require both time and money. Any attempt to secure a quick answer will yield a figure that very likely cannot be substantiated, and certainly will not yield information in the detailed form now desired. It will be about 10 years before a completely new estimate can be prepared for the coal reserves of the United States at our present rate of progress, though of course, much information will be available in the interim. We would like to present such information as we obtain in the form most acceptable to the industry, and to that end we are working closely with coal resource committees of the AIME, the National Bituminous Coal Advisory Council, and the Bureau of Mines. DISCUSSION G. H. Cady*—Mr. Averitt's description of the nature of the coal resources investigations of the United States Geological Survey and the progress of this work is very timely in view of the general interest in the subject of coal resources. The Federal Survey is obviously taking the "long view" with respect to the appraisal of the coal resources as part of the preparation of the general geological map of the country and the attendant determination of the quantity of all mineral and fuel resources. It is apparently for regional surveys of the conventional type that the detailed procedures employed by the Federal Survey are applicable. Even if so it is somewhat unexpected to find the same criteria for evaluation will be applied to the country as a whole. The work on coal resources appraisal has been proceeding at various rates in a number of coal producing states for various periods. Undoubtedly since there has been no common practice in the method of appraisal the states each have worked independently and independently of the Federal Survey, and each has adopted certain practices to meet local conditions. I do not know how much consideration has been given by the U. S. Geological Survey to these practices. It seems probable that such consideration might result in important modifications of the standards which apparently have been set up by the Federal group in line with local requirements. It is the practice in some state surveys to present the facts in regard to the occurrence and distribution of coal beds and their variations in thickness down to thicknesses of 1 to 1 1/2 ft in relatively narrow stages up to maximum thickness. It is then possible for any one using such figures to compile quantitative estimates of workable coal at various minimum thickness limits. This is a desirable objective where surveys are detailed and information correspondingIy good. However, vast quantities of coal lie in beds that are relatively thin about which little information is available and the quantity of such coal might affect the final appraisal to the extent of several thousand million, depending upon the minimum limitation observed. Thus in the case of Illinois a difference of 1 ft in average thickness of coal in the coal field would make a difference of approximately 35 billion tons in the estimated quantity present. One is dealing with a very large area and small differences in thicknesses are very irnportant in the overall picture. The estimate of 10 years to accomplish the sort of detailed appraisal outlined by Mr. Averitt is viewed somewhat skeptically and certainly would require many more trained geologists than seem to be available. The requisite detailed mapping and study are very time consuming not only because of the geological field work required, which is difficult in certain seasons, but also in order to assemble data from company and personal files, and to study drill records and cores, and to sample and analyze the coal. Unless the staff of geologists could be increased in the order of several hundred per cent the prospects are that the appraisal of the type suggested will require many decades not just one. The permanent value of such appraisal, however, is not questioned and it should be expedited as rapidly as means allow. Satisfactory appraisal is not easily achieved and will vary from time to time. The main function of a geological survey is to collect and present the facts that will make possible appraisal in terms of existing conditions by individuals, particularly engineers, qualified by training and expcrience for making such estimates. Thickness and character of the coal bed, nature of the overlying and underlying strata, position, thickness, and character of "partings," relationship to other coal beds, and a variety of other factors must be assembled by the geologist in order to present a complete picture of the geological setting. The economic and engineering factors are in general outside the field of geological experience. The geologist should see to it that the pertinent geological facts are available; much more information than simply thickness and depth of the coal beds is essential to meet all the requirements of appraisal in the future as well as at present. With respect to the present demand by engineers and coal mine operators and others for a rapid re-appraisal of the available coal resources, in the light of existing practices and those in immediate prospect, the Federal procedure of systematic mapping and appraisal is scarcely in line. It will be necessary for those particularly interested in having such an estimate made to establish standards with respect to the various factors involved so that the scope of the geological work can be definitely restricted for the various coal fields. There is little use in setting up general standards since no such standards will be applicable to all fields. Thus it is folly to establish a standard minimum thickness to be generally applicable which is one-half to