SEVERAL constructive and fundamental studies have been made in the analysis of data obtained from experiments carried on with batch ball and rod mills. The operating characteristics of ball milling in small continuous circuits have also been appraised. It is from these analyses that some of the theories of comminution have been developed. Relatively few studies of continuous rod milling have added significantly to the fundamental concepts, because seldom have they yielded sufficiently consistent results. Perhaps they have been too limited in their scope. Careful control of the variables in batch grinding is simple compared with that encountered in a continuous operation. This factor alone has discouraged many investigators. Occasionally results of systematic changes made in industrial rod mill circuits have been published, but usually the data are sketchy and are restricted because of the unwieldiness of the equipment used. The work, in general, has not been comprehensive; nevertheless it has provided empirical relationships that have bridged the gap between postulate and practice so that by proper manipulation of formulae, a mill designer can anticipate mill size and power requirements.14 Although operating variables of a small continuous mill are not so easy to control as with the batch mill, with present day devices, and with careful experimental work, consistent results can be obtained. Nearly four years ago, in the Process Laboratory, Allis-Chalmers Mfg. Co. began a systematic study of the effects of several variables upon the performance of the pilot rod mill. A mill was built in the laboratory to provide the versatility required for the proposed study. It was constructed in sections so that it could be operated, with a few modifications, as a rod mill 30 in. x 8 ft or 30 in. x 4 ft. The discharge end of the shell was flanged so that either an end peripheral discharge or an overflow discharge could be installed. Thus the performance of at least four types of mills could be studied merely by changing the type of discharge or the length of the mill shell. The grinding experiments were designed so that a study could be made of the way in which the mill speed, feed rate, and pulp density influenced the performance of both overflow and end peripheral discharge rod mills. Four sets of experimental data were collected from the four mill arrangements. The mill in each set of experiments was fed at four rates of feed depending on the length of the mill, at four pulp densities, and at five percentages of critical speed. Electrical and mechanical controls were in- stalled to regulate all these independent variables, and auxiliary devices were used to verify the precision of the controls at each point. The dependent variables used to quantify the experiments were the reduction ratio and the hew surface area produced as calculated from sieve analyses. These were incorporated with the energy factor by the calculation of both the new surface produced per unit of energy and the Bond work index.' Rod wear, as a dependent variable, was not studied because of the short period of operation for each run. Exclusive of repeat runs, each set of experiments yielded 80 products, and the total study at least 320 products, all of which were quantified. With the operating information collected, these data presented a bewildering accumulation. Statistical analysis has been invaluable in unraveling the confusion and in presenting a means of establishing the nature and the magnitude of the significant variables. Data presented in this paper are those from the 30 in. x 4 ft end peripheral discharge rod mill, Fig. 1, when limestone was ground at feed rates of 1000, 2000, 4000, and 5000 lb per hr, at pulp densities of 50, 60, 70, and 80 pct solids, and at mill speeds of 50, 60, 70, 80, and 90 pct of the critical speed. These 80 tests have all been run at least twice, and occasionally a third time, to prove that the data obtained were reproducible. The techniques of operation and the methods of quantification of results are described in the following pages and the results analyzed statistically to show the significant variables. The variables are plotted to show the relationships that exist. A massive dolomitic limestone from Waukesha Lime and Stone Co. was used for feed during these experiments because of its availability and its tex-tural uniformity. This limestone analyzed 28.7 pct CaO, 21.0 pct MgO, 6.0 pct SiO2, 0.4 pct A1²O³, and 0.3 pct Fe²O³ and had a loss on ignition of 44.1 pct. Centrally located with relation to the largest iron- and steel-producing districts of the United States, the fluorspar-deposits of Kentucky possess increasing interest and importance. As typical of the numerous fluorspar-mines of Kentucky and Illinois, I have selected for description the Memphis, because it and others of its immediate group exhibit the conditions characteristic of all. I. The Memphis MiNe. This mine lies 5 miles NW. of Marion, in Crittenden county, Kentucky, a station on the Chicago and Nashville division of .the Illinois Central R. R. For the first mile and a half out of Marion we see only Birdsville or Middle Chester sandstones of Mississippian age. Then we cross a fault of about 850 ft. displacement, and the Ste. Genevieve oolite sets in. Beyond the fault, oolite is the predominant rock, except that the hills to the north have a capping of Cypress or lowest Chester sandstone, 80 ft. below which is an outcrop of from 6 to 10 ft. of Ste. Genevieve (Rosiclare) sandstone. Occasional sink-holes are noticed, and as the mines are approached evidence of faulting is again seen. A line of .crude head-frames and open-cut dumps, extending for more than a quarter of a mile, marks the Klondike vein. The open-cuts are from 15 to 20 ft. deep, and in most of them, from the surface down, was found the reddish gravel which is really fluorspar—some of it white or purple and crystal-clear (if the red clay is washed off), and some carrying iron and silica, and stained by waters from the decaying limestone walls. In one of these cuts, at a depth of 20 ft., white and purplish honey-combed fluorspar was found, in which the larger cavities are due to the leaching of limestone and calcite, and the minute ones to the leaching of zinc-hlende.

