THERE is probably no phase of basic open-hearth steelmaking that is more of an art and less of a science than mold and pouring practice. It varies widely from plant to plant; consequently it is obviously impossible to set down in detail in this chapter the many ramifications of practice that are now used. The discussion that follows therefore attempts only to give an outline of the more common methods, with examples sufficient to indicate some of the variations in procedure, and to emphasize a few of the many underlying problems that face the open-hearth operator at the pouring platform. MOLD DESIGN Ingot molds are hollow castings of considerable wall thickness. Despite this, non-uniformity in wall thickness should be strictly avoided to prevent the setting up of unnecessary stresses. Molds are cast in various forms, sizes, and shapes depending on the type of steel, and on whether the ingot is to be withdrawn from the mold or the mold from the ingot. The selection of ingot-mold material, which is usually cupola or blast-furnace iron containing approximately 3.5 per cent carbon, 1 per cent silicon, 0.9 per cent manganese, 0.2 per cent phosphorus, and 0.07 per cent sulphur, is governed by numerous considerations that affect mold life. (1) Factors in addition to wall thickness that should be given primary consideration at the foundry are casting skin, shrinkage stresses, and casting temperature. Factors in Mold Design. In use, mold thickness is of greatest importance, for it must be heavy enough to freeze the molten metal rising in the mold and to reduce the temperature of the steel below that of the melting point of cast iron to prevent the inner surface of the mold from melting, which would result in the welding of the ingot to the mold. The skin of an ingot, which solidities immediately upon contact with the relatively cold walls of the mold, must soon become thick enough to contract on the fluid mass and pull away slightly from the sides of the mold. The separation of the ingot from the mold depends entirely on the heat taken up by the mold from the steel.

The Asientos-Tepezala district is in the north of the State of Aguasca-lientes, about 30 miles north of the city of Aguascalientes, the capital. The district is reached by a standard-gage railway on the west side through the junction, Rincon de Romos, which is on the main line of the National Railways of Mexico from El Paso to Aguscalientes. The terminal is Tepezala. On the east side a narrow gage connects Asientos with the junction, San Gil, on the main line, Asientos to San Luis Potosi. Tepezala on the west side of the Asientos hills is about 2 miles from Asientos on the east side. The area between the two mining centers is separated by a low subdued divide which forms the central part of the hills. The district is in a group of isolated hills surrounded by characteristic bolsón plains. The hills rise above the surrounding plains about 6500 to 10,000 ft.; the highest peak is Alta Mira. The two mining districts lie somewhat upon the flanks of the hills at about the same elevation, 7200 ft. The district is an old one and has been known since early in the 17th Century when the mines were worked by the Franciscan Monks. Their mining operations, which were limited to the oxidized ore above the water level, consisted chiefly in extracting silver from the Santa Francisca vein. To judge from the old workings and the remains of surface plant, the operations were on a large scale. By modern mining operations since about 1900, the various mines of the district have been one of the principal sourees of ore for the smelter located at Aguascalientes. Topography The topographic features of the Asientos hills are largely controlled by the character of the underlying rocks. During the Tertiary period, the entire group of hills was probably covered by extrusive volcanic material in the form of cones and lava flows. The central part of these have since been carried away by erosion, so that remnants have been left along the borders of the hills. These remnants form rather conspicuous peaks,

The regular activities of the Insti¬tute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $560,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman; Paul D. Merica, vice-chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, John V. M. Dorr, Howard N. Eavenson, D. C. Jackling, Henry Krumb John M. Lovejoy, Harvey D. Mudd and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

GENERAL GEOLOGY Coal is defined as a combustible rock that originated in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks returned to earth continue to provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust and upper mantle of the earth are made up of several large plates along which differential movement (primarily horizontal) takes place. Such movements, although small, are occurring today. These horizontal movements are accompanied by vertical movements causing important changes in the relative position of the continents and oceans. The binary aluminum-silicon alloys have certain characteristic advantages which are now well known, and these alloys have come into considerable use during the past several years.' Their field of application has been limited to a certain extent, however, by their low yield point and hardness, low endurance limit, and relatively poor machining characteristics. These properties are improved by the addition of copper, and the