one-third the minimum minable thickness in some fields. The greatest difficulty in appraisal of the presently actually workable coal bed lies in the variation in the importance placed on roof, floor, structural conditions, bedded impurities. sulphur content and other factors that affect judgment relative to the value of a coal bed. It is doubtful whether any appraisal will have universal approval in view of the variable factors involved. For this reason if none other, the facts should be carefully and painstakingly assembled after the manner of a systematic geological survey such as that advocated by Mr. Averitt. Only upon the basis of sucb information can reliable estimates be made in line with selected conditions. Paul AveRitt (author's repty)— In this paper I discussed, but did not define as such, two major phases of our activities on coal, which are closely related, and which normally we in the U. S. Geological Survey see as an integrated whole. It is understandable, therefore, that Dr. Cady should assume that my remarks applied only to the current work on coal reserves with which I am directly concerned. In view of Dr. Cady's discussion, however, I think a brief summary of the two phases of U. S. Geological Survey activities on coal will be appropriate. The long-term function of the U. S. Geological Survey on coal investigations is to make detailed geologic studies, involving the preparation of detailed geologic maps showing the outcrops and correlations of coal beds, direction and dip of coal-bearing rocks, nature and thickness of overburden, location of faults and fold axes, and similar features. Such studies also yield many measured sections of coal and associated strata, which show variations in the thickness of the beds, and the intervals between coal beds. Taken as a whole, detailed geologic studies provide much useful information for mine operators and engineers. As Dr. Cady points out, this type of geologic work is arduous and time consuming, but it provides the basic data that are necessary both in the development of our coal fields, and also in the preparation of coal-reserve estimates, which are discussed in the next paragraph. One of the operations of the J. L. Shiely Co. is quarrying in a hard granite gneiss with intrusions of gabbro or trap. During the winter of 1948-1949 the quarry ramp was lowered about 30 ft and during the 1949 season practically all drilling was done from the quarry floor, developing a face from 72 to 83 ft for the entire quarry area. The performance and cost table shows our record for 1948 and 1949.

JOHN LIVERMORE CHRISTIE belongs to that group of metallurgists who entered the industrial field during World War I and have been responsible for many of the important metallurgical developments since that time. He was born in Montclair, N. J., on Jan. 31, 1894. After graduating from Montclair High School he attended Sheffield Scientific School, Yale University, received his Ph.B. degree in chemistry in 1915 and that same year was employed by the Bridgeport Brass Co. in its laboratory. Among his first duties was the return to Sheffield Scientific School for two years of graduate work in metallography under C. H. Mathewson; receiving his M.S. degree in 1917. Thus we see him becoming one of that group of eminent physical metallurgists who, with Dr. Mathewson's teaching as a foundation, have done outstanding work in metallurgy.

EUGENE AUSTIN STEPHENSON, better and affectionately known as "Steve," has long been an active and enthusiastic member of the Petroleum Division of the Institute. As its Secretary-Treasurer for several years, he was the spark plug that so successfully carried the Division over the trying period of the early thirties. "Steve" was born at Franklin, Mich., July 27, 1883; graduated from Adrian College in 1905, and later received his Doctor's degree from the University of Chicago where he was an instructor for two years. From 1917 to 1925 he was chief geologist for the South Penn Oil Co. and from 1925 to 1930 he was associated with Ralph Davis, Inc., of Pittsburgh, consulting engineers. In 1930 the Missouri School of Mines called him to Rolla to head a department of petroleum and natural gas engineering. and in 1938 he was invited to build up a similar department at the University of Kansas.

UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession-who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction.

C. G. McLachlan—In the foregoing paper the author has presented a very neat method for calculating the solution recovery for a countercurrent flowsheet. He has, however, based his calculations, as he states, on the assumption that "the concentration of dissolved value must be exactly the same in the overflow and underflow of any thickener." This assumption, which is usually made regardless of the type of calculation used, is "not strictly correct because diffusion of the dissolved gold in the solution associated with the solids as it progresses through the countercurrent system is far from being instantaneous, with the result that on a ton for ton basis, the assay of the solution in the thickener underflow is higher than in the corresponding thickener overflow. An agitator introduced into the flowsheet between thickeners will reduce, but not entirely eliminate, this difference. In practice we have found that the best way to take care of this condition— in addition to the use of one or more intermediate agitators—is to circulate 20 pct or 25 pct more solution than called for by the cheoretical calculation. This presents no difficulty provided that adequate thickener capacity is provided in the original design of the countercurrent circuit.

