The Achotla mill of the Cia. Minera de Penoles is of special interest in that it is one of the few still employing the chloridization process. The ore milled comes from the Suriana mine and consists of both oxide and sulphide, from neither of which can the gold or silver be extracted by a simple cyanide treatment. The mill was built in 1927, after several years of study in the development of the process1, and operated from December of that year until October 1930. Operations were resumed in February 1935, and have been continuous since, treating approximately 5000 tons per month, while the mine is getting up to full tonnage of 6500 tons per month. Transportation of Supplies The property is in Guerrero, Mexico, some 175 km. by airline southwest of Mexico City. The mill site is at Temisco (Fig. I), 8 km. from the Balsas River and 4.8 km. by aerial tram from the mine. At Temisco are the general office, shops, warehouses and laboratory serving both mine and mill. Here sufficient water is available either from a small creek running through the property or from the Balsas River, also convenient and ample storage space for the tailings. With the exception of the mine timber and a few native building materials which may be obtained locally, all supplies for both mine and mill are brought down the Balsas River from Balsas, the terminal of a Mexican National Railway line out of Mexico City. The method of transportation on the river is interesting. Rapids with very fast water are numerous, prohibiting the use of mechanically propelled boats. Those used resemble large, flat-bottomed rowboats some 22 ft. long by 8 ft. wide (Fig. 2). They are manned by two oarsmen sitting in the bow, each handling one large oar, and usually another man in the stern who, with his oar, assists in steering the boat, especially when the rapids are run. Meeting of Feb. 16, 1915.-The Committee on Membership was appointed with the following personnel: John H. Janeway, Chairman; Karl Filers, Lewis W. Francis, Louis D. Huntoon, and Thomas H. Leggett. President Saunders announced the appointment of the Committee on Increase of Membership, as shown on p. xxviii of this Bulletin. The reproduction by the anastatic process of 100 copies of Volume IX of the Institute Transactions was authorized. The sum of $50 and the exchange of the Bulletin. was awarded to the commission publishing the Annual Table of Constants. The sum of $49.07 was contributed to the expense of the John Fritz Medal Board of Award for the year 1914, and the Institute agreed in the future to share the annual expense for the John Fritz Medal Board of Award not to exceed one-quarter of $500 in the year. Upon the recommendation of the Committee on Membership, 36 Members, 1 Associate, and 13 Juniors were elected. The resignations of 26 members were accepted. L. D. Ricketts was elected a Vice-President of the Institute to serve the unexpired term of W. L. Saunders. George D. Barron was elected a Director to serve the unexpired term of L. D. Ricketts.

TWENTY million people in this country and Canada in nearly four million homes can give thanks to our Creator for natural gas, that most wonderful natural fuel with which Dame Nature has so bountifully blessed us. It is a clean, healthy and cheerful fuel, made up almost entirely of carbon and hydrogen. There is no residue, no waste and there are no objectionable constituents; an ideal fuel for the home. It operates like magic, open the valve and it is there for your needs, winter or summer, night or day. You are not required to place your order 30 to 90 days in advance and you do not need to pay for your winter's supply in advance. No ashes to worry about, no flues or chimneys to clean, nor kindling wood to store or bother the housekeeper. We who have been so blessed do not realize what it would mean to be without it. If in place of opening a valve we had to go to the woodshed or coalhouse and then build our fire-carry out the ashes-well, some of us I am afraid would be late reaching our offices and perhaps would miss our hot cakes for breakfast. One cubic foot of gas produced from the White Sand formation contains 1130 B.t.u. and weighs 47/1000 lb.; there are about 24,000 B.t.u. in 1 lb. of gas. Temperatures of over 3400 deg. Fahr. have been obtained with natural gas. Not only is it a superior fuel for the home but it has no equal for use in many large manufacturing industries, especially with the making of glass, pottery and open-hearth steel. In an open-hearth furnace, properly constructed, 5000 cu. ft. will melt one ton of steel. It requires 1/3 ton of bituminous coal gasified in a producer to do the same work, or about 40 gal. of tar or fuel oil, or 11,000 cu. ft. of by-product gas.