ternary aluminum-silicon-copper alloys constitute an important class. The addition of copper decreases the corrosion resistance of the aluminum-silicon alloys and increases specific gravity. Magnesium is a hardening addition which seems to have relatively little effect on corrosion resistance, and which, of course, reduces specific gravity. The object of the work described in this paper was the development of alloys and heat treatments for the production of sand castings and permanent-mold castings having substantially all the advantages of the binary aluminum-silicon alloys together with mechanical properties improved to a degree permitting wider application. Constitution of Alloys Magnesium and silicon combine in aluminum alloys as the compound Mg2Si, which forms a binary system with aluminum. In alloys containing an excess of silicon over that required to form the compound, solidification ends with the freezing at 1022' F. (550' C.) of a ternary eutectic of aluminum, Mg²Si, and silicon. Judging from the horizontal projection of the liquidus surface as given by Hanson and Gayler,² this ternary eut,ectic contains about 13 per cent. silicon and 6 per cent. magnesium. This paper is a progress report of a study the authors are making of the sucker-rod pump, considered as a vibrating system with one degree of freedom, with forced vibrations and with viscous damping. Dr. S. Timoshenko's formula is given, defining such a system. Each factor is considered in respect to the problem of operating sucker rods, and the zone is pointed out in which the mathematics do not apply to the sucker-rod pump, because of its variable mass. This general theory is interpreted in the light of nearly two years of testing wells in the field, and correlating the results of other tests. The motion of the pumping mechanism is a vibration. The string of sucker rods vibrates with a natural frequency. The motion of the plunger is the result of adding together these two vibrations, and is modified by a damping or friction factor. The controlling factor appears to be the ratio of the period of the natural vibration of the rod string to the period of the vibration of the pump. The first conclusion is that a definite value of this ratio, which is below resonance and is probably not greater than 0.5, should not be exceeded in order to assure satisfactory performance from the sucker rods. The second conclusion is that the component parts of the pumping equipment should be selected to give the smallest practical period of the natural vibration, and when this does not permit operation at a safe speed and give the required plunger displacement, a longer polished-rod stroke should be used. While the quantitative results are but rough approximations, the qualitative analysis of pumping problems on this basis promises to be of considerable value in diagnosing the cause of poor performance and prescribing suitable remedies. The trouble that results, whenever it becomes necessary to crowd the sucker-rod pump, to take potentials or to handle increasing volumes of water, is responsible for the belief that this type of pump is not equal to present day needs, and that it is only a question of time before some other pumping device will take its place. Tensile, creep-rupture, and stability tests were employed to evaluate the effect of a-strengthening and ß-complexing additions on the base composition Ti-6Al-3Mo. The ultimate objective was to produce an alloy of greater strength than the Ti-7A1-3Mo alloy. Strengthening of a was accomplished by additions of 2 and 4 pct Ge, 4 pct Sn, 4 pct Zr, and 2 pct Sn-2 pct Zr. Making the ß more complex while keeping the total of ß-stabilizing additions constant at 3 pct resulted in higher tensile strengths but lower creep and rwpture strengths, especially at 1000°F. None of the more complex versions of the base alloy offers greater promise than the Ti-7A1-3Mo alloy. However, some improvement in the strength of the latter may follow from additions of zirconium perhaps up to 4 pct. PREVIOUS work directed at the development of titanium-base alloys with: 1) minimum room-temperature tensile elongation of 10 pct in 1 in., 2) high creep resistance at elevated temperature, and 3) the ability to retain original room temperature tensile ductility following exposure to creep conditions at elevated temperatures, demonstrated Ti-Al-Mo ternary compositions in the range 5 to 7 pct Al-3 to 6 pct Mo to be the most promising. Of this group the Ti-7Al-3Mo alloy was the strongest.'-= The objective of the present work was to determine if alloys of this type could be further strengthened by making additions which dissolve preferentially in the a-phase and by making the ß-phase more complex. For this study the base composition Ti-6Al-3Mo was selected rather than Ti-7Al-3Mo in order to minimize the possibility that in a more complex alloy with a-strengthening additions, low ductility might obscure the strength contribution. Only recently has it been realized that preferred orientations are common in hot-rolled steels. In a recent paper, N. P. Gossl stated that hot-rolled mild steel exhibits a texture different from that characteristic of cold-rolled steel. No complete study of these hot-rolling textures has been reported using the pole-figure method of Wever. The material used in the work reported in this paper was the same material used by Gensamer and Mehl2 in a recent study of preferred orientations in cold-rolled