IT is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of "prills" of matte. I have frequently held well-settled slag in a molten condition for a long period without being able thereby to reduce the copper-content. The slag acted as though it contained a minimum of dissolved or combined copper that could not be settled out by gravity. I have used reagents, but without satisfying myself in what form this copper existed. The same slags, by fine grinding and elutriation, could not be separated into portions containing more or less copper than the average content. By treating copper-slags in an electric furnace an impure button of copper. was produced, but the high temperature and the strong reducing-action of the furnace were influences that suggest an explanation of a result not obtainable with ordinary smelting-temperatures. If all the copper in the slag were in the form of copper-matte, and not existing as a dissolved compound with some of the elements of the slag, then the other metals in the matte, such as gold and silver, should occur in the slag in the same ratio to the copper as to the copper in the accompanying matte. This reasoning led me to study the ratio of metals in the products of smelting, and, apart from the issues discussed in this paper, the research has proved both interesting and illuminative. On the assumption of a similar ratio of metals in matte and slag, if the percentage of copper in the slag accompanying; a matte containing 50 oz. of silver and 1 oz. of gold per ton of copper was 0.3 per cent., or 96 oz. per ton of slag, there should be found 0.15 oz. of silver and 0.003 oz. of gold per ton of slag:; but, in my experience, there is less silver and much

Cheep tests are normally constant load tests. Such tests approximate some types of service conditions and therefore are justified from the engineering point of view. Coupled with this consideration is the advantage of simplicity inherent in constant load tests, as contrasted with the comparatively complex requirements of a constant stress test. It is not surprising that the vast majority of creep tests reported are of the constant load type. Despite the enormous amount of accumulated creep test data, plastic flow is by no means completely understood. The widespread use of constant load tests is at least partly responsible for this lack of understanding. Any attempt to analyze deformation must involve the more fundamental quantity stress, rather than load. It is possible to predict constant load behavior from known constant stress data, but the reverse is much more difficult. When a metal specimen elongates, as in a creep test, the cross section decreases, maintaining constant volume. Thus For a constant stress test the force on the specimen must be decreased as the cross section decreases, that is, this force must be inversely proportional to the elongation of the specimen. An-drade has described three methods of obtaining the constant stress condition,l-3 each of which is relatively complex. The most recent proposal,³ suggests a major simplification which maintains the simplicity of the constant load test while approximating quite closely the desirable condition of constant stress. Andrade's device is admittedly more accurate but the method described below has definite advantages Consider a specimen in the form of a "V" supported at its ends. If a weight be applied at the vertex of the angle, the stress in each leg of the "V" If this stress causes an elongation ?1 in each leg of the "V," the angle decreases from a. to a smaller angle a1. The quantity sec — thus decreases with specimen elongation while the quantity 1/A increases. By selecting proper initial conditions it should be possible to hold S/So very nearly constant at unity. The proper initial conditions are realized when a0 is made equal to approximately 90°. Fig 1 compares the ratios of S/S0 for a0 = 85, 90, 95, 100°, with a0 = 0, that is, a straight speci- men, for true strains up to e = 0.10. It may prove convenient to measure X, the movement of the vertex, rather than the true elongation 1. Contour lines of X/lo are also plotted in Fig 1. The method for obtaining constant stress described above is especially suited to the testing of small wires, but may easily be extended to rods of any diameter through the use of a suitable grip which serves as the vertex joining two identical rods forming the legs of the "V." IT is always a pleasure for me to join in the Ameri-can Mining Congress, for not only has my own professional life been closely linked with the industry, but the Secretary of Commerce is specifically enjoined in the organic act creating the office to promote and foster the interests of the mining industry. And it is a vital part of our national life. It is one of those indus-tries without which. the nation could not