SPEED is essentiaI in this war program and it is hard to keep up with developments. When the title of this paper was chosen, the contemplated magnesium production for which plants were then under construction was some 200,000 tons of metal per year or sixty times the 3350-ton production in prewar 1939. A few- days later an analysis of the President's 185,000-plane pro-gram, incendiary bomb schedules, and the additional requirements of the Army. Navy and Maritime Commission made it apparent that a much greater amount of magnesium must be provided in 1943. The new figures are huge but the censor will not per-mit their disclosure.

Mexican petroleum production for 1928 was approximately 50,000,-000 bbl., the lowest in 12 years, showing a decrease from 1927 of over 14,000,000 bbl. The steady downward trend for the past 7 years has allowed Russia to outrank Mexico by a wide margin for third position and if the expected decline continues during 1929 it should place Persia ahead of Mexico as fourth in rank. The year 1928 was characterized by a continuation of the reentrench-ment previously begun by the oil industry in Mexico in an attempt to adjust itself to the adverse conditions caused by the steady depletion of the fields, the rapidly increasing competition from Venezuela and the United States and the as yet unsettled petroleum legislation and taxation situation. With the exception of the Isthmus of Tehuantepee, drilling in proved fields was considerably curtailed and although the number of wildcats completed exceeded those of the previous year, no extensive drilling programs were undertaken. Practically without exception, the major companies reduced personnel and operations to a point where they could meet existing conditions and mark time while awaiting a more stable basis for the future testing of unexploited regions. Many terminal and transportation facilities were abandoned during the year. Development Only 371 wells were completed during 1928, as against 583 in the previous year and 808 during 1926, and although the percentage of producers in 1928 was 34 per cent., compared to 26 per cent. in 1927, the initial production of -wells was considerably lower than during the previous year, a great number of the wells showing salt water and becoming "strippers" from the time they started to flow. Development is summarized in Table 1. Drilling in the Northern fields did not prove any new pools of importance, the most successful wells being located in the old producing areas of Cacalilao, Panuco and Topila. (Fig. 1 Very few of the producers made more than 1000 bbl. daily, and a great many less than 300 bbl. a day.

IN this survey of the progressive development (of education for the mineral industries throughout the United States, the review of .the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. Philadelphia Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1852, when the Pennsylvania, Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1856-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