THE manufacture of anhydrous sodium sulphate or salt cake from natural deposits in the United States has been in general somewhat of a marginal undertaking. Competition from foreign sources and from large quantities of byproduct sodium sulphate produced domestically in the manufacture of hydrochloric acid and other chemicals has existed and continues. For example, most of the sodium sulphate produced is a byproduct or co-product in the manufacture of hydrochloric acid through the reaction of sodium chloride with sulphuric acid. In recent years, many manufacturers of rayon have installed equipment to recover sodium sulphate from waste spin bath liquors; today this is an important source. Before World War II large quantities of sodium sulphate were imported from Germany. In 1949 imported material from Europe again appeared on the domestic market. Natural sodium sulphate from Canada in substantial quantities also enters the United States markets. Despite this kind of competition, numerous attempts have been made to exploit various natural deposits of sodium sulphate in this country, but only a very few of these have survived economically over a period of years. One of these few operations is the plant of the Ozark-Mahoning Co. located 13 miles south of Monahans in West Texas. Several factors contributing to the successful life of this plant may be summarized as follows: 1—Geographical location. Monahans is reasonably close, freightwise, to the Kraft paper mills in Texas, Arkansas, and Louisiana; the Kraft paper industry is the greatest consumer of sodium sulphate in the United States. 2—Availability of natural gas as low cost fuel. Proximity of the natural gas fields of West Texas has been a tremendous asset, as the availability of low-cost natural gas is to all industry throughout the Southwest. 3—The nature of the deposit. The occurrence of sodium sulphate brines in southeastern New Mexico and West Texas has been very well described by Lang,' who writes that the brines are found in the Castile formation of the Delaware basin. Here weathering has altered the anhydrite so that a relatively porous gypsiferous zone overlies a dense impervious mass of anhydrite. This porous zone provides traps where percolating ground waters that have picked up soluble salts may lodge. These traps or pockets are the natural brine reservoirs exploited at Monahans. Although several hundred wells have been drilled, currently some 25 wells serve to supply brine to the plant. All are within 1 1/2 miles of the plant and are conveniently tied together by an electric power system serving electric motors driving the pumps. Having the raw material in the form of a brine which can be pumped from shallow wells makes possible much simpler and more efficient handling than if it were in form of solids. By contrast, other deposits of sodium sulphate, such as those in Arizona, Nevada, and North Dakota, are in the form of the solid minerals, thenardite and mirabilite, which present somewhat more of a mining and mineral dressing problem.' The largest producer of sodium sulphate from natural sources in the United States is at Searles Lake, Cal., and there a brine also is utilized. 4—Water. Substantial quantities are needed for cooling towers and for operation of gas engines. An area underlain with brine is not a promising source of fresh water, but fortunately, after a long search, an adequate supply was found nearly two miles from the plant. It may be appropriate to discuss briefly the grades of sodium sulphate offered on the market. Salt cake is the name usually applied to the grade of sodium sulphate used by the Kraft paper industry. It may be a low analysis byproduct, 95 to 97 pct sodium sulphate, with as much as l 1/2 to 2 pct residual acid, or it may be a natural product. Usually salt cake is considered a low grade product, but a great deal of a higher grade of material is marketed under this name. The specifications for glassmakers' salt cake are somewhat higher than those of the paper industry, usually requiring 98 pct sodium sulphate. Technical anhydrous sodium sulphate is a high grade material and usually exceeds 99 pct sodium sulphate. It finds the biggest market in the textile industry and is used as a builder in some synthetic detergents. Glauber's salt, Na2SO4. 10H20, is usually of high purity. Preferred for some uses, it normally has been recrystallized from an anhydrous salt. A unique manufacturing process has been developed at Monahans. This process results in the production of an exceptionally high grade of salt cake, and qualifies for nearly all uses, including many which specify the technical anhydrous grade. All of the finished product, which is very white, passes a 10-mesh U. S. Standard screen, and is retained on a 200-mesh U. S. Standard screen. It is over 99 pct Na2SO4 with main impurities being sodium chloride and magnesium sulphate. Iron content is less than 0.01 pct. As mentioned, the raw material at Monahans is a brine drawn from wells. In a recent paper, Rawdon and Mutchlerl gave some exceptionally interesting results on the Brinell and scratch hardness of severely cold-worked metals. In their work, they found that, on continued cold rolling, the metal hardened up to a particular point and then reversed and became softer; this was true for both Brinell and scratch hardness values. The generally reported behavior2 of metals, with respect to Brinell tests on cold-worked material, is that the metals harden up to a certain point and then, on further cold rolling, no change in Brinell hardness occurs. Jeffries and Archer3 state that there is little difference between the scratch hardness