BORN a Chicagoan, on Aug;. 31, I879. Oscar Johnson lived in that city until young manhood. As a youth delivering newspapers he set his sight on the l university of Chicago and at sixteen years of age he began working summer vacations in the foundry of the Pullman Company. Misfortune came to his family during the summer of 1898 when tuberculosis took his only sister and brother. His mother, apprehensive of Oscar's health, urged him to try the West at least for awhile. So late summer found Oscar in Salt Lake City, employed by the Trent Engineering & Machinery Co. At that time it was busy building equipment for use in the war with Spain. Though he did not know it then, Oscar war was laying the groundwork for his present membership on the Mining Equipment Industry Advisory Committee of the W.P.B., a post which keeps him commuting between Denver and Washington.

A program of exploration for radioactive deposits, conducted in 1945 in the well-known mineralized areas of the Front Range, Colorado, was rewarded with the discovery of pitchblende in a dump at Caribou Hill. The presence of pitchblende in. the silver veins at depth apparently is not expressed as gamma-ray anomalies at the surface.

For the purposes of this paper, the boundaries of China and Siberia will be taken as they stood about 1907. Except in the Caspian region, it is doubtful if all the oil ever produced in these countries would equal one day's flow of a good Texas well. Considering the vastness of the regions and the variety of strata, it seems strange that these two countries should have made so small a showing in the petroleum industry. No doubt the condition is caused partly by lack of prospecting and of modern methods of development; in larger measure, however, it is evidently because of unfavorable geological conditions over nearly all of east-central and northern Asia. China The known oil occurrences in China are very few. For many years, perhaps a barrel a day has been obtained by primitive methods from wells near the city of Yenchang in the northwestern province of Shensi. A like amount was obtained from wells bored for salt water in the vicinity of Kiating in southwestern Szechwan. The little oil was separated from salt water by allowing it to stand in jars. The salt wells yield also considerable natural gas, which is used to evaporate the salt and also for domestic purposes. There is evidence that wells were bored in this part of China before the third century. It is said that more than 1200 wells have been sunk in that district to depths of 1600 to 2000 ft. (485 to 610 m.) in connection with the salt industry. The scarcity of petroleum in China may be ascribed to three general geologic conditions: First, China contains practically no marine sediments of Mesozoic or Cenozoic age; second, the Paleozoic sediments are not for the most part of the types that generally contribute petroleum; third, the rocks of nearly all ages have been strongly folded, faulted, and more or less intruded by igneous rocks in all parts of China except certain areas in the west and northwest. Although an aerial photograph is not a map, most of the information that is necessary for compiling a map is recorded in the photograph provided some form of radial-line method is used to determine the true position of images. The slotted- templet method, which is based on the well-established radial-line principle, has made it possible to construct accurate mosaic maps at a cost comparable with that formerly charged for the average mosaic. It makes possible the securing of these results with far less ground control, which is always expensive. It has expanded widely the possible use of aerial photographs for mapping. ALTHOUGH a vertical or oblique aerial photograph is not a map, most of the information that is necessary for compiling a map is recorded in the photograph. Some ground controls or data are needed, the number and accuracy to be governed by the mapping method to be used and the scale and final accuracy desired in the finished map. RADIAL-LINE CONTROL It is essential that the principle of radial-line control in the use of vertical aerial photographs be understood and accepted before any confidence in the slotted-templet method can be gained. A simple sketch and some enlargements showing the Empire State Building will serve to illustrate the cause of displacement of an image that is above the datum plane as recorded in the photograph. The top of the tower of the Empire State Building is directly above the base, and when the image of the top is shown almost two blocks away from the center of the base, it is evident that the image of the top of the tower is not the true location, and in this particular case we know where the true location is; namely, over the center of the base of the tower. If the top of the tower were the top of a hill 1250 ft. high, we would have no way of knowing by inspection the true position of the top of the hill, so it is very important to have a method whereby the true location of any such point can be determined, and thereby make it possible to convert the detail of an aerial photograph into accurate information for mapmaking.

