THE B-Ni system was chosen for this study because of the great interest being shown in boron-fiber-strengthened composite materials. Boron fibers were obtained from Texaco Experiment, Inc. They average 4.2 mils in diam with a 0.5-mil tungsten wire in the center. In order to make the diffusion couple, the fibers were included in the nickel matrix by electroforming. The samples were placed in a preheated furnace for the desired temperature and length of time. Sectioning and polishing the samples revealed concentric rings as shown in Fig. 1. The average penetration distance, X, was calculated by measuring the radius of the second phase (the white shell in Fig. 1) and subtracting the original radius. The second phase was identified as NiB by X-ray diffraction. This allows the kinetics of the formation of the phase NiB to be calculated by Eq. [I], which is taken from Hoffman:"

If it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. Bruce C. Netschert—It is unfortunate that the authors of this paper consider it necessary to begin with an expression of concern over possible false interpretations of the word "economics." In their preoccupation with the definition of economics, they have adopted a definition of mineral economics which is, to say the least, unduly narrow. Just as the broad field of economics is not confined to a study of the profitability of business concerns, but includes the problems of production, distribution, and consumption as they pertain to society as a whole; so an inclusive definition of mineral economics should not be confined to the determination of the profitability of mineral-producing and processing enterprises, but should include the significance of the unique characteristics of mineral resources as raw materials for the use of society. Such features as the exhaustibility and localized, haphazard occurrence of deposits, the existence of a secondary (scrap) supply, and the increasing cost of operation during the life of a mining enterprise are obviously factors which concern those businesses which are producing mineral raw materials, since they partially determine the profitability of such enterprises. They are also of concern to society as a whole, however, as characteristics of one of the basic elements of the economic system. In the last analysis, the contribution which mineral economics can make as a means of determining and guiding social policy with respect to the production and utilization of mineral resources is perhaps more important than its use as a basis for determining the cost accounting procedure of individual firms. The list of "economic factors peculiar to the industrial minerals" which the authors present is in reality an application of such a broad definition of mineral economics. An inconsistency appears, however, in the inclusion of items 8 and 9 in the list. As this writer sees it, the point in question is: What influences do the characteristics of industrial minerals have on the characteristics and operating procedures of industrial mineral enterprises which are not present in the metallic mineral field? In answering this question with items 8 and 9, Messrs. Ladoo and Stokes do not recognize that there are two distinct types of differences between the two fields of enterprise. There are, on the one hand, important basic economic distinctions due to inherent economic characteristics of industrial minerals which do not pertain to metallic minerals. On the other hand are those characteristics of the industrial mineral enterprises peculiar to them alone, but which are superficial and temporary, in that they may be changed or eliminated at the discretion of the managers of those enterprises. The lack of adequate research and development in industrial mineral production, processing, and marketing (item 8) is not due to an inherent characteristic of industrial minerals. It is true that one may perhaps describe the field of industrial mineral enterprise in terms of such a deficiency, just as one could, until recently, point to a similar lack of research and development in the coal industry; but unless it can be shown that the deficiency has been wholly or partially due to the very nature of industrial minerals themselves it is not an "economic factor peculiar to the industrial minerals" but a temporary characteristic peculiar to the industry. In the writer's opinion, the authors have not demonstrated that the former relationship exists. Similarly, item 9, the "influence of technologic developments," is also not inherently peculiar to industrial minerals. Nowhere in the discussion of this item do the authors mention anything that is not equally applicable to the field of metallic minerals. This is not meant to imply that the specific technologic developments which the authors list are of equal significance in both fields. It does mean that such a statement as, "technological advances together with new consuming areas to provide markets make deposits commercially valuable which once were of no interest" cannot be considered as an argument that technological developments have significance in the field of industrial minerals alone. In considering the problem of stockpiling, the authors note that the stockpiling of nonstrategic materials might be desirable if future wartime needs could exceed domestic production capacity, but dismiss this as hardly adequate to justify such stockpiling. The problem, however, can be stated in broader economic terms, i.e., the real costs (as distinguished from the money costs) of prewar versus wartime production. In other words, it might well be that the labor and capital required to produce a given amount of a certain mineral raw material could be used more efficiently in another industry. In such a case it is obviously advantageous to stockpile the material in prewar times rather than forego the benefits of additional production in another line of endeavor during wartime under conditions which demand the optimum use of all resources, including manpower and capital. At the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17,1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal—Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompreesed—descriptive remarks were made as follon-s: "A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. Under ordinary conditions, so little information is obtained from the ingot in individual cases that practically none of importance is acquired. (communication to the Secretary*) :—Some statements in the paper of Mr. Keyes relative to the nature and formation of the Ozark lead- and zinc-deposits seen1 to me erroneous and misleading, and I respectfully present the following criticisms, placing Mr. Keyes's original statements in quotations. Referring to the Ozark dome: (p. 192.) "It is a region that has been repeatedly upraised and planed off, until in the middle portion the oldest known rocks only are exposed." Does he mean that the St. Francois mountains, which have always been considered as lying on the eastern flank of the Ozark dome, are the middle of the dome ? Or does he mean that the Cambrian rocks of the generally-accepted middle are the oldest known rocks ? Certainly not the latter, and if the former, his idea of the middle of the dome is not in accord with that of others who are familiar with the region. (p. 203.) "... the ore-deposits are definitely associated with, or localized by, geologic structures of some kind that produce in effect basins in which the underground waters are impounded, or their flow retarded." This statement does not appear to be altogether consistent with the facts, since the ore bodies of the Joplin district, as the rule, occur in those parts of the Mississippian formation which have a tendency to accel erate the flow of ground-water rather than retard it. I migh name the open, brecciated ground near Joplin, Webb City, and Oronogo as especially noteworthy illustrations. The ore-bodies, everywhere, occur in positions where there must have been a free and copious circulation of dilute lead- and zinc-solutions in the presence of reducing constituents. Growing demand for conventional crude oil in North America in the face of diminishing sup- ply is bringing about increased interest in synthetic fuels. With one commercial plant already in full production, another in the planning and engineering stage and still others being seriously considered, the Athabasca tar sands are proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.' When and if fully developed, Athabasca tar sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulfur synthetic crude, is beginning to enter the market place at a most favorable time. Oil Deposit The main body of Athabasca tar sands, about 250 miles northeast of the city of Edmonton, are centered in an area of something over 12,000 sq mi. The deposit runs as high as 250,000 bbl per acre and the average richness is placed at 100,000 bbl per acre. Of the over 700 billion bbl in place, 400 billion bbl of raw oil are considered recoverable from which 300 billion bbl of upgraded synthetic crude are expected to be produced.' In the deeper zones, thermal stimulation is considered the best approach to recovery, while in the shallow areas several surface mining techniques are deemed practical.