go on for a week. It ranks second only to the agricultural industry in its contribution to our raw materials. Its production amounts to nearly 6 ½ billions annually, providing direct support to probably ten millions of our people through employment to about two million workers. But the in-dustry has a greater importance than even these figures indicate, for with agriculture, forestry, and water power it furnishes the raw materials upon which the whole work of our civilization rests. When the raw ma-terials of our mines emerge. from manufacture with the added expenditure of labor and capital upon them, they have a wholesale value of over fifteen billions of dollars. And in this, the second stage of their application, they give employment to another two million workers and support to about ten million more of our people. A large portion of these manufactured commodities must filter through the retail trade; their total value when delivered to the consumer exceeds twenty billions of dollars. And from this distribution arises the support of many more millions of our people. It is estimated that the products of agriculture when they reach . the consumer, with transportation, manu-facturing, and distribution costs added, have about the same value as the mineral industries-each of them thus contributing about one-quarter of our total na-tional income. No other continent has demonstrated its possession of such a magnitude of minerals as has ours, and such a bountiful distribution over our whole land. But our mineral resources differ in one essential from our other natural resources-they are not renewable. Agricul-ture, forests, and water power replenish their supplies from season to season. Some people conclude from the non-renewable character of the mineral supply that they must shortly be exhausted. The practical question is ,one of time, and time in these matters needs to be measured in generations, and apprehension of exhaus-tion needs to be tempered with many probabilities in-cluding the advance in technical methods of extraction. In some of our minerals, such as coal, iron, and building materials we can, through a knowledge of their geologi-cal structure and occurrence, make fairly good estimates of our reserves. We. know that they will outlast many generations of Americans. In non-ferrous metals and oil, geology affords us no great basis for an estimate of future supply. We only know of the occurrence of minerals of this type by actual exposure of them, and we can thus make no estimates except upon reserves which have been proved by actual development by the process of mining. To develop them ahead merely for national satisfaction of assured future supply would imply an unbearable waste of capital. The consequence is that in these groups there is never a demonstrable assurance of more than a few years' supply ahead of us. Yet we have never failed from year to year to find new deposits and extension of old deposits.

Precipitation processes leading to drastic property changes are a frequent occurrence in titanium alloys containing large amounts of the retained high temperature P phase. In order to establish the kinetics and nature of these precipitation processes, a series of Ti-V alloys was studied. Time-temperature-transformation diqgrams were obtained for 12.5 and 15 pct V-Ti alloys. These diagrams consisted of two intersecting C-shaped curves: one in the high temperature region for the euilibrium transformation P +u+P, and another at lower temperatures depicting the formation of the meta-stable transition phase, o. Presence of the transition phase retarded the precipitation of the equilibrium a phase. Deformation of retained P resulted in the formation of the o phase. Reversion and retrogression phenomena of the transition phase were observed. A negative temperature coefficient of resistance was found in quenched alloys containing from 15 to 20 pct V. CERTAIN titanium-base alloys can be heat treated to produce appreciable changes in properties. For example, remarkably high hardness values may be obtained by aging or isothermal quenching treatments. Most of the information available to date on the hardening of titanium-base alloys has been systematized recently in an article by L. D. Jaffe.' It was pointed out by that author that the hardening was the result of the decomposition of the retained j3 phase to the equilibrium constituents, a and p, and that this decomposition had many of the characteristics of an age-hardening reaction. Recent work by Frost et al.' 3 has contributed much to the fundamental understanding of the hardening mechanism in titanium-base systems. These authors established the presence of a transition phase in the transformation from j3 to a + j3, which they designated o. The transition phase, in their opinion, was at least partially