The effect of the height of a retaining-wall-supported berm on the slope stability of an idealized mine-tailings dam was investigated. The material in the dam was idealized as a two-layered system with the phreatic surface delineating the boundary between the layers. In each layer the tailings were assumed to be homogeneous and isotropic. The effect of variation in height of the berm was examined for tailings dams with three different, commonly occurring slopes. The stresses and displacements were obtained using the finite element method. An incremental analysis technique was employed to simulate sequential construction of both the tailings dam and the retaining-wall-supported berm. A one-dimensional element was used to represent all interfaces and discontinuities in the finite element model. Assuming a hyperbolic model, the nonlinear stress-strain relationship for the tailings was approximated using the method of successive increments. The stresses obtained in the finite element analyses were used in conventional slope stability analyses assuming circular failure surfaces. The results of the study show that the use of a retaining-wall-supported berm is an effective means of improving the stability of a tailings dam. This increased stability is greater for dams with steeper slopes. In addition, the increase in factor of safety is particularly notable for berm heights less than 25% of the height of the dam.

Probably no aspect of underground excavation is as important or as neglected as the environment. The Committee on Rapid Excavation, formed by the National Academy of Engineering to study the technological needs for "rapid" underground excavation in tunnels, shafts, and mines of the future, encountered a blank wall in attempting to evaluate environmental needs. In fact, so little quantitative information on the extent of present-day hazards is available that projection of future environmental-control demands must await more adequate assessment of current hazard levels. Further, there are not even accepted tolerance standards for many environmental conditions, such as heat, noise, and illumination. Only certain atmospheric contaminants have been satisfactorily catalogued. Any technical study, therefore, which purports to examine the state-of- the-art on underground environmental control must, in reality, settle for a cursory survey of a rather nebulous subject. ENVIRONMENTAL HAZARDS To contend adequately with hazards in the underground environment requires some knowledge of their nature and characteristics. In this regard, it is helpful first to identify our concern: when, where, and to whom or what may environmental conditions constitute "hazards"? Table 1 summarizes considerations that are important in this regard. For the purposes of this Conference (and book), primarily directed toward the excavation process itself, the hazards of consequence occur during excavation (item A) and primarily within the excavation (item B). However, some attention must be given to external hazards as well, since these may affect excavation. INTRODUCTION The demand for aluminum metal and thus for alumina and bauxite (the primary sources), is expected to increase at an annual rate of about 6% through the year 1980. It appears that about 90% of the future aluminum metal requirements could be produced at domestic plants but the production would remain dependent on the use of imported bauxite and alumina. The U.S. dependence on foreign bauxite and alumina is of considerable economic and strategic concern because availability and prices are very sensitive to changes in the political climate in the exporting countries. Dependence of the United States on foreign sources of bauxite closely parallels its dependence on foreign sources of oil, particularly since ten countries, including most of the world's major bauxite exporting countries, recently have formed the Inter- national Bauxite Association (IBA) for the specific purpose of increasing revenue for the participating countries. Although it is clear that long-term aluminum requirements cannot be fulfilled by domestic resources of bauxite,; the U.S. has an almost unlimited supply of aluminous resources such as Kaolinite (38% Al203), Alunite (37% Al203), Dawsonite (35% A1203), and Anorthosite (29% A1203)

The use of computer models to design the ultimate open pit limits during feasibility studies as well as during long-range mine planning is becoming an enforced practice in all types of mining, e.g., ferrous, non-ferrous, and coal. As a result, the state of the art in computerized ultimate pit limit design methodologies and associated computing and optimizing techniques has advanced considerably in recent years. Unfortunately, very little has been published to date regarding the preferred ultimate pit limit design philosophy, i.e., optimizing us satisfying, or regarding the modeling approaches being used for different types of orebodies. This paper reviews the current state of the art in various modeling approaches and optimizing techniques that are in use for different types of deposits, through available literatures and personal communications.