The isothermul section of the Nb-Ti-Zr-O system at 1500°C was investigated using X-ray dzffraction and metallographic techniques. UP to 66.7 at. pct 0, the system contains nine four-phase regions. Tsopleths at 10, 20, 30, 40, 50, and 55 at. pct 0 weye constructed. The purpose of this investigation was to determine the general shape of the quaternary equilibrium phase diagram of niobium, titanium, zirconium, and oxygen at 1500°C. The system was truncated at 66.7 at. pct. O., PREVIOUS INVESTIGATIONS The Ti-Zr-O system was investigated in this laboratory.' The binary systems of interest have been compiled and discussed by anssen2 and Levin, McMurdie, and Ha11. Elliott4 has determined the Nb-O system by metallographic and X-ray diffraction techniques. He shows the existence of three oxides, namely NbO, NbO2, and Nb2O5. At 1500°C the solubility of oxygen in niobium is about 4 at. pct. No solid solubility region is shown for either NbO or NbO2. EQUIPMENT The same equipment as that for the study of the Ti-Zr-O system was used. The X-ray diffraction patterns were analyzed with the help of the ASTM card set5 and NBS circulars.6 MATERIALS The niobium powder (99 pct pure), the titanium powder (99.6 pct pure), the niobium pentoxide, and the zirconium dioxide used in this study were purchased from the Fairmount Chemical Co., Newark, N.J. The zirconium powder (99.4 pct pure) was obtained from the Charles Hardy Co., Inc., N.Y. Reagent-grade titanium dioxide was purchased from the Matheson Co., Inc., Norwood, Ohio. The oxides were dried in air at 700°C for 24 hr before use. Though the materials used were not "hyper-pure," the impurities present do not affect the results (lattice parameters, phase boundaries), within the experimental accuracy. PROCEDURE Samples of the desired compositions were made up, in mole pct, from the materials listed above. In some cases the intermediate binary compounds, such as NbO and TiZrO4 were prepared beforehand and used in the preparation of the samples. This technique enabled equilibrium to be reached from two sides. The components of each sample were mechanically mixed in a mortar and pestle and pressed into 3/16-in. diam pellets. The pressures used in compacting were of the order of 50 to 100 x 103 psi. Sintering was accomplished by heating the samples in a tungsten crucible (3/4-in. high, %-in. diam, 1/8-in. wall, lid with XB-in. hole). The pellets were separated from each other and from the crucible by means of small spiral coils of tungsten wire placed between the stacked pellets and on the bottom of the crucible. The sintering time was from 4 to 12 hr at 1500°C under a vacuum of 6 x 101-5 to 1 x 10-6 mm of Hg. All samples were reground after the first or second heating repressed, and reheated. In most cases: equilibrium was obtained after the first heating, as the X-ray diffraction pictures after each heating remained unchanged. Quenching of the samples from 1500°C was at first only possible by allowing the crucible and its contents to lose heat by radiation. The temperature dropped from 1500° to 900°c in approximately 1 1/2 min, which was considered adequate when compared to the times used by other investigators to reach equilibrium in the temperature range of 1000°c and lower. Later, a new technique for faster quenching of the samples was cleveloped. This technique involved the removal of the samples from the crucible, whereupon they were quenched by coming in contact with the water-cooled copper base of the furnace. This manipulation was performed without breaking the vacuum. The sample pellets were placed on a tungsten wire rack inside the crucible. The wire rack passed through the hole in the crucible lid, where it was connected to a small nonmagnetic chain. The chain was fed to the side of the furnace by means of a brass rack which fitted between the body and lid of the furnace. ALL 32 of the Local Sections of the Institute in the continental United States and practically all of the Divisions as well, had representatives present at the Conferences of Local Section and Division Delegates at the Annual Meeting. Three sessions were held, two on Monday and one on Thursday, both the incoming and outgoing Presidents of the Institute being on hand to con- duct the meetings. H. J. Brown was called to the chair during a portion of the last session, President Fulton having to leave early. Complete minutes of the meetings have ,been sent to all delegates. In general, the Local Sections appeared, from their reports, to have risen to the wartime demands made upon them with their usual resourcefulness. Apparently more difficulty has arisen in the last year in arranging attractive programs and securing acceptable speakers, this being perhaps attributable to the fact that most technical men have been extremely busy. Careful planning ahead .has usually brought good results, however. Another wartime difficulty has been the matter of transportation to meetings, gasoline rationing and congestion on the railroads and buses being a handicap to attendance. Sharing cars has proved practical as a method of meeting this issue, this again requiring planning. Suitable meeting places and a supply of food have been another difficulty for some local groups.

