Suloff (Goodyear Tire and Rubber Co., Inc., Akron, Ohio)—I would like first to comment on problems of the conveyor belt discussed in Mr. Thompson's excellent paper, since that is what we hope we know most about. Twists in relatively wide conveyor belt unavoidably produce a lateral maldistribution of tension, raising tension at belt edges and reducing it at the center. They also produce a lateral collapsing force on the belt at the center of the twist owing to the inherent tendency of all the longitudinal elements of the belt to try to pass through a point at the twist center. Calculation of the twist geometry by the methods shown in Mr. Thompson's paper keeps these extraordinary forces within limits which the belt designer can tolerate. No reduction in belt life due to twisting need be contemplated when this geometry is maintained. There is a minor exception that belts of extreme lateral flexibility will tend to curl laterally at the center of the twist. However, any ordinary fabric construction will perform satisfactorily in this respect. These twists are always made in regions of low tension in the conveyor so that even in the edges of the twist, belt tension does not exceed the average tension found in highly stressed regions of the conveyor. Offsetting these out-of-ordinary belt stresses is the advantage that Mr. Thompson has brought out of getting the return run up out of the dirt where it can be seen. This not only makes it easier to train, but also, in the event that it is not properly trained, frees it of the normal return run edge wear hazard. It is well known that return run edge wear is a prominent cause of belt mortality underground. An interesting aspect of this two-way conveyor is that the belt may be made what is known as a Mobius Strip. A Mobius Strip is obtained by splicing a belt after turning one end of it 180" about its longitudinal axis. In other words, one end is turned upside down before splicing. A belt spliced in this fashion turns itself upside down every time it comes around, but the twist which has been put in the splicing, of course, stays at one location on the conveyor, in this case one of the twist sections at the end. Turning the belt over every revolution might have advantages in some cases. Belts could be made with equal covers and the two sides worn equally and simultaneously. In this case there would be no problem of getting belts on upside down by mistake. However, the two-way conveyor does not have to be a Mobius Strip. It can be twisted in such fashion that the same side is up on both runs. It is simply a question of which way the final 90" twist is made before joining the ends. Another interesting aspect of the two-way conveyor is the problem of operating two-way conveyors in series. Here the sequencing of starting brings up some new problems. It will be recognized, although not always at first glance, that if the starting sequence is planned for one run of the conveyor the reverse will result on the other run. With the two runs carrying bulk material in both directions a reverse sequence on one run would be intolerable. In this situation the only solution appears to be a simultaneous starting of all conveyors in the series. However, with the coal in one direction and intermittent supplies in the other it would be entirely practical to sequence the conveyors for the coal run and accept a reverse sequence on the supply run. The two-way conveyor also lends itself to new driving possibilities. First, it is quite possible to drive at the head end of each run, which of course, means a drive at each end of the two-way conveyor. Driving in this way a given belt can be extended to substantially greater lengths than a conventional conveyor with drive at one end only. In addition to this, under certain conditions the conveyor can be extended to extreme length by driving at one end and at some intermediate point on the most heavily loaded run. As a particular case, a belt carrying coal downgrade and supplies back upgrade could be extended to extreme lengths by driving at the head of the coal run and at an intermediate point of the supply run. Mr. Thompson has been a pioneer in belt conveyor transportation underground and his accomplishment here with the first two-way conveyor of any consequence is another notable addition to the art.