steel, to which reference may be made for the composition and thermal history of the steel. Automobile-body sheet bar 1/4 in. thick was hot-rolled at two temperatures, 780' and 910' C. (1436' and 1669' F.). These temperatures refer to the temperature of the furnace in which the steel was heated; after each pass the steel was returned to the furnace and held there long enough to return to temperature. Although no accurate method was used to measure the temperature after each pass, it was estimated by color that only a slight drop in temperature occurred. In order to determine the effect of any preferred orientation that might have persisted through the normalizing treatment, one specimen at each temperature was rolled in the same direction as the original working direction and the other at right angles to it. The total reduction in each case was 85 per cent, the specimens having been reduced from 0.250 to 0.0375 in. in five passes. Final cooling was in air. Pinhole reflection photograms were taken of all four specimens, with the rolling direction vertical and the X-ray beam at an angle of 7' with the transverse direction (the transverse direction is defined as that direction in the rolling plane perpendicular to the rolling direction). These photograms, taken with a Mo target at 35 kv., are reproduced in Figs. 1, 2, 3 and 4. They show that a more pronounced texture was developed by the low-temperature rolling (780' C.), and that of the two

THE potential iron ores of Michigan can be classified from the stand- point of the predominant impurities into siliceous, sulphurous and phosphorous ores. Research on the flotation of each of these classes of ore was carried out in the following manner. The flotative properties of the valuable minerals of iron and of the worthless and deleterious ones were first determined under carefully controlled conditions. This information was then applied to synthetic mixtures of these minerals, which simulated the potential ores. Finally, data obtained during the two foregoing stages of the investigation were used in the flotation beneficiation of samples of the potential ores. Hematite is the most important mineral of iron in each of the above classes of iron ores. This paper deals with a study of that mineral in the very nearly pure state. There are two varieties of the mineral-specular hematite and massive hematite. The latter is the principal variety, but the former is an important mineral of iron in some of the potential ores. Because of this condition, flotation research was performed with both varieties. This research consisted essentially of: (1) a survey of the literature on hematite flotation, (2) the preparation of pure massive hematite, (3) the preparation of pure specular hematite, (4) the development of a laboratory procedure and (5) flotation experimentation. For the purpose of this discussion, the results of previous work on the flotative properties of hematite can be summarized as follows: Specular hematite has been readily floated with terpineol and sodium oleate or heptylic acid1. Further, hematite has been likewise floated with a proprietary frother and oleic acid or other soluble oils2. The purpose of pulverizing coal before burning it is to make available every heat unit it contains. Machinery has been developed which will pulverize coal in one operation, delivering it to bins in front of the furnaces at an expenditure of about 17 hp.-hr. per ton, in a medium-sized plant. The cost of the operation depends upon the amount of moisture that must be expelled before pulverizing, the cost of labor, and the cost of coal delivered at the plant. At a small plant, requiring a pulverizer with a capacity of only 1/2 ton per hour, the cost per ton pulverized will naturally be greater than at a plant requiring the largest pulverizer, with a capacity of 7 tons per hour. :The first step is to reduce large lumps to a size suitable for drying uniformly, before passing to the pulverizing mills; this is done in rolls, at a single pass. The second step is the elimination of moisture, in order to facilitate pulverizing to great fineness, while also increasing the heating effect and the temperature attainable when the coal is burned. There are other mechanical advantages in the handling of dried coal. Driers are now manufactured which are able to eliminate moisture without distilling any of the volatile combustible matter in the coal; they are fired by hand or with pulverized fuel. The heat first surrounds the shell of the drier, being confined within a chamber where complete combustion takes place; the heated gases are then led through a duct to the discharge end of the drier and enter the inside of the shell at a temperature not exceeding 300" F. This temperature is maintained by the operator and is indicated by a pyrometer. Volatile combustible matter is not likely to be distilled until the temperature rises above 400" F. On discharging from the drier, the coal is usually passed over a magnetic separator in order to prevent pieces of iron from going to the pulverizer. Two types are used: a magnetic pulley which automatically discharges its collection of iron, and a lifting type, from which the iron is removed by hand when convenient. In the operation of pulverizing, the coal should preferably be reduced until 95 per cent. will pass through a 100-mesh and 70 per cent. through a 300-mesh sieve. Such a product is obviously an almost impalpable powder.