THE use of oxygen in electric furnaces is relatively old, and the practice has been employed by several steelmakers prior to the recent impetus given generally to the use of oxygen in steelmaking. This application has been described recently in several publications,1 and a number of patents relating to the application of oxygen in electric furnaces have been issued.2 An effort is made in this paper to assemble recent information relating to the use of oxygen in electric furnaces and to present this material from a practical viewpoint, to an extent consistent with the withholding of certain operating data which manufacturers consider to be confidential. The use of oxygen has been extended during the past months in a number of additional steel companies by incorporating oxygen practice into regular production and by much increased experimentation. Available records show that oxygen is used more or less regularly at present in 18 shops, of which six utilize the oxygen for production and the others for experimen¬tation. The number of furnaces per shop using oxygen varies from one to six. Many types of electric-furnace steel have been prepared with the assistance of pure oxygen, including low-carbon and medium-carbon killed steels, low-carbon rimming steel and low-carbon and medium-carbon stainless and alloy steels. Oxygen has been used in furnaces of all sizes up to 90 tons capacity for accelerating charge meltdown and for reduction of carbon.

OBSERVATIONS have been made that the substitution of antimony for bismuth in Bi2Te3 leads to anomalies in some of the electrical and magnetic properties of the Bi2Te3-5S2TeS alloy system at the composition ratios 2 Bi2Te3 : 1 Sb2Tes and 1 Bi2Te3 : 2 Sb2Te3. Airapetiants and Efimova1 have reported the peaking of the nondegenerate hole mobilities, at these compositions for sintered materials and ascribe the peaking to the formation of ordered alloys. This study investigated roof falls in room-and-pillar drift coal mines in eastern Kentucky and utilized geologic methods for predicting roof conditions in advance of mining. In the Highsplint mine, the roof was classified in four categories or conditions: Condition A and B (Laminated Shale); Condition C (Rolling Sandstone with Shale in Pockets); and Condition D (Zone of Major Sandstone Roll(s)). Structure contour and isopach maps of the Darby coal bed and associated immediate roof rocks were wed to project axial trends of the sandstone roof. Trend mapping in the mine and on outcrop provided more detailed control for roof projections.

EACH metal has a unique combination of properties that distinguishes it from other metal;. Su& a combination may account for applications that cannot be met very well by anything else. This is particularly true of tin, one of the earliest metals used by man. Table i shows the consumption of tin in the United States by usage for the years 1949 and 1950, which may be considered to be generally typical of current usage. The major applications-tinplate, solders, bronze, and babbitt-were well established a century ago. Applications for the metal and (probably later) of tin alloys started more than 5000 years ago. Fortunately for the ancients, tin is one of the metals whose oxide is easily reduced by carbon. Nature further simplified the refining problem by providing only one ore of commercial importance, cassiterite (SnO2). Tin is easily reduced from cassiterite. All that is necessary is high heat in the presence of carbon. It is quite possible that back in the dawn of history, tin was discovered when black alluvial sand was thrown on a fire, either to bank it or to put it out. SOURCES OF TIN All the important tin-producing centers are in the southern hemisphere, far away from the' industrial consuming centers. Fig 1 shows their location and 1950 production. In contrast to international trade in lead, a much larger percentage of zinc shipped from one country to another is shipped in concentrate form. In 1952 international commerce in zinc concentrates accounted for 37 pct of world zinc mine production, and of the total zinc which traveled from one country to another, slightly more than 65 pct was in concentrates. The comparable figures for lead, given in Part VI, were 16 and 27 pct. Of the zinc mined in the world in 1952, 56.6 pct entered international trade; the analogous figure for lead was 57.4. This similarity in proportion of production traded is paralleled by a similarity in sources of exports. The three leading exporters of zinc in all forms in 1952 were Canada, Mexico, and Australia, in that order; the three largest exporters of lead were Mexico, Australia, and Canada. In contrast to the 86 pct theoretical maximum in lead concentrates, the maximum for zinc concentrate is only 67 pct. On this basis alone, it would be reasonable to expect that more zinc would be traded as zinc metal than lead as lead metal. Actually, the reverse is true. Less than 28 pct of the lead in international commerce moves as lead in concentrates, while 65 pct of the zinc so traded is as concentrates. Mexico, a country which has attempted to retain as much metal processing activity as possible within its own borders, has negligible exports of lead in concentrates.