1. Introductory Remarks.—The Haile Gold Mine is in Lancaster county, South Carolina, 3 1/2 miles east of Kershaw station on the Charleston, Cincinnati and Chicago Railway. It was first opened about, the year 1832, and since that time has passed through various fortunes. Many different operations have been practiced here for extracting the gold : panning, grinding in Chilian mills or arrastras, stamping, the Designolle process, dry-crushing, and finally the Thies process of barrel-chlorination, which has now been in successful use for 2 1/2 years, and by which 36,000 tons of ore have been treated profitably. The Thies process is in brief the treatment of dead-roasted auriferous concentrates (pyrite, sometimes also chalcopyrite, as at the Phœnix mine, Cabarrus Co., N. As a result of the publication, several years ago, of some articles on determining the constants of empirical formulas, the determining the constants of types of curves used for estimating the production decline of oil wells was brought to the writer for study. Methods requiring the minimum of time and labor and the maximum of rigor were sought, as it appeared that the nature of the data from which such curves are computed and the relative uncertainty of occurrence of the events predicted from them did not justify close adherence to the theory on which the solution of such problems is ordinarily based. The technical deficiencies of the solutions presented in this paper, from the standpoint of the method of least squares, are readily apparent to those familiar with that method, but their presentation in detail here is irrelevant to the subject matter. However, it is the author's conviction, after a rather exhaustive study of the problem, that the value of the solutions lose little by the approximate application of the conventional theory. It must be understood by those who use these formulas that the solutions herein given, and the formulas based on them, are merely facilities to aid the valuation engineer in forecasting future events. It is assumed, also, that before application is made of them, prescient judgment based on the circumstances in each case, shows that the forecast has some probability of realization. On this basis only will these formulas be found useful.

Studies relating to the behavior of coal toward oxygen may have for their purpose the determination of the fundamental factors that underlie spontaneous combustion, weathering and deterioration, and the general topic of storage, as well as those properties that have to do with the underlying principles of carbonization. There is also involved the possibility of developing information relating to the constitution of coal, or at least the chemical properties inherent in the type substances of which the coal is composed. It is the purpose here to record certain results bearing on this latter idea of the chemical properties that characterize the main constituents of bituminous coal. The avidity of freshly mined coal for oxygen has long been known. What happens to the coal or to the oxygen is not so clear. Is the oxygen absorbed or chemically combined, and what are the conditions as to time, temperature, texture, or components that are most involved in the phenomenon? If we subject a weighed quantity of coal maintained at a constant temperature to a current of oxygen, we may obtain three factors of interest—the weight increase of the coal, the weight of the water, and the weight of the carbon dioxide formed in the reactions involved at that