The effectiveness of some of the proposed mechanisms, especially those that depend on Suzuki segregation1" or on short-range order,2-6 SRO? should be strongly dependent on heat treatment. Since internal friction investigations in this system indicate that there is stress-induced order,' we must also consider the possibility of local atomic rearrangement or short-range ordering in the stress field of a dislocation. There is not complete agreement whether these mechanisms should be most effective in raising the flow stress, in causing yield drops. or some combination of these two effects. This work was undertaken to determine the effects in the Ag-Au system of mechanisms that depend on segregation or order by using known but drastically different cooling rates following a high-temperature treatment. By comparing the critical resolved shear stress, CRSS, for slip measured after a very slow cool and again after a fast cool (quench) of the same crystal, it is possible to determine the effect of cooling rate on CRSS* and on yield drops. The single-crystal CRSS was determined at several compositions because there has been no data published across the phase field since the publication of room-temperature flow stress by Sachs and Weerts.' EXPERIMENTAL PROCEDURE Starting with materials of 99.999 pct purity, single-crystal specimens of random orientation 1.25 mm square by 4 cm long were prepared with 0, 10, 14, 25, 30. 50, 70. 75. 80, 90. and 100 at. pct Au. Crystals were grown in an inert atmosphere using a modified Bridgman technique with a growth rate of 1.5 cm per hr in a gradient of 3°C per cm. To obtain a maximum practical degree of SRO, the crystals were cooled at a rate of 275'C per hr to about 310°C and then cooled at 6°C per hr to approximately 200°C. Specimens were tested in tension immersed in an alcohol bath at -72°C (201°K) at a strain rate > = 0.003 mm"1 to determine the CRSS (7). The activation volume of several crystals was determined from the flow stress increment (72 - T1) for a tenfold increase in strain rate. The total shear strain varied from 0.05 to 2.3 pct but was generally less than 0.4 pct. After testing, each crystal was then held at 500°C for 10 min, quenched into brine at -35°C and. after storage at -71°C for 1 day, retested in tension using a procedure identical to that of the first test. The quenching apparatus, see Fig. 1, was designed to enable accurate temperature control and rapid quenching while preventing specimen contamination and accidental deformation. Test data from a specimen with a fine thermocouple spot-welded to it indicated a cooling rate of 104C per sec. THE ninth International Petroleum Exposition held at Tulsa, May 16-23, broke all size, sales, and attendance records of previous shows. More than $12,500,000 worth of equipment was on the grounds. There were 546 companies exhibiting and every available inch of the fifteen acres allotted to exhibit was taken. Drake Drive, the main street of the exposition, was literally "supply row" with National Supply, Frick-Reid, Continental Supply, Oil Well, Bridgeport, International Derrick and Equipment, and Parkersburg Rig and Reel companies occupying the entire space. The exhibitors were a cross section of American industry, with such firms, besides the strictly oil equipment firms, as the United States Steel Corp. and others allied to the oil industry, exhibiting. Between $10,000,000 and $15,000,000 of equipment is estimated to have been sold on the grounds during the exposition. Valuable contacts were made by the exhibitors with key oil men. Attendance passed the 175,000 mark for paid admissions in contrast with 154,000 for the eighth exposition in 1934. Visitors registered from Venezuela, Soviet Russia, India, Germany, Spain, Mexico, England, Canada, France, Colombia, Greece, West Indies, and Rumania. Hotels were overflowed and a housing bureau found rooms in private homes for thousands. Oil companies set up a schedule of shifts in order that as many of their field men might attend as possible. It is said that the companies want a two-weeks' show in 1938 so that more time will be avail-

The American Museum of Safety has installed a large collection of exhibits at 18 West 24th St., New York City, and extends a cordial invitation to the members of the Institute to visit this exhibition. The Museum is open daily from 9 am. until 5 p.m., and special arrangements will be made for the admission of a large party in the evening. The exhibition covers all phases of industrial and general safety, and also the important questions of sanitation and hygiene.

Wildcat drilling in the Rocky Mountain region did not suffer as large a decline in 1942 as was anticipated. The drilling program laid out by the Government at the beginning of the year stressed wild-catting operations and called for reduction of drilling in proved fields. The increased wildcatting campaign did not yield a great many new discoveries, nor important extensions to old fields. Several interesting wildcat wells were drilled in Colorado in 1942 but no new fields were discovered. The Wilson Creek field was extended and about 400 acres added to its reserves. In Montana two new oil fields and two small gas fields were discovered. The developments in the marketing situation had improved, however, making the prospects especially bright for 1943, as will be shown presently in the section on Montana in this report. In New Mexico eight wells were completed, which constituted discoveries ol either oil or gas but none of these was of major proportions. In Wyoming one new oil field and one new gas field were discovered, and one old oil field and one old gas field were extended. Most important was the disco-very of prolific oil producers in deeper sands in three old oil fields, of which one at least, Elk Basin, probably is of major proportions. Government Action On Dec. 26, 1942, President Roosevelt signed the O'Mahoney bill, calling for a flat 12.5 per cent royalty on lands in the public domain. It is expected that the enactment of this bill will encourage wildcatting in the public land states. Opportunity for a full discussion of the problems of reserves and production was afforded at the hearings conducted on the O'Mahoney bill by the minerals subcommittee of the Senate Committee on Public Lands and the statements submitted at these hearings last fall placed the situation, its causes and the logical remedy, clearly on record. It was established at the hearings that for several years the volume of oil discovered per wildcat well drilled has steadily declined; new fields discovered have not been of major proportions; drilling costs have advanced rapidly; a sharp decline in exploratory drilling took place in 1942, while the proportion of dry holes increased; the inescapable conclusion is that to find new reserves the search for oil must be intensified and much more wildcat drilling ' must be done. To ensure an adequate drilling campaign, the Petroleum Industry War Council, the Interstate Compact Commission and other representative oil organizations have voiced by resolution their opinion that an upward revision of crude prices is necessary to provide an incentive to the prospector to undertake the hazards of wildcat drilling, since statistics prove that only ope in five or six wells drilled results in actual production. Former Price Administrator Henderson rejected the recommendations for price increases and declared himself unalterably opposed to a general price advance, On the ground that such advances would contribute to inflation. AT this time of the year, engineering schools are releasing a group of young men who probably are, on the average, in much the same attitude of mind as a person arriving at the terminal station of a railway journey; namely, of having a general idea of his objective, but having to make a decision as to just where he is going and how best to get there. The man leaving the train can at first follow the crowd, but it soon breaks up, as one goes one way and one another, until he has to choose his own course. The recent graduate may do the equivalent of following the crowd by accepting the first position offered, but this only postpones a decision as to where he is going and how best to get there. So many young engineers ask for advice as to what to do that the following statement has been prepared as an attempt to make a general answer to such queries. The engineer taking his first job should realize two fundamental relations. The first is that in electing to be an engineer he has elected to be a hired man. A consulting engineer has more freedom than a man on a regular pay roll, but he is also a hired man; hired for briefer periods at a relatively high rate, but under the necessity of simultaneously doing his consulting work and developing new retainers. There is nothing derogatory in being a hired man (all doctors, lawyers and clergymen are hired men), but the tardy realization that he is one seems to give many an engineer a mental jolt that can be avoided if he accepts it from the beginning.

