincinnati, in his survey of 74 engineering schools, published in School and Society of Dec. 16, 1933, estimates that the engineering enrollment for 1933-34 is 10 per cent under that of 1932-33, or about 60,000. The situation in the mineral .ethnology schools somewhat parallels this general trend, although not to the same degree. Last year there were 4443 students in mineral technology schools, compared with 4687 in 1930-31, a decrease of 5 per cent. This year, with 3995 students, the enrollment shows a decrease of 10 per cent from last year, or a decrease of 15 per cent from 1930-31. Enrollment has no doubt been influenced by the condition of the mincral industry, just as the enrollment of other engineers has been affected by general industrial conditions. But the mineral industry, which is the first to recover, has not been so seriously affected as have some of the manufacturing industries during the past four years. This is especially true of coal and gold mining, which have been increasing rapidly in their production during the past year and have given employment to more men. Ten years ago, approximately 1,000,000 men were employed in the coal and metal mines and quarries, compared with probably half that number now. The number of mining engineering graduates in 1934 will be 234 and in metallurgy 252. In other words, fewer than 500 graduates are entering these industries the present year. With conditions improving in the mineral industry, coupled with a falling enrollment in our mining schools, there certainly exists an opportunity for young men now beginning their training for this industry.

Would you briefly describe how you chose the minerals industry and reflect upon some of your earliest experiences? I wish that I could say that I had a well-formulated career plan early in life and that mining engineering was always foremost in it, but I cannot, In fact, I was quite indecisive before I finally chose my life's vocation. But in another respect, I am glad my career unfolded in the manner it did because it gave me a better insight into advising others on career opportunities. Probably the greatest problem confronting our youth, and the one I find preys upon their minds the most, is their inability to select a career path early in life. This indecision frequently has a deep psychological effect upon them and they become down on themselves. Therefore, it fortifies them somewhat to learn that others who have become successful in their careers had difficulties choosing a career path early in life. However, while assuring young people that an early choice is not absolutely essential for success, I caution them to work toward as early a decision as possible.

Most of US, in this hurrying age, take little pains to preserve such records of our doings as will make the work of' our biographers easy. Now and then there is an exception, and Dr. Trippel was one. Methodical in all his habits, he kept diaries and journals comprising his own personal experiences, the details and results of his numerous scientific investigations, and his impressions concerning men and events; and also copies of all his technical essays, published by various societies or periodicals. It is a striking instance of " the irony of fate," that these carefully-preserved materials, which would now have a real historical, as well as biographical value, were totally destroyed by an accidental fire a few years ago. In addition to my own recollections of an acquaintance covering more than thirty years, I am indebted, for the fads upon which this sketch is based, chiefly to Mr. Engene J. Trippel, a son of the deceased, and now Register of the United States Land Office at Tucson, Arizona. Mr. Trippel, however, frankly confesses that his own knowledge of his father's work is, in the absence of written records, imperfect.

The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release and the pressure- time history of the gases produced. Important rock properties are density and porosity, strength, and energy absorption including the effective moduli of elasticity. Rock structure also has a marked effect on its properties: for example, joints, bedding, and fracture alteration. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure.

The Paranam plant in Surinam (formerly Dutch Guiana) was built during 1939-40 to supply crushed and dried bauxite for the growing U.S. aluminum industry, supplementing production from the Suriname Aluminum Co.'s Moengo works, which began operation in 1922. A subsidiary of Aluminum Company of America, Suralco's total annual production from these two plants averages 2.55 million dry metric tons of various grades of bauxite. Starting in 1941 with bauxite from mines on the west side of the Suriname River, annual production at the Paranam plant has varied from a low of approximately 450,000 tons to more than 1 million tons in 1949. High production rates during World War II and the late 1940's rapidly depleted these reserves, and in 1950 plans were made to mine the known deposits on the east bank of the river, about five miles downstream from the original Paranam plant.

On June 20, 1974, delegations representing the governments of 150 nations convened in Caracas, Venezuela. The occasion: the Third United Nations Conference on the Law of the Sea. (As this article goes to press, the conference is still in session-Ed). Of all the many issues to come before the conference, none is of greater long-term consequence than the issue of jurisdiction over the seabed-the "land" at the bottom of the world's oceans. On the agenda, with widespread support from a majority of UN members, is a proposal to declare seabed resources "the common heritage of mankind," under the sole jurisdiction of the United Nations. Any would-be miner of seabed minerals would have to apply to a UN seabed authority for a permit, and would be forced to pay the bulk of his profits to a UN fund to aid the underdeveloped countries.