There were no important developments in the oil and gas industry in South Arkansas during 1935. Oil production, totaling 11,138,340 bbl., continued the decline that has been normal since 1925, but the decline from 1934 was only 278,600 bbl., or 2.5 per cent. The principal decline was in the Smackover field, while only the Champagnolle and Garland City fields showed notable increases. More wells were drilled than in any recent year, with a total of 123 completions. There were 44 oil wells, with a total reported initial daily production of 10,013 bbl., or an average of 227 bbl. per well. Two small gas wells were completed in Union County, where the gas is used locally for pumping and field operations. There were 77 dry holes, of which 28 were in or near oil fields and 49 were wildcats. Active drilling oper-at'ions declined from 65 at the beginning of 1935 to 41 at the end. Most of the drilling was done during the first part of the year, espr-chially (luring the flurry caused by the discovery late in 1934 of the "Taylor" sand production in the Champagnolle field, but the producing area was soon outlined. In November, 1935, the J. E. Crosbie, Inc., NO. 1 Sullivant in sec. 12, 17s. 14W., producing 560 bbl. per day at 3175 ft., opened a new sand lens in the eastern part of the field. The Camden "oil field," discovered in the last week of 1934, remained a one-well field, although four offset tests were drilled, besides a number of others in the immediate vicinity. Several interesting deep tests were drilled during the year, which added a great deal to the general knowledge of the subsurface formations and the structure of south Arkansas, but were not particularly encouraging as to prospects for the very deep production. First, the H. L. Hunt, No. 15 E. F. Gregory well in sec. 10, 17S., 14\W., in the Champagnolle field, was drilled to a depth of 6911 ft. It pene-trated red beds for 2982 ft., from 2943 to 5925 ft., mostly if riot entirely of Lower Cretaceous age. There was some anhydrite in the last 135 ft. of red beds. This was followed by 890 ft. of limestone, probahly Permian, and the rock salt was struck at 6815 ft. The salt is now generally conceded to be of Permian age. Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

The Sullivan concentrator has completed 20 years of operation. During this period a considerable amount of data has been accumulated concerning the characteristics of several types of flotation machines in their application to the problem of the differential separation of the lead sulphide, zinc sulphide and, in more recent times, iron sulphide, in the ore from the Sullivan mine. It is the author's intention to sketch briefly experiences encountered when the several types of flotation machines were introduced into the flow. Original Flotation Equipment and Ore The original flotation equipment consisted of four 18-cell lead-roughing machines, whose concentrate was cleaned in an 8-cell and recleaned in a similar 8-cell machine. Zinc concentration was carried out in four 18-cell machines. One 8-cell zinc re-treatment machine received the reground zinc middling. The 168 cells handled some 3000 tons of original daily feed. These cells were of the standard Minerals Separation type, equipped with 24-in. impellers. Spindles were driven through geared line shaft at a speed of 255 r.P.m. The impellers were the 45' type, except for the last three cells of the zinc-rougher machines, which were of sub-aeration type, with full bottom shroud and half shroud for the top side of the impellers. Four-pound air was introduced. This recognition of the benefit of intensified flotation operation for "gleaning" was an important phase in the early operation and will be discussed further on in this paper. Sullivan ore during this period is described as a finely disseminated mixture of four sulphides, totaling go per cent made up of 13.6 per cent galena, 14.4 per cent mar-matite, I per cent pyrite and 61 per cent pyrrhotite. The specific gravity of the ore was approximately 4.4. There has been a gradual change in the ore content. The 10 per cent of nonsulphide constituents has increased to between IS and 20 per cent and all three sulphides have dropped somewhat. Added equipment and changing technique have made possible the treatment of 8000 tons per day of mill feed instead of the 3000 originally handled. Special Features of Flotation at Sullivan Sullivan flotation differs greatly from customary practice. The very heavy return of lead rougher middling and lead cleaner tailing, totaling at times 125 per cent of the new feed tonnage, has been the subject of much investigation. THIS paper is intended as a contribution to our knowledge of the mechanism of comminution and of the work of crushing. In a previous paper' it was shown that with quartz comminution proceeds as follows I. The size distribution of broken fragments made by a single fracture is such that the new surface on each grade is the same. 2. Multiple fracturing results in a size distribution such that in the fine sizes the surface per grade is the same in every grade; in coarse sizes the surface per grade decreases gradually with increasing size. In that paper it was mentioned that determinations on minerals other than quartz were in course of completion in order to establish the generality of these observations. In this paper, condensed data2 are presented for galena, pyrite and glass. Galena and pyrite are crystalline material and glass is noncrystalline. Galena has excellent cubic cleavage. Pyrite, although cubical, does not have marked cleavage. Quartz, on which the original determinations were made, does not cleave and although crystalline (hexagonal) breaks conchoidally. Glass breaks much like quartz. It is apparent, therefore, that the minerals