of annealed and cold-worked metals; the work of Faust and Tammann4 also indicated no difference between the hardness of annealed and cold-worked copper. Rawdon and Mutchler found, when they plotted the reduction ratio (initial thickness divided by thickness after rolling) against the hardness value for the cold-rolled material, that the hardness number increased up to a reduction ratio of about 3 and then decreased and became even smaller than that for the annealed metal. This behavior was reported for both scratch and Brinell hardness; Figs. 1 and 2 show their results for Brinell hardness on the metals for which they published data. THE Tri-State Zinc, Inc., Galena, Ill., was confronted with the problem of securing ore from a deposit because the hoisting shaft was several thousand feet from the mill. The orebody is several thousand feet long, averaging 200 ft in width and 60 ft in height and opened up by vertical shafts some 300 ft deep. Mining is by the room-and-pillar method. During the initial operation the ore was loaded by conventional electric 1/2-yd boom-and-dipper shovels and hauled to the shaft by 8-ton diesel trucks. This underground ore loading and hauling was well adapted to the conditions and productive of low costs per ton. However, with the mill situated as mentioned, a triple handling of all broken rock was necessary: l—from the stope to the shaft by truck, 2—up the shaft by skip br can into the surface hopper, and 3—by truck from the surface hopper to the crushing plant at the mill. In addition to the repeated handling, serious troubles were encountered during the winter because of freezing in the shaft hopper. Consideration was given to either moving the mill to the new orebody or to the construction of a second mill. The presence of other orebodies to be mined at a later date made the first alternative impractical while the capital outlay for a second mill, when the present plant of approximately 850 tons per day was deemed sufficiently large for the total reserves, made the second alternative also unwise. It was decided to retain the mill in the originals location and continue to move the ore to it. The idea of driving an inclined adit from the surface to the bottom of the orebody suitable for truck haulage and big enough to allow the passage of all mechanical equipment was conceived. Among the apparent advantages of such an incline were: 1— Direct haulage from the stope to the mill without rehandling. 2—Elimination of virtually all grizzlies. Trucking from underground to the mill would do away with all hoppers, chutes, gates, and skips and make the maximum rock size dependent solely on the size of the shovel dipper at the mine and the crusher opening at the mill. 3—Less secondary blasting would be needed. 4—Ease of transporting equipment and supplies underground. Shovels and trucks could be taken through the incline intact. 5—Equipment could be brought to the surface for repairs and servicing without loss of time. The same advantages of ease in moving would be present in the handling of men, steel, powder, and supplies. 6—There would be far less difficulty in increasing the amount of tonnage that could be moved by truck up an incline than would be found in attempting to increase the capacity of a shaft. 7—All the broken ore in the stopes would serve as bin capacity, as it would take the breakdown of all of the loading and hauling equipment to have the same effect as a delay in shaft hoisting. 8—All danger of men being trapped in the mine as a result of shaft fire or power stoppage would be eliminated. 9— Virtually all trouble from severe winter conditions would be eliminated by the direct haul underground to the mill. The decision was made to proceed with the driving of an inclined adit. The topography of the surface between the orebody and the mill was such that it was possible to locate the portal at a point 170 ft above the mine floor and 1800 ft horizontally from the central point of the orebody to the south and 2500 ft from the mill to the north. A grade of 10 pct was found to be optimum for continuous truck haulage when the various factors of speed, safety, and truck maintenance were all considered. The incline as driven was consequently 1700 ft long on 10 pct grade and 12 ft high by 17 ft wide in cross section. The tunnel-driving equipment was chosen so that it could be used in mining after the completion of the tunnel. Drilling was done with a jumbo with two Joy jibs mounting 3-in. drills, loading with an Allis-Chalmers diesel-powered, front-end loader of approximately 11/4-yd capacity, and hauling by Koehring Dumptor trucks of 8-ton capacity, diesel-powered. The width of the tunnel allowed the end loader and Dumptor to be placed abreast. Since the Dumptors can be driven either forward or backward with equal facility, loading was accomplished without turning around either machine throughout the loading operation. The crew in addition to the tunnel foreman was comprised of three men per shift at the start and in the later work, four men. Each crew could perform any part of the working cycle. If the drilling was completed and the round blasted in the middle of a shift, the same men would proceed with the loading and hauling. Since the mine already had been drained to the bottom levels, no water was encountered. At the halfway point the tunnel was widened for approximately 100 ft to permit trucks to pass. The total cost of the tunnel excluding the capital outlay for equipment, which was all continued in use in the subsequent mine operation, was $60,363.00 or $35.50 per ft. The tunnel was completed at the end of June, 1949 and has been in