responsible for the hardening and embrittling effects which accompanied low temperature aging. The present investigation of the mechanism and kinetics of the hardening reaction was carried out for the Ti-V system. Ti-V alloys were ideally suited for a study of the decomposition of j3, since age hardening was known to occur readily in this system." Moreover, no intermetallic compounds occur in this system, Fig. 1, thus simplifying the interpretation of the results. Material and Procedure Alloys containing 12.5 and 15 pct V were prepared by Battelle Memorial Institute from iodide titanium furnished by Watertown Arsenal and vanadium of 99.8 pct purity. Ingots of 8 Ib each were prepared by arc melting in an inert atmosphere with a tungsten electrode and water-cooled copper crucible. Each of the ingots was melted once, forged at 1600°, and rolled at 1400°F. Following this, the ingots were remelted, forged, and then rolled to % in. sq bars, which were subsequently grit blasted, pickled, and wire brushed. Another set of alloys containing nominally 17.5 and 20 pct V was produced by the Research Div., New York University. These alloys were arc melted in an inert atmosphere in lots of 20 g each. Heat-Treating Procedure: Whenever feasible, specimens were heat treated in high vacuum resistance furnaces at pressures below 5x10." mm of Hg. IN April 1949, Newfoundland became the tenth province of Canada. It had been a Dominion of the British Commonwealth, though actual Dominion status had been suspended for some fifteen years. During that fifteen-year period the Government had been by commission. Throughout the regime of the Commission Government, a limited program of investigation of the mineral resources of the country was in progress. It was during this period that the investigation of the iron resources of Labrador by the predecessors of the Iron Ore Company of Canada began. Since Confederation there has been a marked change in the attitude of mining capital to the new province and a notable acceleration in the tempo of prospecting and exploration. There is no private Newfoundland capital available for mineral exploration. In the past, as now, capital must be attracted to the province. Prior to Confederation, Canadian capital had to cross the barriers of customs and immigration. American capital hazily regarded Newfoundland as part of Canada, with one notable exception, the American Smelting and Refining Company at Buchans. Buchans The most significant mining development in Newfoundland today is the property of the Buchans Mining Co. Ltd., a subsidiary of the American Smelting and Refining Co., located at the town of Buchans. Their milling operation produces lead, zinc, and copper concentrates by selective flotation, and also produces a small amount of gravity concentrate. Presently the mill treats, about 320,000 tons of ore per year. Production started in 1928 at 500 tons per day and has been raised over the years to the present figure of 1200 tons per day. Conventional prospecting methods uncovered the original deposit. It was first examined as a possible source of sulphur from pyrite. Geophysical prospecting and diamond drilling resulted in discovery of enough additional ore to warrant a large scale operation. Mining is by open cut methods. In addition conventional underground cut and fill stoping and square set stoping methods are employed. Between 850 and 900 men are employed at Buchans. Concentrates are shipped by rail to Botwood and leave the country through the port. Buchans Mining is currently investigating a Crown concession covering an area of approximately 6250 square miles, adjacent to the area of present operations. Aerial photographs have been made of the area, and geologic parties, supplied by plane, are in the field during the summer months. The concession lies south of the Falconbridge concession. The geology of the Buchans area can be divided into three groups. The first category is the oldest and called the Buchans Series. It consists of volcanic lavas, breecias and tuffs and underlies most of the Red Indian Lake Basin. The second is a group of igneous rocks such as granite and quartz porphyry intrusive in the volcanics. It makes for rough country north and west of Buchans. EMPHASIS on the importance of grain boundary sliding as a mode of deformation at elevated temperatures has been presented elsewhere.' The extent to which boundary sliding occurs under certain creep conditions has been determined for high purity aluminum2,3 and aluminum alloys.' In general, boundary deformation extends quite far into the adjoining grains, resulting in a rather wide band of deformation along the grain boundaries. This has led some investigators to doubt that grain boundary sliding consists of shearing along the boundary surface; it has been contended instead that boundary