selected represent some range in character of the solid without covering all possible types. GLASS Fifteen glass marbles were crushed individually in the pendulum crusher described in the preceding paper,1 then subjected to careful screening for 30 min. Six sized fractions were selected and cleaned in a hot 0.12 N solution of hydrochloric acid, washed with distilled water and dried on a hot plate. This was followed by an examination with a binocular microscope, to remove foreign matters not eliminated in cleaning as well as to eliminate "compacts" of fine particles. These compacts are groups of fine iragments that seem to be mechanically stuck together as a result of localized compacting during the comminution operation. The presence and the abundance of these compacts may be related to the amount and direction of the forces applied in different crushing devices. Since, properly, such compacts should be entirely eliminated in the sizing analyses, it is necessary to remove them to the last before making surface determinations on sized fractions. For example, with a - 28 + 35-mesh glass the surface areas of two samples, one cleaned with acid and under the binocular, the other only washed, were 102 and 172 sq. cm. per gram, respectively. Examination of the samples under an Ultropak microscope showed that washing alone failed to remove the compacts and also that it fails to remove certain fine dusts attached to the particles. Cleaning with acid loosens the fine dusts and

THIS paper gives the author's personal idea of the general viewpoint of the world's largest mica consumer, the U. S. Army, toward the supply, uses, and conservation of mica. However, to cover so broad a subject in a brief paper will require the dismissal of many phases with little or no mention. For example, it will be necessary to omit further reference to phlogopite or amber mica, even though amber block and splittings for certain spark plugs and commutator segments present some supply problems. This paper will deal entirely with muscovite, or white mica. MUSCOVITE MICA Muscovite mica is available commercially in four general forms; namely, as block mica, as splittings, as washer punch, and as scrap mica.1 No strategic importance is attached to washer punch and scrap mica, even though scrap has found some use in military construction and in electrical ceramics. The use of washer punch as such has fallen off with the non-manufacture of household electrical appliances. Some qualities of block mica are also of little or no interest, but other qualities of block mica and all splittings are considered of vital importance. Army equipment requires large amounts of muscovite mica splittings in the form of built-up mica commutator segments and coil insulation in motors and generators. Other military items using significant amounts of muscovite splittings are transformers, switchboards, and blasting apparatus. Flexible mica tape, made from bookform or loose-dusted splittings cemented to paper, linen, glass cloth, and other backing, is widely used in coil insulation in heavy electrical equipment and in aircraft generators. All muscovite mica splittings come from India, principally because of the enormous amount of hand labor required in their preparation. In this emergency, the need for them was anticipated and large industry and government stocks were on hand, while shipments have continued to come by sea in spite of wartime hazards. With the possible exception of certain bookform splittings, no trouble is anticipated in supply. Accordingly, the remainder of this paper is devoted to block (or sheet) muscovite mica, including condenser film that is split from block. THE MICA PROBLEM Block muscovite mica is commercially classified into the following general qualities, beginning with the best quality: I. Clear and Slightly Stained (C & SS). 2. Fair Stained (FS). 3. Good Stained (GS). 4. Stained (S). 5. Heavy Stained (HS). 6. Black Spotted. INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. In a paper on the manufacture of artificial fuel, read at the Philadelphia meeting of February, 1878, I enumerated the difficulties which I had to overcome before succeeding in the mixing of coal-dust and clay, the compressing of the same mixture, and the water-proofing of the lumps. The drying of the lumps, after leaving the press, was the remaining difficulty, and it mas expected that a plan devised by Dr. Charles N. Cresson, of Philadelphia, would enable us to dry the fuel as rapidly as it was moulded, and that a continuous production could in that way be obtained. The company was reorganized. The works were purchased by the new company at an assignee's sale, and the oven was modified, according to Dr. Cresson's plan. Anticipating a possible failure, I had prepared a plan by which I expected to be able to demonstrate that anthracite coal dust nixed with pitch, could be manufactured with our present machinery slightly modified ; so that after all, if we were compelled to give up the attempt to make fuel for domestic use, there was a possibility of succeeding in the manufacture of a good steam-fuel. The plan suggested by Dr. Cresson for drying the pressed lumps of coal-dust cemented with clay, did not work as well as we expected. It enabled us to dry more fuel than we did before, but it could not be made to dry more than one half of the lumps produced by the press. The plan mas abandoned, and I was authorized to experiment with coal-dust and coal-tar pitch. The cement which is used in Europe to conglomerate coal-dust is usually dry pitch, which is prepared by separating from the tar, at a temperature of 572' Fahrenheit, the volatile matters which it contains. Some manufacturers, however, employ crude tar, others, a rich tar, which has been cleared of 25 per cent. of its volatile substances, by heating it to 392' Fahrenheit. But with common tar very weak fuels are obtained, which do riot burn well, and give out a strong smell and a great deal of smoke ; it is also necessary to subject them to a baking process, in order to solidify them, and to eliminate the more volatile of the materials contained. This operation of course requires a special plant, the cost of which increases sensibly the price of manufacture, without counting the products