OCTOBER will be western month for the Institute. With meetings at Spokane, Tulsa, Los Angeles, and San Francisco, and with a large number of American Institute of Mining Engineers members and their families in the party sailing out through the Golden Gate to Japan on the afternoon of the tenth, the major activities of the Institute will, for this month at least, be west of the Mississippi. Despite cancellations due to necessity, most of the officers of the Institute will be present and taking part in some one or more of the Western meetings. Prof. Robert S. Richards, our senior past-president, will attend both the Spokane and San Francisco meetings and then go to Japan. President Bradley will preside at the San Francisco meeting and then head the party going to Tokyo. At Tulsa and Los Angeles, the principal officers of the Petroleum Division will be present and active and at all the meetings, directors, ex-directors and -present and past officers will be on the job and keeping things moving.

METHODS in colorimetry are based on the assumption that the intensity of the color of a definite volume of solution is directly proportional to the quantity of the color-producing substance' present. In the preparation and examination of colored solutions there are three ways in which the depth of color may be varied. These variables are; (1) the quantity of the coloring matter, (2) the quantity of the solvent, or the dilution, and (3) the thickness or depth of that portion of the solution examined. With these three variables as a basis, three general methods in colorimetry have been devised, all of which have been used in the determination of carbon in steel. In the first method, the quantity of the solution is kept the same for both the unknown steel and the standard, and the sections compared are of equal thickness, while the quantity of the standard is varied until the color obtained is of the same intensity as that produced by a definite quantity of the unknown steel. In laboratories where this method is used there is pre¬pared and kept for permanent use a series of solutions with varying amounts of the standard, representing the percentages of carbon from the lowest to the highest demanded in that laboratory. These standard solutions are kept in bottles, or test-tubes of equal diameter, and are arranged in series from the faintest to the most intense color, so that it is a simple matter to find the place of the unknown steel in the series, when the solution is of a definite volume and is contained in a tube of the same diameter as the standard tubes. (written discussion).-This paper is particularly valuable in that it gives the results of operations -carried out under conditions differing from standard practice. In the electrolytic refining of copper, as in other kinds of metal refining, it is occasionally necessary to treat extraordinary foul or complex material, in which cases 'it is valuable to know what other metallurgists have accomplished under similar conditions. As tapping the slimes-covered anodes brought the tank-voltage down to 0.45 to 0.50 volt, the counter electromotive force was, probably not more than 0.1 or 0.2 volt; hence the so-called polarization was, mainly,