sliding is a result of concentrated slip in the neighborhood of the deformed grain boundaries."' The purpose of this note is to present evidence that grain boundary sliding takes place by a bulk shear process. gh purity polycrystalline aluminum, wherever and whenever there is grain boundary sliding, boundary migration and concentrated deformation along both sides of the deformed boundary are associated with it. Therefore, it has been rather difficult to obtain unambiguous evidence of boundary sliding. On the other hand, it would be expected in certain alloys of aluminum, when tested under particular conditions. that the severity of the interfering effects of boundary migration and concentrated deformation along the deformed boundary might be reduced. Current research in this laboratory' shows that a 20 pct Zn-A1 solid solution alloy fractures in an intercrystalline manner during creep at 500°F with a small total elongation of not more than about 14 pct, and that it does so with extremely limited grain boundary migration. Accordingly, this alloy was chosen for the present study. The experimental procedure was similar to that used in previous work and has been presented elsewhere.' Two parallel flat surfaces were milled from a round specimen. The gage portion of the specimen was 1 in. x .09 in. x .17 in. The specimens, which were annealed at 1030°F for 24 hr, showed two to four grains across the width of the test bar. The specimens were subjected to creep at 500°F at stresses of 2000 to 5000 psi. The rupture times were from 10 sec to 3 hr. Appreciable boundary sliding occurred in all the tests. A typical example of boundary sliding is shown in Fig. 1. (The tension axis is vertical in the micrographs.) Sliding has taken place along the boundary between grains A and B unaccompanied by important boundary migration. The sharpness of the offset at the triple point can be clearly seen in grain C. As a result of sliding along the boundary between grains A and B, a new boundary surface between grains A and C was created. The offset at the triple point is about 0.07 mm. This boundary sliding is accompanied by the formation of rather sharp kinking bands and, of course, slip on several slip systems in grain C. This type of deformation has been referred to as fold formation' in previous work with high purity aluminum.

INTRODUCTION Lac Minerals Ltd., a significant North American producer of gold and other metals for over three decades, recently completed the financing for its third discovery in an eight year period. From 1975 to 1982, three important gold deposits in Quebec and Ontario: namely Bousquet, Doyon and Hemlo, were located and tested by company geologists. When current development plans are complete, Lac will have injected $400 million into these deposits. A discussion of these projects and their financing reveals some extraordinary challenges faced by top mining management. Responses to these challenges developed by Lac management may interest executives planning to proceed with new North American gold or base metal mines. MINE DE BOUSQUET In 1976, we explored a property containing a large low grade surface gold deposit. The geologial setting was exciting and we tested recent rethinking about the volcanigenic genesis of gold and base metal occurrences. These ideas helped pus to persist in drilling a nearby conductor and 600,000 ton, 0.22 ounce/ton orebody was outlined. With gold at $Cdn.150 per ounce the feasibility was approved and work started February 1978. Availability of a company custom mill 35 miles away reduced our immediate capital needs to $8.5 million. First of all, understanding the geological significance of results at Bousquet was critical. Mine and surface exploration geologists at Lac are continually and closely working together to better understand the nature of gold deposits in the Shield. This management emphasis on both pure and mine geology meant that a much larger ore reserve could confidently be predicted. (A proposal to quickly develop and ship the ore to a nearby company mine was discarded.) Instead of designing just for the initial plan of 500 tons per day we therefore included headframe, shaft and hoisting capacity for 1,700 tons and provided a compartment for future shaft deepening. These prebuilt additions were welcomed within two years. The type of collaboration whereby surface and mine geologists make study and field projects of each other's problems sets the foundation for this predictive ability. At Lac, the traditional responsibility for and supervision of the mine geologist by the mine manager is modified by this collaboration. This adds interest and scope to the geologist's work and lets him think beyond production requirements. Besides such management considerations, dedicated, professional geologists with integrity and lots