A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the interrelationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with .which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large.

THE Adanac mine was opened by West Canadian Collieries, Ltd. in 1943, and the question soon arose as to which system of haulage should be selected. Compressed-air locomotives and ropes were rejected on the ground of high cost. Since under the Alberta Mines Act the use of trolley locomotives underground in coal seams is not permitted, the choice lay between storage battery and Diesel locomotives, The preference of the author, who had experience with both in gassy French coal mines prior to 1930, was for Diesel locomotives due to lower cost of installation and greater flexibility and reliability. It was realized that the adoption of Diesels would be somewhat of an innovation since in the United States the mining laws prohibit their use under- ground in coal mines, and in Great Britain in 1943 their use was only in the incipient stage. By 1945, 25 Diesel locomotives were in use underground in gassy mines in Great Britain, and approval had been granted for the use of an additional fifty of two approved types also for gassy mines. Numerous special regulations of the British Coal Mines Act have been formulated to govern the use of Diesel locomotives. For instance, they are not allowed closer than 200 yards from the working face; daily inspections are required; and a weekly checkup and cleaning must be given the engine by a competent engineer. Also, methane content of the air in the roadway can never exceed 1.25 percent, and daily checks must be made if it exceeds 0.75 percent. Under Alberta regulations, we were required to use a flameproof type engine, to be used only in fresh air intake. MORE has been said about the iron and steel situation on the Pacific Coast than has been done .about it; but perhaps as much has been done as conditions have warranted. The production of finished steel in an amount sufficient to take care of the local demand for certain sizes and shapes is an established industry on the .coast. The amount .and the variety of products, so made, changes with the demand or them which is largely dependent upon the growth in population. An increasing demand will not always increase the quantity of steel produced locally because the cost of production may rise so -high as to let in steel from the outside. The reason for this is that all of the steel made in the West comes from steel scrap, the supply of which is .limited. From the standpoint of the metallurgist, it would. be desirable to subititute pig iron for some of ' the steel scrap, but this cannot be done profitably because the pig iron now available is too expensive. In other words, the large future demand for steel and pig iron on the Pacific Coast must be supplied by reduction of ores in the West, unless we are to be content with paying high transportation costs for material produced elsewhere. ."

ONCE a millionaire's plaything, the Santo Domingo mine, in Peru, is now, because of its metallurgical problem, an engineer's nightmare. It is deep in the montaña jungles of the Amazon basin, 140 mi. northeast of Tirapata, which is a rail- way station between Puno and Cuzco, and about 250 mi. east of Mollendo on the Pacific. The discovery was 111ade by Marian(-) Quispe, an Indian, who, while searching for quinine bark, was attracted by a slab of gold quartz 1x1 the rock wall of a narrow canyon. He broke off a piece, weighing 47 Spanish ounces and, that time, worth approximately $900. This he took to Francisco Velasco and Manuel Estrada, merchants of Coaza, who persuaded Quispe to lead them to the place, five days' journey on foot through a tangled wilderness. MANY producers have held that the only workable quicksilver ore is easily recognized by its .cinnabar content. In most cases this is true. A noticeable exception is a. particular opalite deposit where part of the ore now being mined in considerable quantity shows only the yellow mineral, calomel, or its alteration products. This mineral, on exposure to the sunlight, quickly becomes coated with gray or black layers that may be removed by scraping to reveal the yellow mineral beneath. The blackening of this mercuric chloride on exposure to sunlight shows reaction to form metallic mercury, which is usually plainly present in this class of ore.

LIFE in few countries is dominated by geographic conditions to the degree that it is in Peru. The broad plateau of the Andes, bordered by lofty ice-clad ranges with deeply eroded flanks, imposes a pattern on the region to which most human activities must conform. On the Pacific side, desert conditions prevail, interrupted only by irrigated valleys along rivers that descend from the highlands. Above seven or eight thousand feet the rocky ridges become grass covered, and the central zone is one of high pastures with cultivation in the valleys or on terraced slopes except at altitudes over 15,000 ft. where glaciated landscapes prevail. Each of the three belts has its own distinctive resources and climate, and each its own special ways in which its inhabitant, must make a living. The Pacific region is one of the most arid regions in the world. Except for the irrigation, the country is an unmiti¬gated desert. The climate, in spite of the tropical latitudes, is mild with the heat relieved by air from the adjoining cold ocean. Fogs are prevalent throughout the winter months but precipitation is scarcely measurable. Ideal conditions exist for cultivation of sugar and cotton which are the dominant crops. This field in 1933 continued as in 1932, although to a much less extent, to dominate the drilling and production situation throughout the oil business. The 2466 producers completed in this field during the year are 28 per cent of such wells completed in the United States. The 2556 completions reported in the five counties within which the East Texas field lies are 21 per cent of all such wells reported in the United States. It follows that with such a command of the development situation, every other factor with regard to this field has an important bearing on the entire oil business. As a consequence, the important developments in the East Texas field are the important developments of the year. Very little new productive territory was added to the already known limits of this enormous field. On the other hand, drilling has shown that with a few very minor exceptions this field is a continuous productive area, with a regular outline and no "dry spots" other than that of a single well surrounded by producing wells. Drilling was confined to the already proven limits of the field. This consisted essentially of more adequate coverage of leases by wells, the meeting of required offsets and the drilling of a large number of small tracts which developed from subdivision of larger leases due to court action and other causes. The allowable throughout the year was, with minor variable factors, on a per-well basis. With the steady decline in per-well allowable after May, every operator was faced with declining