If confronted with the problem of pumping a mixture of slime-free sand, gravel and boulders up to six in. in diameter, at the rate of 175 tons per hr in one single-stage pump against a static head of 90 ft and a total head of 140 ft, of which 20 is on the suction side, an engineer might be forgiven for backing away from the job, especially if he were also told that the pump wearing parts must have a minimum hardness of 550 Brinell for the sake of abrasion resistance.

C. H. GIBBS,* Salt Lake City, Utah (written discussion?).-The development of the coke industry in Utah had a somewhat checkered career for the first 50 years of its existence. About 1851 the iron-ore deposits of the Iron Springs and Iron Mountain mining districts, Iron County, Utah, were discovered. Obtaining of iron for any purpose at the time involved its shipment from the Mississippi River to Utah, by ox-team. The result was that the pioneers endeavored to establish an iron-ore smelting plant at what was known as Iron City, near Iron Mountain, in Iron County. Bishop Taylor, who headed this enterprise, endeavored to obtain coal suitable for coking from the Cretaceous coal measures immediately east of Cedar City. A few small bee-hive coke ovens were built and lump coal was coked in these ovens; or, more properly speaking, the volatile matter of the lump coal was driven off, leaving a carbonized material that retained the lump shape, although it was extremely, friable. This coke was promptly found to be unsuitable for iron smelting, not only clue to its extreme weakness under smelting load, but also because of the fact that it carried about 5 per cent. sulfur. Bishop Taylor made a very thorough and exhaustive effort, covering a considerable period of years, to locate suitable coking coal in Southwestern Utah. His efforts failed, and in 1902 the iron-ore property acquired by him and associates was sold to the Colorado Fuel and Iron Co. It is of interest to note in this connection that the iron-ore deposits of Iron County at present are the largest known undeveloped iron-ore fields on the North American continent. It is safe to say that there is at least one hundred million tons of 55-per cent. ore actually in sight. In 1878, coal-mining operations were begun at Connellsville, in Huntington Canyon, Emery County. Ten 8-ft. bee-hive ovens-were constructed, and lump coal was carbonized for use in the Salt Lake valley smelters. The product was somewhat better than that obtained in Iron County, but was still of very inferior quality. It had to be hauled a distance of 140 miles by wagon to the two small smelters then operating in Salt Lake valley. These ovens operated only a very short time. The next move toward obtaining a coking coal was in 1889 when the Pleasant Valley Coal Co. began operations in the Castle Gate district. In 1890, eighty 8-ft. bee-hive ovens were constructed, and the product. was used until 1900 in all the smelters in Utah. During this period, 124 additional. ovens were constructed, making a total of 204 bee-hive ovens operating at Castle Gate.