Discussion of the paper of R. E. SOMERS, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 101, May, 1915, pp. 957 to 996. A. C. LAWSON, Berkeley, Cal.-One point to which Mr. Graton (in summarizing the paper for us) called attention is that the author had not explained why some copper was fixed in the zone of oxidation. I recollect very well puzzling over that question at Ely, Nev., some years ago. Mr. Sales, in his paper on Butte,1 suggests the explanation. It is clue according to him to the paucity of pyrite in the primary ore. Where there is abundant pyrite sufficient sulphuric acid is formed by oxidation to take all the copper into solution and carry it to lower levels; but where the pyrite is scant so that insufficient sulphuric acid is formed, some of the copper is carbonated and so fixed in the gossan. The hypothesis, or some modification of it, as for example the combination of the sulphuric acid with lime, would appear to explain satisfactorily the fixation of the copper in the gossan as carbonate. I have, however, had no occasion in recent years to study the phenomenon. L. C. GRATON, Cambridge, Mass.-As I remember, the rocks in which the chrysocolla occurs in the Burro Mountains are both silicified and kaolinized. It seems probable that in surroundings deficient in carbon dioxide, complete oxidation of chalcocite may yield chrysocolla up to a maximum of half the copper in the chalcocite; while in rocks, like garnet contact zones and certain easily decomposable porphyries, surface decomposition appears often to yield silica in the necessary form to convert the copper of primary sulphides into chrysocolla immediately and directly upon oxidation.

It was my intention to have directed the attention of the members of the Institute to a complete series of rocks representing the older and middle formations represented in Pennsylvania, but time has been insufficient for the purpose, and 1 have been unable, in the first attempts to reduce the sections of those rocks, which I have brought with me to this meeting, to the requisite thinness necessary for exhibiting the peculiarities of their constituent minerals. The rocks represented here belong to the various horizons already mentioned, and include gneiss, ferruginous gneiss, chlorite slate, quartzites, and hydro-mica slates, limestones, dolomites, ferruginous conglomerates, quartz conglomerates, " Potomac marble" (nether member of the Mesozoic series), dolerites, and a syenite. The order in which these are named is, roughly, the order .of geographical position in a section line from southeast to northwest, commencing at the intersection of the Northern Central Railroad with the Maryland line, and ending a few miles from the town of York, and a short distance within the marginal outcrop of Mesozoic red sandstone. In such a geographical section all the rocks above mentioned would be encountered in the given order except syenite, about which a few words are to be said in a moment. (But this is far from representing the rocks in their geological sequence.) There is nothing of unusual interest to present to your notice in these slates and quarteites. The limestones were carefully searched tinder 450 diameters microscopic power, but they show no signs of organic remaius. One section of a fine-grained Triassic sandstone contains a very beau- . tifully banded plate of quartz. But the objects of greatest interest at present are the specimens of trap. Of the outstanding investigators of the system iron-carbon-silicon Gontermann,1 Charpy and Cornu-Thenard,= and Honda,3 only the first touched on the chemical composition of the solid and liquid phases in equilibrium with one another. He concluded that his data did not permit a decision as to which of an indefinitely large number of pairs of compositions of liquid and solid would be found in any given case. If through the three dimensional equilibrium diagram of the iron-carbon-silicon system an isothermal plane is passed in the region of partial solidification, two lines of intersection with the liquidus and solidus, respectively, are obtained, also a point marking the alloys' composition. If, in this plane, a straight line is drawn through the point, and intersecting both the liquidus and solidus isothermals, the two intersections mark a liquid and a solid alloy that may be chemically in equilibrium at the chosen temperature. From thermal data alone, Gontermann could not assign any particular direction to the line and, hence, could not determine which pair of conjugate points to choose, A separation of the liquid and solid for analysis, obviously, presents grave experimental difficulties. During the solidification of white cast iron, austenite of progressively higher carbon will separate as the temperature falls and cementite will appear suddenly at the freezing point of the eutectic. This cementite will be accompanied by a corresponding amount of austenite which, for our purpose, will be chemically inseparable from the primary austenite. We have attempted to decide on the conditions at the end of the freezing by a chemical separation applied to the solid metal.