WITH the renewal of the contract between bituminous miners and operators, whereby a period of three years is assured without the devastating effect of irregularity of operation due to general strikes; and, with the increasing comprehension on the part of the large consumers as to the stabilizing effect of adequate storage upon prices; the coal industry has reached that period of its history in which permanence of purpose towards necessary changes is being crystallized, and these changes accomplished by the industry. It is to be hoped that during this era the phrase- " Our National Coal Problem "-will be relegated to the limbo of' antiquated expressions. That this epoch is upon us is evinced by the fact that operators are turning to consolidations, whereby financially sound companies will acquire smaller production units and place themselves in position to maintain constant supervision and control of their development and output; and, as further proof of the arrival of these changes, may be cited the entrance of additional members of the engineering profession into the many phases of management and operation, where- by the cost per ton of output will be, constantly reduced through the increasing use of modern methods and equipment. As an instance, attention is specifically called to the developments in mechanical loading, proposed and actual continuous underground transportation systems and betterment in methods of preparation.

A CONSIDERABLE number of experiments in recent years have definitely established the fact that the internal friction or mechanical hysteresis of a metal under cyclic stress is a property that is highly "structure sensitive." Because of this fact, it has been suggested that an observa-tion of this property, which often is referred to as "clamping capacity," might he a useful indicator of structural changes taking place when a metal or alloy is subjected to any of a number of metallurgical treatments. Damping capacity is of interest to both engineer and metallurgist, but from a rather different point of view, and the information that each desires from such observations is of a different nature. The metallurgist is in search of various external indications of changes taking place in the interior of a metal; changes which are in themselves not directly observa-ble. Even if the observed phenomenon cannot be explained in funda-mental terms, it may be empirically related to certain characteristics of the material and prove of real value in research. Internal friction or mechanical hysteresis occupies such a position, and, although it is not well understood in terms of basic metallic theory, an observation of its changes can serve in a very useful capacity. Of course, there is nothing new in the measurement of damping, but the use of this property in metallurgical research constitutes a vast field, which has received all too little attention. The present work is essentially of an exploratory nature in this field and is an attempt to evaluate the process as a research tool. The phenomenon of age-hardening was chosen as a typical example of a structural change and one method of measuring damping was examined in considerable detail.