GREINER, Marsh, and Stoughton1 have reviewed the literature in a monograph on the iron-silicon system. The lack of agreement among the various studies may be due to the difference in the purity of materials in some cases. The results of the X-ray method indicate only a general rather than a specific limit of the y loop. The iron-titanium system was investigated by Roe and Fishel,' whose results are used in determining the iron-silicon-titanium y loop. The literature indicates that no study has been made thus far of the iron-silicon-titanium system in the y loop region. Experimental Procedure The alloys were made from Armco iron, 99.86 pct Si, and 98.5 pct Ti. The titanium contains 1.07 pct Fe. The Armco iron contains 0.01 pct C, 0.005 pct Si, 0.02 pct Mn, 0.006 pct P, 0.01 pct S, and 0.04 pct Cu. A dilatation sample of Armco iron was prepared in the same manner as were the other samples. Several dilatation runs indicated that Ac3 begins at 905°C and ends at 910°C, which compares favorably with the study of Wells, Ackley, and Mehl' employing specially purified iron. All alloys were melted in an induction furnace in Alundum crucibles and were top poured into baked core sand molds. The ingots weighed about 600 g as cast. Dilatation samples of 4 in. by % in. diam were taken from the bottom end of the ingot, from which turnings for analysis were taken. Turnings from each end of two of the samples indicated that the alloys possessed uniform silicon content. A hole was drilled halfway through each end of a 4 in, dilatation sample. A chromel-alumel thermocouple was inserted in each hole and the surrounding metal peened in to hold the thermocouple in place. Fig. 1 represents the dilatation apparatus. The heating unit is an Alundum tube wound with resistance wire; the dilatation tube is a McDanel combustion tube; the push rod is zircon; the dial gage is graduated in 0.0001 in. and was vibrated to prevent sticking. A blank run over the temperature range of interest gave no significant dilatation. The thermocouples were attached to a multiple recording micromax which indicated the temperature at each end of the sample at 35 sec intervals. DoctoR Albert Sauveur, distinguished scientist and Honorary Member of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering' this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future responsibilities with which it is accompanicd. Several of the previous lecturers had the good fortune to attend the classes of Professor Howc and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it. Howe's ability to stimulate others by his deep understanding and clarity of expression was truly remarkable; but just as striking was his intuitive judgment concerning the implications of metallurgical data in the arts and scienees. It therefore seems fitting that this lecture comprise a broad treatment of the subject chosen, rather than a closely documented thesis on any one phase of the problem; that in it attention be focused

THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. THe valuable results that have followed the application in recent years of microscopic methods of research to problems of ore genesis have been significant, but possibly the recognition of their practical importance is not as general as might be, and while, as a scientific method of investigating ores and rocks, the advantage derived through the use of the microscope is unquestioned, its utility as an aid in solving mining problems arising during actual every-day mine examination and operation may not be fully appreciated. Perhaps the most logical method of showing some of these practical applications of the microscope will be to consider first the prospect stage of a mining venture, then the uses to which the instrument may be put during the operation of a working and developed mine, arid, finally, to discuss some of the problems of a metallurgical nature that may arise during milling and smelting the ore. The valuation of mining property as a preliminary to acquiring ownership or determining the advisability of investing time and money in an enterprise is one of the most important and delicate problems that come before the mining engineer. The many and variable factors that have to be taken into account, as, for example, the geology of the district, availability of supplies, probable mining costs, transportation facilities, and the quality of ore, require a careful balancing of costs against recoverable values. Primarily, however, a study of the local geology is of first importance, since, in a prospect with little development work, the question of character and probable quantity of the ore and its value can only be approximated with any degree of accuracy by a thorough investigation of geologic conditions, and a general knowledge of ore deposits. Unless these are favorable and pay ore reasonably certain, other factors need not be considered. The character of the outcrop, evidences of mineralizing agencies in the adjacent rocks, and geological structure, are the data of chief significance.