continuous use since that time. In the five months from July to November inclusive, 106,049 tons have been transported to the mill or an average of 835 tons per day. No unforeseen disadvantages have been encountered and the advantages which had been predicated before the adit's construction have been more than realized. As previously mentioned, the deposit is worked by the room-and-pillar system with occasional faces up to 125 ft high. Except in driving development drifts when diesel-powered, front-end loaders such as were used in the tunnel are employed, all shoveling is done by Yz-yd boom-dipper type shovels electrically driven. These units need a width of 25 ft and a height of 14 ft in which to operate. All hauling is by diesel trucks, mainly Koehring Dump-tors. Interest by petroleum engineers in the flow of three phases—oil, gas and water—in irregularly bounded porous media lies mostly in the performance calculation of water floods of reservoirs that have been partially depleted as the result of expansion of much of the originally dissolved gas. The authors present a method to forecast three-phase flow in complex geometry and explain the details by the use of a specific example of a five-spot water flood of a partially depleted stratified reservoir. In this example, the fluid and rock properties of a field given by Prats, et al,' were used. The computed results fit the field performance more accurately than Prats, et al, and Slider.' The time required for the high-speed digital computer to make the calculations, including the contributions from the different layered zones, is about one minute. INTRODUCTION The declining rate of discoveries of new oil fields in the United States makes the recovery of more oil from known reservoirs more attractive than previously. Water flooding has an excellent proved background for recovering additional oil economically. Accordingly, the main interest of this paper is in this type of recovery. In petroleum engineering studies, commercial interest in three-phase flow is mostly in the water flooding of reservoirs in which the oil has been partially produced by the expansion of dissolved gas. When water is pumped into these reservoirs, three-phase flow takes place. Although this paper is concerned with these conditions, the principles involved could be used for other conditions when and where they come to the fore. Many investigators have made contributions to non-empirical forecast methods using basic scientific engineering principles. Several of these used the oil in place at the start of the water flood and the oil remaining after a large quantity of water has passed through a core for key values in their calculations. Recently, Prats, et al,' and Slider have reduced assumptions by adding the third phase—gas—in their forecasting methods. Slider uses the mobilities in the immediate vicinity of inlet and outlet wells as an aid to simulate the resistance effect in the five-spat pattern of the flow of oil, gas and water. Prats, et al. minimize assumptions by using previously determined laboratory data for determining sweep efficiency in the five-spot pattern. In neither of these papers is the saturation profile continuously affected by permeability-saturation curves. Sheldon and Dougherty- recently described a method that employs continuously changing saturation profiles using permeability curves, has a minimum of assumptions and needs no prior sweep efficiency. The Higgins-Leighton method, described in this paper, has all of these features; however, many of the techniques are different from those of Sheldon and Dougherty. The Higgins-Leighton method, tested in May, 1961, is direct and easy to apply and requires very little computer time to calculate a forecast. The short computer time is especially helpful in the study of a reservoir containing many layers of different relative permeabilities. In the Higgins-Leighton method, the individual pressures do not have to be calculated, as the resistance to flow in each cell in the flow pattern is readily determined without the use of any iterative techniques. The saturation and permeability distributions are readily determined. These data and the shape factor, which is measured only once from the potentiometric model when mobility ratio is one, determine the resistance to flow in each cell. THEORY The authors showed in a previous paper4 that, as an aid to calculating performance, the reservoir can be divided into channels using the streamlines of a potentiometric model as a guide. See Fig. 1. This procedure also was used in this paper. The authors also showed that, by treating conduits as approximately one-dimensional and neglecting pressure gradients transverse to the main flow, the Buckley-Leverett equation may be expressed as The principles expressed by this equation are employed extensively in the three-phase flow, as they were in two-phase flow. Victor G. Hills, Cripple Creek, Colo. (communication to the Secretary): In continuation of the subject of the perform ance of "baby machine-drills," presented by Mr. Thane, I sub mit the following records of work done with these drills in the Cripple Creek district of Colorado. Two years ago, the Anchoria-Leland mine began to use baby drills ; and, to make the experiment more complete, began by purchasing two machines, of the same size, but of different make. The little drills were first used for stoping and up raising, in which they achieved at once an unqualified success. Soon after, they began to be used for the smaller branch-drifts and prospecting cross-cuts, while the large two-man drills were still used for the main drifts. Now they have almost