(communication to the Secretary*).—In that part of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes bad as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given? The second, or lower, series of stopes will present a different problem to that which the first series (under the capping) gave. Although no mention is made in the text, it would seem that the second series of stopes will have to be worked on center lines which are offset half the stope width, 20 ft., from the centers of the stopes above, in order to take advantage of the "rafter" effect of the stringers so named. How is the fill to be introduced into the lower stopes? There are no crosscuts mentioned to provide for this; or is it intended to tap the filled stopes above for the fill? In the latter case the method of control of this fill will be of interest. Ore that will admit of a stoping width of 40 ft. with the lengths mentioned in the description is stronger than any with which many mining men are familiar. Ten small and intermediate-sized (4.5 Mg/hr to 113 Mg/hr steam--10,000 to 250,000 lb per hr) coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO, emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.

KNOWLEDGE of the relative floatability of silicate minerals is increas-ing in importance as flotation is being applied to the concentration of nonsulfides. Many silicates are in themselves commercial products amenable to concentration by flotation. Moreover, the selective flota-tion of other nonsulfide minerals, such as cassiterite, depends largely upon the floatability of associated. gangue silicates. Differences in floatability existing between the various silicates have not been suffi-ciently appreciated; for example, the feldspars that differ greatly in floatability have generally been merely treated as "feldspar." It was the purpose of the work described in this paper to determine by experi-ment the differences in floatability between silicates; to investigate the causes for such differences, and to discover a means of predetermining approximate floatability without the necessity of experimentation.

The time allotted to this paper will permit only the sketching of general principles and practice as generally employed in the industry to maintain and preserve the physical well-being of the miner and his family. Let it be emphasized on behalf of the industry that coal opera- . tors, individually and collectively, have given primary consideration to the appointment of a mine or community physician who is charged with the responsibility of caring for the sick and injured. However, it too frequently happens that with the selection or appointment of the camp doctor many operators wash their hands of further responsibility toward the health and the working efficiency of their employees. The coal industry is so organized in most of the coal-producing areas that not only is the health of the individual miner an important production problem but the collective health of the entire mining community is a fundamental operating problem. This is particularly demonstrated when epidemics of communicable diseases attack entire communities, with resultant loss of life and production and general community distress. The problem and responsibility of maintaining high health standards among miners and their families should be given as much consideration as safety, economical production and efficient distribution are given in the successful operation of coal mines. Company Policy In the inauguration or administration of a medical program for a large mining operation or for an individual mine, the first question to be solved is what the company policy is to be with respect to the following factors pertinent to a medical program: 1. On what basis will the company and the employees finance the program ? 2. Should a contract doctor or a full-time doctor on salary be employed ? 3. What measure of service is to be rendered the employee and his family in return for his monthly contribution to the medical program?

DIATOMACEOUS earth occurs in deposits widely distributed throughout the nation. The chief producing areas are in the Western States, where many high-grade deposits are known. Eastern deposits of diatomite are unsatisfactory for many purposes either because of impurity or because of the extremely fine particle size. Eastern users of diatomite, on the whole, must pay for transportation of the material from the west coast. The freight rate is necessarily high because of the great bulk of the diatomite. A satisfactory process of purifying the diatomaceous earths of Maryland and Virginia, which are unsuited for wide use only because of impurities, should be of value to eastern users. In the past, benefication of diatomite by wet processes has been limited to classification or sedimentation for the removal of sand from diatoms. Calcination with salt is used to produce a white diatomite when iron is present in the impurities, and small amounts of clay are rendered inactive in the process. No treatment has been developed whereby a large proportion of clay can be removed from a low-grade diatomaceous earth to give a diatomite of very high purity. In August 1937 the Federal Bureau of Mines, in cooperation with Dr. R. C. Williams, of Baltimore, undertook the problem of purifying low-grade Maryland diatomite by Froth flotation. Work was done at the Eastern Experiment Station, College Park. Unless otherwise stated, the crude diatomite used was from the Patuxent River deposits near Dunkirk. This material, consisting of roughly one-third each or clay, quartz sand and diatoms, was representative of the usual low-grade marine diatomite found in the Coastal Plain Miocene beds of Maryland and Virginia and sporadically in other Atlantic coast states. As received, it contained 50 to 60 per cent moisture and probably had been wet since its formation.