of practical experience are needed to plan successful developments like Bousquet. Second, projecting future bullion revenue was critical and our experience selling production for future delivery gave us a way to ensure that loan repayment at term would not be jeopardized by falling metal prices. Output from a single mine is often reduced or curtailed for numerous reasons, so "selling forward" is done best and with least risk by companies like Lac with more than one or two producing locations for that metal. At first, a forward marketing program was considered unwise, speculative and unorthodox by analysts and other producers. Declining markets in the early 1980s prolonged gold project capital recoveries however, and critics were better able to appreciate the usefulness of such a tool. The notion that gold miners shouldn't sell forward is rooted in the belief that long-run gold prices will rise as modern social theory implementation in democracies inevitably erodes currency values. Selling against this trend goes against this industry belief or "ethic" and is at odds with the company shareholder who expects the gold price to rise not fall. Nonetheless, an efficient tool is available to the gold producer (not to most other metal producers) to quickly disengage from adverse price trends or to lock in spot prices instantaneously for two years or more of profits. Gold had recently retreated from U.S.$200 to $104 and now had reversed to $150. Lac had been forced to close several of its producers during the late 1960s because central bank-controlled

In May, 1919, a crosscut on the 1400-ft. level of the Briggs mine, a Calumet, & Arizona property at Bisbee, Ariz., penetrated a deposit of pyrite and chaleopyrite that had replaced quartzite and limestone and was cut, especially in the quartzite, by numerous fractures. As the drift advanced through these fractured portions, they were found to be free from copper-sulfate minerals although '(sooty" chalcocite was present in the fractures and also as coatings and replacements of pyritc. Howcver, sulfate soon made its appearance in certain fractures, filled them, and began to form stalactites. Several centers of incipient growth were noted for subsequent study, observations in the drift at frequent intervals during the past 17 months affording the opportunity of determining the rate of formation of the stalactites. The one to attain the greatest growth during the period of observation measured 27 in. long and averaged 1 in. in diameter. A close study showed it to be composed of small interlocked crystals of chalcanthite radiating from a small central tube-like opening. The trielinic form of the crystals was evident with prism and pinacoid faces recognixable. Assuming that the supply of copper-sulfate solution was constant (luring the 17 months—-and such an assumption is supported by the fact that the number of drops of excess solution falling, per minute, from the tip of the stalactite at the times of observation checked closely—thc stalactite, it has been estimated, grew at the rate of 1.58+ in. per month. DISCUSSION James I?. Kemp," New Yolk City.—J. S. Curtiss, in the monogr:tpll on Eureka, Ncv., say:: that a stalactite formed in limestonc grew 5/8 in. in three weeks and continued to grow as long as it had a drop of water or solution at the lower end. Another grew at the rate of 3/8 in. in the same time. In the case cited by Mr. Mitchell, the growth was about 136 in. in three weeks. A year ago we had an instance of the formation of cubes of galena on a railroad spike. (communication to the Secretary*).-The discussion of Mr. Henrich's paper took place at a meeting from which I had the misfortune to be absent, and has just come to my attention. I do not wish to let the subject pass without contributing to it a little information which has come into my possession. In 1912, I published a brief note in the Transactions on The Effect of Alumina in Blast-Furnace Slags, giving in tabular form three typical slags used in iron blast-furnace practice, one of them the high alumina slag of, which Professor Richards speaks. In subsequent experience with charcoal furnaces, I found the same rule to hold; that the chemical effect of alumina could be disregarded, providing the ratio of the lime and magnesia to the silica were kept constant. This is exactly the experience which Messrs. Dwight and Mathewson had in copper- and' lead-smelting furnaces. I have never seen any evidence or argument adequate to support the contention of Professor Richards-that the alumina acted as a base in the charcoal iron furnace and as an acid in the coke furnace, and that the function of alumina in iron-furnace slags is inherently different from that in copper- and lead-furnace slags-and I am compelled to differ absolutely with his conclusions in that respect.