Prof. Henry Lours, of Armstrong College, Newcastle-on-Tyne, England, a distinguished member of this Institute and other technical societies, has recently sent to the Institution of Mining Engineers, and to the Institution of Mining and Metallurgy, in Great Britain, a communication, the substance of which is as follows : Professor Louis calls attention to the absence of any recognized English term for the definite description of a frequent phenomenon—namely,the oblique position of an ore-body in the plane in which it lies. In this connection, Professor Louis says that in America the term " pitch " has been occasionally applied to this relation, and proposes that, in the literature of ore-deposits, it shall be hereafter restricted to this particular meaning, the angle of the pitch, like that of the dip, being always measured from the horizontal, and the dip being always taken at right angles to the strike, while the pitch is taken on the plane of the dip, in the direction of the strike. Thus, for example, in a vein or bed striking N-S., and dipping, say, 45' E., there might be an ore-body, the axis of which pitched northward, at an angle of 45O below the horizontal line, as measured on the plane of the inclosing vein or bed. If' the term " pitch " had this universally recognized meaning, the situation could be simply and perfectly expressed by its use, in connection with the general data of strike and dip. As Professor Louis says: "This suggestion has a certain practical value, and is not merely academic. Every mining engineer of practical experience in such types of ore-deposit will have met with cases, in which a vertical shaft has been sunk with the object of cutting the deposit, but has missed it, because the dip alone has been taken into account, while the pitch has been overlooked." IN his recent paper, "The Controversial Art of Flotation," (Mining Technology, March, 1944) E. H. Rose states that "flotation is a science in so many variables that only art can blend them." This statement is apt. It contains meat. In other words, a valid scientific reason is behind every flotative effect. Some of these reasons we understand, but much the greater number of them still escape us. This does not prevent us from "going places," as familiarity and experience with the problems result in an increasingly intelligent and artful handling of these effects. Hypotheses are built up by the individuals concerned to explain certain happenings. Many of these hypotheses have to be abandoned when placed under the glaring scrutiny of actual trial. A few survive the severest of tests, come through unscathed, and are elevated to the rank of theories, something susceptible of certain chemical and physical explanation, under the conditions of the particular plant concerned. If these theories continue to hold water under all the variations existing in most milling plants, they gradually become accepted as facts in the minds of the plant operators. But-and here is a big BUT-these so-called facts may fall down completely in another plant working under an entirely different set of conditions. In other words, each plant tends gradually to build up its own facts, which may or may not be facts at another operation.

NO other man now on the Institute's Board has a record of long service to his professional society comparable with that of Karl Eilers. He joined in 1888; he was a Councilor as far back as 1909, a Vice-President as early as 1912, and for the last ten years has been continuously a Director and Treasurer. It seems fitting, therefore, that he is the only member of the present Board that is also an Honorary Member of the Institute. Karl Emrich Eilers was born near Marietta, Ohio, Nov. 20,,1865, which makes him 71 years old. Columbia School of Mines gave him his E.M. in 1889, after which

At the February, 1916, meeting of the Institute, a paper presented by Hayward and Raymond gave the results of a study on the effect of time in tempering medium-carbon steel, when the following conclusions were reached: It is not fair to consider the question settled when only three specimens were used for each treatment, but the results obtained indicate that for reheating quenched medium-carbon steel to temperatures below 500" it is only necessary to heat it through. Longer heating has little or no effect on the tensile strength, ductility, or hardness. At temperatures above 500°, increasing the time of treatment causes a slight falling off in hardness and tensile strength with a corresponding increase in ductility. In the discussion of the paper these conclusions were attacked and evidence was presented that seemed to throw doubt on their accuracy. The authors, however, showed that this evidence was based on high-carbon or alloy steels and no facts regarding medium-carbon steel were presented. During this study the heat treatment was carried out in a small electric resistance furnace. It held nine specimens, but when these were placed in the furnace the temperature was lowered to such an extent that 30 to 40 min. were required to reach the desired heat. The authors pointed to this as a weak point in the investigation and it seemed wise to supplement the research by work on similar steel but using a different method of heating. This has been done and the results are given in the present paper. The Rhode Island Tool Co. coöperated by furnishing the steel and turning the tensile specimens. At the February, 1916, meeting of the Institute, a paper presented by Hayward and Raymond gave the results of a study on the effect of time in tempering medium-carbon steel, when the following conclusions were reached: It is not fair to consider the question settled when only three specimens were used for each treatment, but the results obtained indicate that for reheating quenched medium-carbon steel to temperatures below 500" it is only necessary to heat it through. Longer heating has little or no effect on the tensile strength, ductility, or hardness. At temperatures above 500°, increasing the time of treatment causes a slight falling off in hardness and tensile strength with a corresponding increase in ductility. In the discussion of the paper these conclusions were attacked and evidence was presented that seemed to throw doubt on their accuracy. The authors, however, showed that this evidence was based on high-carbon or alloy steels and no facts regarding medium-carbon steel were presented. During this study the heat treatment was carried out in a small electric resistance furnace. It held nine specimens, but when these were placed in the furnace the temperature was lowered to such an extent that 30 to 40 min. were required to reach the desired heat. The authors pointed to this as a weak point in the investigation and it seemed wise to supplement the research by work on similar steel but using a different method of heating. This has been done and the results are given in the present paper. The Rhode Island Tool Co. coöperated by furnishing the steel and turning the tensile specimens.