For a nurnber of years, it has been known that manganese made by electro-deposition under certain conditions is ductile while under other conditions it is very brittle. The ductile metal is gamma manganese normally stable only between 1100 and 1138°C1; the brittle metal is alpha manganese, stable up to 727OC. The ductile metal is not stable, but gradually changes to the brittle form; the time required to complete the transfornlation is about 20 days at room temperature. Other observations have indicated that the transformation is completed in 10 to 15 min. at about 125°C, while at — 10°C, no appreciable change occurs in 9 months. The properties of gainma and alpha Illanganese in the pure state are ordinarilj difficult to determine because the gamma structure cannot be retained by normal quenching procedures and alpha manganese is so brittle, it is difficult to obtain specimens free from flaws. In a recent investigation2 some properties of gamma and alpha manganese were determined by studying the ductile electrolytic metal and determining the changes in its properties as it transformed to the brittle alpha form. These investigations provided an excellent opportunity for following the progress of the transition and studying its mechanism. The results of a series of such investigations are reported in this paper. Procedure Various properties of manganese were determined starting with the metal in the original ductile gamma form and following the subsequent changes in its properties as the metal transformed to the brittle alpha form. These observations were made at various temperatures, the data providing information regartling the mechanism of the transformation as well as the effect of temperature 011 the transition rate. Structure and resistivity values gave the most significant results, so this paper is concerned primarily with them. The structure was studied microscopically as well as by X ray diffraction. The resistivity was determined on strips of the metal by measuring the potential drop across a given length of the specimen. Current was passed through the specimen by wires soldered to its ends, and the potential connections were made by wires looped around the specimen near its center. The current was determined by the potential drop across a standard resistor connected in series with the specimen, the potential drop being measured on a potentiometer. In the temperature range from room temperature to 100°C an ordinary drying oven was used to heat the specimen. This was entirely satisfactory except at 100°C, where the time required to heat the specimen was long compared to the transition time, making the initial section of the resistivity curve unsatisfactory. To overcome this limitation, at 100°C and higher a thermostatically controlled oil bath was used to heat the specimens. The block on which the specimen was mountetl was plunged into the hot oil at the start of each test. The heating time was thereby reduced from 5 min. to about 6 sec, and dependable resistivity values could be obtained through 160°C. At this point the whole transition, including the warm-up time for the specimen, required only about 20 sec and it was not considered worth while trying to extend the temperature range further. Aside from the heating problem, the problem of making a sufficient number of accurate resistivity determinations became more and more difficult as the temperature was raised. Using the manually operated potentiometer, 100°C was about as far as it was possible to go. At this temperature and above, a self-balancing photoelectric recording potentiometer was used. Its response was quite rapid, and it proved to be entirely satisfactory all the way through 160°C, where the tests were stopped because of the specimen heating problem rather than any limitation of the potentiometer recorder. The metal used in these tests was prepared at the Salt Lake City laboratory of the Bureau of Mines. The method of preparation is discussed in a paper by Schlain and Prater.3 The sheets were about 2 3/8 by 5 3/16 in. and varied from 10 to 16 mils in thickness. They could be cut readily into pieces suitable for the various tests. X ray and microstructure determinations were made on pieces about 1/8 to 1/4 in. wide and about 1 in. long, while resistivity measurements were made on strips as long as possible and about 55 in. wide. The thickness of each sheet was not uniform over all its surface. This had no bearing on the X ray and microstructure determinations, but sections as nearly uniform and free from flaws as possible were chosen for the resistivity determinations. The gamma manganese was electro-deposited at 30°C, the time of deposition ranging from 5 to 12 hr for each sheet. Whenever possible, the tests were started directly after the metal was stripped from the cathode; otherwise the sheet was placed immediately

The oil industry can prosper only if crude production is not excessive. This is true for several reasons. In the first place, the marketing branch of the business is so highly competitive that there is little room for profits in it. There are too many service stations, too many middle men or jobbers, too many refiners eager to press their products upon the market. And the battle is between the strong. If any money is being made in oil today it is by small marketers who buy products from the refining companies and sell on guaranteed margins. In the second place, refineries are overbuilt. There is a large surplus refining capacity. If refined stocks were drawn down they could and would be replenished in short time on short notice. This excessive refining capacity is not serious, however, if the supply of crude is limited to trade requirements. True, it may reflect upon the intelligence of the industry, but if there were a shortage of crude for a few years refining capacities would be readjusted. In the meantime no great harm could result from some idle capacity. It requires no computation to see that refiners could not produce surplus stocks of products from a short supply of crude. I have in mind, of course, the increased yields from cracking. Allowance must be made for that. Still, the picture is the same; less crude is required. I think we can have prosperity in the oil business if too much crude is not produced. A proper limit at this point would be felt all the way down the line. It would slow the refiner and slow the marketer inevitably. Once this constant pressure to make more and sell more is off, operations will be normal and there will be some return on investments. Peices in Relation to Production Potential production at this time is very large, and this condition has existed for many months. As a result the price of crude is low. It is below the average cost of production. Nevertheless, if restraints were withdrawn actual production would immediately increase and the situation would become even worse than it is now.