The Cornucopia district is situated in northeastern Oregon 25 miles from the Snake River branch of the Oregon Short Line R.R. and 75 miles northeast of Baker City, in the Wallowa Mountains. The formation is principally granodiorite, which has intruded much older rocks locally known as greenstone, and which are probably altered schists. In the upper horizons of the veins, greenstone is found as inclusions in the granitic mass. Both of these formations have been cut by numerous basalt, aplite, and porphyry dikes. Veins of the district are the result of faulting and the consequent crushing of the wall rock. The ore has been deposited irregularly along these faults and formed a lenticular type of vein. The ore varies in width from a few inches to 20 ft.; the average stoping width is about 5 ft. As the basaltic dikes are subsequent to the ore deposition, they are at times a hindrance in development and mining operations; on the other hand, a dike which has followed a vein as a line of least resistance often serves as a good mall in place of the crushed, rather loose granite. The veins generally strike northeast-southwest and dip about 35" to the west. Orebodies are from 100 to 300 ft. in length and about the same in height. The lenses are irregular; inclusions of wall rock are common in the ore and are a factor in reducing the grade. The ores are quartz, carrying some free gold near the surface, but the metals for the most part are in iron sulfides, sometimes associated with chalcopyrite. The gold and silver are in a mechanical combination with the iron, which requires find grinding to liberate them. The ratio of silver to gold is 5 to 1, by weight. Development The Cornucopia Mines Co. owns, and operated until 1920, two mines and two mills of 100 tons capacity each. The sustained high costs and labor shortage, however, necessitated the abandoning of the Union mine, the oldest in the district. Two crosscut tunnels were then started, first, to cut the Last Chance vein at a much lower horizon and, second, to prospect two parallel veins. The ore from the Last Chance vein will go to the old Union mill and the ore from the new veins to the Last Chance mill.

Having occasion several years since to make ferrous sulphide, I attempted to do so by fusing a mixture of coal-brasses (FeS2) and dried ferrous sulphate. A very nice-looking sulphide was obtained; but on attempting to use it, I found that it was insoluble in dilute hydrochloric and sulphuric acids. The subject was laid aside at the time, but has since been taken up; and some curious results have been obtained, which I believe are new. I have made the material by all of the following methods and the product seems to be pretty much the same, however obtained : (a) FeS2 heated to fusion. (b) FeS2, and FeSO4 heated to fusion. (c) FeS2, and Fe2O3 heated to fusion. (d) FeS2, and FeCO3, heated to fusion. (e) FeSO4, and S heated to fusion. (f) Fe2O3 and S heated to fusion. Obtained in this way the mass after cooling breaks easily and is very nearly black in color. On the upper surface of the fused cake the color is generally reddish or brownish black. When this is treated with dilute sulphuric or hydrochloric acid, it refuses to dissolve; but if touched with the point of a file or any piece of wrought-iron, solution of the sulphide takes place with the evolution of sulphuretted hydrogen. If the iron is removed the evolution of gas ceases, and only begins again when the iron is again brought into contact with the fused sulphide. The same thing happens if the iron is connected with the sulphide by means of a platinum wire. But in all the samples of fused sulphide I have obtained, if the iron is allowed to remain in contact with the sulphide for a certain time (which varies with different samples of the fused sulphide) and is then removed, solution of the sulphide continues. Zinc, tin, and magnesium have the same effect as iron. In hydrochloric acid aluminium acts more rapidly even than iron. In sulphuric acid it has little if any effect. Copper in HCl, when brought in contact with the fused sulphide, dissolves quietly without evolution of gas. The solution of copper chloride formed becomes,as it flows down over the sulphide, converted into copper sulphide.

Wolff, at the New York meeting in February, 1917, and published in the Transactions, Volume LVI, page 142, has passed between the author of the paper, and Mr. Anson G. I should like to ask Mr. Wolff if he finds-from analysis of the iron formation and of the iron ore, and from the relative amounts of each in each unit area of the formation, unleached and after leaching, that the iron remains entirely insoluble and the total quantity still remains present; or whether he finds that some of the iron is removed, or possibly even added by deposition from the water passing through the formation. 2. The water that passed into the iron formation had to go somewhere; was it absorbed by underlying formations through hydration, or, after passing through the ore formation, did it come to the surface in springs at a lower elevation, or how did it escape from the ground? 3. I should like to ask Mr. Wolff whether he finds that the iron formation in the sedimentary series does not, come next to the quartzites and generally between the quartzites and slates. J. F. In common with others, you appear to have some hesitancy in accepting the fact of the removal, by solution, of the enormous quantity of silica which has been leached out of portions of the Biwabik iron formation, thus forming orebodies of merchantable iron ore. I believe that even Dr. Waldemar Lindgren once hesitated to accept this fact. However, the evidence is so simple and absolutely conclusive that the fact is established beyond all question. At the contact of orebodies with their rock walls, the bands of iron ore in the orebody can be seen in contact with the corresponding bands of original iron oxide in the rock wall, and the chert layers in the rock wall can be seen to give place to fine granular material (fine silica and iron oxide) and pore space. This is especially noticeable where slumping at the rock walls his not been so great as to displace the layers in the orebody from their contact with their corresponding layers in the rock wall.