Such a method, consisting of a sampling tube introduced into the well tubing, has proved satisfactory. The method is sufficiently accurate for operating and engineering problems A portable testing apparatus can be used with the sampling tube to obtain data useful in studying the economic and technical aspects of the development and operation of gas-condensate properties. Introduction The recent discovery and development of gas reserves that contain hydrocarbons that condense with reduction of temperature or Pressure, or both, to form a product known as condensate, has brought many new problems to the oil and gas industries. With further discovery of deep, high-pressure fields it is presumable that many more gas fields of this type will be added to the steadily increasing number. Such gas reserves are found either associated with oil as a gas cap or in separate formations. There seems to be no positive correlation between the physical or geological nature of the reservoir, and the chemical composition or phase characteristics of its contents. Knowledge of the chemical make-up and phase behavior of gas-condensate reserves is needed to cope with many problems. A knowledge of the chemical composition and phase characteristics of the reservoir material is necessary to properly design a gasoline or recycling plant, to estimate natural gas and condensate reserves, to enable the operator to study the economic and technical aspects of various methods of operation and development, and to carry Out the plan of operating subsurface and surface lease equipment. This information is often useful in questions of mineral ownership, proration, legal position, and taxation. It is the purpose of this paper to discuss methods used by the writers to determine the chemica1 composition and phase characteristics of the fluids produced from a condensate well. The scope of the paper includes a discussion and description of the method of sampling, the results of tests on the accuracy of the sampling method, a description of a portable testing apparatus used to examine the phase characteristics, typical results of tests on wells from several condensate fields, and some of the applications of these data to production problems. References to previous work on this subject are cited at the end of the paper. The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. I have been employed in almost the entire range of fields offered to geologists and have studied closely the feeling of people towards geological service. Recently it has been a pleasure to be closely associated with men who were as deeply interested in civic welfare and affairs of state as in the financial success of a large industry developing natural resources. Previously I had seen service in a national survey, a state survey, summer employment by a large mining company exploring new property and detailed geological work for a large corporation. Major responsibility as a college instructor has left me free to view each of these assignments in unprejudiced fashion and at the same time study the relation of government surveys to large natural resource industries, average industrial and construction work and service to nongeologists and laymen. Considerations Governing Geologic Public Service Three groups of people must be satisfied by the surveys if dissatisfaction is to be dispelled. It has been the aim of the writer, by measuring his base line on the territory of theoretical chemistry, to attempt to fix by triangula tion certain points within the domain of mineralogy. As the barest first experiment in this direction, a few of the hydrated oxides of iron have been selected, their theoretical construe tion reduced to percentage of the constituents into which the ordinary analytical methods would resolve them, and the results compared with actual analyses compiled from the most reliable sources; the accidental errors being as much as possible eliminated. This method seems to be a simple one and one easily pursued, but, as will shortly appear, it is beset with grave difficulties, all of which the writer does not pretend to have satisfactorily surmounted. In the first place arises the important question, what are we to understand by the hydrated oxides of iron ? In all books of chemistry and lexicons of minerals, the proposition, long ago taught by the earlier chemists, that water might exist in two forms of combination, viz., as water of crystallization or as water of constitution, is tacitly assumed. There is nothing in the principles of the new chemistry which is opposed to this; for (to carry the mind's eye into the process of con struction of the least units into which a definite chemical compound is capable of being divided without losing its characteristic proper ties), however unlikely it may seem, it is, nevertheless, possible that a given molecule of iron may, under certain conditions of heat, pressure, etc., attract to itself as many molecules of the water in which it is natant as: from the relative size, shape, attractive force, etc. of either, it is capable of taking up, and this complex system of associated molecules might oscillate as a physical unit so long as the conditions on which its existence was dependent remained unchanged. Moreover, it is highly probable that the first effect upon such a mole cule produced by physical or chemical forces would be to separate it into two or more simple ones of different kinds, while a further ap plication of these forces might rend asunder the bonds of the simpler compounds themselves.