ALL phases of plant operation must be synchronized so that the number of interruptions in the flow of material may be reduced to a minimum. In the majority of plants operating under a labor agreement, time lost during the operating shift cannot be made up with overtime. With the work week restricted to 35 hr., the ratio of productive time to total time justifies extra effort in keeping the plant operating at capacity during the productive shift. This does not apply when central plants with adequate storage are operated by multiple shifts. In such installations the problems become similar to those of any factory or mill where added units parallel circuits, or excess capacity serve to maintain the average production during intervals of maintenance shutdown. These plants, by special agreement, may run continuously, barring mechanical interruptions. The control of plant operation is in those procedures that are practiced to obtain from the run-of-mine product a high recovery of clean coal products to meet adopted trade standards and consumer specifications at the lowest possible cost. Correlation of all factors for continuous operation requires more than mechanical perfection in the plant. The run-of-mine coal must be delivered to the preparation plant without delays and the clean coal and refuse products taken away. Power supply and water requirements must be adequate. Signal systems must be established for emergency stops and to facilitate resumption of coal flow. ORGANIZATION Probably the most important item for successful operation of a preparation plant is a capable organization interconnected with the mine organization. A typical organization chart for companies operating in the Pennsylvania anthracite region is shown in Fig. 1. THE producers of this liquid metal call it quicksilver, while the consumer generally refers to it as mercury. It is one of he seven metals that were known to the ancients. These seven were gold, silver, iron, copper, quicksilver, lead, and tin. Other metals were sometimes accidentally alloyed with some of these, but it was not until 1490 that antimony, for example, was discovered and identified as a separate metal. It is not surprising that quicksilver should have been known in ancient or even in prehistoric times, as globules of the native metal often occur in the outcrops of the ore. Furthermore, the first man to build a fire on an outcropping of quicksilver ore would probably have found globules of quicksilver in the cold ashes of his fire after it burned out. The inability to pick up the globules with the fingers would excite interest and an attempt to gather it in shells or gourds to be exhibited and traded. The ore of quicksilver is the red sulfide, cinnabar, which has been mined and used as the pigment vermilion since before the beginning of written history. In recorded history, quicksilver is first mentioned in documents by Aristotle, 384-322 B.C. Theophrastus, in 315 B.C., credited the Athenian, Callias, with the invention of methods to beneficiate cinnabar in 415 B.C. In China also there are records antedating Christ which mention both vermilion paint and the fluid metal. From these early records, it seems certain that not only was cinnabar used as a pigment in those days but also that the metal was reduced from the ore and was used for amalgamation, for gilding, and for medicinal purposes. The Mine.-For some years attention has been drawn to the copper deposits of the Appalachian range of mountains, and especially to those in that portion crossing the corners of Virginia, North Carolina, and Tennessee. Certain it is that in many places in this locality available deposits of copper await the miner, and one after another are being opened and worked. The parts of these three States alluded to are but sparsely settled, and communications are insufficient to meet the demand for transportation. Railroads are wanted, as the existing wagon roads are unfitted for heavy hauling; these circumstances increase very much the difficulties in the way of mining enterprises. Notwithstanding this, the success of some of the mines of this section is an established fact, and Ducktown has for some years held a high rank among the copper-producing localities of the United States. Of all these deposits, however, none is more interesting or more deserving of attention than the one now under consideration. The works of the Ore Knob Copper Company have been energetically pushed forward, since the reopening of the mine, in the spring of 1873, by Mr. J. E. Clayton, the superintendent and one of the chief owners of the property, and if one thing more than another can insure success it is the combination in this gentleman of rare business capabilities with the deepest personal interest in the pros¬perity of the undertaking. The copper vein -at Ore Knob* is a clearly defined fissure traversing the gneissic rocks of Pre-silurian age in a direction 61° east of north. * The reader is referred to a paper by Dr. T.