During the past year considerable progress was made in the exploitation of Iraq's resources, although no new fields were discovered. The principal development was the completion of the much heralded pipe line from Kirkuk to the Mediterranean, by the Iraq Petroleum Co., Ltd., and the beginning of crude exports to Europe on the second of August. Official ceremonies for the opening of the lines took place in January, 1935. The line in itself is sufficient achievement under the existing natural handicaps to deserve a moment's attention. It is 1151 miles long, composed of two independent lines made up mostly of 12-in. with some 10-in. and 8-in. pipe, and extends from Kirkuk westward 156 miles to beyond the Euphrates River as a double line. From that point, near the village of Haditha inside the Iraq border, it bifurcates, one leg going as a single line to Haifa through the British Mandated Territories of Trans-Jordania and Palestine, and the other to Tripoli through the French Mandates of Syria and the Leban(on)ese Republics. The total length of the Tripoli line is 532 miles, of the Haifa line 619 miles. The line leaves Kirkuk at an elevation of 1013 ft., drops to 350 ft. at the Tigris, to 200 ft. at Wadi Tharthar west of the Tigris and again to 300 ft. at the Euphrates, rises to more than 3150 ft. at mile 451 on the central Arabian steppe along the south line and to more than 2500 ft. at mile 466 along the north line. On crossing the rift valley of the Jordan River south of Galilee, it drops abruptly below 850 ft. below sea level, requiring the use of extra heavy 8-in. pipe and a relief station to reduce the pressure. A picked group of American welders, under H. S. Austin, of the Ajax Pipe Line Co., laid the line. It is coated, wrapped, and buried 30 in. beneath the surface in solid rock along much of the route. It crosses four large rivers and wide stretches of alkaline soils. Twelve pumping stations are employed, three of which are double east of the bifurcation. Each single station houses three 500-hp. crude-burning deisel engines flexible-coupled to reciproratirig pumps. Coal is no longer King, and a brief study of statistics covering the production of coal, petroleum and natural gas and the development of water power will convince anyone that coal has had very powerful competitors during the past 10 years. Petroleum production in the United States between 1918 and 1936 increased from 100 per cent to 309 per cent. Water power increased from 100 per cent in 1918 to 270 per cent in 1936. Bituminous coal slipped from 100 per cent in 1918 to 75 per cent in 1936. The anthracite industry slipped from 100 per cent in 1918 to 50 per cent in 1932, but climbed to 55 per cent in 1936. In 1918, the State of Washington produced a little over four million tons of coal and the production of California oil, at that time, was a little less than one hundred million barrels per year. By 1929 the production of California oil had increased to a little over 292,000,000 bbl. or nearly 300 per cent as compared with 1918. By 1934 the production of coal in the state of Washington had dropped to about 1 1/3 millions of tons per year. Our neighbors in British Columbia had their coal production reduced from a little over 2 1/2 million tons in 1920 to less than 1 1/3 million in 1933. The North western Improvement Co., a subsidiary of the Northern Pacific Railroad Co., owns coal properties in various parts of Washington and Montana. The Northern Pacific is one of the very few railroads using any considerable quantity of coal in its operations. Practically all of the American railroads in the Pacific Northwest, except the Northern Pacific, are using cheap California fuel oil or electricity. This problem, of course, is not a new one in coal mining, and all of the progressive coal companies in the country have tried to meet competition from an overproduction of petroleum and an overproduction of natural gas as well as enlarged developments of hydroelectric plants.