BETWEEN the third and twentieth days of November, 1903, six intensely interesting letters were mailed from Santiago, Chile, addressed to "Mr. William Braden, Consulting Mining Engineer, 71 Broadway, New York City." The subject of these communications, referred to as the "Rancagua mines," was a copper property situated in the high. Andes; and the writer was Marco Chiapponi, an Italian mining engineer. Many a letter has been written about potential mines and prospects, good and bad, situated in all parts of the world; but few of them combine the shrewdness, sincerity, naïveté, and salesmanship that appear in these fascinating letters by Chiapponi. In 1894, Mr. Braden, as a young man twenty-three years old, had gone to Santiago to look after the erection and operation of some mining machinery that was to be exhibited at the International Mining Exposition. Not the least important of his purposes was to get acquainted at first hand with the mines and mining men of Chile, which ranked at the time (as it does today) second to the United States as a copper-producing country. It happened that a dispute arose regarding charges for certain construction work done in connection with young Braden's exhibit. Finally, arbitration was agreed upon and the Chilean exposition officials proposed Se[n]or Marco Chiapponi as a fair-minded neutral to decide the question. This he did in a manner satisfactory to both sides, and subsequently he and Mr. Braden became good friends. Nine years later Braden wrote to Chiapponi inquiring as to certain matters connected with the Corocoro copper mines in Bolivia. It was to this letter that Chiapponi refers in his letter of November 3, from which the following are some extracts,

It is proposed to present some of the results of observation of the geologists of the Appalachian division during the past seven years, and of experimental study during the past three years, on the subject of structural geology in the Appalachian Province. The article must be brief, even at the risk of obscurity; but a more complete and fully illustrated paper will appear in the Thirteenth Annual Report of the United States Geological Survey. Certain Facts. The following facts are first to be taken account of: From the Cambrian age to the Carboniferous there existed a conti nent stretching southeast from the present range of the Blue Ridge, covering what is now eastern Pennsylvania, New Jersey, eastern Vir ginia, North and South Carolina and eastern Georgia, with some un known part of the present Atlantic ocean-bed. Northwest from this continent lay a sea, reaching to the west and north of the Mississippi. Sedimentary deposits derived from the land accumulated with or ganic remains, in the sea; the greater part fell in a narrow zone along the shore, the remainder spread in a comparatively thin sheet over the bottom of the Mediterranean of North America. The resulting strata measure, near Mauch Chunk, Pa., 30,000 feet; over much of Pennsylvania, 20,000 to 25,000 feet; over eastern Tennessee, Georgia and Alabama, but 10,000 to 15,000 feet. The stratified mass, considered with reference to its broad physical char acters, consists of three members: A base of shale and sandstone ; a middle of limestone, 2500 to 6000 feet thick—a stratum probably not equalled in the world for uniformity of character and massive ness; and a top of shale and sandstone, 5000 to 23,000 feet thick. This mass has been folded. In a zone 900 miles long and 50 to 125 miles wide, the strata exhibit such attitudes and relations as could result only from a force of compression acting from north west or from southeast, or from both directions. The mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "squarc" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment' of a law similar to that in force in British Columbia. Objections have been raised by .representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the 'present apex law; and the statement has been made to me personally by one of the largest English operators, that he would .never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the I(square location," it should be sufficient to say to those who are inclined to "let well enough alone" and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extra-lateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square. I would advocate the right to locate adjoining claims of equal extent on either side of the discovery claim, on the strike of the lode, subject to a seasonable requirement in the matter of work upon them; and in the case of a vein dipping flatter than 45' from the horizon, or in case of a