All strata not yielding oil or gas in commereial quantities or a corresponding amount of water may be called dry in a wide sense. In petroleum geology, however, we may exclude all sands of too low or fine porosity to yield gaseous or fluid contents to the hole drilled in the sand before any original pressure that its contents may be under is disturbed. Most rocks are of this class and they are not reservoirs in our definition; their "dryness" is wholly a matter of course. What are the contents of the pores or what is the exact porosity of such rocks is of almost no concern to us, for economically they are "dry." What does interest us is the content of a rock having sufficient porosity and the pores of sufficient size to yield oil or gas in commercial quantities, if they were present under original pressure. Dryness of these reservoirs is a matter of supreme practical importance. Three views current as to such dryness seem, to me, to apply in a few cases only. It is the purpose of this paper to give reasons for this position and for believing that, in ordinary sedimentary rocks, there is only rarely a reservoir of competent porosity and undisturbed pressure that is dry in the sense of not yielding water, oil, or gas when first penetrated. 1. Gardnerl writes of some Kentucky sands, "There has never been present any salt water or other water in the sand." Absence of water cannot demonstrate this position. It is necessary to show that the rocks were not laid down in water, but in air, and that they became so enclosed, while still above the water-table of the ground water, that water has not been able to enter since. Most of these sands, and certainly the productive limestones, were deposited in water; and such sands as have been commercially productive show no reason for believing that the overlying shale or limestone was not laid down progressively from one direction and in water that would have flooded it. NO adequate explanation has been offered for this hypothesis, which is so inherently improbable. 2, Reeves2 urges that "sands originally water filled may have been drained of their water and not filled when later covered." CONSIDERING the extent of the gold-fields of Nova Scotia, which occupy an area of 6000 to 7000 square miles, a few words as to the cost of extracting and reducing the ores may prove of interest. The veins are for the most part narrow, 4 to 12 inches being the usual width, while a 2-foot vein is considered a large one; but they offer many advantages, inasmuch as the ore is easily treated, wages are low, and machinery and supplies can be transported by water to within from 1 to 15 miles of the different mining districts. The Salmon River vein is a notable exception to the above rule as to width. It ranges from 4 to 20 feet in width. The Hall-Anderson of Fifteen-Mile Stream (where there are several veins) is another, which has proved to be from 3 to 4 feet in width. The ownership of all mining claims is retained by the Crown, but persons wishing to work them can lease as many unoccupied areas as they please for twenty-one years, with option of renewal, on the payment of two dollars for each area, and a royalty of 2 per cent. on all gold extracted. Each area consists of 150 Get along the lode and 250 feet across, upon which a certain amount of work must be done, which by recent law is reduced from one hundred to forty days' work for each area every year. Any person erecting in a district the first mill, having at least 8 stamps, and being at least 10 miles from any other mill, is entitled to a lease of 10 areas, free from advance-payment and from royalty, for twenty-one years. A record must be kept, and filed every quarter at the office of the Commissioner of Mines, of the total number of days' work done on the areas, and a monthly statement of the number of tons crushed, and the actual yield of gold. Gold-mining in Nova Scotia may be said to have commenced with the finding of a nugget of gold in a brook at Tangier in 1858. IN RESPONSE to a request from the president- elect of the Institution of Civil Engineers of Great Britain, Mr. Calvin W. Rice, secretary of the American Society of Mechanical Engineers, prepared a brief history of the joint activities of engineering societies in the United States, from which we have taken the following facts. National Societies Our first joint activities were in collection with the celebration of the eightieth birthday of "Uncle John" Fritz in 1902, and it is of interest to note that two of the members of the original celebration committee, Messrk. . Ambrose Swasey and Jesse Merrick Smith, will be members of the official deputation to England in June. Mr. Rice, also,' was .a member, of the original committee.

To THE members of the American Institute of Mining and? Metallurgical Engineers who were fortunate enough to be able to attend the Fiftieth Anniversary at Wilkes-Barre, it was brought home that commercial anthracite requires not only expensive mining but that the milling or preparation of it is also a costly operation, requiring very large capital expenditures and high maintenance and labor costs. The great trouble that coal men meet in discussions of coal problems today is the difficulty the average coal user, especially in the East, finds in distinguishing between anthracite and bituminous coals. They are two entirely separate problems and yet the people who are burning coal complain bitterly of the high cost of anthracite and quote the figures furnished in regard to the prices of bituminous coal and feel that the anthracite operators are making an excessive profit, without realizing the enormous difference in the cost of production in the two fields. The great difference that can be marked is that in this year of industrial depression the prices of anthracite have been not only maintained but have increased during the summer, while the price of bituminous coal has been continually dropping since the first of the year, and yet the same law of supply and demand governs both anthracite and bituminous. In order to understand the situation the two problems must be considered from their separate points of view.

I WOULD like to spend a few minutes describing to you the present condition which exists in the oil industry and then point out some aspects of this deplorable situation in which I think petroleum engineers can be helpful. As you know, the oil business at this time is in a very critical condition, .due to the tremendous potential production in excess of current demand. This is a world-wide condition as well as a national problem, as it is estimated that the surplus production available for the market in foreign countries is of about the same proportion as that existing in the United States. Due to the inability within the United States to hold production within the bounds of demand prices have been slumping for the last four years and at this time have reached the point where the sales value of the average barrel of crude oil in the United States, is far below the cost, of production. In addition to the large amount of potential production available for the market in excess of demand we have in storage in the United States about six hundred fifty millions of barrels 'of oil. Unless something can be done to limit the amount of oil coming onto the market to a point well below the demand, which point will permit the reduction of stocks, it looks as though the 'oil business is facing demoralization.

AFTER all, mineral sanctions are not a measure of peace, they are a measure of war, and we must regard them as such. We have had two examples now in the world-first, Italy, and secondly, Japan-where we have applied sanctions. When we got ready to apply sanctions to Italy that would hurt, they went to war. In the Far East, when we applied sanctions against Japan, in the latter part of 1941, there was a quick reaction, and the Japanese bombed Pearl Harbor.