This paper summarizes investigations during 1949 on three pilot plants for drying low-rank fine coal by entrapment in hot gases. Detailed operating results on processing seven coals having moisture ranging from 24 to 62 pet, formulas and data for calculating performance of large units, and general conclusions on the problem of drying fine coal are presented. THIS paper presents a summary of investigations by the Coal Branch of the Bureau of Mines during 1949 on the removal of internal moisture from low-rank coals by processing them in the entrained and fluidized state. A paper on this subject, giving a summary of the early work, was presented at the 1949 AIME annual meeting1 and gave a the- oretical discussion of the time and heat required to dry various sizes of low-rank coal. The investigations on two pilot plants were presented in the foregoing paper. During 1949, three additional pilot plants were built to study phases of the drying problem and to investigate different techniques of handling fine coal in the entrained and fluidized state. The present paper gives operating data on the new units and presents detailed data on the drying of seven coals having bed moisture ranging from 62 to 24 pct. The problem of removing surface moisture from fine coal is principally one of heat exchange and dispersion of the coal particles so that heat can reach the liquid moisture to permit evaporation, and it does not involve the factors of size and time of contact to any great extent. If enough heat can reach the surface of the particles at temperatures higher than 250°F, moisture evaporates almost instantly, and the factors of time and size are of secondary importance compared with the factors of heat balance and dispersion of the coal. Therefore, it does not appear to be necessary to employ a fluidized bed when removing surface moisture, and the most efficient process would be one in which the coal particles are entrained in a hot gas stream of optimum temperature traveling at a velocity that causes the particles to disperse into a low-density phase. When low-rank coals are dried, the fluidized bed is necessary to provide control of time of contact. This is done by adjusting the superficial velocity which controls the density or dispersion of the particles. The density of beds having fluidized properties suitable for drying low-rank coals appears to range from about 5 up to about 15 lb per cu ft. When the density is below 5 lb per cu ft, which represents a low-density phase, optimum conditions for removal of surface moisture should be found, and this requires superficial velocities of about 15 fps. The problem of removing bed moisture from low-rank coals involves consideration of size of coal, temperature, mass flow, heat balance, pressure, time of contact, and method of dispersing the coal in the heating mediums. INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. Discussion of the paper of THOMAS F. DONNELLY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1759 to 1768. F. LYNWOOD GARRISON, Philadelphia, Pa. (communication to the Secretary *).-The paper is of value in giving the public some first-hand information regarding a copper property that from various causes has attracted considerable attention, especially in Philadelphia, and which has also been the source of several fantastic flotations that had little to recommend them. Since 1906, no work has been done on this property under my direction, with the exception of a topographic survey made last winter by Mr. Donnelly, which was intended as the first step in a sound and logical system of development. From 1906 to 1915, desultory attempts were made to develop these orebodies, but as the work was not in competent hands much money was wasted and even more disappeared in ways regarding which it is perhaps not best to inquire. The result is, this interesting property has now practically no more ore developed upon it than in 1906, despite the fact that a new 100-ton mill is being erected, although, as I have intimated, it is today not much more than a prospect. Turning now to the scientific and more agreeable side of the subject, it is interesting to note that these Santo Domingo copper ores are invariably found in volcanic tuffs and that, in a geologic sense, they are all very old, for there are no evidences of recent volcanic activity in the greater Antilles, of which this island is the second largest. The existence of copper in tuffs in different parts of the world is a notable fact. Often, if not usually, it is present in mere traces, but not infrequently we find it in sufficient amount to be of economic importance. Thus, for example, chalcopyrite and bornite occur in the Tertiary tuffs of Japan, and a number of producing copper mines of that country are either actually in, or closely associated with, rocks of this character. Whether the copper minerals are original primary ores in the tuffs, or were derived from accompanying eruptive dikes, appears not yet to have been determined in any instance. In most of the Japanese cases of which I can find any record the tuffs appear to be associated with shales and limestones. These Japanese copper ores also carry some gold, especially in the upper parts of the veins; in this they resemble the Santo Domingo deposits which not infrequently carry as much as $6 or $7 per ton of gold on the outcrop.