The production of petroleum in Mexico during 1930 was approximately 39,600,000 bbl., or 5,188,000 bbl. less than in 1929. The decline which has continued for the last eight years, will place Mexico in fifth or sixth rank as an oil-producing country. The production of the northern and southern fields near Tampico declined over 5,250,000 bbl., while that of the fields in the Isthmus of Tehuantepec moderately increased. The wildcat operations which have been conducted for some years near the international border along a 290-mile belt, extending roughly 170 miles northwest and 120 miles southeast from Laredo, Texas, have so far met with little encouragement, although the oil possibilities of the region warrant the belief that commercially productive fields will be discovered eventually. An interesting development during the year was the starting of construction of the oil pipe line from Palma Sola in the South Fields near sea level—over Sierra Madre at 8660 ft.—to Atzcapotzalco, a suburb of Mexico City at an elevation of 7350 ft. This line, about 146 miles long, has a diameter of 10 in. and an estimated daily capacity of 10,000 bbl., and with its terminal refinery at Mexico City will form a transporting and refining unit which should materially affect the distribution and marketing of refined products in the Republic. Development During the past year 148 wells were drilled, as compared with 214 in 1929 and 371 in 1928, the percentage of producers being 49 as against 47 in 1929. With the exception of one well in San Isidro, at the extreme southern end of the Golden Lane, the Jardln Paso Real area was the only sector of the old fields where new development could be considered as successful, all other producers brought in during the year being drilled in nearly exhausted pools to be operated as ('strippers." Northern Fields A total of 71 wells were drilled in the northern fields, of which 22 were producers; one well in Ebano was estimated at 5000 bbl. per day, while the general average of all producers was less than 300 bbl. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

Meetings of this committee were held at the Institute headquarters on April 18, May, 3 and 15, and June 19.. At the meeting of June 19, the Secretary reported that letters of invitation to apply for membership in the Institute had been sent to all the alumni of the School of Mines of Columbia University and also to all State Mine Inspectors and their deputies. He also reported the securing of lists of the alumni of the Harvard Engineering Schools, and of the Mining Schools at Houghton, Mich. ; Butte, Mont. ; State College, Pa. ; Seattle, Wash. ; Fayetteville, Ark.; Laramie, Wyo.; Montreal, Canada, and Wor-cester and Rensselaer Polytechnic Institutes. Arrangements were made to invite all these to join the Institute. It was suggested that a. member' of the Institute resident in Australia be appointed to this Committee, also one from Japan. Attention of the members of the Committee was drawn to the fact that letters requesting, others to join the Institute will be written in the offices of the Institute if desired. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

The milling plant of the Alaska-Gastineau Mining Co. is located at the town of Thane, Alaska, on Gastineau Channel, 4 mi. south of Juneau and directly across the channel from the Ready Bullion mine of the Treadwell mines on Douglas Island. Previous to the organization of the Alaska-Gastineau Mining Co., in 1912, the milling was done at the stamp mill of the Alaska Perseverance Co. located at the mine in Silver Bow Basin. But the contemplated increase in production made it necessary to locate the mill on Gastineau Channel, as not enough water was available at the mine during the winter months, nor was there room for taking care of the large tonnage of tailings that would ultimately be discarded from the mill. Character of Ore The gold and silver values occur in quartz lenses associated with pyrrhotite, galena, arsenical pyrites, and zinc blende. These lenses occur in large bodies of slate, schist, and metagabbro, which also carry some valuable metallic contents. With the essential low cost of mining, it was necessary to mine large bodies of low-grade material containing the high-grade streaks. Of the minerals, pyrrhotite, the magnetic sulfide of iron, is predominant, and galena is the next sulfide present in quantity. The gold occurs free and coarse and associated with the iron sulfide in its finer state. The silver occurs with the lead or is alloyed with the gold. A chemical analysis of the ore shows Silver............ 0.10 oz. Magnesia......... 0.4 per cent. Silica............. 59.7percent. Sulfur............ 1.2 per cent. Iron.............. 5.2 per cent. THE experiments described in this paper were made at the Washoe Reduction Works, Anaconda, Mont., for the purpose of determining the relative speed of elimination of the iron, sulphur and arsenic during the process of bessemerizing copper-mattes. The samples were taken from a horizontal "barrel" converter, 8 ft. in diameter and 12 ft. 6 in. long, having an average charge of 9 tons of matte, and blown with a 16-1b. air-pressure. All samples were taken with the blast on, turning the converter from its normal blowing-position to nearly verti¬cal, so that a conical mold, with a long handle attached to a horizontal rod, could be introduced from a platform above the converter into the mouth of the converter and a sample taken. The difficulties of taking a sample with the blast on are appar¬ent, and the irregularities of the lines in Figs. 1, 2 and 3 