entirely superseded the large drills, since it has been found that they will do any ordinary work in the mine at less cost, both for labor and for powder, per ton of rock broken. The large drills, of course, make more rapid progress; but it is only where time is a specially important factor that they are now used. The Portland mine, where, until within a year, only the large machines were used, is now using some small drills for stoping, and also for drifting. Mr. Thane speaks of having two men to operate a baby-drill; but in this district the baby-machine is always worked by one man without help. Again, in Prof. Christy's postscript, the quoted extract from a letter of Mr. L. T. Seymour, the South African engineer, mentions a " 2 1/2-inch Little Giant," as though that were the smallest machine used in that region. These statements leave some doubt as to just what Mr. Thane means by a " baby-drill." To avoid any such uncertainty as to the present communication, I will say that the large or two-man drill in common use at Cripple Creek has a 3 1/8-inch cylinder; while a few mines employ a 3-inch, and a few, in running large tunnels, a 3 1/2-inch drill. CHAIRMAN DOUGHTON of the House Ways and Means Committee announced on September 23 that the committee has scheduled public hearings on an excess-profits tax, beginning on November 15, 1950. In the meantime, the staff of the Joint Committee on Internal Revenue Taxation and the staff of the Treasury Department are to confer jointly on this question in the hope that such conferences may result in the preparation of a report on excess-profits tax proposals which could be used as a basis for testimony before the committee. It is thought that this procedure may aid in the draft of an excess-profits tax bill for introduction in the House when Congress reconvenes on November 27.

AT the December Board meeting, the report of the William Lawrence Saunders Medal Committee, recommending the award of the medal to John Hays Hammond, was received and unanimously approved. The citation is: "For his notable work as an engineer and developer of mines at home and abroad, his industrial leadership and his public services." The medal will be presented as usual during the meeting in February, presumably at the annual dinner at the Waldorf, on Feb. 20. The other medals to be given on the same occasion are the James Douglas, which goes to Paul D. Merica, and the Robert W. Hunt, which is awarded this year to Edgar C. Bain, as already announced. This will be the third award made of the Saunders Medal for "Achievement in Mining," previous recipients having been David W. Brunton in 1927, and Herbert Hoover in 1928. The list is a distinguished one and Mr. Hammond's name is appropriately included. His career is so widely known that it is not necessary to repeat the account, published in MINING AND METALLURGY last April.

AN adequate supply of crystalline quartz of piezoelectric grade and size continues to be of fundamental importance to the U. S. Army Signal Corps. Current electronic development programs of the Armed Forces depend upon the use of quartz crystals in all applications where accurate frequency control is necessary. In peacetime this' may not seem too significant, but in planning for possible national defense emergencies, an adequate supply of piezoelectric grade raw quartz is just as important as an adequate supply of some of the more publicized strategic minerals. Prior to World War II, the Signal Corps accepted the use of quartz crystals for frequency-control purposes in essentially all electronic communication, navigation, and radar equipment operating in the audio and radio frequency spectra up to and including the ultra-high-frequency channels. Over 4,000; 000 lb of radio-grade quartz was required between January 1942 and V.J Day. Use of such a large quantity of crystal units was necessary in order to establish and maintain, with a minimum of effort, clear and definite frequency channels of greater stability than could be obtained by any other means. This policy was justified on the basis that quartz was without a peer as a frequency-controlling element. Military and civilian uses of quartz in the field, as well as laboratory studies, have confirmed this premise and no means of highly stable frequency control, superior to quartz, has been discovered. It appears certain that the demand for use of quartz for frequency control purposes will continue at a high level.

(communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. NEARLY every technical man is called upon at some time in his life to deliver a paper before a technical audience or to write a technical paper for publication. It is not necessary to be an accomplished public speaker to deliver a technical paper successfully; it is only necessary to bear in mind a few obvious points. Poorly presented papers are nearly always the result of a few errors of deportment, but they are vital and at the same time so obvious that they are often overlooked. Experience is a good teacher but a little study and careful preparation will moderate the suffering of both an amateur speaker and his audience. An author's paper suffers, through poor delivery, in direct proportion to the suffering of his audience. The best test of a paper is to have it read aloud to the author. This will bring out faults not apparent when read silently by the author. Some of the things which will probably need correcting are improper phrasing, noneuphonic sequences, and long or involved sentences. Frequently authors write their papers in short crisp sentences for oral presentation, then rewrite them for publication.