LAWRENCE ADDICKS, Douglas, Ariz.-It does not seem to me that the role played by carrying heat away from one surface to another has been brought out. A cellular construction prevents the motion of air currents. Also in the installation on the top of a reverberatory furnace, that Mr. Krieger mentions, where it stopped the cooling, there is besides the question of overheating. Another complex question, entirely apart from the necessity of not carrying a brick above a certain temperature, is that of not allowing acids and bases to come together at too high a temperature. J. W. BECKMAN.-What cements together the individual cells in the insulating material? Also, how does the material behave in the presence of acids and alkalies, both strong and weak? A. H. KRIEGER, New York, N. Y.-The material is formed or composed of myriads of lace-like skeleton remains of diatoms visible only -under a powerful microscope. The diatom lives in salt and fresh water. On the Pacific Coast there must have been an abundant life of the diatom, because the beds, still in existence in Southern California, are fully 1,000 ft. through, and are hard and strong, standing a pressure of more than 400 lb. per square inch. The beds must have been many ages in forming and the diatoms have become firmly packed together. The samples shown are typical of the entire deposit as it was formed at the bottom of the sea. When the skip-hoist was first tried as a means of filling the blast-furnace it made a great many enemies and very few friends among furnace managers. This state of affairs continued until the Duquesne furnaces were built, which demonstrated not only the possibilities of a furnace-stack in the way of production, but also the ability of the skip-hoist to charge the materials necessary to produce the large tonnlage obtained. Every furnace manager, who has operated stacks fitted with the vertical hoist and the hand-barrow system of filling, remembers that the momentous question about the furnace, particularly during a good run, was: "Are you keeping her full ?" and many a good run has been spoiled by the furnace " getting away from the men." With the new birth of the skip-hoist this trouble was eliminated ; but alas! Other and more important difficulties arose. The distribution of the stock, the importance of which is never learned until many different ores and fuels have been tried, demanded closer attention. With all the defects of the hand-barrow system, the distribution—When the top fillers were conscientious in carrying out the scheme of filling arranged after thoughtful consideration by the manager—mas above criticism. It is said that the modern skip-hoist, equipped with an elliptical hopper and receiving-cylinder, and discharging over a small bell into the main hopper, will give just as good results as those obtained with hand-barrow charging, but I cannot agree with this statement. The object of the present paper is to call attention briefly to a novel method of analyzing the action of the ordinary gravity stamp, which has not only thrown much light upon the exact motion of the stamp-head, but promises also to be of value in determining the efficiency of a new mill before setting it to its work of crushing, and in this respect should be of service to constructors of mining machinery as well as to mining engineers. The method was devised by Mr. D. B. Morison, and developed in connection with his experiments on the comparative crushing-effects of his patent high-speed stamp and the ordinary cam-stamp, which were carried out at the works of Messrs. L. Richardson & Sons, Engineers, Hartlepool, and on which he read a paper at Newcastle in 1897.* Mr. Morison's experiments were of a very exhaustive nature; and having been consulted by him during his investigations, I had frequent opportunities of examining the methods employed and the results obtained. Experiments were first made with an apparatus resembling the indicntor of a steam-engine, inasniuch as the drum revolved alternately backwards and forwards, thus producing a closed diagram. This form was not found satisfactory, and it was therefore altered so as to cause the drum to revolve continuously in one direction, thus giving a continuous or open diagram. The arrangement is shown in plan in Fig. 1; a collar, A, surrounds the stamp-stem loosely and works between the guides B, B, which constrain it to move in a vertical line only. PROF. HENRY Louis, of Armstrong College, Newcastle-on-Tyne, England, a distinguished member of this Institute and other technical societies, has recently sent to the Institution of Mining Engineers, and to the Institution of Mining and Metallurgy, in Great Britain, a communication, the substance of which is as follows Prof. Louis calls attention to the absence of any recognized English term for the definite description of a frequent phenomenon-namely, the oblique position of an ore-body in the plane in which it. lies. In this connection, Prof. Louis says that in America the term " pitch " has been occasionally applied to this relation, and proposes that, in the literature of ore-deposits, it shall be hereafter restricted to this particular meaning, the angle of the pitch, like that of the dip, being always measured from the horizontal, and the dip being always taken at right angles to the strike, while the pitch is taken on the plane of the dip, in the direction of the strike. Thus, for example, in a vein or bed striking N-S., and dipping, say, 45° E., there might be an ore-body, the axis of which pitched northward, at an angle of 45° below the horizontal line, as measured on the plane of the inclosing vein or bed. If the term " pitch " had this universally recognized meaning, the situation could be simply and perfectly expressed by its use, in connection with the general data of strike and clip. As Prof. Louis says ?This suggestion has a certain practical value, and is not merely academic. Every mining engineer of practical experience in such types of ore-deposit will have met with cases, in which a vertical shaft has been sunk with the object of cutting the deposit, but has missed it, because the dip alone has been taken into account, while the pitch has been overlooked." IN my studies during the past twenty years of the enrollments in the mining and metallurgical schools of the United States and Canada, I have been struck with the great diversity in the curricula offered by these schools. In 1933 when I made my first complete study of the schools (Mining and Metallurgy, May 1934, p. 211), I discovered 19 different curricula or programs of study, leading to almost as many different bachelor degrees, in the 49 schools in the United States and the 4 schools in Canada. DUWEZ1 has shown that pure titanium and pure zirconium transform martensitically during rapid cooling at temperatures about 30° and 15°C re spectively below their To temperatures. Holden et al.2 determined M, temperatures of Ti-Cu alloys by a metallographic technique applied to isothermally treated samples. Their results, superposed on the McQuillan3 version of the partial Ti-Cu diagram are shown in Fig. 1. Sources of metals were: Titanium: Iodide bar; Foote Mineral Co. Ltd. Zirconium: Iodide bar; Foote Mineral Co. LM. Copper: Spectrographic Standard; Johnson Matthey and Co. Ltd. Alloys were prepared by levitation melting under argon to the following nominal compositions:* 0.5, Quenching, at rates to about 8000°C per sec, was performed by cooling in a stream of helium (99.999 pct pure) a 3/64 in. cube of material previously heated by a tungsten coil in a system operating at. 10-5 mm Hg. Cooling rates below 200°C per sec w were obtained by controlling the current to the heater coil. The specimen was supported on a 32 gage Pt, Pt-Rh thermocouple attached through a DC amplifier to an Edin magnetic oscillograph (Model 8082) with a maximum chart speed of 250 mm per sec. Transformation temperatures were read off the oscillograph charts at the location of the beginning of the thermal arrest. The same specimen was quenched several times, and all runs were repeated on new samples. Regular calibrations of the oscillograph against a potentiometer were made between quenching experiments. The criterion of martensite formation was the effect of surface rumpling. Previously polished samples that showed a rumpled surface after transformation are assumed to have undergone martens itic transformation: transformations of a diffusion type produce no surface disturbance, Figs. 2 and 3. Electrochemical measurements were made in a cell described elsewhere4 whose electrodes were the martensitic and the diffusion-transformed materials in the following electrolytes:

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by 'remote control mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation . In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term “communications” as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

Y.-Concerning the critical composition of the steel containing 2.50 per cent. of silicon, I may say that 12 or 13 years ago we made some of these alloys. They. were not as pure as the alloys made by Mr. Yensen, nor were they melted in vacuo, but one of them contained exactly 2.50 per cent. silicon, and about 0.25 per cent. carbon. It gave us no trouble whatever in hammering to a billet or rolling into bars, nor even when rolling into ¼ -in. wire rods. The steel in question was practically free from everything except carbon or silicon and contained no manganese sulphur or phosphorus worth mention. The alloy containing 2.50 per cent. of silicon worked perfectly well, as well as one containing 0.5 per cent. silicon, and it seems to me that further work should be done by Mr. Yensen on the physical properties of alloys at this seemingly critical change point. W. E. -RUDER, Schenectady, N. Y.-We -have made silicon steels of practically every composition and have never obtained any material under 5 or 6 per cent. of silicon which was brittle. This may be due, of course, to the presence of carbon, in some of the 'commercial materials, and I presume that Mr. Yensen would argue that the: presence of this carbon might prevent inter-granular brittleness. However, all of our silicon steels, up to 5 per cent. of silicon, by treatment in hydrogen at temperatures near the melting point, can be made to show inter-granular brittleness. Furthermore, the material made brittle in this way could be restored by treating at the same temperature in hydrogen containing a hydrocarbon vapor. In a paper read at the meeting in Cleveland, Ohio, in 1875,* I showed that as a result of changing from open-topped to close-topped furnaces at the Glendon Iron Works, there had been a decided falling off in regularity of working, which we attributed to the very different distribution of the materials in the new method of filling. Subsequent experience has, on the whole, confirmed the opinions then expressed, and in 1881 we decided to try the modification of the Langen charger, shown on the accompanying drawings, thinking by its use to approximate to the distribution obtained by dumping the barrows at six equidistant points in the circumference of the open-topped furnaces. The top of the furnace is closed by a ring-shaped " bell," as we still call it, the outside of which is cylindrical and rests by the turned lower edge on the bored seat of a " loose ring," supported by the lower part of the hopper. The inside of the bell is an inverted frustrum of a cone, the central opening in which is closed by a cylindrical plug, which is prolonged into a pipe to carry off the gas.? This center-plug is connected by rods and chains to sectors on the ends of a forked lever, to the other end of which is attached, by a wire rope, the piston-rod of the blast-cylinder used in opening the top. The rods connected to the center-plug pass loosely through the apexes of triangular frames, to the other angles of which the bell is attached; it thus being suspended by four points when the top is open. The remarkable strides which have been made in recent years in the art of petroleum refining are not fully apparent until we attempt to compare the scientific status of the industry today with the basic conditions existing a decade or so ago. The spotlight has played so strongly on the development of cracking that many of the wonderful steps brought about in other departments have crept upon us unawares. A number of causes have contributed to this highly accelerated rate of progress. Constant effort by both companies and individuals to obtain the honors and prizes rewarding new discoveries has played its usual important part in our industry as in others. Competition has applied its continuous pressure on the refiner to reduce costs and losses and increase the proportionate yields of the higher-valued fractions. Advances in the engineering professions and growth in chemistry and allied sciences have contributed much. But there are other factors which deserve particular mention. The rapid development of the internal combustion engine, with the rigorous quality requirements and large quantity consumption of both fuel and lubricants has been a tremendous influence in adding impetus to natural progress. The teaching of petroleum principles and practices in many of our best universities and technical schools, and the calling into the industry of ever greater numbers of scientifically trained men to supplement the efforts of the practically trained operators, as well as to apply at close hand the fundamentals of science as a life work, has had and is having an incalculable influence. Important Improvements Let us consider briefly some of the most important improvements: First, distillation, which constitutes the greatest single phase of refinery operations, even with cracking excluded; that phase of distillation being handled as an individual subject in this symposium.