Nonferrous alloys upon which desirable properties can be conferred by heat treatment are becoming of increasing industrial importance. The alloys of copper with a constituent which has a solubility varying with temperature are materials of this character. Some of the constituents which are effective in producing a change in the mechanical properties of these alloys upon heat treatment are, according to Corson,' nickel and silicon, iron and silicon, cobalt and silicon, and chromium and silicon. In addition to these elements, Gregg2 states that the combination of beryllium and silicon is effective in producing age-hardening characteristics in copper. The effect of these elements, however, as dispersion-hardening constituents in the copper alpha solid solutions does not seem to have been studied in any considerable detail. This paper deals with the heat treatment and properties of three alpha brasses containing 3 per cent. of nickel plus silicon in the proportion necessary to form the compound nickel silicide, Ni2Si. Some information of a preliminary nature in regard to the hardening by heat treatment of phosphor bronze containing the same percentages of nickel and silicon is included. The method of hardening the alloys, which is effective in increasing the tensile strength and proportional limit, is similar to that used in the case of duralumin type aluminum alloys. It consists of a quench from a temperature at which the hardening constituent is in solid solution, followed by an aging at a lower temperature to precipitate the dissolved constituent in a dispersed condition. This results in an increased resistance of the alloy to deformation with an attendant improvement in the tensile properties.

New Granada, or, as it is known to its people, the Republic of Colombia, occupies the northwest corner of South America, and includes the Isthmus of Panama. Although it is one of our nearest neighbors, so little is known about it in the United States that the following notes regarding it, flowing from a year's professional residence, may be timely. It is bounded on the north by the Caribbean Sea and Costa Rica, on the east by Venezuela and Brazil, on the south by Brazil and Ecuador, and on the west by the Pacific Ocean. Its extreme geographical limits are from 2' South latitude to 12' North latitude, and from 69 to 78' East longitude. In size, therefore, it is roughly 1000 miles from north to south, and 600 miles from east to west. After many political convulsions and revolutions, and a somewhat checkered history, the country consists to-day of nine departments, Panama, Bolivar, Magdalena, Cauca, Santander, Antioquia, Tolima, Boyaca and Cundinamarca. These departments are governed from the national capital of Bogota, although each has its own capital and departmental staff. THE hardness of annealed copper has been given in the literature and is easily obtained by any of the standard methods of hardness testing. It is not our intention to correct published values or to add to them, but to describe tests of two bars of annealed electrolytic copper in which the methods of Meyer's analysis were employed. MEYER'S ANALYSIS OF BALL INDENTATION TEST The ball indentation test is probably the most valuable hardness test we now have but, as it is carried out in the Brinell or Rockwell test, the result may be seriously in error without the operator suspecting such to be the case. This condition results from the isolated and uncontrolled nature of the measurement. The accuracy depends on the accuracy of the equipment and the care and skill used in the operations; there is nothing in the impression diameter, which is all that is measured, to indicate the presence of error. Meyer's analysis supplies a control of the measurements that goes far toward eliminating unsuspected errors. The principles of this work maybe obtained from elsewhere.1 As this subject has not received the attention of this Institute, it may be well to summarize the more important points as follows.

The late Professor P. B. Bucky of Columbia University introduced the principles and techniques of barodynamic experimentation in early 1931 by the application of centrifugal loading to achieve dynamic similitude between models and prototypes of mine structures.1 Later, he and his associates introduced the combined experimental technique of photo- elasticity and the centrifuge to determine the stress distribution in civil engineering structures and mine workings by the use of transparent bakelite models.2,3 The photostress technique, also known as the birefringent-coating method of photoelastic stress analysis, dates back to 1930, when Mesnager published its principles.4 Since then it has been widely applied to experimental stress analyses in many industries. A practical method of observing the dynamic behavior of opaque mine models, which are made of prototype materials, by means of a combination of the centrifugal and the photostress techniques is a new experimental approach under development at the Henry Krumb School of Mines, Columbia University.5 This paper summarizes the development of the barodynamic photostress technique and presents the information obtained from a recent series of experiments in the study of the behavior of rock beams loaded by their own weight.