Every mathematical statement of a measure of anything (as distinguished from a count') is followed by a qualification—always implied if not explicity stated—-that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accuracy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applications—and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this question of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject themselves. There is great need for more widespread understanding of what lias been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments. Every mathematical statement of a measure of anything (as distinguished from a count') is followed by a qualification—always implied if not explicity stated—-that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accuracy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applications—and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this question of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject themselves. There is great need for more widespread understanding of what lias been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments. GRAVITY concentration is a general term designating processes for separating and sorting granular material by means of forces that depend on the density, size and shape of the particles. When these forces are applied to the particles the latter are caused to move, those of a given density along one path and those of a different density along another, until ultimately they are sufficiently separated to be removed from the operation of the process. The forces producing this separation are in general complex and, unfortunately, no completely rigorous analysis of them has as yet been devised. The science of the hydrodynamics of viscous fluids deals with the little that is known about the problem. Every observer of nature is familiar with the fact that an object moving in a fluid encounters a force of resistance. We have only to walk against a brisk wind or stir a cup of coffee, or observe the slow fall of a grain of sand in water, to experience directly the fact that such forces exist. The exchange of force between an object and a fluid in which it is moving operates on the fluid as well as on the object. Thus a sailboat may be set in motion by the force exerted by the wind on the sail; but the sail also deflects the wind-furthermore, the water in which the boat floats is set in motion by the force exerted by the boat as it cleaves through the water. The wind is thus enabled to do work on the water through the intermediary of the boat. In general, an object moving through a fluid encounters a force that opposes the motion and also acts to change the motion of the fluid. In gravity concentration we are dealing with this force of resistance acting - on the granular particles that are to be separated. Furthermore, the motion induced in the fluid by a particle will in turn affect the motion of a neighboring particle. This effect will be reciprocated and in consequence there will be an exchange of forces between all the particles in the material. These effects are complex and the most that can be expected is that we may be able to determine in a qualitative way how they operate. In gravity concentration, then, the following types of forces may be distinguished as acting on the particles: 1. The force of gravity, which acts on every particle in the system in proportion to its mass. 2. Buoyant forces, which arise from the force of gravity acting on the fluid.

The correct sampling of coal and coke is becoming important to an ever increasing number of producers and consumers. This, therefore, may be an opportune moment to examine where we stand with regard to existing and proposed methods. In this paper an attempt will be made to review, as briefly as possible, some of the considerable amount of painstaking research which has been done in the last 10 years, and which has unquestionably led to a much better understanding of the subject. In so doing we shall try, on the one hand, to make clear where substantial progress has been made, and on the other hand, to draw attention to points that require further investigation. The paper is divided into sections in order to emphasize the major divisions of the subject; further, in order to retain this emphasis, detailed consideration of some of the points has been relegated to appendixes. No attempt has been made to give a complete survey of the literature, as this has already been done by L. A. Bushell.2 The following abbreviations will be used: A.E., average error; P.E., probable error; S.W.R., size-weight ratio; B.S.I., British Standards Institution. Section 1.—Cost It has often been stated that the cost of sampling should bear some relationship to the value of the product, and since coal is a relatively cheap raw material it would be a major error to specify, for ordinary commercial purposes, elaborate and costly methods of sampling which nobody would adopt. Specifications must be of such a nature that they will be used. We believe that one of the achievements of the last 10 years has been to reduce the cost of sampling. There is, however, another point to be considered; via., that the cost of sampling should bear some relationship to the value of the investigation.