can be readily accounted for by the amount of slag in the samples. On the whole, the plotting of the results gives comparatively uniform lines, considering the conditions. The samples were taken by the regular sampling-force of the works at 10-min. intervals, as shown in Tables I., II and III, which also give the chemical analysis of the samples so taken. The test shown in Table I. was made with a new converter; that of Table II with a converter that had made three charges and had been cleaned out; that of Table III with a converter that bad blown one charge to white metal, and had then been " washed " out and used for the test. In plotting these results, it was necessary to take, as a basis, the percentage of copper in the samples. This basis does not exactly represent the true condition, since the volume is constantly decreasing and a certain quantity of copper passes into the slag, but it is as near as can be obtained in practice. Ventilation within a coal mine is essential to the welfare of those employed therein, from the standpoint of health, safety, and efficiency. While the saving of life and the preserving of health are the chief reasons for ventilation, efficiency and production are increased. In spite of the fact that we speak of air as having a certain composition, the proportions of oxygen, nitrogen, and carbon dioxide are not fixed, but vary between small limits. The different elements are not chemically united, they are merely mixed and each is free and can be separated with little energy. For this reason air in the mine workings is seldom found in a pure state. Factors that necessitate ventilation in coal mines are those that change the composition of pure air. Contamination of mine air results from the burning of oil-fed flames, the use of explosives, the oxidation of coal, and the liberation of gases by the coal. The extent to which these factors exist governs the size and general plan of the ventilating applianccs required. An efficient ventilating system is one that will furnish air at the working faces in sufficient volume to dilute and render harmless noxious gases and at the same time maintain an oxygen content closely approaching that of pure air. In a well-ventilated mine, the oxygen seldom falls more than 0.5 per cent. below normal. The carbon-dioxide content of the air in the average coal mine will vary from 0.1 to about 0.8 per cent., which amounts are not harmful. Three per cent. of carbon dioxide in air doubles the frequency and the depth of breathing; it is plainly noticeable and if breathed continuously for several hours its effect would probably be harmful. Slight reductions in the oxygen content of the air, such as occur in well-ventilated mines, have no debilitating effect on the worker. A person not exerting himself would fail to observe any unusual physical effect in an atmosphere: containing 17 per cent. of oxygen. This condition, however, or even a condition showing an oxygen content below 20 per cent., would indicate poor ventilation and that the elements which tend to reduce the efficiency of the worker are present, namely water vapor and a high wet-bulb temperature.

No more important question has come before the coal industry in the past decade than the prevention of stream pollution by mine drainage; especially in Pennsylvania, where large areas of coal land have been developed. It may be thought that the problem of labor or lack of transportation outweighs in importance that of stream pollution. We can see possible remedies for labor and transportation problems but there is no known satisfactory solution of the mine-drainage problem. The subject has been given little serious attention, for, until recently, it has been little understood; but in the past year it was brought to the attention of the coal-mining industry by the introduction, in Congress, of several bills designed to prevent the discharge of acid waters from mines or other sources into navigable streams, or their tributaries. The first legislation proposed was the Applebybill, H.R.7369, designed particularly to prevent the oil pollution of coastal waters. It contained the following provisions, which the coal men regarded as referring to the coal industry. It shall be unlawful to throw ... any refuse matter of any kind ... into any navigable waters of the United States or into any tributaries of any navigable waters from which the same shall float or be washed into such navigable waters. The chemical, steel, paper, and other manufacturing industries, as well as the mining industry, objected to this clause, the miners claiming that it would prevent the discharge of waste or mine drainage into any waters of the United States, for all streams or tributaries finally reach navigable waters. The next bill introduced was that of Congressman Briggs, H.R. 7430, an amendment to Section 13 of the Pollution Act of March 3, 1899. The original act referred chiefly to oil and oil refuse, but it provided also "that no material of any kind should be deposited on the bank of a navigable water, or tributary, which might reach the waters and interfere with or
